Court permits Sikh group to summon Manmohan NEW YORK: A United States federal judge in Washington has granted a Sikh rights group’s plea to serve summons on Indian Prime Minister Manmohan Singh in India in a case of alleged violation of human rights during his tenure. The 1965 Hague Service Convention allows the process of judicial documents from one signatory state to another without the use of consular and diplomatic channels. A Washington federal court had issued summons against Manmohan Singh during his September 2013 visit to Washington on a plea by Sikhs For Justice (SFJ) accusing him of “funding crimes against humanity perpetrated upon the Sikh community in India”. In response to SFJ’s plea for extension of time to serve summons on Manmohan Singh in India, judge James E. Boasberg ordered that “plaintiffs shall by April 14, 2014, either file proof of service or file a status

But the imperatives of a parliamentary poll are different, especially in a country as large and variegated as India, where not only are the regional parties dominant players in some states but the BJP and the Congress do not even have much of a presence in them.

resident Barack Obama’s pick for surgeon general, Indian American Vivek Murthy, is one step closer to becoming ‘America’s doctor’, with a Senate panel approving his nomination despite opposition from the powerful gun lobby. Democratic controlled Senate is set to hold a vote on March 4 to confirm Murthy, 36, an early supporter of Obama and his healthcare law. He would be the first Indian American and the youngest person to become the leading spokesperson on matters of public health in the US. As U.S. surgeon general, Murthy will also be the operational head of the 6,500-strong U.S. Public Health Service Commissioned Corps, one of the seven uniformed services including army, navy, air force and marines. Abraham Verghese, a professor at Stanford University Medical School, and Sanjeev Arora, a computer scientist, of Albuquerque in the U.S. state of New Mexico are scheduled to be honored in Pittsburgh on April 3, the foundation announced on its website. The five recipients will receive a cash award of $250,000 each as well as a medallion inscribed with an image of late U.S. senator John Heinz. Abraham Verghese, who was born to parents from Kerala in Ethiopia, was given the award in recognition of his best-selling authorship. In his first book, ‘My Own Country’, he wrote extensively about AIDS in rural areas of Tennesse. Verghese did his MBBS degree from Madras University in 1979.

Association of American Physicians of Indian Origin (AAPI) wants to make their voices heard on Capitol Hill and around the nation, it said. AAPI’s Annual Legislative Day conference will discuss medicare sustainable growth rate, immigration reform, combating obesity, implementation of affordable care and growing US-India relations, according to a media release. Indian-Americans constitute less than one percent of the country’s population, but they account for nine percent of the American doctors and physicians. In a letter put out last week, Larry Kaifesh, who is opposing Goel in the Republican party’s March 18 primary for the 8th Congressional District, accused Goel of taking her “campaign into the gutter”, according to Chicago’s Courier-News. “In a strange act of desperation, the Indian Americans for Freedom super PAC and their candidate for
Illinois’ 8th Congressional District, Manju Goel, have taken her campaign into the gutter,” it said. “They have established a fake web site as well as fake Facebook and Twitter accounts in an attempt to manipulate and confuse voters about Colonel Larry Kaifesh.” The letter states that the web site, larrykaifesh4congress.com, “steals the appearance of Colonel Kaifesh’s actual web site but contains false positions on issues. diagnostic firm founded by an Indian-American physician has agreed to pay $15.5 million to settle charges that it falsely billed federal and state health care programs and paid kickbacks to physicians. The Diagnostic Imaging Group (DIG), founded in 1985 by Mumbai native Leena Doshi, would pay $13.65 million to the federal gov-
ernment and an additional $1.85 million to New York and New Jersey under a settlement announced by officials of the two states. Doshi herself has not been charged or accused of any wrongdoing. The DIG, which operates a chain of diagnostic testing facilities through its subsidiary Doshi Diag-
nostic Imaging Services, headquartered in Hicksville, New York, was charged with billing for tests that were not performed or not medically necessary. The DIG previously operated chains in New Jersey and Florida through subsidiaries Doshi Diagnostic Imaging Services of New Jersey and Signet Diagnostic Imaging Services, officials said. The settlement resolves allegations that the DIG submitted claims to Medicare, as well as the New Jersey and New York Medicaid Programmes, for 3D reconstructions of CT scans that were never performed or interpreted. Additionally, the DIG allegedly bundled certain tests on its order forms so that physicians could not order other tests without ordering the additional bundled tests, which were not medically necessary. The settlement also resolves allegations that the DIG paid kickbacks to physicians for the referral of diagnostic tests.

indful of the delays, the two-day BIMSTEC Summit concluded in this Myanmar capital on March 4 with the leaders now setting a yearend deadline for a free trade pact among the seven-nation grouping. In a declaration, the leaders, including Indian Prime Minister Manmohan Singh, directed the negotiating committee to expedite work for concluding the Agreement on Trade in Goods by the end of 2014. In 2004, the finance and trade ministers of the BIMSTEC countries had agreed to establish a free trade area by June 2012. A few years later, the deadline was advanced to June 2010. But differences over issues such as tariff lines and quantum of concessions have kept the proposed pact from being inked. The agreement, when signed, will lead to reduced tariff on commerce among the member countries as also liberalize trade in goods, services and investment. Addressing the summit earlier, Manmohan Singh said an early conclusion of the trade pact will help member nations - which together account for 20 percent of the global population and $2.5

Teesta water pact a difficult one: PM NAY PYI TAW: Prime Minister Manmohan Singh on March 4 told his Bangladesh counterpart Sheikh Hasina that a pact on sharing Teesta river waters was “difficult” even as an agreement was desirable in the interests of the two countries. His remarks came during a meeting with Hasina on the margins of the BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) Summit. Besides India, Bangladesh and Myanmar, the seven-nation regional grouping comprises Nepal, Bhutan, Sri Lanka and Thailand.
‘Attacks may harm Taliban talks’ ISLAMABAD: Pakistani peace negotiators on March 4 said that terror attacks after the Taliban ceasefire could harm the dialogue process. The negotiators met Prime Minister Nawaz Sharif and reviewed the status of the talks following a deadly suicide attack on a court in Islamabad that killed 11 people Monday, Xinhua quoted the PM office as saying. It was the first meeting after the Taliban declared a month-long ceasefire on March 1 that was followed by the government's decision to suspend airstrikes against the militants in Waziristan tribal region. The attack on Islamabad court and three other recent bombings in Khyber tribal region, which killed 15 security personnel, cast doubt on the Taliban ceasefire. The Taliban, however, has denied
involvement in the Islamabad attack. The prime minister told the negotiators that establishing peace and stability is the first priority of the government and efforts would be made at every level for the realisation of this objective, a statement from the PM office said. Earlier, the government negotiating committee met in Islamabad to review the tragic incidents of Islamabad and Khyber Agency following announcement of ceasefire by the outlawed Tehrik-e-Taliban Pakistan.

effort in that direction till the time we achieve what we set out to do,” he said. Batra thanked the Ministry of Youth Affairs and Sports for recognizing the efforts that HI has been putting in the last few years and giving it the recognition that it deserved. Sunny not feared of getting typecast
‘Satyamev Jayate 2’ strikes a right chord NEW DELHI: “Heart stirring” and “real hero” was how viewers lauded the first episode of the second season of Satyamev Jayate that focused upon the issue of rape in the country. The much-awaited talk show, with the tagline ‘Jinhe desh ki fikr hai’ (those who care for the country), went on air on March 2 and its host and Bollywood star Aamir Khan once again struck the right chord. The show received around 12 lakh missed calls in two hours from people who want to join the fight against rape. Titled ‘Fighting rape’, the first episode began with the narration of the Dec 16 Delhi gang rape case, in which a 23-year-old physiotherapy intern was brutally gangraped in a bus. With some more cases of acid attack, rape and molestation, Aamir then shared the statistics of rape cases in India revealing that around 1,01,041 pending rape cases were reported till 2012, out of which 3,563 were convicted in an year, 11,446 cases were acquitted or withdrawn and 86,032 were still pending. Meanwhile, he has come forward to provide financial help to Bhagirath and Basanti, son and daughter-in-law of Dasrath Manjhi who single-handedly carved out a road by cutting through a hill in Bihar. He visited their village for his TV show Satyamev Jayate last week, is set to provide financial help to them. Shafi Ahmad, state coordinator of the actor’s production house, said a team would visit the Dasrathnagar Dalit tola near Gahlaur in Gaya district, around 100 km from here, soon on behalf of Aamir Khan as he had requested that their requirements be looked after. Khan, during his visit, also assured help to Bhagirath and Basanti. They told Aamir that they have been left in the lurch, ignored by politicians and officials despite repeated assurances. Basanti added that she, along with her husband, begs for money to conduct an annual ritual in the memory of Dasrath Manjhi. Bhagirath and Basanti work in the village primary school as cooks for preparing the mid-day meal for children. Both of them are paid `1,000 a month. Dasrath Manjhi had single-handedly carved out a 360 feet long, 30 feet high and 30 feet wide passage by cutting through a hill near Gahlaur with a hammer and chisel, working day and night. He died in 2007 after a battle with cancer.

ISLAMIC CENTER FIRE HITS MUSLIMS’ PRAYERS

ERSEY CITY (NJ) -- Though a fire at an Islamic center in Jersey City on February 28 has left no one injured, heavy damage to the building left many in Jersey City’s Muslim community without their usual place of prayer. “This mosque gets about 1,000 people on Friday,” said Mayor Steve Fulop, who was at the scene of the fire in the morning. “We’re going to work with those in the mosque community to see what can be done.” Fulop said the three-alarm blaze, which started shortly before 6 am and was controlled about an hour later by firefighters despite freezing weather conditions, caused “extensive damage” to the mosque located at 984 West Side Ave. Eldewak Ibrahim, 59, of Branchburg-the head of the board of trustees for the Islamic Center--- said that being unable to use the mosque would have “a major impact” on the city’s Muslim community. Ibrahim said the city would provide the Jersey City Armory on Montgomery Street as a temporary location for prayer, but that that accommodation was “just for today.” “After that, we don’t have any solution,” Ibrahim said. “We do five prayers a day.”
Ibrahim said 200 to 300 people appeared at the Islamic Center five times a day for regular prayers, while up to 2,000 people had shown up for Friday prayer. He said members of the Islamic Center-

ERSEY CITY-NJ -- Recent violent attacks against members of the Sikh community have left many in Jersey City worried for their safety. Inderjit Singh said that on February 15, he was beaten in a dispute over shoveled snow that escalated into bias. “They were beating me with the shovel and also they said ‘You’re Osama’,” he said. “Yeah. ‘You go back to your country’.” Singh said that one of the two men who attacked him yanked his beard, ripping out a clump of hair, adding that strands of his beard, which Sikhs consider sacred, were still embedded in the snow. He said his attackers also knocked out a tooth. After initially downplaying the incident, Singh said that fellow Sikhs urged him to file a new police report with more details of the assault. LLENTOWN ( PA ) - - A l l e n t ow n , Pennsylvania’s third most populous city, will have a Hindu temple in the near future. A former bingo hall near city airport is to be converted to a Hindu temple by International Swaminarayan Satsang Organisation (ISSO). The temple complex, which includes worship and meeting areas and the priest’s quarters, is expected to be complete within six months, and the zoning approval has been obtained. According to Mike Patel, one of the project leaders, currently, area Hindu families have to drive around 90 minutes one way to reach another temple near Cherry Hill in New Jersey. Distinguished Hindu statesman Rajan Zed, in a statement in Nevada (US), has applauded efforts of temple leaders and area community to realize the Hindu temple complex. Rajan Zed, who is president of the Universal Society of Hinduism, said that it was important to pass on Hindu spirituality, concepts and traditions to coming generations amid so many distractions in the consumerist society and hoped that the new temple complex would focus in this direction. He stressed that instead of running after materialism, “we should focus on inner search and realization of self and work toward achieving moksh (liberation)”, which, he said, was the goal of Hinduism. ISSO’s prime objective is “to advance the Sanatan Dharma, in accordance with the principles and teachings of the Swaminarayan Sampraday, founded and ordained by Lord Shree Sahajanand Swami”. ENNSYLVANIA -- To the applause of the University of the Sciences (USciences) community, Harkishan Singh, PhD, professor emeritus at Panjab University in India, received an honorary doctor of science degree during the University’s 193rd Founders’ Day ceremony on February 20. “Prof Singh is a world-renowned pharmaceutical academic, researcher, and science historian with more than 50 years of experience,” said University president Helen Giles-Gee, PhD. “His experience and contributions to the science and healthcare industries aligns with the mission and vision of our institution.” Prof Singh is no stranger to higher academia. He has taught abroad at Banaras Hindu University, University of Saugar, Panjab University in India, and University of London as well as within the US, at University of Maryland and University of Mississippi. Beyond his time in the classroom, Prof Singh has also conducted scientific

research in the fields of organic chemistry, medicinal chemistry, and natural products; and his research group has been successful in designing a clinically useful drug.
He has presented his research at several institutions and conferences across the world, including Harvard School of Medicine and the International Symposium on Molecular Structure in Beijing. Under Prof Singh’s supervision, nearly 50 master and doctoral theses have been completed. Furthermore, he has published 125 original scientific research papers, and obtained 14 patents for his work. “I am grateful the University has considered me worthy for the honor which has been bestowed upon me,” said Prof Singh. “For students from India, USciences has been an institution of choice for higher pharmaceutical studies. EWARK (NJ) — The US Small Business Administration (SBA) has added Newark to a list of communities whose business owners are eligible to participate in the Emerging Leaders Initiative, a free, seven-month executive training program for business owners in under-served areas. The announcement makes Newark the only New Jersey city currently eligible for the program. Although only Newark appears on the initiative’s list by name, Al Titone, SBA’s New Jersey District Director, said his office would accept applications from companies based in Jersey City or with a presence in East Orange, Elizabeth, Englewood, Hacksack, Irvington, Passaic, Paterson and Plainfield. He also said the program was meant to elevate established companies, not help would-be entrepreneurs test the waters or assist young companies in getting established. “This training is for established business owners only and is not intended for start-ups
or people who are thinking about starting a business,” Titone said in a press release. To qualify for one of the 15 spots in the program, business owners must have an annual revenue of at least $400,000, should have been in business for three years and must have at least one employee other than themselves. The program’s curriculum includes 100 hours of classroom instruction, meetings with mentors, workshops and networking with city officials and financial executives. Last year, the program graduated just shy of 400 small business owners, the largest class since it began in 2008. The SBA keeps the program free for participating entrepreneurs by partnering with local business organizations. In Newark, that includes the African American Chamber of New Jersey, Brick City Economic Development Corporation, Greater Newark Enterprises Corporation, Morris County Hispanic-American Chamber of Commerce, New Jersey Business & Industry Association, New Jersey Small Business Development Center and the New Jersey Chamber of Commerce.

Murrow High School sent out a robocall saying in part: “I wanted to take this opportunity to address some of the concerns that you may have regarding some recent posts on Facebook that were reported to the administration.” Added the school official: “Here at Murrow, your child’s safety is our top priority. The measure is similar to a state law banning the sale of e-cigarettes to minors, but goes a step further by allowing the county Department of Public Health to issue a $250 fine to stores that flout the law which also requires e-cigarettes to be kept in secured displays. This facility is available for nationals of 11 countries--Finland, Japan, Luxembourg, New Zealand, Singapore, the Philippines, Cambodia, Vietnam, Laos, Indonesia, and Myanmar. However, there is an increase in the number of cases of penalty being levied on airlines for bringing in passengers, wishing to avail of the ‘TVoA’, at airports, where this facility is not granted. For example, in one particular instance, a passenger was through checked up to Amritsar, where such facility was not available. This has resulted in penalty of Rs. 100,000 on an airline by the Bureau of Immigration. In order to curb the situation and avoid such instances/resultant penalty on the airline, the following instructions have been given for strict compliance: --Such passengers wishing to avail of the TVoA facility must be checked-in only up to the gateway airports in India as mentioned above and their baggage labeled accordingly. --Do not through check-in ‘TVoA’ passengers up to interior domestic stations. --Foreign stations should send an advance message of ‘VoA’ passengers, to the gateway station in India. --Domestic g Gateway stations in India should check that visa/travel documents are in order prior to boarding passengers on other domestic flights departing from an international terminal.

INCOLN PARK (IL)— A longtime Middle Eastern restaurant in Albany Park has opened a location in Lincoln Park. Salam Restaurant, which started as a hole-inthe-wall storefront with five tables and two cooks in 1989, has been slowly expanding ever since. The Lincoln Park location at 1524 W. Fullerton Ave. opened on February 21 with a mostly traditional and very affordable menu with items such as masabaha, hummus, falafil, kabobs, kalayas and a shawarma plate. Most of the food has roots in Jordan and Palestine. Muhammad Shadeh, manager of both the Lincoln Park and Albany Park restaurants, said the owners liked the new location because the neighborhood lacked similar Middle Eastern options. “There’s a different type of people here,” he said. “The college people, businesses people
— we are trying to attract some other types of customers.” The new Lincoln Park space is decked out in Middle Eastern decor and has seating for about 50 people on the first floor and another 50 in a private party room in the basement. The current ownership of the restaurant had bought Salam, which translates to “peace,” from the original owner about 10 years ago and began the expansion from a small storefront to the Kedzie location.

According to county records, Carmen Berrios was an administrative assistant for the Board of Review, when she tripped over an outlet protruding from the floor in April of 2007 and injured her shoulder. At the time, her brother Joe Berrios was a commissioner on the Board of Review, which rules on property tax objections.

SSEX COUNTY (NJ) — A New Jersey woman who claims she was badly burned after spilling hot apple cider purchased at a Dunkin’ Donuts in Belleville has filed suit against the owneroperator of the franchise. Jennifer Fragoso, 24, said she had permanent scarring on her thighs even though she was treated at The Burn Center at St. Barnabas in Livingston. She claims she might still need surgery after suffering
second- and third-degree burns on September 24, 2012. Fragoso said she was sitting in her car in the parking lot when the lid came loose and the drink tumbled over. The suit was filed in Superior Court in Essex County against Dunkin’ Donuts and Anju Donuts. According to her lawyer, while Fragoso expected the cider to be hot, the “temperature exceeded reasonableness and posed a safety hazard.”

he parents of 12-year-old Suhani Bhakta who was killed in Wichita, Kansas on February 12, 2012, by a police car have been awarded $300,000 by the city of Wichita in a wrongful death lawsuit. Bhakta was killed when a police officer, Atlee Vogt, while responding to the burglary report, drove over the speed limit and did not use the car’s emergency lights or siren. The 7th grade student at Mayberry Middle School in Wichita died after she was hit while attempting to cross the street near the family’s motel. The family filed the lawsuit 11 months after the accident. While the Wichita police department maintained in court that Vogt was following police department procedure and might have been obstructed from seeing the girl by another vehicle, the judge ruled in favor of the Bhakta family.

hobhana Johri Verma is the Chicago Election Board’s first-ever liaison with the city’s Asian-Indian voters and community organizations. Ms. Johri Verma’s work with the Election Board involves coordinating language-assistance in the polling places for Asian-Indian voters, as well as community outreach to Asian-Indian community groups. Her work involves recruiting bilingual Judges of Election who are fluent in English/ Hindi, English/Gujarati and English/Urdu. Under the federal Voting Rights Act, bilingual judges must be available in designated precincts to provide language assistance to voters on Election Day. Ms. Johri Verma’s duties also involve

in outreach, and we are pleased that she has agreed to work with us on expanding voter services in Chicago,” said Election Board Chairman Langdon D. Neal. Ms. Johri Verma’s experience includes defending and promoting human rights, including advocacy for rape victims, legal research to combat human trafficking, and film and print-media work in Chicago, Los Angeles and India on a variety of vital gender issues. She has a Bachelor’s degree in Biology and Master’s degree in Women’s Studies from Lucknow University, as well as a Master’s degree in Women’s Studies from the University of Cincinnati. She is also a parent volunteer in the Chicago Public Schools. The principal of Brennan Woods Elementary learned of the sentimental storyline that turned out to be a scam earlier this week. The student they spoke about did not exist and the story was made up. Parents said the teens hit a nearby neighborhood going door-to-door with a story so convincing that at least one parent made a donation.

HICAGO-IL Dr. Seema Ashrafi, clinical associate professor, department of periodontics, has been named interim associate dean for academic affairs at the University of Illinois at Chicago College of Dentistry. Her primary responsibility is the academic components of the DMD, International Dentist Degree, Advanced Standing DMD, and six specialty certificate programs. She oversees admissions for all students in the specialty programs and the student registration process for all programs. In her new role, Dr. Ashrafi also chairs the subcommittees on student promotions and chairs the institutional effectiveness committee. She approves students to take national boards, oversees the faculty evaluation and course evaluation process, and performs a variety of other academically related duties as well. She noted that her main goal was to help students. “I am the students’ advocate, and that’s exciting for me,” Dr. Ashrafi said. “I’m there for the students, and I want to help them and make sure everything at the college facilitates them doing their best work.” Dr. Ashrafi earned her DDS in 1993, her MS in Histology in 1994, and her Certificate in Periodontics in 1999, all from the College. She has been on the faculty since 1999.

Sanjay Madria, a professor in the Department of Computer Science at Missouri University of Science and Technology, is a recent recipient of the IEEE Computer Society’s Golden Core Award, a plaque awarded for long-standing member or staff service to the society. Madria’s research revolves around resource management, data management, security and handling attacks in wireless sensor networks, mobile ad hoc networks and cloud computing. In the Web and Wireless Computing Lab, the Indian American researcher has small miniature devices called motes that can self-organize themselves to create a wireless sensor network and can send data to a given base station. While Madria received his B.S. degree from Delhi University, he earned his master’s degree and doctorate from the Indian Institute of Technology, Delhi.

n employee at a grocery store in Cordele, GA, was shot during an armed robbery on February 24 as the business was getting ready to close for the night. The Cordele Food Mart on East 24th Ave. was attacked by a group of robbers who came in firing shots, and were caught on camera. The robbers knocked down a pregnant worker behind the counter and went for the cash register. One employee who was walking across the store ducked for cover but got shot and had to be hopsitalisd. According to store owner Neil Patel, the area is not safe as the robbers are still at large. “It’s getting worse and worse. I used to walk to the store. I used to walk to the house. Now I’ll be scared just to go from my store to my car,” said Patel, and recalled that ten years ago when he opened for business, there was virtually no criminal activity.

HICAGO — Thick fog and high winds forced officials at Midway Airport to ground all inbound and outbound flights on Feruary 27 afternoon. The city’s Aviation Department also said that hundreds of flights from O’Hare were also canceled. On February 27 morning, the city was under a flood watch after mounds of snow and ice melted as temperatures rose to the high 40s. By mid-day, the city was covered in a dense fog that limited visibility Downtown to almost zero. By 4.30 pm, the city’s airports had canceled more than 400 flights, including more than 285 from O’Hare due to low visibility.

separate Telangana state will formally come into being on June 2, the central government announced this week. The union home ministry has fixed June 2 as the appointed day or formation day of Telangana state. The same day, the residual Andhra Pradesh state will come into existence. President Pranab Mukherjee on
March 1 gave his assent to Andhra Pradesh Reorganization Bill 2014. The gazette notification was published the same day but the appointed day was not declared. Telangana will be 29th state in India. It will comprise 10 districts — Hyderabad, Ranga Reddy, Medak, Nalgonda, Mahabubnagar, Adilabad, Karimnagar, Warangal, Khammam and Nizamabad. n a huge setback to the Congress, the Telangana Rashtra Samithi (TRS) has ruled out a merger with it. After six-hour long meeting of its general body, the TRS chief K. Chandrasekhara Rao announced Monday night that the party has unanimously decided not to merge with Congress. The party constituted a fivemember committee to discuss electoral alliance, if other parties approach it. He said the panel would be open for an alliance with all parties including Congress. KCR, as Rao is popular among his supporters, said the unanimous view of the party leaders was that under no circumstances, should the party merge with the Congress. “Telangana needs its voice for rebuilding the state and hence we

s politicians and people spar over carving out Telangana as India’s 29th state, a town within the geographical space of Andhra Pradesh will remain immune to the split - at least in terms of governance and administration. That little town is Yanam in the East Godavari region of Andhra Pradesh - a former French colony for some 225 years till 1954, where one can still see
glimpses of its Francophone past. Barely covering an area of 30 sq km, or just over one percent of Delhi’s total area and with a population of 55,516 as per the 2011 Census, Yanam has been under Puducherry’s administrative control, though geographically far removed. Located on the northern banks of the Godavari river, it is 460 km north of Chennai and around 30 km north of Kakinada, its nearest railhead. Puducherry, its adminis-
trative headquarters, is itself some 850 km away in the south. As and when Telangana is formally notified, Yanam will remain within Puducherry.
