US takes India to WTO over solar industry United States challenges India’s domestic content requirements in Phase II of India’s National Solar Mission IANS, WASHINGTON
I
n another potential blow to India-U.S. ties after the Khobragade affair, United States on February 10 challenged India’s domestic content requirements in Phase II of India’s National Solar Mission (NSM). “These domestic content requirements discriminate against U.S. exports by requiring solar power developers to use Indian-manufactured equipment instead of US equipment,” said U.S. Trade Representative (USTR) Mike Froman. Announcing the “trade enforcement action” against India, Froman said it has requested World Trade Organization (WTO) dispute settlement consultations with India on the issue.
“These unfair requirements are against WTO rules, and we are standing up today for the rights of American workers and businesses,” he said. “We also take this action in support of the rapid global deployment of renewable energy.” “These types of ‘localization’ measures not only are an unfair barrier to US exports, but also raise the cost of solar energy, hindering deployment of solar energy around the world, including in India,” he added. In October 2013, India’s cabinet approved measures governing the implementation of Phase II of the NSM. For solar projects under Phase II, India is again imposing domestic content requirements, under which solar power developers must use Indian-manufac-

tured solar cells and modules instead of US or other imported equipment, USTR said. Moreover, the Phase II domestic content requirements have been expanded to cover thin film technology, which was exempt from such requirements under Phase I, USTR said. As thin film currently comprises the majority of U.S. solar product exports to India, these domestic content requirements are likely to cause even greater harm to U.S. producers than under Phase I, it said. A request for consultations is the first step in the WTO dispute settlement process, and consultations are intended to help parties find a solution at this stage.

epal’s newly-elected Prime Minister Sushil Koirala was sworn in here on February 11. No member of the coalition partner Communist Party of Nepal-Unified Marxist Leninist’s (CPN-UML) members, however, took oath, the party insisting on the home portfolio. Koirala, of the Nepali Congress, was administered the oath of office and secrecy by President Ram Baran Yadav in the presence of top leaders of major political parties, heads of security agencies, members of Kathmandu-based diplomatic corps and senior government officials. Only a two-member cabi-
net was installed on February 11 following Koirala’s oath-taking and it is likely that the cabinet will be expanded later only after the row over portfolio allocation is settled. The ticklish issue of allocation of portfolios, particularly the home ministry, soured the relations between the two largest parties — the Nepali Congress and the CPNUML — within 24 hours of Koirala’s election to the post of prime minister. Though CPN-UML leaders did attend the swearing-in ceremony at the President’s Office, no one from the party joined the cabinet as the two coalition partners failed to agree on distribution of ministerial berths.
India, China hold border talk NEW DELHI: India and China held their 17th round of border talks here on February 11, stressing on peace and tranquility on their 4,000-km disputed boundary, and are set for their annual defense dialogue on February 24. Special representatives — National Security Adviser Shivshankar Menon and Chinese State Councillor and top diplomat Yang Jiechi — met here on February 10 and 11 for talks on the boundary question. The talks between both sides have crossed the first stage — on agreeing to settlement of the boundary question. The second stage talks — on the “framework for resolution of the boundary question” — has been continuing for the past eight years. After the “framework” question is resolved, both sides will proceed to the third stage of talks.
236 candidates file nominations in Maldives MALE: A total of 236 candidates have so far filed nominations for the March 22 elections to Maldives’ 85-seat parliament, media reported on February 11 citing the Elections Commission of the archipelago nation. Ali Mohamed Manik, a member of the commission, Monday said the opposition Maldivian Democratic Party (MDP) had filed nominations for all the 85 seats of the People’s Majlis, according to Haveeru Online. Manik said the ruling Progressive Party of Maldives (PPM) had filed
nominations for only 37 seats, despite the party’s announcement that it would contest from 50 constituencies. The pro-government Jumhoory Party (JP) had filed 29 nominations. The Maldives Development Alliance (MDA) had filed six nominations, the Adhaalath Party 11, and the Dhivehi Rayyithunge Party (DRP) five, Manik said. Adhaalath party, a religious conservative party, has decided to run from 13 constituencies independently after the ruling coalition failed to meet their demand for more seats.
Sharif heads to Turkey for trilateral summit ISLAMABAD: Pakistan Prime Minister Nawaz Sharif on February 12 left for Ankara on a three-day visit to attend the Turkey-Afghanistan-Pakistan Trilateral Summit, officials said. The trilateral meeting, an important platform for high-level dialogue, security cooperation, and economic development partnership, was launched in 2007. The summit is taking place in the backdrop of important political and security transitions in Afghanistan, including presidential and provincial council elections April 5 and the withdrawal of NATO/ISAF forces by
December 31, 2014, said a statement issued by the Pakistan foreign ministry. The theme of the 8th Trilateral Summit is ‘Sustainable Peace in the Heart of Asia’. The last summit was held in December 2012 in Ankara. During the summit, Sharif will have extensive interaction with Turkey’s President Abdullah Gul and Prime Minister Recep Tayyip Erdogan as well as Afghanistan’s President Hamid Karzai. Senior members of the Prime Minister’s delegation would have meetings with their respective counterparts in trilateral formats.

alala Yousafzai, the teenaged Pakistani education activist attacked by the Taliban, is among the three candidates nominated for this year’s World Children’s Prize, also known as the Children’s Nobel. Yousafzai has been nominated “for her courageous and dangerous fight for girls’ right to education”, according to the website of the foundation that presents the award. “She started to speak out for girls’ rights at the age of 11, when the Taliban banned girls from going to school in the Swat Valley in Pakistan,” it stated. “Malala defied the rules and kept going to school. Her life was under threat and at times she had to go into hiding. Finally, at the age of 15 Malala was shot and almost killed by the Taliban on her way home from school. But Malala survived.” According to Yousafzai’s candidate profile, the Taliban thought they could silence Malala by killing her. “Instead they gave her an even stronger voice, which can

ALGIERS: An Algerian military plane that crashed into a mountain in the country’s eastern region had 78 passengers on board and only one survived, the country’s defense ministry said. The C-130 Hercules military plane crashed in the province of Oum El Bouaghi around midday on February 11 on its way from the Tamenrasset airport, some 2,000 km southeast of Algiers, to the Constantine airport, 500 km east of Algeria’s capital Algiers, Xinhua reported citing a statement issued by the ministry. It carried 74 passengers - members of the Algerian armed forces and their relatives - and four crew members, the statement said. Shashi Kant Baliyan, who is in India for three years, recalls how his Diwali holiday here took a new turn after he attended a medical conference in Hisar in Haryana in 2009 with a friend, a radiation oncologist. “I realized that people had to travel far for cancer treatment.

An MRI scan costs Rs.8,000 in a diagnostic centre, of which half goes to the doctor. We remove those frills and charge the basic cost,” he said. “In Delhi, the cost is half. In Hisar, the cost is one-third. The patient pays the hospital directly, not to us. So, there is no discrepancy.” A CT scan in a ClearMediaided hospital costs `1,600. Elsewhere, the cost ranges between `4,000 and `5,000.

which kept tainted officials out of its elections. Newly-elected IOA president N. Ramachandran told IANS from Chennai that he was delighted. “I am extremely delighted that the IOC has lifted the ban. ndia’s flamboyant all-rounder Yuvraj Singh was sold to Royal Challengers Bangalore for a staggering `40 million while Dinesh Karthik was bought by Delhi Daredevils for a whopping `125 milllion in the players’ auction for the seventh edition of the Indian Premier League (IPL) here on February 12. Yuvraj and Karthik fetched the highest price among the 16 marquee players, who were up for grabs in the first session of auction. Besides Karthik, Daredevils, who didn’t retain any player, bought back maverick former England captain Kevin Pietersen for `90 million and

Retired Judge Mukul Mudgal in his report to the Supreme Court Monday said that Dhoni, Srinivasan and his company India Cements took the stand during the inquiry of the betting and the spot-fixing scandal in the Indian Premier League (IPL) that Meiyappan, who is the son-in-law of Srinivasan, had nothing do with the cricketing affairs of Chennai Super
Kings. But in his due course of the probe, Mudgal found out that Meiyappan made it out to the world that he was indeed the team principal of Chennai Super Kings. She attributes her changed looks to a temporary lip enhancing tool for her role in the upcoming movie Bombay Velvet. The speculation started after Anushka, who made her Bollywood debut with Rab Ne Bana Di Jodi, appeared on Koffee With Karan. The 25-year-old took to microblogging website Twitter to deny reports of having undergone cosmetic surgery. “...Lately there has been a lot of talk about me in this particular episode of ‘Koffee with Karan’. But the actress feels “there is more to beauty than just the physical appearance”. “I feel it is important not to get overly obsessed and overly carried away with just the physical aspect. There is more to beauty than just the physical appearance. You are also a complete person and a woman should have an identity beyond just the way she looks,” Katrina told IANS in a telephonic interview from Mumbai. Media appearances and film shoots are regular in the actress' life, which require her to look perfect at all times. This can be “tough”, said Katrina.”It is tough in a way. You are a human being at the end of the day and everyone has his or her good days and bad days,” she said. Hair and make-up can be challenging for the actress, but the people who she works with often make
the “time consuming” job into fun. “I think the hardest thing is the hours spent in hair and make-up every day. It is time-consuming, but it can be fun when you are working with a new team,” said the 30year-old. She also says that keeping skin healthy and hair shiny is a tough job. However, he says he has decided to unite with the filmmaker for another film. “Karan Malhotra and I have decided to unite in the most ambitious way post Shuddhi. For now, I cannot allow a vision like Shuddhi to stagnate any further,” the 40year-old said in an official statement. The two have worked together
in Agneepath, a remake of the 1990 film of the same name, which was produced under Karan Johar’s banner Dharma Productions, which is now producing Shuddhi. It’s is believed that he has quit the film for health reasons. Hrithik has wished both the filmmakers success for the upcoming movie and hopes that it will be a “landmark” in the Indian cinema. “I had the finest experience an actor can have while working with Karan in Agneepath and I’m sure both my dear Karans (Malhotra and Johar) will go beyond with that one. NEW DELHI: Pakistani singer-actor Ali Zafar says people in his home country are waiting for his next Bollywood film “Total Siyappa” and if things go as planned then the film will be premiered in Pakistan. “People in Pakistan are loving the promo of 'Total Siyappa', (and) they are waiting for its release. If everything goes
well, then we will have a big premiere of the film in Pakistan,” the 33-year-old said here at the Zee Cine awards. He also plans to invite for the premiere cricketer Shahid Afridi, whom he mockingly mentions in one of the dialogue in the film. “We will also invite Shahid Afridi for the premiere and if he comes, he will enjoy the context of that particular dialogue about him,” said Ali. The dialogue mentions Afridi in a funny way and it also created quite a stir when the promos of the movie came out. Directed by E. ou really can’t put a good man down. Even when his heart breaks he bounces back stronger than before. So it is believed. But watching actor-turned-director Shekhar Suman’s directorial debut I am not too sure. His vulnerable ailing protagonist Aditya (played by the director’s son Adhyayan) goes through a series of life-changing knife-in-the-heart experiences that leave him disenchanted and shattered. Heartless is no ordinary coming-of-age story. It tells the powerful if illogical story of a young heir whose urgent need for a heart transplant puts him in an incredible medical and emotional crisis. The screenplay by Nina Arora weaves the story of love and betrayal into a tenable if somewhat far-
fetched medical condition known as anesthetic awareness. The first half when the romance between the weak-hearted Addy and the girl at the hotel reception (newcomer Ariana Ayam, treacherously sweet and adequate) unfolds has a zipped up classy quality to it. The courtship is cluttered with unwanted songs. And just this once, they are excusable. How can we have a modern day Devdas without the music flowing in his veins? Adhyayan Suman makes a confident comeback in the authorbacked role. His eyes are filled with a pain that seems more existential than physical. He brings to his borderline-ludicrous character a sense of bridled tragedy and a stifled desperation evident in his breathless

speech and anguished body language. He plays a life threatened with annihilation, stopping itself from falling apart in the nick of time. elugu Association of St. Louis (TAS), Missouri celebrated Sankranthi and Republic Day event on January 25 in a spectacular way. More than 1,000 people attended the event and some 120 children and adults participated in the cultural events. Dressed in attires reflecting Telugu culture and traditions, artists presented a variety of cultural programs which drew huge applauses from the audience. Stage decoration, audio visuals and a great theme to reflect Telugu culture in a rural environment were the major highlights.
President Dr. Ramamamohan Reddy Paduru reminded everyone of the marvelous successes of TAS in 2013 and laid out TAS’s plans for 2014. He urged members to get involved in the social programs that TAS introduced last year, especially those designed to engage youth in the social service. Vice-President Dr. Rama Krishna Gondi gave a vote of thanks. Secretary Kishore Janga played a key role in organizing the event. Treasurer Muralikrishna Puttagunta managed member enrollments and the reception area while cultural sSecretary Srikanth Saraswathula coordinated the cultural events. HICAGO — Taxi companies and drivers have sued the city, saying rival services like Uber undercut their business while not complying with city laws. Attorney Michael Shakman filed the federal suit in US District Court on behalf of taxi firms, including Yellow Cab and taxi drivers such as Francis Koblah, a day after the City Council received competing proposals on the burgeoning ride-sharing industry. The suit accuses the city of not enforcing its own laws on taxi services and says rivals like Uber, Lyft and Sidecar are undercutting the conventional cab industry as they are not compelled to operate under the same rules. According to Shakman, the city is “discriminating against taxi owners” by sanctioning “unregulated companies providing identical services.” He accused the city of “really shooting yourself in the foot” by allowing unregulated taxis alongside heavily regulated and revenuegenerating taxis. “The Emanuel administration has tolerated an unlawful taxi caste system created by Uber, Lyft and Sidecar,” Shakman added. The suit claims breach of contract and demands that the city enforce its own laws while seeking damages.

ant Rajinder Singh Ji Maharaj was honored to serve as the guest editor of the Times of India Speaking Tree, an 8-page special edition, published on February 2, 2014, in Delhi, India. His featured article, “Dealing with Stress and Anger,” appearing on the front page provides readers with practical tips for daily life and how meditation can keep one calm and balanced. Other articles focused on meditation are also published in this issue, including Dr. Louis A. Ritz, professor of neurosurgery, University of Florida, Gainesville, whose article “Meditate!” explains how meditation can bring positive changes to the brain. The article by Dr. Kunwarjit Singh Duggal, a medical doctor in the Chicagoland area in Illinois, “Boost Performance; Banish Pain” focuses on how meditation can improve performance at work, in sports, and in school, as well as reduce pain. Dr. Rimjhim Duggal Stephens, who combines alternative medicine and wellness techniques in her practice in Vancouver, where she teaches pathology, contributed an article, “Take Time Out.” She describes how taking time to meditate actually saves time by making one more productive.

The Republic day celebrations started with the Bal Vihar School Orchestra comprising a group of young musicians playing the national anthems of the US and India. The melodious presentation was a real treat to watch. The kids were dressed in traditional Indian clothes and the place was filled with vibrant colors displaying posters, local food items and artefacts, highlighting the richness of the Indian state they were assigned. The Center of Indian Cultural
Education School, as Bal Vihar is also known, had invited St. Louis community leaders to judge the display of booths and information covered. Thanks to countless and selfless efforts of its teachers, administrative staff and volunteers, Bal Vihar school has been able to give the young children an in-depth view of India’s values, culture, history and food. Center for Indian Cultural Education - Bal Vihar of St. Louis, a non-profit organization, since its inception in 1992 has been serving the Metro St. Louis
Indian community. The primary focus of this organization is to provide Indian cultural education to students aged 5-18, its application and integration with the global multicultural and multifaceted society. They are also taught discipline, tolerance and devotion in their daily routine. The ultimate goal, as one teacher said, is to throw the light of cultural knowledge on every child, to make every child an outstanding citizen and to spread the song of peace and harmony around the world.

imble-footed Juhi Soni stood out when the Iroquois Community School (ICS), DesPlaines,Illinois held its annual ‘Talent Show’ on February 7 with its Bollywood dance team
presenting a gripping program. Juhi, a fifth grader, was the lead performer at the program which also featured the ICS’s first Bollywood dance team. Taking dance lessons in classical Indian dance form, Bharat Natayam, ever since she was
just four years old, she has been partcipating in the talent show since her kindergarten days and has taken the initiative in training her fellow schoolmates. Currently, Juhi is persuing a diploma course in Performing Arts (Dance) while continuing with her regular school. “My passion is dancing and my dream is to become a dance teacher some day”, says charming Juhi. Apart from Juhi, others who also performed well were Katie Benziger, Jessica Pop, Katrina Capozi, Sarai, Rosemarie Brain, Dua Mathani, with Mohnish Soni being the DJ. Melissa Llano supervised all the kids after school. A day ahead of the talent show, all girls enjoyed a henna party (temporary tattoos on hands and legs) after-school and tried out their colorful outfits and beautiful jewelry.

‘Remaking a hit film quite tough’ Adopting a remake to local sensibilities is a challenge, says filmmaker Kammula

ilmmaker Sekhar Kammula, who has remade Hindi blockbuster Kahaani in Telugu as Anaamika, says it is always challenging to remake a hit film in any language as it requires adapting to local sensibilities. “When you’re doing a frame-to-frame copy then a remake might be easy to execute but adapting a remake to local sensibilities is always a challenge, irrespective of the language it is being made in. ‘Anaamika’ is not a frame-to-frame copy of the original, it has been adapted to suit the local flavour,” Kammula told IANS. Nayanthara reprises the role of Vidya Balan in Anaamika, which was shot in Hyderabad. “The film is made in such a way that for all those who haven’t watched the original, it will appear as a different film. All those who have watched Kahaani will also connect with ‘Anaamika’ as it is made keeping in mind the local sensibilities,” he said. “I have made changes to ensure the audiences feel that the film is different from the original in many ways,” he added. While Vidya Balan played a pregnant woman in search of her missing husband in the original, Nayanthara will not be playing a pregnant character in Anaamika. “The film’s premise is about the protagonist’s search for her missing husband. I didn’t find the need to retain the pregnant part because my film is not a frame-to-frame copy. Nayanthara still had to work hard in her role because she doesn’t get to earn any sympathy for being pregnant,” added Kammula. The film, produced by Endemol India, also features Harshvardhan Rane.
Tamil version of ‘Lucia’ goes on floors CHENNAI: The yet-to-be-titled Tamil remake of critically acclaimed Kannada blockbuster Lucia was launched here on February 10, while the shooting of the remake, which features Siddharth in the lead, started from the next day. “We officially launched the film on February 10. The regular shooting starts from today and we plan to complete the film in one long schedule,” C.V Kumar, who will produce the film under his home banner Thirukumaran Entertainment, told IANS. Lucia was an independent film that was crowd-funded. It turned out to be
one of biggest low-budget hits in southern cinema last year. Debutant Prasad Ramar will helm the remake, which also features Deepa Pranidhi and Naren in important roles.
Another Koothu-P-Pattarai artist enters filmdom CHENNAI: After actors such as Pasupathy, Vimal, Vijay Sethupathi and Vidharth from renowned Tamil drama troupe Koothu-P-Pattarai joined Tamil cinema, the next entrant to the industry from the group is Sri Balaji. Sri will make his cinematic debut with forthcoming Tamil romantic-thriller Soorayaadal. “We were on the lookout for a newcomer and that’s when someone had told me about the theatre group. I happen to meet Sri there and was really impressed with his passion for cinema.
I didn’t do any screen test for him as I strongly believed that his theatre experience was enough,” film’s director Thamarai Kannan. Kannan has a lot of respect for the theatre group. “The fact that so many wonderful actors have come from this group explains its importance. According to a survey by Jeevansathi.com amongst 3,000 people, 70 percent of people think grooming oneself is absolutely essential. The survey also says that 70 percent of people spend more than Rs.500 on themselves for the day, said a statement. In all, 53 percent of the total people who took the survey said their partners’ looks matter to them a lot on Valentine’s Day while 47 percent of them indicated that they are comfortable with what their partner wears on that day. Valentine’s Day is a working day but 62 percent of the men in the survey admitted to taking the day off, while 45 percent of women have decided to take the day off. “Valentine’s day has become an important part of our social fabric with people celebrating it fervently every year. It has finally gained a status of a festival with people taking a day off to spend time with their beloved ones,” said Prakash Sangam, business head of Jeevansathi.com. “It is even more interesting to note that the percentage of males taking leave on Valentine’s Day is more than their female counterparts,” he added. Method:
l Mix the raw papaya, tomatoes and green chilli in a bowl. l Now, prepare the sweet syrup to be added to the papaya. Heat the jaggery cubes in a pan till it liquidifies. Add the red chilli poweder, salt and tamarind juice and mix well. Remove and allow it to cool and then add it to the papaya mixture. l Serve garnished with basil leaves.
