Five things San Clemente should know this week TCA Board to Decide Whether to Suspend Contracts at April Meeting THE LATEST: San Clemente representatives on the Transportation Corridor Agencies (TCA) board of directors tried to introduce measures to halt payment and work for contracts the agencies have with Venture Strategic and other consulting firms, but they had little support.

Instead, after a back-and-forth discussion at the end of Thursday’s meeting in Irvine, Christina Shea, chairwoman of the Foothill/Eastern Transportation Corridor Agency, said that they would be able to discuss the matter at the April meeting after the board has had a chance to review materials following a Los Angeles Times article published on Monday, March 11.

TCA has canceled various joint board meetings scheduled for the following month after congregating the month prior.

San Clemente Mayor Pro Tem Dan Bane, a director on the San Joaquin Hills Transportation Corridor Agency, introduced an emergency measure that would create a new audit following the TCA’s own and would be conducted by an independent third party and would stop all payments and work conducted by outreach consultants until the board is given results.

Bane said it was necessary to bring forth the emergency measure because there was so little time between when the Times article was published and the scheduled board meeting. He said more money is being spent and more work is being done while the board waits to convene next month.

Between both boards, only Bane, Ferguson, San Juan Capistrano’s Brian Maryott and Will O’Neil of Newport Beach voted in favor of taking on the emergency item at Thursday’s meeting.

On Friday, March 15, Shea and San Joaquin Hills Transportation Corridor Agency (SJHTCA) Chair Fred Minagar released a joint statement on behalf of The Toll Roads.

“Transparency and accountability for contracts entered into by The Toll Roads of Orange County have always been of the utmost importance to the Boards of Directors and our executive staff,” the joint statement read. “As a government agency, San Clemente Times March 21-27, 2019

TCA has always operated in a fair and public manner, and the Agencies have historically limited their full-time employees and supplemented with independent contractors as an extension of staff. An internal audit was completed in February, and the report and results of that audit were forwarded to Directors. Staff has taken immediate and direct action to address the billing discrepancies and net under-billing identified in the audit. I join with SJHTCA Chair, Fred Minagar, and both of our Boards of Directors, to assure the general public and nearly 1.5 million account holders that we take seriously all inquiries into The Toll Roads’ processes and procedures. Last month, we directed TCA’s Chief Executive Officer to establish an Ad Hoc Committee to review TCA’s contracts to ensure efficiency and accountability for all of our contractual obligations...Transparency and fiscal responsibility, including our fiduciary responsibility as board members, are very important to us, and we will continue to work with our staff to provide the public with the greatest confidence in the integrity of TCA.” WHAT’S NEXT: The next TCA meeting is April 14. Lt. Edward Manhart Named New Chief of Police, Has San Clemente Experience THE LATEST: San Clemente’s new chief of police has been around the block a time or two.

Lt. Edward Manhart served as a deputy in San Clemente from 2004 to 2011.

“He is no stranger to San Clemente,” Assistant City Manager Erik Sund said during the city council meeting.

Manhart said his experiences in San Clemente about eight years prior were instrumental in his development as a law enforcement officer.

“The city is responsible for (making me) the officer that I am today,” Manhart said. “I have an opportunity and desire to give back, and I’m absolutely glad to do that. Lt. Mike Peters, now Captain Mike Peters, has done an outstanding job cultivating relationships in the community, and I intend to continue to do that.”

Pier Pride to Make Improvements to Educational Signage THE LATEST: City Council approved the new educational signs for the San Clemente Pier on Tuesday night, but it wasn’t without a little examination.

The signage is to include larger photos and updated information of marine life around the Pier.

“Our goal was to just update them and replace the damaged signs on the Pier,” said Pier Pride board member Eileen Kawas. “Everything is pretty much the same; just new photos and each sign has an individual sponsor.”

The signage cost $10,000, according to the fundraising goal listed on the organization’s website.

Councilmember Dan Bane said he would be willing to approve, as the maintenance of the Pier needs to be prioritized. Sund said if the signs provided significantly different information, they would have needed to come before city council. But because they were similar, the approval wasn’t necessary.

WHAT’S NEXT: Pier Pride is also looking to start a fundraising effort to help refurbish bathrooms next to the Pier, as well as a fishing line recycling canister project. Because the city council was not made aware of the signage improvements, councilmembers asked for more time to review the project and read over a project report. But the signage will be going in. Advertising on the signs was also a concern for Councilmember Chris Hamm, but it was mentioned by Councilmember Laura Ferguson that the signs on the city’s trails for doggie bags do have sponsors on them. —EH

San Clemente to Search for Homeless Shelter Locations THE LATEST: San Clemente has a homeless problem—on all fronts.

From the discourse at city council meetings to the litany of Facebook contingents, the city at-large isn’t getting any closer to finding a solution, and Tuesday provided an unbridled display of what that means.

As the city is now being sued by Orange

County Catholic and its cohorts that wield the sword of the ACLU, San Clemente is scrambling to find a solution to its most visible blemish at North Beach.

In 2017, residents in San Clemente asked the city government not to place a homeless shelter, basically, anywhere.

Now they’re asking for an emergency temporary shelter to address the humanity that’s spilling over in North Beach.

The Tuesday, March 19, San Clemente City Council meeting saw a deluge of anger that had been culminating since the Ninth Circuit Court ruled cities cannot remove people from camping in public places if they do not have a place for them to go.

Gene James, who ran for city council in 2018, had a few ideas of his own to address the issues.

“I’m confident…we can overcome the nonsense of the ACLU and a Clintonappointed judge (Judge David O. Carter, who is presiding over the case),” James said. “Kudos for removing the vegetation at North Beach (on Tuesday) and the maintenance on the hill leading up to Ole Hanson (Beach Club) yesterday. As I sit here and watch, we have five or six city workers waiting to do (work) on the clock as we handle these reprobates with kid gloves, to be honest with you.”

James said he wants to look at placing

One woman was removed by Mayor Steve Swartz after she led a verbal attack against a woman from Capistrano Beach.

The woman speaking had just introduced herself before there was a profane outburst from the back of the Council Chambers.

David Thompson said that he’s almost been run over by drivers who try to photograph and video the homeless people at North Beach.

“I’ve seen the after-effects—people who said they’ve been firebombed…stalked, and harassed because they’re homeless,” Thompson said. “I’m not for the enabling of homeless; I know it’s a dance working through this whole thing.”

Thompson said he was sympathetic, but that the vigilantism and stalking are going too far.

“It’s not okay to attack people. To me, that’s crossing the line,” he said.

WHAT’S NEXT: San Clemente City Attorney Scott Smith said that the council decided to look for areas where temporary shelters of a number of beds can be placed. People who spoke also said they wanted to see which homeless people the city should be responsible for due to

their local ties and willingness to accept services.

“We will look for an immediate interim shelter and follow up with the sheriffs,” Ferguson told the San Clemente Times following the meeting. The locations the city seeks were not disclosed during the meeting. —EH

Junior Lifeguard Tests to Begin This Weekend THE LATEST: The San Clemente Junior Lifeguard Program is an ocean and beach safety program for young people ages 9-17. Participants receive education and experience in ocean safety, first aid, rescue techniques, body surfing, board surfing, body boarding, physical fitness, and marine safety operations, according to the city of San Clemente website.

All new students must pass a swim test to be eligible to register for the Junior Lifeguard Program. The swim test is conducted at the San Clemente Aquatics Center. A passing swim test is completing four laps (100 yards) under 2 minutes.

Upshot of Downloading Spent Nuclear Fuel SONGS Officials Look to Move Forward from Past Glitches

y admission, Southern California Edison (SCE) officials said they understand the mistakes they made related to training and are aiming for higher standards at San Onofre Nuclear Generating Station (SONGS) in the future.

During a media tour on Monday, March 18, the operators of SONGS said they have not moved any of the spent nuclear fuel from the cooling tanks to dry storage since Aug. 3, but they could start moving some of the fuel by the end of next week. About 15 percent of the spent fuel has to remain in cooling tanks for another 10 years or so, but more of it can be moved soon or within the next couple years.

A roundtable interview was conducted

by SCE officials, maintenance support services manager James Peattie and Ron Pontes, the team manager of decommissioning environmental strategy.

A downloading supervisor was in the wrong position at the time of the Aug. 3 downloading project and could not see the slack in one of the lines that was happening as the canister was stuck on a guiding ring. Elevated levels of radiation alerted the contractors that there was a problem,

and they corrected it. It wasn’t until a meeting on Aug. 9 that the public became aware of this event, and the NRC claims it was not “formally” notified until after more than 24 hours, the deadline at which such incidents must be reported.

The canisters are transported and then attached to a downloading crane that moves a maximum of 3 miles per hour.

The whole process takes between 12 to 16 hours, but the actual downloading isn’t supposed to take nearly as long.

SCE officials said they intend to install cameras and alarms in case of another misstep in downloading the canisters.

“The number one priority is the procedures…that the contractor uses at other facilities that we reviewed and accepted,” Peattie said. “We looked at them and (thought), there’s not enough detail here.

The procedures now have lots of detail and specific oversight within the procedure, meaning that they can’t proceed until oversight accepts the conditions as OK.” Peattie said training needs to be diversified to the labor workforce, which has a turnover

rate that can cause gaps in the amount of information that’s passed from one contract laborer to the next. Peattie could not provide an average turnover rate on Monday.

SONGS is obligated to put together an aging management plan (AMP) that inspects its canisters every five years, per a lawsuit settled in 2017 with advocacy group Citizens Oversight Projects.

A number of activists have claimed that the canisters that hold the spent fuel rods could be susceptible to stress-corrosion cracking and could discharge radiation. Officials at Edison insist that can’t happen, and if it did, they would be reparable pinholes.

Peattie said because of the current laws in place, SCE can’t move the fuel anywhere, and Edison has been conservative in its estimates as to when it will be able to do so, projecting a final decommissioned status past 2038.

“In the late 70s, decisions were made over nuclear energy…and we were kind of stuck,” Pontes said, adding nuclear power plants across the nation have reached the point where the federal government needs

For environmentalists, that may not be soon enough. The water table at the San Onofre bluff is up to the concrete monolith that protects the canisters, but officials said that permeation of the monolith by the groundwater is also not possible.

The Nuclear Regulatory Commission (NRC) is scheduled to host a webinar on March 25 that will address the elevated violations committed during the canister incident. That can be viewed on nrc.gov.

Petitioners from San Clemente have been trying to flood the comment portion of the final environmental report compiled by the California State Lands Commission that will certify the decommissioning on all fronts of the offline power plant. A meeting will be held starting at 9 a.m. on Thursday, March 21, at the QLN Center in Oceanside, but it will also be streamed on CAL-SPAN, the state’s public meeting broadcast system.

The next Community Engagement Panel meeting is scheduled for 5:30 p.m. on March 28 at the Laguna Hills Community Center & Sports Complex, 25555 Alicia Parkway.

Edison is currently leasing the land from the U.S. Navy, for which it pays $91,000 a year out of its decommissioning fund.

If the spent nuclear fuel isn’t moved by the scheduled time all of it is supposed to be stored at SONGS, it will hold the largest amount of dry-cask fuel storage in the nation.

During the guided tour, an SCE official used a dosimeter to demonstrate the low levels of radiation around the dry-cask storage. At the horizontal storage facility housing canisters from prior fuel use, the dosimeter did not register a higher reading, nor did it at the new concrete monolith where fuel storage is expected to resume.

The annual migration has the butterflies migrating north to where they can feast and find ample food without being boxed out by the rest of the herd. But this year’s influx seems to be particularly large.

“It’s just a large one moving out of the desert, and with how wet it was this winter, they’ve had more to lay their eggs on, and there’s been an explosion,” said Tom Merriman, a director at the nonprofit Butterfly Farms in Encinitas. “They’re moving to somewhere where’s there not as much competition. It’s just that there’s a huge amount. In 2005, there was a huge one, and in 2006 there was a La Niña and El Niño, and last year there was hardly anything.”

The large migration in Southern California starts in northern Mexican deserts and travels thousands of miles.

San Clemente Island Chapter Honors DAR ‘Good Citizens’ On Wednesday, March 13, San Clemente Island Chapter Daughters of the American Revolution (DAR) honored “Good Citizens” from local high schools.

Applicants submitted transcripts, letters of reference, extracurricular activities and an original essay. The DAR Good Citizens award is open to all high school seniors.

Award-winners included Peyton Gadbury from San Clemente High, Saam Kazemi from Capistrano Valley High, Sarah Glick from Dana Hills High, and chapter and district XII winner Megan Brooks from San Juan Hills High School. Each of the students received a pin and a financial award.

Bernice Ayer Middle School of San Clemente received an award of distinction, as did Carl Hankey K-8 School in Mission Viejo.

The Distinguished Schools Program recognizes elementary, middle and high schools in alternate years for outstanding education programs and practices. Schools are awarded for demonstrating exceptional student performance for two consecutive school years, or for closing the achievement gap between two school years.

This year’s award-winning schools will be honored in April during a recognition ceremony at the Disneyland Hotel in Anaheim.

They will retain their titles for two years.

City Looks to Hire Lifeguards, Water Safety Officials The city of San Clemente will host two lifeguard training sessions April 1-5 and May 5-13 (see san-clemente.org under the city’s recreation catalogue for specific information).

The cost to attend the weeklong sessions is $100 for residents and $103 for non-residents.

The requirements to pass the training include being able to swim 300 yards continuously using a combination of the front crawl and breast stroke and to be able to breach the water after diving to retrieve a 10-pound object. Training will include CPR instruction, oxygen administration, bloodborn pathogen training and more. The classes are for people ages 15 and up.

SC Native Selected as ‘The Bachelorette’ Contestant The next roster of contenders for The Bachelorette will include 30-year-old Grant Eckel of San Clemente, who is listed on the show’s website as an event and retail promoter.

This is the 15th season of a show that’s helped oxygenate ABC’s programming over the last decade or so.

Panhe Lives On Annual festival celebrates culture, history of native people

anhe, the festival, may be entering its 13th year, but the culture of native tribes that once thrived here has been around for millennia.

The Acjachemen and Juaneño Band of Mission Indians can trace their history in the region back 9,000 years, and the site at the San Mateo Campground that borders south San Clemente is still used as an archeological hotbed of information. It is also the site of Sunday’s annual “Celebration of Protection and Preservation.”

Rebecca Robles is a board member of San Onofre Parks Foundation and is a perennial festival master of ceremonies as a direct descendant of the Acjachemen Nation. She said Panhe is eligible for the National Register of Historic Places. “(Panhe is) a public event to share the Acjachemen culture and history and to highlight a unique San Mateo Valley,” Robles said. “We

know it as San Onofre and Trestles, and it’s also the historic village of Panhe.”

Panhe, like most of the land south of San Clemente, is now part of a lease on the U.S. Navy land by way of California State Parks.

Robles was part of the movement in the 1980s to try to preserve the history of the area that holds so much of her heritage.

Most of the events at Panhe will be similar to years past, such as the native dancers,

vendor booths and different participants.

Most importantly to the event hosts, Panhe is a day dedicated to the education of the Acjachemen Nation as well as all native tribes.

Dina Gilio-Whitaker, a lecturer of American Indian history and culture as well as other disciplines at California State University-San Marcos, said she is bringing a student group from the school called the American Indian Student Alliance (AISA). The Sunday

field trip the students will take on March 24 is intended to enrich their studies.

“This class is about traditional, ecological knowledge, and part of the class is that we do site visits based on topics around the class,” Gilio-Whitaker said. “The first part of the class we talk about sacred sites, and we did a trip to Panhe to illustrate the concept of sacred sites and how (they) constitute a philosophical paradigm for native people.”

Unfortunately, the last time the class came down here, it was pouring rain.

“So we wanted them to have the fuller experience of Pahne, so I just made it so that we could make this an event for our student club,” she said.

Gilio-Whitaker has written extensive scholarly publications on Panhe and has used it as a sort of measuring tool in reconstructing the culture and ways of life that were experienced thousands of years ago. She also takes on modern-day issues attached to social and cultural justice related to native people; take some time to Google her work on native surfers for an edifying afternoon.

She also has a book coming out soon, titled As Long as Grass Grows: The Indigenous Fight for Environmental Justice from Colonization to Standing Rock, which addresses many of the issues she teaches.

Jazz it up in Dana Point

I

n anticipation of Ocean Institute’s upcoming Jazz Festival on March 29-30, I chatted with Ocean Institute CEO Dan Pingaro. The festival features a Friday concert with Grammy Award winner Deniece Williams and includes small bites from local restaurants, a hosted bar and silent auction, as well as Saturday’s Jazz Gala with a four-course dinner presented by Executive Chefs from Monarch Beach Resort, The Ranch at Laguna Beach, Montage Laguna Beach and The Laguna Cliffs Marriott. Anthony Small (AS): Your Jazz Festival events have been a tradition in Dana Point for 18 years. What has Ocean Institute done with that event that makes it so well-received and so consistently successful?

Dan Pingaro (DP): We consistently bring world-class Grammy Award-winning musicians to Ocean Institute for two nights of jazz music at our waterfront facility.

We offer a weekend filled with dining, dancing, auction items and the ability to taste delicious food and drinks from the best restaurants in Orange County. All of this with a waterfront view and under the stars, while allowing guests to support one of our most important initiatives, our Adopt-A-Class program.

AS: When people think of Dana Point, they certainly think of marine life and the Ocean Institute and our surfing heritage.

With your Jazz Festival, Dana Point has seen 20-plus years of world-class musicians coming through town via Doheny Blues Festival, Ohana Festival, etc. and the Dana Point Symphony. What do you think of the notion that music is the third significant element in Dana Point’s identity?

DP: While the ocean is central to Dana Point’s identity, there is no doubt that music continues to play a significant role in Dana Point. Music is one vehicle for bringing together the community, and Ocean Institute is proud to be a host for such gatherings, whether it be our annual Jazz Festival or the Tall Ships Festival each September, where we have showcased students from Los Rios Rock School.

AS: Will you share with the readers what programs your Jazz Festival supports and what’s exciting and new at Ocean Institute?

DP: The Ocean Institute Jazz Festival supports our Adopt–A–Class program.

This program enables disadvantaged

students from Title I schools to participate in Ocean Institute programs, free of charge. The Adopt-A-Class program is often these students’ very first interaction with the ocean and marine life. Ocean Institute’s AdoptA-Class program provided funding to more than 10,000 Title I students in the past year. Our team works closely with schools to align and incorporate Ocean Institute STEM-based programs that meet Next Generation Science Standards into school programs. Additionally, we recently received a contribution from the Sahm Family Foundation that will fund the Sahm Marine Education Center, which will house a new shark touch tank and strengthen our current collaboration with the CSULB Shark Lab. Ocean Institute will also be increasing DANA POINT our public programs ROCKS

By Anthony Small on weekends to include more opportunities for the public to sail aboard the wooden 118-foot Spirit of Dana Point sailboat. We will also be offering more opportunities to go behind the scenes at Ocean Institute to learn about whales and then board our 65-foot R/V Sea Explorer to view whales in their natural habitat with our professional crew. We are offering opportunities for the entire community to engage in science, view whales and go sailing all while learning more about the ocean and marine life.

Letters to The Editor COMPASSION LACKING FOR HOMELESS SANDRA WEAVER, San Clemente

I ran across a Facebook post on March 12 from someone who had used the restroom at the Talega Ralphs store. She saw a homeless man drinking wine out of one of those boxes. She was told this happens regularly, and her comment was something like “What is America coming to?” What we as a nation have “come to” is a nation of people who lack compassion and look down on those who are less fortunate, often labeling them as “lazy.” We have not been proactive in making sure people who need medical or psychological help can get it.

This is brought to light by the lawsuit filed against the cities of San Clemente, Dana Point, San Juan Capistrano, Irvine and Aliso Viejo because the plaintiffs claim these cities have not done enough to provide for a shelter. According to a report by the Orange County Sheriff’s Department, the homeless mortality rate has spiked from about 120 in 2014 to more than 210 last year.

San Clemente continually defied SB 2, which mandates cities at least zone areas to allow for adequate homeless shelters, until last year. This litigation costs cities tens of thousands of dollars. And all because our elite San Clementeans don’t want “those people” around here.

With all of the rain and cold weather we have been experiencing this winter, can anyone really snuggle under their covers and not think of those out in the rain and cold who have no shelter?

I am sure many sleep very well, but I don’t.

“Homeless” should not even be a word. As San Clemente-Americans, we should be doing everything in our power to help those in need, whether it be for food, shelter, medical care or just a smile, kind word and maybe a couple of dollars to help them get through the day.

There is a way, if there is a will. Unfortunately, there are too many “wont’s” and too many NIMBYs. Editor’s note: Many homeless advocacy groups discourage people from giving money directly to the homeless population and panhandlers.

Q&A with Retired Navy SEAL Jason Gardner

A

fter more than 30 years of arduous training, conditioning and risking his life around the world as a member of elite Naval Special Warfare teams, Jason Gardner is home to stay— a decorated Navy SEAL, veteran of what he calls the “pain train.”

“It’s one of those colloquialisms,” he said. “Anytime stuff gets real bad, guys will just look at each other and say, ‘Well, we’re on the pain train now.’ ” Gardner is a 1987 graduate of Dana Hills High who grew up in San Clemente. He retired March 1 as a Navy command master chief.

We asked Gardner about the sacrifices it takes to belong to Navy Sea, Air & Land teams and how he endured three decades of engagements in places such as Iraq, Somalia and Afghanistan.

San Clemente Times (SCT): Your dad was a career Marine. Why join the Navy?

Jason Gardner (JG): I thought about joining the Marines, and my dad talked me out of it. I wanted to be in Special Ops. SCT: You attended SCHS, but your parents transferred you to Dana Hills. Why? JG: I was a lot to handle, growing up. I was just causing too much trouble. A different environment—that was what I needed. It worked out great.

SCT: Did three summers as a San Clemente lifeguard influence your career path?

JG: I pretty much decided what I was going to do around my 16th birthday. I swam and played water polo. The SEAL teams are basically the premier maritime special operations force. It’s all about being in the water and close to the ocean. It really married up with where my interests lay.

SCT: So the skillset helped you be a Navy SEAL? JG: The fact that I was comfortable being a lifeguard, in big surf and the ocean, paid dividends across most of my career until we started fighting wars in the desert.

SCT: How hard is it to become a SEAL? JG: We have an 80-percent attrition rate— (those who) either don’t make it through the initial (screening) or don’t make it through our selection. If you just look at the selection, it’s a 70-percent attrition rate.

SCT: What did you do as a young Navy frogman in Iraq?

JG: The first Gulf War, we boarded a couple of tankers that were smuggling oil. There were no issues in those situations. A lot of the operations that we were tasked with, it turned out that the Iraqis surrendered and/or abandoned the targets, so we did rehearsals but never did the big operations.

SCT: Your deployment in Somalia?

JG: Nineteen ninety-five, as a sniper. We were there to pull the UN out of Somalia, two years after the Black Hawk downing. I was in one significant firefight there. I engaged several individuals with a 50-cal (caliber) sniper rifle at ranges of 500 to 700 yards.

SCT: What was your most harrowing experience?

JG: In 2009, I deployed to Afghanistan. It was just eight months of extended fighting.

The firefights in Somalia lasted like 5-10

minutes, and then they’d stop. In Afghanistan, we were in one firefight that lasted four days. My task unit had over 300 hours on that deployment of what we call “troops in contact.” That’s when you’re in a firefight. It was spread across 23 different operations.

SCT: What incident earned you the Purple Heart?

JG: I was inside one of these mud buildings. We were completely surrounded at the time, firing out a window. A rocketpropelled grenade hit the wall right beside me and blew a hole in the wall. The blast pressure knocked me out and gave me a traumatic brain injury. I suffered from, and still do, some headaches, word-searching, irritability, stuff like that. It’s OK, though.

I’m working through it.

SCT: Looking back, what was your biggest satisfaction?

JG: I got to work with some of the bravest young men and women . . . to be out there holding the line, to keep everybody back here safe.

SCT: Long separations from family must’ve been hard.

JG: Back in the late ’90s, I was married and had a son. It just didn’t work out, with me being gone all the time. We divorced. Then I met my wife. . . . I just fell head over heels in love with her, and we got married.

SCT: How has it worked out?

JG: She’s been by my side through some

of my hardest deployments and dealt with me coming back from deployment when I was angry and suffered from some PTSD. I wouldn’t be who I am today without her.

SCT: Where do you live now?

JG: North of Spokane, close to (the) Canadian border. It’s gorgeous. We just got 4-5 inches of snow. It looks like a Christmas card. I really enjoy the seasons.

SCT: How is it, back to a normal family life?

JG: Fantastic. We’re loving it.

SCT: Do your Navy skills transfer into civilian life?

JG: Absolutely. I am a leadership consultant with a company called Echelon Front.

We sit down with different companies, organizations, first responders, firemen, different corporations, and we discuss leadership principles based on a book that (former SEAL teammate) Jocko Willink wrote called Extreme Ownership, and another one called Dichotomy of Leadership.

SCT: Will your former classmates, your parents, Jim and Cookie Gardner, and old friends get to see you down here?

JG: Oh, yes. We’ll probably be down there at least twice a year.

A Place for Every Child Local Boys & Girls Club organizations offer array of benefits

BY LILLIAN BOYD he mission statement for the Boys & Girls Club is to inspire and enable all youth to reach their full potential as productive, responsible and caring citizens. Leadership at the local branches in San Clemente and San Juan Capistrano aims to help children reach their full potential through summer programs that keep them engaged, active and learning.

“We pride ourselves in providing a variety. We’ll have summer brain games, dancing, cooking, visits to the Ecology Center,” said Gabriella Littlejohn, Branch Director for the Boys & Girls Club of Capistrano Valley.

Boys & Girls Club of Capistrano Valley includes three branches: San Juan Capistrano, Aliso Viejo and Rancho Santa Margarita. Membership fees apply to all three locations for the summer program. Fees for children ages 5-6 are $75 per week, if scheduled the previous week, or $85 the week of, or a $25 daily drop-in fee. While weekly drop-in fees are typically paid in addition to membership cost, there are no membership fees for 5-6 year olds, and the summer program is the only time of year where childcare is provided for that age range.

Membership fees cost $70 per calendar year for kids ages 7-12 and $40 per calendar year for kids ages 13-18. For the summer program, childcare costs $55 if scheduled the week prior or $65 the week of drop-off.

The Capistrano Valley branches offer free beach field trips for their members every Monday and Friday.

“We make sure our kids are having fun,” said Littlejohn. “Children in our program are able to have options and explore their individuality.

They can learn more about themselves while going out and being part of this community.”

The Capistrano Valley branches also offer field trips each day of the week, depending on age group. In addition to the beach trips, kids have the option of ice skating, bowling or laser-tag throughout the summer, typically scheduled on Tuesdays. On Wednesdays, there will be trips planned to Knott’s Berry Farm and on Thursdays, teenagers and middle schoolers will have trips to the movies.

“We’ll also have plenty of activities for kids at our locations. We offer a science club, cooking club, DIY activities, fine arts programs and a site-wide sports day,” Littlejohn said. “While the field trips are a blast, it’s just one of our options. There’s plenty to do here at the clubs that kids can get the most out of.”

The Boys & Girls Club will also have several partnerships with community organizations, Littlejohn said. Workshops for wrestling, dancing and agriculture will be led by experienced professionals offering handson experience.

The Boys & Girls Club of the South County area will accept participants from 7:30 a.m. to 6 p.m., with breakfast and lunch provided.

Campers going into the third grade and above have the option of going out to lunch with staff if they bring money on Thursdays, all within walking distance of the club.

For the South County branch, summer camp costs $65 per week if children are registered before April 19 and $75 after. The full 10-week program costs $600 before April 19 or $700 after.

Field trips and specialty camps are scheduled throughout the summer, to cater to a variety of interests. Swimming at the Ole Hanson Beach Club is available once per week for your child for an additional fee of $2. A designated day and time is slotted for each age group. The South County branch will offer San Onofre hikes, visits to the San Juan Mission and the Discovery Science Center.

It Takes a Community Local nonprofit enters fifth year, expands programs throughout South Orange County

BY ERIC HEINZ ommunity Outreach Alliance (COA) started as a small organization fueled by Talega Life Church. Since then, the programs have branched out into an independent nonprofit that offers activities and leadership programs to children and young adults.

Ed Molina, the new CEO of COA, has been on the job for about five months.

“It was something that I’d been a part of for a long time,” Molina said, adding he’d led and participated previously in organizations such as San Clemente’s Gang Reduction Intervention Program (GRIP). But he said leading COA has been a learning process.

Teri Steel, the COA’s executive director, said the organization is striving to provide something for every young person in South Orange County.

“We have four sections: entertainment, leadership, food connection and fitness under each of those four categories, we have various programs,” Steel said.

Programs can be signed up for online, and almost all of the events are free, except for a Relay for Life fundraiser. Fitness programs include lessons and practice for tennis, stand-up paddleboarding, hiking, bicycling and more.

E-Sports Gaming has also partnered with COA to expand those interests.

COA’s entertainment programs, which are gradually moving to The Arts Project of Orange County, include teen and young adult open mic nights, comedy and improvisation classes, as well as guitar and piano instruction. Outreach

performers have been going to various communities, all in an effort to give children something to do and keep them away from drugs and other unhealthy behavior.

Medina said it is important for people to check the venue listed online for the various programs COA offers, as cooperation with facilities and businesses within the area is growing. Programs could also be coming to nearby cities in the future, C officials said.

They’ve also spoken with local organizations such as the Exchange Club of San Clemente, San Clemente Rotary Club and others. Recently, fishing e cursions were added to the list of outdoor programs: monthly groups of about 25-30 that participate with Dana Wharf portfishing Whale Watching.

About 500 people have signed up for the COA email blast, which can be subscribed to by registering on the organization’s website.

COA is underwritten by several community organizations, small foundations and anonymous donors.

THRIVE ALIVE A relatively new program, Thrive Alive educates middle and high school students about the dangers of addictions and problematic behavior. The goal of Thrive Alive is to create a reach-out platform for students and provide alternative directions.

If you already have a consistent exercise regimen, then try to use it to motivate or spike the interest in your kids. If you are a runner, ask them to come complete the last half-mile with you because you need their support. At the Movies: ‘Gloria Bell,’ Once More in English

n what is becoming the Year of the Remake, Sebastian Lelio’s Gloria Bell is the third film this year that is a Hollywood remake of a foreign-language hit.

The Upside was a mediocre remake of the French comedy, The Intouchables (2011), which was followed by Cold Pursuit, a remake of In Order of Disappearance (2014).

And now we have Gloria Bell, a remake of the successful Chilean dramedy, Gloria (2013). Interestingly, both Cold Pursuit and Gloria Bell both brought back the original director to film the remakes, an industry rarity.

The title character, Gloria Bell (Julianne Moore), has been divorced 12 years, works at an insurance company and is around the corner from turning 60 years old. She spends her weekends at a local dance club hoping she’ll meet a guy who will ask

With remakes like this, there will always be the “Why?” question on whether it was really necessary to make the same movie again, this time in English. Are subtitles really that much of a hassle? Moore isn’t exactly better than Paulina García, but she is talented enough to hold our attention for 105 minutes. One update I particularly liked in this new version is the music score

Revving Up for Spring: The Sound of the Season

esterday, spring finally sprung.

I welcome spring’s arrival and the warmer weather it brings.

According to an age-old seasonal proverb, March comes in like a lion; maybe so, but the springtime roar I hear comes from a leaf blower.

I detest leaf blowers.

Professional landscapers and gardeners often use the motorized machine. They blast air through the device’s nozzle while pointing it toward piles of leaves, or debris, hoping to transform a messy yard into a manicured lawn.

The lawn care industry claims the invention is better and more efficient than its predecessors—the rake and broom.

I disagree.

Also, the blower doesn’t remove the leaves; instead it rearranges them. In my neighborhood, I watch as landscapers shuffle back and forth on the pavement, waving the loathsome nozzle in all directions, scattering leaves from one lawn to the next.

This time of year, leaf blowers are everywhere, and I sometimes see them in surprising spots. While walking the beach trail early one morning, instead of smelling the salt air and listening to the waves

crash, I inhaled the slight scent of exhaust and heard vroom, vroom!

Most weekends, I see the landscaper who plants himself on the asphalt near the pier, between the bathrooms and the beach.

He uses his leaf blower to spray the sand sitting on the blacktop toward the shore.

Few labor-saving devices are as ineffective and insufferable as the leaf blower. If a leaf blower did its job better, I might find its high pitch whine more tolerable.

A running vacuum produces a vexing timbre, but it accomplishes a task without much annoyance. It gathers dust and dirt from the floor, sucking it into a bag to be disposed; it doesn’t deposit the debris on my neighbor’s carpet.

I agree with Harvard-educated, internationally renowned, integrative health and wellness doctor Andrew Weil, who says, “Leaf blowers are diabolical machines.”

Not only do they produce the most abhorrent auditory overload, leaf blowers also pose troubling noise, health and environmental hazards.

According to the Centers for Disease Control and Prevention, noise levels above 85 decibels for a prolonged period of time may damage hearing. A gas-powered leaf blower registers at approximately 90 decibels.

The American Lung Association advises avoiding leaf blowers. Their recommendation is based on studies showing that leaf blowers stir dangerous dust into the air.

The ensuing dust can cause harm to individuals with allergies, bronchitis, asthma and respiratory conditions.

Due to these findings, more and more cities are creating ordinances to limit or ban the use of leaf blowers.

In 1975, Carmel-by-the-Sea became the first to ban leaf blowers. Our neighbors to the north, Laguna Beach and Dana Point, also took action against the obnoxious tool.

Most of the legislated restrictions are difficult to enforce, but at least some cities are seeking to protect residents.

Consider Reading as Furthering Your Education

A

s a lifetime educator, I consider the world of adult reading groups the most fulfilling of learning experiences. It encompasses participants’ lives, education, and interests, enabling one to be both a continuing learner as well as a contributor to overall group knowledge and interpretation of the written word.

Certainly, it provides an additional form of further learning from common interest groups. It’s inexpensive, challenging and socially entertaining, but, most important, involvement provides further knowledge.

In a recent article, the March edition of Reader’s Digest cited reading “…as the perfect brain food,” insisting that it “… isn’t just filling your head—it’s nourishing it.” The article indicated that the latest science on the magic of books claimed that “…reading for your brain isn’t surprising.”

That suggests that reading improves your brain in many ways: language reception through written materials to letters, words, and sentences to the stories themselves, encouraging the brain to work harder and better. It involves comprehension and insight and adds to a person’s memory. For example, a reader can mentally engage in any physical activity such as riding a horse in the forest, catching an accurate pass in a football game, landing a lively fish, or shopping for a diamond vicariously rather than actually. Close literary involvement provides a mental workout for your brain, which takes you into new literary adventures and enriches your old ones, including personal active experiences.

Even if you’re not a prolific reader, why not join or form a reading group? There are several in San Clemente. The library

has two for both men and women: the Adult Book Group that meets the last Wednesday of each month and the Wicked Wednesday Book Group that meets on the second Wednesdays. The first concentrates on the most pleasurable literature of both fiction and non-fiction, while the more specific club Wicked Wednesday covers mystery, crime, suspense, horror and more intense materials. Both groups provide considerable mental stretching and imagination in their choices.

Women’s reading circles outnumber men’s. The American Association of University Women has three groups and the Assistance League has two. All five have flourished with reading endeavors relative to the members’ interests over the years. There are several other book-reading organizations for ladies active in our inquisitive city. You can explore “Orange County book clubs” on Google, and there’s quite a variety.

I also formed a book group 10 years ago: San Clemente Gentleman’s Literary Society—a glamorous name for those of us who previously played senior tennis at our city’s former private club together. We now have an active membership of 20. Women are not allowed in our book group because, as we widely announce, “…they’re smarter than we are.” The real reason, however, is that men and women don’t always have the same reading interests.

Our specific group thrives through our differences in backgrounds, growing up, traveling, professions and in countless additional ways. We learn from one another, not as single teachers in a classroom but as independent interpreters of books influenced by countless exposures in our own past and present lives.

Over the past 10 years, we’ve read and discussed 120 books together. At each club meeting, the next host announces the following month’s book, and each of us has a turn to individually express his opinion of the fiction, life story, mystery, history, war situation, politician’s experiences, or whatever we’ve collectively read for that evening session.

Among the 12 books read in 2018 were Killers of the Flower Moon, Leonardo da Vinci, The Associates, The Space Barons, Beneath the Scarlet Sky and From Silk to Silicon.

According to the press release, the shoes are lightweight and extremely tough, shoes that are able to withstand “the harsh conditions of South Africa’s great migration north.”

Handcycle Marathoner Beth Sanden Completes Eastern Caribbean Challenge San Clemente resident Beth Sanden recently added another line to her list of incredible handcycle accomplishments by completing seven marathons in seven days in the Eastern Caribbean Challenge to establish another world record.

Sanden completed the Eastern Caribbean Challenge on March 14 with the races on Guadeloupe, the British Virgin Islands, St. Maarten, Dominica, St. Vincent, Martinique and on a cruise ship in the Caribbean.

The set of marathons completed a fourth world record for Sanden. She was officially awarded her third world record back in February for completing the South African Challenge, another seven-marathon event in seven countries over eight days, in August 2017.

Sanden has also completed seven marathons on seven continents and the North Pole on her handcycle and holds records as the first female to accomplish the feats with the fastest aggregate times.

Boys Lacrosse Wins Thee Straight, Beats OC Power Foothill The San Clemente boys lacrosse team has found its stride.

After dealing with early injuries and a four-game losing streak to open the season, the Tritons are playing some of their best lacrosse in some time.

Sanden suffered a severe injury during a bicycle race in 2002. She landed on her back and severed several vertebrae, making her an incomplete paraplegic.

Sanden finished second in the handcycle division at the New York City marathon back in November. Sanden has completed six of the world’s 12 major marathons.

San Clemente followed up on March 16 with a huge win. Foothill, routinely among the top three teams in the county and ranked No. 2 to open the 2019 season, hosted the Tritons and got all it could handle right out of the gate.

San Clemente led 4-1 after the first quarter, 6-3 at halftime and 10-5 after three quarters. Foothill made a push in the fourth quarter, but the Tritons held on for an 11-9 win and a huge confidence boost.

San Clemente carried that momentum into its league opener with an 18-2 crushing of El Toro on Tuesday, March 19.

The Tritons play at Tesoro on Friday, March 22 and take on a true league test at home against Trabuco Hills on Tuesday, March 26.

The Tritons opened league play on Tuesday, March 19 with three home runs in a 9-0 blowout of El Toro. It was the eighth win in the past nine games for San Clemente.

San Clemente also blasted three home runs in the third inning against Beckman on Friday, March 15 to earn the win, 6-3, and the Laguna Hills Tournament championship.

San Clemente posted a shutout, 9-0, over host Laguna Hills on Thursday, March 14.

The Tritons continue in league play on Thursday, March 21 at Tesoro and play in the La Mirada Tournament on Saturday, March 23. San Clemente hosts Trabuco Hills on Tuesday, March 26.

Softball Maintains Hot Streak with Power Bats The San Clemente softball team is swinging its big sticks lately.

San Clemente Little League will celebrate its 65th anniversary with openingday celebrations on Saturday, March 23 at Vista Hermosa Sports Park.

Sophomore James Bohls won the 100-meter race with an 11.12-second clocking that was just off his best mark. Bohls set a personal record of 11.11 earlier in the week in a dual meet win over San Juan Hills.

San Clemente also got a win in the boys distance medley relay (1,200-400-8001,600) at 11:11.70.

Junior Hana Catsimanes again was a star for the girls with a personal record time of 10:46.90 in the 3,200-meter race to win the event. Catsimanes also took third in the 1,600 meters at 5:11.93.

The Tritons took the sprint relays with a win in the 4x100-meter at 49.49 seconds and in the sprint medley relay (200-200400-800) at 4:13.66.

San Clemente also got a strong girls sprint result in its dual meet against San Juan Hills on Tuesday, March 14, as senior Emilie Bennett posted the state’s sixthfastest 400-meter time this season at 56.65.

A Moment of Reflection Surfing has had to say good-bye to some dear friends this March

hen we think about the surf community at large, the people who have woven themselves into the fabric of our lives and become larger-thanlife characters and icons, it’s never easy to say goodbye. Sadly, over the past few weeks, we have lost a few friends who are all too near and dear to our hearts.

Matt Vecere: Seemingly a world away, on March 10, Ethiopian Airlines Flight 302 crashed shortly after takeoff, killing everyone onboard. On the flight was Matt Vecere, a well-respected surfer and the former manager at Catalyst Surf Shop in San Clemente. His love of the ocean was only usurped by his love for helping others.

After an earthquake struck Haiti in 2010, he spent a month helping the victims of the horrific disaster. Last year, when the Camp fire raged through Northern California, he made a beeline to Chico to lend a hand.

Recently, he spent time on the U.S./Mexico border addressing the influx of immigrants, described by the government as a “crisis.”

He was in Ethiopia for a United Nations environmental conference. He was 43.

Michael Jan Vincent: For lovers of surf cinema, the loss of actor and surfer Michael Jan Vincent is a reminder that, unfortunately, eventually time catches up with all of us. Playing the role of troubled surfer Matt Johnson

in the film Big Wednesday, he helped surfers better define and comprehend the turbulent Vietnam era. Growing up in California’s Central Valley, he took up surfing after moving to Los Angeles to pursue acting. With his chiseled good looks, he didn’t have a problem finding work, but it was his role in Big Wednesday for which he’ll forever be revered.

He died last month at 73.

Harold Walker: According to the Surfing Heritage & Cultural Center, Harold Walker was “one of the integral players in the early advancement and acceptance of polyurethane surfboard blanks” and “his contributions to the sport of surfing and craft of surfboard building can’t be understated. Going back to the 1950s, as Hobie Alter and Gordon ‘Grubby’ Clark began to perfect their initial surfboard foam, it was Walker who provided them with the most consistent competition. Devising his own formulas and techniques for blowing foam, Walker was able to go toe-to-toe with Clark

Foam, providing blanks and servicing surfboard shapers, including Hap Jacobs in Hermosa Beach, with materials.”

In 2018, Walker was inducted into the Surfboard Builders Hall of Fame in Huntington Beach. He died last month at 85.

Jake Phelps: During an era in which skateboarding, much like surfing, is at risk of being watered down, Thrasher magazine editor Jake Phelps dedicated his life and his publication to remaining ardently independent. He gave a voice to the nuanced and gritty subculture of skateboarding, preserving the cultural integrity of its roots.

Phelps took an unabashed approach to the power of speaking the truth, insisting to the very end that Thrasher be an honest and accurate portrayal of what’s happening on the ground. He famously had the phrase “Skate or Die” printed on his business card.

He died on March 14 at 56.

ruth be told, I’ve known the day would come when the Kenworthy kids would storm the NSSA ranks. We’re just lucky it’s only two of them at this point.

A couple of weeks ago in Huntington Beach, Bella Kenworthy captured the NSSA Explorer Girls and Super Girls season titles, while her kid brother, Loyal, won the Explorer Super Groms.

Bella also clinched the Southwest Conference Open Super Girls title with two events remaining on the schedule.

per—Florida icon, ’66 East Coast Surfing Champion and longtime Hobie team rider— inspired countless surfers up and down both coasts with his stylistic approach. Propper’s signature Hobie model was released in ’66 and went on to become the top-selling signature surfboard of the day.

“He was an aggressive surfer and still just a young kid, but he was good and rising to popularity really fast,” Hobie Alter recalled in an interview. “We had Corky Carroll and Phil Edwards models, and we wanted something for the East Coast, and he was the first East Coast surfer to really get noticed.”

Propper competed in the Surfing World Championships in 1966, ’68 and ’70. As his surf career began to wind down in the ’70s, he got into the entertainment business, working under the legendary Bill Graham. As a promoter, he booked acts such as The Police, Blondie and Devo.

One of his crowning achievements was securing the film rights to the Teenage Mutant Ninja Turtles comic book characters. He died last week at 72.

Dick Dale: Laying down the soundtrack to all of the above adventures was Dick Dale, the undisputed “King of the Surf Guitar.” In 1961, one of Dale’s hits, “Let’s Go Trippin’,” helped launch the surf rock genre. “Misirlou” came shortly thereafter, cementing his stature as the de facto surf guitarist. Dale was also one of the main test pilots for the early incarnations of the Fender Stratocaster. He continued to tour and share his gift all the way up until his death last week at 81.

From humanitarians to actors, musicians, inventors and athletes, surfing gives us the good fortune to share the lineup with amazing people. Like the perfect wave, they’re here for a moment, and then they’re gone.

All you can do is try and hang on as long as you can and enjoy the ride. Godspeed to all those who have gone before us. SC

Bella headed down to Oceanside last weekend for another NSSA comp, and again, came away with two division wins in the Open Girls and Open Super Girls.

Plainly put, the girl is on fire.

Bella and Loyal are two of five Kenworthy kids, which means in the not-too-distant future we could see a full family takeover of the NSSA. We’ve seen some sibling champions over the years, but never like this Brady Bunch from Dana Point.

And if you think they can surf, you should see what they’re getting up to on their skateboards. SC

Water Visibility and Conditions: 10-15’ Thursday: Good size blend of west-northwest swell and south-southwest swell combine for shoulder high to overhead surf (4-6’). Winds and conditions look problematic though with mainly onshore flow for the entire day.

Outlook: Fun size west-northwest and south-southwest combo swell continues through the weekend and early next week as new swells move in. Wave heights generally hang in the waist-head high (3-5’) zone with standouts possibly producing some slightly larger waves/peaks at ties.
