RECAP

As a former CEO of a rural energy company and a long-time public servant, sitting on various boards and commissions from education to natural resources, Representative Albrecht has a keen understanding of policy issues and their impact on rural Utah. During the 2019 Legislative Session, he passed a number of bills to improve economic development opportunities for rural communities and address the unique workforce challenges facing rural Utahns. The Salt Lake Chamber worked closely with Rep. Albrecht to accomplish these shared priorities as he incorporated a business perspective into his legislation. The outcomes of his efforts will move the needle for economic development in rural Utah for years to come. Rep. Albrecht sits on the Natural Resources, Agriculture and Environment committee and serves as the chair of the Public Utilities, Energy and Technology committee. His ability to collaborate and think strategically about Utah’s growth and champion economic development as a benefit to businesses across the state make him an outstanding legislator. For these and many other reasons, the Salt Lake Chamber is pleased to present Representative Albrecht as the 2019 Legislator of the Year.

• Supported economic development strategic planning legislation to attract businesses who invest in workforce development • Prioritized rural economic development through legislation that: • Sets up online working hubs for rural workers • Improves infrastructure in key locations to attract immediate business investment

Transportation & Infrastructure • Supported legislation to protect well-established critical infrastructure materials locations • Supported funding for programs that provide technical assistance to local communities as they plan for growth, specifically the connection between transportation and land use

Environment • Supported legislation to educate the public on secondary water use through metering • Supported additional investment in a wood burning stove and fireplace change out program within targeted areas in the Salt Lake Valley

Business Climate • Supported legislation to modify the percentage of alcohol in beer sold in grocery stores to allow more choices for beer purchasing options in grocery and convenience stores • Tax reform remains a top priority for the Chamber and we are committed to helping the voices of our member businesses be heard in this process as it moves into the interim session

Housing Affordability

Education & Workforce

• Prioritized landmark legislation tying the eligibility for state transportation funding to local governments’ steps to address housing affordability such as land use and general planning

• Supported monumental legislation that will ensure access to high-quality computer science education for every Utah student

• Supported a bill to clarify local ballot initiative and referendum laws, ensuring more transparency for developers, local governments and residents

• Championed “clean slate” legislation allowing for automatic expungement for Utahns whose past convictions prevented them from getting jobs today, helping thousands of Utahns reenter the workforce • Helped to secure funding for critical education and workforce development programs including College Access Advisors, Build to Success Program and the Construction Career Pathway
