Community papers are still delivering

M

uch has been said during the last few years about the slow death of America’s daily newspapers in large metropolitan centers.

Plagued by advertising downturns, layoffs, dwindling circulation and an inability to capture younger, Internet-savvy readers, many of these publications are shadows of their former selves. Several have closed.

The same thankfully can’t be said for neighborhood newspapers such as LOCAL Community News, where readership and advertising are holding steady, and in some cases growing.

Community newspapers are bucking the doom-and-gloom trend plaguing the dailies, according to national studies.

“The latest data (on community papers)…. paints a much healthier picture for circulation and ad sales than we find with the dailies,” wrote Thad McIlroy in The Future of Publishing.

“These (community) newspapers provide much needed hyper-local news and information – typically not found anywhere else – to the communities that they serve.”

Local news is the bread and butter of community publications such as the one you hold now.

Other news sources can tell you what’s happening in the Middle East or reveal the latest antics of the Kardashians, but your local community paper is going to offer stories about the safety of school zones, recruitment by the Boy Scouts, neighborhood security and other articles directly relevant to you, your families and your neighbors.

We’re glad readers and advertisers find value in LOCAL. In return, we’ll do our part to keep filling a gap in news coverage no one else is tackling.

The Age of the Aging is upon us

Old age” has changed a lot since I was young. Many of us are not only living longer, but maintaining active, healthy lifestyles that are longer, too.

The topic really hit home recently when my friend Mary Lou Miller turned 101. She volunteers helping Alzheimer’s patients and campaigning for Democratic Party candidates.

I also recently joined what seemed like half of San Antonio at a fantastic bash celebrating Rosemary Kowalski’s 90th birthday. The renowned founder of the RK Group still maintains an active role in the business and myriad organizations.

Former Mayor Lila Cockrell, who turns 93 in a couple of months, is working on a

memoir about her jam-packed life. She has said the hardest part is taking time out from all her speaking, social and community leadership gigs to sit down and write.

Then there’s Edith McAllister, 96, who famously water-skied into her tenth decade, in addition to serving important roles in many leading institutions and organizations.

And while women still have a statistical edge on guys in the longevity department, more males are continuing to make their mark well beyond 90, too.

How do they do it? And which of us will be able to “keep on ticking” that way?

Since 1900, when average life expectancy was 47 years in the United States, there has been a climb in longevity worldwide. Centenarians, once rare, look like the face of the future.

According to the Alamo Area Agency on Aging, 22 percent of the greater San Antonio population — double the statewide average — is 60 or older. By 2020, that’s expected to rise by a whopping 55 percent.

Martha Spinks, director of the Bexar Area Agency on Aging, has an even more eye-opening figure: “Between now and 2030, the number of people in the U.S. 85 or older is expected to triple.”

Of course, long life isn’t everything. The trick is maintaining the quality of life.

Most folks welcome a longer existence,

but dread the specter of disease and disability. And the economic outlook for the aged isn’t rosy. If present trends continue, most of those over 80 will live at or near the poverty line.

And just because we’re living longer doesn’t guarantee better health. Recent studies have shown the opposite. Figures from the National Health Interview Survey indicate that in 2006, 42 percent of men over 80 had some functional limitation.

“People over 80,” Spinks noted, “account for a disproportionate share of services.”

City planners are exploring ways to cope with aging populations: More central gathering places where seniors can socialize, rather than isolate; new transportation strategies; and mixed-use developments bringing us together, not stretching us apart.

Staying active and vital as we age is

key not just for individual quality of life, but for our nation’s economic health. We’re told genetics is about 30 percent of the answer; research shows calorie-restricted diets are another factor, while plain old walking has shown to be by far the best exercise for maintaining mobility.

The Barshop Institute for Longevity and Aging Studies at the University of Texas Health Science Center at San Antonio continues to pull in major grants for groundbreaking research on Alzheimer’s and other diseases, and on rapamycin, a drug shown to not only increase life span, but improve physical and mental vitality in mice, although human trials are still years in the future.

I’ve asked some of my remarkable friends who seem to thrive well into their 90s what they consider crucial. So far, their answers have included common factors: To stay involved, to connect with others, to have a passion for something beyond themselves.

Panhandling proposal sent the wrong idea

ity leaders correctly decided to abandon a proposal making it illegal to give money or goods to panhandlers, no matter how well-intentioned the idea might have been.

Such an ordinance not only would create a miserly image of the nation’s seventh-largest city, but it also represents unnecessary government regulation by telling us how to spend our money while controlling free speech.

The suggestion originated with Police Chief William McManus, who has tried the same tactic of social engineering at earlier posts.

Under McManus’ suggestion to the city’s Public Safety Committee, residents could have faced misdemeanor charges

NOVEMBER 2014 for giving a donation to a panhandler.

The chief argued that money given to the homeless and others on the street doesn’t help them but usually feeds an addiction.

While there is much truth to this, public outcry eventually forced City Council members to back away from the idea.

There was never any need for such an ordinance. Current law already makes it illegal for panhandlers to solicit money in front of automated-teller machines, buildings, eateries and other establishments.

Second, many feared such a law would have stifled freedom of expression by telling people they can’t exhibit kindness by helping a stranger possibly in need of real assistance.

In addition, the government already has too many controls in place to dictate how we spend our money and on what products. Informing residents they will actually face criminal prosecution for choosing to aid the unfortunate is not only draconian, it violates civil liberties.

While the panhandling problem in San Antonio needs to be solved, dictating how and when people can spend their money is not the answer.

TWO SIGHTINGS OF A MOUNTAIN LION in the Stone Oak area have alarmed residents.

The first, in the greenbelt behind Beaver Creek on Oct. 4, led a neighbor to post a flier alerting others. According to the placard, the feline spotted in the early evening is estimated to be 7 feet long and 250 pounds.

animals,” the sign warned. Another sighting was reported Oct. 7 at 10 a.m. on the trail between Canyon Ridge Elementary and Bush Middle schools. Wildlife experts say attacks by mountain lions are extremely rare, with only four reported in Texas since 1980.

COMAL INDEPENDENT SCHOOL DISTRICT TRUSTEES have set the district’s debt service tax rate at 35 cents, a 4-cent decrease from the previous 39 cents. Citing increased appraisal values, as well as a desire to retire $6.5 million of debt early to save $1.5 million in interest, the board also approved keeping the Maintenance and Operations tax rate at $1.04, resulting in a combined tax rate of $1.39 per $100 assessed property valuation. Appraisal values for 2014 rose 13 percent over last year from $10.5 billion to $11.9 billion. However, because of the tax rate reduction, taxpayers will see less of an increase, CISD officials said.

Trail will lead to elementary school

lans are moving forward to honor the memory of Wilderness Oak Elementary School student Wyatt McDaniel by naming a trail Wyatt’s Way in the new Panther Springs Park.

Wyatt, 7, an A student described by friends as a boy who loved the outdoors and had a passion for sports, died in a tragic accident January 2013 at an equestrian center when a hill of dirt collapsed on him while he played.

The trail will lead from the school to the park, which is under construction with a February 2015 finish date.

“I think it’s a good thing,” said John Kent, president of the Wilderness Oak Alliance.

“Even though he was just a little kid, taken too soon from his family and friends, he did have a big impact on a lot of people at Wilderness Oak Elementary. When you have a community loss of someone so

young, it impacts that entire community.”

According to information released by the Parks and Recreation Department, on July 24 District 9 Councilman Joe Krier “submitted the request to name a trail at Panther Springs Park … ‘Wyatt’s Way’ located at 21456 Blanco Road. This process was initiated following an appeal by the Wilderness Oak Alliance and the support of Wyatt’s family.”

The McDaniel family attended the park’s groundbreaking July 22, and Wyatt’s mother has reiterated their support for

naming the trail after their son, Krier said.

The family has already established two charity organizations in the wake of the boy’s death — Wyatt’s Way, providing Christmas gifts to foster children and orphans; and Bridges of Support, offering bereavement outreach to families who have lost a child, the councilman said.

“We’re very pleased that the trail leading from our school to Panther Springs Park will be named for Wyatt,” FitzSimon said.

“We think about him often and what a wonderful young man he was, how positive he was, and that he was a good leader and positive influence in school.”

Church is ‘great opportunity’ to reach people

hen the Rev. Josh de Koning came to the far North Side nearly a year ago to launch a church, he wasn’t sure what to expect.

The senior pastor and ex-Austinite has started Harvest Bible Chapel-San Antonio in the cafeteria of Vineyard Ranch Elementary School, 16818 Huebner Road.

“It’s a fantastic location,” said de Koning. “There’s visibility and accessibility. You can actually see the school as you go down (Loop) 1604.”

Finding a site and raising the funds to plant a local Harvest Bible Chapel has been a labor of love for de Koning and the 75 members who have dedicated their time, money and talents for what they feel is a different kind of church.

“There are Christians who have been Christians for a long time — I know plenty of them — who aren’t really involved in their churches or (teaching) others,” said the pastor. “Our church is an opportunity to turn that around and contribute.”

Unlike many ministries where pastors choose their messages based on a certain topic — a method known as topical preaching — Harvest Bible Chapel practices expository preaching, a style in which members are taken verse by verse through a passage of Scripture.

“Topical preaching is like medicine and expository preaching is like food. I believe you should be getting a lot more food than medicine,” de Koning said.

A resident of Austin for 13 years, the married father of three was teaching Bible classes at another church when he was asked to join a core group in the process of starting a local Harvest Bible Chapel.

Initially declining, de Koning was drawn to Harvest’s four-pillar approach of proclaiming God’s word without apology and through worship, prayer and sharing the Gospel, he said.

Though de Koning never launched a church before, he became increasingly convinced uniting with the team at Harvest was a good idea.

After joining Harvest, de Koning became an ordained minister and remained in Austin three more years until he was approached to move to San Antonio in

Leaving the capital and familiar surroundings caused some anxiety; the family hardly knew anyone in San Antonio. They had no place to live, and no idea where they would begin a Harvest church or how to finance it.

“Planting a church can be scary. It’s like building an airplane while you’re flying it,” de Koning said. “Sacrifice is the norm.

You have to put yourself out there.”

Their faith paid off. One week before arriving, the de Konings were offered a house to live in rent-free as they sought to get the word out about Harvest Bible Chapel. They quickly started meeting people and forming relationships with other San Antonians interested in becoming part of the church’s core group.

After a chance encounter with the de Konings in a coffee shop, Tom and Jennie were among the first aboard. Despite their initial reservations about leaving the church they had been attending, the Seltzer family eventually joined the Harvest family.

“I’d been in churches 40 years where they talked about discipleship but no one was doing it,” said Tom Seltzer. “For me, discipleship is key. It’s been a lot of hard work, but my wife and I felt like this is where God was leading us.”

The Seltzers donated their time and finances, helping de Koning set up and host meetings, scout locations and raise the $65,000 needed to begin the church.

All Harvest Bible Chapels are selfsustaining and self-governed.

Shortly before the Stone Oak-area church held its first service, the team raised the entire amount needed for the

launch, in addition to about $20,000 in equipment, including projectors, trailers, sound equipment and instruments.

“It’s hard to find a church that teaches Scripture line by line,” Jennie Seltzer said.

“I think this (church) is a great opportunity to reach people and provide a new facet to those searching for a place to hear the word of God on a deeper level.”

Based in Chicago, Harvest Bible Chapel began in 1988 when 18 people formed a new church. By 2000, members started planting churches across the country under the umbrella of the Harvest Bible Fellowship. The last 10 years has seen global expansion, sprouting more than 60 Harvest churches worldwide.

The newest addition in San Antonio marks Harvest’s 110th ministry — in almost as many cities — and led to a special pilgrimage.

On the weekend before launching, the de Konings and a group of cyclists pedaled the 110-mile trek from Harvest Bible Chapel in Austin to the new location.

Riders stopped to pray for each Harvest church planted, one church for each mile.

“We started out in our living room, and it’s amazing how God has met us,” said de Koning, the church’s only paid staff member.

The inaugural service kicked off Oct. 5. A sermon series on the book of Philippians was attended by 200 and included worshippers from Harvest churches in Austin, Houston, Iowa and Monterrey, Mexico.

Sunday service is 10 a.m., and a children’s ministry offers music, teaching and discipleship time. An adult ministry is planned for January.

Cadet class graduates with high hopes

he red-hot housing and population boom in north Bexar County has an area volunteer fire department looking at expanding to a third station by next year.

“The growth in this area, they’re telling us it’s something like $6 (billion) to $7 billion worth of assets to be protected,” said Fire Chief Jerry Bialick, a 39-year veteran. “When you look at the growth in just the housing, and then you bring in all these shopping centers, that’s a big area.”

With the rapid and continued residential and business proliferation in the northern part of the county, officials say the BexarBulverde Volunteer Fire Department is meeting the growing challenges and commitments to public safety and

NOVEMBER 2014 emergency service in a 40-square-mile area.

Although the incorporated areas north of Loop 1604 and along the U.S. 281 North corridor are serviced by the San Antonio Fire Department, vast tracts of housing, businesses, schools and increasing traffic in the county are handled by the nearly all-volunteer force, which recently graduated a cadet class.

“We’re continuing to grow and we’re looking right now at land, and starting to price some land to be ready for that growth,” said Bialick of a third station in the Wilderness Oak Street and Golf Canyon Road area.

“Hopefully, by this time next year we’ll be operational,” he added. “It’s a big purchase and costs a lot of money where we’re looking. We have a lot of growth out there and an increase in density homes and apartment buildings.”

The department has come a long way financially since it started in 1966. Where fundraising barbecues and fish fries were routine, today a taxing mechanism approved by voters is providing steady support.

The volunteer department is part of Emergency Services District 3 and is financed by a property tax rate of 5.1 cents per $100 valuation of homes

The department maintains an overall staff of about 110 personnel; mostly volunteer firefighters along with about a dozen paid part-time first-responders. The department's staff has increased 5-10 percent over the last few years, according to officials.

Its two fire stations are No. 103, located at 1126 E. Borgfeld Road, and No. 104, at 23103 Bulverde Road.

A major fire safety and hazard worry for the volunteers is the advancement of urban residential areas into rural landscapes.

“One of the biggest concerns is the term known as ‘WUI,’ the wildland-urban interface,” Bialick said. “That’s a term used by the U.S. Forest Service … where the homes meet the forest. It’s where the homes start to get into the hilly areas, the more wooded areas. The homes may not be as close together, or they may be, but the woods and the undergrowth and the brush is really up against the house with not a lot of clearance between them. Then, you can really have a bad fire hazard.”

Bialick cited the massive brushfires in Bastrop, which killed two people and destroyed more than 1,600 homes in a rural setting, as a cautionary example. High winds and dry air helped fuel the Sept. 4, 2011 blaze.

“That’s one of the biggest concerns, to make sure that people understand to keep their homes clear and keep the brush back away from their homes, to not let trees overgrow their homes, and to keep their gutters clear of leaves,” the chief said.

Dried foliage and leaves bunched in gutters are extremely flammable and could easily ignite from a spark or drifting ash from a nearby fire.

Another safety matter, according to Bialick, is traffic flow and congestion. “(U.S.) 281 is a concern for Bexar County and San Antonio because when you look at what’s hauled up and down 281, from gas to ethanol to military trucks (going from and to Camp Bullis) to whatever it is, these trucks are on 281,” the fire chief said.

“What’s being transported in those trucks is a big concern to us. You look at 281 and it’s just packed; it’s a zoo. It’s not big enough to handle the traffic and then when you add in all these vehicles that are hazardous carriers, that becomes a big concern.”

Officials are planning toll lanes on 281 north of 1604 to alleviate some congestion.

Meanwhile, on Oct. 1, the BBVFD Academy graduated a class of 13. Intensive seminars are held for four months at the Bulverde Road station to forge firefighters from volunteer recruits.

firefighting along with classroom study, as well as one month of emergency medical first-responder training.

During commencement, the graduates beamed as they received certification and badges.

“We got really close as a family,” said volunteer firefighter Samantha Bagwell, 22.

“We got to get our feet wet as far as what we will be doing as far as pursuing this type of career, which is what I’ll be doing.”

Elgin Rhodes, 45, looking more like 25, said he has now begun a lifelong dream of serving as a firefighter.

“For me, this was an opportunity that I couldn’t pass up,” Rhodes said. “The training was great in that it gave me a different perspective on the importance of what it takes to be a firefighter, as well as someone that’s engaged in the community.

This is not television. This is something you have to take extremely serious.”

fter serving 36 years as an Air Force civilian executive, Dave Walsworth, 72, has not let retirement keep him grounded.

With no signs of slowing down, Walsworth is chairman of the Wilderness Oak Alliance Panther Springs Park Committee and one of the founders of the Wilderness Oak Alliance, started in 2007.

“You might as well get out. You’re working for so many years, you’ve learned a lot of stuff, you’ve gained a lot of experience — give some of that back to the community because they’ve given a lot to you,” Walsworth said.

District 9 Councilman Joe Krier, in his newsletter, recently lauded the neighborhood leader’s efforts on behalf of the park.

Walsworth has lived in San Antonio since 1964, except for a six-year careerdetour in Ohio. He moved to the Stone

“It’s funny, the kids had all finished college and I was thinking about retiring in a couple of years and we decided we’d get a bigger house,” Walsworth said, adding he loved the region and it was vastly underdeveloped back then.

The Walsworths, who celebrated their golden anniversary in June, have two daughters, one son and five grandchildren — four girls and a boy.

Since retiring, Walsworth has tried to keep out of his wife’s hair by staying busy, frequently volunteering with the San Antonio Police Department, playing a Blue Santa for Christmas, and helping out at church.

However, Panther Springs Park is his biggest undertaking, he said.

“I tell you, it’s been fun with all the bureaucracy we’ve had to go through and everything,” Walsworth quipped.

Another WOA founder, Bill Bailey, started the Panther Springs Park initiative

in 2010. Bailey saw the quickly growing area’s need and enlisted Walsworth because of his diplomatic — meaning persuasive — skills, Bailey said.

“Bill is the one who really got the ball rolling. We picked it up and just carried it from there,” Walsworth said.

WOA was founded because the area is not a part of the original Stone Oak, but Stone Oak II, the second phase of development. The association was started to support businesses and developers, as well as keep architectural and aesthetic features balanced.

“District 9 is the fastest-growing district in the city,” Walsworth said. Yet there is no recreational sector north of Loop 1604, with the exception of Stone Oak Park, he added.

“It’s inadequate to support everything that’s out here; not that it’s a bad facility at all, but one park is not enough to support the growth,” Bailey said, adding a lot of parks were “taken away” from District 9 when the 2010 Census led to redistricting. District 9 used to include Brackenridge Park and Olmos Basin Park.

“People need nice outdoor recreational space and San Antonio has been sorely lacking in that for a number of years,” Walsworth said. “This will give us a beautiful outdoor facility for exercise. ... Our hope is it will give people the opportunity to use other surrounding facilities.”

Encompassing 289 acres, 42 belonging to the Mays Family YMCA, Panther Springs Park will remain as natural as possible.

It will be accessible from the main entrance at Wilderness Oak Boulevard, and have connections to and from the Parman Branch Library, Wilderness Oak Elementary School and the YMCA. Several neighborhoods are also within walking distance.

A few items, such as a connecting trail from the YMCA to the park, were cut from the first phase due to a lack of funding, but supporters hope to incorporate them into the second phase.

Walsworth and Bailey cite others as being vital to the park’s success including developer Dan Parman, former District 9 Councilwoman Elisa Chan, state Rep. Lyle Larson, Pat Schneider with Transportation & Capital Improvements, and Parks Projects Manager Sandy Jenkins with the

city’s Parks and Recreation Department.

“They have really gone out of the way to help us get this thing going,” Walsworth said.

Krier’s support is also instrumental to the park initiative, Bailey said.

“Thank goodness our councilman and his staff are pushing to make it better,” he added. “They realize that beauty and aesthetics are going to cost money, but in the long run it’s a mutual benefit to everybody.”

Walsworth and Bailey informed Krier about the undertaking when he took office in late 2013.

Bailey said the city is going to get a “bang for their buck” with the $2.5 million allocated for the project.

“The guy that raised me was an oil-field worker, traveled all over the country, and he said, ‘You’re born here, and you die here; what happens in between (is) you keep busy everyday and at the end of the day you make sure that something good has happened for you and the people you have,’” Bailey said.

While Walsworth’s grandchildren don’t live nearby, he would want them to have a place like Panther Springs Park.

Bailey and Walsworth have their collective eye on more park projects including in the Gold Canyon area, as well as developing trails going behind and through neighborhoods and connecting with other greenways.

Weigh anchors at Muelle 58 for Mexican seafood

uelle 58 Cevicheria & Grill mixes seafood, fruits, vegetables, chilies, seasonings, sauces and spices to bring Mazatlán-style Pacific Coast dishes to Stone Oak.

The restaurant at 19903 Stone Oak Parkway, Suite 202, offers flavor, location and atmosphere, staffers said.

Muelle, which means pier in Spanish, features interior décor that creates an opento-the-beach feeling. The 58 ceviches on the menu – verdes, cocktails, aguachiles, tiraditos, escabeche and tartar – were developed as a salute to the 78258 ZIP code. Creations include combinations of shrimp, octopus, scallops, crab, oysters, mahi mahi, tuna and salmon. Housemade sauces are chipotle mayo, green

avocado (with a kick), and a flavorful — but not hot — brown habanero.

Many restaurant ingredients are staples in Mazatlán where the owners and manager Vinicio Garcia grew up. For instance, the mild — yet flavorful — chilaca pepper, difficult to find locally, is very popular in parts of Mexico. At Muelle 58 it is grilled and placed in tacos, ground into sauces or wrapped in enchiladas.

“We make some dishes a little different, but with flavors to pique, not overpower, your taste,” Garcia said. “Many are very typical in Mexico. The Taco Gobernador I know originated with some governor in Sinaloa, because it is really popular in that state, and the chilaca pepper is what we use in Mazatlán.”

Diners can also venture past the ceviches to try the tacos (don’t

miss the shrimp chilaca), tostadas, enchiladas and other delights.

Happy hour is 5-7 p.m. and the bar offers specials including $2.50 draft beer, $4 house wine, $4 margaritas on the rocks, $5 sangria and $3 well drinks.

HINT: Pair a Pacifico with a bowl of ceviche, chips and crackers, then relax and savor the fusion.

Hours are 11:30 a.m. to 10 p.m.

Sunday through Thursday and 11:30 a.m. to 11 p.m. Friday and Saturday.
