s the US edges to a constitutional crisis with the Democratic-controlled House of Representatives unleashing a multi-pronged attack on President Donald Trump and his officials and him launching a counter offensive, both sides are working on the political calculus of impeachment. “We are now in a constitutional crisis”, the chair of the House Judiciary Committee, Jerry Nadler, declared on Wednesday as the standoff with Trump intensified. If a full-blown constitutional crisis develops, the Democrats may impeach Trump - a move that a large section of the party base demands but the leadership is cautious about. However, Trump himself may be trying to precipitate an impeachment if he sees electoral gains. He told a rally of his supporters in Florida on Wednesday night: “They want to do investigations instead of investments. I think it drives us right on to victory in 2020.” He may think that an impeachment — or continuing investigations — that could drag on while the election campaigns get under-

Donald Trump Jr subpoenaed to testify on Russia contacts WASHINGTON: The US Senate Intelligence Committee has subpoenaed Donald Trump Jr, the President’s eldest son, seeking an additional closed-door testimony as part of lawmakers’ ongoing probe of the Russian interference in the 2016 presidential election, according to people familiar with the summons. Trump Jr has been a focus of several probes, including Special Counsel Robert S. Mueller’s investigation, over his involvement in a June 2016 meeting at Trump Tower with a Russian lawyer who allegedly had promised political dirt about then Democratic presidential candidate Hillary Clinton. Congressional Democrats think that in his previous turns on Capitol Hill, Trump Jr may have lied to investigators about that meeting and whether he alerted his father that the meeting would take place, the Wash-
ington Post reported on Wednesday. The younger Trump is the first of the President’s children to be subpoenaed in the continuing congressional investigations into Trump Junior the Russian poll interference. The full House is expected next week to follow-up the committee vote to hold him in contempt. Theoretically, the House may have the power to arrest Barr if it votes to declare him in contempt, although it is unlikely to go that far. The House under Republican control in 2012 held former President Barack Obama’s Attorney General Eric Holder in contempt for refusing to hand over information about a sting operation against the illicit gun trade that went awry. But it amounted to just a slap on the wrist. Trump’s exercise of his executive power against the release of the full inquiry report could precipitate a constitutional crisis because the House — should it vote so — would be holding Barr in contempt for complying with a presidential order. On the other hand, the concept of executive privilege is itself controversial and Democrats, who are already questioning it, could ultimately take the matter to courts.
BRIEFS Trade war: China warns US of retaliation BEIJING: China on Thursday said that it was prepared to defend its interests in the ongoing trade dispute with the US and reiterated its warning to retaliate if Washington went ahead with its plan to increase tariffs on Chinese products from 10 to 25 per cent. Commerce Minister Gao Feng said in a press conference here that China had the “determination and capacity” to defend its interests but hoped that the US would make efforts to reach a compromise, reports Efe news. He reiterated Beijing’s opposition to the hiked tariffs announced by US President Donald Trump on Sunday.
One student killed, 7 injured in US shooting LOS ANGELES: An 18-year-old student was killed and seven other were injured in a shooting occurred Tuesday afternoon at a school near Denver, capital of the US western state of Colorado, local police confirmed. “It is with extreme sadness that we can confirm that one student at the STEM School was killed in today’s #stemshooting incident. The immediate family has been notified. Douglas County Coroner Jill Romann has not officially identified the student is stating it’s an 18 year old male,” Douglas County Sheriff’s Office tweeted. US judge stays rule to deport students ARUL LOUIS, NEW YORK
A
US federal judge has issued a stay order against President Donald Trump’s administration’s rule to make it easier to deport students for even innocent mistakes in following visa regulations and prevent them from returning for as long 10 years by making subtle changes in the regulation. Judge Loretta C. Biggs stopped the US Customs and Immigration Service (USCIS) from temporarily enforcing the rule issued last August that allowed the deportation and penalizing of students who overstayed their visa for 180 days by changing the way in which the period was calculated. She also ordered that the case against the rule to be heard expeditiously. Immigration expert Doug Rand told IANS on Monday: “It is very positive for international students,
a very large proportion of whom are Indians. It means that the policy that the USCIS issued last year is suspended for the foreseeable future, and may be forever depending on how this litigation comes out.” Barring them from returning for three to 10 years “was a very harsh punishment and this was the Trump administration’s way of trying to crack down on what they say is visa abuse, which would just create immense uncertainty for hundreds of thousands of students, the vast majority of whom have no
intention of violating the visa (conditions), and if they do violate the visa (rules) it was an innocent mistake”, he said. Biggs issued the stay order on Friday at the federal court in Winston-Salem, North Carolina, on a case filed by two students of Chinese descent, the American Federation of Teachers (AFT), three colleges and the Guilford College International Club. She said in her ruling that the plaintiffs have “demonstrated a likelihood of success” in their case against the rule change and they would “suffer irreparable harm” without the stay, which she said would be applied nationwide. Explaining the litigation and the stay, Rand said that if someone on a student visa made a mistake even if it was an innocent one - the USCIS would start applying the 180-day rule on “unlawful presence”, or overstaying the visa, from the day they found the mistake.

Assam: SC refuses to extend NRC deadline NEW DELHI: The Supreme Court on Wednesday refused to extend the deadline for the finalization of the National Register of Citizens (NRC) in Assam. The court said the process must be completed on or before July 31 and the process could not be delayed even by a day. In order to meet the deadline, the court allowed State Coordinator Pratik Hajela “to mention the matter before the Registrar (Judicial) during summer vacation in case urgent hearing is required”. Although the hearing of the case was brief, the NRC Coordinator focused on the major factors delaying the process. Hajela told the court that most of those who had objections regarding their names being excluded from the first draft have failed to show up to contest their claims. A bench headed by Chief Justice Ranjan Gogoi asked Hajela to “be brave and keep the law in mind”, and complete the NRC process within the stipulated deadline. The apex court had come down heavily on both the Assam government and the Centre over delays in the process of publishing of the NRC along with the identification and deportation of foreigners.

Sexual harassment case: CJI Gogoi gets clean chit
he Supreme Court appointed three-judge in-house committee probing the allegations of sexual harassment against Chief Justice of India (CJI) Ranjan Gogoi on Monday gave a clean chit to the CJI in the matter. A statement issued by the top court said: “The in-house committee has found no substance in the allegations contained in the complaint dated April 19, 2019, of a former employee of the Supreme Court of India.” The in-house panel comprised Justice S.A. Bobde, Justice Indira Banerjee and Justice Indu Malhotra. The committee submitted its

‘Shocked’ complainant seeks probe report copy NEW DELHI: A woman, who accused Chief Justice of India (CJI) Ranjan Gogoi of sexual harassment, on Tuesday asked the apex court’s in-house probe committee for a copy of the report giving a clean chit to the CJI on all charges. “I have a right to know how, why and on what basis have Your Lordships found my complaint to have ‘no substance’,” the complainant said, adding she was “deeply shocked” on the outcome of the committee’s findings. “Despite my detailed affidavit, ample corroborative evidence, and clear and consistent statement reiterating my experience of sexual harassment and consequent victimization, the committee has found no substance in my complaint and affidavit,” she said.
In a press release issued on Sunday, SC Secretary General Sanjeev Kalgaonkar said: “This is wholly incorrect. The in-house committee which is deliberating on the issue concerning the honorable Chief Justice of India deliberates on its own without any input from any other honourable judge of this court.” On April 30, the former employee of the Supreme Court, who had

f Indira Gandhi had won the 1977 general elections, it would have been a popular endorsement of her Emergency regime. Why would Narendra Modi’s return after the elections be seen differently from Indira Gandhi’s after the Emergency? There is a list of failures — the economy, rural distress, record unemployment, the nightmare of demonetization, GST, throttling of institutions. It must be put down to the effective polarization by Modi that an even more formidable list of misdemeanors is less talked about — lynching by vigilante mobs for trumped up charges of cow slaughter, public lynching of Dalits, harassment of Muslims and Dalits on charges of love jehad, hundreds of Muslims in jail without trial. These nasty ingredients like “revenge” and hate” were not part of the impulse which led to the Emergency. In fact Indira Gandhi was being buffeted by East-West ideological currents, externally and internally. Remember the 70s were going badly for the West. Against that global backdrop Indira Gandhi had split the Congress, then clasped the Soviet hand tightly for the liberation of Bangladesh.

However, Indira Gandhi appeared to have been chastened into Hinduism once she returned to power in 1980. Operation Blue Star was launched, which eventually led to her assassination. Followed by the anti-Sikh pogrom of 1984. When Rajiv Gandhi won the 1984 election with 414 seats in a house of 543, the party extracted two conclusions from the outcome. First, it was a sympathy wave because of Indira Gandhi’s murder. Second, it was also Hindu consolidation against minority communalism. I learnt this first hand in
1985 from V.N. Gadgil, Secretary in the Congress Working Committee and a good friend. “The feeling among Hindus is growing that Muslims are appeased.” The Congress leadership began to strategize on the basis that Hindu sentiment had to be respected. The BJP, smarting under the fact that it had been reduced to two seats in 1984, began to worry more when it saw the Congress stealing its “Hindu” platform. By way of damage control, the party elected L.K. Advani its President in 1986. For the 1989 elections, Prime
Minister V.P. Singh implemented the Mandal Commission report reserving government jobs for Other Backward Classes (OBCs). This aggravated the intra-Hindu caste conflict. The Hindu caste pyramid was in a state of high agitation when Advani undertook the journey on a Hindu chariot to Ayodhya to highlight the urgency of Rama’s temple being built. Ram Janmbhoomi-Babri Masjid evolved as Hindu-Muslim conflict. The Congress imagines it is reinventing itself as an upper caste party which once had under its canopy Muslims and Dalits too. It is instructive for the Congress to realize that Indira Gandhi’s Emergency was an aberration in a settled world order. It embarrassed Gandhi herself. Modi’s excesses are in a world order up to its waist in fascism. Will he fit into this order? Unlikely, because he has to grapple with India’s infinite variety. Modi has to dream unrealistically of imposing a uniformity on a multilingual, multi-regional, multi-religious sub-continent, not yet a classical nation state. That is why the dream of the Indian middle class that India is about to become a twoparty system, both parties representing upper castes, will remain just that — a dream.

he General Election this time has been marked by a significant amount of violence in the run-up to the polls in several parts of the country. The bitterness amongst the contesting parties in states like West Bengal, Andhra Pradesh, Uttar Pradesh and Maharashtra precipitated clashes between rival workers testing the efficacy and impartiality of the local police. The institution of the State Electoral Officer did not seem to be strong enough in monitoring the performance of the district police officials and taking action against those who showed serious dereliction of duty. Violence around polling booths is a negation of democratic rights
of the voters and by now India should have been able to practice zero tolerance towards this malaise. It is high time a commission examined the ways and means of ensuring peace during elections and defined specific policy measures in this regard for the future. It is highly regrettable that the largest democracy in the world cannot free the election process of street level violence. Clearly in the federal scheme of things it is the state police chief who has to take direct responsibility for it and demonstrate his or her apolitical credentials while handling law and order during elections with an iron fist. There should be no delay in the implementation of the Supreme Court order issued last year against the
practice of appointing officiating DGPs - that also clearly laid down that the UPSC will draw up a panel of three names in consultation with the state government and that the state government will make one of them the DGP of the state on the basis of merit-cumseniority. This is the single most important police reform that the Centre must put in place at once. Another area of political violence that showed up during and outside of elections, concerns the injurious fallout from public speeches that tended to instigate caste, communal or regional conflicts. The most dangerous form of political violence that is steadily permeating our nation, however, is the rise of new terror emanating from faith-based motivation. Ter-

rorism by definition is the resort to ‘covert violence for a perceived political cause’. In the absence of such a ‘cause’ the violence will just be sheer criminality and terrorism is not that certainly. The new global terror that is now afflicting the world and becoming a prime security threat to India is a class apart since it is linked to the call of ‘defense of Islam’ or Jehad. This is an outcome of the complications connected with the ‘war on terror’ launched against the Islamic radi-
cals by the US-led West post 9/11 on the one hand and the cross border terrorism started by Pakistan using India- specific terror outfits under the ISI control, on the other. Developments in recent times have made Pakistan the world repository of Islamic militancy and the agencies in that country are now manoeuvring the entire spectrum of militants from Al Qaeda-Taliban combine and ISIS at one end to Lashkar-e-Taiba and Hizbul Mujahideen at the other.

Report salary delay: Indian Embassy to NRIs ABU DHABI: The Indian Embassy in the United Arab Emirates (UAE) has urged Indian expats to report any delay in payment of salary by their employers, the media reported on Thursday. In a public notice on Wednesday which was shared on Twitter, it urged Indians to report to any such instance to the Embassy in Abu Dhabi or the Consulate General in Dubai, the Khaleej Times reported. Amid growing cases of duping and visa frauds, the Embassy also cautioned Indian jobseekers in the UAE not to come on visitor visas. The jobseekers must authenticate their employment offers and permits before arriving in the country, it added. According to information from the Embassy’s Twitter handle, Vikram Kumar from Pali, Rajasthan, was duped by an illegal agent from Mumbai. —IANS

As of Monday evening, the GoFundMe page, created to help seventh grader Dhriti Narayan’s family cover the medical costs, had raised more than $600,000. The target was $500,000, reports the American Bazaar online news portal. On April 23, Dhriti and other members of her family were cross-

Since the fundraising appeal went live on GoFundMe seven days ago, more than 12,360 people donated money. The fundraiser on the site reads:
“While our hearts and prayer go to Dhriti for her speedy recovery but a huge medical bill and potential rehab costs are expected for her recovery. “We, friends of Dhriti’s family, who were touched by her and her family’s caring and helpful nature, are actively working with family members and other friends along with appropriate organizations and organizing this fund-raising campaign to support the family at this difficult time.” Peoples was arraigned in Santa Clara County Superior Court in San Jose on May 3. He was charged on eight counts of attempted murder. His next hearing will be on May 16.

Addressing a press conference here, Congress spokesperson Pawan Khera said Modi was attacking Gandhi as he had no achievements of his government to present before voters. “Vice Admiral (retired) Vinod Pasricha has told TV channels that this is a lie. Rajivji was on an official visit. It was not a holiday. Facts do not matter to Modi,” he said.

Over 62% voting in fifth-phase NEW DELHI: Over 62 per cent voters exercised their franchise on Monday in the fifth phase of Lok Sabha elections in 51 constituencies, with voting percentage marginally higher than 61.75 per cent recorded in 2014 parliamentary elections. The constituencies were spread across seven states. The fifth phase was the smallest of seven-phase elections to elect a new Lok Sabha. The polling percentage was higher compared to 2014 in Hindi heartland of Bihar, Uttar Pradesh and Rajasthan. “The overall polling percentage was 62.56 per cent in 2019 compared to 61.75 per cent in 2014,” Deputy Election Commissioner Sandeep Saxena told reporters here. He said the figure is expected to go up further once all the votes cast are accounted for. In seven seats in West Bengal, polling percentage was 73.97 per cent compared to 81.37 per cent in 2014. In Uttar Pradesh where 14 seats went to polls on Monday, 57.33 per cent voters had cast their ballot by 6

After Gandhi’s controversial comments, Lekhi moved a contempt of court petition against him in the top court which took serious cognizance of the remarks, saying these had been incorrectly attributed to it. The court issued a notice to the Congress leader and asked him to apologise. On April 22, Gandhi filed an affidavit, expressing “regret” for the comments, saying those were made in the “heat” of election campaigning. The Supreme Court, however, was not pleased and asked Gandhi’s counsel Abhishek Manu Singhvi the reason for mentioning “regret” within brackets in the affidavit. Singhvi tried to argue that “regret” and “apology” were the same thing but an unhappy Chief Justice Gogoi said: “We have great difficulty in understanding what you are saying.” The court then gave Gandhi another chance to file a fresh affidavit to express his apology in clear terms, which he did on Wednesday.

NEW YORK: Active, middle-aged men who can complete more than 40 push-ups at a time had a significantly lower risk of cardiovascular disease (CVD) outcomes compared to those who did less than 10 push-ups, says a new study. The study, published in JAMA Network Open, showed that men who are able to do more than 40 push-ups had a 96 per cent reduced risk of CVD events compared with those who were able to do less than 10 push-ups. In addition, push-up capacity was more strongly associated with lower incidence of cardiovascular disease events than was aerobic capacity as estimated by a submaximal treadmill exercise test. For the study, the researchers from Harvard University analysed health data from 1,104 active male firefighters whose mean age was 39.6. During the 10-year study period, 37 CVD-related outcomes were reported. “Our findings provide evidence that push-up capacity could be an easy, no-cost method to help assess cardiovascular disease risk in almost any setting,” said lead author Justin Yang at the Harvard T.H. Chan School of Public Health in the US. The results are not generalizable to women, men of other ages or who are less active, the researchers noted. —IANS

The study reports that a romantic partner’s behavior might be linked to the likelihood of a woman experiencing or engaging in such things as extreme guilt about eating, preoccupation with body fat, binging or purging. The researchers also found a higher incidence of those symptoms in women who said they feel pressure from their boyfriends or
husbands to be thin. “The relationship between partner pornography use and disordered eating was stronger for this group of women than for college women we’ve previously studied,” said co-author Tracy Tylka, Professor at The Ohio State University. “That could be because these women have had more relationship experiences, and these experiences have shaped their relationships with food and their perceptions of their bodies,” Tylka added. For the study, published in International Journal of Eating Disorders, the research team involved 409 women in relationships with men.

The report noted that a total of 3.6 billion people (approx.) were exposed to household air pollution in 2017.

The food regulator has issued directives making mandatory for alcoholic beverage bottles of up to
200 ml to carry the labelled warning message with capital letters no less than 1.5 mm high while the bottles larger than 200 ml should have letters at least 3 mm tall. It also said warning messages should be printed in English and one or more local languages as prescribed by the state governments. A time period of six months is allowed for use of old unused labels and printed cans. Also,
alcoholic beverages manufactured before April 1, 2019 can be sold in the market till March 31 next year or finalization of the parameter for yeast in beer, whichever is later.

BY A STAFF WRITER GRAYSLAKE, IL- The teachers of Lake High School, Lake Villa, IL, planned their students ‘visits in two large groups of 80 students in each group to the Hindu Mandir of Lake County, Grayslake, IL on Tuesday, April 16, 2019 morning. Teachers thought that a visit to a Hindu Mandir is an ideal way to learn about Hinduism and get a firsthand experience of the Hindu faith in practice. Hindu Mandir of Lake County always welcomes non-Hindu visitors, tour groups from other states as well as local churches and book clubs including school and college student groups from the surrounding areas. A dedicated and very popular founding member and former president of the temple, Dr. Harsh Kumar coordinated
the program and welcomed the groups warmly to temple and said we are happy to let anyone interested to “see what our culture and religion are about.” In the temple’s auditorium, Shri. Anand Upadhyay greeted all the students and provided them with an interesting and impressive learning method about the world’s oldest living faith “Sanathan Dharma” from an interactive presentation. He talked to them about Vedas, Upanishads, Bhagavad Gita, Yoga, Indian festivals, Vasudhaiva Kutumbakam and Ahimsa principles. He explained to the how the qualities of sattva (serenity), rajas (passion), and tamas (ignorance) shape the nature of a person. He also described to students the Hindu belief in mastering control of one’s senses and desires and of peacefully accepting the good and the bad
of life. He answered very clearly all their questions. All the Students removed their shoes like Hindus before entering the main prayer hall with the sanctums and quietly moved in. These students were welcomed with a Hindu greeting and a smile by the temple priest, Shree Yogesh Pandey in the shrine area. All the students and teachers witnessed and participated in the midday Mangalarati ceremony. Pt. Joshi Ji blessed them by chanting Vedic Mantra for their success in studies, bright future, and happy and healthy lives. All the students as well as teachers fond their trip to the Mandir to be educational, inspiring and enjoyable. One of the teachers said that the most striking Hindu site locally available is surely this temple.
BY A STAFF WRITER AMHERST, MS- An Indian American graduate student in Massachusetts, Jaskaran Singh, was fatally wounded by a car the evening of April 12. As per report, the 24-year-old University of Massachusetts at Amherst graduate student was hit by a car around 10:30 p.m. on North Pleasant Street. Singh was pronounced dead at the scene, the report said, citing Northwestern District Attorney’s Office communications director Mary Carey. The driver of the car stopped immediately and remained at the scene. No charges or citations have been filed against the driver, the report added. Amherst police, state police assigned to District Attorney David Sullivan’s office and the state police Collision Analysis and Reconstruction Section are continuing to investigate, it said. The campus was notified of the death in an email sent out to students by Dean of Students Cara Appel-Silbaugh. A native of India, Singh earned his bachelor’s in computer science from Symbiosis Institute of Technology before enrolling at UMass in 2018, where he was pursuing a master’s in computer science.

CIBO held their First Networking Event BY STAFF WRITER SOUTH BRUNSWICK, NJ - The local business entrepreneurs and mentors met for their first networking event of business organization in Central Jersey “Central Jersey Business Organization, LLC – CJBO” on Thursday, May 2, 2019, at Ember Restaurant in South Brunswick, NJ. Mayor Steve Chirico Upbeat about Naperville’s “robust” Economy and High Living Standards BY MAYANK CHHAYA NAPERVILLE, IL- Fresh into his new term as the mayor of Naperville, the largest local economy outside Chicago, Steve Chirico has spring in his steps. “Naperville’s economy is robust, jobs are plentiful and commercial building vacancy is down,” Chirico told Hi India in an interview at his well-appointed but understated office. Mayor Chirico’s enthusiasm comes in the midst of a new study that says Naperville is number one city in Illinois and sixth in the country in terms of home ownership. The study by Insurify, a website that provides online insurance quotes, says home ownership in Naperville is 74.2 percent with an average household income of $116,482. Those statistics put Naperville behind Centennial, Colorado, Broken Arrow, Oklahoma, Pearland, Texas, Palm Bay, Florida, and West Jordan, Utah. A striking feature about the study is that Naperville tops nationwide in this study of cities with a population of more than 100,000 in terms of the average household income. With its excellent public education, libraries and hospitals coupled with neighborhood safety Naperville remains a highly attractive destination for new residents. However, Chirico pointed out that the city has “already reached its borders” in terms of its population spread. “We are currently about 148,000 residents in Naperville, and we will probably top out between 150,000 and 152,000,” he said. That would mean at some point, fewer homes will be available and prices of homes could go up. Asian Americans, including Indian Americans account for a little less than 13 percent of Naperville’s population. Of the little more than 26,000 Asian Americans, Indian Americans constitute a substantial number touching perhaps upward of 10,000. More often than not, Indian Americans are drawn to Naperville mainly because

of its excellent public-school system in school districts 203 and 204. Chirico said that Naperville is an ageing community where seniors are paying into its public education system. That is because their children have grown up and by continuing to live here and paying their taxes, they help civic services such as public schools. He also pointed out that one of the reasons seniors find Naperville attractive is because of its efficient healthcare. “Asian Americans are a vibrant community in Naperville who contribute to the vitality of our city,” Chirico said. However, he expressed concern that “Civic engagement among Asian Americans is a challenge.” “Members of the community do not get easily involved in city affairs even though it is essential they do because the city’s policies affect everyone equally,” he said. He also said that the various boards of the city do not represent its demographics. “One of my first tasks is to appoint members of various communities to the boards that accurately reflect who we are as a city,” he said. He said part of the reason the board memberships seem lopsided is because oftentimes members of Asian American community do not volunteer. In that context, he made an important sociocultural point, saying, “We are only once incident away from having a problem. Say for instance, the police shoot and kill a member of the minority community

as a last resort and we do not have adequate outreach into various communities through these boards, then we have a fundamental problem. We have to ensure that the city is sensitive to this concern because our much-admired neighborhood safety can be quickly undermined by this.” Asked why he thought Indian Americans and Asian Americans do not get involved in civic affairs more vigorously, he said, “Maybe it has to do with the expectations that the people of have of the government in India and elsewhere. It is a different relationship here in America compared to elsewhere.” There have been barely 12 or 13 board members of Indian origin in the first four years of his term, he said, adding that as he begins his next four years, he wants to increase that number significantly. Even as he goes about increasing diversity of various boards, Mayor Chirico says he is pleased with the economic profile of the city. He particularly mentions the large presence now of the leading Indian Grocery chain, Patel Bros. He recalls how during the India Day Parade in 2016 he connected with Rakesh Patel of Patel Bros. and assured him Naperville would do “everything to make their entry here seamless.” Now that the store is here on Ogden Avenue that part of Naperville has become a thriving Indian American hub. Although Chirico said Naperville is happy with big sized stores, it pays equal attention to “mom and pop” establishments because they are vital to the economic stability of various neighborhoods. “Commercial building vacancy in Naperville has gone down from 14 percent to 10 percent,” Chirico said. He said once it reaches seven percent, it would be considered effectively full.
