42 killed in migrant boat capsize off Egypt’s coast CAIRO: At least 42 persons were killed after a boat with some 600 refugees on board capsized off the Mediterranean coast of Egypt, authorities said. The accident occurred on Sep 21 near Kafr al-Shiekh governorate. A senior official told EFE news that the boat was carrying mainly Egyptians, Syrians, Sudanese, Eritrean and Somali migrants. At least 10 women and two children were among the victims. According to local media, the coast guard have rescued some 150 survivors from the boat, meaning some 400 were still missing. India okays I $1 billion highway projects

ndia has approved an ambitious $1.04-billion project for constructing and upgrading 558 km of roads to link it with Bangladesh, Bhutan and Nepal and ease the movement of passengers and cargo, as part of the larger effort to increase intraregional trade by 60 per cent. The new project has been given an official nod by India’s Department of Economic Affairs with 50 per cent funding from the Asian Development Bank (ADB), officials told IANS, adding that the road project will cover West Bengal and Manipur on the Indian side, as of now. “The mandate is for completing the project within the next two years,” a senior official said. “The primary idea behind the Bangladesh-Bhutan-India-Nepal (BBIN) road initiative is to improve ground connectivity in the region,” said Leena Nandan, Joint Secretary, Ministry of Road Transport and Highways. “We have taken up five high-
way stretches in the country, which are very important for such a connectivity to succeed. This project is entirely different and new -- and about to be rolled out,” Nandan told IANS. The project -- as per a list accessed by IANS -- includes, among others, an upgrade of the

flurry of high-level visits from India to countries in the Levant and the Gulf is being seen as a corrective policy in India’s diplomatic engagements with these regions. Consider this. Minister of State for External Affairs M.J. Akbar last month visited Lebanon, Syria and Iraq, Levant countries to which one cannot even remember when the last Indian high-level visits happened. This month, he visited Iran. Around the same time, the other Minister of State for External Affairs, V.K. Singh, visited Saudi Arabia, Qatar, Kuwait and Libya, all countries with big expatriate Indian populations. In the case of Libya

though, the number has significantly come down because of the security situation there. Last year, Prime

pened after over three decades. This year, he visited Saudi Arabia and Iran in quick succession. “Akbar’s visits (to the Levant countries) were long overdue,” a well-informed source with knowledge of the government’s diplomatic initiatives told IANS here. “This can be seen as a corrective policy on the part of the government in terms of diplomatic engagements with these regions,” the source said. A veteran journalist, M.J. Akbar was appointed as a Minister of State in July and observers here say that he is being sent to these countries for his wide knowledge of the region. On the other hand, the Gulf region is a source of significant remittances from expatriate Indians
there, most of who work in the infrastructure sector. “In 2015-16 alone, India received $35.9 billion in remittances (from the Gulf region) which is over half of what we get in remittances annually,” the source stated. Compared to the Chinese who are also present in these countries, Indians integrate well with the societies there. These countries form India’s extended neighbourhood to the west and are important in terms of energy security and counter-terrorism efforts, especially with the rise of the quasi-state terror outfit Islamic State (IS). Syria, according to experts, has a wealth of information on the IS which is reportedly recruiting people from the South Asian region too.

t a time when Pakistani Prime Minister Nawaz Sharif has been speaking of “atrocities” in Jammu and Kashmir and the right of the people to determine their own future, Baloch nationalist leader Brahumdagh Bugti says this is precisely what the people of Balochistan want as they seek to unshackle themselves from Islamabad. At the same time, the Baloch Republican Party (BRP) president, who lives in exile in Switzerland, said he was open to dialogue if that would arrive at a “decent way that Pakistan quits our country”, even as he expressed confidence that India would accept his request for asylum -- now referred to the Union Home Ministry. Bugti spoke on myriad issues during an hour-long telephonic conversation with IANS. Excerpts: Q: Why do you want asylum in India? A: The Indian people know the problem and the situation in Balochistan very well, especially after the speech of the Prime Minister of India. It would be wise to be around people who support our cause as we both have been victims of the same Pakistani terrorist army. Beside, I am voice of my people. We (India and Balochistan) were forcibly separated. We get “apnapan” (closeness) in India. Millions of Indians sent me encouraging messages. Such love and respect I can’t find in any other country. Also, I am unable to move from Switzerland, which is frustrating. Being a representative of my people I need to sit with international forums, especially in the US, and discuss our issues with the lawmakers and congressmen there to expose the real face of Pakistan. Today, no one can visit Balochistan, be it media, human rights organizations or NGOs. My request to India is to provide me asylum and travel documents. With the help of Indian, Afghan and Bangladesh governments we want to convince the U.S. that its military or monetary support to Pakistan is being used against the Baloch people.
Balochis, Indians protest outside UN against Pak UNITED NATIONS: Balochis and Indians held protests against Pakistan across the street from the UN office in New York city. Anti-Pakistan NGO, American Friends of Balochistan protested over the repression in the Pakistani province and pleaded for UN intervention to protect the Balochis. About 40 people participated in the demonstration held behind steel barricades in the Dag Hammarskjold Plaza. Ahmad Mushtikhan of the American Friends of Balochistan said, “We are happy that (Indian) Prime Minister Narendra Modi has spoken out on Balochistan. Our people are overjoyed by the support of the Indian people.” Later some of them joined a
protest by the Indian American Community, where slogans were shouted and placards raised in support of the Balochistan people. “Balochi, Bharathi, Bhai, Bhai,” was one of the slogans chanted at the protest. The Indian protest was held long after Pakistan Prime Minister Nawaz Sharif had spoken because of a change in the premier’s speaking schedule. He was originally to have been one of the last speakers of the day, but his slot was moved to a morning slot. Q: The Baloch people are agitating all over the world but their seems a disunity among Baloch leaders. Why are Baloch leaders not united? A: All of them are respected people and I honour them all from the bottom of my heart, but to be a leader means to lead a political party or an organisation or any other group that is responsible. When I went to the Indian consulate (in Geneva), Mehran Marri (son of Baloch nationalist leader Khair Bakhsh Marri) was with me. He is not from my party but we are all together. Everyone is doing good job in their own way; there are no differences amongst us and even if there is some disparity then its a completely normal thing. At last we all have the same vision of a free Balochistan. Q: Earlier you said that you are ready to talk with Pakistan. Is their still such a scope, and under what circumstance would you talk with the Pakistani government? A: Talks are always welcome. We are peaceful political people and believe in a peaceful solution. There are other freedom fighters in Balochistan who are struggling through arms but we are not part of that movement.
It is the Pakistani Army that always tends to solve the problem through force, by picking people from their houses, torturing and killing them and throwing their bodies on the roadside.
I am voice of my people. We (India and Balochistan) were forcibly separated. We get “apnapan” (closeness) in India. Millions of Indians sent me encouraging messages. So, if Pakistan accepts that what they have done is wrong, that this madness has no benefit for them, and that their occupation is illegal, and that they will withdraw from Balochistan, then yes, let’s sit and we’ll discuss what’s the decent way that Pakistan quits our country. Q: What are your views on the armed struggle of the Baloch people and the Balochistan Liberation Army (BLA) militia? A: I am not part of them though I took up arms when I was in Balochistan for self-defence. There
was an army operation going on then which still continues. My grandfather was killed and we escaped to Afghanistan carrying guns to protect ourselves. People who can struggle through arms do that and those who can’t, they sit like me in Europe to find a political solution because the Baloch people don’t have any other option. They are not terrorists, they are not doing any activity in Punjab or anywhere outside Balochistan. They are fighting on their own land, defending their own resources, women and children. Pakistan Army shoots people from gunship helicopters, bombards villages, so they should expect a resistance. Q: US State Department spokesperson John Kirby said earlier this month it is against Balochistan’s independence. Your comment? A: America is a superpower and will not directly speak in support of an independent Balochistan. They did not condemn our movement and also raised concerns over the human rights violations in Balochistan. I think this is not bad but very positive. If they say that America supports the Balochistan independence movement then it would become
their responsibility to support the cause. On the other hand, Baloch nationalists are getting asylum in the US. We are not restricted by the US government in activities regarding the Balochistan freedom movement. Through their actions they (America and other countries) are already supporting us. Q: If independent, what kind of country would Balochistan be? What would be the status of Baloch minorities? A: The fate of a free Balochistan depends on the people there. I cannot impose things upon them. I will contest elections to represent my ‘kaum’. If people choose me or anyone else, he or she would do according to the wish of the people. But it would be a democratic nation. We are open-minded people. Around 8,000 Hindus live inside our fort in Dera Bugti because they felt protected. Their temple and our mosque both are inside that fort. They all were happy. We have great respect for all faiths. Hindus and Sikhs still live in Dera Bugti. efying the Supreme Court’s latest order, Karnataka on Wednesday night decided not to release more Cauvery river water to Tamil Nadu till the state legislature discussed and decided on the inter-state dispute on Friday. “The state cabinet has decided to defer releasing the river water to Tamil Nadu till the state legislature debates and decides on the apex court’s fresh order,” Chief Minister Siddaramaiah told reporters here. The cabinet also decided to request state Governor Vajubhai R Vala to convene a special session of the state legislature on September 23 to discuss the order, as the state is not in a position to release more water due to distress arising out of deficit monsoon rains in the river basin.
BRIEFS Kerala to oppose GM mustard sanction THIRUVANANTHAPURAM: The Kerala government objected to Genetically-Modified (GM) mustard being considered for commercial cultivation in India. “We are not for AGM mustard as it has been proved to be unhealthy. We will inform the Centre that this should not be given the nod for it to be cultivated in India,” Kerala Chief Minister Pinarayi Vijayan said. This is the first time that the Kerala government has openly expressed its concern about GM mustard.
‘Give Pakistan a fitting reply for Uri’ MUMBAI: Shiv Sena President Uddhav Thackeray called upon Prime Minister Narendra Modi “to give a fitting reply to Pakistan” for the recent terror strike in Uri. Speaking to media persons, Thackeray said only negotiations with Pakistan will not work now, India must reply to it in the same language. “If a war is required, do it for the country, not for elections,” Thackeray said. A division bench of the apex court this week ordered the state to release 6,000 cusecs per day from Wednesday for a week till September 27, doubling the quantum (3,000 cusecs) fixed by its appointed Cauvery Supervisory Committee on Monday for 10 days till Sep-
tember 30. The state has already released 12,000 cusecs daily till September 20 as per the top court’s September 12 order, which was a modification of its September 5 directive to release 15,000 cusecs daily for 10 days from September 7.
Welcoming the cabinet decision, BJP’s state unit president B.S. Yeddyurappa said the opposition party’s lawmakers would attend the special session and participate in the discussion on the apex court’s order to release water or not. The BJP had boycotted an allparty meeting the chief minister convened in the evening to discuss the apex court’s order, demanding the special legislative session for passing an unanimous resolution against release additional water to the lower riparian state. “In such a crisis situation, legislature is the right forum to discuss the issue in detail and pass a resolution to protect the state’s interests and benefit the people,” Yeddyurappa, a Lok Sabha lawmaker from Shivamogga constituency, told reporters at Shivamogga, about 300 km from Bengaluru in the state’s Malnad region.
Heavy rains lash Maharashtra MUMBAI: Heavy rains continue to lash large parts of Maharashtra, with many areas recording threedigit (in millimeters) rainfall, including Mumbai and coastal districts, officials said here this week. Similar rainy weather has been forecast over the next three-four days across most parts of the state, even as monsoon enters the petering-out phase. Mumbai and surroundings were plagued by heavy traffic jams on the Eastern Express Highway and Western Express Highway, the east-west links, suburban and arterial roads, as well as those connecting Mumbai with the mainland in Thane and Raigad. In some parts of Thane and Palghar, local schools and colleges remained shut due to waterlogging and stalled vehicular traffic even as the district authorities remained in a state of high alert for any natural disaster. he Apex Council on river water-sharing between Telangana and Andhra Pradesh this week decided to install telemetry system and constitute a joint committee to study availability of water. Union Water Resources Minister Uma Bharti told reporters after the first meeting of the council in New Delhi that the report of the joint committee will be sent to tribunal to allocate water to the two states.
The first meeting of the council was attended by Uma Bharti, Andhra Pradesh Chief Minister N. Chandrababu Naidu and his Telangana counterpart K. Chandrasekhar Rao. The irrigation ministers and top officials from both the states and the Centre also attended the meeting, which lasted for over two hours. The central minister said the meeting was held in a cordial atmosphere and there was agreement on three issues. “Telemetry system will be

Maharashtra: Dance bars, liquor to remain open IANS, NEW DELHI

erming the Maharashtra government’s restrictions on dance bars as “regressive by centuries”, the Supreme Court on Wednesday said dance bars in the state will continue to operate under the old terms that permitted serving of liquor, and the CCTV cameras kept only at the entrance. Without putting on hold the new rules that requireinstallation of CCTV cameras in the dance bar area, limit the timing of the dances from 6 p.m. to 11.30 p.m., and prohibit serving of liquor in the bar room where dances are staged, Justice Dipak Misra and Justice C. The court was hearing a plea by Indian Hotel and Restaurant Association (AHAR) for interim relief on the rule that prohibited serving of liquor in the dance area and mandated installation of CCTV cameras at the place of dance. The condition 12 of the rules regulating the dance bar says, “No alcoholic beverage shall be served in the bar room where dances are staged”. The AHAR has challenged the constitutional validity of the Maharashtra Prohibition of Obscene Dance in Hotels, Restaurants and Bar Rooms and Protection of Dignity of Women Act, 2016.

Prasad was appointed the new chairman of selectors while Ajay Shirke was retained unopposed as the Board of Control for Cricket in India (BCCI) secretary at its 87th Annual General Meeting (AGM) here on September 21. No other nominations were received for the BCCI’s secretary’s post. The AGM was chaired by BCCI President Anurag Thakur. Shirke became the secretary in July after Thakur was elevated to the president’s post, vacated by Shashank Manohar who quit BCCI to become the International Cricket Council (ICC) chairman. Sajid Nadiadwala gets French honor
MUMBAI: Bollywood filmmaker Sajid Nadiadwala was on Tuesday conferred France’s prestigious Chevalier dans l’Ordre des Arts et des Lettres (Knight of the Order of Arts and Letters) award. He is thankful for the honor. The honor is conferred on persons who have distinguished themselves by their creativity in the field of art, culture and literature or for their contribution to the influence of arts in France and throughout the world. French Ambassador to India Alexandre Ziegler conferred the honor in recognition of Nadiadwala’s contribution to boosting IndoFrench partnership in cinema. “I am very thankful to the French embassy for the honor that they have conferred upon me,” Nadiadwala, whose last movie “Tamasha” was shot widely in France’s picturesque Corsica island, said in a statement.
“France is a beautiful country which is not completely tapped into in our films. Shooting there has been such a delight thanks to the cooperation from them. Looking forward to associating with them more in the near future,” added the producer. Some noted Indian recipients of this honor in the past include the late Sivaji Ganesan, melody queen Lata Mangeshkar, superstar Shah Rukh Khan and actress Aishwarya Rai Bachchan, among others. Nadiadwala, who has backed films including “Judwaa”, “Har Dil Jo Pyar Karega”, Mujhse Shaadi Karogi” and “Housefull”, hails from a family of film stalwarts who have produced between them over 200 films since as early as 1955. ow many films have you seen where you forget you are watching a film, where the line dividing the audience from the characters get so blurred as to make the distinction almost redundant? “Pink” sucks us so deep into its characters’ lives that we come away breathess and anxious. For almost ten minutes after the end-titles, I couldn’t move from my seat. I had just seen what three Delhi girls had gone through because they decided to have a fun night out after a rock concert with some boys.
In Meenal (Taapsee Pannu), Falak (Kirti Kilhari) and Andrea (Andrea Tariang), I saw all our daughters, grappling with the befuddled notions of ‘What Men Can Do, What Women Can’t Do’ and what happens when women do what men say, women can’t do. “Pink” is a very important film,
and not only because it addresses gender issues with such caustic elan, biting away at patriarchal prejudices with such skill and efficiency that we don’t even realize how much of the indictment the narrative presents against patriarchal bullying. The fifth spiritual successor of Bhagwan Swaminarayan and leader of the BAPS Millions of people across the world honored Pramukh Swami Maharaj in special assemblies held throughout USA themed “Timeless Tributes to the Life & Legacy of HH Pramukh Swami Maharaj. Assemblies were held also held throughout the world during September to pay tribute to his life and achievements. Attendees shared memories of their uplifting interactions with Pramukh Swami Maharaj, reminiscing upon the heartfelt connection that cemented his influence and wisdom in their lives. Through memorable life experiences shared by these individuals, attendees were able to reminisce upon Pramukh Swami Maharaj’s compassionate and equipoised nature. Dr. Bhupi Patel, a renowned doctor and community leader, praised Pramukh Swami Maharaj’s social contribution especially in de-addicting hundreds of thousands. Orangewood volunteers’ gesture for sophomores BY A STAFF WRITER SANTA ANA, CA -- The Orangewood Foundation Foster and Community Youth Services held a community drive during August 22-27, aimed at creating college care packages for former foster youth attending college and grad schools across the country. The event was piloted by Sona Shah, Indian American board member of ‘44 Women for Orangewood’, along with Jeff Gilstrap, manager of Auxiliary Services; and Carlos Leija, chief development officer of the Orangewood Foundation. Billed as College Rally Week, staff members and families of volunteers worked to collect and fill packages to be delivered to 300 past foster care recipients currently on scholarships through the foundation. Leija credited the idea for the drive to Shah’s passion to create something where families could participate in to help Orangewood youth. ‘44 Women for Orangewood’ is an auxiliary that assists foster youth with scholarships and resources. Shah said the group also raised an estimated and record-breaking $300,000 in June to cover scholarships to current and former foster youth. The scholarships aid

He led thousands on the path of spirituality and inspired even more to live a morally pure life. Muslim marine’s death not suicide, says family BY A STAFF WRITER HARLESTON, SC -- The family of the Taylor man who died during Marines Corps training is pushing back against claims by military officials that he committed suicide. Raheel Siddiqui, 20, was in basic training with the Marines on Parris Island in South Carolina when he died March 18 after falling 40 feet in a stairwell. Marine officials have said that Siddiqui killed himself, but in a statement released through their attorney, Shiraz Khan, the family said “we do not believe the story of Raheel committing suicide.” “We believe there is a lack of material evidence needed to support ‘suicide’ as the most probable cause of death in this case,” the family said through Khan. Siddiqui didn’t have any “disqualifying conditions, medical or otherwise, during recruiting and processing into the U.S. Marine Corps,” Khan said. “It’s impossible

for his family and friends to accept that he took his own life.” Siddiqui, who was Pakistani-American Muslim, may have been targeted because of his ethnicity and religion, said family members. A daily newspaper first reported the allegations from investigators that Siddiqui was abused, adding that investigators found
that the drill sergeant told the previous Muslim recruit he was a terrorist and involved in the September 11, 2001, attacks and once stuffed him into a clothes dryer. The drill sergeant also reportedly called Siddiqui a terrorist. Nabih Ayad, the previous attorney for the family, has said that shortly before Siddiqui died, the drill sergeant smacked the recruit after he became unresponsive. Ayad has said that Marines officials told the family that Siddiqui had told his supervisors in a note that he was suicidal, a claim the family thought was absurd because he was known to be a positive person. Twenty personnel in the Marines could face disciplinary action tied to the case, officials have said. The family has called for justice for all, regardless of their faith. US Rep. Debbie Dingell (D-Dearborn) and others have previously called for a full accounting of what happened to Siddiqui.
Malayalees in CT celebrate Onam BY A STAFF WRITER RUMBULL, CT: Over 400 people from Fairfield County in the state of Connecticut participated in the 9th annual Onam celebrations organized by Malayalee Association of Southern Connecticut (MASCONN) at Madison Middle School, Trumbull, CT on September 17. Men, women, children and youth dressed in traditional attire, were welcomed with a colorful Pookoalm and the traditional lamp at the entrance of school, giving them a warm traditional Indian welcome. The four-hour-long cultural extravaganza was in many ways “reliving the culture and traditions” and a “cherishing the past with a view to passing it on to the future generation.” The cultural events consisted of several live dances, classical Bharatnatyam, fusion, Bollywood, folk and contemporary dances, live music and songs, sung in Malayalam. Children from the ages of five to older adults delighted the audience with their melodious voices, and several dances both

Ex-CEO faces 20-year jail for $30-m fraud

BY A STAFF WRITER LORIDA -- The former chief executive officer of Essex Holdings, Inc., has been charged with two separate fraud schemes totalling more than $30 million, according to the United States Attorney for the Southern District of Florida. The first scheme involved nearly 100 investors who purportedly purchased interests in sugar transportation and iron ore mining in Chile. The second scheme involved unlawfully obtaining economic development funds from the State of South Carolina. Navin Shankar Subramaniam Xavier, 44, of Miramar, is charged by indictment with 15 counts of wire fraud. Xavier faces a maximum statutory sentence of 20 years in prison for each count and a fine up to $250,000. According to the indictment, from September 2010 through May 2014, Xavier operated Essex Holdings, Inc., from an office in Miami Gardens, and raised more than $29 million from nearly 100 investors for supposed investments in sugar transportation and shipping, as well as iron ore mining in Chile. Xavier used a false financial statement, forged documents, and false promises of fixed rates of return, to induce investors to invest with Essex Holdings. Most of the money was used for purposes other than what was promised, including supporting lavish spending by Xavier and his wife. Eventually, Xavier used new investor money to pay old investors in a Ponzi-like fashion before the scheme collapsed. The second scheme involved Xavier using Essex Holdings to obtain $1.2 million in payments and approximately $1.5 million worth of commercial real estate from the South Carolina Coordinating Council for Economic Development (SCCCED) that was supposed to be used to develop a dilapidated industrial property into a diaper plant and rice packaging facility.

ndividuals with binge-eating disorder (BED) may be at high risk of getting diagnosed with illnesses associated with the endocrine and circulatory systems, a study suggests. Binge-eating disorder is a serious eating disorder in which an individual frequently consumes unusually large amounts of food and is unable to stop craving for more. Individuals with BED could be at an increased risk of 2.5-times of having an endocrine disorder and at 1.9-times of having a circulatory system disorder. The endocrine
system influences heart, bones and tissues growth, and even fertility. It plays a vital role in determining whether there were chances of developing diabetes, thyroid disease, growth disorders, sexual dysfunction, and a host of other hor-
mone-related disorders. BED is closely associated with hypertension - commonly called high blood pressure - that causes the heart to work harder and could lead to such complications as heart attack, stroke, or kidney failure, among others. Among individuals with obesity and BED, there is a 1.5-times increased risk of having a respiratory disease and a 2.6-times of having a gastrointestinal disease. “We encourage clinicians to -have the conversation -- about BED with their patients,” said Professor Cynthia Bulik, from the University of North Carolina at Chapel Hill, in the US.

xcessive use of internet may significantly increase the risk of mental health problems such as depression and anxiety, especially among college-going students, a study has found. The findings showed that individuals with internet addiction had more trouble dealing with their day-to-day activities, including life at home, at work/school and in social settings. They had problems with planning and time management, greater levels of attentional impulsivity as well as attention deficit hyperactiv-
ity disorder (ADHD). Internet addiction may also be strongly linked to compulsive behavior and several other addic-
tion in students, the study said. “This leads us to a couple of questions like are we grossly underestimating the prevalence of inter-
net addiction and are these other mental health issues a cause or consequence of this excessive reliance on the internet?” said lead researcher Michael Van Ameringen from the McMaster University in Canada. The study may also have practical medical implications. “If you are trying to treat someone for an addiction when in fact they are anxious or depressed, then you may be going down the wrong route,” Ameringen stated. “We need to understand this more, so we need a bigger sample, drawn from a wider, more varied population,” Ameringen added.
