“I was having seizures, it was a really bad time in my life and me and my kids were trying to rebuild our lives,” Davila said. Then, along came Pluto, a pit bull terrier she adopted from a shelter. “We had Pluto trained for my seizures, and it changed my entire world,” she said. Pluto can sense several minutes in advance when an attack is about to occur, and Davila can now go out in public in a way she couldn’t before, she added. “We could go to the movies; I could go to my kids’ school plays. It just became such a gift, and so my kids said, ‘Mom, this is heaven-sent.’” The sentiment became the name of Davila’s nonprofit, Heaven Sent Pit Bull Rescue, located in Live Oak. The organization not only adopts and places pit bulls as pets, but after training and testing,

Remember price of freedom

C

ommunities and residents across the Metrocom on July 4 will participate in parades, cookouts and fireworks displays celebrating our nation’s 238th birthday. While doing so, we should also remember another recent observance – the 70th anniversary of the D-Day invasion on June 6. It was touching to see our World War II veterans returning to Normandy, France, where many of the 160,000 Allied soldiers who stormed Omaha, Utah, Juno, Gold and Sword beaches paid with their lives. During the observance the surviving vets, all now in their late 80s and early 90s, eagerly recounted what happened during the invasion against entrenched German forces – which took days to complete – by sharing their tales with journalists and schoolchildren. The kids, who can’t quite fathom the possibility of a similar experience happening today, were attentive and spellbound. We sometimes forget our country was forged through such battles, fought before and after the fall of the Third Reich. We’ve since fought in Korea, Vietnam, Iraq and Afghanistan, as well as other countries when needed. According to Veterans Affairs, of the 42 million men and women who served in war and peacetime from 1775 through 1991, there were 1.2 million deaths and an additional 1.4 million wounded. Statistics are incomplete for the Global War on Terror that began in 2001. We’ve set aside Memorial Day and Veterans Day to honor those sacrifices made here and around the globe. As we celebrate our independence – proclaimed on a hot July day in Philadelphia in 1776 – we should again remember the price of freedom.

and Advanced Fashion Design students featured their creations during a program at the school cafeteria on May 16. “The Fashion Future on the Runway” displayed futuristic clothing designs of 66 students, worn by 112 models. The clothing reflected an array of fabrics, some with recycled materials. Metzger Middle School pupils created recycled bags for the benefit, which designated 25 percent of proceeds towards college scholarships for senior Fashion Design students. A Judson Independent School District release said six recent Wagner graduates are pursuing various degrees in the fashion industry.

THREE JUDSON INDEPENDENT SCHOOL DISTRICT students traveled to Europe to

perform in the 70th anniversary ceremony of the D-Day invasion in Normandy, France, on June 6. Judson High School sophomores Fiona Neil and Taylor Hockley and Judson Middle School eighth-grader Alicia Ford performed with the Texas Children’s Choir during the international event, commemorating the service and sacrifices

of Allied troops on June 6, 1944, which eventually led to victory in World War II.

A RECENT REPORT released by Communities In Schools of South Central Texas cited the organization’s involvement in improved graduation rates for students in Comal and Guadalupe counties. CIS, which mentors and aids at-risk students, serves 12 area elementary schools, seven middle schools and four high schools. During the 2012-13 school year, CIS said it aided 20,180 area students, with more than 18,000 receiving Level One support (school-wide prevention services) and 2,180

students receiving Level Two support (targeted and sustained interventions). Its report said 98 percent of high school seniors who received CIS targeted and sustained interventions graduated, and 95 percent of those served by the program were promoted to the next grade. The report, titled “Changing the Picture of Education in South Central Texas,” was released as part of the organization’s national public-awareness campaign featuring youths from around the country who graduated from high school as a result of Communities In Schools involvement. “CIS has the most amazing people working in our schools to change lives every day,” said Chris Douglas, CIS South Central Texas executive director. “Our community cannot afford to allow our focus to move away from doing whatever it takes to help these kids. They are our future and because of the influence of CIS, I think the future looks amazingly bright.”

THE CHILDREN’S HOSPITAL OF SAN ANTONIO FOUNDATION and the Children’s

Hospital of San Antonio recently celebrated the creation and appointment of an endowed chair, named after late pediatric pioneer Dr. Howard A. Britton. The Britton Endowed Chair in Pediatric Hematology/Oncology was awarded to Dr. Timothy Griffin, who will serve

as the new section head of the hematology/ oncology division at the Children’s Hospital of San Antonio. Griffin came to the Children’s Hospital of San Antonio from the Helen DeVos Children’s Hospital in Grand Rapids, Mich., where he served as pediatrician-inchief since 2010. Britton, who died in March, first met Griffin in 1990. Griffin is currently working to build the hematology/oncology program at the Children’s Cancer and Blood Disorders Center and recruiting faculty and staff for the Baylor College of Medicine.

AREA CORNER STORES THROUGH JUNE are holding a 20th annual Miracle Balloon fundraiser benefiting 32 Children’s Miracle Network Hospitals, including the Children’s Hospital of San Antonio. The “Put Their Money Where The Miracles Are” campaign offers hospital bracelets for customers to wear to stand in solidarity with sick and injured kids who wear them while being treated at the Children’s Hospital of San Antonio. While you and I agree that bigotry has no place anywhere, I find it interesting that you only commented on the two recent news stories regarding Cliven Bundy and Donald Sterling — two white men who said some bigoted words. Where were your condemnations when the Rev. Jeremiah Wright preached his “Black Theology” hatred and railing against “rich white folks”? I also did not hear you condemn reverends Jesse Jackson or Al Sharpton. ONVERSE – Convinced a number of residents are spending their retail dollars outside the city, the Economic Development Corp. is taking steps to entice them into keeping that money at home.

Entering into a partnership with The Retail Coach, a national retail development and consulting firm, is the latest move to make that happen, according to EDC members. The EDC board is now full, though earlier this year its longtime president and several board members stepped down. Executive Director Kate Silvas said the nonprofit is recommitted to bolstering the city’s tax coffers – and the first step comes with wooing retail businesses

into an improved infrastructure. “Our primary goal in working with The Retail Coach is to launch an aggressive campaign to attract retail investment to Converse,” Silvas said. “If we can capture a portion of those sales taxes that Converse residents already spend elsewhere, there is a significant amount of good that we can accomplish for them in their own hometown.” Silvas said in 2013, an analysis performed by University of Texas at San Antonio’s Institute for Economic Development indicated at least $138.7 million in retail sales left Converse each year. “The Retail Coach believes that number is actually very conservative,” Silvas said. “We have a lot of shoppers but not enough stores to meet their needs, and that’s what we’re trying to correct.” The City Council on May 13 approved $35,000 to hire Retail Coach, which has assisted local governments, chambers of commerce and economic development organizations in 250 cities across the United States during the past 15 years. “It is well-known for its solid reputation in terms of retail coaching for communities seeking to increase their tax base and provide a better quality of life in the community,” Silvas

said. “I have had experience with them previously, in Seguin, and they have serviced many others in the area.” Aaron Farmer, Retail Coach vice president, said his organization has assisted several San Antonio-area communities through the years, and currently has projects in La Vernia, Helotes and Selma. “We were hired (by Converse) to do a retail retention and recruitment strategy,” Farmer said. “We’re going to be identifying who the Converse customer

is, where they are coming from and the missing retailers and restaurants that can eventually serve them.” The firm will perform a “retail leakage analysis,” which will determine products and services city residents buy away from the city. It will also complete demographic and psychographic studies to identify which regional and national retailers and developers might be a

ONVERSE – City Councilwoman Renee Paschall is firing back at critics who claimed she meddled in the affairs of the city’s Economic Development Corp.

Paschall, whose involvement with the EDC began in 2008 as a concerned resident and continued after her election to the council in 2009, was removed as the council’s liaison to the EDC by Mayor Al Suarez in March. In Texas, most EDCs are nonprofits promoting economic development in a city, often working with a local chamber of commerce. Board members are usually appointed by the council. In April, Suarez said Paschall’s involvement in EDC affairs led to the resignation of former EDC board

Paschall, unavailable for comment when LOCAL Community News in April published a story about the EDC, today says her queries focusing on transparency in EDC operations concerned her so much that it became a platform during her run for the council. “I had questions – there seemed to be a conflict of interest in that certain appointments and procedures followed a system set up by men who were all in agreement about how things were run,” she said. Paschall said she questioned what she perceived as a “good ol’ boy” system at the EDC, and took issue with the appointment of a councilman as the EDC board chairman, labeling it a conflict of interest. “The bottom line is that they were thinking no one else had ever before asked these questions, so why was I bringing it up?” Paschall, the wife of then-Judson Independent School District board member Johnny Harris, lost her re-election bid in 2011.

Is there not a sample of bigotry in every environment? Then you use generalization and stereotype polls to support your summary that we are a melting pot that still needs to work for the inclusion of everybody. Are not generalization and stereotypes assigned to a group damning to the individual? However, to take the actions of the two individuals and attempt to apply a generalization or stereotype to a group is ignorant, such as your statement, “We as a country would like to believe we’ve gotten past the days of old.”

I am not against reporting on racism any more than I am against reporting on genocide or slavery, but I am so tired of the generalization of the word racism. There is no more work to be done on racism, other than crushing it if it arises. We need to work on bigotry, generalization and stereotypes, but even these are three separate things and must be addressed as such. However, this is not addressed under “political correctness,” which is by its own nature bigotry. Truly how many generations must pass before one can be just called an American? How long must one live in America before one will carry an American flag in protest or celebration? How can we ever become a melting pot when labels and emblems will always be used to drive division instead of simply being a symbol of culture or heritage? How many generations must pass before we will label racism for what it is and not a tool to be used to divide? My challenge to you is to use your public forum to further education, even when it is not politically correct to do so.

while on a United Nations’ mission in Macedonia. Patterson, who left the service in 1996, was living in San Antonio two years ago when a mosquito bite resulted in West Nile encephalitis. “It almost killed me,” Patterson said. “I spent three months at Brooke Army Medical Center on a ventilator in the ICU, then two months in rehab hospital. When I was released, I couldn’t move anything from the neck down.” Patterson has since improved, but still needs an electric wheelchair for mobility. In addition to his disabilities, Patterson was struggling – living alone after 29 years of marriage. Then, Langton — a pit bull — showed up. “(He’s) meant everything in the world to me,” Patterson said. “I’m completely alone here now and he came at the perfect time.” The doggie had been roaming around Patterson’s apartment complex. “It was about eight months ago; he was just a little puppy,” Patterson remembered, adding that he wanted to keep the dog. However, the breed made others wary. Owning a pit bull in San Antonio is legal. However, many apartment complexes, including Patterson’s, disallow pit bulls. Patterson, looking on the Internet for someone to care for the pup, found Heaven Sent’s Facebook page. When

he called, Davila asked for an emailed photo of Langton. Within an hour, Davila was at Patterson’s apartment. She said she took the pup to Heaven Sent’s facility. When Langton learned a few manners, such as not soiling the floors, Davila explained to the apartment manager that Langton was being trained as a service dog, and by law could not be excluded from housing or public places. “I think sometimes things just happen for a reason,” Patterson said, “because I wound up getting him back.” Langton and other Heaven Sent service dogs are taught by volunteers such as Morgan Gale, a caretaker for some of the hundreds of prospective service dogs at Lackland Air Force Base, where most military dogs are trained. She said properly trained, pit bulls are no more dangerous than other dogs. “A dog is a dog is a dog,” said Gale, who works with Patterson and Langton, and four other owner-dog tandems at Orsinger Park each Wednesday. objects, such as medicine bottles, groceries off of a shelf, items from another room, or if something falls … such as a pencil,” Davila said. “He’s only been to two training sessions,” Patterson said. “He’ll sit, he’ll walk … with no tightness on the leash. They tell me by the time he’s done, he’ll be able to go to the fridge and get me what I want to drink,” he added, laughing. Training can take six to 24 months, depending on what is needed. Even with volunteer trainers and Davila using her home as a center, veterinary bills, medications and food costs continue to mount and funding is difficult. Although the organization received a financial boost from the nonprofit The Big Give S.A. in early May, Davila hopes to spur revenue through a reality show featuring Heaven Sent. “It’s going to be called, ‘Pluto’s Canine Platoon.’ We look at our dogs as if they are a military squadron. They are going out to important jobs. There has to be discipline,” she said.

Davila said more funding will be needed for Heaven Sent to realize its next project. Plats have been drawn and the Live Oak Planning and Zoning Commission has given preliminary approval for Davila to build a training facility at her home. Davila said such a place is needed for trainers to conduct agility and waterrescue exercises with the dogs. Currently, the organization must rent pools and transport animals to other locations. Heaven Sent officials say their daunting task is to change the public’s image of pit bulls. Although the breed comprises about 6 percent of the total dog population in the United States, pit bulls caused more than 78 percent of dog-bite related fatalities in the country in 2013, officials said. Patterson said he is looking forward to Langton’s graduation as a fullfledged service dog so he can take him on buses, into restaurants and to his physical-therapy appointments. “I’m really looking forward to having that companionship with me,” he said. Also as part of the process, Retail Coach said its staffers will collect and catalog license-plate samples from consumers shopping in Converse at selected retailers. A search of those addresses will help the firm determine how far consumers travel to shop or dine in Converse. Staffers also plan interviews with city retailers, business leaders and city officials to assess the area’s current retail environment. “A primary goal is to help existing retailers and restaurants increase their business,” Farmer said. “With an understanding of the spending patterns and purchasing behaviors of consumers, owners and managers can better target their marketing and offer more of the products currently missing.” Silvas said Retail Coach will also glean information from the city’s recently finished strategic plan. She said the timeline calls for the process to be completed by December, with results presented sometime in January. After the initial project wraps, The Retail Coach will assist the city an additional 12 months. “We will continue to work with the EDC to make sure the process

is successful,” Farmer said. Silvas said the EDC’s other major recent move involves a commitment to the city’s expansion of FM 1516. The City Council recently voted to issue $4 million in certificates of obligation toward the $10.5 million project. Two years ago, the Alamo Area Metropolitan Planning Organization approved $8.4 million for the project. Mayor Al Suarez said the shared cost — $2.8 million by the city and $1.2 million by the EDC – will cover any financial overruns, with the remaining balance designated for road improvements in the city. In addition, the Texas Department of Transportation is working on the $23.5 million expansion of Loop 1604 from Lower Seguin Road to Interstate 10. Improving and adding infrastructure there, the planned expansion of FM 1516, and the city’s investment in The Retail Coach are all part of the EDC’s vision of increasing the city’s allure to new businesses. “I believe we have a perfect opportunity for investment in Converse that will, in turn, revitalize portions of our community and make development in Converse that much more attractive,” Silvas said.

Key EDC personnel seemed to lose interest in the idea, she added. “The reason for the hiring delay (for a marketing manager) was a practical business decision,” Schauffele said in an email to LOCAL. “Revenues for the EDC were up and down during the late summer and fall of 2013. As a practical business philosophy, you don’t hire personnel when the funding for that position is not stable. That is it in a nutshell.” It’s not known whether the EDC is still searching for a marketing director. Paschall also indicated her efforts to help recruit more EDC board members hit a brick wall. A few months later, emails sent by Paschall caused a stir, including a message about whether to support a bank with city funds depending on its involvement with the EDC and school district projects. Another sent to Schauffele criticized his

comments to the EDC board about San Antonio’s Eastside Promise Zone Initiative, which could compete with Converse for federal grant money. Paschall’s latest moves – along with the increasing number of EDC board resignations – came as the last straw for her critics, who urged Suarez to replace her as EDC liaison. The mayor appointed Councilman Steve Brown to fill the position. “I don’t take responsibility for the EDC board members leaving because of that,” Paschall said. “I don’t blame them for leaving, but I won’t take responsibility for them, or even Roy leaving. Roy made his own choice.” Suarez declined to comment for this story. Paschall – who plans to run for reelection this fall – said she just wanted to make the EDC more transparent. “Sometime feathers have to be ruffled, and I’m not afraid of having done so,” she said. “I’m not pointing fingers – these things are business and not personal.”

IBOLO – Veterinarian Brooke Knowlton has opened Cibolo Small Animal Hospital at 3929 Cibolo Valley Drive, Suite 200, where she offers a full range of services. The clinic is housed in a former pizza restaurant. Knowlton, who moved from the small-animal division at Retama Equine Hospital in Selma where she treated dogs and cats, said converting pizza kitchens into exam and operating rooms was a big job. “I have before and after photos,” she said. “They’re exciting to look at.” The veterinarian also works with Schertz Humane Society/Homes For Pets, San Antonio Pets Alive, Wayward Whiskers, other rescue groups and

neighborhood organizations assisting with pet adoptions, as well as providing spaying and neutering services. Knowlton, who grew up in San Antonio, earned her undergraduate degree in biomedical science at Texas A&M University-College Station and completed her medical degree at Ross University School of Veterinary Medicine in St. Kitts. The veterinarian and her husband, Christopher, moved to Cibolo in December. The clinic, which opened May 19, will host a June 21 ribbon cutting. A grand opening is June 28, and Knowlton plans to offer cupcakes from Austin’s Delish Bakery, where her sister is general manager.
