ith Royal Challengers Bangalore losing their fourth successive game in this edition of the Indian Premier League, questions have been raised on skipper Virat Kohli and his tactical acumen by pundits. Interestingly, Kohli has lost the last seven games that he has captained in -three ODIs against Australia and four T20s in the IPL. What makes matters worse is that he has not had former skipper M.S. Dhoni by his side in six of those seven. While Dhoni sat out the last two ODIs against Australia, he has been leading Chennai Super Kings in the IPL. In stark contrast to Kohli’s fate, Dhoni and team have won all their games in the championship so far and are sitting at the top of the points table. Even more interestingly, Dhoni showed his tactical superiority when he went into the opening game of the IPL with three spinners as Kohli misread conditions and played just one regular spinner in Yuzvendra Chahal. CSK won by 7 wickets.

he US has approved the sale of 24 submarinehunting MH-60R Seahawk Multi-Mission helicopters to India in a $2.6 billion deal aimed at strengthening their strategic relationship, according to the Defense Security Cooperation Agency (DSCA). The DSCA said this week that it received the approval from the State Department for the sale and it has notified the Congress about it. “India will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defense,” it said. The helicopters, nicknamed “Romeo”, will give India the capability to perform anti-surface and

anti-submarine warfare missions and also perform peacetime operations like search and rescue. While the approval has been granted for the sale, it is yet to be concluded, the DSCA added.

Robert Mueller report to Congress, public by April, says AG Bill Barr WASHINGTON: The US Justice Department will release Special Counsel Robert Mueller’s report on the Russia investigation to Congress and the public by “mid-April, if not sooner”, Attorney General Bill Barr has said. In a letter to the chairmen of the House and Senate judiciary committees last week, Barr said his department is “well along” making redactions, with Mueller’s assistance and “there are no plans to submit the report to the White House for a privilege review”, CNN reported. been shrouded in secrecy, but Barr said on Friday that it was “nearly 400 pages long”, not including appendices and tables, and “sets forth the Special Counsel’s findRobert Mueller ings, his analysis, and the reasons for his conclusions”. ongress President Rahul Gandhi’s decision to also contest from Left-ruled Kerala apart from Amethi has created further fissures in the opposition ranks ahead of the first phase of Lok Sabha elections on April 11. While there were suggestions earlier of opposition parties fielding common candidates against the BJP-led National Democratic Alliance, the idea has mostly failed to materialize. In some states, opposition parties are fighting the Bharatiya Janata Party (BJP) and also among themselves. Gandhi’s decision to pick the

Wayanad Lok Sabha constituency in Kerala has drawn strong reactions from the Left. CPI-M leader Prakash Karat said the Congress had “lost the plot” by deciding to contest against the Left instead of the BJP. Kerala is now the only state where the Congress’ main opponent is the Left. Gandhi’s decision to also be a candidate in Kerala has invited scorn from the BJP, which is determined to defeat the Congress President in Amethi in Uttar Pradesh. The Congress is also battling the stridently anti-BJP Trinamool Congress and also the increasingly also-ran Left in West Bengal. The Congress and the Left failed to shake hands in the state that was

once a Left bastion. And in Delhi, the Congress and the Aam Aadmi Party (AAP) could not shed their antagonism and jointly take on the BJP for the city’s seven Lok Sabha seats. The Congress has, however, sewed up alliances in Bihar with the RJD and smaller parties, with the Nationalist Congress Party (NCP) in Maharashtra, with the Jharkhand Mukti Morcha and others in Jharkhand, with the DMK in Tamil Nadu, with the Janata Dal-Secular in Karnataka and with the National Conference in Jammu and Kashmir. In Jammu and Kashmir, however, the Congress and the National Conference will be engaged in

“friendly contests” on two seats in the Kashmir Valley. But while the NCP is a friend in Maharashtra, it will contest all the seats in Gujarat, a decision likely to queer the pitch for the Congress. The worst is the Uttar Pradesh story. The Congress is contesting all 80 Lok Sabha seats largely on its own and in the process taking on both the BJP as well as the SPBSP-RLD combine -- something that has angered BSP chief Mayawati more than anyone else. The Congress made the move after the Samajwadi Party and Bahujan Samaj Party divided Uttar Pradesh mostly among themselves, leaving only two seats -- Rae Bareli and Amethi -- for the Congress.

The Congress and the Telugu Desam Party (TDP) had joined hands for the Assembly polls in Telangana but are now fighting the Assembly and Lok Sabha elections separately in Andhra Pradesh. Political analyst Subrata Mukherjee, who taught at Delhi University, said that “much better performance was expected” from the opposition on forging alliances. “The election is much more important for the Congress than it is for the BJP as it has to present itself as a viable alternative. The BJP has shown better skills at political accommodation. They (opposition) should have sorted out the alliances six months earlier,” Mukherjee told IANS.

nemployment is the biggest issue for the voters across the board but the Bharatiya Janata Party (BJP) is seen as the best bet to deal with the issue. The latest CVOTER-IANS poll tracker survey showed that Prime Minister Narendra Modi is most preferred among the unemployed. Most significantly, the job crisis has come back as the biggest issue as most voters had identified national security as their major concern in the surveys just after the air strike on Balakot in Pakistan. Modi still most preferred choice for PM NEW DELHI: Narendra Modi continues to be the popular choice to be the next Prime Minister across a wide section of society, but the gap between him and Rahul Gandhi is thinnest among housewives. An overwhelming 63.6 per cent of unemployed respondents in the latest CVOTER-IANS poll tracker survey preferred Narendra Modi as the next Prime Minister. In the same category, only 26 per cent made Rahul Gandhi as their choice. But among housewives, 43.3 per cent said they would like to see Modi as the PM against 37.2 per cent of home makers preferring Rahul Gandhi. The difference between the two leaders is narrow-

est among housewives. For Modi, his popularity is also lowest among housewives compared to other sections. Government servants gave big thumbs up to Modi with 61.1 percent respondents in this section preferring him to be the PM and only 26 percent saw Rahul Gandhi taking up the top job. Apart from housewives, landless agriculture labor and genral labor are the sections where Rahul Gandhi’s popularity is high but he is still no match to Modi here as well. Among the voters from landless agricultural labor section, 35.4 percent preferred Rahul Gandhi and 48.2 saw Modi as their leader. —IANS

Only 0.4 per cent of the unemployed said that national security was the main problem. In fact, national security gets less than one per cent traction across various

segments of society. But terror attacks continue to be a concern for 10.4% among unemployed, 13.6% land owning farmers saw it as major issue and 14.3% government servants saw it as the main problem. The survey found a majority of the unemployed youth, who mention employment as their biggest concern, identify BJP as the party that can best manage the issue. 42.1% of the unemployed said they prefer the BJP.

hree Indian-origin high-tech consultants have been arrested and charged with H1-B visa fraud in a California federal court, according to US officials. Kishore Dattapuram, Kumar Aswapathi and Santosh Giri were charged with allegedly submitting fraudulent H1-B visa applications for non-existent jobs, according to

federal prosecutor David Anderson. A citizen’s panel known as grand jury made the determination after initial hearings, he said. They will be tried on the charges to determine their guilt later. Indian Ambassador to the United Arab Emirates Navdeep Singh Suri said the Ministry has agreed to accept Indian academic and professional certificates after the embassy issued clarifications on the issue of the external and internal marks mentioned in mark lists. “There was lack of clarity about the fact that some of our universities issue both internal and external mark sheets as part of their degrees.

According to an embassy statement, Suri called on the UAE Minister of Education, Hussain Al Hammadi, to resolve the issue. “I am happy that after substantive discussions with the ministry, the issue has been resolved and equivalence will be provided to all applicants who meet other relevant requirements. I must thank the minister for his support and understanding,” said Suri. “I am sure the decision by the ministry will come as a huge relief to many Indians who were struggling to get equivalence for their degrees,” the Ambassador added. hicago: Defying the notorious Chicago machine politics Lori Lightfoot has become the first African American woman and the first openly gay politician to have been elected of Mayor of this third largest American city. Lightfoot also has the distinction of being the first Chicago mayor in decades not born in Chicago. The 56-year-old former federal prosecutor and corporate attorney was born in Massillon, Ohio. Elsewhere in two major races of great interest to the large Indian American community in Schaumburg and Naperville, Tom Dailly and Steve Chirico won comfortably, with the latter scoring his second term as Illinois’ fourth largest municipality. Dailly, who was endorsed by Hi India, won handily over his nearest rival, Nafees Rahman, a manager in the Illinois secretary of state’s office and son of Pakistani immigrants, on the basis of his long experience in town’s affairs as a Village Trustee. Dailly has become the first new mayor of Schaumburg in over three decades after his predecessor and mentor Al Larson retired after serving for 32 years. One of Dailly’s commitments

the race for three trustee seats with the incumbent Jesal Patel winning. One interesting feature of Chicago, Naperville and Schaumburg demographics is that there is a large presence of Indians from southern Indian states, particularly Andhra Pradesh, many of whom are IT professionals. Chicago has in recent years emerged as an important IT hub. Quite clearly though, the slew of mayoral and other elections in Chicagoland were overshadowed by an extraordinary runoff between Mayorelect Lightwood and her well-oiled Chicago politician Toni Preckwinkle. The fact that no matter who won between the two, history would have been created irrespective because either would be the first African American woman mayor of Chicago, was an important element of the race. Perckwinkle is regarded

as a quintessential Chicago insider as the current Cook County Board President. At the time she was elected in 2010, she had created her own history being the first woman to be elected to that position. However, in the end the runoff election between the two formidable candidates turned out to be rather one-sided as Lightfoot managed to win over 74 percent of the votes on the night of April 2 to Perckwinkle’s about 26 percent. The campaign had its share of Chicago’s nasty tactics with Perckwinkle’s campaign releasing a TV ad about what it said was Lightfoot’s investigation into a critical failure of the 911 call center. The ad drew on a 2004 West Side fire tragedy that killed four children. On her part, Lightfoot attacked Perckwinkle for running a corrupt political machine and in particular pointed out her ties with Alderman Edward Burke who was indicted for extortion.

As she prepares to take over the city of 2.716 million (2017) on May 20, Lightfoot has her work cut out. Among her most important challenges would be Chicago’s crime scene. According to the Associated Press, 561 homicides were committed between Jan. 1 and Dec. 31, 2018. “That compares to 660 homicides in 2017 and more than 770 in 2016, which marked a 19-year high that put a national spotlight on Chicago’s persistently high rates of gun violence,” the agency reported. Af ter her vic tor y, L ig ht fo ot foreshadowed some of her priorities saying she wants to turn Chicago around so that “your ZIP code doesn’t determine your destiny.” She spoke of all of the city’s neighborhoods growing together. “We can and we will break this city’s cycle of corruption,” she said. “We will not let politicians profit from their positions. We can and we will remake Chicago.” As a former president of the Chicago Police Board, and former Police Accountability Task Force chair, Lightfoot enjoys a reputation as a police reformer. She has called for sweeping changes at the Chicago Police Department, to end a “history of racial disparity and discrimination.” Lightfoot’s has been a remarkable story, rising from the small town of Massillon, Ohio, 400 miles from here to helm a world class metropolis famous for its architecture, comedy circuit and jazz music, not to mention the deep dish pizza. As Lolly Bowean of the Chicago Tribune pointed out in a profile, “She was a celebrated point guard on the basketball team, sang in the choir, played trumpet in the band and, by being elected president of her class three times in a row, she demonstrated that she was a standout among the students at Washington High School in Massillon, Ohio.” She will be among seven other black women currently serving as mayors in major U.S. cities, including Atlanta and New Orleans. As an openly gay politician, with a wife and a daughter, Lightfoot is the face of a new America where the gay community has in the last five years or so found remarkable acceptance; in some ways to the extent that it is incidental and even extraneous to people’s core professional skills and strengths.

Referring to Modi’s speech in Siliguri earlier in the day where he said the Mamata Banerjee-led government had done nothing for the poor, the Chief Minister said: “You first answer what your government has done in five years.” “I am not Modi, I don’t tell lies,” she said, adding that Modi made false claims about the performance of her government in the state.

You give tickets to all those who have criminal cases against them and then call us looters.” Responding to Modi’s remarks on the state government’s performance for the development of the ailing tea gardens, Banerjee said: “During the Assembly elections, you had promised to open seven tea gardens. Gandhi accused Modi of being afraid and “hiding” from reality about the problems of youth and farmers and challenged him to debate with him on issues such as corruption, foreign policy and national security. The money will go directly in the pockets of poor and the economy impacted with demonetizaton and flawed implementation of GST will jump start,” he said.

He identified employment, farmers, health and education as the other big ideas. “We will fill 22 lakh government vacancies by March 2020 besides employment to 10 lakh youth in gram panchayats, entrepreneurship will be boosted by waiving off permissions (for three years) for a new business and the rural income guarantee scheme MGNREGA is being extended to a minimum of 150 days in a year compared to 100 at present,” he said. Gandhi said farmers will be given a loan waiver and there will be a separate budget for farmers so that they know how much is being

given to them. Accusing Modi of being pro-rich, he said farmers who fail to return bank loans will no more face criminal action but only civil cases. Gandhi said 6 per cent GDP will be spent on education and high quality education will be made more accessible. Not ruling out being the prime ministerial candidate of the party or the opposition alliance, the Congress President, asked if the media was interacting with “a future Prime Minister”, said: “It is on the country, not on me. I do my work. You have to ask this question to the people.”

PASIGHAT (ARUNACHAL PRADESH): Terming the Congress manifesto a “dhakosla patra” (document of lies), Prime Minister Narendra Modi accused the Congress of failing to fulfil the aspirations of the people in the northeast in 60 long years. Citing an example, he said the Congress manifesto in 2004 had promised to provide electricity to all households of the country by 2009. However, they repeated the assurance again in 2009. In 2014, they said that 100 per cent households in urban areas and 90 per cent in rural areas will be given electricity connection. "It was a routine search at the Channarayapatna check-post on the Bengaluru-Hassan highway. We daily check vehicles of all political parties, their leaders and candidates to ensure they observe the Model Code of Conduct," Election Commission official N.S. Darshan told IANS over the phone from Hassan. Besides Kumaraswamy's Range Rover, the three-member EC team also searched this week 14 other vehicles which were part of a convoy going to Hassan to campaign for Prajwal Gowda of the ruling Janata Dal-Secular (JD-S), who is contesting from the key constituency. "We stopped the vehicle and checked its dicky and open spaces. As we found nothing in it, we allowed it to cross the checkpost," said Darshan. "One thing is sure — soon after a change of government at the Centre, there will be a change of government in the state. Then the problems of people will be sorted out." The Leader of Opposition in the Tamil Nadu Assembly said: "Once the DMK returns to power, a probe will be ordered into death of Chief Minister Jayalalithaa." However, this week, the actor was devoid of any urge to hide away when he was seen at the Mumbai airport again. The lower half of his face was first covered with a black mask, but he later removed it for the paparazzi, and continued to walk with the trademark lilt in his walk back in place. The Blackmail actor looked in the pink of health in a pink Tshirt which he teamed up with a floral print shirt and denim jeans. There has been a buzz that Irrfan will soon start shooting for the sequel to his 2017 film Hindi Medium, opposite Kareena Kapoor Khan in London.

up by the army for interrogation. So, for closure’s sake, she coaxes him to help her find her father’s grave, which is in a sensitive area and far away from their village.

Despite being forewarned by Majid, “It’s not a good idea,” they proceed to the designated place. The trek to the place is gruelling and with the sun setting, the duo soon lose their way and are forced to spend the night in the open valley. The next morning they are caught by an army patrol and interrogated. While Noor is set free as she is a British citizen, Majid is

imprisoned and tortured. Driven with guilt for not being able to free Majid, Noor goes to Arshid Lone, a local politician with no scruples, who was also one of her father’s best friends, for help and together with other villagers manages to secure Majid’s limited freedom. In the process, Noor also learns many home truths that make her want to go back to England. Visually, the film is made up of a mixed platter of shots, some with fixed fames and others with shaky, hand-held camera shots. They are inconsistent, but the shot that stands out is the zoom-out shot when Majid and Noor are standing on the edge of the mountain side, when they are on their way to her father’s grave . —By Troy Ribeiro

xposure to outdoor and indoor air pollution contributed to over 1.2 million deaths in India in 2017, a new global study said on Wednesday. The study titled “State of Global Air 2019” reported that the life on average of a South Asian child growing up in current high levels of air pollution will be shortened by two years and six months, while the global life expectancy loss is 20 months. At the same time, the study noted, India has initiated major steps to address pollution sources like the Pradhan Mantri Ujjwala Yojana, accelerated Bharat Stage VI clean vehicle standards and the new National Clean Air Programme. “These and future initiatives have the potential, if fully implemented as part of a sustained commitment to air quality, to result in significant health benefits in coming years,” Health Effects Institute Vice President Robert O’Keefe said in a statement to IANS. The Health Effects Institute is

The report noted that a total of 3.6 billion people (approx.) were exposed to household air pollution in 2017.

ll liquor bottles will need to carry cautionary messages such as “Drinking is injurious to health” and “Don’t Drink and Drive” on their labels from April 1, the Food Safety and Standards Authority of India (FSSAI) said. The food regulator has issued directives making mandatory for alcoholic beverage bottles of up to

200 ml to carry the labelled warning message with capital letters no less than 1.5 mm high while the bottles larger than 200 ml should have letters at least 3 mm tall. It also said warning messages should be printed in English and one or more local languages as prescribed by the state governments. A time period of six months is allowed for use of old unused labels and printed cans. Also,

alcoholic beverages manufactured before April 1, 2019 can be sold in the market till March 31 next year or finalization of the parameter for yeast in beer, whichever is later.
