rime Minister Narendra Modi thanked his Pakistan counterpart Imran Khan for respecting the sentiments of India as he flagged off the first pilgrimage to Darbar Sahib in Pakistan after inaugurating the Kartarpur Corridor here. In the first-of its-kind occasion in seven decades, Modi sent the first lot of 500 pilgrims to visit Darbar Sahib, also called Kartarpur Sahib, the last resting place of first Sikh Guru Nanak Dev, in Narowal district in Pakistan’s Punjab province. “Visit to Gurdwara Darbar Sahib will become easy now,” Modi said at the Kartarpur Corridor inauguration event before opening the stateof-the-art Integrated Check Post for the corridor that connects Dera Baba Nanak shrine in Punjab’s Gurdaspur district with the historic Kartarpur Sahib Gurdwara across the border in Pakistan. The corridor was inaugurated ahead of the 550th birth anniversary of Guru Nanak Dev, the founder of Sikhism, which falls on November 12. “I thank all who have been associated with the construction of the corridor,” Modi said, adding that he also thanked “Imran Khan for understanding Indian sentiments with respect to the Kartarpur Corridor and worked in that direction within the timeframe”. Donning a saffron turban, Modi, in his half-an-hour address at the function organized by the Shiromani Gurdwara Parbandhak Committee (SGPC), said the cor-

T
he Congress, which is in talks with its ally Nationalist Congress Party (NCP) over government formation in Maharashtra, is treading cautiously in preparing the common minimum programme (CMP) before committing to the Shiv Sena and wants the latter to shed its Hindutva ideology and take a secular stand. According to Congress sources, the party is in discussions with NCP over the CMP to form a government in the state, where Presi-
dent’s rule was imposed on Monday and the assembly put under suspended animation. Before committing to the Shiv Sena, the party first wants to discuss all the points of the CMP with the NCP, a Congress source said. He said that NCP chief Sharad Pawar is all set to meet Congress interim President Sonia Gandhi on the weekend to discuss the matter. He also said that the Congress will look at every aspect, on whether to support government formation in the state from inside or give outside support. According to the source, if the
Congress becomes the part of the government then it will also discuss the cabinet berths for the party. He, however, refused to give any time frame for government formation and said that, at this juncture, it would be very “hypothetical” to comment when a government could be formed in Mumbai. The source further said that the Congress will also study the Shiv Sena’s manifesto, and what they have promised to the people of the state. “If the Congress supports the Shiv Sena in the state for the government formation, then it will also ask the party to shed their

Millions watch impeachment hearing
US Senate confirms Trump pick for DHS
Democrats steer impeachment hearings against President Donald Trump towards national security risk, bribery ARUL LOUIS, NEW YORK
W
atched by millions on TV, the Democrats steered the impeachment hearings against President Donald Trump towards allegations that his actions endangered national security and that he effectively tried to bribe Ukraine. After weeks of secret hearings in a sub-terranean chamber, the Democrats who control the House of Representatives, brought the hearings to the open on Wednesday taking testimony from two senior diplomats who defied Trump to appear before the Intelligence Committee conducting the impeachment investigation. Earlier the focus had been on Trump seeking Ukrainian interference in US elections by asking them to investigate the son of former Vice President Joe Biden, who is seeking to challenge Trump in next year’s election. Speaking to reporters with visiting Turkish President Recep Tayyip Erdogan, Trump repeated his longstanding complaint that the hearings were a “witch hunt” and a “hoax” which he was too busy to watch. Testifying at the hearings, William Taylor, the top diplomat

in Ukraine, said that delaying nearly $400 million in military assistance to Ukraine in an attempt to force President Volodymyr Zelensky to investigate Biden and his son affected national interests. The Democrat Committee Chair Adam Schiff who had raised the Russian threat - Moscow has annexed Crimean region from Ukraine and supported antiregime activists, some of them armed - asked Taylor: “How does this affect our national security?” He replied: “Security was so important for Ukraine, as well as
our own national interests. To withhold that assistance for no good reason other than to help with a political campaign made no sense.” In his opening remarks, Schiff brought up the term bribery — an offence laid out in the Constitution as grounds for impeachment to characterise Trump allegedly conditioning release of aid to a probe of the Bidens. He asked: “If he sought to condition, coerce, extort or bribe an ally into conducting investigations to aid his re-election campaign, and did so by withholding official
acts — a White House meeting or hundreds of millions of dollars of needed military aid a” must we simply aget over it?” Most of the hearing was a rehash of the leaked secret testimony but carried out dramatically for the cameras. The one new revelation came from Taylor who that said that one of his staffers had overheard a conversation between Trump and Gordon Sondland, the ambassador to the European Union. The staffer heard Trump ask about “the investigations” and Sondland telling him that “the Ukrainians were ready to move forward”. Deputy Assistant Secretary of State George Kent turned the focus on Trump’s personal lawyer Rudy Giuliani, who was the driving force behind the investigations into the Bidens. He said that Giuliani was running a parallel “irregular” foreign policy set up in dealing with Ukraine. “It became clear to me that Giuliani’s efforts to gin up politically motivated investigations were now infecting US engagement with Ukraine,” he said. The Republicans have alleged that a Ukrainian inquiry into Burisma was scuttled at the behest of the former vice president.
Trump snipes at India on climate change ARUL LOUIS, NEW YORK
U
S President Donald Trump has sniped at India over climate change, claiming that garbage from India lands on the shores of the US and questioning why it should be paid to help fight climate change. Defending his decision to leave the Paris Agreement here on Tuesday, he made four points about India, three of them with questionable factual basis. He said: “India, we are supposed to pay them money because they are a developing nation. I said, ‘We’re a developing nation,
too. Why aren’t we?’” He added that India, China and Russia “absolutely are doing absolutely nothing to clean up their smokestacks and clean up all of their plants and all of the garbage that they’re dropping in sea and that floats into Los Angeles, along with other problems that Los Angeles has, by the way. Isn’t (it) amazing it ends up in Los Angeles? Oh, what a -- what a mess that is”. He listed India among countries that “absolutely are doing absolutely nothing to clean up their smokestacks and clean up all of their plants and all”. Trump compared the size of
US President Donald Trump.
India along with those of China and Rusia to that of the US, saying: “When people ask the question -- your part of the question about climate -- I always say: ‘You know, I have a little problem. We have a relatively small piece of
land — the United States’.” In fact, the US with 9.8 million sq.km is three times size of India that is only 3.23 million sq.km. But an American produces 15.5 metric tonnes of greenhouse gases every year, nearly 10 times as
WASHINGTON: The US Senate has voted to confirm Chad Wolf as undersecretary in charge of the Department of Homeland Security’s (DHS) Office of Strategy, Policy and Plans, a move that paved the way for him to become the acting DHS chief as he was earlier appointed. US media reported that a Department spokesperson confirmed that Wolf was sworn in as acting DHS Secretary after the Senate approved his undersecretary post in a 54-41 vote on Wednesday, reports Efe news. Earlier this month, President Donald Trump nominated Wolf to temporarily head the DHS, without confirming whether the official will be tapped for a permanent secretary role. “He’s acting right now. We’ll see where that goes,” Trump told reporters on November 2. Wolf was appointed by Trump to the undersecretary post in February but has since been awaiting Senate confirmation. The White House struggled to search for a DHS head after Kevin McAleenan, Wolf’s immediate predecessor who also led the agency in an acting capacity, submitted his resignation to the Trump administration on October 11. —IANS
much as an Indian whose output of the gases is only 1.58 tonnes. Trump said that the Paris Agreement was unfair to the US and it would have suffered “trillions and trillions of dollars of destruction” under its terms. The reference in his rambling speech to paying India was likely about the Green Climate Fund for which his predecessor, Barack Obama, had pledged $3 billion and sent in $1 billion before leaving office. Trump stopped payments to the Fund that predates the Paris Agreement, having been set up in 2009 at the UN climate change conference in Copenhagen to help developing countries meet the challenges of climate change. Recently India received $43 million for climate resilience projects in three coastal states and earlier $50 million for rooftop solar projects.

SC rules out probe in Rafale deal The top court said it found no merit in the pleas for review of its earlier ruling in which it had given a clean chit to the government and ruled out any ‘roving’ inquiry into the deal IANS, NEW DELHI
T
he Supreme Court on Thursday rejected petitions seeking an inquiry into the Rafale fighter jet deal and warned Congress leader Rahul Gandhi to be “more careful in future” as it closed a contempt case against him linked to the issue. The top court said it found no merit in the pleas for review of its earlier ruling in which it had given a clean chit to the government and ruled out any “roving” inquiry into the deal for procuring 36 fighter planes from French company Dassault. The court had on May 10 reserved its order on the petitions filed by lawyer Prashant Bhushan and former Union ministers Yashwant Singh and Arun Shourie, seeking a review of its ruling of

December last year that there was no occasion to doubt the decisionmaking process involved in the Rafale deal.
A three-member bench, headed by Chief Justice Ranjan Gogoi and comprising Justices S.K. Kaul and K.M. Joseph said the court does
not feel it necessary to order a “roving” inquiry or an FIR into the deal to probe the deal announced in April 2015 during Prime Minister Narendra Modi’s visit to France. The Rafale deal issue was raked up vigorously by the Congress during campaigning in the last Lok Sabha election, with its then President Rahul Gandhi alleging corruption in it and targeting the Prime Minister through his slogan “Chowkidar chor hai” (watchman is the thief). Rahul Gandhi once even claimed that the Supreme Court too had said that “Chowkidar chor hai”. BJP MP Meenakshi Lekhi then approached the Supreme Court, saying Rahul’s comments amounted to contempt of court. The apex court took a serious view of Rahul’s

T
he office of the Chief Justice of India (CJI) is covered by the Right to Information (RTI) Act since it is a public authority, the Supreme Court ruled on Wednesday in a landmark judgement as it answered the question “how transparent is transparent enough.” However, the top court used a rider, saying the information commissioner should apply test of proportionality while acting on applications seeking information from
the office of Chief Justice, bearing in mind the right to privacy and independence of judiciary. The majority judgement was delivered by a five-judge Constitution bench, headed by Chief Justice Ranjan Gogoi and comprising Justices N.V. Ramana, D.Y. Chandrachud, Deepak Gupta and Sanjiv Khanna. The apex court observed that given the nature of the information sought, disclosure of the information will serve the larger public interest and, therefore, such interest outweighs the privilege of
comments attributed to it and asked him to submit an apology, which he did. In Thursday’s verdict, the top court closed contempt proceedings against Rahul Gandhi but asked him to “remain more careful in future” as he is “an important political person”. The bench said that Rahul Gandhi, being a person holding a place of importance in the political spectrum, should have been more careful before attributing to the top court certain things which were not part of the order. Defense Minister Rajnath Singh welcomed the Supreme Court verdict in the Rafale case, saying the government stands vindicated with the dismissal of the review petition and demanded that the Congress should apologize for “misleading people”.

Therefore, the Chief Justice and other functionaries are meant to discharge their constitutional duties and not act as a fiduciary of anyone, except the people. On privacy and confidentiality, the court observed it encompasses a bundle of rights.
ISLAMABAD: Pakistan on Thursday denied any deal with Indian government on Indian national Kulbhushan Jadhav, who has been sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017. “The action on Kulbhushan will be taken as per the law. There will be no deal. Absolutely, no question about that,” said Foreign Office spokesman Muhammad Faisal in a weekly press briefing. Earlier, there were reports about an amendment in the Pakistan Army Act to implement the International Court of Justice’s condition to allow Kulbhushan to file an appeal in a civilian court. —IANS

he Supreme Court on Thursday gave no stay on its earlier judgement lifting a ban on the entry of women aged between 10 and 50 years into the Sabarimala temple in Kerala and referred the review petitions on it to a seven-member bench for further consideration. A five-judge bench, in a 3:2 decision, clubbed the matter with entry of Muslim women to mosques and Parsi women to the tower of silence. 2018 judgement which had lifted a ban on entry of women aged between 10 and 50 years to the
Sabarimala temple. Justices Chandrachud and Nariman have written separate judgments. The bench, in a 3:2 split verdict, referred the Sabarimala shrine review pleas to a larger seven-judge bench, without staying its earlier order. The bench unanimously agreed to refer the religious issues to a larger bench. In September 2018, the apex court gave a verdict allowing women of all ages to enter the Sabarimala shrine in Kerala, in an issue linked to religious sentiments in the state. The Chief Justice’s majority judgement observed it is time to evolve a judicial policy to do complete justice and for an authorita-
tive enunciation of the Constitutional principles by a larger bench of not less than seven judges. According to this verdict, women of all ages can visit the shrine till a larger bench decides this issue, which is actually no relief to petitioners who had moved the top court seeking a review of its previous judgement. However, the majority verdict did not pass any decision against the apex court’s September 28, 2018, decision allowing women to enter the shrine nor did it stay the previous judgement. The shrine is slated to open from November 17, but there is no clarity on the entry of women.

200% hike in anti-Sikh hate crimes In 2017, a man shot more than a dozen rounds into a van of five Sikh men in the US IANS, WASHINGTON
A
nti-Sikh hate crime in the US increased by 200 per cent since 2017, making Sikhs the third most commonly targeted religious group in America, the Federal Bureau of Investigations (FBI) annual report for hate crime in 2018 has showed. According to the Bureau of Justice Statistics, Americans experience an average of 250,000 hate crimes per year. But the latest FBI data published on Novermber 12, by contrast, only documented 7,120 incidents, with less than 13 per cent of law enforcement affirmatively providing reports of hate crimes, The American Bazaar reported. Troubled by the findings of the FBI report, minority civil rights organization, Sikh Coalition has called for immediate action to effec-

Man who killed wife, himself in US was jealous of Hrithik NEW YORK: A man who stabbed his wife to death and hung himself from a tree was “insanely jealous” of his wife’s fascination with Hrithik Roshan, media reports cited her friends as saying. Dineshwar Budhidat, 33, flew “into fits of rage” before the tragedy on Friday over Donne Dojoy, 27, liking the actor, her friends told the New York Post. “She told me when she was at home watching a movie or listening to a song (with Roshan in it), he would ask her to take it off because he would get so jealous,” the Post quoted her friend Mala Ramdhani, 52, a karaoke singer at a lounge where Dojoy was a bartender. Her favourite movie was “Kaho Na
Pyaar Hai”, Ramdhani told the Post. Budhidat, who married her in July, had a history of violence against his wife and she had a court order protecting her from him after he had been arrested for slapping and strangling her, according to the New York Daily News. However, she visited him in his flat on Friday, when the tragedy struck, according to the News. “I guess she wanted to give him another chance,” Dojoy’s sister, Fannita Barakat, told the newspaper. Media quoted police sources as saying that after stabbing Dojoy, Budhidat told a relative by phone about it and then went and hung himself from a tree in a nearby park. —IANS
counteract hate against targeted communities,” said Sim J. Singh, Sikh Coalition Senior Manager of Policy and Advocacy. “It’s past time for action... Con-
gress must pass the next generation of common-sense legislation that equips law enforcement to better identify and track hate incidents with the bipartisan Khalid JabaraHeather Heyer ‘No Hate Act’.” The Jabara-HeyerNo Hate Act was named for two victims of highprofile murders (Khalid Jabara, killed in 2016, and Heather Heyer, killed in 2017) who were excluded from previous hate crime statistics due to poor data collection and reporting practices. This legislation would require the federal US government to address under-reporting and related issues by vastly improving hate crime reporting with funding for resources at the state level, including critical training for law enforcement and the establishment of hate crime reporting hotlines. The Sikh Coalition also noted
that just as Heyer and Jabara’s hate crimes went uncatalogued by the FBI, the Sikh American community experienced a similar oversight of a serious crime, reports The American Bazaar. In 2017, a man shot more than a dozen rounds into a van of five Sikh men in Carson City, Nevada, wounding Harmandeep Singh Shergill. The attacker was convicted on four counts with a hate crime enhancement and sentenced to 34 years in prison. Yet the assault does not appear in the FBI’s 2017 data as a hate crime. Even so, the FBI’s limited data confirms that Sikhs, with their distinct articles of faith, remain hundreds of times more likely to be targeted for bias-related harassment or violence than their fellow Americans, according to the Coalition.
First Muslim woman in Virginia Senate IANS, HYDERABAD

hazala Hashmi, who made history by becoming first Muslim woman to be elected to Virginia State Senate, hails from a family of educationists in Hyderabad. Migrating to the United States with her family when she was just four, the Indian-American scored a stunning victory over sitting Republican Senator Glen Sturtevant. The 55-year-old, a Democrat, was elected from Virginia’s 10th
Senate District to become the first Muslim-American woman to serve in the State Senate. Aformer literature professor and former director of the Center for Excellence in Teaching & Learning at Reynolds Community College, Richmond, she served as an educator for more than two decades. Hashmi dedicated her win to her supporters with a tweet saying it belonged to all those who believed in the need for “progressive change in Virginia”. “This victory, is not mine alone. UK’s Labor seeks to calm Hindus IANS, LONDON
T
he UK’s opposition Labor Party has sought to defuse a row that has seen British Hindus urged not to vote for them during the December 12 general election. India’s relations with the Labour Party have greatly deteriorated over the Kashmir issue, with its pro-Pakistani members continuously raking it up in Parliament and other fora. On September 25, the party at its annual conference passed a resolution on Kashmir, alleging massive human rights violations that “enforced disappearance of civilians, state-endorsed sexual violence of women by armed forces”.
British Labour Party leader Jeremy Corbyn.
The Labor party also declared that it would stand with the Kashmiri people “fighting against occupation”.
The actions have led to claims the party was “anti-Indian” and “antiHindu”, the BBC reported. But Labour has now distanced itself from the conference motion after criticism from a major Hindu charity. Tanmanjeet Singh Dhesi, Labour’s candidate in Slough, recently urged people of Hindu and Sikh faith not to “fall for the divisive tactics of religious hardliners, trying to wedge apart our cohesive community, circulating lies on WhatsApp”. Labor Party chairman Ian Lavery has stepped in to reassure Hindus that the party was “fully aware of the sensitivities that exist over the situation in Kashmir”.

BRICS boosted growth: Modi
The Prime Minister called for identification of the priority areas in business for the next 10 years and a blueprint of intra-BRICS collaboration IANS, BRASILIA
P
rime Minister Narendra Modi on Thursday said that despite the global economic recession, the BRICS countries — Brazil, Russia, India, China and South Africa -contributed to economic development and brought millions out of poverty. Addressing the BRICS Business Forum here in Hindi, the Prime Minister said BRICS nations account for 50 per cent of the world’s economic growth. “Despite the recession in the world, the BRICS nations accelerated the economic development, drove millions of people out of poverty and achieved new breakthroughs in technology and innovation. Now, 10 years after the founding of BRICS, this forum is a

Another day of protests: HK braces for violent clashes HONG KONG: Hong Kong was on Thursday bracing for more traffic chaos and possibly violent clashes as protesters have pledged to carry on with their new strategy of paralysing the city’s transport links on weekdays for the fourth day in a row. Classes at kindergartens and primary and secondary schools have been suspended for the day, the first time this week, while major universities have announced they will shorten the term or replace on-campus classes with online lectures for now, reports the South China Morning Post. On Wednesday, there were no confrontations at Chinese University, the site of a fiery battlefield where protesters and police locked horns in a full-day clash on November 12.
Venice flooded by highest tide in 50 years ROME: Venice has been hit by its highest tide in more than 50 years, leaving much of the Italian city under water and at least two persons dead, a media report said. The flooding was the second highest in the city’s history, and the mayor has put the blame on climate change, Sky News reported. Officials said the tide peaked at 187 cm (6.14feet) at 10.50 p.m. (local time) on Tuesday, just short of the 194 cm seen in 1966. At the varsity, protesters spent Thursday strengthening their barricades as the city’s High Court dismissed an urgent bid launched by student leaders to bar police entry to the Sha Tin campus. Elsewhere, protesters brought major thoroughfares in Central, Tai Po, Yuen Long, Kowloon Tong and other districts to a standstill.
BRICS business will increase mutual trade and investment and asked for ambitious targets for business and investment among the BRICS countries. “Tax and Customs procedures
between the five countries are getting easier. The business environment is also getting easier with the collaboration between Intellectual Property Rights and banks. I request the BRICS Business Forum to study the necessary business initiatives to take full advantage of the opportunities thus generated,” Modi said. Urging the nations to give suggestions for reducing the cost of trade between the countries, Modi requested them to identify the priority areas in business for the next 10 years and demand for a blueprint of intra-BRICS collaboration. He said the market size and diversity of the BRICS nations are very beneficial to each other. “For example, if there is a technology in one BRICS country, then there are raw materials or markets for that in the other nation. Such possibilities are in
electric vehicles, digital technology, fertilizers, agricultural products, food processing, etc,” Modi said. He also urged the forum to map such complementarities in the five countries. “I would also like to suggest that at least five such areas should be identified by the next BRICS Summit in which joint ventures can be formed between us on the basis of complementarities.” “There are possibilities to make tourism, business and employment between the countries easier. I thank the President of Brazil for deciding the visa-free entry to Indians. The five countries should also consider mutual Social Security Agreement,” Modi said. He said India has immense possibilities and countless opportunities and invited the nations to take advantage of them to build and grow their presence in India.
Israel-Gaza ceasefire begins IANS, JERUSALEM/GAZA CITY

ceasefire came into effect on Thursday after two days of fighting between Israel and militants of the Palestinian Islamic Jihad (PIJ) in Gaza. The fighting took place after Israel on Tuesday killed Baha Abu al-Ata, one of the PIJ’s most senior commandersm in the Gaza Strip in an air strike. While a PIJ spokesman told the BBC that the ceasefire came into effect at 5.30 a.m. on Thursday, Israel was yet to confirm the development. But UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov announced on Twitter: “Egypt and the UN worked hard to prevent the most dangerous escalation in and around Gaza from leading to war. despite reports that the truce would come into effect. Anti-aircraft sirens continued to sound until 7 a.m., when the last alert was activated in the neighborhoods bordering the Gaza Strip, and relative calm returned.
UK’s Conservatives promise to cut ‘immigration overall’ IANS, LONDON

he UK Home Secretary Priti Patel has said that the ruling Conservatives would reduce “immigration overall” to the country after Brexit if they won the December 12 general election. “We will reduce immigration overall while being more open and flexible to the highly skilled people we need, such as scientists and doctors,” the BBC reported on Thursday citing Patel as saying in a party statement on Wednesday. “This can only happen if people vote for a Conservative majority government so we can leave the

European Union (EU) with a deal.” She claimed there would be a “surge” in immigration under a Labour government, which would
put a huge strain on the National Health Services (NHS) and other public services. Patel however, did not mention details on how she planned to cut immigration. The Conservatives have said that they would end free movement from the EU on January 1, 2021, if they win the election and get their Brexit deal through by January 31, 2020. The party is planning a “pointsbased” system, based on skills and other factors, which would apply to EU and non-EU migrants. But Conservatives were also expected to ditch its longstanding
commitment to cut net migration - the difference between the number of people entering and leaving the country - to below 100,000, after repeatedly failing to meet it. Last week while speaking to the BBC, Home Office Minister Victoria Atkins repeatedly declined to say whether immigration would be higher or lower under a future Conservative government. Labour members backed a party conference motion in September defending the right of EU migrants to live and work in the UK, to reject any immigration system based on quotas, caps, targets or incomes, and to extend migrant rights.

T
he Congress, which is in talks with its ally Nationalist Congress Party (NCP) over government formation in Maharashtra, is treading cautiously in preparing the common minimum programme (CMP) before committing to the Shiv Sena and wants the latter to shed its Hindutva ideology and take a secular stand.

Mafia created sand scarcity: Chandrababu Naidu IANS, VIJAYAWADA
F
ormer Andhra Pradesh chief minister N. Chandrababu Naidu on Thursday alleged that the sand scarcity in the state was created by sand mafia which was active with the full support of Chief Minister Y. S. Jagan Mohan Reddy. The Telugu Desam Party (TDP) chief said the sand mafia had spread its activities to neighboring states as the sand from Andhra Pradesh was being transported illegally to Telangana, Tamil Nadu and Karnataka. The leader of the Opposition was addressing the party workers at 12-hour-long fast undertaken by him here over the sand scarcity. Claiming that the man made

scarcity of sand has brought the construction activity in the state to a halt, he said over 35 lakh workers have lost their livelihood. Naidu alleged that about 50 workers committed suicide as they
were not finding the work in the absence of construction activity. He said that despite the suicides, YSR Congress Party (YSRCP) government was not responding to the situation.
Targeting Jagan Mohan Reddy, the TDP leader alleged that after creating a sand shortage, he entered into a secret deal with certain cement companies. He said YSRCP MLAs and other leaders were given licenses for sand extraction. Naidu also alleged that they encroached upon the sand reaches and were not allowing farmers to collect the sand from their fields. He demanded immediate steps to stop the illegal transport of sand to cities like Hyderabad, Chennai and Bengaluru. “If the government wants it can stop the illegal transport in one day,” he said. The former chief minister said free sand policy as implanted during the TDP rule was the only solution. He demanded that sand be made available to people free of cost.

rime Minister Narendra Modi thanked his Pakistan counterpart Imran Khan for respecting the sentiments of India as he flagged off the first pilgrimage to Darbar Sahib in Pakistan after inaugurating the Kartarpur Corridor here.

Guru Nanak’s teachings are being translated into various languages so that the next generation can also be enriched by them. We must vow to imbibe the preachings of Guru Nanak, which are still relevant,” Modi, who was bestowed with the ‘Kaumi Seva Puraskar’ by the SGPC, said. “Every Sikh Guru, starting from Guru Nanak to Guru Gobind Singh, has made efforts for the unity, defence and security of India. It is this tradition which has been carried forward by the Sikhs in the Independence struggle and thereafter in protecting the country,” the Prime Minister said. The first batch of pilgrims
ISLAMABAD: Pakistan’s Sikh community on Tuesday observed the 550th birth anniversary of Baba Guru Nanak Dev, the founder of Sikhism. Main ceremony of the day was held at Gurdwara Janam Asthan at Nankana Sahib, Punjab province, reports Radio Pakistan. Interior Minister Ejaz Shah joined a large number of Sikh pilgrims at the shrine. Addressing the ceremony, Shah said that Kartarpur Corridor, the 4.5 km-long border corridor between
Pakistan and India that connects the Sikh shrines of Dera Baba Nanak Sahib and Gurdwara Darbar Sahib, was a great gift from the Imran Khan government for the community paving the way for peace and friendship in region. Gurdwara Darbar Sahib is where Guru Nanak Dev spent 18 years of his life and is his final resting place. The Minister said that Pakistan would continue to look after holy places of minorities including the Sikh community’s in much better ways as possible.

Ayodhya I gets Ram temple
In a historic judgement, the apex court tells the government to form trust in three months for building temple; Muslims get an alternate five-acre land nearby to build a new mosque
IANS, NEW DELHI
n a historic judgement in the hugely-sensitive Ayodhya land dispute case, the Supreme Court has directed the Centre to form a trust within three months to build a Ram temple at the disputed site. The Sunni Waqf Board, which was a party to the seven-decadeold title suit, should be given an alternate five-acre land within three months at some other place in Ayodhya for the construction of a mosque, the five-member SC bench headed by Chief Justice Ranjan Gogoi said in a unanimous 1045-page judgement. “On the balance of probabilities, there is clear evidence to indicate that the worship by the Hindus in the outer courtyard continued unimpeded in spite of the setting up of a grill-brick wall in 1857. If all goes well, there could be a replica of the famous Meenakshi temple, Konark temple, Somnath temple and Tirupati temple in Ayodhya soon.
“The purpose is to develop Ayodhya as the biggest religious tourist destination. We plan to get all states to build their own buildings like Maharashtra Bhawan, Uttarakhand Bhawan and Karnataka Bhawan in Ayodhya. ‘Bala’: Bald is gold for Ayushmann Khurrana
B
ollywood’s Mr Disruptor is at it again, rewriting the rules of what the Hindi mainstream hero can dare to do on screen. Only a couple of months ago, Ayushmann Khurrana was Dream Girl, the phone ‘sexpert’ who aces in impersonating a woman’s voice, and makes a living fulfilling fantasies of lonely men. This week, he returns as Bala, a 25-year old whose rapidly receding hairline sets off confident issues, because he is constantly fending against rejection in a world that openly discriminates against physical flaws. Before that brief synopsis gives you a sense of deja vu because you’ve seen Ujda Chaman only last week, Bala is a far more accomplished effort. Also, though there is thematic likeness, comparisons would seem unnecessary between the two films because they narrate

slightly different tales, owing to the different backdrops the stories are set in. Importantly, Bala has the Ayushmann advantage, evidently the best thing a filmmaker can hope to work with – creatively as well as commercially – right now in Bollywood.
Watching Ayushmann go as protagonist Bal Mukund Shukla – Bala to friends and family – you understand why casting the actor has been an advantage lately. He has managed to elevate his brand value to that of a star, because the audience flocks to see him. Yet, his characters are rooted in reality, let-
ting writers and directors capitalize on his slant at experimentation. Cut to present times and, desperate for a solution, Bala finally settles for a wig. Life takes an upward swing as, almost coincidentally around the same time, he meets Pari , the third angle in this story. She is a pretty TikTok star, signed up to sell fairness cream by the Ayurvedic cosmetics firm where Bala works. Bala, in every sense, is a rare Bollywood film that can be credited as a writer’s triumph first and foremost, for the way it manages to retain contextual depth despite never losing out on humor. —Vinayak Chakravorty

Teenage anxiety leads Your genes affect the way you taste food to harmful drinking IANS, NEW YORK
LONDON: Researchers at the University of Bristol have found evidence of an association between generalized anxiety disorder at age 18 and harmful drinking three years later. The study, published in the journal Drug and Alcohol Dependence strengthens the evidence for a relationship between anxiety and later alcohol use as the researchers accounted for other factors such as adolescent smoking and cannabis use, and parental anxiety and alcohol use. “Helping adolescents to develop positive strategies for coping with anxiety, instead of drinking alcohol, may reduce the risk of future harmful drinking. However, we cannot determine if the relationship is causal, because we used an observational study design,” said Maddy Dyer. Using questionnaire and clinical interview data from more than 2,000 participants, researchers found generalized anxiety disorder at age 18
was linked to frequent drinking, frequent bingeing, hazardous drinking, and harmful drinking at age 18. Generalized anxiety disorder continued to be associated with harmful drinking at age 21. Drinking to cope was also strongly associated with more harmful drinking, but it did not appear to influence associations between anxiety and alcohol use. Harmful drinking was measured using a special test developed by the World Health Association. On average, adolescents with anxiety drank at more harmful levels regardless of whether they tended to drink alcohol for coping reasons or not. “Our own research has shown that links between mental health problems, such as anxiety disorders, and alcohol are common and complex,” said Mark Leyshon, Senior Policy and Research Manager at Alcohol Change UK. Generalized anxiety disorder continued to be associated with harmful drinking at age 21.

specific gene makes certain compounds taste bitter, which may make it harder for some people to add hearthealthy vegetables to their diet, according to a new study. “Your genetics affect the way you taste, and taste is an important factor in food choice,” said study author Jennifer L. People who inherit two copies of the variant called AVI aren’t sensitive to bitter tastes from certain chemicals. Those with one copy of AVI and another called PAV perceive bitter tastes of these chemicals, however, individuals with two copies of PAV, often called ‘super-tasters,’ find the same foods exceptionally bitter. “We’re talking a ruin-your-day

cardiologist) and commonly diagnosed disease patterns. The neural network model that directly analyzed the ECG signals was found to be superior for predicting one-year risk of death. Surprisingly, the neural network was able to accurately predict risk of death even in patients deemed by a physician to have a normal ECG. Three cardiologists separately reviewed the ECGs that had first been read as normal, and they were generally unable to recognize the risk patterns that the neural network detected, researchers said.

Police Investigating Several Stolen, Burglarizeed Cars in Bedminster BY A STAFF WRITER BEDMINISTER ,NJ- Bedminster police put out an alert stating they are investigating numerous stolen cars and burglaries on several streets in the area. Police say there were reports of three stolen cars, one report of a failed attempt and five additional cars that were broken into and burglarized on Old Stonehouse Road, Old Dutch Road, Berkshire Court, Ski Hill Drive and Larger Cross Road.
Indian-American Couple Charged with International Elder Fraud Scheme
Cash and other items were taken from a few of the cars. Police say all of the crimes happened between midnight and 4:30 a.m. Many residents were in disbelief to hear of the crimes. Residents are being reminded not to leave valuables in their cars and to keep their cars locked. Anyone who may have caught the crime on camera is asked to call Bedminster police.
UNITED STATES DEPT. OF JUSTICE NEWS RELEASE Atlanta, GA, November 7, 2019: A federal grand jury returned an indictment today charging an Indian-American couple from Minnesota for their alleged roles in a sophisticated fraud scheme that primarily targeted elderly Americans. According to court documents and allegations in the indictment, Chirag Janakbhai Choksi, 35, and his wife, Shachi Naishadh Majmudar, 35, were allegedly members of a criminal conspiracy who had members that impersonated law enforcement officials to trick and coerce victims into mailing and shipping cash to other conspiracy members by convincing the victims that it was in their best interests to do so. These schemes generally start with “robocalls”, designed to create a sense of urgency with unsuspecting recipients. The messages typically tell the recipient that they have some sort of serious legal problem, and that if they do not immediately take a particular action demanded by the callers, then there will be drastic consequences, typically involving the arrest of the recipient, significant financial penalties, or cessation of government benefits. The fraudsters almost invariably instruct the call recipient that, in order to prevent these dire consequences, the recipients must pay money, by wire transfer or cash, to some purported government entity. The conspiracy operated cells in multiple states, including New Jersey, California, Indiana, Texas, Illinois and Minnesota. In one particular alleged scheme, members of the conspiracy impersonated DEA agents and advised Victim 1 that a vehicle located near the southwest border contained cocaine and her bank information. The fraudsters then convinced Victim 1 to surrender half the cash in her bank accounts in good faith until a thorough investigation had been completed to clear her name of any criminal activity. According to the indictment, Choksi allegedly used counterfeit driver’s licenses to identify himself when picking up cash shipments from victims, and then made multiple deposits of that cash into bank accounts controlled by conspiracy members. The indictment also alleges that Majmudar went to the online websites of FedEx and the U.S. Postal Service to track shipments of cash sent by victims, and made multiple deposits of victims’ cash into conspiracy-controlled bank accounts. Choksi and Majmudar are both charged with conspiracy to commit mail and wire fraud, as well as one count of mail fraud. The maximum possible sentence for each of those charges is 20 years in prison. Choksi is also charged with aggravated identity theft, which provides for a mandatory minimum term of two years in prison that must run consecutive to any other sentence imposed. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after taking into account the U.S. Sentencing Guidelines and other statutory factors.

community news USCIS Implements $10 Fee for H-1B Visa Registration
USCIS NEWS RELEASE WASHINGTON, DC —U.S. Citizenship and Immigration Services today announced a final rule that will require a $10 nonrefundable fee for each H-1B registration submitted by petitioning employers, once it implements the electronic registration system. The registration fee is part of an agency-wide effort to modernize and more efficiently process applications to live or work in the United States. The H-1B program allows companies in the United States to temporarily employ foreign workers in occupations that require the application of a body of highly specialized knowledge and a bachelor’s degree or higher in the specific specialty, or its equivalent. Upon implementation of the electronic registration system, petitioners seeking to file H-1B cap-subject petitions, including those eligible for the advanced degree exemption, will first have to electronically register with USCIS during a designated registration period, unless the requirement is suspended. “This effort will help implement a more efficient and effective H-1B cap selection process,” said USCIS Acting Director Ken Cuccinelli. “The electronic registration system is part of an agency-wide initiative to modernize our immigration system while deterring fraud, improving vetting procedures and strengthening program integrity.” The final rule, Registration Fee Requirement for Petitioners Seeking to File H-1B Petitions on Behalf of Cap-Subject Aliens, is effective Dec. 9, 2019, and the fee will be required when registrations are submitted. USCIS is fee-funded, and this non-refundable fee will
support the new electronic registration system to make the H-1B cap selection process more efficient for both petitioners and the agency. USCIS is slated to implement the registration process for the fiscal year 2021 H-1B cap selection process, pending completed testing of the system. The agency will announce the implementation timeframe and initial registration period in the Federal Register once a formal decision has been made, and USCIS will offer ample notice to the public in advance of implementing the registration requirement. USCIS published a notice of proposed rulemaking highlighting a registration fee on Sept. 4, 2019, which included a 30-day public comment period. USCIS received only 22 comments during that time, and has considered all submissions and offered public responses ahead of announcing the final rule, which is effective on Dec. 9. For more information on USCIS and its programs, please visit uscis.gov or follow us on Twitter (@uscis), Instagram (/uscis), YouTube (/uscis), Facebook (/uscis), and LinkedIn (/uscis).

BY A STAFF WRITER SPRINGFIELD, IL – Indian Consul General Sudhakar Dalela was welcomed to Springfield thanks to efforts lead by State Senator Ram Villivalam (D-Chicago). Villivalam facilitated various meetings between Consul General Dalela, Governor Pritzker and other Illinois leaders before Consul General Dalela addressed the Illinois House and Senate. Villivalam, the first elected IndianAmerican legislator in Illinois, highlighted the importance of our state’s relationship with India. “India is the largest democracy in the world, and with democracies in decline across the globe, it is more important than ever to preserve our relationship,” Villivalam said. “India contributes so much to our county – and to Illinois in particular. I’m very grateful that the Consul General came to Springfield and showed his commitment to our state.” In his address, Dalela touched on the United States’ and India’s shared democratic values. “As vibrant democracies, India and the
U.S. share many common values and aspirations,” Dalela said. “Our partnership is based on our shared values, such as respect for rule of law, human freedom, free and independent media, and a strong civil society.” Upholding mutually beneficial economic relations and trade agreements, though, were Dalela’s primary focuses. As the economic hub of the Midwest, Chicago and Illinois enjoy wide-ranging partnerships with India in areas such as trade, education, business and technology. Over 100 Illinois-based companies have locations in India, and Illinois exports roughly $723 million in goods to India. Sudhakar Dalela has served in the Indian Foreign Service since 1993 and has been stationed in Israel, Brazil, Switzerland, Bangladesh and Washington, D.C. before serving the Midwest in Chicago. Before his work in the Indian Foreign Service, Dalela was a representative for the Permanent Mission of India to the World Trade Organization, a Director in the Prime Minister’s Office and a Joint Secretary overseeing India’s relations with Bhutan and Nepal.

Microsoft AI boss Harry Shum to leave firm in 2020 SAN FRANCISCO: Harry Shum — a Microsoft veteran and the executive vice president in charge of its artificial intelligence (AI) and research group, is leaving the firm in early 2020, the company has announced. Microsoft’s chief technology officer Kevin Scott, will take on Shum’s responsibilities in addition to his existing ones, according to an internal Microsoft announcement on November 13. The change is effective immediately, even though Shum’s last day will be February 1, 2020. He will be continuing as an advisor to Microsoft CEO Satya Nadella and company founder Bill Gates, officials said, the ZDNet reported on Wednesday. Notably, Scott, is the former senior vice president of infrastructure for LinkedIn. He was named executive vice president and CTO in 2017. He reports directly to Nadella and is part of the company’s senior leadership team. “Harry has had a profound impact on Microsoft. His contributions in the fields of computer science and AI leave a legacy and a strong foundation for future innovation. I want to thank him for his leadership and partnership, and for all he has done for Microsoft,” Nadella told Microsoft employees in a note, according to the ZDNet report. —IANS
acebook has launched a new payments system that will work across its app ecosystem — Facebook, Messenger, Instagram and WhatsApp. Appropriately named Facebook Pay, it will begin rolling out on Facebook and Messenger this week in the US for fundraisers, in-game purchases, event tickets, person-toperson payments on Messenger and purchases from select Pages and businesses on Facebook Marketplace. “Over time, we plan to bring Facebook Pay to more people and places, including for use across Instagram and WhatsApp,” Deborah Liu, Vice President, Market-
place and Commerce at Facebook, said in a statement. Facebook Pay supports most major credit and debit cards as well as PayPal. The social media giant said Facebook Pay is built on existing financial infrastructure and partnerships, and is separate from the Calibra wallet which will run on the Libra network, the company’s digital currency. You can start using Facebook Pay on Facebook or Messenger with just a few taps. Go to “Settings,” then “Facebook Pay” on the Facebook app or website, add a payment method and the next time you make a payment, use Facebook Pay. Once Facebook Pay is available on WhatsApp and Instagram, you’ll
be able to set it up directly within each app. Facebook said it has processed more than $2 billion in donations alone since it launched first fundraising tools in 2015. “With Facebook Pay, we’re continuing to invest in security. We designed Facebook Pay to securely store and encrypt your card and bank account numbers, perform anti-fraud monitoring on our systems to detect unauthorized activity and provide notifications for account activity,a said Liu. The users can add a PIN or use device biometrics, such as touch or face ID recognition, for an extra layer of security when sending money or making a payment. In India, Facebook is aiming to launch WhatsApp Pay, a peer-topeer payment system.
Huawei to pay staff $286 million in bonuses IANS, BEIJING
C
hina’s telecommunication giant Huawei has decided to pay more than $285 million to its staffers for sticking through and mitigating the impact of the US trade ban, the media has reported. Huawei Technologies, the world’s largest telecoms equipment maker, will double staff salaries to thank its over 190,000 employees for enduring the Trump administration’s blacklisting of the Chinese company for allegedly spying on behalf of Beijing, Nikkei Asian Review reported here. with a performance rating above C and no security violations will receive a bonus equal to their October base salary.
Despite the US blacklist, the company has managed to top China in the third quarter (Q3) of 2019.Huawei grabbed top market share from among its major competitors on its home turf to reach a total of 42 per cent in Q3 2019, thanks to an annual shipments growth of 66 per cent, according to Canalys. “Huawei opened a huge gap between itself and other vendors. Its dominant position gives Huawei a lot of power to negotiate with the supply chain and to increase its wallet share within channel partners,” Canalys Vice President (Mobility) Nicole Peng had said in a statement last month.

Asians account for 33.3 per cent of employees, up from 31.9 per cent last year.
The data reflects Microsoft family of companies, which includes employees from LinkedIn, GitHub, Compulsion, Playground Games, Ninja Theory, InXile, Obsidian Entertainment, and Undead Labs. “Taken all together, our broader workforce has grown more than 27 per cent since 2016 before we acquired these companies, and we saw an overall employee population growth of 9.7 per cent from 2018 to 2019,” said the report that came out earlier this week.
