WASHINGTON (AP) — President Joe Biden has approved a new national security memorandum ahead of Donald Trump’s return to the White House that could serve as a road map for the incoming administration as it looks to counter growing cooperation among China, Iran, North Korea and Russia, the White House said Wednesday. Biden administration officials began developing the guidance this summer. It was shaped to be a document that could help the next administration build its approach from Day 1 on how it deals with the tightening relationships involving America’s most prominent adversaries and competitors, according to two senior administration officials. The officials, who spoke on the condition of anonymity under ground rules set by the White House, said the classified memorandum would not be made public because of the sensitivity of some of its findings.
Luigi Mangione Fights Murder Extradition
The man accused of shooting dead healthcare insurance CEO Brian Thompson in New York jostled with police and shouted at reporters as he was bundled into court on Tuesday, as more details emerged about a potential motive in the killing.
Luigi Mangione appeared at an extradition hearing in Pennsylvania. His lawyer said the 26-year-old would contest being moved to New York to face murder charges.
The document includes four broad recommendations: improving U.S. government interagency cooperation, speeding up the sharing of information with allies about the four adversaries, calibrating the U.S. government’s use of sanctions and other economic tools for

Lawyer cites 300 potential cases against Diddy
A lawyer representing several alleged victims of Sean "Diddy" Combs says the potential number of civil legal cases against the musician "is probably in the 300 range".
Tony Buzbee told the BBC his team had received about 3,000 calls since he held a news conference calling for clients in October.
He has already issued 20 lawsuits from men and women seeking damages from the musician; and says that "realistically" the final total will be "about 100 to 150". Others will not make it to court because the time limit for filing claims has expired in certain states.
Mr Combs has denied all the charges against him, calling the accusations "sickening" and the result of people looking for a "quick payday".
His lawyers have characterised the multiple civil lawsuits, including the claims of 300 potential victims, as a part of a "reckless media circus".
Trump Plans Swift Policy Overhaul

Secret Service urged to reduce number of protectees
A House Task Force investigating the assassination attempts against Donald Trump earlier this year has called on the Secret Service to reduce the number of people it protects and "review" its investigative role after "failures" almost led to tragedy.
The report identified a "litany" of failures before and during the 13 July shooting in Butler, Pennsylvania, and a separate 15 September attempt in West Palm Beach, Florida.
One person was killed and two were seriously injured during the Butler shooting. Trump was shot in the ear. A separate Senate report released in September found that security failures and poor communication "directly contributed" to the assassination attempt.

Kejriwal Alleges Voter List Deletions
New Delhi:: Aam Aadmi Party chief Arvind Kejriwal met the Election Commission today over the alleged deletion of names from the voters' list. Assembly election is due in Delhi early next year and Mr Kejriwal, who did not get back to his Chief Ministerial post after his return from jail, has thrown himself into election-related work.
Mr Kejriwal said he has submitted 3,000 pages of evidence to the Commission that shows the BJP is making a massive efforts to remove the votes of the genuine residents of Delhi.
"We demanded that this mass deletion be stopped... We have received assurances from Election Commission three or four times that forms will be given, field inquiry will be conducted for the deletion of names," he told.

West Bengal Chief Minister Mamata Banerjee on Wednesday thanked several senior leaders of the INDIA bloc for backing her as the leader of the non-BJP coalition.
Banerjee, who is on a three-day trip to the coastal town of Digha in Purba Medinipur district, told reporters that she would pray for the well-being of those leaders and the alliance.
"I am indebted to everyone for the respect they have shown to me. I pray for their good health. I want them as well as their party to stay well. I also want INDIA to stay well," Banerjee said.
The Trinamool Congress supremo refused to speak more on the issue. Banerjee last week expressed her dissatisfaction with the functioning of the INDIA bloc and signalled her intent to take charge of the alliance if given an opportunity. Leaders of several of its constituents backed her, saying she should be allowed to lead the coalition.
"I had formed the INDIA bloc, now it is up to those leading the front to manage it. If they can't run the show, what can I do? I would just say that everyone needs to be taken along," she said in an interview with Bengali news channel News 18 Bangla. Leaders such as NCP (SP) chief Sharad Pawar and RJD president Lalu Prasad, backed her.
While Pawar called her a 'capable leader', Prasad said that Banerjee should Mamta Banerjee should be allowed to head the INDIA bloc.
An overall framework for allocation of portfolios was reached last month; under this deal the BJP gets 22, the Sena around 12, and the NCP around nine.
The argument here is it is the only prize big enough to compensate for surrendering the Chief Minister's chair. However, the BJP is unlikely to want to give up Home; the argument there is the party feels it has a number of candidates who can run the department effectively. The Sena may be offered Urban Development, Public Works Department, and Revenue.
Mr Pawar's NCP is said to want at least an equal share, even if it won fewer seats. The party has pointed to a better 'strike rate' - i.e., percentage of seats contested and won - to back its claim.

New Delhi: Chilly winds on Wednesday marked the arrival of cold wave conditions in the national capital as Delhi recorded a low of 4.9 degrees Celsius, the Indian Meteorological Department (IMD) said.
The minimum temperatures in early December have been recorded below 5 degrees Celsius for the first time in 14 years, it said.
According to data, the lowest minimum temperature during this period was recorded on December 6, 1987, at 4.1 degrees Celsius.

A Russian missile attack has killed at least eight people and injured another 22 - including a child - in Ukraine's southern city of Zaporizhzhia, local officials say. UN suspends aid deliveries through main Gaza crossing
The biggest UN agency providing aid to Palestinians has said it is suspending deliveries through the main crossing between Israel and Gaza because of security concerns. The head of Unrwa, Philippe Lazzarini, said two recent convoys had been looted by armed gangs near the Kerem Shalom crossing and called on Israel to maintain law and order. Israel has previously said that it facilitates the passage of aid into Gaza and accused Hamas of hijacking and stealing deliveries. Kerem Shalom is the main route for delivering aid to the more than two million people in Gaza, which the UN has warned is on the brink of famine.
Sudan air strike causes 'horrific massacre' in a Darfur market
Sudan's military has been accused of carrying out an air strike on a marketplace in the western region of Darfur in which more than 100 people were reportedly killed.
The Emergency Lawyers rights group described the bombing in Kabkabiya town on Monday, the weekly market day, as a "horrific massacre".

New Delhi: India on Tuesday evacuated 75 Indian nationals from Syria, two days after rebel forces overthrew President Bashar Assad's authoritarian government. As Rajnath Singh and his top delegation of defence personnel continue their Russia visit, there are talks of a mega defence agreement between Moscow and New Delhi being in advanced stages. The deal - reportedly worth $4 billion will give a massive boost to India's air defence infrastructure.
The equipment being discussed by both sides is the advanced 'Voronezh' series radar which is manufactured
by Russia's Almaz-Antey Corporation, which is a specialist organisation for manufacturing anti-aircraft missile systems and radars.
The Voronezh radar is a very-longrange early warning radar system with a range well over 8,000 kilometers. It is capable of identifying and tracking threats like ballistic missiles, fighter jets, and ICBMs. Should India acquire it, the advanced radar system will be able to detect any air threat from anywhere in China, South and Central Asia, and most of the Indian Ocean region.
The Voronezh radar can detect more than 500 objects simultaneously. While its overall range can go up to 10,000 kilometers, it's vertical range exceeds 8,000 km and horizon range is over 6,000 km. Moscow claims that the Voronezh radar system can even track stealth aircraft.

The latest data from the US State Department shows there was a 38 per cent decline in F-1 student visas issued to Indian nationals in the first nine months of 2024 compared to the same period in the previous year. However, the decline is not unique to Indian students, as Chinese students, the second largest international cohort in the US, also witnessed an 8 per cent decline in the issuance of F-1 visas in 2024.

Suspect in healthcare CEO killing arrested at McDonald's

Calling the discussions "frank, candid, and constructive", Mr Misri said the discussions allowed both sides "the opportunity to take stock of our ties".

Air India announced an order for 100 additional Airbus aircraft, including 10 A350 wide-body jets and 90 A320 family narrow-body planes as part of its fleet expansion strategy.
This order builds on the airline’s 2023 commitment to purchase 470 planes from Airbus and Boeing, signalling a significant investment in capacity to
meet India’s growing aviation demand, the airline in a statement said on Monday.
The latest order brings Air India’s total Airbus procurement to 350 aircraft, an increase from the 250 ordered in 2023.
The earlier Airbus order included 40 A350s and 210 A320 family jets. Sunil Pal claims kidnapping near Delhi
Comedian and actor Sunil Pal has alleged that he was kidnapped from the outskirts of Delhi. According to Pal, he was lured to the location under the pretext of attending an event in Haridwar.
The organisers had even transferred an advance payment to confirm the deal. However, things took a dark turn when they stopped for snacks on route to the venue. A man pretending to be a fan allegedly pushed him into a car and drove away.

New Delhi: The national capital on Saturday recorded its coldest morning of the season with a minimum temperature of 7.1 degrees Celsius, three notches below the season's average, according to the India Meteorological Department (IMD).
After three days of 'moderate' air quality, Delhi's air quality once again worsened to enter the 'poor' category. The city's Air Quality Index (AQI) stood at 222 around 9 am, according to Central Pollution Control Board data.
India Urges Early Exit Amid Syria Crisis
New Delhi: Concerned about the deteriorating situation in Syria, the Government of India put out a late-night advisory to all Indian nationals to completely "avoid all travel to Syria until further notice".
In the statement, which shared an emergency helpline number and an email ID, the Ministry of External Affairs appealed to all Indians currently in Syria to "remain in touch with the Indian Embassy in Damascus".
New Delhi's urgent notification also stated that "Those who can, are advised to leave (Syria) by the earliest available commercial flights." For those who cannot, the advisory asked them to "observe utmost precaution about their safety and restrict their movements to the minimum."

Indian space agency ISRO today successfully launched the European Space Agency's PROBA-3 satellite. The launch was on board ISRO's workhorse rocket - the Polar Satellite Launch Vehicle or PSLV in its 61st commercial mission 'C-59'. PROBA, short for Project for Onboard Anatomy, is a space programme under the European Space Agency or ESA. Under PROBA, there have been a series of satellite launches. Today's was the third in that series, hence the name PROBA-3.PROBA-3 is a solar mission. It's aim is to study the Sun's corona at a level of precision never done before. PROBA-3 consists of two independent, three-axis stabilised spacecraft - the Coronagraph Spacecraft or CSC, which is 310 kg and the Occulter Spacecraft or OSC, which is 240 kg. Both spacecraft will have a highly elliptical orbit around Earth whose apogee or distance farthest from the surface of the planet at the equator will be 60,500 km.

Citizens Academy is a stimulating six-to-eightweek program that gives business, religious, and community leaders an inside look at the FBI. The next FBI New Orleans Citizens Academy class will be held weekly beginning Wednesday, March 12, 2025, through April 16, 2025, with an optional range day and bomb demonstration on Saturday, March 15th. Individuals may
nominate themselves, or be nominated by friends, coworkers, Citizens Academy alumni, or current/past FBI employees. Deadline to apply: January 10, 2025. Candidates must meet the following criteria:
• Be a recognized business, religious, or community leader.
• Live and/or work in Louisiana. Sessions will be held at the Headquarters Office on the New Orleans lakefront.

DENVER, CO – The U.S. Air Force Art Program Collection unveiled a portrait of Indian American actor and WWII hero Sgt. Sabu Dastagir, painted by artist June Xu, on November 12 in the Pentagon’s World War II hallway. The event celebrated Dastagir’s legacy, with U.S. Air Force Academy cadets of South Asian heritage reflecting on his enduring impact.
Sgt. Dastagir, famed for films like The Jungle Book and The Thief of Baghdad, left Hollywood to serve the U.S. during World War II. Becoming an American citizen in 1944, he enlisted in the U.S. Army Air Corps, flying numerous combat missions as a tail gunner in the Pacific. For his valor, he earned five Air Medals and the Distinguished Flying Cross with Valor. He passed away in
1963 at age 40.
During the ceremony, Cadet Anoushka Rishi emphasized Dastagir’s courage and sacrifice, calling his story a testament to bravery transcending borders. Scholarship Programme for Diaspora Children (SPDC) 2024-25
CHICAGO, IL- Scholarship Programme for Diaspora Children (SPDC) scheme is a scholarship scheme of the Ministry of External Affairs to assist the Children of Persons of Indian Origin (PIOs)/ Overseas Citizens of India (OCIs) and Non-Resident Indians (NRIs) who are pursuing Undergraduate courses in Indian Universities/Institutes. The SPDC scheme provides them financial assistance towards tuition fee, admission fee and post admission charges. Since its launch in 20062007, The SPDC Guidelines have been revised subsequently, following which the Scheme has been opened up for diaspora applicants from all countries, with preference being accorded for female applicants in 50% of seats available in each category and medical students pursuing UG courses have also been brought under the purview of the scheme.
2. Ministry of External Affairs has now launched the SPDC Programme for the academic year 2024-25 for the Children of NRIs/PIOs/OCIs pursuing Undergraduate courses in several disciplines in India. A copy of the SPDC guidelines and application form for 2024-25 is attached herewith for reference.

NEW JERSEY- The FBI is investigating reports of mysterious nighttime drone flights across central New Jersey and has asked the public for assistance. Since November 18, witnesses have observed clusters of drones—larger than typical hobbyist models—and a possible fixedwing aircraft flying over areas along the Raritan River.
Federal and state officials emphasize that there is no known threat to public safety at this time. However, the flights have sparked concern as they occurred near sensitive sites such as the Picatinny Arsenal, a U.S. military research and manufacturing facility, and Presidentelect Donald Trump’s golf course in Bedminster.
The Federal Aviation Administration (FAA) has imposed temporary drone flight restrictions in the area while the investigation continues. Law enforcement officials in Morris and Somerset counties have acknowledged the reports and issued a joint statement confirming their commitment to monitoring the situation closely. However, he noted the absence of a formal apology from the company and urged corporations to train senior executives in religious and cultural sensitivity to avoid such missteps.
Zed emphasized that Lord Ganesh, revered as the deity of wisdom and obstacle removal in Hinduism, is meant for worship in temples and homes, not commercial trivialization. He criticized the use of sacred symbols for purposes like underwear marketing, calling it disrespectful and painful for devotees.
Previously marketed as "Celestial Ganesh Blessings," the nowremoved products included underwear for men, women, and children, priced between $15.99 and $19.99. Zed stressed that faith and sacred symbols should be handled with respect, urging Walmart to refrain from cultural appropriation.

Indian American Doctor Charged with Health Care Fraud
NEW YORK, NY - A 75-year-old New York doctor, Dr. Vishnudat Seodat, has been charged with conspiracy to commit health care fraud in federal court in Boston. Seodat, an internist from Mattituck, N.Y., has agreed to plead guilty, though a plea hearing has not yet been scheduled.
Federal prosecutors allege that between 2013 and 2019, Seodat participated in a scheme involving medically unnecessary transcranial doppler (TCD) scans— brain tests measuring blood flow. In
collaboration with a mobile diagnostics company, Seodat allegedly ordered hundreds of unwarranted scans using false diagnoses. In return, he reportedly received $100 in cash kickbacks per test.
The fraudulent activity generated approximately $1 million in claims to Medicare and private insurers. Authorities allege Seodat conspired with others who submitted these false claims.
The charge of conspiracy to commit health care fraud carries a potential sentence of up to 10 years in prison, three years of supervised release, and a $250,000 fine.
The investigation involved multiple agencies, including the FBI, IRS Criminal Investigations, and the U.S. Department of Health and Human Services. Acting U.S. Attorney Joshua S. Levy and other officials emphasized that the charges are allegations, and Seodat remains presumed innocent unless proven guilty in court.
Assistant U.S. Attorneys Howard Locker and Mackenzie Queenin are prosecuting the case.

NEW YORK, NY- Haridas and Sharda Kotahwala of New York sponsored the 12th Eye Camp in Amritsar, an initiative launched by Varinder Bhalla, former Nassau County Commissioner, to provide free eye exams and eyeglasses to the underprivileged. The camp targets elderly individuals struggling with daily chores and children whose education is hindered by poor vision.
Bhalla, a native of Amritsar, started the program in January 2023 to honor his late father’s legacy of supporting visually impaired children. The inaugural camp saw the participation of prominent Punjab leaders, including MP Gurjeet
Singh Aujla and former Deputy CM Om Parkash Soni.
The camps, held monthly, involve rigorous screening to identify beneficiaries. Optometrists conduct computerized and manual
eye exams, prescribe lenses, and allow patients to select frames.
Nearly 1,200 individuals have benefited since the program's inception.
Local leader Satish Devgan praised the Bhallas for their commitment, despite residing in New York, and
highlighted the Kotahwalas' inspiring generosity. The Kotahwalas, originally from Rajasthan and settled in New York for six decades, are celebrated for their philanthropic contributions in India and the U.S.
The Bhalla family also operates the AWB Food Bank in Delhi, named after Varinder Bhalla’s late mother. This initiative has distributed over 15 million meals to the needy since 1991 by collecting surplus food from hotels and airlines.
