ndia and Africa are crucial players in meeting the 169 global targets set out under the Sustainable Development Goals (SDGs), this is warranted by their huge geographic expanse and large proportion of people living below poverty line. The recently concluded India Africa Forum Summit (IAFS), therefore came at a strategic time and provided both sides with a great opportunity to formalize partner-

ship agreements to collectively meet global goals set out in Agenda 2063, post-2015 Agenda (SDGs recently adopted by India and Africa) and the upcoming United Nations Climate Change Conference. The previous two India-Africa Forum Summits, held in New Delhi (2008) and Addis Ababa (2011) saw intensification of development cooperation between India and 15 participating African countries. The first Summit of April 2008 resulted in the “Africa-India Framework for Cooperation” where

seven main areas of cooperation were identified, which were also reiterated and enhanced at the Second Africa-India Summit. The framework emphasized on economic development by foreseeing cooperation in a number of economic areas, especially tourism and infrastructure. In his opening remarks at the third summit, Prime Minister Narendra Modi acknowledged the importance of India’s partnership with Africa. He stated that our relationship is “beyond strategic con-

sideration” as it is “driven by the aim of empowerment, capacity building, human resource development, access to Indian market, and support for Indian investments in Africa.” During his address, the prime minister highlighted the following focus areas — human resource development, institution building, infrastructure, clean energy, climate change adaptation, agriculture, health, education and skill development where India and the African nations will continue to work together.

Agriculture plays a vital role in the economies of both India and Africa. Over 60 percent of the rural households in India and 70 percent in Africa depend on agriculture as their principal means of livelihood. India, over the years and after the Green Revolution has made remarkable advancement in using technological interventions to improve agricultural outputs. Indian experience in the agriculture sector will be of relevance to the African countries which are highly vulnerable to climatic variabilities.

India’s entry in NSG likely in June NEW DELHI: India’s pending application for entry into the Nuclear Suppliers Group (NSG) should come up for consideration at its plenary in June 2016. Indian diplomats have been in discussion with NSG members for some time, and on October 30, External Affairs Minister Sushma Swaraj discussed the matter with visiting NSG chairman Rafael Grossi, who indicated that he would take it up with the grouping’s 48 members right away. India is aggressively being supported by the United States, which has more or less assured India’s entry into the Missile Technology Control Regime (MTCR) in the coming couple of months, and then follow through to facilitate it in the NSG. US diplomats told India Strategic that the Obama administration was committed in this perspective. Diplomatic sources also said that President Barack Obama has invited

India however has a waiver, courtesy Washington, for nuclear trade with those willing, but there are many technologies that it still cannot access due to MTCR and two other denial regimes, the Wassenar Arrangement and Australia Group.

ulab jamun is a favorite Indian dessert for many folks. In parties, weddings and even in Indian thalis, gulab jamun happens to be one of the desserts served after the meals.

n Take khoya/mava/evaporated milk in a

n 1 cup khoya/mava/evaporated milk, 200

gms ¾ cup grated paneer, 100 gms of paneer 3 tbsp maida/all purpose flour 2 tbsp fine sooji/rava/semolina 4 cardamoms/choti elaichi, powdered in a mortar-pestle n 1 tbsp milk or add as required n ¼ tsp baking powder n oil for deep frying the gulab jamuns n n n n

For the sugar syrup:

n 250 gms sugar, about 1 and ¾ cup sugar n 1 cup water

1 tbsp rose water 1 tbsp milk (optional)

Then add grated paneer, rava/sooji, allpurpose flour/maida, baking powder and cardamom powder to the mashed khoya. There should be no lumps in both the mava and paneer. As if they are there, then you will find the texture of the gulab jamuns not so good. The bits and pieces of mava or paneer will give a bite in the mouth, when you have the gulab jamuns. they won’t be smooth. Mix well. Add milk and gather together to form a dough with milk. Don’t knead, just gently mix. If you are unable to form balls or if the mixture appears dry, then add a few teaspoons of milk. Cover the dough and keep aside for 30 mins. Make small balls from the dough.

unmould the dhokla carefully in a serving plate and then slice and then temper it. n Heat oil in a small pan. first add the mustard seeds. Let them pop first. n Then add cumin and allow to crackle them. n Add the the asafoetida, sesame seeds and curry leaves and fry for some seconds. n Switch off the flame. add 2-3 tbsp water in the tempering. n Be careful as the oil is hot and adding water would create a splurge. so add the water carefully. n Pour the tempering mixture evenly over the rava dhokla. n Top rava dhokla with some chopped coriander leaves or freshly grated coconut. n Slice and serve the rava dhokla warm or cool.

Don’t over cook as then the jamuns break. Use a large pan, so that the gulab jamuns are not overcrowded and you can easily stir them gently while they are simmering.

INGREDIENTS n 1 cup moong dal/spilt husked yellow mung lentils n 9 to 10 tbsp ghee/clarified butter n Dry fruits such as cashew and almonds INSTRUCTIONS

moong dal or mung lentils, in enough water overnight or for 4 to 5 hours. Drain and then grind the moong dal to a smooth paste Melt ghee in a non stick pan, add the ground moong dal Keep on stirring the halwa on a low to medium flame. The moong dal mixture should reach a granular consistency before you add the hot milk mixture.

When the milk mixture comes to a boil, add it to the fried mung lentils. nThe mixture sizzles, so be careful while adding the hot milk and water mixture. n Stir well. Simmer and cook stirring often. n The liquid should get absorbed and once again you will see the ghee getting separated. n Lastly add cardamom powder, chopped pistachios and raisins. 12. Serve moong dal halwa hot. you can also garnish with some pistachios and serve. n

NOTES One cup sugar is just sweet which we prefer. For more sweetness you can add 1 or 2 tbsp more of sugar or add ¼ cup sugar extra. The recipe can be halved or doubled.

It is said that Kauravas won the game of dice by guile as revenge to the humiliation of Duryodhana at the hands of Draupadi â&#x20AC;&#x201C; wife of Pandavas. As a result of the loss, the Pandavas spent thirteen years in the jungles and returned to their kingdom on the day of 'Kartik Amavasyaa'. City of Aurora heralds Diwali The cultural extravaganza entertained the crowd of over 4,000, while serving as an introduction to India’s mythological heritage for US-born Indians and non-Indians IANS, AURORA (ILLINOIS)

Over 4,000 people, mostly Indian-Americans, in traditional attire, attended the event organized by the Indian-American Community Outreach Board of the city. The guests were treated to an eclectic collection of performances ranging from vignettes from the Ramayana to semi-classical and Bollywood dances expertly performed by amateurs, many of them second generation Indian-Americans. The fast paced cultural extravaganza entertained the crowd of over 4,000, while serving as an introduction to India’s mythological and cultural heritage for USborn Indians and non-Indians. Cuisines from various Indian states and traditional Indian apparel and jewelry provided a feast for

the eyes and palate. A video presentation projected glimpses of Indian history and culture. Aurora Mayor Tom Weisner lit the traditional lamp inaugurating the event, which started with Ganesh aaradhana (invocation) and included a Bharat Natyam performance on ‘Rama Ravana’, depicting the slaying of the demon king.

Mayor Weisner, whose unstinting support led to the city hosting the first Diwali event last year, appeared visibly pleased at the success of the event, as well as the contribution of the Indian-American community to the cultural fabric of the city. “Indian-Americans have enriched the city with their unique

contribution to music, dance and cuisine,” he said. Other elected officials endorsed him. US Congressman Bill Foster said Diwali reminded Americans of how multiple cultures have contributed to the American heritage. Among those attending were two members of the state legislature, the Indian consul general and

several aldermen. Krishna Bansal, the chairman of the board, noted that it was fitting that Diwali, the festival of lights should be celebrated by Aurora, the city of lights. Aurora, named after the goddess of dawn was the first city in the US to have public electric lights. “Diwali, which symbolizes the victory of light over darkness, or the triumph of virtue over evil, has assumed greater relevance in a world torn by division and strife,” he said.

Diwali celebration was catered by Tadka, a restaurant in Columbus, association secretary Shivam Agrawal said, adding the menu included traditional Indian cuisine. The Indian Student Association

The two-day celebrations concluded at the Queen St’s Aotea Square with a fireworks finale on Sunday night and included events like workshops, live dance, music, puppet and theater performances, New Zealand Herald reported. The event is the largest vegetarian festival in the city and recorded a footfall of 35,000 people last year. The event was organized by Auckland Council’s Tourism, Events and Economic Development arm in collaboration with the Asia New Zealand Foundation.

The celebrations were spiced up by the availability of traditional food while arts and crafts and dancing gave an insight into the multi-hued Indian culture. The festival had more than 60 food and craft stalls — the largest in the festival’s 14-year history. Many Indian performers,

efusing to order a blanket ban on firecrackers on Diwali, the Supreme Court has expressed displeasure over the Centre’s failure to carry out its earlier directive to give wide publicity to the ill effects of bursting of crackers, including sound and air pollution. The union government has not complied with the October 16 order, the apex court said, taking a dim view of the Centre’s inaction on the issue so far. An apex court bench of Chief Justice H.L. Dattu and Justice Arun Mishra asked the Centre and other authorities to launch a publicity campaign both in print and electronic media on the harmful effects of firecrackers during the festival season from October 31 to November 12.

The court reiterated its earlier order of 2005, prohibiting bursting of firecrackers during night hours from 10.00 p.m. to 6 a.m. “When we passed our October 16 order, we intended it to be carried out and advertisements published continuously,” the court observed as Solicitor General Ranjit Kumar told the bench that advertisements were ready and would be published before Diwali. Apparently unimpressed by the submission, the bench questioned the efficacy of such advertisements. “You publish (the advertisements)

one fine morning. When we passed that order, we intended it to be published continuously.” The court said the advertisement campaign would now begin from October 31. The apex court by its October 16 order directed the central and state governments to give wide publicity, both in print and electronic media, to the ill effects of fireworks and advise the people accordingly. That order also directed “teachers/lecturers/assistant professors/professors of schools and colleges to educate students about the ill effects of the fireworks”.

As senior counsel Abhishek Manu Singhvi, appearing for a toddler-petitioner, urged the court to direct that people should burst firecrackers at a common ground, Chief Justice Dattu said, “We can’t say that all those who want to burst firecrackers should go to Nehru Ground.” “We can’t regulate the bursting of firecrackers,” Chief Justice Dattu observed. “You are asking for an order which can’t be enforced,” Justice Mishra said as Singhvi wanted the apex court to fix some “reasonable

time limit” for bursting of firecrackers. Three toddlers — six-montholds Arjun Gopal and Aarav Bhandari and 14-month-old Zoya Rao Bhasin — moved the apex court to seek a ban on the sale and bursting of firecrackers during Dussehra and Diwali celebrations as it aggravated the already dangerous air pollution level and harmed them. Counsel told the court that lungs of the toddlers were not yet fully developed and large-scale bursting of firecrackers during Dussehra and Diwali would further aggravate the already polluted air, and would be seriously detrimental to their health. The three toddlers moved the apex court through their lawyer fathers.

I wish the court grants it. I am not saying that you ban firecrackers all over the city, but don’t allow them in the middle of the city. Why can’t a few societies come together and gather at a park and burst low-smoke crackers for a fixed duration,” wondered senior counsel Harish Salve, espousing community celebration of the festival of lights. According to data furnished in parliament, some 80 people die from illnesses stemming air pollution in the capital every day. We can’t have “death and mayhem” in the name of celebrations, he said. The worst-effected are elderly people or the very young ones. Other age groups are equally vulnerable but because of their stronger physique the ill effects are relatively less.

Underlining the urgency of combating air pollution on a war footing, Chandra Bhushan of the Centre for Science and Environment said that the “problem is that Delhi is suffering from acute pollution, especially during winter”. This can’t be addressed without taking steps such as reducing the number of vehicles on the roads and banning the bursting of crackers during festivals like Dussehra and Diwali.

Pointing to serious ailments that air pollution causes, Bhushan favored imposing a “pollution tax” that is justifiable under the principle of “polluter pays”. “Some of these steps would cause inconvenience to the people,” Bhushan said, adding: “People will have to cooperate if they don’t want their children and elders to suffer from diseases which have long-term ramifications.” This view found support among medical professionals. They pointed out that cumulative exposure to high levels of particulate pollution increases the risk of various respiratory and cardiovascular diseases. However, on a divergent note, senior counsel Aman Lekhi opposed a ban on firecrackers, contending this happened over only a few days and banning this would not solve the problem. Lekhi said the demand for banning the firecrackers is totally unwarranted as it is nothing but for publicity. “Firecrackers are burst only for a short duration on two, three days and their harmful effect vanishes in a day or two. Firecrackers which are an integral part of important festivals,” Lekhi said.

Abiruben, president of the Tamil Nadu Fireworks Manufactures Association, said district authorities had told them to respect religious feelings while producing firecrackers. “We have received a letter from the district administration to take into account the religious sentiments of the people while manufacturing the crackers,” Abiruben told IANS. The reference is to the bursting of crackers with the images of Hindu gods and goddesses printed on them. He said a reply had been sent to the administration citing a Supreme Court ruling permitting the manufacture and sale of such crackers. Sivakasi, the hub of the firecracker industry in the country, is located 535 km from Chennai in Virudhunagar district. Said Uma Ravichandran, coordinator of the Tamil Nadu chapter of the Hindu Janajagruti Samiti: “On Diwali, we pray to goddess Lakshmi and also burst crackers with her image. “The image of the goddess is torn into pieces and people stamp over it. This is not good,” Ravichandran told IANS.

Countering her, Abiruben asked what happens to newspapers and wedding invitations that carry images of Hindu gods-goddesses? “Once the newspapers or wedding invitations serve their purposes, we throw them out or use it for various purposes. Similarly is the case with the crackers that have the images of god or goddess,” Abiruben said. “Lakshmi Vedi”, “Vishnu Vedi”, “Krishna Vedi” are some of the firecrackers made in Sivakasi. Needless to say, they do carry the images of goddess Lakshmi and gods Vishnu and Krishna. Incidentally, Lakshmi

Vedi has existed for more than 50 years, and is one of the popular varieties in the market. Curiously, both Abiruben and Ravichandran do not agree to the possibility of having the pictures of Hindu gods and goddesses on the wrapper and not on individual crackers. According to Ravichandran, only a government order banning the manufacture of such crackers will be effective in protecting the religious sentiments of the people. Meanwhile, Abiruben said that firecracker manufacturers in Sivakasi were working only for three days a

week due to lack of orders — possibly due to huge illegal imports from China. “Normally factories would be running three shifts now. But production is restricted to only three days due to lack of orders,” he said. According to him, the firecracker industry in Sivakasi is pegged at around Rs.60 billion. This year, the impact of illegal Chinese imports is estimated to be in the region of around 30 percent. “Dealers are scared of placing orders fearing illegal imports from China flooding the market as Diwali nears,” Abiruben said.

NEW DELHI: As the festive season approaches, the Indian government assured people that it will continue to guard against illegal imports of firecrackers that have shot up this year in the run up to Diwali. “During 2015-16 (August to September) Directorate of Revenue Intelligence (DRI) & the Customs have seized 285 tonnes of illegal firecrackers. During whole of 2014-15, 101 million tonne was seized. Action initiated in consultation with Controller of Explosive for destruction of confiscated,” tweeted Commerce Minister Nirmala Sitharaman. The Hindu festival of lights Diwali, which falls on November 11 this year, is celebrated across India by bursting of lot of fire crackers. In September, Sitharaman said that the central government did not give go ahead for import of Chinese crackers, and asked all the state governments to take actions against illegal import of such items. Sivakasi in Tamil Nadu is the fireworks hub of India, employing more than 200,000 people both directly and indirectly.

He has taught introductory classes on Indian philosophy, (Tibetan) Buddhism, the Mahābhārata, and the Yoga-sātras, among others.

Excerpts from his recent interview: When did you first become interested in Indian philosophy? I am not sure exactly. As far as I can remember, I think it was Richard Attenborough’s movie Gandhi that sparked my interest when I watched it when I was just 7. As a teenager, I became interested in Buddhism, which appeared to me as an intriguing “middle way” between religion and philosophy,

Why is it important to study old Indian texts? It seems to me that one of the dangers that we are facing today is forgetting our past by being so obsessed with the present. And there are good reasons to think that humans have learnt to be humans for so many centuries by receiving and transmitting the past. Of course, the past does not impose on us any longer, and that’s where we are lucky: we can now relate to the past without being slaves to it. Indian past is also our past, here in the US. It is obviously clearer if you are of South-Asian origins. But given that Indian Americans now form a significant part of the US population, their past is also becoming the American nation’s past. In

addition, globalization increases exchanges and dependency between the US and India: can we keep ignoring South-Asian culture when we want to strengthen our relationship with India? In fact, South-Asian culture, just like Greek and Roman cultures, belongs to humanity’s past, and it is why what it says about love, happiness, war, politics, the divine, nature, can (should) still concern us. What other classes are you teaching at the University of Chicago Graham School? I also teach classes on Western philosophy and literature in the Basic Program, a very interesting curriculum that reviews major Western texts from ancient and modern times, with no exams and specifically geared towards adult learners. It is a really a fun program, and a real treat for those interested in humanistic culture: not many universities offer such classes for adults in the US. So we are quite fortunate to have it right here in Chicago.
