Schertz Chamber celebrating 10 years

he Schertz Chamber of Commerce will celebrate its 10th anniversary in June, and it’s been a hectic and successful period for the organization. A handful of companies planted the seeds in 1974 when their small-business alliance later grew into the Schertz Business Association, which led to the formation of the SCOC June 21, 2005. “We started with 29 businesses and are now almost 400 strong,” said Maggie Titterington, the Chamber president for five years as of June 1. Originally comprised of Schertz-based businesses, SCOC now includes other enterprises in a 100-mile area extending from Georgetown to the edge of San Antonio. Titterington said over the years, SCOC has increased its number of area events, which notably include the Business Expo, Health and Wholeness Fair, Home Living Showcase and Taste of the Town. “We’re more proactive in individualizing the needs of businesses,” she said. “We’re actively working with government officials in our member cities of Schertz, Selma and Cibolo to advocate ideas that lead to the betterment of businesses in those communities.” The Chamber has also established a network that links area businesses by sending clients to each other. It also recently formed a Military Affairs Committee to connect current and former military members to civilian businesses. Members and residents can access the Chamber website, www.schertzchamber. org, to get the latest information on new and existing venues, new jobs and business opportunities, happenings and photos of recent events. Active Chamber members numbered 90 when Titterington came aboard in 2010, a figure that since has ballooned to 381. SCOC will formally mark its anniversary during its June 16 luncheon.

ay is national Military Appreciation Month, and it’s a good time to think about why San Antonio’s nickname — “Military City U.S.A.” — is so appropriate. More than three centuries ago, conquistadores arrived at the San Antonio River and established the Presidio San Antonio de Béjar as the headquarters of Spanish colonial power. The Alamo was a strategic defense post in Texas’ struggle for independence. Texas Rangers and Confederate troops came and went. In the 20th century, the U.S. military began a steady expansion here. The first military airplane flew at Fort

Sam Houston’s parade field in 1910, and by 1950 Randolph, Kelly and Lackland were official Air Force bases. While the federal Base Realignment and Closure process shook the city with the shutdown of Kelly Air Force Base, more change has expanded Brooke Army Medical Center and rebuilt Wilford Hall Ambulatory Surgical Center, now part of the massive Joint Base San Antonio. Lackland is also the beating heart of Air Force basic training. Fifty Fridays a year, hundreds of young men and women graduate from basic to become airmen. In April, I attended one of those graduations, along with hundreds of invited friends and family members who hailed from across the country to cheer their loved ones as they stepped into the Air Force ranks. After the ceremony, I noticed real estate agent John Thurman, a tall civilian gentleman, warmly greeting some of those visitors as they swarmed out of the parade-ground bleachers.Thurman has become a passionate proponent of civilian outreach to the rank-and-file military folks stationed here, and to those who visit town to see enlistees or do business. As an “Honorary Commander,” an unofficial designation given to civilian volunteers who help the Air Force (the Army

calls them “Honorary Quartermasters”), Thurman wants families to know San Antonio is a friendly place, one they’ll want to enjoy while they’re here, and return to in the future. Thurman is one of many such community volunteers, from the venerable Military-Civilian Club and the Ambassadors program to the San Antonio Chamber of Commerce’s Military Affairs Committee. It’s not just about patriotism, or warm and fuzzy feelings for the folks in the armed services. It’s also good business to appreciate visitors. One recent study indicates that military-related visits generate 2 million hotel-room stays a year. And that’s just one aspect of the enormous economic and professional impact the military has on our town. This year, as groups and individuals around town geared up for May’s Military Appreciation Month events, headlines announced the Army is considering a $95 billion budget cut and “force reduction.” The Chamber estimated the city could lose thousands of military and civilian personnel over the next five years. The hard fact is that these days, while the military presence is still strong here, America’s armed forces are ever-smaller and leaner, if no less proud and patriotic. In World War II,

when Kelly was in its heyday, more than 10 percent of Americans had family members in the service. Today that number has shrunk to less than 1 percent. And there’s not much that most folks can do about it but adapt. Thurman and many other San Antonians are doing what they can to boost San Antonio’s image with the many visitors who travel here to visit or work with the military. Just saying “thank you” to active-duty folks and veterans is another way we can all help – as many do. The nonprofit Paseo del Rio Association’s May 16 America's Armed Forces River Parade is a great time to show your support. From May 1-16, you can also donate to the group’s Yellow Ribbon Project. Support for local troops needed again

t is time once more for residents of San Antonio and other area cities to rally around the troops. With talk surfacing again about military reductions as a consequence of sequestration, local voices must be heard in Washington, D.C., to preserve the various missions at Fort Sam Houston and Camp Bullis.

Local leaders are not taking the possible drawbacks lying down, but more must be done. There has to be a groundswell of support to get military commanders and the politicians at the national level on board. The loss of active-duty personnel and related services at the venerable Army post and camp will create not a ripple effect but a virtual tidal wave that could disrupt area economies and

If the reduction happens, forecasts call for nearly a half-billion dollars in lost revenue as a result, with the impact reaching into virtually everyone’s wallet. The auto industry, trades, services, housing stock, education and so much more could take a hit if the Army draws down its troop strength. According to the San Antonio Chamber of Commerce, the loss could be as much as $382 million. Restructuring and budget restraints mandated by the federal government include a 25 percent reduction in soldiers over the next five years, according to a 2014 assessment. Experts say that equates to a possible loss of 3,949 soldiers and 1,985 civilians from Fort Sam Houston and Camp Bullis. The drawdown actually creates a bigger crater in the San Antonio financial landscape once 9,008 family members are added to that 5,900-person reduction. The figure grows to nearly 15,000. Washington needs to know San Antonio has paid its dues in terms of military-force reduction over the years — remember

EDITOR: I just read “SAFCC offering humane approach in reducing cat colonies” in April’s LOCAL Community News, and felt the need to share the other side of the facts. The article noted Converse’s decision to humanely trap, neuter and release stray and feral cats. Numerous times it was noted as being “humane” as the process avoids euthanizing the cats, which is an expensive and final solution. However, TNR is merely a Band-Aid for a growing problem. It might make people feel better, but could prove catastrophic to the environment. Stray and feral cats are invasive animals and can wreak havoc on the local ecosystem. The decisions by Converse and other local cities are contributing to the demise, if not extermination, of native wildlife. Besides, feral cats also have the ability to pass on zoonotic diseases (transferable to humans) such as toxoplasmosis, which can seriously affect children and pregnant women. Imagine kids playing in a playground sandbox used as a litter

box by a local feral-cat population. Many owners of free-ranging and adopted feral cats feel they would not be good pet owners if they deprived their animals of freedom. However, many of these cats are subjected to perils related to wildlife encounters, toxic-waste consumption or vehicular dangers. It makes me wonder how much these people really do love or care for their cats. I think their hearts are in the right place, but their decisions create bigger, unfixable problems. The real solution is responsible pet ownership – getting pet owners to understand house cats are “house” cats – and adopting strict, enforceable laws promoting the safe and healthy maintenance of pet cats inside the home. The case now before the U.S. Supreme Court, which could render a decision as early as June, is styled as Walker v. Texas Division, Sons of Confederate Veterans Inc. The Texas Sons of Confederate Veterans have asked the court to order the Texas Department of Motor Vehicles to authorize a specialty license

plate featuring the Confederate battle flag to honor the historical legacy of their Confederate ancestors. “We’re seeking the plate for recognition, like everyone else,” said Wilfred Schlather, former adjutant of Col. Gustav Hoffmann Camp No. 1838, which meets in New Braunfels. “If the court rules against us it means someone was reading the wrong history. “Most people don’t realize the battle flag was a battle flag – and that’s all it was. It had absolutely nothing to do with slavery.” In Texas, residents, nonprofits and businesses can pay fees to design specialty, or “vanity,” license plates, subject to the approval by the Motor Vehicles Board, which denied the SCV’s application. The organization appealed, partnering with an unlikely ally in the American Civil Liberties Union, which said denying the flag’s placement on Texas’ for-profit license plates amounts to government censorship of free speech. “Having chosen to sell specialty license plates for profit, Texas cannot pick and choose the plates it approves on ideological grounds,” said Steven Shapiro,

Advisory group identifying community needs, expectations by J.E. JORDAN

IVE OAK – After getting a little help from its friends, Northeast Lakeview College is moving ahead with a plan it hopes will advance its mission in the community.

Established in 2007, NLC serves 6,000 students from 10 Metrocom communities, northeast San Antonio, Bexar, Comal and Guadalupe counties. Since last August, the staff at the Alamo Colleges facility has worked to identify area needs and blend them into formulating a future educational blueprint. NLC formed a President’s Advisory Council comprised of elected officials, community and business leaders and economic-development representatives to assist the college in creating academic and workforce-training programs based on current and anticipated community needs. NLC President Craig Follins described the council, dubbed “Friends of Nighthawks” after NLC mascot Nico Nighthawk, as “an informal friends of the organization type of group.” After months of planning, the council has its first directive from Follins – scholarship creation. “Dr. Follins has presented us with the path he would like us to carry on in his behalf,” said council Chairwoman Kim Turner, Universal City’s development services director. “He would like for us to identify some kind of gala to raise funds for scholarships. The group consensus was

for us to move forward with the project.” Kathleen Labus, NLC’s director of public relations, said the college seeks to increase area awareness by providing additional opportunities for students. “The group is eager to begin expanding scholarship dollars for NLC students through community outreach, to solicit additional donors, and find ways to increase contributions in current funding sources,” Labus said. Before committing to the fundraising project, council members were given a crash course on available Texas scholarships – how they’re funded and how applicants can obtain them. Turner expects the process to take about six months, hopefully fulfilling a Nov. 14 target date. It’s been a long road for the advisory council, which began meeting last fall. By including prominent community members, Labus said the idea was “to ensure we reached out to all service areas that utilize the services … of Northeast Lakeview College.” Rather than actually setting policy, the group was formed to act as eyes and ears in identifying local needs and expectations. It’s also charged with ensuring NLC stays on course to keep the promises made when area residents approved a $125 million bond measure establishing the facility in 2005. Follins said he aims to uphold and justify the community’s faith in funding higher education. He said council members are “a very good group of passionate individuals who care deeply about the institution and would like to help in any way they can. They are knee-deep in trying to get the team organized.” Turner said council members spent the first three months getting acquainted with one another, before seeking a thorough and deep understanding of the college – what it means and delivers to the community. COLLEGE continues from pg. 16 perspectives of the college and the region. “On the surface it sounds like it would be easy, but there are some steps we need to take so that the information we present is both correct and useful,” Turner said. “We’re taking the steps we need to take and not just wishing our way through.” In upcoming months, the council will continue to identify ways NLC can create or adapt existing programs to satisfy area needs. “With the economy turning around, I want to ensure the college is meeting the workforce demands of the community,” Follins said, “and if not, we need to identify what we should be doing in the way of training and workforce preparation.” Follins said he wants to create

additional college programs to serve the vicinity, such as enlisting neighborhood cooperation to include student-led music concerts and fully utilize available space on the 245-acre campus. “We have some very aggressive things we want to do,” Follins added, citing his desire to increase NLC’s student population to 15,000 and fill NLC’s 370,000 square feet of academic space within the next few years. Follins said NLC, still in its formative years, has accomplished many goals in a short span, but has much maturation ahead. “As you’re going through the journey, you have to take time to remember these infancy moments when we’re taking baby steps,” he said. “A very sage mentor told me years ago, ‘Don’t be too busy trying to get the work done that you don’t appreciate the work you’re doing.’”

targeted facilities. Earlier this year, several enhancements to Lehnhoff Stadium were finalized, including installing a new track surface and digital scoreboard. “We have two construction programs currently underway, one is bond-funded and the other is from our general operating budget, so it is coming from

two different pots of money, if you will,” said Wayne Pruski, SCUCISD’s executive director of facilities planning and development. “Several of these projects are going to be completed in time for the upcoming school year (2015-16) beginning in August.” One is completion of the district’s eighth primary campus, Cibolo Valley Elementary School at 4093 Green Valley Road. A prototype for future SCUCISD undertakings, the $34 million facility will initially seat 990 students and a future capacity of 1,200. “It is going to have roughly 47 new classrooms and two gymnasiums,” Pruski said of the pre-kindergarten through fourth-grade campus. “It is going to be a pretty big school when all is said and done.” Another project, scheduled to be partially finished before fall, involves a $25 million upgrade for Steele. A new, three-story academic wing will include 28 additional classrooms. Additions are also set for the field house and school cafeteria, and the school will also undergo other exterior and interior improvements.

Built 10 years ago, Steele was originally designed for 1,500 students but now has an enrollment of more than 2,150. When all construction is completed in 2016, the facility will be able to accommodate up to 2,400 students. “The school is over capacity, as most people know,” Pruski said. “We have had students in portable buildings for quite some time now, and the new wing will address these concerns. Pruski said the project is halfway done. “Everything is going well and we are on target for the field house to be done this summer,” he added. “The academic side of the new wing will be completed around February 2016.” The final bond-construction component, a $10 million, multiphase project at Dobie, is ongoing and slated for an August 2016 completion. The wing adjunct, as well as interior and exterior campus refurbishments, began in March. When finished, its student capacity will increase from 1,150 students to nearly 1,400. “There will be approximately 15 new classrooms added and adding renovations to the music hall, adding a science lab,

and an additional P.E. locker room for boys and girls,” Pruski said. Meanwhile, two projects not funded by the bond – another wing at Wilder Intermediate School and upgrades to Lehnhoff Stadium – are underway. Along with a new track and scoreboard at the stadium, a stateof-the-art press box is being installed in time for football season. “The last press box was there since 1969, so the new one is going to be great,” said Fran Badrak, the district’s director of extracurricular programs. “It’ll give everyone room to do what they need for all the events that are going to take place there.” At Wilder, additions scheduled to be completed in August will add 11 classrooms and two computer labs. With a current enrollment of 632 students, the improvements will increase capacity to 900. “Most of these projects were due to capacity issues,” Pruski said. “The stakeholders of the district felt we really needed to move forward and address the needs of not only our current students, but also the future ones we anticipate moving into the district. These projects help address a lot of these needs.”

The bond will fund the construction of two new middle schools and improve existing facilities, fund additional purchases for hardware and infrastructure, address safety and security at school campuses and purchase land for future growth. Incumbents prevailed in bids for three CISD single-member district trustees’ seats. Board Vice President Stephen Smith defeated challenger Denise Cordova in District 1; President David Drastata defeated Cheryl Koury in Place 2; and Secretary Amy Freund bested Gwen Pain in District 5. District 6 incumbent Marty Bartlett was unopposed. About $94 million of the voterapproved bond will construct facilities designed to relieve enrollment at Smithson Valley and Canyon middle schools, each projected to reach capacity by 2018. The rest of the bond will fund technology improvements ($21.3 million); capital projects at existing facilities ($20.1 million); upgrade student safety and security ($5.4 million) and $6.1 million for land acquisitions in CISD’s high-growth areas along U.S. 281 and Interstate 35.

ARDEN RIDGE — Despite successful efforts a year ago by residents to block the creation of two asphalt plants inside the city, construction has quietly started on another facility just outside city limits and blocks away from a similar business.

Unlike last year, when the city gave residents prior notice, neighbors say this latest effort caught them by surprise. Now, as ground is being cleared for the facility, residents have limited options to halt it. Industry proponents, however, say such plants create jobs in the community and provide a valuable service.

“My husband was out mowing the grass when he saw someone posting a notice across the street,” said Susan Mims who, with husband Greg Mims, lives directly across from the plant site in the 21800 block of Old Nacogdoches Road, or FM 2252. “It came as a complete surprise.” This is not the first such dispute faced by neighbors. Last May, Industrial Asphalt LLC and another company sought special-use permits and city ordinance variances to construct plants on properties owned by Hanson Aggregates, which

operates nearby Servtex Quarry. After Garden Ridge rezoned two Hanson properties in the 20700 block of FM 2252 from residential/agricultural to industrial, more than 300 angry residents packed a City Council meeting, claiming the entire process lacked transparency and environmental-impact studies. Both companies withdrew petitions for city permits. Now, Industrial Asphalt and Austin-based Ramming Companies, both subsidiaries of Denver-based Summit Materials LLC, have leased Hanson-owned property and launched

construction of a 21-acre asphalt facility. “They just kicked the can down the road,” Greg Mims said. “Yeah, they’re going forward.” The new site, one-tenth of a mile outside Garden Ridge, is in Schertz’s extraterritorial jurisdiction on a two-lane road maintained by Comal County. Legally, none of the three entities were required to inform the public ahead of time. “The proposed location is outside city limits,” said Nancy Cain, Garden Ridge city administrator. Brian James, Schertz’s executive director for development, also said his city has no power to halt construction. “The property is not in Schertz city limits but within our ETJ,” he said. “We can control the subdivision and platting of residential property, but not land-use controls.” The Texas Commission on Environmental Quality issued stormwater and other required permits to Industrial Asphalt and DNT Construction, the general contractor. TCEQ documents posted at the site indicated a one-year construction window set to end April 8, 2016. Ramming Companies officials refused

They are contacting environmental and wildlife-protection groups, seeking historical-property designations and considering legal action. “We want to stop construction of the plant, entirely,” Greg Mims said. “It was defeated in Garden Ridge last year for exactly the same reasons – air quality, (declining) property values and a planned school within a mile of this plant. There are also residential and agricultural concerns. It’s just a bad deal for our community and we’re totally opposed to it.” Residents began waging their war in mid-April. IBOLO – With a flurry of tutus, tights and leotards, longtime dancers Danae and Wilder Herrouet turned their dream of opening a dance academy into reality.

Their venue is Cibolo City Ballet, located at 3893 Cibolo Valley Drive, Suite 101. “Since we’ve been dancing for so long, our future was to be teachers and have our own studio,” Danae Herrouet said, adding the married couple wanted to share what they’ve learned with subsequent generations. Cibolo City Ballet offers instruction in

ballet, jazz, classical and contemporary dance for girls and boys, ages 3 to 19, as well as adult sessions on Thursdays and Saturdays. By age 4, Danae Herrouet already was dancing in her native Venezuela. She later joined a company, before moving stateside to attend Ballet San Antonio. Meanwhile, Wilder Herrouet was a dance performer in Cuba, eventually immigrating to the United States, signing on with Minnesota Ballet and then Ballet San Antonio. The couple wanted to establish a dance school without creative limits. Classes are based on experience, with some superior dancers accruing competitive awards. In June, the academy will launch junior and intermediate/advanced intensive youth classes in ballet, jazz, contemporary dancing and repertoire, as well as recitals. The owners said some students will perform with the Moscow Ballet during its December visit to San Antonio’s Majestic Theatre. “We want to give them the tools that get them to their goals,” Danae Herrouet said. Cibolo City Ballet classes are 4-9:30 p.m. Monday; 3-9 p.m. Tuesday; 10 a.m. to noon and 5-9:30 p.m. Wednesday; 3-9:30 p.m. Thursday; 4-8:30 p.m. Friday; and 9:30-10:30 a.m. Saturday.
