UGREEN CARDS S Senator Kamala Harris, riding a wave of support after her performance in the first presidential debate, raised nearly $12 million in the second quarter of the year which ended on June 30, her campaign has announced. Harris, who is of Indian and Jamaican descent, still lags behind in fundraising totals when compared alongside other 2020 Democratic contenders. Her fundraising total for the second quarter was announced by her campaign on Friday, the US media reported. Harris is at fourth position among Democrats who released

Her campaign raked in 63,000 donations the next day — her best online fundraising day to date. Her campaign says nearly half a million dollars this quarter came from its online store, which sold at least 1,400 “That Little Girl Was Me” T-shirts that feature a photo of Harris as a young school girl. This was the single best-selling item in June. Presidential hopefuls have a July 15 deadline to file their fundraising numbers with the Federal Election Commission.

f you thought moderate drinking would not do you much harm, think again. Researchers have found that quitting alcohol completely may improve mental well-being, especially for women. Moderate drinking was defined as 14 drinks or less per week for men and 7 drinks or less per week for women. The study found that men and women who were lifetime abstainers had the highest level of mental wellbeing at the start of the study. For women who were moderate drinkers and quit drinking, quitting was linked to a favorable change in mental well-being, showed results published in the journal CMAJ. While the study was conducted on Chinese and American populations, experts have said that the results could apply to Indian populations too. According to Naveen Kumar, Consultant Gastroenterology, Narayana Superspecialty Hospital in Gurugram, quitting alcohol even for a month could help in repairing the gut and metabolic system and alleviate its symptoms. It will help in boosting long-term health and can provide a healthier quality of life. “Abstinence from alcohol is mandatory for a healthier brain and

For the study, researchers developed the ‘Needs of Children Questionnaire’ (NCQ), the first of its kind to measure children’s selfreported psychosocial, physical and emotional needs in paediatric wards. “Development of the NCQ is part of an international movement to place children as central to care delivery, which honours the United Nations Convention on the Rights of the Child,” said Mandie Foster, Professor at the Edith Cowan Uni-

Green cards sooner for desi techies If the bill becomes a law, it will help many of the 300,000 Indian H1-B temporary work visa holders now in the US and in various stages of the green card process ARUL LOUIS, NEW YORK
T
he US House of Representatives has passed a bill to help Indian technology professionals get their permanent residentship sooner by cutting short the decade-long wait they now endure, but it is facing an unexpected roadblock in the Senate. The bill sponsored by 311 Representatives from both parties was adopted on Wednesday and it will remove the limits on the number
of permanent residencies or green cards that can be given in a year to citizens of each country in a bid to remove the huge backlog faced by highly qualified applicants from mainly India and China. If it becomes a law, it will help many of the 300,000 Indian H1-B temporary work visa holders now in the US and in various stages of the green card process. Under the current system,
Fairness for High-Skilled Immigrants Act of 2019, seeks to eliminate the cap and allow up to 85 per cent of the green cards to be given to Indians and Chinese in the first two years and 90 per cent in the third year in order to clear the backlog. After that, the backlogs are likely to build up unless there is a comprehensive immigration reform. It received the votes of 224 Democrats and 140 Republicans. The bill was opposed by both the extreme left and the right. Two important leftist members, Rashida Tlaib and Ilhan Omar, were among the eight Democrats who voted against it. On the Republican side, 57 voted against it. If a similar bill introduced by Indian-American Democrat Senator Kamala Harris and The US House of Representatives has Republican Senator Mike passed a bill to help Lee is adopted after overIndian technology coming last minute obstaprofessionals get cles, it is likely to their permanent get President Donresidentship sooner. ald Trump’s approval as it meshes in with h i s immi-
the maximum number of green cards that can be granted to people from any country, whether it is as large as India and China or as small as Maldives and Luxembourg, is 7 per cent of the total, which is about 26,000 annually. This quota affects Indian technology professionals and other highly qualified people leading to a wait of 10 years during which those already here on temporary H1-B work visas face uncertainty about their and their families’ future prospects. The bill, officially known as
gration reform proposal to do away with country quotas and give priority to highly qualified immigrants. The legislation would come at a time when India has complained about the increased scrutiny and higher rates of denial of H1-B applications for Indian. And this has become a point of contention between the two countries. It is also possible that Trump may hold it up as negotiating ploy in the trade dispute. Democrat Representative Zoe Lofgren, who was the main mover behind the legislation, said American industries needed it to remain competitive as they were finding it “increasingly difficult when workers from high-population countries must compete for the same limited number of visas as workers from low population countries”. Republican Representative John Curtis, put it more succinctly saying, the bill “will create a firstcome, first-serve system providing certainty to workers and families and enabling US companies to flourish and compete in a global economy as they hire the brightest people to create products, services, and jobs - regardless of where they were born”. It was welcomed by technology companies, many of which lobbied for it.
Indian tariffs on US products ‘no longer acceptable’ IANS, WASHINGTON
Trump to meet Pak PM Imran Khan in late July
U
S President Donald Trump again hit out at India over the issue of tariffs this week, less than a fortnight after he discussed the issue with Prime Minister Narendra Modi in Japan and both agreed to address the issue. Trump’s attack in a tweet came just as trade officials of the two countries are preparing to meet to address the issue as a follow up to the talks between him and Modi in Osaka on the sidelines of G20 Summit. In the tweet, Trump said, “India has long had a field day putting tariffs on American products. Banned SFJ had Pakistani links SFJ regularly associated with other diaspora-based pro-Khalistan elements, Kashmiri separatists and pro-Pakistan groups
RAJNISH SINGH, NEW DELHI
F
oreign-based, pro-Khalistan Sikhs For Justice (SFJ), declared an “unlawful association” by India on Wednesday, is learnt to have links with Pakistan-based terrorist organizations and has taken to social media to push its “fake anti-India narrative” and to recruit and radicalize youth for carrying out violent acts. This became apparent when the US-based outfit supported the February 14 Pulwama attack in Jammu and Kashmir that left 40 CRPF personnel dead when a suicide bomber struck a bus carrying paramilitary personnel on JammuSrinagar National Highway, said a highly-placed source requesting anonymity. The source said that the SFJ and

its secessionist campaign titled ‘Referendum 2020’ is also supported by Pakistan. “The group recently had sought political support from Pakistan to ‘liberate Punjab from Indian occu-
pation’, as Islamabad was inciting it to avenge its own failure to prevent secession of East Pakistan (Bangladesh) in 1971,” said the source. Till late 2018, the source said, the official website of SFJ -
www.sikhsforjustics.org and “Referendum 2020” - www.2020referendum.org - were sharing domains and sourcing content from a Karachi-based website http://snip.pk. The source said that the personal websites of several SFJ activists, including that of Gurpatwant Singh Pannun, legal advisor of the group, were also found linked to the same Pakistani website. SFJ regularly associated with other diaspora-based pro-Khalistan elements, Kashmiri separatists and pro-Pakistan groups to carry out anti-India activities in countries like the US, the UK, Canada, Germany, and Australia, said the source, adding India is investigating 11 criminal cases against the group and its leadership on various charges. SFJ’s primary objective is to establish an independent and
sovereign country in Indian Punjab and it openly espouses the cause of Khalistan and for that it challenges the sovereignty and territorial integrity of India, said the source, who is privy to the development in the investigation. He said that SFJ from time to time has been making numerous attempts to instigate Sikh soldiers and Sikh security personnel against India. Formed in 2007 with Avtar Singh Pannun as its President along with and Gurpatwant Pannun, the source said SFJ is running its secessionist campaign for the last three years in the garb of socalled unofficial Referendum 2020 for the “self-determination of Sikhs” which it plans to hold in November 2020 in India and in countries where the Sikh diaspora exists.
Rahul attacks Centre over farmers, Rajnath hits back IANS, NEW DELHI
C
ongress leader Rahul Gandhi on July 11 blamed the Centre for the “terrible plight” of farmers and accused it of favoring the rich, forcing Defense Minister Rajnath Singh to attack successive Congress governments for their present situation. Rs 140bn to be spent to cut road accidents NEW DELHI: Union Road Transport and Highways Minister Nitin Gadkari on Thursday said the government is ready with a plan to invest Rs 140 billion on black spots on National Highways to reduce road accidents and save lives. Speaking in the Lok Sabha during Question Hour, the Minister said the step was being taken after an experiment in Tamil Nadu where he claimed the percentage of road accidents had fallen by 15 per cent. “It has happened only in Tamil Nadu and it is really one of the success stories,” Gadkari said. —IANS
suffering throughout the country. He expressed unhappiness over the Union Budget 2019-20 for not taking “concrete” steps to provide relief to the farmers and requested the Central government to fulfil the commitments made by Prime Minister Narendra Modi. Gandhi accused the Centre of neglecting the farmers by giving them only Rs 4.3 lakh crore in tax concessions compared to “rich businessmen” who he alleged had
got a loan waiver of Rs 5.5 lakh crore. “Why is this shameful double standard? Why does the government act as if our farmers are inferior to the rich? “The Prime Minister made certain commitments five years ago to the farmers on prices and farm loans. As there is a terrible situation for the farmers, I would request the government to fulfil these commitments.”
Congress leaders Rahul Gandhi, Sonia Gandhi, A.K. Antony and others stage a demonstration outside Parliament House in New Delhi, on July 11.
Gandhi said a farmer in Kerala’s Wayanad, from where he was elected to the Lok Sabha, committed suicide on Wednesday due to his debt.
“In Wayanad alone bank notices for non-payment of loans have been given to almost 8,000 farmers. The farmers are facing threat of immediate eviction.

Post Rahul, Congress may splinter but something new needed The Congress under Rahul’s leadership had no clue what plots were being hatched BY SAEED NAQVI, NEW DELHI
W
hen Trinamool’s Mahua Moitra took Parliament by storm in her debut speech last month, a thought crossed my mind. In over two decades as Congress President could not Sonia Gandhi have sent a handful of young people to both the Houses who would have been noticed: politically savvy, feet on the ground, conversant with issues, articulate? She protected the pen and her progeny from running the risk of being upstaged. There were talented youngsters around in the party, but the Gandhi family tied one Jyotiraditya Scindia in a four-legged race in Madhya Pradesh and then took him off Madhya Pradesh altogether. They played him as Priyanka Gandhi’s sidekick in Uttar Pradesh. When the “all-fall-down” happened post elections, Priyanka Gandhi turned up in Amethi to scold the workers for her brother’s debacle — “a bad workman blames his tools”. Poor Sachin Pilot, a political talent by all counts was deliberately dwarfed so that Ashok Gehlot could look tall. Rahul Gandhi’s resignation was overdue. Yes, the party may splinter but something new is needed. Everyone who has known him talks of his innate decency. He probably knew he was out of

his depth, but without him many would not know which way to look. Some have grown so accustomed to a life of sycophancy at number 10 Janpath or wherever else the family is dispersed that they cannot contemplate another existence. Supposing, by some miracle, the Congress under Rahul Gandhi had come up trumps, then all the senior retainers ran the risk of being shown the door. How enthusiastic would they have been in the campaign
trapped in a dilemma: victory might lead to unemployment? I cannot forget Rahul’s press conference at the Radisson Blue hotel, Ahmedabad, in the course of the 2017 Assembly election. He was flanked by Ashok Gehlot and spokesman Randeep Surjewala. One noticed an unmistakable gap: the Congress powerhouse from Gujarat, Ahmed Patel, was missing. Word had been sent that his presence would enable the BJP to revive
the canard that Congress was a party of Muslims. A few days later Ghulam Nabi Azad was publicly wailing that he was not being invited by party men to address election meetings, presumably for the same reason: the BJP will polarize. In any war it is important to know what your enemy is up to. The Congress under Rahul’s leadership had no clue what plots were being hatched. The party President fell back on the tepid, ineffective
chant “Chowkidar chor hai”. It was a hopelessly ill-advised incantation. Rahul is being noticed because he was the most important opposition leader. From this profound misreading issued a desire to erect an architecture to make a bid for power by the Congress on its own. The cocky assertion by Priyanka the moment she landed in Uttar Pradesh was that she was not in the game for 2019; she would first revive the Congress to win the 2022 state elections. She probably had no clue that in May 2018 her mother, Rahul and every possible opposition party had stood on one platform in Bengaluru to fight Modi. The Congress probably thought that it would lose its stature as more equal than others in the vast galaxy assembled by a dynamic though lesser known politician, Danish Ali who, incidentally won the 2019 election from Amroha in UP. In this self delusion, Rahul played the worst possible game. Instead of holding hands of all those on the stage in Bengaluru, he opened all cylinders on Akhilesh Yadav and Mayawati in Uttar Pradesh, Arvind Kejriwal in Delhi and Mamata in West Bengal. As witnesses to this spectacle, who can blame the Modi-Shah duet laughing their heads off. “With such enemies, who needs friends?”
Rajasthan NGO makes 1-5 BHK flats for birds A Rajasthan organisation is constructing houses for birds which promise accommodation ranging between one bedroom- hallkitchen (BHK)5 BHK for the avians
BY ARCHANA SHARMA, JAIPUR
A
t a time when the builders across the world are busy building world class houses for humans, an organisation in Rajasthan is constructing beautiful and colorful houses for birds which promise accommodation ranging between one bedroom- hall-kitchen (BHK)-5 BHK for the avians. The NGO Apna Sansthan, since May 2018, has been caring for birds in search of a roof under the scorching sun and heavy rains. Till date, over 30,000 bird houses have been built by the organization in over a year, says Apna Sansthan founder (Jaipur region) Ashok Sharma. These bird houses come in different colors and designs. “They are available in four variants — Wooden House, Mud House, Hard Board House and Stable House. The Wooden houses are decorated houses which are also water proof.
They are little expensive as its costing and carving takes time and resources,” he said. “The mud houses are mostly in demand in Rajasthan. We order potters to make these colored houses. Around 10,000 such pots are being supplied across Rajasthan, of which Jaipur's share remains around 3,000. “One piece costs around Rs 60 with transport charges, which is quite economic and hence people go with it,” he added. He next
“dreamed” of making bird houses of hardboard. “However, here I required the help of manufacturers who preferred donating Rs 2 per piece after hearing the noble cause. One piece cost around Rs 6. With their donations, I ordered 20,000 such bird houses where 3,000 were kept for my school, and the rest were distributed elsewhere.” Sharma also runs a school here with classes up to the 8th standard. The next in line were stable hous-
es. One of such rare houses for birds was constructed in Jhunjhunu. There was a 10-floored apartment block created for birds which accommodates 1,100 houses. “The total expense for building this stable house was Rs 3 lakh. However, people wanted to contribute for a cause for these birds who in summers and during rains search for shelter,” Sharma said. “Basically, it's a huge wall which has around 1,100 pockets for birds to rest.” Sharma runs Apna Sansthan with Vinod Melana from Bhilwara who is the secretary of the organisation started in 2016. The NGO is also engaged in water harvesting, sapling plantation, flora and fauna conservation, among many other activities. According to the office bearers, it was started taking inspiration from Amritadevi Vishnoi who sacrificed her life along with ther lives of her daughters and 363 other people to save trees in 1730.

This was the single best-selling item in June. Presidential hopefuls have a July 15 deadline to file their fundraising numbers with the Federal Election Commission.

NEW DELHI: A ruling by a British judge has revealed that an Indian origin man, the son of a Londonbased arms dealer, is suing his estranged wife after learning that he is not the father of their eightyear-old son. The couple is already involved in a high-profile divorce case. The Daily Mail of London has reported that the judge, Justice Jonathan Cohen, said the man was devastated that he was not the father of the boy and had “launched” a raft of litigations. He said the father wanted “every penny” spent on raising the boy to be returned. The man wants to be compensated for the distress caused to him by the revelation that the boy is not his son. As for the woman, Judge Cohen said that she was “full of remorse”. There was a recent hearing in the family division of the UK High Court in London over whether the woman should reveal the name of the boy’s father. Trump row: Kim Darroch resigns The US President took aim at Darroch in a series of Twitter tirades, called him a ‘stupid guy’ IANS, LONDON
T
he British Ambassador to the US, Sir Kim Darroch, has resigned following a diplomatic spat over a leaked email in which he criticized Donald Trump, the Foreign Office said on Wednesday. Trump took aim at Darroch in a series of Twitter tirades over the last few days, calling him a “stupid guy” and a “pompous fool” after UK media published a confidential memo in which the British diplomat described the president’s administration as “uniquely dysfunctional”, the Efe news reported.
60 detained over SL Easter terror attacks COLOMBO: More than 60 suspects were detained while 167 others remain in custody over the Easter Sunday terror explosions in Sri Lanka which killed over 250 people and injured over 500 on April 21, Prime Minister Ranil Wickremesinghe said here on Thursday. Speaking in Parliament, Wickremesinghe said legal action will be taken against all suspects who were connected to the nine suicide attacks which targeted churches and luxury hotels and there was information that those arrested had direct or indirect connections with the bombings, reports Xinhua news agency. —IANS
In a letter, Darroch wrote: “Since the leak of official documents from this embassy there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador. “I want to put an end to that speculation. “The current situation is making it impossible for me to carry out my role as I would like.” He added: “Although my posting is not due to end until the end of this year, I believe in the current circumstances the responsible course is to allow the appointment of a new ambassador.
“I am grateful to all those in the UK and the US, who have offered their support during these difficult few days. “ Sir Simon McDonald, permanent under-secretary at the Foreign and Commonwealth Office, said he accepted Darroch’s resignation with “deep personal regret”. He said the outgoing ambassador had behaved with dignity and professionalism over the last few days. Speaking to MPs, the UK’s outgoing Prime Minister Theresa May, also expressed her regret. “Sir Kim has given a lifetime of service to the United Kingdom

and we owe him an enormous debt of gratitude,” she said. Darroch’s departure came not long after Boris Johnson, the former Foreign Secretary who looks most likely to take over from May
in a Conservative Party leadership battle, fell short of offering the British ambassador his support during a televised debate with his fellow contender, current foreign secretary Jeremy Hunt.

aryam Nawaz, the daughter of former Pakistan Prime Minister Nawaz Sharif, has shared two more video clips to corroborate her claim that Accountability Judge Arshad Malik allegedly met a PML-N ‘sympathizer to confess that he had been “pressurized and blackmailed” to convict her father, the media reported on July 11. On July 6, a video purported to be about the conversation between Judge Malik and PML-N supporter Nasir Butt was played on a screen projector during a presser called by Maryam at the Pakistan Muslim

League-Nawaz’s provincial headquarters in Lahore, Dawn news reported. A day later, Judge Malik
acknowledged to have met Nasir Butt in the past, but rejected Maryam’s allegations, saying that
the former leader was convicted on the basis of evidence. In one of the two videos shared on Twitter on Wednesday, Judge Malik’s “official car with a green number plate” is seen coming to escort Butt, who then allegedly follows the car to the Judge’s residence. The video “belies all claims of Judge Arshad Malik that he mentioned in his press release,” Maryam claimed. The second video shows Butt entering the Judge’s residence. “Judge Arshad Malik comes in, greets Nasir and switches the lights on,” she wrote. However, the authenticity of both the videos have not been verified, Dawn said.
Iran’s IRGC dismisses British tanker seizure claim IANS, TEHRAN
I
rans Islamic Revolution Guards Corps (IRGC) on July 11 dismissed a claim that Iranian boats tried to intercept a British oil tanker in the Persian Gulf region. “Patrols by the IRGC’s Navy vessels have been underway in the Persian Gulf based on current procedures and missions assigned to them with vigilance, precision and strength,” the state-run Press TV quoted the Public Relations Department of the IRGC Navy’s Fifth Naval Zone as saying in a statement. “In the past 24 hours, there has been no encounter with foreign ships, including British ones,” it added. The statement further noted that
An Iranian military vehicle (Photo: Xinhua)
the IRGC Navy’s fifth zone has the power to act “decisively and swiftly” and seize foreign vessels in the area it is tasked with patrolling if an order is issued to that effect.
The IRGC’s remark came after the UK and US media reports said that the UK vessel named The British Heritage, was leaving the Persian Gulf when Iranian boats
tried to prevent it from sailing through the Strait of Hormuz, forcing the frigate HMS Montrose to intervene, Efe news reported. In response to the incident, a spokesperson from the UK’s Defense Ministry said: “Contrary to international law, three Iranian vessels attempted to impede the passage of a commercial vessel, British Heritage, through the Strait of Hormuz. “HMS Montrose was forced to position herself between the Iranian vessels and British Heritage and issue verbal warnings to the Iranian vessels, which then turned away. “We are concerned by this action and continue to urge the Iranian authorities to de-escalate the situation in the region.”
Iran’s Foreign Minister Mohammad Javad Zarif also reacted to the allegations, saying on Thursday they are merely meant to create tensions, Press TV reported. Those who make such claims attempt to “cover up their weak point”, he added. “Apparently the British tanker has passed. What they have said themselves and the claims that have been made are for creating tension and these claims have no value.” This new incident comes amid heightened tensions between Washington and Tehran following reports of similar cases in recent weeks. On June 20, Iran shot down a US Navy drone when, according to Tehran, it violated its airspace while conducting surveillance tasks.

Union Budget
2019-20
Budget extends tax on NRIs for receiving gifts from Indians Finance Bill 2019 has imposed tax on any sum of money paid or any property situated in India, transferred by a person resident in India to person outside in India
NRIs to get Aadhaar card without waiting for 180 days
IANS, NEW DELHI
T
he expensive gift that you kept for your overseas cousin or friend may attract tax from this year with the Budget 2019-20 proposing to impose withholding tax all such transfers, plugging an earlier loophole that allowed its tax- free treatment. The Finance Bill 2019 has imposed tax on any sum of money paid or any property situated in India, transferred by a person resident in India to a person outside India, as it would be deemed to accrue or arise in India. The changes will be applied for all such transfers made on or after July 5, 2019. Currently gifts given by Indian residents to non-resident Indians apart from the specified list of relatives - would be claimed as non-taxable. This is because the earlier tax put the onus on the recipient of the gift to make the disclosure and pay tax. As a gift to NRIs means that income is accrued abroad, it remained outside the tax net. But now, all gifts to NRIs will be income accruing in India and would
Finance Minister Nirmala Sitharaman (right).
be taxed as per the normal slab rates applicable to resident Indians. This means that the origin of the gift becomes important for tax purpose, instead of the destination of the gift abroad. The onus will be on the recipient (the NRI in this case) of the gift to disclose such gifts received if they originate in India and then pay a tax on it. So, if the value of the gift is above Rs 10 lakh, the recipient will
have to pay 30 per cent tax. The tax rate would get higher if the value of the gift, be it payment for studies or a house abroad, is more than Rs 2 crore or Rs 5 crore. In such cases, the highest tax rate for super rich, i.e. 35.7 and 42.7 per cent respectively would apply. For the purpose, gift will constitute shares, cash exceeding Rs 50,000 made to anyone, apart from the blood relations.
NEW DELHI: Non-Resident Indians (NRIs) having Indian passports can now get Aadhaar card without waiting for 180 days, Finance Minister Nirmala Sitharaman said. As of now, the NRIs get Aadhaar card after staying in India for a minimum of 180 days.“I propose to consider issuing Aadhaar card for NRIs with Indian passports after their arrival in India without waiting for 180 days,” Sitharaman told Parliament while presenting the Budget 2019. According to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, an NRI who has resided in India for 182 days or more in 12 months and with an Indian address could apply for Aadhaar. However, as per the Aadhaar Act, NRIs are fully exempt from producing Aadhaar for any verification. The Minister said the government also intended to provide better and more
accessible public services to Indians abroad by opening embassies in more countries. Four embassies were proposed to open this year.Five embassies opened in Rwanda, Djibouti, Equatorial Guinea, Republic of Guinea and Burkina Faso last year. “To give further impetus to India’s growing influence and leadership in the international community, the government decided to open Indian Embassies and High Commissions abroad in countries where India does not have a Resident Diplomatic Mission as yet. —IANS
Higher tax payout for FPIs, market logs record fall IANS, NEW DELHI
T
he budget proposal to raise surcharge for the super rich continues to create a lot of flutter among Finance Ministry officials. It now transpires that foreign portfolio investors (FPIs) would be hit hard by the proposed move and hence they are pulling out their money. Disappointment over the Budget proposals and muted global markets led the Sensex to log the heaviest fall in seven months on Monday. Both the key equity indices -- Sensex and Nifty -- fell over 2 per cent. The 30-scrip Sensex closed 792.82 points or 2.01 per cent lower at 38,720.57 while the broader Nifty50 declined by 252.55 points or 2.14 per cent to 11,558.60.

“There are quite a few FPIs which are not constituted as companies or corporations. They are constituted as trusts, body of individuals etc. Under our tax system, the individual rate also applies to
body of individuals and trusts. In that context, the the higher rate would be applied on the FPIs which are non-companies as well,” a tax expert told IANS. The government has main-
tained that only a few thousand individuals would be impacted by the move to raise surcharge for the super rich, but as per the market watchers, the proposal has antagonised the investors. Besides FPIs, top Chief Executive Officers (CEOs) of big firms, expats, businessmen and traders would also have to cough up more tax as a result of the surcharge hike. Even as the market bled, the government failed to clear the air on the taxation issue. While Finance Minister Nirmala Sitharaman said that there was no need for any clarification at this moment, Central Board of Direct Taxes (CBDT) Chairman P.C. Mody said the Board was looking into the matter and would issue a clarification soon. The Budget last Friday raised
surcharge on the super rich. Accordingly, those with an annual income of between Rs 2 crore and Rs 5 crore would be levied a surcharge of 25 per cent from 15 per cent previously. For those earning Rs 5 crore or more annually, the surcharge has been increased from 15 per cent to 37 per cent. With this, the effective tax rate will go up to 39 per cent for those in the Rs 2-5 crore income slab. The effective rate for those in Rs 5 crore and above group would go up to 42.74 per cent. Most FPIs earn more than Rs 5 crore in a year and hence would come under the highest income tax bracket. They generally route their investments through trusts and body of individuals in the country’s capital markets.

Kumaraswamy holds on to CM post The demand for his resignation came after 16 legislators of the ruling Congress-JD-S submitted their resignations to Assembly Speaker K.R. Ramesh Kumar IANS, BENGALURU

K
arnataka Chief Minister H.D. Kumaraswamy on July 11 rejected the opposition BJP’s demand for him to quit as his coalition government has been reduced to ‘minority’ after 16 legislators of the ruling Congress-JD-S submitted their resignations to Assembly Speaker K.R. Ramesh Kumar. “Why should I resign? What is the necessity?,” retorted Kumaraswamy in Kannada when asked amid speculation that he would submit his resignation to state Governor Vajubhai Vala after a cabinet meeting in the afternoon. Clarifying that he would attend the monsoon session of the state Legislative Assembly beginning here on July 12, Kumaraswamy said how could the Bharatiya Janata Party make such a demand when its former Chief Minister B.S. Yeddyurappa did not resign after 18 of his legislators revolted against him in 2008-09. “You should ask him (Yeddyurappa) why he did not resign after 18 BJP legislators went to the then governor and gave a joint letter withdrawing their support to

him,” recalled Kumaraswamy. Ahead of the cabinet meeting, Kumaraswamy met senior Congress leader Gulam Nabi Azad, party’s state in-charge K.C. Venugopal, Congress Legislature Party (CLP) leader Siddaramaiah, party’s
state president Dinesh Gundu Rao and Deputy Chief Minister G. Parameshwara on dealing with the crisis gripping their year-old government. Kumaraswamy’s rejection came a day after a BJP delegation, led by
Yeddyurappa, on July 10 petitioned the Governor in Raj Bhavan here seeking the incumbent leader’s resignation, as he lost majority and had no moral right to continue as Chief Minister of the coalition government any longer.
NEW DELHI: Congress members on July 11 walked out of the Lok Sabha over the political situation in Karnataka and Goa where many of its MLAs have either quit the House or joined the BJP. The House was plunged into uproar when a Congress request to raise the issue during Zero Hour was not allowed by Speaker Om Birla. The agitated Congress MPs then trooped out of the House. This was the party’s third walkout in as many days. The Congress on Thursday raised the Goa issue where 10 of the 15 MLAs have defected to the Bharatiya Janata Party (BJP), reducing the Congress strength to just five members. The Congress has accused the BJP of destabilizing the coalition government of Congress and JD-S in Karnataka where as many as 17 MLAs of the two parties have quit the Assembly. —IANS
‘We inherited crippled finances’ Kerala: Congress for white paper on finances IANS, AMARAVATI
THIRUVANANTHAPURAM: The Congress-led United Democratic Front (UDF) is working on a ‘white paper’ on the exact state of Kerala’s finances, a top Congress leader said on Wednesday. Leader of Opposition Ramesh Chennithala told reporters that the state’s finances were precariously placed. “A team of UDF legislators led by senior Congress legislator V.D.Satheesan is preparing a white paper on the state’s finances. We expect it to be published shortly,” he said. Chennithala said that the state’s financial position was so precarious that the local bodies’ functioning had been badly affected due to paucity of funds. “The local bodies are being allocated funds that should have been given in the last financial year. Add to that every local body has been asked to extend 20 percent of its funds to state government’s ambitious “Project Life”, which means as of today 50 percent of the allocation for the financial year has gone. is going to bring to a grinding halt the functioning of the local bodies,” said Chennithala. “Project LIFE (Livelihood, Inclusion, Financial Empowerment)” envisages providing home to every homeless in Kerala. The Congress leader also pointed out that the present Pinarayi Vijayan government was fleecing the people of the state. “A huge price rise is in the offing from August 1, when a special ‘Flood Cess’ gets levied. The power tariff has already been hiked by over 11 percent and the Union budget has also increased the price of fuel. —IANS
SR Congress Party government in Andhra Pradesh on Wednesday said it inherited crippled state finances from previous government and commenced its journey with liabilities to GSDP ratio of more than 35 percent. A day ahead of the beginning of budget session of the state legislature, the government released a white paper on state finances. It stated that the resources are limited, the debt servicing obligations are overwhelmingly huge, and the vast unavoidable liabilities had placed the government in an unenviable situation. Releasing the white paper, Finance Minister B. Rajendranath said the debt of the residuary state of Andhra Pradesh which was Rs 97,000 crores at the time of bifurcation of united Andhra Pradesh reached a whopping Rs. 2,58,928 crores by 2018-19. “The interest on the debt alone is projected to be over Rs 20,000 crore per annum, in addition to the repayment of principal to the tune of another Rs 20,000 crore,” it said. According to the paper, there are
Andhra Pradesh CM Y. S. Jaganmohan Reddy addresses during an orientation programme for state legislators in July. (Photo: IANS)
also huge contingent liabilities to the tune of Rs 58,000 crore in the form of guarantees given for loans availed by state government entities. The YSRCP government alleged that the previous Telugu Desam Party (TDP) government borrowed recklessly and splurged on wasteful expenditure. According to it every citizen of the state has debt burden of more than one lakh rupees with Rs.10,000 interest per year. It noted that the fiscal deficit increased steeply from 2.11 percent of GSDP in the pre-bifurcated Andhra Pradesh to 4.43 percent in 2016-17.
“Then government had abandoned all principles of prudence by not only breaching the 3 percent of GSDP threshold and used borrowed funds for financing revenue expenditure, but also resorted to uncontrolled extra-budgetary borrowing,” it said. It alleged that new projects were taken up without any financial resources. “Further, during the last 5 years, the government has indulged in financial malpractices. Diversion of funds without regard to the requirements of the departments and corporations has resulted in huge damage to the financial and operational health of various sectors.”

Questions about India’s over dependence on the top-order was time and again shot down by the team management over the past month, but it did finally haunt them on the big stage -- the semifinal of the World Cup. On a wicket tailor-made for the bowlers, Jadeja did play a blinder (77 off 59 balls, 4x4. 6x4). But it was too late in the day as the toporder collapse came to haunt India at the end. 45 minutes of bad cricket cost us: Kohli MANCHESTER: India skipper Virat Kohli rued the manner in which India lost the World Cup semifinal against New Zealand at the Old Trafford on Wednesday, saying the team played so well throughout the tournament only to bow out in the last-four stage due to a poor stretch of “45 minutes”, our shot selection could have been better.
Kiwis for making it to their second consecutive final after finishing runners-up in 2015. Needing 52 off the last five overs, Jadeja looked to be guiding India home under the tutelage of former skipper Mahendra Singh
Dhoni, but Trent Boult had the last laugh as he dismissed Jadeja in the 48th over to bring New Zealand right back into the game. Jadeja’s 77-run knock was the highest in the history of World Cup for a batsman batting at number eight in the second innings, but it was just not enough to take India home. The untimely run out of Dhoni (50 off 72 balls, 4x1, 6x1) in the 49th over was the final nail in the coffin. It was ironic that the man who is known as one of the best judges of run was run out while going for a double. Martin Guptill’s direct hit was too good even for Dhoni. ne of the senior-most players in the New Zealand team, Ross Taylor’s knock of 74 proved to be crucial in the World Cup semifinal against India, but what was even more challenging for the former skipper was having to resume his innings on Wednesday morning after the game was stopped due to rain on Tuesday in the 47th over of the innings.
“I woke up at three in the morning so I didn’t know how I was going to go out and bat. It was such a strange one, it was a Test match feeling almost, being not out overnight and being a bit restless. “But we talked about 240 being what Kane (Williamson) and I thought was a very competitive total. I don’t think a lot of people believed us. It was a really slow wicket and if anything it got better to bat once it rained.
Taylor said that dismissing Dhoni held the key for the Kiwis.
“The big boys up front were fantastic getting those three wickets and from there it was nice to be ahead of the game. Jadeja and Dhoni nearly took it away from us. There was some brilliance out
there, the catch of Jimmy Neesham, the run-out of Martin Guptill without even the keeper there. Those highlights in a few years’ time will be something the team will never forget,” he said.

‘Quit alcohol for your good mental health’ Moderate drinking was defined as 14 drinks or less per week for men and 7 drinks or less per week for women BHARAT UPADHYAY, NEW DELHI
I
f you thought moderate drinking would not do you much harm, think again. “Abstinence from alcohol is mandatory for a healthier brain and

liver, a stronger immune system and heart, especially in women as alcohol effects are more harmfully serious on women, considering their metabolism and estrogen levels,” Kumar told IANS. In fact, anyone can benefit from sobriety because the potential benefits of alcohol do not outweigh its known harm and risks. “Alcohol works in a way that may depress our central nervous system
and may fluctuate our mood as it lowers the levels of serotonin in our brain. Regular consumption changes the chemistry of the brain and results in the depletion of our mental health,” Mrinmay Kumar Das, Senior Consultant at Jaypee Hospital in Noida told IANS. “To increase the brain volume and to deal with all sorts of situations, abstinence is required,” he added.
LONDON: Women, take note -- A treadmill exercise regime can reduce period pain and improve long-term quality of life, says a study. According to the study published in the journal Contemporary Clinical Trials, the researchers conducted a trial over a seven-month period to see how treadmill exercise benefited women suffering from primary dysmenorrhea, commonly known as menstruation pain. “Women who have painful periods often take steps to actively avoid exercise -- after all when you are in pain it is often the last thing that you want to partake in,” said Leica ClaydonMueller, Professor at Anglia Ruskin University. For the study, women aged between 18-43 were asked to take part in a supervised aerobic training regime three times a week for four weeks, beginning the day after the end of their menstrual period, followed by unsupervised home exercise for six

LONDON: Researchers, including one of an Indian-origin, have identified a blood pressure-lowering drug — non-dihydropyridine, a calcium channel blocker —that may increase the risk of a bowel condition called diverticulosis. This condition causes small bulges or pouches to appear in the lining of the intestine. Particularly affecting the elderly (as many as 65 per cent of people aged above 85 may be affected), diverticulosis can in some cases lead to a medical emergency if the pouches become infected or burst. According to the findings, the genetic variants were linked to lower heart disease and stroke risk. —IANS
months. Their results were compared with a control group, who carried out their usual regimes. The study found that the women who took part in the supervised exercise reported 6 per cent less pain after four weeks and 22 per cent less pain while continuing the exercise for an additional six months. Significant benefits of exercise were reported after the seven-month reporting period for other study measures, including a higher quality of life and improved daily functioning. However, the participants did not report any increase in sleep quality following the trial. According to the researchers, the study examined the effect of treadmill exercise on measures such as pain intensity, sleep quality and overall quality of life. This trial demonstrated that exercise significantly reduced pain for those people taking part in the program and they also reported reduced pain levels after four and seven months. —IANS

feeling of safety and good night’s sleep are the things that matter the most to sick kids in hospital. Published in the Journal of Advanced Nursing, the study fills a gap in our understanding of how children are feeling in hospital settings. For the study, researchers developed the ‘Needs of Children Questionnaire’ (NCQ), the first of its kind to measure children’s selfreported psychosocial, physical and emotional needs in paediatric wards. “Development of the NCQ is part of an international movement to place children as central to care delivery, which honours the United Nations Convention on the Rights of the Child,” said Mandie Foster, Professor at the Edith Cowan Uni-
Hospitalized Kid.(Photo: wwwtexaschildrens)
versity in Australia. The research team assessed 193 school-aged children in paediatric settings in Australia and New Zealand. Children’s most important needs were identified as: To know they
are safe and will be looked after, to get enough sleep at night, hospital staff listening to them, to have places their parents can go to for food and drinks. Over 1.7 million Australian children were admitted to hospitals in
2016-17, researchers said, which emphasizes on the importance of this study. “As adults, we often make assumptions about children’s needs and wants, but hospitals can be a scary and unfamiliar environment for many children and we shouldn’t assume we know how they are feeling,” Foster said. “Being listened to and understood can give children an added sense of confidence about the situation they find themselves in” she added. And from a medical point of view, child self-reports are essential to inform healthcare delivery, policy, research and theory development, said the researchers. Children's needs are often interconnected to those of their parents, so if parents feel informed, valued and cared for, then their children are more likely to feel relaxed.

Medititation and Healing Concert by HH Sri Dr. Ganpathy Sachchidananda Swamiji BY A STAFF WRITER WASHINGTON, DC- Amidst a huge gathering, His Holiness Sri Dr. Ganapathy Sachchidananda Swamiji of Mysore, India performed ‘Raga Maya Raga Sagara,’ a Meditation and Healing Concert at the John F Kennedy Center for Performing Arts in Washington DC on July 6, 2019 . At the concert, Swami Chidatmananda of Chinmaya Mission offered a garland to Sri Swamiji. Special invitees, Ambassador P K Kapur, former Indian Ambassador to Chile, and Cambodia, honored Sri Swamiji with a Vastram, and Rajan Natarajan, Transportation Commissioner, and former Deputy Secretary of State for the State of Maryland, presented a memento to Sri Swamiji from the State of Maryland. Another special invitee Shambhu Hakki, First Secretary and Spokesperson for the Indian Embassy in Washington DC, who represented the Indian Ambassador to the US, Harsh Vardhan Shringla, honored internationally acclaimed violinist Dr. L. Subramaniam, who played alongside Sri Swamiji at the concert. At the press conference, prior to the concert, in the Kennedy Center, Sri Swamiji said that he was happy to be performing at the Kennedy Center, and talked about the importance and benefits of attending the Music for Meditation and Healing concerts. Soon after the concert Sri Swamiji conveyed that the Kennedy Center concert had been planned for a long time but finally the star, date and time aligned and

the concert happened. He played two new ragas, Chandika and Kamavardhini and their combination turned out very well. He appreciated special guest, violinist Dr. L. Subramaniam for an excellent performance, and the overall troupe for their musical support. The main raga, Kamavardhini, a very powerful healing raga, played during the concert, worked on the entire body, all chakras, all zodiac signs, and all five elements. Sri Swamiji also played Rushyaketupriya, Kapi, Mohana, Chandika, Kamavardhini, Madhuvarshini, and Sama ragas. The ragas played during the concert are helpful in Cervical Spondylosis, Computer Related Stress, Thyroid diseases, Laryngeal Disorders, Hyperacidity, Irritable Bowel Syndrome, Arthritis, High Blood Pressure, and Insomnia to name a few. Regularly listening to these ragas help relax persons
with such ailments. During the concert, Sri Swamiji walked amidst the audience with a crystal rod and identified people with chronic diseases and channeled healing energy and vibrations, stated a press release issued by media coordinator Vishnudatta Jayaraman. At the concert, artists Jaitra Varanasi (Violin), Shankar Ramesh (Mridangam), Mahesh Bhatt (Tabla), and Mani (Keyboard), and Jaya Datta (Cymbals) from Sri Swamiji’s Celestial Message Troupe accompanied Sri Swamiji. The event was jointly organized by Datta Yoga Center, DC Chapter and Yoga Sangeeta, Sri Swamiji’s non-profit organization based in New Jersey. This concert was part of the US and Switzerland concert tour 2019. Thus far, Sri Swamiji has performed in Houston, and Washington DC. Other concerts are planned in Atlanta, Chicago, Seattle, and Davos, Switzerland.
BY A STAFF WRITER DENTON, TX- A 2-year-old Texas boy reported missing Tuesday afternoon was found dead Wednesday morning inside a neighbor’s SUV parked outside the boy’s family’s apartment. No suspects or charges were announced as the police chief in Denton, Texas, said at a news conference Wednesday that authorities still were trying to determine what happened to the child, Sarbesh Gurung, and how he wound up in the vehicle. Chief Frank Dixon said there was no evidence of trauma to the boy. The boy’s mother prompted a frantic search after she discovered the child missing during a check after she said she’d put him down for a nap around 2 p.m. Tuesday. More than 200 people aided by law enforcement and public safety agencies fanned out around the blocks surrounding the family’s apartment. The boy’s body was found in the back of a neighbor’s vehicle as the neighbor got into it shortly after 6 a.m. Wednesday, say police. Although police had searched that same area “in pretty close proximity” to where the boy lived with his family, Dixon said the vehicle had tinted windows, sun shades and a sun screen in place that made it hard to see inside. He could not say whether that specific vehicle had been searched. A family friend who assisted in the search, Hitesh Adhikari, told that the boy’s father is a fellow student from Nepal at the nearby University of North Texas .

BY A STAFF WRITER PALATINE, IL: Sikh Religious Society organized its second annual 3.2 km Run/ Walk on June 30, 2019 in Palatine, Illinois, a suburb of Chicago. The theme of the run was “Sarbat Da Bhala” (Well-being for All). More than 200 participants of all ages including the neighborhood residents and their families took part. State of Illinois Senator Ann Gillespie, who represents the people of this neighborhood in 27th Senate District, was the honored guest and kicked off the run. The Run/Walk was for well-being, health, peace, love and tolerance. The event was organized by the Sikh youth volunteers and neighbors of the Palatine Gurdwara in collaboration with the Sikh Religious Society board of directors. “The purpose of this run/walk is to engage the neighborhood, encourage each other to get healthy and support youth involvement in community activities,” said Jasvir Kaur of the youth organizing committee. This year’s “Well-being for All” Run/Walk was dedicated to the 550th. birth anniversary of Guru Nanak Dev Ji the founder of Sikh
faith, to honor his spiritual journey walks, where he traveled over 40,000 km, over a period of 24 years, visited nine countries, mostly on foot, having interfaith dialogues with people he met along the way, reminding the importance of truth, social justice, love, respect for each other’s faiths and compassion. The Gurmat Sunday School students, Sehaj Kaur, Ajeet Singh and Asees Kaur, spoke about what inspires them about Guru Nanak. The youth took a keen interest and played a strong role in organizing the event. State of Illinois Senator Ann Gillespie encouraged the youth to participate in such healthy activities and handed out award certificates to the top 3 winners of the Run, 1st place Mukal Kumar, 2nd place Amandeep Singh and 3rd place Shaan Singh Sohi. “This would not be possible without a hardworking team of youth organizers, medical staff, dedicated youth volunteers and their parental support. Everyone loved it and we are making this event an annual tradition,” said Prempal Singh, Sikh Religious Society board member.

A Baffling Disappearance Of 24-Year-Old Mayushi Bhagat From Jersey City SPECIAL REPORT BY HI INDIA STAFF JERSEY CITY, NJ- Over two months after 24-year-old Jersey City resident Mayushi Bhagat went missing, her disappearance continues to mystify the police and deeply distress her family. “There is absolutely no clue as to what happened to Mayushi. My daughter has always kept in touch with us but now it is more than two months that we have had any contact,” her distraught father Vikas Bhagat told Hi India in a telephone conversation. With the case making no headway after weeks, Vikas Bhagat says although he is prepared for the worst, he feels that the absence of any developments also gives him hope that “she is still alive.” Given the passage of time speculation whether she was kidnapped and/or murdered has begun but as her father put it with even if her life came to a tragic end, there would be some indication. The police complaint made by Bhagat at East District, 207, 7th Street, Jersey City is quite bare bones. It is recorded as a “walk in for a missing person” and says, “Upon arrival we spoke with the complainant Vikasbhai M. Bhagat (DOB or date of birth 09/10/1971) who stated that he last spoke with his daughter Mayushi Bhagat (DOB: 07/12/1994) through the text messaging app called WhatsApp on 5/1/2019 at 00300 hours and that she stated she was ok and was not returning home till Friday on 5/3/2019 and does not want to be bothered. Ms Bhagat is described as a 5’10 female with a thin build, has brown eyes and black hair. Ms. Bhagat does not have any mental illnesses and is not on any
Mayushi Bhagat type of medication. Ms Bhagat is currently attending New York Institue of Technology on Wednesdays and Fridays.” The complaint said the police did call Mayushi’s mobile number and left a voicemail asking her to contact the East District police. Nothing has been heard from her, according to her father, either by the police or him since the day she went missing. Referring to his Whats App contact, Vikas Bhagat said he does not believe it was her who responded because “the language does not read like hers.” He suspects the response may have been sent by someone who had her cell phone. “I just do not understand why she would not contact us at all after so many weeks. She was very happy with her life. She had secured an excellent job in California with a company that had agreed to file her H1B
visa,” he said. Mayushi came to America in 2016 on the F1 student visa to pursue a post-graduate degree in electronics engineering. “She is a bright student who always scored well,” Vikas Bhagat said. With a job secured in the tech sector in California her future seemed promising. The circumstances surrounding her disappearance are baffling. Mayushi along with her parents Vikas and Depti as well as a friend named Rashid Mehmood had signed a joint lease for an apartment at 35 Wroom Street in Jersey City on July 1 last year. The monthly rent, according to the lease document obtained by Hi India, was $1675. The fact that Mayushi and Rashid signed it together with her parenbts meant that the two had cordial relations. “Mayushi and Rashid were friends,” Vikas Bhagat said.
GPREC Alumni Association North America Chapter BY A STAFF WRITER HICAGO, IL: About one hundred members from G Pulla Reddy Engineering College (www.gprec.ac.in) alumni and friends from all cities of the United States, travelled to Chicago on weekend of July 7, 2019 to join the GPREC Alumni Association North America conference held at Fairfield Marriott, 700 National Pkwy, Schaumburg, IL. This growing community of engineers and professionals from North America region, enjoyed two such events in the past including the first grand inauguration of GPREC Alumni North America Chapter in 2014 at Silicon Valley, CA & Washington DC followed by one in Dallas in 2017. Apart from this special event the Alumni events were previously held in NATA convention as well. Local Chicago chapter members Mr. Naveen Aduma and Mr. Achyut Kodali welcomed the guests and Mr. Siva Shankar Reddy form Washington DC metro area, conducted the all-day program. The program started with a speech by Mr. KV Reddy, President of the Association explaining the vision, mission of the Association and the distinguished members of the first batch from the institution Mrs. Surekha Nadella, Mr. Srinivas Chada, Mr. Venkatarami Reddy Yerrabolu(2nd batch) & 3rd batch Mr. Raju Datla, Mr. Nagendra Singamsetty, Mr. Veer Karri, Mr. Venu Pajjuri, lighted the lamp and
It is not clear whether the police are treating anyone as a person of interest. When Vikas Bhagat last spoke to Mehmood about Mayushi he had said he did not know about where she might be because she left on the night of her disappearance. Bhagat told Hi India that the case was being handled by the Missing Persons’ Unit. For some reason though, Mayushi’s name does not figure on the New Jersey State Police missing persons’ list. Bhagat said he was not happy with the police response so far even though the police had been reaching out various community sources for Mayushi’s whereabouts. He wondered whether the Federal Bureau of Investigation (FBI) could be more helpful in the matter. Asked how his family was coping with it all, he said hope was their only option until they hear of any specific news. It has been particularly hard to obtain any substantive information about the case from either the Jersey police or the Missing Persons’ Unit. After considerable effort Hi India was able to get a short response from Kim Wallace-Scalcione, Communications Director and Press Secretary in the Office of the Mayor of Jersey City. An email response from her to a list of questions from Hi India said, “We are utilizing all of our best available resources to locate a missing woman from Jersey City. This is an ongoing investigation, and our detectives are working closely with several agencies and are in constant contact with the family. Anyone with any information is asked to call the Jersey City Police Department’s Missing Persons Unit at 201-547-5427.

BY A STAFF WRITER WASHINGTON, DC - The head of the U.S. Citizenship and Immigration Services said immigration authorities are prepared to carry out deportations of about 1 million people. , Acting USCIS Director Ken Cuccinelli said Immigration and Customs Enforcement is prepared to carry out mass deportations as stated by President Donald Trump as recently as last month. “They’re ready to just perform their mission, which is to go and find and detain and then deport the approximately one million people who have final removal orders,” Cuccinelli said. Trump delayed a 10-city ICE raid planned for the end of last month but said deportations would take place if Democrats weren’t able to successfully negotiate changes to immigration policies including asylum practices and “loopholes” for migrants to enter the United States. Then-Acting Immigration and Customs Enforcement Director Mark Morgan also said at the time that he still has the “green light” to carry out deportations.
