US to halt family migration New Trump’s rule to enable US immigration authorities to hold migrant families indefinitely IANS, WASHINGTON
T
he Donald Trump administration on Wednesday announced a new rule enabling US immigration authorities to hold migrant families indefinitely, thus ending the Flores Settlement Agreement that prevents detained children from being held more than 20 days. The Department of Homeland Security announced the change in a statement with acting DHS Secretary Kevin McAleenan saying: “This rule allows the federal government to enforce immigration laws as passed by Congress.” The rule ending the Flores Settlement Agreement, which has been in place since 1997, will be published in the Federal Register on Friday and will enter into force 60 days later, if approved by the courts, the Efe news reported. The Flores agreement establishes that undocumented minors being held in US custody must be provided with housing, medical attention, education, nutrition and proper hygiene, and judicial rulings have prohibited the US government from holding families

US immigration authorities say that they have found cases of minors being used by unrelated adults to illegally enter the country, knowing that the authorities must release their “family group” within 20 days. DHS said on Wednesday that the Flores agreement originally was to have remained in force for no more than five years but it has been extended without previous administrations adopting a definitive rule.
Trump may ‘end’ birthright citizenship WASHINGTON: US President Donald Trump said on Wednesday that his administration is seriously considering an executive order to end birthright citizenship. “We’re looking at that very seriously,” Trump told reporters. “Birthright citizenship, where you have a baby on our land walk over the border, have a baby, congratulations, the baby’s now a US citizen,” said the President. “It’s, frankly, ridiculous.” Trump promised ending the birthright citizenship during his 2016 presidential campaign and once revived the idea last year, according to a report of The Hill. Acting Homeland Security Secretary Kevin McAleenan unveiled new policies which will allow the government to detain families crossing the US-Mexico border longer than before. The policy change could permit authorities to detain families through the duration of their immigration proceedings.

S President Donald Trump has again tore into Denmark for shunning him. “I thought that the Prime Minister’s statement was nasty,” Trump told the press on Wednesday, referring to Danish Prime Minister Mette Frederiksen, Xinhua reported. “It was an inappropriate statement. All she has to do is say ‘no, we wouldn’t be interested’,” Trump said. “Because she’s not talking to me, she’s talking to the United States of America. You don’t talk to the United States that way, at least not under me,” he added. US news outlets recently cited official sources as saying that Trump had considered making a bid to purchase Greenland, an idea Trump later confirmed. Trump said Greenland had strategic interest for the US, defending his position by saying that previous US Presidents had also floated the idea. In a stern response, Frederiksen called the idea “absurd,” triggering a backlash from Trump. Trump later continued the rant on Twitter, blasting Copenhagen

Trump announced postponing a scheduled visit to Denmark in early September.

Our colleague SPO Billal attained martyrdom. SI Amardeep Parihar injured in the incident is being treated at Army Hospital,” stated the police in the tweet. Security agencies were involved in heavy exchange of gunfire with the terrorists in the encounter. The firing had begun with the militants at around 5 p.m. in Old Baramullah and the area was cordoned off for the public. This was the first encounter between security forces and terrorists ever since the Union government abrogated special category status to Jammu and Kashmir on August 5 by reading down Article 370 of the Indian Constitution.

nstead of waiting for reports of damage caused by recent floods in western India, the Central government has dispatched teams of officials to conduct damage assessment surveys, Union Home Minister Amit Shah told a meeting of the Western Zonal Council of states, a statement said here on Thursday. Shah also urged Chief Ministers of Western Zonal Council states like Goa, Maharashtra and Gujarat

rime Minister Narendra Modi on Thursday left the national capital for France to attend bilateral and multilateral programmes there. From France, Modi will travel to the United Arab Emirates (UAE) and Bahrain before returning to France to attend the G7 Summit. S President Donald Trump has urged his “two good friends”, Prime Ministers Narendra Modi of India and Pakistan’s Imran Khan, to work towards reducing tensions over Kashmir. He also advised Pakistan to “moderate rhetoric with India” over Kashmir. In a tweet, Trump said though Kashmir was a “tough situation”, he had “good conversations” with both the leaders. “Spoke to my two good friends, Prime Minister Modi of India, and Prime Minister Khan of Pakistan, regarding trade, strategic partnerships and, most importantly, for India and Pakistan to work towards reducing tensions in Kashmir. A tough situation, but good conversations,” he tweeted. Trump first called up Modi earlier on Monday during which they held a 30-minute talk. Modi conveyed that “extreme rhetoric and incitement to antiIndia violence by certain leaders in

In a press briefing in Islamabad on Monday, Qureshi said that in response to Khan’s call on August 16, Trump made a call to Narendra Modi and “expressed the desire in lowering tensions between Pakistan and India”, Radio Pakistan reported.

Esper India and that all India-Pakistan issues need to be settled bilaterally. Rajnath Singh held a telephonic conversation with Esper on Tuesday to congratulate him on his appointment. Esper appreciated India’s position that the recent developments in Jammu and Kashmir are an internal matter of the country. ISLAMABAD: After Pakistan Prime Minister Imran Khan decided to raise the Kashmir issue at the International Court of Justice (ICJ), the Law Ministry is yet to frame its views on the move. Foreign Minister Shah Mehmood Qureshi had said Pakistan had decided to move the ICJ on Kashmir issue and the Law Ministry would share the details soon. On Wednesday, the Ministry said no decision had been taken. A senior Pakistan Tehreek-e-Insaf (PTI) leader told The Express Tribune that senior party leaders were in touch with Ben Emerson, a London-based lawyer, who advised Pakistan to approach the ICJ on Kashmir issue.
SRINAGAR: After a gap of nearly a fortnight, around 200 schools in Srinagar reopened this week but few students showed up. Though teachers were present in most schools, jittery parents avoided sending their children. “I can’t send my children to school. he question is why did Modi chose ‘now to do what he has done with Article370? There was no big election in sight so as to create a build up for electoral gain. Neither was there any major crisis or any embarrassing situation for the government to find a succour in Kashmir. Perhaps, this was the best time to enact the best of action story for the Modi-Shah Combine. The ‘now’ time had several elements going in the favor of the Combine — a stable domestic political situation, weak Pakistan, a hungry desperate Trump and preoccupied power blocs. It is said that things happen when the right time comes. History will judge whether the ‘master stroke’ is right or wrong.
Domestic Front On the domestic front, Prime Minister Narendra Modi and Home Minister Amit Shah are, for the time being, very comfortably placed as the opposition seems to have simply gone into oblivion. With Rahul Gandhi deciding to lie low, the Congress party is in its most unconfident state. The rest of the Opposition too seems to have fallen flat. put together appear minuscule before the Bharatiya Janata Party (BJP), and within the party, the hold of the combine is absolute. No one dare go against any decision taken by the big bosses. Strong vigil on the LoC and the International Border ensured that infiltration was getting
checked. In the first five months of this year, 101 terrorists were killed including 23 foreigners. After the Pulwama suicide bombing attack, the crackdown on the terror network has been effective. The NIA action against the separatist leaders has exposed their real faces before the Kashmiris. The incarceration of hardcore separatist leaders like Asiya Andrabi, Shabbir Shah, Masrat Alam and a few others have reaffirmed the might of the
investigating agencies. The Kashmiri understands that most of the separatist leaders have been using the so-called ‘azadi movement’ for filling their coffers and settling their sons, daughters and relatives out of the state and country. After demonetisation and the crackdown on hawala operations, the Valley witnessed a drastic reduction in stone pelting incidents. In fact, Hurriyat leader Maulvi Omar Farooq, who is the top religious head of Muslims in Kashmir, had started talking about other subjects like drug addiction, and was also openly advocating for the return of the exiled Kashmiri Pandit community. He even got the Hurriyat to form a coordination committee to work for the return of the Pandit community. For the first time in 30 years, the Valley did not observe a shutdown or protests when Amit Shah reached the state after becoming the Home Minister. The central government’s ‘ back to village’ program, which saw government officials reach villages and farflung areas, was well received by the locals. Weak Pakistan At present, Pakistan’s economy is in poor shape. Inflation is around 11 per cent, the Pakistani Rupee has dropped to 160 against the dollar, forex reserves are sufficient to only
service one and half months of imports and it is in the midst of a serious twin-deficit problem. Pakistan continues to be in the FATF grey list because its domestic laws are weak to tackle money laundering and terror financing issues. FATF has categorically told Pakistan to act against terror by October or face blacklisting. It was because of the FATF hard talk that terror masterminds like Hafiz Saeed and Masood Azhar have been put in jail and restrictions placed on their organizations. The Pakistan establishment is forced to keep its terror network under wraps, at least for the time being. This situation suits India perfectly. Trump’s Afghan Move It does not matter to US President Donald Trump that Pakistan is at the root of the problems in Afghanistan. For Trump, all he wants is to get his forces out of Afghanistan and meet his electoral commitment of getting them back before the US presidential polls in November 2020. It is obvious that Trump wants a deal with Taliban anyhow. So he met Imran Khan in Washington DC, approved a $125 million support programme for the upkeep of F16 fighter jets and, much to Pakistan’s glee, offered to mediate with India on Kashmir.

n his Independence Day speech, Prime Minister Narendra Modi highlighted the issue of population explosion in the country and the need to address it. He added education as a means of both moderating the trend of rising population and making them productive as well. Development trends throughout history have shown that as literacy levels go up, fertility rate falls and economic growth is easier to achieve. The latter is due to the fact that with education, child progress takes place at a faster rate making the
future generation of workforce more productive. Keeping this in view, the National Education Policy (NEP) is updated regularly to ensure equitable access to high quality education to the children of the country. The most recent, NEP 2019, is still in the public domain for wider consultations. Since the country’s independence in 1947, Indian government has always sponsored a variety of programmes to address the problems of low levels of literacy rates in rural and urban India alike. The first NEP was formulated in 1968. Based on the reports and
recommendations of Kothari Commission (1964-1966), the Indira Gandhi government called for radical restructuring and equalizing educational opportunities to achieve national integration along with greater cultural and economic development. This policy laid the groundwork for all the other education policies that followed it. Focusing on compulsory education for all children till the age of 14 years and introducing the policy which promoted the three-language formula (promoting learning of regional language), it gave way to the next educational policy,

National Education Policy 1986. This policy, under the Rajiv Gandhi government focused on the inclusivity of the Scheduled Castes (SC) and Scheduled Tribes (ST) by promoting scholarships, incentives to poor families, and recruiting more teachers from the backward classes.
Due to such initiatives, India has been on track of an improved and inclusive educational condition that our society requires to provide to our next generation. Literacy rate since the time of Independence has increased from 18.33 per cent (Census 1951) to 74.04 per cent (Census 2011).

Chief Minister on May 27, Y. S. Jagan Mohan Reddy decided to review all the projects and announced that it would cancel the contracts and call for fresh tenders wherever the government found irregularities. He argued that reverse-tendering will bring transparency as it would facilitate participation of a large number of bidders and the tenders will be awarded to the lowest bidders. aran Johar is often criticized for only focussing on beautiful, high-class people with perfect lives in his works, but the filmmaker has said that he wont apologize for films that has made, although he is willing to change his cinematic syntax with changing times. “I made that kind of films because I was raised in a certain atmosphere and there was also an aspiration that was attached to my way of thinking. I always thought that cinema was meant to be larger-than-life and therefore, I created characters that were aspirational. But somewhere down the line, cinema’s syntax changed and I have to kind of adapt to that, and make sure that my characters are more rooted and real, so that they don’t seem so flashy anymore. I am accused of affluenza but,

having said that, I won’t apologize for the films that I have been made, although I think I have to tweak the level affluenza in future,” KJo said, while interacting with the media at author Shunali Khullar Shroff ’s

Asked if he agrees that affluenza is a reality, Karan said: “When you talk about my films and affluenza, then that’s been (done by way of) criticism. Everyone says I make films about first world problems. It is said that if Ranbir Kapoor flies a private plane in a film, then his heart shouldn’t be broken at all. Apparently, if you are wealthy you are not allowed to feel pain.” A few days back, Shiromani Akali Dal MLA Manjinder Singh Sirsa had alleged that A-list Bollywood celebrities were in a drugged state at a recent party in Karan Johar’s home. So, right now, I am getting into the show, which is based on 26/11 Mumbai terrorist attack that happened in 2008,”

‘Batla House’: Facts messed up by fiction

n various interviews, the Batla House” team has declared that their film is an attempt to seek definite answers to questions that still remain, regarding the alleged Batla House encounter in Delhi’s Okhla area that happened in the aftermath of the 2008 serial blasts. Ironically, in a crucial courtroom scene of the climax, when the defense and prosecution are arguing to establish the guilt or innocence of a key suspect, an announcement appears on the screen stating that the filmmakers “do not endorse the viewpoint of either party”.

‘US, North Korea talks will soon resume’ SEOUL: Seoul on August 22 said negotiations between North Korea and the US may resume soon, following a US special envoy’s visit to South Korea. “The impression that I got (from the talks with Stephen Biegun) was that the dialogue between the North and the US appears likely to unfold soon,” South Korean Deputy National Security Adviser Kim Hyun-chong said after a meeting with Biegun, Yonhap reported. The South Korean official’s remarks came a day after Biegun said that the US was “prepared to engage as soon as we hear from our counterparts in North Korea”.
‘Committed to creating platform for dialogue’ HONG KONG: Hong Kong Chief Executive Carrie Lam on Tuesday said she was willing to create a platform for dialogue, but will not sanction an independent investigation into police actions during the political crisis that has rocked the city for almost three months. Lam said her administration would immediately work on setting up a means of finding a solution to the civil unrest triggered by her now-shelved extradition bill, which would have allowed criminal suspects to be sent to mainland China, the South China Morning Post reported. erman Chancellor Angela Merkel and British Prime Minister Boris Johnson maintained their respective stances on Brexit, but said that they believe an exit accord can be reached in the end. The differences between the two leaders mainly revolve around the safeguard — or “backstop” — for Ireland, which would obligate the United Kingdom to remain a part of the EU Customs Union although it
would not define the future relations with the European Union after Britain’s exit from the bloc. “The backstop has always been a fall-back option until this issue is solved and one knows how one wants to do that,” Merkel said on Wednesday before she discussed the matter with Johnson in Berlin, Efe news reported. “It was said we will probably find a solution in two years. But we could also find one in the next 30 days, why not?” she added. The Irish government says that

community news IPPFA praises signing of First Responders Suicide Prevention Act
BY IPPFA NEWS RELEASE SPRINGFIELD, IL – The Illinois Public Pension Fund Association (IPPFA) today praised the signing of the Illinois First Responders Suicide Prevention Act, a new law the IPPFA drafted that will help fight the number one cause of duty-related deaths in the state. Gov. J.B. Pritzker signed the legislation today at the Illinois State Police headquarters in Springfield, and the law takes effect immediately. “This new law is a major step toward saving the lives of everyday heroes, those who run toward danger rather than away from it and have for years suffered silently because of it,” said IPPFA President James McNamee. “This will give police officers and firefighters the assistance they need to save their own lives while they work every day to save ours.” The legislation, which overwhelmingly passed the Illinois General Assembly as House Bill 2766, provides that any emergency services or public safety employee may refer any fellow first responder for mental health services through an employee assistance or peer counseling program. If such a program is not available through the employee’s agency, the legislation authorizes that help may be sought from any available mental health assistance program. Most importantly, the bill mandates that any oral or written information communicated during these mental health sessions would be strictly confidential and could not be used in any judicial hearing, arbitration, or other adjudicatory proceeding. The IPPFA drafted the bill more than two years ago. It was written by IPPFA board member and first responder Shawn Curry, and the legislation gained steam following several recent first responder suicides in Illinois. “Crimes, fires and other emergencies have
not gone down, and as we place more duties on fewer people, those people need to have access to confidential help when they need it,” McNamee said. “The attempted suicide rate for first responders such as police officers and firefighters is more than ten times the rate of the general public, and this new law will literally save lives.” This spring and summer the IPPFA partnered with the Northern Illinois University Psychology Department to develop training for first responder mental health service providers. This training will be accredited through the university and can be taught through the state’s university system. A recent study by the Ruderman Family Foundation examined depression, posttraumatic stress disorder and other issues affecting first responders and the rates of suicide in departments nationwide. The study determined that first responder suicides outnumber all line of duty deaths in the United States, making it the number one cause of death for firefighters, police officers, probation and corrections officers, paramedics and ambulance personnel. The IPPFA was founded in 1985 as a notfor-profit organization whose mandate was to educate public pension fund trustees. In 2009 the IPPFA became the primary education provider for public pension fund trustees in the state of Illinois, and its members manage more than $18 billion in pension assets.

FBI Warns of Scammers Spoofing FBI Phone Numbers in Southern California to Trick Victims Using Threats, Intimidation FBI NEWS RELEASE LOS ANGELES, CA —The FBI Los Angeles Division is warning the public about a phone scam that spoofs, or fraudulently displays, the FBI’s real telephone number on the victim’s caller ID. The scammer impersonates a government official and uses intimidation tactics to demand payment of money purportedly owed to the government, according to the scheme. Scammers have spoofed the phone numbers of FBI offices in California, Montana, Colorado, Texas, Wisconsin, Oklahoma, and Kentucky. The FBI has seen its main number (310477-6565) spoofed in this manner, as well as the numbers of the division’s Resident Agencies; most recently, Santa Maria (805346-2728) and West Covina (626-919-3434). Residents nationwide have been targeted. Recent cases include a number of victims in California. The intended target may be told there is a federal warrant for their arrest, which would be dismissed by the court in exchange for immediate payment. The caller often knows the name, background, and personal cell phone number of the intended victim. Unsuspecting victims may also be told the following: That their social security number has been compromised and linked to money laundering. - That their social security number has been used to open bank accounts and that the government would seize those accounts. - To protect their money, funds should be transferred to accounts specifically set up by the government, which would be protected until the situation is resolved, at which point the money would then be returned. - Failure to transfer money could lead to loss of funds and possible arrest. - To meet with a Social Security
Administration Agent to verify identity; once complete, a new SSN would be issued so that a new bank account could be opened. The public is reminded that the FBI does not call private citizens to request money or threaten arrest. There are a number of ways individuals with criminal intentions can obtain a victim’s name, phone number, or email address. The FBI reminds the public to limit the amount of personal information provided online, including on social media sites. To avoid becoming the victim of a scam: - Always be suspicious of unsolicited phone calls. - Never give money or personal information to someone with whom you don’t have ties and did not initiate contact. - Before signing up for a contest or email distribution list, make sure the business has a policy not to share your information or sell it to a third party. - Scammers count on your lack of knowledge, so take the time to educate yourself about any offer you receive. - Trust your instincts: if an unknown caller makes you uncomfortable or says things that don’t sound right, hang up. The FBI strongly encourages anyone contacted by a caller who says they are with the FBI to verify the information with their local FBI Field Office. The Meadows Club donned the Black and Gold theme of the event. The FIA celebrated its 10th Anniversary by recognizing Prominent community members and leaders in a glittering awards presentation ceremony. Amongst the 600 plus attendees the event was attended by many VIPs, Dignitaries and Who’s who of the community. Personalities like Congressman Raja Krishnamurthy, Consul General of India Chicago Sudhakar Dalela, Illinois Senator Christina Castro, Illinois Senator Laura Murphy, Illinois State Representatives Michelle Mussman, Schaumburg Mayor Tom Dailly, Hanover Park Mayor Rodney Craig, Village of Oakbrook Mayor Mr. Gopal Lalmalani and Hoffman Estates Mayor William Mcleod made their presence felt at the event. BY A STAFF WRITER LISLE,IL- The two-day festival opened Saturday morning with words from local dignitaries, among them Mayors Chris Pecak and Phil Suess, of Lisle and Wheaton respectively. Dan Hebread, president of the DuPage County Forest Preserve welcomed Veggie Fest to its new location, and event coordinator, Jonathan Kruger said: “There were tens of thousands of people spread out all over this beautiful park, and it never felt crowded. I’m still walking around saying, ‘Wow!’ This is the first year for Veggie Fest at Danada South Park, Navistar Drive in Lisle, IL -- a new venue with much more room than any of the previous locations. More room, as we all know, means more of everything. The 4000 foot kids’ tent had been packed since opening, and lots of little people were walking around with their faces painted. A separate area for toddlers and a special learn-to-meditate tent just for parents and kids were also part of the children’s program this year. The huge international food court went full tilt all weekend. You can check it out at www.veggiefestchicago.com/foodcourt/, but to appreciate what it really was like, you had to be there. A couple of recent additions included four styles of vegan omelets (without eggs) and the rising star of the vegan burger scene, the Beyond Burger. South Indian dosas were back, and if you’ve never had one, you missed out on something great. BTW, the lines moved quickly. A thousand (1000) volunteers come from countries all over the world to make Veggie Fest a success. Their enthusiasm is contagious, and their loving service accounts for the peaceful atmosphere everyone comments on. -more-

Veggie Fest boasted an impressive roster of speakers. Kicking off on Saturday was Saraswati Sukumar, Ph.D., professor of oncology and pathology at the Johns Hopkins University School of Medicine, who talked about her research on preventing breast cancer using natural foods and herbs. Noted spiritual leader Sant Rajinder Singh Ji Maharaj, head of Science of Spirituality, chief sponsor of Veggie Fest, gave the keynotes both days on meditation for healthy living. On Saturday, he said we need to heal our spirit if we are to heal our body, mind, and emotions. He continued this theme on Sunday, speaking about meditation and giving detailed meditation instructions, after which the audience had a chance to try it for themselves. John Salley, four-time NBA champion and former member of Chicago Bulls basketball team, spoke passionately about
why he adopted a plant-based diet. Kenny Duggal, MD, ABPMR, assistant professor at Rush University Medical Center, attracted a crowd with his talk: “Eat Green, Get Lean.” Both Neal Barnard, M.D., F.A.C.C., George Washington University School of Medicine and president of the Physicians Committee for Responsible Medicine, and Terry Mason, M.D.,COO of the Cook County Health Department, talked about the power of plant-based foods to create and sustain our health and wellbeing. After listening to several speakers, a young mother commented, “I never realized there was so much scientific research done on plant-based eating. There are going to be some changes in my house.” Several favorites were back doing demos: Chicago’s premier raw food restauranteur, Karyn Calabrese; cookbook author Elle Jaffe; Marla Rose of Chicago’s Vegan Mania; and vegan gourmet chefs, Acooba Scott and Chef Ramses Bravo. Nature’s Path Organics, one of the biggest names in organic food and a Veggie Fest favorite, offered cooking tips and free samples. Backing up the scene on both days was some great music. Zach, Deacon Blues, Afinca’o, Brother John, Gizzae, and V. Holmes’ A Tribute to the Motown Greats. People started dancing sometime in the afternoon, and even though it got dark and the band had packed up, they still hung around. Sorry, guys. You’re just going to have to wait until next year. Hindola/Phala Utsav Celebrated at The Hindu Mandir of Lake County BY A STAFF WRITER GRAYSLAKE, IL- A popular summer event, Hindola/Phala Utsav was celebrated at the Hindu Mandir of Lake County, Grayslake, IL on 18 Aug, 2019 afternoon. More than 300 hundred devotees participated in the event with great grandeur and splendor. The program started with Sankalpam, and Lord Krishan’s Abhishekam with different fruit juices by the sponsors. Yogesh Pandey chanted Vedic Mantras while Pt. Anil Joshi Ji performed Abhishekam. Beautifully dressed Lord Krishna was placed in the colorfully decorated swing in the midst of 70 families’ Krishna statues that were received with warm welcome slogans, songs, and Garabha dances by the devotees. Summer delicious fruits and juices were displayed nicely and offered to all the deities with much veneration and adoration. The Shrine was filled with melodious Bhajans sung by Rita Patel and Athul Soni. This created a pious atmosphere all around. Later, Pt. Joshi Ji delivered his brief Pravachan by saying that this kind of fruits and juices arrangement was made by Ma Yashoda in the forest when the young Krishna took cows for grazing for the first time. All the Gods and Goddesses came there to enjoy fruits and juices with Lord Krishna that he shared with much joy. He further
said that in the Kali Yuga, Maha Prabhu Valabhacharya rejuvenated this Hindola celebration for his much-loved Lord Krishna. The message given here was that according to Bhagavad Gita, whatever is there in the nature belongs to Lord Krishna. We have use them after talking his permission and thanking Him for all that He has blessed us with. We also have to share them with others with respect and love. Pt. Joshi Ji said that we will be able to establish our relationship with Lord Krishna, when we feed Him and love Him like He did with other Gods that
came in the forms of animals and birds to his Phala Utsav. From this day, Lord Krishna was also named as Gopal (Go (cow/life) Pal (takes care of ). ‘’Public Charge’ Rule Set:Half of All Green Card Marriage Applications Will Be Denied
BY A STAFF WRITER WASHINGTON, DC- Despite widespread opposition, the U.S. Department of Homeland Security (DHS) today released its final version of the public charge rule, a sweeping regulation that aims to restrict legal immigration. Once in effect, the new policy could impact more than 1 million green card and visa applicants within the United States each year, plus millions more abroad. The new rule is scheduled to take effect in 60 days, on Oct. 15, 2019. At that time, DHS could begin denying more than half of all marriage-based green card applications. The new rule would potentially deny green cards to one million immigrants each year who are currently living in the U.S. and have received any of several forms of federal public aid, including food stamps — a program known as Supplemental Nutrition Assistance Program, SNAP — Medicaid, Supplemental Security Income, and Temporary Aid for Needy Families, or TANF. Immigrants applying for green cards must also be able to document that they earn at least 250 percent of the Federal Poverty Level, about $41,000 per year for a couple, and about $73,000 for a family of five. Nationwide, about seven percent of Indian Americans live at or below the federal poverty level, according to data from the Migration Policy Institute. Undocumented immigrants are ineligible for most forms of federal public aid. The new rule would also adversely impact immigrants who live abroad and are seeking permanent entry into the U.S. Those who are determined by USCIS to need federal public aid in the future, will also be denied a visa, potentially affecting about 13 million people each year. USCIS will use a variety of factors such as level of education, current income, ability to speak English, age, and chronic diseases to determine eligibility. Separately, H-1B holders and their spouses may also face hurdles in their ability to document a sustainable income. Many spouses of H-1B visa holders currently hold work authorization, a provision implemented during the Obama administration. Shortly after President Donald Trump took office, his administration announced its intent to cancel H-4 EAD. The revocation of that rule has not yet been finalized, but, if it does become a final rule, H-4 visa holders will have no income to document. .The new rule will allow USCIS to deny more than 50 percent of all marriage green card applicants, according Rand. This would force an estimated 200,000 married couples each year to leave the U.S. or live apart indefinitely, he told India-West. During a 60-day public comment period on a draft rule, the Department of Homeland Security received almost 64,000 final responses, with most people opposing the rule. “For over a century, the public charge ground of inadmissibility has been part of our nation’s immigration laws.
