HiIndia Newsdesk US President Donald Trump’s order to ban US transactions with Chinese owners of short video-sharing app TikTok and messenger app WeChat cited India’s decision to purge the two applications earlier in June. The US restriction on the transactions will kick in after 45 days, mid-September.

“The risks are real,” the presidential directive said, accusing the mobile applications of capturing vast swaths of information from its users that may potentially be accessed by the Chinese Communist Party. The data captured by TikTok could potentially allow China to track locations of federal employees and

contractors, build dossiers of personal information for blackmail and conduct corporate espionage. The US President went on to cite restrictions on use of TikTok on federal government phones by the US armed forces, homeland security and the transportation security administration.Then he turned to India’s ban on Chinese mobile applications to build the case for his own set of restrictions. “The Government of India recently banned the use of TikTok and other Chinese mobile applications throughout the country; in a statement, India’s Ministry of Electronics and Information Technology asserted that they were “stealing and surreptitiously transmitting users’ data in an unauthorized manner to servers which have locations outside India,” President Trump said.

Earlier, the centres of BLS International — the outsourced service provider for Indian passport and visa applications — under the mission were only accepting passport applications from Indian expats with their visas issued from Dubai and the northern Emirates. Now onwards, Puri said all the BLS centres in Dubai and the northern Emirates will accept passport applications from expats living or working in Abu Dhabi as well.

Bandish Bandits is finally streaming on Amazon Prime Video. The web series stars Ritwik Bhowmik, Shreya Chaudhry, Naseeruddin Shah, Atul Kulkarni, Kunal Roy Kapur, Sheeba Chaddha and Rajesh Tailang. The show revolves around Radhe, a classical performer, and popstar Tamanna. It follows with their budding romance as they collaborate professionally and the conflicts that arise from their union. The 10-part romantic-drama has been directed by Anand Tiwari of Love Per Square Foot fame. It has been produced and created by Amritpal Singh Bindra, known for YRF web series Bang Baaja Baaraat. TWO DAYS after the IPL governing council decided to continue with Vivo as the T20 tournament’s title sponsor, the Chinese smartphone maker is all set to pull out — at least for the 2020 edition starting next month in the UAE. Confirming the development, a BCCI official told The Indian Express that an official statement on the withdrawal will be issued in “a couple of days”. The parting of ways, temporary and by mutual consent, follows a public backlash after the council decided Sunday to hold the IPL from September 19 to November 10 in the UAE, and continue with its China-linked sponsors. Vivo acquired the IPL title sponsorship for Rs 2,199 crore in 2018 in a five-year deal. “We sat after the governing council meeting and agreed on a one-year moratorium. We will also see if their contract can be extended by one year after 2023. This issue will be settled amicably,” the BCCI official said. An IPL council member, too, confirmed the development. “We will issue a new RFP. The process will be very transparent,” the member said. The BCCI shares the broadcast revenue of IPL with the franchises on a 50:50 ratio, apart from handing over 10-20 per cent of the other sponsorship revenue. In an IPL away from home, with increased overhead expenses and without gate receipts, franchises are already walking a financial tightrope. “We would do well to just break even,” said the official.

Karnataka Medical Education Minister Dr K Sudhakar inaugurated the mobile lab claimed to be the first ICMR-approved mobile RT-PCR Covid-19 testing laboratory in India. According to the minister, 9,000 RT-PCR (reverse transcription polymerase chain reaction) tests can be performed in the lab per month. “This is a unique lab having all safety features and capable of producing 100% accurate results within four hours,” said Dr Sudhakar. MITR (Mobile Infection Testing and Reporting) lab by IISc has been handed over to Rajiv Gandhi University of Health Sciences (RGUHS).

The office of the Director of Public Health and Family Welfare found the Deccan Hospitals guilty of “inappropriate and surplus billing” for COVID-19 management services. Private hospitals in the state were allowed to treat COVID-19 patients from midJune onwards. In the last month, several instances of hospitals refusing to hand over

the body of the deceased to their families for want of full settlement of medical bills, complaints of poor treatment and neglect despite exorbitant charges and denial of treatment have emerged in Hyderabad. This is the first time any action has been taken against a private hospital. According to the order, the Deccan Hospital in Somajiguda is now prohibited from admitting any new COVID-19 patient. The hospital has been asked to ensure no inconvenience is caused to patients who are undergoing treatment at present.

HiIndia Newsdesk Eleven passengers who arrived in Hyderabad on a Vande Bharat Mission flight have been detained by Customs officials on charges of allegedly smuggling gold. A flight from Saudi Arabia’s Dammam landed at Rajiv Gandhi International Airport at around 6 pm Thursday and the passengers were detained at around 7.30 pm, said officials. The passengers were apprehended at the airport based on suspicion and subsequent passenger profiling. According to customs officials, they had concealed the gold bars

in the inner pocket of the trousers they were wearing. The seized gold bars, 28 in number, weighed about 3.11 kg and are valued at Rs 1.66 crores, said officials. Customs officials told the suspected the intention was smuggling. “The travellers were migrant labourers belonging to different districts of Telangana. Most of them lost their jobs and were returning to the country. We suspect smugglers had handed over gold to them in return for their flight tickets and a commission of Rs 5,000 or Rs 10,000.

State Sen. Villivalam Asks Those Who Are Able to Join COVID-19 Contact Tracing Initiative BY A STAFF WRITER CHICAGO, IL= In light of the recent spikes in COVID-19 cases around the country, State Senator Ram Villivalam (D-Chicago) is asking anyone who is able to consider applying to become a contact tracer for the Chicago or Cook County Health Department. “Illinoisans have been and need to continue to do a decent job of limiting the spread of the virus by wearing a mask, socially distancing, and washing their hands for 20 seconds,” Villivalam said. “However, while we are doing relatively well compared to other states in the country, we can’t afford to relax our efforts. If you are able, please consider becoming a contact tracer to help us stop any new major outbreaks in our communities.” The Chicago Department of Public Health has received a $56 million grant to create the COVID Contact Tracing Corp and COVID Resource Coordination Hub, while the Cook County Department

of Public Health has received almost $41 million in COVID-19 relief funding from the Illinois Department of Public Health via the FEMA Disaster Relief Act and the Coronavirus Aid, Relief, and Economic Security Act. Contact tracing is the multi-step process of identifying, assessing, and managing

people who have come into contact with a positive case of COVID-19 and connecting them to resources to help them during quarantine. The CDPH is looking to expand and diversify its workforce up to 600 people and the CCDPH is looking to expand its workforce to 400 people. Bilingual and multilingual speakers are needed to help with outreach to all of Chicago’s diverse communities. Contact tracers in Chicago will earn $20 per hour, with supervisors able to earn $24 per hour. The Robert ’92 and Carola Jain Cornell Promise Scholarship meets a critical need at a moment when the COVID-19 pandemic has hit Black communities particularly hard, according to Ray Jayawardhana, the Harold Tanner Dean of Arts and Sciences, the university said. “Supporting our students during this economic downturn is an important expression of our college’s commitment to promote equity and diversity,” Jayawardhana said in a statement. The Jains’ gift is part of the larger Cornell Promise initiative to raise current-use scholarship support for undergraduate students in response to the unprecedented challenge resulting from the COVID-19 pandemic, the Cornell report said. Despite the financial toll of the pandemic on Cornell, the university is committed to ensuring that all admitted students have sufficient financial resources to complete their Cornell education, it said.

Indian Origin Cancer Researcher Woman Killed While Jogging in Texas

BY A STAFF WRITER PLANO, TX -: As crimes are soaring in the US this summer, an Indian woman cancer researcher has been killed in Texas while she was jogging and police say they have arrested a man in connection with the attack. Sarmistha Sen, 43, was killed on Saturday morning on a trail in a park in the Dallas suburb of Plano, police said. A “person of interest related to this homicide is currently in custody”, police said in a statement. The man was arrested while police investigated a nearby burglary, according to police. Sen’s killing comes as crime is shooting up across the US, following protests that started as conscience-raising against police brutality against African Americans, but have now turned into a sometimes violent anti-police movement,

The videos can be shot independently from a variety of vantage points, as might occur at a wedding or birthday celebration, said Bansal, a Ph.D. student at CMU’s Robotics Institute. It also is possible to record actors in one setting and then insert them into another, he told the university. “We are only limited by the number of cameras,” Bansal said, with no upper limit on how many video feeds can be used. Bansal and his colleagues presented their 4D visualization method at the Computer Vision and Pattern Recognition virtual conference, according to the university report. “Virtualized reality” is nothing new, but in the past it has been restricted to studio setups, such as CMU’s Panoptic Studio, which boasts more than 500 video cameras embedded in its geodesic walls, CMU said. Fusing visual information of real-world scenes shot from multiple, independent, handheld cameras into a single comprehensive model that can reconstruct a dynamic 3D scene simply hasn’t been possible, it added. Bansal and his colleagues worked around that limitation by using convolutional neural nets, a type of deep learning program that has proven adept at analyzing visual data. They found that scene-specific CNNs could be used to compose different parts of the scene, according to the report. The CMU researchers demonstrated their method using up to 15 iPhones to capture a variety of scenes — dances, martial arts demonstrations and even flamingos at the National Aviary in Pittsburgh, it said. “The point of using iPhones was to show that anyone can use this system,” Bansal said in the report. “The world is our studio.” The method also unlocks a host of potential applications in the movie industry and consumer devices, particularly as the popularity of virtual reality headsets continues to grow, according to CMU. Though the method doesn’t necessarily capture scenes in full 3D detail, the system can limit playback angles so incompletely reconstructed areas are not visible and the illusion of 3D imagery is preserved. In addition to Bansal, the research team included Robotics Institute faculty members Yaser Sheikh, Deva Ramanan and Srinivasa Narasimhan. The team also included Minh Vo, a former Ph.D. student who now works at Facebook Reality Lab. The National Science Foundation, Office of Naval Research and Qualcomm supported this research, the report said.

Mayor Lightfoot Announces $6.2 Million Awarded To Together Now Grant Fund Recipients MAYOR’S NEWS RELEASE CHICAGO,IL- Mayor Lori E. Lightfoot today announced that the City is awarding $6.2 million in grant allocations to the Together Now fund applicants. The Together Now fund was launched last month, in partnership with Chicago Community Trust and One Chicago Fund, in an effort to provide assistance to small businesses and not-for-profits in Chicago that have experienced economic distress and significant operational losses due to Coronavirus 2019 (COVID-19), or have experienced damage from events of nationwide protests and unrest. “Through the Together Now fund, we’re putting much-needed funds directly into the hands of more than 1,500 of Chicago’s small and locally-owned businesses that were deeply impacted by COVID-19 or the civil unrests last month,” said Mayor Lightfoot. “Our small businesses play a large role in contributing to the vibrancy of our city which is why it is essential that we continue to offer them assistance during what may be the most difficult time that many of them face.” The City received more than 4,000 applications before the online application closed Monday, June 29. The City carefully reviewed each application to ensure it met City criteria, and grants for qualifying applicants were then selected through a lottery system. The fund is comprised of multiple city-backed funding sources including money from the Neighborhood Opportunity Fund (NOF) and CARES Act funding, as well as corporate and individual donations. “From an unprecendented public health pandemic to national civil unrest, Chicago’s smallest businesses have faced a one-two punch that has devastated their business and the surrounding communities as well,” said Deputy Mayor Samir Mayekar. “With the Together Now fund, we’re building on our efforts to provide our neighborhood business owners and local entrepreneurs with the resources they need to survive. By lifting up our small businesses, we’re ensuring they can continue to hire and build wealth in our neighborhoods.” The fund directly targeted small businesses that otherwise would not be able to reopen quickly or at all without additional funding, given the loss of revenue due to COVID-19.

Businesses that have experienced damage from the events related to nationwide unrest and protests were also eligible for infrastructure grants of up to $10,000 to repair physical infrastructure damage. Businesses that have experienced at least a 25% revenue loss due to COVID-19 were also eligible for grants of up to $4,000 to cover operating costs that arose as a result of economic losses experienced due to the pandemic. “As the COVID-19 pandemic persists, Chicago’s businesses owners continue to make unprecedented sacrifices as they have stepped up to keep our community safe,” said Rosa Escareño, BACP Commissioner. “The Together Now fund is our latest commitment to support our businesses and entrepreneurs as we recover from these unprecedented crises and build a better future, together.” To be eligible for either grant, businesses could not have more than 100 employees and needed to provide all requested documentation. Businesses applying for an infrastructure grant also needed to provide proof of damage, including photos of damage, repair quotes or any other available materials. Each business owner was eligible to apply for up to one infrastructure grant and one operational grant. Certain institutions, such as regional or national chain businesses, including franchises, branch banks and payday loan stores were not eligible. “Our neighborhood businesses are the beating hearts of our communities,” said Alderman Walter Burnett Jr. (27th Ward). “The first step to ensuring Chicago recovers from the impacts of COVID-19 is by supporting its smallest businesses that have been hurting over the past several months, which is why I applaud Mayor Lightfoot for her innovative and important work of the Together Now fund.” To further ensure an equitable grant process, the City made allocations to account for a disproportionate impact felt in particular neighborhoods throughout the city. Black and Latinx business owners are more frequently

The fund started with an initial City commitment to address immediate needs of small businesses, and also received additional contributions of $1 million from Jewel-Osco and other donors to assist businesses. “Working with the communities we serve underscores our commitment to our customers,” said Mike Withers, President of Jewel-Osco. The initial round of grants helped more than 1,500 small businesses, with additional recipients to be named through a second round of funding. The second round will focus on awarding grants in community areas that received a disproportionately low number of eligible applicants during the first round. USCIS Adjusts Fees to Help Meet Operational Needs USCIS NEWS RELEASE WASHINGTON, DC—Today, the Department of Homeland Security announced a final rule (PDF) that adjusts fees for certain immigration and naturalization benefit requests to ensure U.S. Citizenship and Immigration Services recovers its costs of services. Unlike most government agencies, USCIS is fee funded. Fees collected and deposited into the Immigration Examinations Fee Account fund nearly 97% of USCIS’ budget. As required by federal law, USCIS conducted a comprehensive biennial fee review and determined that current fees do not recover the cost of providing adjudication and naturalization services. DHS is adjusting USCIS fees by a weighted average increase of 20% to help recover its operational costs. Current fees would leave the agency underfunded by about $1 billion per year. “USCIS is required to examine incoming and outgoing expenditures and make adjustments based on that analysis,” said Joseph Edlow, USCIS deputy director for policy. “These overdue adjustments in fees are necessary to efficiently and fairly administer our nation’s lawful immigration system, secure the homeland and protect Americans.” The rule accounts for increased costs to adjudicate immigration benefit requests, detect and deter immigration fraud, and

thoroughly vet applicants, petitioners and beneficiaries. The rule also supports payroll, technology and operations to accomplish the USCIS mission. The rule removes certain fee exemptions, includes new nominal fees for asylum applicants, and reduces fee waivers to help recover the costs of adjudication. This final rule also encourages online filing by providing a $10 reduction in the fee for applicants who submit forms online that are electronically available from USCIS. Online filing is the most secure, efficient, cost-effective and convenient way to submit a request with USCIS. USCIS last updated its fee structure

BY A STAFF WRITER SANTA CRUZ, CA- The Santa Cruz County, California, Sheriff ’s Department released the names and mugshots of four men suspected of killing Indian American tech entrepreneur Tushar Atre last fall. The suspects (from left to right, top to bottom) are: Kaleb Charters, Stephen Lindsay, Kurtis Charters, and Joshua Camps. All four have been charged with first degree murder, kidnapping, and robbery. Kurtis Charters, 22, and Stephan Lindsay, 22, pleaded not guilty to m u rd e r, ro b b e r y, k i d n a p p i n g , carjacking, burglary, amid a number of other charges. Their co-conspirators, Kaleb Charters, 19, and Joshua Camps, 24, who have also been charged with first degree murder, robbery, and kidnapping, are scheduled to appear in court on Aug. 14. All four defendants are currently being held in Santa Cruz County, Calif., without bail. All were arrested May 19 and are all expected back in court on Aug. 14. Atre, 50, founder and CEO of AtreNet and co-founder of Interstitial Systems — a licensed cannabis dispensary and delivery service — was kidnapped from his beachfront home early morning Oct. 1 and found dead later that morning about 10 miles away. An autopsy revealed that Atre had died from a single gunshot wound. The Santa Cruz County Sentinel reported that no members of Atre’s family, who live on the East Coast, attended the arraignment. But numerous friends of Atre’s were in the courtroom. ,Ashley Keehn, a spokeswoman for the Santa Cruz County Sheriff ’s DepartmentK said, Kaleb Charters and Lindsay had worked for Atre at his cannabis dispensary for about two weeks at the time of the murder Santa Cruz County Sheriff Lt. Brian Cleveland said the motivation for the murder was monetary gain. Police have not released what items or what amount of money was stolen from Atre’s residence.

Florida Police have arrested the husband of a 26-year-old nurse from Kerala, India, for stabbing her to death on Tuesday morning in the parking lot of the hospital where she worked. She was rushed to hospital after she was stabbed multiple times, but she did not survive. She was struck by a vehicle before being stabbed. Mayor de Blasio Announces COVID-19 Checkpoints to Enforce New York State Quarantine Orders

Representative image BY A STAFF WRITER NEW YORK, NY — A new checkpoint program will stop and “educate” travelers into New York City about the state’s mandatory quarantine requirements, Mayor Bill de Blasio announced. The checkpoints will begin Wednesday at major bridge and tunnel crossings into the city, de Blasio said. They will help ensure that travelers from and New Yorkers who visited 35 states with high coronavirus infection rates follow the state’s 14-day quarantine, he said. “The idea is we don’t want to penalize people, we want to educate them, we want to make sure they’re following the rules,” he said. Gov. Andrew Cuomo instituted the highrisk state quarantine — which has kept growing — as a way to stop the coronavirus’ spread back into New York from virus hot spots. The rules require travelers and New Yorkers who visited those designated states to quarantine themselves for 14 days. But while officials require airport travelers to fill out contact forms and laid down $10,000 penalties for violations, Cuomo has lamented that enforcing compliance is all but impossible. A fifth of New York City’s new coronavirus cases have come from travelers coming from other states, said Ted Long, who heads the city’s “Test and Trace” program. De Blasio’s announcement appears to be an attempt to add teeth to the quarantine rule in New York City, once the country’s coronavirus epicenter. The city’s Sheriff ’s Office will run the checkpoints, with help from other law enforcement agencies, said Sheriff Joseph Fucito. Checkpoints will be placed at varying major bridge and tunnel entry points into the city, Fucito said. He said a random selection of vehicles will be pulled over so as not to discriminate against people from other states or otherwise violate rights. “Let’s say it’s every sixth vehicle, or every eighth vehicle,” he said. “We determine something at the beginning of the day and we stick to that pattern throughout the day and that is how the checkpoint will be conducted at different locations.” Fucito said officials hope to avoid stops or locations that will affect traffic. Officers and city public outreach staff will tell travelers about the state’s quarantine rules and encourage them to fill out health forms, officials said. The city will also reach out to travelers at Penn Station starting Thursday. Long said the city’s Test and Trace program will call travelers about the quarantine and offer help with getting through the mandatory quarantine. He said they offer free food delivery, assistance getting medication, connections with doctors over the phone and even a hotel stay.
