White House Deputy Press Secretary Sarah Sanders said that the executive order “will make significant progress towards Buy American and Hire American, the cornerstone of Trump’s vision for a government that answers to the American workers who built this country”.

White House may revive Obamacare WASHINGTON: The White House is exploring whether to revive repealing and replacing Obamacare before President Donald Trump hits the key milestone of 100 days in office next week, the media reported. Two sources close to the health care legislative process told CNN this week that the renewed effort comes as the Congress returns from recess next week and the Trump administration is fielding questions about its legislative accomplishments during its first 100 days in office. “I don’t think it’s impossible to think we’ll have a vote,” a senior administration official said. But the official cautioned that some Republican House members are still at odds over some of the bill’s points. “I don’t think it’s having to rewrite the bill. It’s just a total trust gap. As soon as we solve that, we can have a vote,” he said. On March 24, Trump and House Speaker Paul Ryan pulled the Republican health care bill from consideration after it became clear that it did not have enough votes to pass the legislation, in part because of near-unified opposition from the Freedom Caucus. —IANS

S Secretary of State Rex Tillerson has accused Iran of “alarming ongoing provocations” aimed at destabilizing the Middle East and undermining America’s interests in the region, a media report said. “An unchecked Iran has the potential to travel the same path as North Korea and to take the world along with it,” Tillerson said this week, the BBC reported. The Secretary of State also said

he US Navy announced new regulations that make it a punishable offense for sailors and Marines to post nude pictures of service members online without consent. The new regulations announced on Thursday are a direct result of the March scandal involving male Marines and sailors who posted

nude photos of female Marines online. Engaging in such activity now carries the potential for criminal charges, reported ABC News. “The wrongful distribution or broadcasting of an intimate image is prohibited. The online posting of intimate photos is considered ‘wrongful’ if done without the consent of the person in the image, and if the intent of the posting is to ‘to realize personal gain’, ‘to humiliate,

harm, harass, intimidate, threaten, or coerce the depicted person’,” according to new regulations. US Navy’s chief spokesperson Rear Admiral Dawn Cutler said the new regulations provide commanders “another tool to maintain good order and discipline by holding sailors and marines accountable for inappropriate conduct in the non-consensual sharing of intimate imagery”.

After the court verdict, Prime Minister Narendra Modi held a meeting at his official residence with senior cabinet colleagues including Home Minister Rajnath Singh and Finance Minister Arun Jaitley where they are understood to have discussed the issue. However, Jaitley had earlier indicated that the Bharatiya Janata Party (BJP) and the government would not act against any of the leaders. “This case is going on since 1993. BRIEFS Appeal for consular access to Jadhav NEW DELHI: India made its 15th appeal to Pakistan for consular access to alleged Indian spy Kulbhushan Jadhav, but Islamabad has not responded yet, a top official said on Thursday. Ministry of External Affairs spokesperson Gopal Baglay said the appeal was made on Wednesday by India’s Deputy High Commissioner in Islamabad. “We have appealed to Pakistan for consular access to Kulbhushan Jadhav 15 times. We will do everything to ensure justice,” he said. Whereabouts of Jadhav, who has been sentenced to death by a Pakistani military court, are still not known, he said.

Green Tribunal slams AoL founder Sri Sri NEW DELHI: The National Green Tribunal (NGT) on Thursday slammed Art of Living (AoL) founder Sri Sri Ravi Shankar for blaming the central government and the green panel for the Yamuna damage. “You have no sense of responsibility,” NGT Chairperson Swatantra Kumar said. The Congress demanded a speedy trial while the Communist Party of India and the Indian Union Muslim League sought action against Uma Bharti and Kalyan Singh.

he Vijay Mallya case has come under the British judicial process and Indian agencies are making their best effort to have him face trial in India, the Centre said on Wednesday. “The case (Mallya) is now part of the judicial process in that country (UK) and, as such, will function on judicial considerations,” Finance Minister Arun Jaitley told reporters.

“The government and all its agencies are certainly putting their best efforts...the investigating agencies believe an offense has been commited, for which the person is required in India,” he added. Industrialist Vijay Mallya, wanted in India for defaulting on over Rs 80 billion in bank loans, was arrested in London on Tuesday. Within hours, a court granted him bail. The court issued some stringent orders against Mallya before granting him bail,

instructing “neither he can apply for travel documents nor attempt to leave the UK”. It further directed the business tycoon to live in Hertfordshire and

He said it means no dignitary at the Centre or in states could henceforth use beacons on their vehicles.

A

n alarming spurt in violence in early spring has been marked by attacks on civilians by militants, the army using a civilian as a shield against stone-pelters, the lowest ever voter turn-out in a parliamentary by-election and the use of social media as a tool to stoke passions. These are all indications of bad days ahead for Kashmiris, who were looking forward to a calmer summer in 2017. If this is the bad news, what is even worse is that the situation appears to be slipping out of the hands of both the state and the non-state actors in Kashmir’s sordid drama of pain and suffering. In the Srinagar parliamentary by-election on April 9, just seven per cent of the voters came out to exercise their franchise. Eight civilian protesters died while trying to ensure the boycott of an election that was otherwise ignored by a vast majority of Kashmiris. The fallout of the unprecedented low voter turnout and violence in Srinagar forced the deferment of the Anantnag by-election that was scheduled on April 12. While the Election Commission pushed this to May 25, all indications on the ground suggest it would have to be deferred to October or beyond.

In other violence, two civilians were killed in the south Kashmir districts of Pulwama and Shopian for their political affiliations. Bashir Ahmad Dar of Rajpora town in Pulwama was killed on April 15 by gunmen for his affiliation with the ruling Peoples Democratic Party (PDP) while a day later, a young lawyer was killed in Pinjura village of Shopian dis-

In the Srinagar parliamentary byelection, just seven per cent of the voters came out to exercise their franchise. The young lawyer had served as a public prosecutor during the NC government in the state. On April 16, a video clip was uploaded on social media of a trader of Pulwama town denouncing India and begging for his life with guns pointed at him. In another video from the same district a civilian was seen cursing himself for being an activist of a mainstream political party and vowed never to even look at politics

in the future. The recent “video war” in the Valley started after images of a CRPF trooper being heckled by youths during the April 9 election were uploaded on social media. This was followed by the video of a youth tied to the front of an army jeep, apparently to avoid attacks from stone-pelters. Then, massive Valley-wide protests by students broke out on April 17 after videos showing students of Pulwama college being ruthlessly beaten by the security forces were uploaded on social media the previous day. To prevent the use of social media as a tool to stoke passions, the authorities again ordered the suspension of mobile internet services in the Valley this week. Following attacks on the families of policemen, the state police department issued an advisory on April 16 asking its men to exercise extreme caution while visiting their home towns. The Amnesty International took serious note of armed groups targeting civilians. The human rights watchdog condemned attacks on civilians for their political affiliations and also on the families of state police force. The operations of the security forces have been highly compromised by civilian protests while they were on, especially in south Kashmir.

Now, in Shimla’s first Book Cafe inmates of a sub-jail near here are trained by a renowned hotel to serve cookies and pizza they have baked. The cafe, with a seating capacity of 40 and constructed at a cost of Rs 20 lakh, was opened by Chief Minister Virbhadra Singh last week. It is located right above the Ridge — once the promenade for the British colonial rulers when this city was their summer capital — and on the way to the famed Jakhu temple. The four who run the cafe are Jai Chand, Yog Raj, Ram Lal and Raj Kumar, all of whom are serving life imprisonment at the Kaithu jail near Shimla, Director General (Prisons) Somesh Goyal told IANS. The first-of-its-kind cafe in the country is funded by the state’s Tourism Department. It is open daily from 10 a.m. until 9 p.m. At night, the prisoners return to the jail. Goyal, who has also been credited with reforming prisoners through music, said employ-

ing prisoners at the cafe was an attempt to rehabilitate them. “This cafe has given us the chance to connect to the world,” Jai Chand told IANS. fter Australian Prime Minister Malcolm Turnbull announced that he will be abolishing the existing 457 Visa program, currently used by temporary foreign workers to gain employment in the country, India said it is examining the matter and consulting all stakeholders. Responding to a query, External Affairs Ministry spokesperson Gopal Baglay said that the government was examining consequences of the new policy in consultation with all stakeholders. “This is also a matter we will be looking at in the context of CECA (Comprehensive Economic Cooperation Agreement) negotiations (with Australia),” Baglay said. The 457 Visa program is used mainly to hire foreign workers in the restaurant, IT and medical industries and the majority of such visa holders came from India, Britain and China, reported the Sydney Morning Herald. According to government statistics, 95,758 people were living in Australia under 457 Visa programme last year, with the highest proportion coming from India (24.6 per cent), followed by Britain (19.5 per cent) and China (5.8 per cent). he cap for US H-1B visas for 2018 may have been reached but immigration experts say that Indian applicants, who form the majority of the recipients of such visas, have other options as well — such as the L1 and EB5 visas. US missions across the world started accepting H-1B applications for fiscal 2018 from April 3. According to the US Citizenship and Immigration Services (USCIS), it received 199,000 H-1B petitions during the filing period. On April 11, the USCIS used a computer-generated lottery to select enough petitions to meet the 65,000 general category cap and the 20,000 cap for those with advanced US degrees. The new Donald Trump administration has also sought to make acquiring H-1B visas tougher. The USCIS on March 31 issued a clarification that computer program-

Meanwhile, a private member’s bill was also introduced in the US Congress by Democrat Zoe Lofgren which seeks to increase the minimum salary of H1-B visa holder to a whopping $130,000 from the current minimum of $60,000. The final verdict saw two dissenting notes in the five-judge bench, with Justice Asif Saeed Khosa and Justice Gulzar Ahmed ruling against Sharif, saying he should be disqualified, while the other three were in favor of forming a Joint Investigation Team for a fresh probe. Reading the 540-page verdict, Justice Asif Saeed Khosa asked how the Sharif family assets were transferred from Pakistan to Jeddah in the first place. “It needs to be investigated how the money was transferred to Qatar,” the verdict read. Labour leader vows to ‘overturn rigged system’ LONDON: The UK’s main opposition Labour Party leader Jeremy Corbyn has vowed to “overturn the rigged system” by putting power and wealth back in the hands of “the people”. Mercury soars to 46 in Maharashtra MUMBAI: Heat wave conditions gripped large parts of Maharashtra with the mercury soaring to 46 degrees Celsius in Chandrapur and its Brahmapuri sub-district in Vidarbha region and hovering between 41-45 degrees in many other parts, the IMD said here this week. Mumbai was relatively comfortable at average 35 degrees, but people were greatly inconvenienced with the high humidity levels averaging at 82 percent. Mahabaleshwar, the famous hill-station known for its year-long salubrious climate, was nearly as hot as Mumbai at 34 degrees, virtually driving away the tourists. On the other end, the coastal regions of Palghar, Thane, Raigad, Ratnagiri and Sindhudurg, the temperatures averaged between 32-34 degrees. Other cities also sizzled - Nagpur, Wardha, Jalgaon, and Nanded recorded 45 degrees, Parbhani, Amravati, and Akola 44, Ahmednagar, Malegaon, Solapur, Osmanabad, and Yavatmal 43, while Aurangabad, Buldhana, Pune, and Satara were a little lower at 41 degrees. —IANS

He said that after Jayalalithaa died, the AIADMK had “gone into the hands” of Sasikala’s family. “The war for justice is to retrieve the party from the clutches of that family.” Panneerselvam said both factions would now hold talks for a merger of the AIADMK and a decision would be taken as per the wishes of party members. On Tuesday night, Jayakumar said a committee will be formed to run the party.

Sasikala was elected the AIADMK General Secretary in December after Chief Minister Jayalalithaa died. Earlier in the day, Dinakaran said that since everyone had decided to keep him out of the party affairs, he had decided to stay out. He alleged state ministers have decided to keep him out of the party due to “some fear”. “Due to some unknown fear, the ministers have taken the decision,” he remarked.

CHENNAI: Lok Sabha Deputy Speaker and AIADMK leader M. Thambidurai called on Tamil Nadu Governor C. Vidyasagar Rao here on Thursday. Thambidurai later told reporters that it was a courtesy call as he has known Rao for a long time. He said he did not discuss the political situation in the state with Rao. Tamil Nadu Finance and Fisheries Minister D. Jayakumar also met Rao. Jayakumar said: “The meeting was in connection with the selection of Vice Chancellor of a university.” The meetings come amid efforts within the divided ruling AIADMK to merge.

According to Dinakaran, those who are in public life should not have any fear. Dinakaran said he would not take any hasty decision and added that he would not act in any way that could harm the party and the government.

“I don’t have any expectations from the party or the government,” Dinakaran added. Queried about his resignation he said it was Sasikala who had appointed him as the Deputy General Secretary and he would resign his post only after discussing it with her. In February, Sasikala before going to jail had inducted Dinakaran into the party and appointed him as the Deputy General Secretary. In an attempt to enter the state assembly Dinakaran decided to contest from the R.K. Nagar assembly constituency where a bypoll was to be held on April 15. The Election Commission had frozen the `two leaves’ symbol of AIADMK due to competing claims from Sasikala and Panneerselvam. A couple of days prior to the bypoll and on receipt of complaints of large scale distribution of cash to voters, the Income Tax Department raided the official residences of state Health Minister C. Vijayabaskar, his relatives, business associates, party officials and also the residence of actor-turnedpolitician Sarathkumar.

Industries near Bengaluru lake shut down IANS, NEW DELHI/BENGALURU

he National Green Tribunal (NGT) has ordered all industries around the highly-polluted Bellandur Lake in Bengaluru to be shut and imposed Rs 5 lakh fine on anyone found dumping waste in and around the lake. The green panel gave the state authorities one month’s time to free the lake of all pollutants. Reacting to the order, the Bruhat Bengaluru Mahanagara Palike (BBMP) said it would soon draw an action plan to comply with the NGT order. “We will obey the Tribunal order and submit an action plan in two weeks to shut down all the industries around the lake,” BBMP Commissioner N. Manjunatha Prasad told IANS. A bench headed by NGT Chief Justice Swatantar Kumar said the industries violating directions should be sealed by the State Pollution Control Board. “All the industries located in the vicinity of Bellandur Lake and discharging effluent, either treated or untreated, are hereby directed to be closed,” the bench said. “No industry is permitted to operate unless inspection by a joint

Over two months ago, the International Olympic Committee (IOC) announced that doping retests of Krivoshapka from the 2012 London Olympics tested positive for a banned substance and ruled to strip her as well three of her teammates of the Olympic silver, which they won in the 4x400 meters relay, reports Tass news agency. Besides Krivoshapka, who is serving a two-year suspension term starting from September 7, 2016, four more Russian track and field athletes publicly confessed this week of doping abuse. They are Yevgeniya Kolodko (stripped of 2012 silver in short put), hammer thrower Anna Bulgakova (suspended), discus thrower Vera Ganeeva (suspended) and pole vaulter Dmitry Starodubtsev (suspended). It will have its emotional highs but at the same time it will be entertaining. It’s not completely melodramatic. These qualities make the film family-friendly,” Arulnithi told IANS.

It’s for the first time in his career that he is playing such a character. “I had to learn sign language for 10 days from a special tutor. Although I thought it was going to be challenging to pull off this character, my director made the whole experience easy for me as he was already well versed in sign language,” he said. After the tweets sparked a row, a cleric in West Bengal, Syed Shah Atif Ali Al-Qaderi, announced he would give Rs 10 lakh to anyone who shaves off Sonu Nigam’s head and garlands with footwear. Sonu Nigam took up the challenge, calling a Muslim barber to do the job. “I have requested Aalim (Hakim) to come. He will shave my head, but it isn’t any agitation or challenge. The one who is cutting hair is a Muslim and I am a Hindu. There is no animosity,” Nigam said. “The same language of fatwa can be communicated through a language of love,” he added. MUMBAI: Leading singer Sonu Nigam lashed out at “forced religiousness” in India after being woken up by the ‘azaan’ from a nearby mosque, triggering a torrent of reaction for and against. The singer posted: “God bless everyone. I’m not a Muslim and I have to be woken up by the azaan in the morning. When will this forced religiousness end in India?” Nigam explained his stance in a long Twitter post. “And by the way, (Prophet) Mohammed did not have electricity when he made Islam... Why do I have to have this cacophony after Edison? “I don’t believe in any temple or gurudwara using electricity To wake up people who don’t follow the religion. Why then..? Honest? True? Gundagardi hai, bus.” He tagged Maharastra Chief Minister Devendra Fadnavis.

“Dear Fadnavis, please note and help us force police to act against illegal blaring of azaan and other such activities,” the singer pleaded. As Nigam’s views went viral, reactions poured in from all over India. Pakistan-born Canadian writer Tarek Fatah sided with the singer: “You are spot on Sonu Nigam. Thank god there is at least one person in India who has the courage to stare down mullah bullying. Shut the 4 a.m. azaan.” Not everyone felt the same way. Standup comedian Atul Khatri asked the Bollywood singer to find a new place if he was facing so much trouble. “Hey Sonu Nigam, Shift to Ayodhya. I know a place there where there is no mosque,” he tweeted. Maharashtra Congress leader Naseem Khan said Nigam’s comments were intended at communal polarization and for cheap publicity.

simple story narrated in a convoluted manner is what sums up “Begum Jaan”. The period drama, layered with historical tales, recounts the tribulations of Begum Jaan, a brothel keeper whose brothel is situated bang on the Radcliffe line that divides India and Pakistan. This means one half of her brothel lies in India and the other half in Pakistan. Set in 1947 during the partition of the country, the Begum is asked to relocate. How she fights all odds to save her brothel, forms the crux of the tale. The premise of the film is akin to the 1983 released Shyam Benegal’s Mandi, starring Shabana Azmi and Smita Patil. But unlike Benegal’s film which was warm and humorous, writerdirector Srijit Mukherji’s Begum Jaan, which is a rehash of his 2015 released Bengali film Rajkahini, has a serious, overdramatic, atmospheric palette. Connecting the independence era to the current scenario — where nothing has changed for women, along with humanitarianism, religion, politics and pitfalls of a prostitute’s profession, the director salvos from all angles making the story seem solemn and overtly forced.

The pace of the narrative too is askew. The first forty five minutes of the narrative meander and the inciting moment arrives just before the interval. And the latter half is predictable and mundane. But what keeps you hooked are the fine performances from its ace cast. Vidya Balan in the title role, as expected, is impressive and effortlessly convincing. She makes her presence felt in every frame that she is in. Her, “saali godhi ki laat” while practicing to shoot, draws a chuckle, in her otherwise loud yet solemn personality.

Ila Arun as the amiable Amma is remarkable, with the right amount of drama and restraint in her performance. While every girl in the brothel has her on screen moments, it is Gauhar Khan as Ruby, Pallavi Sharda as Gulabo, Priyanka Setia as Jameela, Raviza Chauhan as Lata, Mishti as Shabnam and Gracy Goswami as Laadli, who shine. Pitobash Tripathy as Surjeet and Sumit Nijhawan as Salim, the Begum’s handymen, resonate with the right attitude. They carve a niche for themselves in the narrative. Kohl-eyed and gruff Chunky Pandey as the mercenary Kabir displays a fresh avatar which is impressive, but lacks the wickedness of an antagonist.

The Navratri festival of rhythm and dance is celebrated over nine days and nights, and is dedicated to the nine embodiments of Goddess Durga. Bunty Bawa sang his popular Bhents one after the other. BY A STAFF WRITER LMHURST, IL – The Elmhurst police say a missing 24-year-old of Indian descent man could be in danger because he has not taken medication required for his seizure disorder. Justin Antony was last heard from about 8:30 pm on April 14 when he texted his family that he was at a church in Bellwood but never showed up for the service. He had left his Elmhurst residence about three hours earlier on a silver mountain bike. His family reported him missing about 11:08 pm when he didn’t return home. The police say Antony is of Indian descent and was last seen wearing a yellow hoodie and blue jeans. He is about 5-foot-6 and 150 pounds with short brown hair in a buzz cut. Antony is described as endangered because failing to take necessary medication for his seizure disorder puts him in “significant danger”.

Indian Ambassador hails India-Illinois ties

BY A STAFF WRITER HICAGO, IL -- Navtej Sarna, Indian Ambassador to United States visited Chicago, Illinois on a twoday official visit that began on April 5, long after his predecessor Arun Singh last came to the Windy city in August, 2015. Sarna, 59, had useful interactions with Governor of Illinois Bruce Rauner, Mayor of Chicago Rahm Emanuel and President and Director of Art Institute of Chicago James Rondeau. He also talked to business leaders, entrepreneurs and prominent Indian-American community members. On April 6, the Ambassador and the Governor discussed the growing partnership between India and Illinois and acknowledged that there was immense potential for further growth. A large number of Indian companies are functioning in Illinois. The Government of India is developing over 100 smart cities spread all over India and the initiative offers huge investment opportunities for Illinois companies. Rauner congratulated Sarna for celebrating the 70th anniversary of India’s independence this year and added that that in 2018, the state of Illinois will also be celebrating its 200th birth anniversary and he looks forward for the participation of the Consulate General of India in the events to be held then. The Ambassador also met with Mayor Emanuel who said that he considers India as a close friend and described the Indian American community in Chicago as very dynamic and vibrant. Decks cleared for voting access for disabled BY A STAFF WRITER HICAGO, IL -- The Chicago Election Board has entered a settlement agreement after 10 months of a joint effort with the US Justice Department and Chicagobased Equip for Equality to evaluate the physical accessibility of polling places and Early Voting sites. The Board anticipates that hundreds of polling sites will need some forms of permanent or temporary modifications or to be re-located. Using newer standards under the Americans with Disabilities Act (ADA), the Department of Justice began examining polling places and Early Voting sites during the March 2016 Primary Election. Similar examinations have been launched in other major cities around the country and in downstate Illinois. Starting in June 2016, the Chicago Election Board staff began meeting with the Justice Department to review preliminary findings from the Primary. The Board teamed up with a leading local disabilities-advocacy organization, Equip for Equality, to create a plan for a more comprehensive evaluation of the city’s 2,069 precincts at the November 2016 General Election. This joint effort averted litigation. “Equip for Equality worked closely with the Justice Department and the Board, and then recruited hundreds of attorneys from several corporations and law firms across Chicago to work pro bono on this project,”

purposes, such as schools, parks, libraries or other facilities, or because they had an alternate entrance that was not used by voters on Election Day. However, to be used as polling places, some of these sites now will need modifications, such as adjustments to ramps or doors. Under the terms of the Settlement Agreement, the Board will work with public and private property owners to bringing as many polling places as possible into compliance starting with the March 2018 Primary election with the goal of 100% ADA compliance by the November 2018 General Election.

Harkirat Singh, 24, picked up four riders at the corner of Eighth Avenue and 30th Street around 5 am, but they were so drunk they were falling asleep and giving him contradictory directions, so he kicked them out near Yankee Stadium in the Bronx. The rowdy riders refused to pay their fare, and Singh called the cops. That’s when one of the passengers began shouting “F–k you, Ali Baba,” punched Singh in the arm, swiped his turban and fled, the driver told the police. Singh, who’s been a hack for just one year, was back working on April 17 night but said he was having a hard time. “I’m driving, but it’s very tough. It’s very

Joshua Poacher, 22, who was convicted by a jury a day earlier for murdering Hansa and Kanti Patel at the Best Western motel in Point South, South Carolina, on August. 16, 2015, was also sentenced to 30 years in prison for armed robbery and five years for having a deadly weapon. A jury deliberated for just 45 minutes on April 12 before finding Poacher guilty of the double murders. Poacher is the father of an eight-yearold daughter and a one-year-old son. According to a report by the Council on American-Islamic Relations (CAIR), the mother – who wears a hijab –was sitting outside India Grocers nursing her infant when a man pulled up next to her and pointed a rifle. The woman said the man stared at her with a “menacing look.” She ran back inside the grocery store and asked the owner to call the police. When the police arrived, the man was gone. A police described the suspect as a white male in his 40s or 50s who was driving a red pick-up truck. BY A STAFF WRITER AS VEGAS, CA — A once-prominent Indian American physician in Las Vegas, Nevada, who was convicted of murder and 26 other charges in the largest hepatitis outbreak in Nevada history, has died in prison custody. A state corrections official said on April 11 that Dipak Desai was 67 when he died on April 10 at Renown Regional Medical Center in Reno, prisons spokeswoman Brooke Keast said. He was sentenced in July 2013 to 18 years to life in state prison on charges that included neglect of patients and insurance fraud. He was serving a nearly six-year concurrent federal prison sentence after pleading guilty before trial to health care fraud and conspiracy. He had been transferred April 2 from the medical facility at Northern Nevada Correctional Center in Carson City. An autopsy was scheduled to determine a cause of death.
