CNBC reported that the decision to hold off on a formal vote comes amid growing pressure from Republican lawmakers and White House officials who have criticized House Democrats’ efforts as an illegitimate attempt to undermine Trump’s presidency. But many members of House Speaker Nancy Pelosi’s caucus want to avoid the perception that the White House is dictating how the House, as part of a separate and equal branch of government, conducts itself, an aide familiar with Democrats’ discussions told CNBC. rime Minister Narendra Modi on October 15 said India would not allow its water to flow to Pakistan. Brexit deal has been agreed between the UK and EU negotiating teams before a meeting of European leaders in Brussels, reports said. “We’ve got a great new deal that takes back control,” British Prime Minister Boris Johnson tweeted on Thursday, the BBC reported. European Commission President Jean-Claude Juncker said it was a “balanced agreement”. However, Juncker and Johnson
have urged their respective parliaments to approve the deal. It is still uncertain whether it will be backed by a majority of MPs in the Parliament as Northern Ireland party DUP has rejected it. “We have been involved in ongoing discussions with the government. As things stand, we could not support what is being suggested on customs and consent issues and there is a lack of clarity on VAT,” a statement from DUP leader Arlene Foster and the party’s Commons leader, Nigel Dodds, said.
“We will continue to work with the government to try and get a sensible deal that works for Northern Ireland and protects the economic and constitutional integrity of the UK. No. 10 sources have told the BBC’s political editor Laura Kuenssberg that Johnson will later ask EU leaders to reject requests for an extension to the Brexit deadline of October 31. MPs passed a law in September that requires the Prime Minister to request an extension on October 19 if Parliament has not agreed a deal or backed leaving without a deal by that date.

BAGHDAD: Iraqi Defense Minister Najah al-Shammari said on Wednesday that the security forces captured a number of Islamic State (IS) militants who tried to infiltrate into Iraq to flee the battles in neighboring Syria. Al-Shammari made his comments during his tour to the IraqiSyrian border in western Iraq where he met with commanders of the security forces, according to a statement by the Defense Ministry. He highlighted the need to continue hunting down those who infiltrate into Iraq and to prepare the defensive positions on the border to prevent the infiltration of terrorists. Al-Shammari’s tour on the border with Syria came as Turkey is carrying out an operation against the Kurdish forces in northern Syria. —IANS

he Syrian army entered the symbolically important Kurdish-held town of Ayn al-Arab in northern Syria near Turkey, state news agency SANA reported. The army units entered Ayn alArab, also known as Kobane, in the remote northeastern countryside
of Aleppo province in northern Syria “amid the welcome of the residents there,” said SANA on Wednesday. Meanwhile, the London-based war monitor Syrian Observatory for Human Rights said the army entered Ayn al-Arab with Russian military units. The entry comes as part of an agreement reached recently between the Kurdish forces and
the Syrian army about handing over Kurdish-controlled areas to the Syrian army to counter the ongoing Turkish assault against Kurdish-controlled areas in northern Syria, Xinhua news agency reported. he newly-minted economics Nobel laureate Abhijit Banerjee has warned that the Indian economy is going into “a tailspin” and his prescription is for the government to focus to increasing demand rather than on deficits or stability. When “the economy going into a tailspin is the time when you don’t worry so much about monetary stability and you worry a little more about demand, the demand is a huge problem right now in the economy,” he said at a news conference at the Massachusetts Institute of Technology (MIT) in Cambridge after his prize was announced. The fall in consumption was a warning sign for India, he said while answering a question about the state of the Indian economy partly in Bengali, which he translated into English. He said, “The economy is doing very badly in my view. One of the numbers that just came out is the National Sample Survey which comes out every one and a half years or so and it gives you the average consumption in urban and rural areas in India and the fact that we see in that is that between 2014-15 and 2017-18, that number has slightly gone down. That’s the first time such a thing has happened in many, many, many, many years. So that is a very glaring warning sign.” In this scenario, he said that the government was concentrating on deficits and monetary stability when the focus should be on increasing demand.

So, Banerjee’s wife teased him amid laughter about answering the question about India saying, “He has an opinion.” He replied, “That is a statement not about what will work in the future but about what is going on now. That I am entitled to have an opinion about.” Asked for his resposne to being the sixth Nobel laureate with a Kolkota connection, starting with Rabindranath Tagore in 1913, he said, “I assume they are all much more distinguished than me. Sepaking about their research in India, Duflo said that they wanted to find out why parents did not vaccinate their children and what would motivate them. They picked an area in Rajasthan and randomly selected 120 villages for three types of programmes, one where no nothing new was done for vaccination, another where regular vaccination camps were held and a third where there was distribution of lentils before vaccination and plates afterwards to parents, she said. While the rate of vaccination stayed was five percent for the villages with no special programmes, it rose to 12 per cent when camps were held and soared to 39 per cent in the villages with the incentives, she said. It gave an insight into how people made decisions and how programme can be made to work and the impact can be made for thousands of programs.

India-China equation-post Mamallapuram China has taken cognisance of the fact that India is now a major voice in the world community

T
he most important takeaway from the informal summit between Prime Minister Modi and President Xi Jinping at Mamallapuram, formerly Mahabalipuram -- the second since Wuhan that happened in April 2018 -- is that the two biggest nations with a deep civilisational legacy could successfully explore the areas of detente and cooperation independently of the third party influences. The scale of welcome accorded to the Chinese President reflected the cultural content of Indian hospitality that would not go unnoticed in terms of the message of willingness to work for mutually beneficial relationship that it put out for the visiting dignitary. What Wuhan had registered was an explicit sharing of this thought in spite of the Doklam episode and at the end of a year since, the notable
outcome for India-China relations is that, notwithstanding the adverse impact of Sino-Pak alliance on them, the two countries can retrieve the positives that were still out there. In a nutshell, the two summits acknowledge that India and China were not ‘adversaries’ but two large economic powers open to a healthy competition in a multipolar world. The big picture is that China could no more afford to take India for granted, that international relations today primarily weighed in for peace and development and that ‘checks and balances’ were now recognised as a legitimate instrument for preventing ‘military’ conflicts in the post- Cold War era. Speed breakers that the Trump Presidency has created for the unfettered advantage accruing to China in its trade with US in the past would lead President Xi Jinping to an effort to retrieve whatever trade benefit it could continue getting
from the Indian market. A trade deficit of over $52 billion confronting India in relation to China should get Xi to realise that things would not be the same again and that a pragmatic approach to IndiaChina trade relations alone could serve the interests of the two countries. Prime Minister Modi is adept at showing the pathway to shared progress to President Jinping in this area -- he now knows Xi personally enough to make this process smooth. The outcome of the summit would be keenly awaited. On the issue of terrorism, China knows it cannot uphold Pakistan beyond a point -- its response on Kashmir after the abrogation by India of Articles 370 and 35A has essentially been to advocate bilateral talks on the issue between India and Pakistan -- this is a low cost instrument for China to keep Pakistan humored. China would have sensed that conversion of Ladakh into a

Union Territory gave the Centre here a more direct control on this sensitive territory on the Chinese border. Moreover, the fear of radicalisation of its Muslim minority has come alive for the Chinese leadership. The statements made by the two sides at this summit would be analyzed by strategic experts but given the content and the unambiguous language of both, certain deductions can be made upfront. Surely, China has taken cognisance of the fact that in the Modi regime India is now a
major voice in the world community on matters of global security and economic relations and that Prime Minister Modi would not be found wanting in responding to any positive overtures from Xi Jinping. India’s willingness to work for a ‘balance of power’ to ensure global peace has been in evidence in the recent period. All of this provided a backdrop to the Mamallapuram summit that favoured the pursuit of understanding and de-emphasised friction.

he work on the muchanticipated Kartarpur Corridor for Indian pilgrims to visit the revered Sikh shrine across the border in Pakistan is expected to be completed by the end of this month and online registration for the pilgrimage will begin from Sunday. Land Ports Authority of India (LPAI) Chairman Govind Mohan confirmed the completion of work to IANS from ground zero of the construction site at Dera Baba Nanak in Punjab’s Gurdaspur district. Construction of the 4.2 kmlong corridor will be completed by October 31, a week before the celebrations to mark the 550th birth anniversary of Sikhism founder Guru Nanak Dev, he said. Punjab province, located 4.5 km from the border near Dera Baba Nanak, is highly revered among Sikhs as it was the place where Guru Nanak spent 18 years of his life and is his final resting place. Mohan said that pilgrims can apply online from October 20 for visiting the historic gurdwara
through a website that was launched recently. “We are expected to sign a Memorandum of Understanding (MoU) between India and Pakistan before October 20. From October 20, pilgrims can register at online portal,” said Mohan, who is also an Additional Secre-
tary in Ministry of Home Affairs. A passport is a must for devotees from India visiting Kartarpur Sahib Gurdwara to pay obeisance, he added. To a query, the officer clarified that visa will not be required but the visitors need to get themselves registered online at least a month ahead of their visit. The corridor is expected to be inaugurated on November 8 and Punjab Chief Minister Amarinder Singh is to lead an all-party delegation across the border to Kartarpur Sahib on the opening day of the Kartarpur Corridor on November 9. The delegation that will accompany the Chief Minister to the historic gurdwara would comprise all the 117 state legislators, Lok Sabha and Rajya Sabha MPs from Punjab, Shiromani Gurudwara Parbandhak Committee (SGPC) members, as well as members of the Sant Samaj and representatives
of each recognised political party in the state. Thereafter, the LPAI chief said, 5,000 pilgrims will be able to visit the gurdwara every day and their visit would be completed in same day. Clarifying the point, Mohan said the pilgrims will have to complete their visit to Kartarpur shrine the same day they cross the Indian border. “The entire concept is that the pilgrims would cross over the same day and return the same day. The exact hours under which they will go over and return would be worked out. It will be a one day visit and they will have to return the same day.” Over Pakistan seeking $20 service charge from each visitor using the Kartarpur Corridor, Mohan said a Joint Secretary level officer from the Ministry of Home Affairs are in the talks with Pakistani counterparts to resolve the issue.

SC agrees to hear plea on insuring PMC Bank customers NEW DELHI: The Supreme Court has agreed to hear a plea seeking directions for redressal of certain aspects, including insuring around 15 lakh people whose money is blocked in the scam-hit Punjab & Maharashtra Co-operative Bank (PMC Bank). Last month, the RBI had imposed regulatory restrictions on PMC Bank under the provisions of the Banking Regulation Act. The RBI has initially allowed depositors to withdraw a paltry Rs 1,000, followed by Rs 25,000 and now raised to Rs 40,000, but the customers have been demanding full access to all their accounts. A bench headed by Justice N. V. Ramana said it would consider listing of the plea when the matter was
mentioned for urgent listing before it. The petition was filed by Delhibased Bejon Kumar Misra, who has said that the RBI’s move has caused disastrous consequences for depositors. The petitioner also alleged that the Centre and the RBI had not taken any emergency steps towards the protection of the hardearned money of around 15 lakh customers of PMC Bank. The plea requested the court to issue an exhaustive and comprehensive guideline to safeguard the banking and co-operative deposits in the eventuality of emergency financial crisis where common people are financially stranded by the acts of few unscrupulous persons which eventually leading to various personal irreversible catastrophes.

Gavaskar in Chicago: Gavaskar Gives more than Cricketing Joy
BY DR. NILESH D. MEHTA CHICAGO,IL- When a name like Sunil Gavaskar is mentioned, the word that immediately comes to mind is legendary. It was with this legend that I was fortunate enough to spend several hours in Chicago. H2H Foundation is a non-profit organization that is dedicated to saving the lives of children born with congenital heart defects by providing free pediatric cardiac surgeries in India. This one time intervention brings the gift of an opportunity for leading a normal. H2H funds pediatric cardiac surgeries in collaboration with Pediatric Cardiac Centers of Excellence across Developing Countries. As Chair Board of Governors, Mr. Sunil Gavaskar has taken on a new challenge in his life to bring awareness, raise funds, and help children with congenital heart disease. And, what an innings he is playing now. His tour of multiple cities in the United States this summer has drawn large audiences and through his dedicated and untiring efforts along with H2H volunteers, dozens of children in India with congenital heart diseases will benefit and be able to carry on a normal life. Several cricket records that The Little Master has amassed is part of cricketing folklore. More than his cricket achievements, it is the manner in which he approached the game at a time when cricketing gear was not perfect. Playing to the tunes of Michael Holding, Andy Roberts, Joel Garner, and Malcolm Marshall without a helmet would send a chill down the spine of several batsmen. No guts, no glory. During my interview with the champion batsman, I had asked him, “How did you face these dreaded pacemen?”. He jokingly quipped – “It was simple, I kept my eyes closed”. This gentle giant has opened the eyes of so many human beings during his tour to the United States. I personally witnessed an untiring human being who traveled across the United States during the India West Indies cricket tour. He also made a special effort to fly back from India to finish his California trip to fulfil his commitment for this cause. During my interaction, we spoke of his
innate abilities of facing tough bowling. His preparation with his coaches, mentors, and even his mother came up. In one of the instances that he shared, he inadvertently hit his mother with the ball practicing in their small home in Mumbai. He learned so much from his stoic mother and continued to utilize those mental attributes to his advantage as he furthered his career in cricket. “When I started playing Test cricket in West Indies, I got a second chance as I was dropped by a fielder”, said, Mr. Sunil Gavaskar. He used this example to make a very important point of life. “Life gives us chances and we need to make the most of them. Children with heart disease need to get a chance for a curative surgery. I am grateful to the chances I got in cricket in the West Indies so that I could bring glory to my country”, said Mr. Sunil Gavaskar. While everyone knows about his batting exploits, it is very interesting to learn that Mr. Gavaskar has taken one solitary wicket in Test cricket and one solitary wicket in ODI cricket. Ironically, it happens to be the same batsman on both occasions. It was the stylish Zaheer Abbas of Pakistan who became his scalp on both occasions. The fact that the delivery that got him out on one occasion was not particularly worthy of earning a wicket is a different matter.

Mr. Gavaskar in the interview was quite funny articulating the incident of Zaheer Abbas, who to this day laments on missing his century to the “snake” ball from Mr. Gavaskar. Speaking to school children from the Chicago suburbs at Manav Seva Mandir, he was very direct in his advice to the aspiring cricketers. All the children who attended this function were gleaming with joy as they got to shake hands with a cricketing genius. Arguably, Mr. Gavaskar has been
regarded one of the greatest opening batsmen of all time. His ability to focus on his batting for hours together was exemplary. His technique of being able to hit proper cricketing strokes was simply superb. He was absolutely a beautiful sight with his poised stance, ironclad defense, and elegant stroke play which made cricket worth watching. Personally, growing up and watching him bat in his prime is something that I will cherished forever. He always made the bowlers earn his wicket. His record for the highest number of 34 Test hundreds was overtaken by Sachin Tendulkar, but, records alone do not define Mr. Gavaskar. He brought respect to Indian cricket and boosted his teammates to perform better. At a personal level, I continue to be impressed by Mr. Gavaskar for what he is giving back to the world. He gave us enjoyment in cricket. He has been on our television sets as an expert commentator for decades. And now, his new innings. This innings of “giving” and “sharing” is the best one. He is being blessed by hundreds of children and their families for the sheer joy a successful cardiac operation brings for a child with congenital heart disease. oor dietary habits, increased stress and harsh skincare routines were among the most significant factors associated with acne, according to a study. The research presented at the 28th European Academy of Dermatology and Venereology Congress in Madrid evaluated the exposure to different worsening factors on acne on more than 6,700 participants across six countries. “For the first time, this study allows us to identify the most important exposome factors relating
to acne from patient questioning prior to any treatment prescription,” said the study’s lead researcher Brigitte Dreno from the University Hospital of Nantes in France. The results showed that significantly more individuals with acne (48.2 per cent) consumed dairy products daily compared to individuals who did not (38.8 per cent). The difference was also statistically significant for soda juices or syrups (35.6 per cent vs 31 per cent), pastries and chocolate (37 per cent vs 27.8 per cent) and sweets (29.7 per cent vs 19.1 per cent). Surprisingly 11 per cent of acne

NEW YORK: People who smoke fewer than five cigarettes a day cause long-term damage to their lungs, according to a new research. “Many people assume that smoking a few cigarettes a day isn’t so bad, but it turns out that the difference in loss of lung function between someone who smokes five cigarettes a day versus two packs a day is relatively small,” said study lead author Elizabeth Oelsner, Assistant Professor at Columbia University Vagelos College in the US. For the study publsihed in The Lancet Respiratory Medicine, the researchers looked specifically at lung function--the amount of air a person can breathe in and out--in smokers, ex-smokers, and neversmokers. Because of the large number of people in the study--more than 25,000 — researchers could see differences in lung function among light smokers (less than 5 cigarettes per day) and heavy smokers (more than 30 per day) that other studies have been unable to detect. Their analysis found that lung function in light smokers declines at a rate much closer to that of heavy smokers, as compared to non-smokers. This means that a light smoker could lose about the same amount of lung function in one year as a heavy smoker might lose in nine months. The new study shows that although lung capacity declines at a much lower rate in ex-smokers than current smokers, the rate doesn’t normalize for at least 30 years. According to the researchers, light smokers may have a greater risk of developing chronic obstructive pulmonary disease (COPD).

— protocatechuic acid and gallic acid — in the silverskin and husk of coffee beans not only for their benefits in alleviating chronic disease but also in adding value to would-be ‘waste’ products from the coffee processing industry. “This material from coffee beans is interesting mainly because of its composition. It’s been shown to be non-toxic. And these phenolics have a very high anti-oxidant capacity,” said Elvira Gonzalez de Mejia, Professor of food science and co-author of the study published in Food and Chemical Toxicology. When fat cells of mice were treated with water-based extracts from
coffee beans skins, the phenolic compounds reduced fat-induced inflammation in the cells and improved glucose absorption and insulin sensitivity. The findings show promise for these bioactive compounds, when consumed as part of the diet, as a strategy for preventing obesity-related chronic illnesses, such as Type 2 diabetes and cardiovascular disease.
