Be heard in May 9 elections

S

tatistics indicate a nationwide trend toward declining voter turnouts for local elections, especially those held in the spring instead of November. A good example can be found in Bexar County, especially during May elections. Data for San Antonio and its suburban cities indicates voter turnouts dropped from 11.61 percent in 2009, to 7.07 percent in 2011, to 6.94 percent in 2013. It’s important to note that voters cite a variety of reasons for going to the polls — and staying away, too. While some want to select their favorite candidates for city council and school boards, research indicates that pocketbook issues attract the most votes. On May 9, voters across the Metrocom will get to have their say – and it’s important they exercise this right to elect local leaders and decide key issues. Many residents will cast ballots during early voting, which begins April 27 and lasts through May 5. City council members will be selected in Universal City, Live Oak and Selma. Judson Independent School District voters will choose among eight candidates for three trustees’ positions, while those in the Comal Independent School District will select contenders vying for four trustees’ seats. Included for some are two hotbutton “pocketbook” issues. Selma voters will decide on a $9 million bond proposal for the city’s Lookout Road improvement project. Comal ISD is seeking $147.4 million for two new middle schools and districtwide technology, infrastructure and safety improvements. It’s good that Metrocom voters play a vital role in deciding the issues and candidates that have an impact on the futures of their communities.

DWIs are a daily problem in this community; not just during Fiesta. But Fiesta is a two- or three-week long party, so yes, we have to be more watchful.” Maj. Richard Jauregui, of the TABC’s San Antonio regional office, is among those keeping watch. TABC agents, many of them undercover at Fiesta, are concerned with stopping anyone from serving alcohol to minors and folks who are already intoxicated. “We use all the personnel in our office, and in the past we’ve brought people from around the district, although we’ve increased our staff enough here in the past few years that now we can handle it,” he said. “Also, in the 15 years I’ve been in San Antonio, I’ve seen Fiesta become more controlled as far as our violations are concerned,” Jauregui added. “A lot of the nonprofits that put on Fiesta events have changed their ways. They have to have at least a temporary license to sell alcohol, and we also offer training to get their (alcohol) servers certified, and a lot of the groups have been taking advantage of that.”

Meanwhile, TxDOT places extra emphasis on its Person Appointed to Stay Sober, or P.A.S.S., campaign promoting designated drivers, featuring warnings about DWI on TransGuide highway signs, and promoting their Sober Rides pledges and website. “We try to remind people that a DWI can easily end up costing you up to $17,000, and you could lose not only your driver’s license, but your job,” said TxDOT spokeswoman Laura Lopez. Along with Silver Eagle Distributors and Yellow Cab, TxDOT also helps sponsor the Fiesta Commission’s Fiesta Safe Rides program, which distributes $20 taxi vouchers to folks who plan to drink, but don’t want to drive drunk. “This year, we’re giving out 2,500 free $20 taxi vouchers for use during Fiesta,” said interim Fiesta Commission Executive Director Phil Nelson. They are available at the Fiesta Store, 2611 Broadway. There’s a fine line between having fun and having too much fun, and that line can get blurry faster than your vision after a few too many brewskis. Considering the hundreds of thousands of folks who attend, Fiesta is a pretty family-friendly affair. “When I moved to San Antonio and started hearing about Fiesta I thought, ‘Oh gosh, we’re going to have a lot of arrests,’” said Officer Misty Floyd, a San Antonio Police Department spokeswoman. “But in the last few years, we haven’t seen big spikes in DWIs during Fiesta. There’s definitely more of an effort on our part to keep things in line.” Last year, police reported 402 DWI arrests during Fiesta, compared to 339 in 2013, but Floyd noted that Fiesta 2014 was extended over an extra week because of the Easter holiday. This year, the Fiesta Commission and police are celebrating the fact that for the last four years, not a single person has been killed in a traffic accident related to Fiesta. While SAPD provides the bulk of manpower during the celebration, the Department of Public Safety has almost doubled its Fiesta force. Bexar County sheriff ’s deputies and deputy constables, Texas Alcoholic Beverage Commission officers and even Texas Department of Transportation personnel are also out there working to keep Fiesta safe.

Give curfew laws another look

R

ecently San Antonio reviewed its juvenilecurfew law, which over time has highlighted two sad facts: The government feels it has to do the job of parents, and there are parents who are not properly supervising their kids. Shouldn’t it be the parents, and not the government, deciding when children should be at home? At the same time, parents need to set a good example about proper conduct for kids outside of the house. And inside, for that matter. These points come to mind in the wake of a reappraisal of the city’s 24-year-old juvenile-curfew law, with a recommendation from the Public Safety Committee to renew the ordinance for another three years. Government shouldn't be playing mommy and daddy. Created in 1991, the Alamo City law

had a worthy intent: Keep kids off the streets and safe from violence. Amendments over the years also attacked truancy. In the early days of the curfew, gang violence and drive-by shootings were on the rise. Leaders wanted to curb the trauma. Under the curfew, those 16 and younger must not be on the streets, in a vehicle or on foot from 11 p.m. to 6 a.m. every day, and 9 a.m. to 2:30 p.m. on school days. Exceptions are made for children who are working, running a sanctioned errand, caring for a parent or a caregiver, doing volunteer work or on a school or church outing. Citations for Municipal Court are issued to the parents, not the kids. The idea is to make parents feel the financial pinch. The number of citations is relatively small these days, which is one indication that maybe the curfew has outlived its usefulness. Also, violent crime has diminished. And while it’s true kids need to stay in school, the Legislature is considering whether truancy laws, and punishments such as fines and jail, are too onerous. Cities with curfew laws should worry about bigger issues, such as infrastructure and public safety involving real crimes. However, parents must also do their part by teaching acceptable values to their kids.

ALAMO AREA COUNCIL OF GOVERNMENTS’ ALAMO REGIONAL LAW ENFORCEMENT ACADEMY recently received a donation of law-enforcement training equipment from Global Priority Security, a subsidiary of Zachry Corp., and will lease and renovate GPS’s former training facility at 12625 Wetmore Road, Suite 436, in San Antonio. The new 20,700-square-foot area will house the academy and AACOG’s Homeland Security, Regional 9-1-1 and Criminal Justice Planning programs. San Francisco-based competitors Uber and Lyft refused to accept stricter rules from San Antonio and ceased operations April 1 in the Alamo City. However, suburban leaders’ February and March meetings produced a coalition that paved the way for ride-hailing in their communities. The companies assign those requests to local drivers, who shuttle the customers to and fro in their personal vehicles. “Ride-sharing drives better choices,” Uber spokeswoman Debbee Hancock said. “The people of Bexar County have demanded access to a safe, reliable ride, and we applaud these mayors for working hard to provide it, making the streets of Bexar County safer for everyone.” For months in municipalities throughout the nation, Uber and Lyft have battled intense lobbying from cab companies threatened by the new competition. It continues in Texas, where both companies are spending $1 million in its own lobbying effort against legislation that could strictly regulate their operations throughout the state. Uber arrived in San Antonio last spring and gained popularity following Fiesta festivities. “When we launched last March, we never anticipated we’d spend our (first) anniversary being unable to operate in the Alamo City,” Hancock said.

Uber and Lyft hit the road when San Antonio’s new ordinance went into effect, just days after the meeting of mayors – which included those from Alamo Heights, Olmos Park and Hollywood Park – chauffeured in a new era in area ride-hailing. Windcrest’s accord – also to be adopted elsewhere – calls for ride-hailing trips to initiate and end in Windcrest and surrounding communities as well as one-way destinations within San Antonio. Twoway travel within city limits is prohibited, but one-way trips are permissible, as long as Uber vehicles operate under permits issued by surrounding cities. “It’s our interpretation that if any of the trips originate in Windcrest or any other city that signs the agreement, they can go freely,” Baxter said. Baxter noted the city’s largest employer, Rackspace, supports Windcrest’s stance. While no agreements have yet been formalized with Lyft – which didn’t respond to requests for comment – Uber expects to soon receive similar concords from other Bexar County cities. City councils in Hollywood Park and Converse were scheduled to discuss and

RIDE-HAILING continues from pg. 14 possibly approve resolutions April 21. “I am in support of free markets, competition and innovation,” Hollywood Park Mayor Chris Fails said. “I will do anything I can to allow new businesses to thrive in our town as long as they operate in a manner that is legal, ethical and safe.” Converse Mayor Al Suarez lamented the end of ride-hailing programs in San Antonio, but added Converse has no ride-hailing restrictions. “In a suburban area like Converse, with little to no taxi service, this might be another viable option for our citizens to enjoy,” Suarez said. “We are inviting both Uber and Lyft to Converse for discussion at the April 21 meeting, and resolution of support may follow. “The city of Converse has traditionally been a big supporter of small business, free enterprise and, of course, the American dream.” Schertz Mayor Michael Carpenter said: “We currently don’t regulate in this area. Sometimes, the most business-friendly, citizen-oriented thing a municipality can do is choose not to legislate.” San Antonio Mayor Ivy Taylor said she wanted ride-hailing to remain, but only if the companies followed the city’s new guidelines. She called it “sensible” for San Antonio to require background checks, vehicle inspections and random drug tests for ride-booking drivers. Meanwhile, ride-hailing proponents cited marketplace options and safety factors. “We believe competition is a good thing,” Alamo Heights Mayor Louis Cooper said. “There are a lot of people who like taxis, but they like Uber, too, and they want both of them to stay. “We want our citizens to have a choice – and it’s shortsighted by the city of San Antonio (for it) not to allow our citizens that choice.” Hancock said dozens of area business leaders and more than 13,000 riders and drivers have urged San Antonio politicos to embrace ride-hailing. “Despite this, city officials have created a regulatory climate that makes it impossible for us to meet the high standard of service that riders from over 170 cities across the U.S. have come to expect,” she said. “By adopting these rules, San Antonio officials have eliminated thousands of jobs and a safe transportation alternative from their city.” Ride-hailing has not been permanently driven away from San Antonio. “Make no mistake, we are not giving up on San Antonio, and will work hard to bring Uber back,” Hancock said.

I want to get to know the people in this great school district so I can help make it even better. But since I’m the new kid on the block, let me give you a quick rundown on who I am and how I see us growing. I have spent more than 36 years in education. My formative years were in New Mexico, serving in districts in Albuquerque, Gallup and Las Cruces. I moved to Texas in 1994, where I served in several administrative positions in seven years with the Dallas Independent School District. I then served six years as Aransas Pass Independent School District’s superintendent before I arrived to a new opportunity in Brownsville. Beginning in 2007, I served as the district’s assistant superintendent, directly supervising schools to help enhance student performance and campus leadership. In 2011, I became BISD’s interim superintendent, and later that year was selected permanently for the position. First off, school safety is my top priority as superintendent. I am also currently vice chairman of the Texas School Safety Center’s board of directors, and will do all I can to make JISD, and other districts in the San Antonio area and across the state, as safe as possible. My mission at Judson ISD is to build on the academic success the district has achieved in recent years. JISD has become a state leader in several instructional areas, where results have even garnered international attention and visits to our classrooms. I want to enhance JISD’s successful Three System process and further align the curriculum to meet the academic needs of all students – those ranging from low-performing to high-performing. My vision is to see all of them succeed in our classrooms before translating those experiences into the real world. With the growth of career exploration for our students, we will work together to expand their career-related options. A big part of that success starts in science, technology, engineering and math – or STEM. At BISD, I thought this was so important I initiated a magnet program, which focused on aerospace engineering. That fit well with the arrival of SpaceX, a space-transport company, to the Rio Grande Valley. I want to see JISD’s STEM program expand as well. My wife Debbie and I have been married for 30 years and love to spend time with our two grown daughters when we can. RACAP serves portions of Bexar, Comal and Guadalupe counties and is primarily funded by donations from 25 regional churches. “Basically, we are an emergency, nonprofit food pantry,” said Jessie Fisher, RACAP program director. “We provide emergency groceries, limited amounts of financial assistance, prescription medicine and utility assistance to inneed residents in nine ZIP codes.” According to the USDA, food-insecurity rates are substantially higher in big cities, such as San Antonio, but also occur in rural locales and large-municipality suburbs. As of 2013, the agency said nearly 50 million Americans, including over 16 million children, live in households without regular means to obtain nutritious foods, and estimated 25 percent of large-city households are food-insecure. “People don’t generally think of an area like ours (the Schertz vicinity) as having to deal with issues like poverty and hunger, but it exists,” Fisher said. “RACAP was founded specifically to help these people in our community.” In 2014, RACAP provided food assistance

Cataract Detection & Prevention In this day and age, more than 22 million Americans age 40 and older have cataracts, and according to the National Eye Institute, by age 80, more than half of all Americans will either have a cataract or have had cataract surgery. However, perhaps one of the most concerning aspects of these impactful statistics is the fact that there are currently no medications or treatment options besides surgery to correct cataracts making it the most frequently performed surgery. While most people who are affected by cataracts will not usually begin showing symptoms until at least age 40, cataracts can also occur among young adults or children. Risk factors that can lead to developing cataracts at a younger age include certain diseases, hereditary influences, eye injuries, eye disease, smoking and more. While cataract surgery is a very delicate, detailed operation, it is also one of the safest operations done today. The procedure is extremely quick and non-invasive, and more than 95% of surgeries are successful. Plus, because cataracts are now removed under a local anesthetic, patients are able to go home the same day and most people only experience a minor discomfort following surgery. In many cases, patients can see well enough to resume their normal activities a few days after having cataract surgery, while their vision will continue to improve over the following weeks. Because there is no definite cause of this disease, there is currently no way to prevent age-related cataracts. The best chance a person has for preventing cataracts is to avoid certain risk factors that have been proven to increase your risk of developing this vision problem. These risk factors include a family history of cataracts, certain diseases, such as diabetes, long-term steroid use, long term exposure to UV rays and excessive sunlight, smoking, unhealthy eating habits and certain eye injuries or diseases. Cataracts are easily treatable through today’s advanced technology. During a cataract surgery procedure, a surgeon will remove the clouded lens of the affect eye, then replace it with a new intraocular lens (IOL). Doing this requires a small incision at the edge of the cornea. The surgeon inserts a small ultrasonic probe that breaks up the clouded lens into a bunch of tiny parts, which are then suctioned out of the eye. From there, an intraocular lens is inserted to replace the cataract. This is then perfectly aligned by the surgeon resulting in the return of vision. Stitches are usually not needed for this surgery. to nearly 3,200 people, and this year, several area businesses and school districts are partnering in the organization’s annual May Food Drive set for May 15-26. “We provide a week’s worth of groceries to those that qualify for our program,” Fisher said. “The way we determine who is eligible for our services is the government-determined poverty guidelines. However, if circumstances warrant it, we can make an exception. These are determined case-by-case.” Many area schoolchildren depend on free breakfasts and lunches. However, after the academic year concludes, many go without during the summer. Community businesses have teamed with RACAP to stock food pantries during those crucial times. Hanson Aggregates-Servtex Quarry, a Garden Ridge-based company specializing in crushed stone, sand and gravel for building materials, helped organize RACAP’s inaugural summer food drive last year. “In 2013, (we) started to look for ways to reach out into the community and we didn’t want to just donate money, we wanted to actually do something that impacted people here locally,” said Jake Scherer, Hanson Aggregates-Servtex Quarry plant manager. “One of our team members found out about RACAP. Normally, when I think of food drives, I think of the winter, but they said one of the things most people don’t recognize is the need for food during the summer months. We said we would do a summer food drive and last year it exceeded our wildest expectations.” Hanson collects donated groceries from drop sites and delivers it to RACAP, which collected 3,400 pounds of food in 2014. For this year’s drive, Hanson is reaching out to city managers in Schertz, Selma and Cibolo, plus area schools, which compete in a quest to collect the most provisions. Scherer said Hanson partnered with Garden Ridge Elementary School – home to 75 percent of all contributions last year. “It turned out to be very successful and got us hoping to expand this year,” he said. Items are being collected at Schertz, Selma and Cibolo city halls, plus selected schools and donation stations throughout the region. “I have always been of the opinion that it is always better to pay it forward rather than to try to pay it back,” said Selma City Administrator Ken Roberts. “There are a lot of folks out there who aren’t as fortunate as others or who aren’t as blessed as others – if we can contribute in some small way to help these people out with this food drive, the city is all in.” RACAP also contributes emergency

AN ANTONIO – With the dawn of spring, area residents are emerging from winter hibernation to enjoy disc golf in ever-greater numbers.

For almost a decade, many have sought refuge at McClain Park, a quiet, wooded facility located behind Longs Creek Elementary School, 15700 O’Connor Road. Since its creation in 2007, the park’s 18-hole, 5,533-yard layout has challenged players – experienced and novice alike. The course draws enthusiasts from across the San Antonio area, including the Metrocom. Unlike its cousin, traditional golf – where players use clubs to drive

dimpled round balls onto greens – disc golf requires participants’ deft handling of three varying Frisbee-like saucers. Rocky Duque de Estrada, a project manager with the city’s Parks and Recreation Department, said McClain Park’s topography brings out the best – and perhaps worst – in competitors seeking to conquer dense trees, natural grasses and numerous water hazards. “It all makes for a very challenging course,” he said. McClain Park entices all comers to a sport formalized during the 1970s. And, like traditional golf, the goal is to make par on each hole. But instead of targeting holes sunk into greens, disc golfers take aim at elevated metal baskets, each encased with mesh linings, to achieve par, which is 56 shots at McClain Park. Also akin to traditional golf courses, McClain’s disc players can choose from three levels of difficulty. There’s a long — or championship — layout for experts, intermediate course for midrange competitors, and a shorter version for beginners. “McClain (has) a good mixture of short and long holes, some of them

McCLAIN continues from pg. 24 through the woods and others out in the open,” said Orlando Pereida, a nearby resident and longtime disc enthusiast. “It’s good for pros and amateurs.” Duque de Estrada said disc devotees embrace the course’s varied landscape. “There’s a good balance for players, in terms of their having to deal with the challenges of the terrain,” he said. The facility is named for 1998 Madison High School graduate Bryan McClain, one of 12 people killed in Texas A&M University’s November 1999 bonfire collapse. The park was dedicated in November 2001; however, construction on the disc course didn’t begin until late 2006. The original layout, built for $106,000 and designed by disc players Shawn Low and Wayne Atkinson, was completed in early 2007. Members of the Converse Disc Golf Association and Live Oak Disc Golf Alliance also frequent the McClain course. Tournaments, sponsored by those organizations, the San Antonio Disc Club and the Professional Disc Golf Association, are held at McClain and disc layouts at Universal City Park and Live Oak Park. This year’s Bryan McClain Invitational will be held Oct. 24. Other scheduled events include the Twisted Flyer’s Battle in the Briars (held April 4) and the McClain Meltdown (June 27). McClain underwent a few improvements since opening, largely necessitated by its location within a flood plain. Boulders were added to a low-water crossing along the fourth and fifth holes in 2010, and a pedestrian bridge was constructed over one more water-prone area the following year. Scott Hougland, another veteran disc player, said local enthusiasts are pleased with McClain, which he rates as San Antonio’s top course. “It’s got that feel that you’re not in the city while playing,” he said. “It feels like you’re out in the country and I’m very pleased with that aspect. It’s a fun and fair challenge for all sorts of skill levels who come out to play the course.” While Hougland and Pereida favor the layout, both believe the city could up its game. There’s only one covered pavilion, located at the park entrance. Although benches are located across the course, the facility lacks permanent and/or temporary toilets, as well as water fountains. “It’s not uncommon to see 200 to 500 people on that course on a weekend day,” said Hougland, a SADC member and area PDGA event organizer. “There’s no

Plus, Roberts said two more very large companies are close to finalizing agreements to build on the Titan site. “Our estimate is that with just those three companies, we will add a little over $100 million per year to our propertytax rolls, and 1,000 jobs,” Roberts said. In early March, an O’Reilly Auto Parts representative informed City Council of the national chain’s plans to construct a 380,000-square-foot distribution center at Titan, where more companies are expected to land in the coming months. “We’ve sold 24 acres, and we have another 80 acres under contract with two properties,” said Kurt Browning, Titan’s chief development officer. Though Browning declined to name the buyers until the deals are cemented, he suggested they’re “major, major businesses.” “There’s a lot of activity in the Selma industrial area, and the city is very welcoming, very easy to work with,” Browning added. In addition to Titan’s dramatic news, another noteworthy project immediately adjacent to the industrial park is slated for a May or June groundbreaking.

ELMA – Business is booming here, with the resounding explosion about to get even louder as city officials welcome developments they believe will boost coffers and create jobs for city and area residents.

A new O’Reilly Auto Parts distribution center is planned on a 24-acre site at Titan Industrial Park. Establishments are also moving into the Forum Pointe retail center on Interstate 35, and Liberty Pass, a $19 million residential facility for veterans, is set to break ground later this spring or early summer. The city said O’Reilly is the first confirmed tenant at Titan, a 184-acre industrial site at the intersection of Lookout Road and Schertz Parkway. Selma City

commerce – which includes enterprises within the Forum, the Costco location and recent relocations of several automotive dealerships – has produced a city windfall to where Selma’s property taxes are the lowest, and its water the least inexpensive, in the San Antonio area, Roberts said. Even without the latest undertakings in the Lookout Road area, Selma’s stunning growth spurt over the past few years has created considerable traffic congestion. On May 9, voters will consider a $9 million proposal for the city’s stake in improving Lookout Road. Selma has already committed $4 million to the project, which will widen Lookout from two to five lanes, install center turn lanes and construct a bridge at Cibolo Creek, and other betterments. City officials have said the project is critical to enhancing the area’s economic development. Roberts said the bond’s approval would neither affect other current capital-improvement projects nor increase property taxes. Leonard John, co-owner of the Blue Bonnet Palace on Lookout Road, has a front-row vantage point to observe the area’s rapid expansion. He called the widening of Lookout Road a win-win for the city.

Miami-based Pinnacle Housing Group is behind the creation of Liberty Pass, a 104-unit transitional housing facility for wounded warriors with an on-site jobtraining center at 17321 Lookout Road. Roberts said if schedule holds to form, he expects Pinnacle will begin accepting veteran residents within a year or so. “There will be one-, two- and threebedroom units for our military folks coming back from Afghanistan and Iraq, with services to help them transition from military to civilian life,” Roberts said, adding the facility will also offer 24-hour mental and physical care. Meanwhile, Forum Pointe is a new, 9-acre retail and restaurant center located on Interstate 35, across from the sprawling Forum at Olympia Parkway shopping center and former home of Ruben’s Place, a conjunto bar and music venue, which closed in 2013 after 74 years in business. Roberts noted although it was sad to lose the legendary attraction, it’s a plus for business. “Ruben’s Place was a folk icon,” he said, “but this new center is a win for the city, with great curb appeal. “Several restaurants and retail businesses are already open for business there.” The exponential growth of Selma’s
