The backlog this year has grown at a record pace, said the Transactional Records Access Clearinghouse at Syracuse University, which tracks immigration court data, on Wednesday. Jaishankar, has joined the Observer Research Foundation (ORF) think tank as Director of its US Initiative. The ORF announced the appointment on its website: “Dhruva Jaishankar is Director of the US Initiative at ORF.” ORF is supported by Reliance Industries (RIL), which is one of its main funder. It was set up as an independent multi-disciplinary think tank with the support of RIL in 1990. Dhruva Jaishankar, in his 30s, is a fellow in foreign policy studies at Brookings India in New Delhi and the Brookings Institution in Washington. He is also a Non Resident Fellow with Lowy Institute in Australia. He contributes regularly on strategic affairs in the media. His research examines India’s role in the international system and the effect of the global development on India’s politics, economics and society, with particular focus on India’s relations with the US, Europe

stay in the country for years as their cases wend their way through the courts. That has had the effect of delaying court dates for asylum seekers who arrived in the country earlier. The administration’s actions have had the effect of allowing most people who already have asy-

lum cases pending to stay longer though TRAC data suggest most of these immigrants will ultimately not qualify for asylum. Asylum seekers are currently issued work permits while they wait, though the administration has moved to do away with the requirement to issue these work permits. The Trump administration has argued that the extensions and work permits provide a back door for immigrants to stay in the country and that the wait times have made crossing the border only more attractive for prospective migrants. The Justice Department, which oversees the immigration courts, has pressed individual judges to move through cases faster, giving judges a one-year deadline to decide each case and setting a 700case annual quota. Only about a third of judges are on track to meet that goal, according to Ashley Tabaddor, president of the National Association of

Immigration Judges, a labour union. The Justice Department has also hired more judges to speed up processing. About 400 judges are working today, according to the union, compared with about 280 at the end of the Obama administration. Last week, the government also set up temporary tent courts that are closed to the public, to hear the cases of asylum seekers the Trump administration has required to remain in Mexico while awaiting court dates. Meantime, the Trump administration has taken steps to limit applications for asylum, which it argues will allow courts to concentrate on existing cases. The Supreme Court last week allowed the Trump administration to begin enforcing a policy preventing nearly all immigrants from Latin America, except those of Mexican origin, to qualify for asylum.

S President Donald Trump has reiterated the need for a stretch of about more than 800 km of border wall with Mexico to tackle what he said was a serious national emergency. During a visit to a stretch of the border fence erected in Otay Mesa, southern California, Trump on Wednesday said the “tremendous national emergency” involving drugs and human trafficking could only be contained with the construction of the wall and “when human traffickers can’t come through”, reports Efe news. This was Trump’s second visit to the site, having previously gone in 2018 to observe the eight prototypes of the new wall he promised to build across the more than 3,200 km of the border with Mexico. The prototype project cost exceeded $3 million and was finally demolished in February without any being selected. However, the San Diego fence began to be replaced in June 2018 by a new metal wall between 18-30 feet high, almost twice as high as the previous stretch, at a cost of

He said that once the new barrier is erected, military contingents deployed at the border will be removed and only Customs and Border Protection officers will be kept. Regarding Mexico’s cooperation in addressing the immigration crisis, Trump stressed that they were “paying for 27,000 soldiers”, thwarting illegal border crossings. He also said raising tariffs on Mexico by 5 per cent for six months would cover the total cost of the wall, but ruled out taking measures in this regard.

he Gujarat High Court on Thursday gave clearance to Prime Minister Narendra Modi’s ambitious bullet train project as it rejected over 59 out of 61 petitions filed by farmers against the land acquisition process and “inadequate” compensation. A bench of Justices Anant Dave and Biren Vaishnav declined to entertain the petitions challenging the land acquisition for the 508km-long Ahmedabad-Mumbai bullet train project being undertaken by National High Speed Rail Corporation Ltd. Upholding the validity of the Gujarat amendment in 2016 to the Centre’s land acquisition law, the court noted though the project is multi-state, but the Centre had approved executive power to Gujarat to acquire land for it. KOLKATA: The CBI on Thursday raided various locations here, looking for the elusive senior IPS officer Rajeev Kumar, wanted by the federal agency in connection with the Saradha Ponzi scam probe. Kumar, who has not been seen in public since Friday evening after the Calcutta High Court withdrew the interim protection from arrest given to him, has failed to appear before the CBI for questioning disregarding multiple notices served by the probe agency. The CBI sleuths, including men from the special investigation team set up to find Rajeev Kumar, went to the IPS officers’ mess in Alipore, Kumar’s official residence on Park street as also a five star hotel off the Eastern Metropolitan Bypass. “We are searching for him,” a CBI

officer told IANS over phone. Four Central Bureau of investigation officers drove to 34, Park Street and stayed there for 45 minutes trying to collect information about Kumar. The large number of policemen standing guard outside the quarters initially had no idea of the CBI officers’ presence. But once they came to know of the CBI sleuths’s arrival, the cops allowed them in only after checking their identity in detail. The sleuths’ next stopover was the IPS officers’ mess. Then the sleuths raided Hotel Vivanta near the Ruby Hospital Crossing. Stopped by the hotel authorities, the CBI officers went in after brandishing their identity cards and made enquiries from the hotel staff. The sleuths next went into the hotel taking the kitchen entrance and came out after half an hour.

Meanwhile, Saudi Arabian Oil Co., or Saudi Aramco has said that the suspended production capacity would come online by end of the month. The strike on the Saudi oil field disrupted more than half of Saudi Arabia’s oil capacity or 5.7 million barrels per day (mbpd). Amid the growing hostilities in the region, US Secretary of State Mike Pompeo was on a visit to Jeddah, Saudi Arabia and Abu Dhabi, United Arab Emirates. Terming Shah’s clarification as better late than never, Janata DalSecular (JD-S) leader Ramesh Babu said with so many languages and dialects, it would be difficult to have a common or one language across the country for practical reasons. “Though Hindi is spoken by more people and in more states, especially in the country’s heartland and across the Gangetic plains, regional and local languages are dominant in other states. Many states like Andhra Pradesh and Karnataka were formed when states were reorganized on linguistic basis in 1956,” Babu said.

Man lynched for suspected witchcraft HYDERABAD: A 24-year-old man was lynched near here on the suspicion of practicing witchcraft, which allegedly led to the death of a woman. The incident occurred in Adraspalli village on the outskirts of Hyderabad on Wednesday but came to light on Thursday. The police identified the youth as Bovini Anjaneyulu. The 45-year-old woman identified as Gara Lakshmi died on Wednesday after a prolonged illness. But her family suspected that Anjaneyulu, a resident of the same village, performed witchcraft on her. While performing the last rites of the woman on Wednesday evening, her relatives waited to see if the victim turned up. When he was passing by, they caught hold of him, thrashed him and axed him to death. The body was burnt in the same pyre to wipe out evidence. However, the police was informed about the incident and senior officials rushed to the village and launched an investigation. The investigators collected bones and other remnants from the scene and sent it for forensic tests. Witchcraft is practiced in Telangana villages and in the past many people suspected to be practicing black magic were killed by the relatives of the victims. —IANS

The agitation, spearheaded by the DMK, was one of the major reasons for the Dravidian party coming to power in the state in 1967, displacing the Congress. Even in the 1930s -- prior to India’s independence in 1947 -the erstwhile Madras Presidency had witnessed agitations when Hindi was sought to be introduced

as a subject in schools. In the recent times too, controversies were stoked by certain remarks, moves and decisions by the Modi government regarding propagation of Hindi. The latest was Shah’s comment that “it is very essential that the entire country has one language which becomes its identity in the world” and that only Hindi language could be such a uniting force. Political parties in states like

Tamil Nadu and Karnataka saw it as an attempt to impose Hindi on them and declared their intent to launch an agitation against it. However, as more and more leaders spoke out against his remarks, Shah clarified on Wednesday that he never sought imposition of Hindi on other regional languages and had “only requested” that Hindi should be learnt as second language along with one’s mother tongue.

National Public Radio reported that a dozen demonstrators with “Stop Genocide, a project of the American human rights group Justice For All”, delivered a petition with 100,000 signatures to the Gates Foundation headquarters in Seattle protesting the award for Modi. The radio also said that three Nobel Peace Prize winners — Shirin Ebadi of Iran, Tawakkol Abdel-Salam Karman of Yemen and Mairead Maguire of Britain — had also sent the Gates a protest letter.

Optopolitics of rarest kind will emanate and follow from Trump-Modi combination ROBINDER NATH SACHDEV, NEW DELHI

T

he ducks seem to be lining up for President Donald Trump to join Prime Minister Narendra Modi at the Indian-American community event slated to be held on September 22 at Houston. Modi will take the megaphone to address the Indian-American community at the 50,000-capacity NRG Stadium, at an event titled as “Howdy Mody”. Now imagine that Trump is also at the event. Optopolitics of the rarest kind will emanate and follow from the combination. Will both leaders enter together, walk through the aisles, waving at the crowds, and reach the stage together? Will Modi start his address, and Trump sit and listen to the 40-60 minutes of Modi’s speech? And then, will Trump address the audience for 20-30 minutes? Chances are slim for this scenario to play out, for many reasons. Rather, some alternative version will be on display. One efficient option can be that Modi addresses the audience, and just as he is ending the address, Trump walks in, shouts out a “Howdy Modi!”, and joins and hugs Modi on stage, to rousing cheers. And then, Modi and Trump together, hand in hand, exit the reception, as the crowd keeps cheering to the roof.

Trump comes to take his friend Modi, and they together go for a summit meeting. The optics and politics of Trump at the community event will be powerful. Why would Trump travel to Houston? Surely not to only attend the community event with Modi. It will have to be for something far more than this. Though by attending the event, Trump could well stand to gain political

mileage with the Indian-American community, or is Trump doing a favour by joining the event? Or, Trump could please the crowds by making a short announcement that he will soon be visiting India? A visit by Trump to India in next 3-4 months is of high importance, perhaps as chief guest to the pageantry of the Republic Day Parade at New Delhi next year. Or, will it also be about large-

scale shifting of American companies to India from China, with some marquee announcements? What about a strong signal from America for an FTA (Free Trade Agreement) deal? India is worryingly short of what to do to tackle its current economic slowdown. A green flag on FTA will push US investments into India, away from China, and will therefore be a significant confidence building mea-

sure for the Indian market, and economy. If the US does this signalling, then what is the quid pro quo offered by India? What else can be a bold, innovative exchange between the two leaders? On defence? Though there can be some large deal on defence, there, however, cannot be a clean break by India in favor of the United States with the total exclusion of Russian supplies in future. The US seems to be realizing this, and India also seems to be doing some introspection in this matter. Right now, India may be at a stage where the geostrategic interests might weigh in favor of such a step by India. If India decides so, then the quid pro quo from the US must be something that India gets in exchange that is similarly ground-breaking, and with commensurate value for India. What can be this value that India might demand? Of course, there are a host of other topics too, equally important, that shall be discussed, like counter terrorism, Pakistan behavior in the Af-Pak, PoK, and Kashmir, and a range of other bilateral, regional, and global issues, including reform of world bodies, like the United Nations and WTO. When Modi roars “Howdy America”, it will be answered by a resounding “Howdy, Modi” by Trump. Quid pro Quo. Hello, Houston, we have a deal.

I

n a major breakthrough, Indian intelligence agencies have busted a “call center” being run by the Inter-Services Intelligence (ISI) of Pakistan in Jhelum city, 116 km from Islamabad. The call center, a major counter-intelligence hub of ISI, aimed at targeting the Indian Army and government officials in honey-traps, was being operated with the help of Pakistan Telecommunication Company Limited (PTCL). The ISI-backed call center was using Indian SIM cards, seized by Pakistan customs from Indian travelers, mostly women, visiting their relatives in Pakistan. Over 100 Indian SIM cards have been traced as the Delhi Police along with the police of a few other states launched a nationwide investiga-

tion into a sensational honey-trap scandal. The Indian SIM cards of female Indian travelers were used to camouflage identities of Pakistani women operating from call centres located across the border. Through Indian SIM cards and fake Indian IDs were created in Facebook bearing names like Sangeeta Mishra, Ayesha Roy, Nita Singh etc. Pakistani girls engaged by the call centre were especially trained in speaking fluent Hindi with a North Indian accent. With the help of ISI handlers, these girls primarily searched Indian security personnel on social media platforms and later approached them. After initial chats with the target group, the girls made video calls on Facebook and recorded them. The girls then shifted to WhatsApp for more intimate chats. The Indian officials trapped by the ISI call centre, at the outset had an impression

that they were chatting with Indian girls. Sources in the Delhi Police revealed to IANS that the scandal was unearthed when one woman from Delhi was questioned by the sleuths. The woman in the early thirties disclosed that her SIM card and phone was seized by the Pakistan Customs during her visit to Pakistan. During further investigation, it was discovered that the same SIM card of Delhi woman, bearing a Delhi mobile number was being used at PTCL call centre run by ISI from Jhelum City. “The woman also revealed that Indian mobile phone and SIM cards of Indian travelers were seized by Pakistani authorities who declared that no indian mobile phone or SIM card would be allowed to be used on Pakistani soil for security purposes,” said an officer of the Delhi police. tary Intelligence got a whiff of the honey-trap scandal when few Indian security personnel got involved in such cases on Facebook and other social media platforms. Later when the Indian mobile numbers were tracked and owner of the SIM cards were traced in India, the agencies became aware of the ISI’s notorious design to trap indian officials. Sources said earlier this year, Anti-Terrorist Squad (ATS) of Uttar Pradesh traced 125 fake IDs of women on Facebook, which

were a plant of ISI to honey-trap Indian paramilitary and Army officials. The data of fake accounts was shared by Intelligence Bureau and military agency with ATS. The Indian agencies shared its data with other state police since BrahMos Aerospace engineer Nishant Agarwal and BSF jawan Achutyanand Mishra were honeytrapped by ISI in October last year. Sources said several personnel of Indian security agencies were seduced by the Pakistani girls through Facebook and Whatsapp.
