Stop the violence

G

un violence is alive and well in America, where a nation grieves over several recent and senseless mass killings, along with police-involved shootings of African-American men in Baton Rouge, Louisiana, and St. Paul, Minnesota. The horrifying and needless murders of Dallas law officers July 7 were followed by slayings of three more officers in Baton Rouge July 17. All lives matter. These days, it seems folks of various ethnicities, professions and sexual preferences are being targeted. If that’s not bad enough, riflescopes set on those protecting the freedoms we cherish really crosses the line. After the Dallas tragedy, San Antonio Mayor Ivy Taylor voiced her commitment to “strengthening police-community relations” in her city, not among those noted for tension between residents and lawmen. Taylor said the San Antonio Police Department is updating its training procedures and “having deep discussions regarding the use of nondeadly as well as deadly force.” Law-enforcement officers are working with neighborhood leaders in efforts to curb gun violence in the city. San Antonio Police Chief William McManus and Bexar County Sheriff Susan Pamerleau said they’re not aware of any active plots, but are asking neighbors to remain vigilant. That’s a good suggestion anytime.

Dialing down on cellphone hang-ups by SUSAN YERKES

B

efore diving into observations on this surreal summer with its oppressive temperatures, headlines full of tragedy, and polarized groups here and abroad, I have some good news. After my July column concerning potential changes to the University of Texas at San Antonio’s HemisFair campus and the Institute of Texan Cultures, in relation to a possible bid to create a downtown baseball stadium,

longtime San Antonio Conservation Society leader Nancy Avellar informed me her organization is going to bat to preserve the distinctive ITC building. In a letter to University of Texas Board of Regents Chairman Paul L. Foster, UTSA President Ricardo Romo, District 1 Councilman Roberto Treviño and Hemisfair Park Area Redevelopment Corp. CEO Andres Andujar, society President Janet Dietel notes: “Not only is the Institute of Texan Cultures a designated city landmark, with protections outlined in the city’s Unified Development Code, but the Texas Historical Commission has determined the building eligible for the National Register of Historic Places.” Stay tuned for developments. Back to the surreal. One of my mother’s greatest gifts to me was the lesson that faith and humor get you through tough times. Maybe that’s why in spite of the dire news worldwide, I’m thinking about the most absurd things. August may be the best month to do so. It’s too hot for heated arguments, and soon enough

we’ll have to get down to business, return to school and elect a president. So, let me visit the lighter side for a moment. For instance, there’s the true story of a 34-year-old Los Angeles man who went to Las Vegas this summer to marry his cellphone. He did it in a ceremony at The Little Vegas Chapel, with the phone swathed in white casing on a stand next to him. The groom slipped his finger into the ring on his iPhone holder. (Thankfully, Siri didn’t say “I do.”) Of course, Nevada doesn’t recognize a union between a smartphone and a human. The whole thing reeked of a publicity stunt, but it’s worth considering in a world where some folks pay more attention to their phones than families or friends. The other day I was sitting with some acquaintances when one woman confessed to dropping her cellphone in the toilet, adding “…and I lost all my contacts.” The collective “Oh, no!” gasp from the group would’ve been just as appropriate at news of an unexpected death. extensions of our lives, sometimes with unhappy consequences. I don’t really need a landline anymore, but I continue to own one. What if I need it to call my cellphone when it gets lost in my house? At least 90 percent of the time the landline rings, it’s telemarketers, and now, I’m beginning to get telemarketing calls on my cellphone, too, no matter how many times I’ve put my numbers on the no-call list. Sometimes I agree with a wry and funny friend who puts all her technological troubles succinctly: “All our modern conveniences are turnin’ against us.” Still, despite the hassles of calling unhelpful help lines, bills too complex to fathom, and the considerable expense of connectivity, I, too, find my phone, like my tablet and laptop, pretty indispensable these days. Not enough, however, to marry them. Then again, in a world sometimes resembling a three-ring circus gone wrong, it’s comforting to know I’m not alone. syerkes@localcommunitynews.com

Cyberbullying is an insidious threat growing in schools, with little legal recourse for authorities and victims to stop it. David’s Law helps change that. Sponsored by state Sen. José Menéndez, D-San Antonio, the proposal is named after 16-year-old Alamo Heights resident David Molak, who took his own life in January. Relatives said he was the victim of a vicious online smear campaign.

David’s Law beefs up the tools school districts and law enforcement need to combat and prevent this perfidious crime, perpetrated by miscreants who hide behind a wall of online anonymity. The proposal requires school districts to include cyberbullying as part of a standard policy on harassment; gives institutions authority to investigate any kind of bullying, even if occurring off campus; allows educators and lawenforcement agencies to collaborate on investigations; and provides the judicial system the ability to issue subpoenas to websites and social-media platforms for unmasking shadowy users. The initiative could also assess criminal penalties. Children mustn’t endure what David did without there being serious consequences. Among those, the Burn Out Fund enables the group to help pay for a hotel room when residents are homeless due to a blaze; the money can also assist needy families or small projects to improve city areas. The Firefighters Helping Firefighters program lends a hand to injured co-workers off the job for extended periods, according to a city newsletter. BONNIE ANDERSON, MUSIC TEACHER AT CORONADO VILLAGE ELEMENTARY SCHOOL, is a finalist for the Grammy Music Educator Award. Grammy Foundation Vice President Scott Goldman recently flew to Universal City to give Anderson a commendation and $1,000 for her music program. According to the city newsletter, 4,500 applicants nationwide sought the coveted finalists’ spots. UNIVERSAL CITY EMPLOYEE COLLIN VALDEZ recently received a commendation for lifesaving action. The municipal worker was given the Phoenix Award from the Fire Department and Mayor John Williams for performing CPR on an unconscious man, who apparently suffered cardiac arrest and collapsed, according to officials. At the time, Valdez was nearby checking a waterline. SCHERTZ-CIBOLO-UNIVERSAL CITY INDEPENDENT SCHOOL DISTRICT’S board is one of five state finalists for 2016 Outstanding School Board, to be presented during the Texas Association of School Administrators/Texas Association of School Boards annual convention in September. Education Service Center, Region 20, selected the SCUCISD board for the regional honor in June. Other state finalists include school boards from Denver City, Eagle Mountain-Saginaw, Lancaster and Robstown ISDs. The seat, representing parts of Windcrest and Converse, has been vacant since the retirement of Rep. Ruth Jones McClendon eight months ago. Barbara Gervin-Hawkins defeated former San Antonio City Councilman Mario Salas in the May 24 Democratic runoff for District 120’s full two-year term. Thompson faces no Republican opposition this fall. SAN ANTONIO CITY COUNCIL JUNE 30 UNANIMOUSLY APPROVED an ordinance authorizing North East Independent School District to pursue civil penalties by using cameras installed on buses to capture motorists’ unlawful passing during student loading and unloading.

While criminal offenses are in place for violators, enforcement has been difficult due to the large number of buses involved with morning and afternoon commutes. Judson, Southwest and East Central independent school districts are also participating in the program. Since 2012, more than 16 Texas municipalities – including Dallas, Austin and San Marcos – have passed civil-penalty ordinances for school bus stop-arm violations. by the city July 7 and listed as the lone agenda item in special council meetings July 20-21. “By certifying this petition, it appears to impinge on a council member’s freedom of speech,” Dodson said during the session’s second day. “So, you can see I have concerns about the petition, and the process used to certify it.” Wright, denied procedural votes during the meeting, abstained from the final decision – which passed 4-0. Baxter said the city attorney

assured council members they met all responsibilities outlined by the city charter, and Wright could have delayed the action by requesting a public hearing, but didn’t. City Secretary Kelly Rodriguez confirmed Windcrest has filed specialelection documents with the Bexar County Elections Department, and the council will appoint a successor if Wright is recalled, she said. Candidate filings for other City Council seats are being accepted through Aug. 22. Dodson and Place 1 incumbent Gerd “Jake” Jacobi have filed to keep their posts on Nov. 8. At least one opponent awaits Place 2 incumbent Jim Shelton, who is undecided on a fourth two-year term. “It’s up to the voters to decide (on Wright’s recall),” Shelton said. “We don’t always disagree, but I’d like to see a little more harmony … I think we’ve come a long way in this city, and I’d like to see it continue.”

uring my service at Judson Independent School District, I have seen that excellence comes in so many different ways. This district is continuing to build on distinction … not just in athletics, but also through taking bold and innovative steps in enhancing educational programs that carry out our mission of preparing our students for a global society. The keys are positioned similar to those on a piano. Students will be taught through the use of music composed by Walt Hampton and Doug Edwards. They will learn techniques to play this melodic percussion instrument. ELMA —The John S. Harrison House, a link to the past that has survived the test of time, is now open to the public following a nearly yearlong rehabilitation project. Located at 14997 Evans Road, the structure was built along Cibolo Creek in 1852 by John S. Harrison, Selma’s first postmaster and co-owner of the Harrison & McCulloch Stage Line, which ran from the coast to Central Texas transporting

German settlers from the Galveston area. “The Harrison House is a part of our rich tradition and can be used to bring out a new pride for our future,” said Mayor Tom Daly. Work on the building, begun in November 2015, finished in late July. As of press time, the grand opening was expected Aug. 10. The Harrison & McCulloch Stage Stop, a destination along the route from Austin to San Antonio, was declared a State Archaeological Landmark by the Texas Historical Commission in October 2000 and is now part of the Selma Stage Stop and Visitors Center at 9374 Evans. Jean Heide, former president of the Selma Historic Foundation, played a major role in uncovering the home’s history and in the fight for its preservation. In her research, Heide discovered she is a direct descendant of Martin Schmid who, with Wilhelm Geier in 1854, bought the farm from Harrison, and where the two families lived for nearly 40 years. Heide’s grandfather, Archibald Schmid, and great-grandfather, Sam Schmid, were born and raised in the Harrison House. By 1905, the Friesenhahn family purchased the land and was the last private owners, occupying the house for almost a century, until former Mayor Harold Friesenhahn sold the property to the city in 2001 to become a community center. “Mayor Friesenhahn knew all this growth was coming to Selma and he wanted to try to preserve whatever little bit of history was left since I-35 wiped out most of the city,” Heide said.

Madeline Burdett, vice chairman of the Selma Historical & Parks Commission, also was instrumental in protecting the landmark’s past, along with her husband Jim, one of the initial members appointed by Friesenhahn to the first Selma Historical Committee. “Jean, Jim, other committee members, and myself did all we could to publicize the history of the Selma Stage Stop and the Harrison House,” Burdett said. “We were determined to save the house,” she added. “Jean and I went to Houston to present our case before (a committee) to have the Harrison House put on the National Register (of Historic Places). … Fortunately,

the committee decided the Harrison House was worth saving and had it put on the National Register.” Listed in June 2006, the property later was designated a state landmark by the Texas Historical Commission in April 2009. “I think it is important to save our history for future generations,” Burdett said. “It will be wonderful to have a beautiful facility that can be used for parties and events, especially because it holds such a historical presence in our town.” Steve Jones, former senior vice president of Raba Kistner Consultants Inc., was hired to refurbish the structure and develop the property in 2011. Because of its state-landmark designation, everything must be approved and permitted by the Texas Historical Commission. “It’s not a restoration,” Jones said. “We’re calling it a rehabilitation and we’re basically trying to keep it as close to the original as we can get.” Though much was in disrepair, Jones salvaged what he could.

“The barn was too far gone, we couldn’t save it,” Jones said. “So, we kept everything from the barn and we used that to fix everything else. All the wood here is still the same, historic wood.” The original stone house with wooden sections added on either side still remains, as well as most of the outbuildings such as the chicken coop and garage. The project — house, outbuildings and landscaping — cost $1.2 million, officials said. To pay for the work, the city sold some bonds and used local tax monies set aside for preservation. “We are very excited about the project finally being completed,” Daly said. “This has been a long process, but we can finally see the light at the end of the tunnel.” There are also plans to add a hikeand-bike trail connecting the stage stop to the facility in the near future. “My hope is that future generations in Selma will use the rich history of the Harrison House to make not only Selma, but every community, a better place to live,” Daly said. IBOLO – The Guadalupe County Children’s Advocacy Center recently debuted a satellite location at 109 S. Main St. to offer services and a haven in the battle to end abuse and neglect. Since 2004, the Seguin-based organization has served as a resource for kids endangered by mistreatment, and delivered solace to youth and their families while helping investigate and ease trauma. “Our advocates meet with the parents and primary caregivers,” said Christy Williams, GCCAC executive director. “We tell them about what we

do and the services we offer. We help walk them through the process.” The agency provides counseling, as well as aiding police in gathering facts leading to prosecution. In many cases, the recorded interviews by counselors of young victims means the children avoid the trauma of publicly testifying during a trial. In addition to existing counseling services, video documentation is expected soon in Cibolo. “They help victims tell their stories without having to relive them over and over again, and they help investigators build better cases for prosecution,” said Guadalupe County Sheriff Arnold Zwicke. GCCAC interviewed 402 juveniles last year, and 237 through the first five months of 2016. Williams said the spike mirrors an increase in the county’s population, which led to creating a western Guadalupe County outlet. Over $12,000 was spent to convert a former bank building into a “warm and caring environment” for minors, officials said. There’s a playroom stocked with games and toys. In an adjacent room, counselors

discuss options with family members. “We are happy they have located in Cibolo,” said City Manager Bob Herrera. “They work well with our Police Department and hope they stay here a long time.” For Guadalupe County’s child population of 40,448, Child Protective Services completed 961 probes resulting in 233 confirmed abuse cases of 393 youngsters. The Cibolo center has been needed for a while, Zwicke said. “(GCCAC) would have been nice to have here a long time ago,” the sheriff added. The Cibolo location, currently limited to providing counseling, soon plans to include forensic interviews, which is shared within two rooms – one equipped with cameras to record interviews that are monitored in an adjacent room. GCCAC’s budget – totaling $581,071 this year – is funded through several local, state and federal sources and United Way. Local contributors include Guadalupe and Comal counties, the cities of Schertz, Seguin and Cibolo, and area churches, businesses and residents. Fundraising supports “Resource

Rooms,” stocking beds, cribs and overnight necessities for children temporarily separated from families during an investigation. “We help with diapers, clothing and other items they might need,” Williams said. Many elected and law-enforcement officials are on the center’s board, enhancing efforts to identify abuse cases and prosecute offenders. “GCCAC serves as a great resource in helping children get through the (trauma) associated with relaying their experiences and testifying against offenders,” said board member and Schertz police Lt. John Correu. A May GCCAC forensic interview led to the recent arrests of two Seguin men suspected of sexually assaulting a teen girl. “It’s important for the community to realize these things happen in our neighborhoods,” Williams said. “Abuse takes place anywhere it finds the ability … and those who see it should report it to make sure all children are safe.” For more or to help, call GCCAC at 830303-4760 or visit links at www.gccac.net.

CHERTZ — If you see palm trees in the area, it’s not a balmy island mirage. It’s just the new Pollo Tropical restaurant.

The eatery, which opened May 25 at 17605 Interstate 35 North, offers Caribbean-inspired dishes with poultry, fish, pork and beef. “(Schertz) is a growing area, so we decided to put a location there,” said Cole Cook, regional marketing coordinator for Pollo Tropical. The chain’s offerings have an exotic twist to their flavors, from salads and soups to main courses of sandwiches and plates of grilled chicken. The company’s logo is a stylized palm tree with the words, “Life’s Better Under the Palm.” Pollo Tropical’s main attraction, chicken, slowly marinated in a blend of citrus, other fruit juices and Caribbean spices, is free of hormones and trans fats. “We are famous for our flame-grilled chicken,” Cook said. “We started in Miami

and now we have over 100 stores.” Now approaching double digits with San Antonio locations, the franchise’s Schertz site is its latest. “Another location is coming to San Antonio in mid-September,” Cook said. “We are growing in South Texas. We recently had a location open in Austin.” Family meals, catering, takeout and a rewards program are also available. Fiesta Restaurant Group owns both Pollo Tropical and San Antonio-based Taco Cabana. The company’s corporate headquarters are in Addison. Hours are 11 a.m. to 10 p.m. daily.
