Ben Rhodes said the U.S. looked at the visit in the context of is broader efforts to rebalance the Asia Pacific region. “This has been one of our core foreign policy priorities

throughout President Obama’s time in office,” he said citing a “historic” climate change agreement with China and an “important” defense agreement with Australia.

Obama also expected to raise the important global issue of climate change “which is very high on his agenda, with Prime Minister Abe,” Deputy National Security Advisor for International Economics, Caroline Atkinson, said. “We work and have worked very closely with Japan in climate negotiations.” Recognizing its critical role in combating global climate change, the U.S. has been leading the international effort with its domestic as also “the international work partnering with China last year, working also with India, with Mexico,” she said. “And as we head into Paris, clearly both the United States and Japan will have a leadership role to play in helping to bring about a successful conclusion to those discussions,” Rhodes said. “Similarly, in the context of the broader Asia Pacific, he noted “Obama had a good trip to India earlier this year, an historic visit, as the Chief Guest at Republic Day,

U

S and Japan announced on April 27 new guidelines for bilateral defense cooperation, allowing Japan’s selfdefense forces to take on more ambitious global role that the Shinzo Abe administration has been seeking. Under the new guidelines, revised for the first time since 1997, Japan will have the rights to exercise collective self-defense, therefore being able to defend other countries that may come under attack, said the US Defense Department in a press release. Flexible US drone policy in Pakistan WASHINGTON: U.S. President Barack Obama tightened rules for the US drone program in 2013, but he secretly approved a waiver giving the Central Intelligence Agency (CIA) more flexibility in Pakistan than anywhere else to strike suspected militants, according to current and former US officials. According to a report published in The Wall Street Journal, the US officials said the rules for US drone programme were made stricter in 2013, but special waiver was issued in connection with drone strikes for high-value targets in Pakistan. It also said that recent deaths of two U.S. hostages, Warren Weinstein and Giovanni Lo Porto could have been avoided had the exemp-

policy of “Proactive Contributions to Peace” and its July 2014 cabinet decision, the statement said. The Abe administration last year gave green light to the Self-Defense Forces (SDF) to exercise the collective defense, which allows for Japan’s involvement in the defense of its allies. Earlier, Obama’s state dinner for the prime minister of Japan offered guests a haiku, some R&B and the chopsticks for the deft. The president welcomed his guest of honor, Shinzo Abe, with a toast over sake that included a poem about spring, friendship and harmony, declaring himself to be the first president to recite a haiku at a state dinner.

Hostage row: Obama owns up responsibility

Part of what the United States wants is for our allies to have better relations and our partners to be cooperating, he said as it wants to have “a network of alliances and partnerships that can contribute to a more secure, stable, and prosperous region.”

on of Indian immigrant parents, Dr. Vivek Murthy says his rise to the position of “America’s Doctor” was improbable but he got where he was by standing on principle. “As I look around this arena, I am struck by a simple truth: by any reasonable measure, I shouldn’t be standing here,” he said at his ceremonial swearing in as America’s 19th surgeon general last week at Fort Myer, Virginia. “My family was never supposed to have left our ancestral village (of Hallegere in Karnataka’s Mandya

My father is the son of a farmer in rural India. “He was supposed to have been a farmer, as was I,” recalled Murthy, 37, as a crowd of supporters that included Vice President Joe Biden watched. “But for my grandfather’s insistence that his son get an education — even if that meant going into debt — we might have never left

that village to go out in the world and — as my grandfather also insisted — start fixing what needed fixing.” “We were not supposed to have become Americans. My parents stopped in three other countries — including a brutal dictatorship — on their journey to get here,” said Murthy, who is now the highest

Puri pitches for a ‘paid care economy’ ARUL LOUIS, NEW YORK

M NEW YORK: Researchers, including one of Indian-origin, have developed a 3D camera that is inexpensive, produces high-quality images, and works in all environments — including outdoors. “When Microsoft released its 3D camera Kinect in 2010, it transformed the video game industry,” said Indian-origin Mohit Gupta, study co-author from the Columbia University. The most inexpensive 3D camera to date, the Kinect bypassed the need for joysticks and controllers by sensing the user’s gestures, leading to a feeling of total immersion into the game. But users quickly discovered the Kinect’s limitations. It does not work outdoors and it produces relatively low-quality images, the study said. “In order for a 3D camera to be useful, it has to be something you can use in everyday, normal environments,” said Oliver Cossairt, assistant professor of electrical engineering at the Northwestern University. “Outdoors is a part of that, and that is something the Kinect cannot do, but our Motion Contrast 3-D scanner can,” Cossairt noted.

And even after being nominated for this job by President Barack Obama, “I almost didn’t get to be your Surgeon General,” he said alluding to the opposition of the powerful gun lobby that left him cooling his heels for more than a year. “Had it not been for so many of you in this room — and thousands of dedicated individuals that I have never even met — I would not be standing here. We got here by standing on principle,” said Dr. Vivek Murthy.

She said paid and unpaid work for women should be transformed to provide “equal access to paid work, decent work with social protection.”

BRIEFS US seeks extradition of Indian-origin trader WASHINGTON: US authorities have sought extradition from Britain of an Indian origin trader accused of contributing to the “flash crash” of 2010 that briefly wiped out nearly $1 trillion in stock market value. Navinder Singh Sarao, 36, from West London, appeared in a Westminster Magistrates’ Court last week and said he would oppose extradition to the U.S. US officials have charged Sarao with wire fraud, commodities fraud and manipulation, and one count of “spoofing”. Authorities had requested Sarao’s extradition to stand trial in America.

App to detect sleep apnoea at home WASHINGTON: A team of IndianAmerican researchers from the University of Washington (UW) has developed an app that uses a smartphone to wirelessly test for obstructive sleep apnoea in a person’s bedroom. Unlike other home sleep aponea tests in use, “ApneaApp” uses inaudible sound waves emanating from the phone’s speakers to track breathing patterns without the need of special equipment or sensors attached to the body. “ApneaApp” turns a smartphone into an active sonar system that can detect sleep apnoea events. “It is similar to the way bats navigate. They send out sound signals that hit a target and when those signals bounce back, they know something is there,” explained Rajalakshmi Nandakumar, lead author in the UW’s department of computer science and engineering. “ApneaApp” works efficiently at distances of up to three feet.

probably taken out 7,000 or 8,000 brain tumors,” said Dr. Hrayr Shahinian at the Skullbase Institute in Los Angeles, who performed the operation. It was only last September that Karanam realized something wasn’t registering in her mind as she was experiencing trouble comprehending things she read. “Problems with reading comprehension, listening comprehension. If a couple people were talking in a room, I wouldn’t understand what was happening,” Karanam was quoted as saying. What became more frustrating for Karanam was that her doctors would contradict each other regarding the source of the problem, NBC said.

‘My world was reduced to rubble’ Medical Engineer Avash K.C., a survivor of the massive quake, recounts the horror when the ground shook underneath and houses came rumbling down IANS, KATHMANDU

T

he main earthquake, which struck Nepal on April 25 morning with a magnitude of 7.9, did the maximum damage in the capital. Within minutes of the ground shaking, several building in the valley had collapsed, leading to a large number of casualties. Medical Engineer Avash K.C., a survivor of the massive quake, relates his first-hand account to IANS: I was sitting around at my three-storey home talking to my family when the first brutal shock went through our drawing room, throwing things here and there. All of us ran down and out into the open, helping our grandparents along the way. I saw that the six feet high, meter outer compound wall of our house had collapsed, blocking the road. With tearful eyes I scanned all around our vicinity. People were running out of their houses into the open. Three other families joined us, but most people were

running down the road to the International Convention Centre about 200 meters away. The centre has a large open area where many of them assembled. Among the first things I noticed was that even concrete buildings could make a noise when swaying to the effect of an earthquake. Then the screaming started with people running in panic. Fortunately, our building held, and so did dozens of others in our neighborhood. After the initial shock, we started discussing what to do. Some of us ran inside quickly to get some bedsheets and some food material because a strong aftershock made it clear that we couldn’t go back to the building. Later in the evening, I did a quick survey of the surroundings. The night was spent out in the open with very little sleep. No sound or noise, no honking or movement of traffic. It was as if time had frozen. Except when the tremors hit. I sat down for a minute, unable to grasp the enormity of the tragedy. How will we ever recover?

Uncertainty looms large on Mount Everest

Piled up relief material adds to trouble NEW DELHI: As four aircraft of the Indian Air Force carrying relief material to quake-hit Nepal were forced to return from Kathmandu, sources said it was partly due to piling up of relief material at the Tribhuvan International Airport. “A lot of relief material has reached the Kathmandu airport but it is not going out which has resulted in a stockpile. The airport is anyhow small, so there is a lot of congestion,” said a senior defense ministry official. “In addition, there were lot of other flights landing from different countries, so there was congestion,” the

official said, A home ministry spokesperson told IANS that the National Disaster Management Authority, which has been appointed the nodal agency for coordinating relief and rescue efforts, has sent a team to Nepal to coordinate distribution of relief material. “NDMA is the nodal agency for coordinating efforts. A team led by the additional secretary has reached Nepal for coordination, to see whatever is sent is accounted for and utilised,” the spokesperson said.

fter the 2014 fatal avalanche that forced high-altitude guides to abandon Everest ascents that year, uncertainty looms over the prospects of any expedition up the world’s highest peak this season also. Mountaineering officials here said 20 climbers have already died as of April 27 in the series of avalanches that swept the Everest Base Camp and other areas. Two massive avalanches on April 25and 26, triggered by the powerful earthquake, swept away climbing ropes and ladders, including tents on the Base Camp. The Department of Tourism said the exact number of casualties is yet to be ascertained. Choppers have rescued stranded climbers and guides from Camp 1 and 2.

A rescue chopper arrives to take mountaineers on the Everest to safety.

“We cannot predict anything at the moment. The expeditions are now up in the air,” said Mingma Sherpa, the managing director of Seven Summit Treks. Almost all climbers and high-altitude guides, including icefall doctors who fix the ladders and ropes

and prepare routes to the Everest summit, have descended from Base Camp due to the potential of further avalanches. Mountaineering officials said a meeting with the tourism ministry and expedition agencies has been planned to decide on further plans.

R NEW DELHI: The toll in India following the devastating earthquake in Nepal has gone up to 75 with Bihar accounting for 58 deaths, a senior official said on April 28. Addressing the media here, union Home Secretary L.C. Goyal said 450 people were injured in the states affected that include Uttar Pradesh, West Bengal, Rajasthan, and Sikkim apart from Bihar. Goyal said the affected states had not sought assistance from the central government, though the latter has “assured them of full assistance”. The earthquake, measuring 7.9 on the Richter scale, and its aftershocks have left over 5,000 people dead in Nepal.

Around 9,000 people have been injured in the quake, Nepal Police officials said. “It’s a frightening situation,” a senior official told IANS. According to the ministry for home affairs, army personnel from India, Britain, Germany, Sri Lanka, China, Turkey, the Netherlands, Poland, France, Israel, Japan and Malaysia were engaged in search and rescue operations in various parts of Nepal. At least eight personnel of the Nepalese Army have died, while 28 were injured in accidents during rescue operations.

The buses would come till Gorakhpur in Uttar Pradesh, he said, from where the rescued people would be transported to different parts of the country. Mathur said three 45-bed field hospitals have also been set up. “I was informed that minor surgeries were being performed apart from other medical help being provided by these units,” he said. 38 Indian cities quake prone Only a few buildings in India meet the standards of ‘Indian Standards Criteria for Earthquake Resistant Design’ IANS, NEW DELHI

t least 38 Indian cities lie in high-risk seismic zones and nearly 60 percent of the subcontinental landmass is vulnerable to earthquakes. Barring rare exceptions, such as the Delhi Metro, India’s hastily-built cities are open to great damage from earthquakes. The earthquake that devastated Nepal on saturday and jolted northern India, damaging buildings as far apart as Agra and Siliguri, was expected by geologists, who have warned of more Himalayan earthquakes caused by the growing pressures of the sub-continent grinding into the Asian mainland. Very few buildings in India meet the standards prescribed in “Indian Standards Criteria for Earthquake Resistant Design” - first published by the Bureau of Indian Standards in 1962, the latest revision being in 2005. These are not enforced, so almost no one knows such earthquake-resistant standards and guidelines for home-owners exist. The Delhi Metro is one of the few Indian structures built to withstand a quake. Many of the houses built in Bhuj after the Gujarat quake of 2001 are now earthquake-resistant.

What you should do if earthquake strikes

Barring rare exceptions, such as the Delhi Metro, India’s hastily-built cities are open to great damage from earthquakes.

The rare building and high-rise may be designed for quakes. But nothing has changed since 1993, when a relatively milder earthquake of magnitude 6.4 in Maharashtra’s Latur district killed nearly 10,000 people in what was considered a non-seismic zone. Most died because shoddily constructed houses collapsed at the first major shake, as they did in Gujarat eight years later. The government of India today

Only four killed in Lamjung KATHMANDU/NEW DELHI: The epicenter of the massive 7.9-magnitude earthquake that devastated Nepal on Saturday and has claimed 4,347 lives so far, Lamjung district suffered only four casualties, a top official said. “Since the earthquake happened in the morning, many people were outside their homes. Four people have died so far and around 25 are injured,” Lamjung Chief District Officer Shrawan Kumar Timilsina said. “We have not suffered many casualties, but the physical destruction is very grave,” said Timilsina. He said over 3,000 houses were completely razed to the ground in this sparsely populated district surrounded by snow-capped Himalayas. “As many as 3,243 houses in the district have been completely flat-

n If indoors, drop to the ground. Take cover by getting under a sturdy table or other piece of furniture. If there is no desk or table, cover the face and head with the arms and crouch in an inside corner of the building. n If outdoors, move away from buildings, trees, street lights and utility wires. n If in a moving vehicle, stop as quickly and stay in the vehicle. n If trapped under debris, do not light a match; do not move about or kick up dust; tap on a pipe or wall so rescuers can locate you. at roughly 5 cm every year. About 60 percent of India is vulnerable to earthquakes caused by the great, northward grind of the Indian subcontinental landmass. No Indian metropolis has witnessed a serious earthquake, although Delhi lies in high-risk

Seismic Zone 4. Srinagar and Guwahati are in the highest-risk Zone 5, and Mumbai, Chennai and Kolkata lie in Zone 3. History serves a warning that a big one may come at any time. Those lessons come from Bihar in 1934 and Assam in 1950.

Timilsina feared severe destruction in the far-flung villages of the district, some five hours’ drive from Nepal capital city Kathmandu. The district with vast agricultural land has an estimated population of 1,67,000, according to the official.

ife in Nepal’s capital Kathmandu is slowly moving towards normalcy on Wednesday after the Himalayan nation was hit by a devastating earthquake measuring 7.9 on the Richter Scale on April 25. Over 600 aftershocks of relatively low intensity created fear among the public. However, the aftershocks have stopped repeating now. Some shops opened on April 29 morning and vehicles were also plying on the road. Electricity is restored after four days and telephones are working. But some essential supplies like drinking water, dry food and milk is not available in the market. Meanwhile, thousands of people from Kathmandu are queueing in

major outgoing points since early morning as the fear of quake still looms large. The government, in association with several organizations, has arranged 500 free buses to various destinations outside the valley. “To help the people to reach their

families outside the capital, the government will provide free transportation to them,” said a Nepal government statement. With the government decision, thousands of people who come here to earn bread and butter are leaving the capital city.

Delhi bonds with Kabul

Haryana min calls farmers ‘criminals’

On his maiden visit to India, Afghan president Ashraf Ghani talks of working closely with India to boost bilateral trade, fight terrorism; India backs his vision IANS, NEW DELHI

I

ndia and Afghanistan have pledged to work together to fight terrorism and also boost bilateral trade and connectivity as Prime Minister Narendra Modi held talks with visiting Afghan President Ashraf Ghani here on April 28. Ghani, whose country continues to battle the Taliban menace after the drawdown of the US-led international forces, spoke out strongly against terrorism. “Terror must be confronted and must be overcome... we are determined to make Afghanistan the graveyard of terror.” Ghani, who arrived here on April 27 night on a three-day official visit, pushed for a regional framework of peace and cooperation in order to fight the “disease of terror”. The joint statement noted that there is no justification for acts of terrorism and both leaders expressed determination to work together, along with the international community, to combat and defeat the scourge of terrorism in all its forms and manifestations.

They called on the international community to severely deal with the safe havens for terrorists that continue to threaten regional and global security. Prime Minister Modi, in his speech, said that the success of an Afghan-led and Afghan-owned process “requires a positive and con-

structive approach from neighbors, including an end to support for violence” — in a reference to Pakistan, where the Taliban are believed to be harbored along the border. “We share Afghanistan’s pain over persisting terrorism and extremist violence that destroy lives and derail

progress,” he said, and also thanked Ghani for the bilateral cooperation against terrorism. Modi said that India was ready to walk “shoulder to shoulder” with Afghanistan and also backed Ghani’s vision of making Afghanistan the hub of connectivity in the region. Modi said India was ready to welcome Afghan trucks at the Attari check post and also join the AfghanPakistan Trade and Transit Agreement. He also pledged to take the Chahbahar Port project in Iran forward. India will expand its development partnership in Afghanistan and also explore new trade and investment opportunities, he added. Both sides also agreed to work towards a more liberalized business visa regime. Stressing that India and Afghanistan are “bound by million ties through millennia”, Ghani spoke of the need to boost the potential of SAARC. He said his vision was to recreate his country’s position as a “roundabout” where ideas, people and goods from South and Central Asia came, merged and transited.

CHANDIGARH: A minister in Haryana courted controversy after he said that farmers committing suicide were criminals under the law. Agriculture Minister O.P. Dhankar told media here on April 28 that the state government could not support farmers who were committing suicide. He said that the farmers who were committing suicide were running away from their responsibilities and leaving their families and children with liabilities. Dhankar, who earlier headed the Bharatiya Janata Party Kisan Cell, used to condemn the earlier UPA government for not doing much for farmers which was leading to increasing suicides.

AAP law minister’s degree fake? Rahul Gandhi takes dig at Modi, House disrupted

NEW DELHI: The BJP and Congress demanded removal of Delhi Law Minister Jitender Singh Tomar following revelations in a court that a Bihar university had declared his provisional certificate as “not genuine”. The Tilka Manjhi Bhagalpur Univer-

sity in Bihar, from where Tomar claimed to have obtained his law degree told the Delhi High Court on April 27 that his provisional certificate was not “genuine” and the document “does not exist in the university’s record”. The serial number of the provisional certificate in the record showed the name of some other person and not that of Tomar, it said. The university’s response came on a plea against Tomar, alleging that he had enrolled himself as an advocate based on a “fake and bogus” graduation degree. Claiming his degree as “genuine”, Tomar said he would not resign.

‘Smart Cities ideal for US investment’ NEW DELHI: Describing Prime Minister Narendra Modi’s “100 Smart Cities” as an area with “seemingly unlimited potential”, U.S. envoy to India Richard Verma said the initiative is a “largest” potential area for U.S. investment and commercial cooperation. Addressing the annual general meeting of the American Chamber of Commerce in India, Verma sought to develop a symbiotic relationship between U.S. businesses and the U.S. government that could work together to address challenges in way of becoming India’s “best” partner, as per President Barack Obama’s vision. “Cooperation on infrastructure development and Prime Minister Modi’s ‘Smart Cities’ initiative” are

He will know what is happening... Farmers growing wheat is also ‘Make in India’,” he said taking a jibe at the prime minister. The attack resulted in a ruckus in the lower house, with members of the ruling alliance protesting the comments. Union Minister Ram Vilas Paswan, responding to the Congress leader, said: “We are doing the work which you didn’t do for the nation.”

ndian Prime Minister Narendra Modi remains the third most followed world leader on the micro-blogging site Twitter while External Affairs Minister Sushma Swaraj is the most followed foreign minister, according to a latest study. Twiplomacy Study 2015, accessed by IANS, showed that Sushma Swaraj is the most followed foreign minister with 2,438,228 followers. She is far ahead of UAE’ Abdullah Bin Zayed (1,608,831) and Turkey’s Mevlut Cavusoglu (376,429). The study, which counted data

till March 24, is an annual global survey of world leaders on Twitter. It is aimed at identifying the extent to which world leaders use the site and how they connect on social media. The study revealed that three most followed world leaders were US President @BarackObama with

56,933,515 followers, Pope Francis (@Pontifex) with 19,580,910 followers on his nine different language accounts, and Modi with 10,902,510 followers. Since his election in May 2014, Modi’s account has moved into the top three most followed Twitter accounts of world leaders, said Twiplomacy’s Matthias Luefkens. The study said it was impossible to say whether governments pay to promote the accounts of their leaders.

Bengaluru civic body to split Karnataka legislative assembly passes a bill to split the Bengaluru civic body into two or more corporations, opposition parties protest

IANS, BENGALURU

A

bill to split the Bengaluru civic body into two or more corporations was passed on April 20 in the Karnataka legislative assembly, ignoring protests by opposition parties. “The Karnataka Municipal Corporations (Amendment) Bill, 2015, to split the Bruhat Bangalore Mahanagara Palike (BBMP) into two or more corporations has been passed in the assembly for governing the city better,” Law and Parliamentary Affairs Minister T.B. Jayachandra told reporters. The ruling Congress convened a special one-day session of the state legislature to amend the law for bifurcating or trifurcating the civic behemoth after Governor Vajubhai Vala returned the ordinance to that effect last week. “As the population of Bengaluru

has increased to over eight million, it has become difficult for the BBMP to administer the city, provide amenities and implement civic schemes to improve the infrastructure,” Jayachandra told the lawmakers in defense of the bill.

Moving the bill earlier, Jayachandra said an experts committee, set up by the state government, had also recommended in its interim report trifurcation of the civic body, which was expanded in 2007 by including seven city municipal councils, one

T THIRUVANANTHAPURAM: The Kerala Police was not engaged in snooping on any legislator, said Kerala Home Minister Ramesh Chennithala in a statement. He said the news about police snooping on legislators was baseless. “There have been reports attributed to the ruling UDF convenor P.P. Thankachen stating that he said this while speaking to a TV channel. Thankachen himself has denied this. Moreover, no wing of the police department has done this at all,” said Chennithala. Earlier, Thankachen in an interview to a TV channel had casually mentioned that there is the intelligence wing of the police and it is their job to be on the lookout for any sort of political developments as all governments do this. Thankachen’s remark had created a furore. Soon, the Communist Party of India-Marxist (CPI-M) latched on to his remark and attacked the Oommen Chandy government for engaging in snooping activities. Ever since the Chandy government assumed office after the 2011 assembly polls, it has been precariously placed in the 140-member Kerala assembly and even now it is skating on a wafer thin majority.

he BJP in Goa has demanded the arrest of Karnataka’s higher education minister for making inflammatory speeches over demolition of illegal shanties in Goa, some of them housing Kannadigas, and threatening several thousand Goan IT professionals living in Bengaluru. “He should be arrested immediately and externed for making such statements,” BJP Goa state spokesperson Damodar Naik told reporters at a press conference here. Minister R.V. Deshpande accused the BJP-led Goa government of trampling on the rights of some Kannadiga occupants of the over

town municipal council and 111 surrounding villages to increase its civic wards to 198 from 100. Opposing the bill vehemently, Bharatiya Janata Party (BJP) and Janata Dal-Secular (JD-S) members rushed into the well of the house and urged the government to withdraw it, as splitting the BBMP would not serve the purpose it was intended. “It is not necessary to divide the BBMP to provide better civic amenities. The session should have been called to discuss damage to crops owing to unseasonal rains,” Leader of Opposition and former chief minister Jagadish Shettar said. JD-S leader in the house and former chief minister H.D. Kumaraswamy questioned the government’s intention to split the civic body, whose five-year term is lapsing on April 22 and the Karnataka High Court on March 30 directed the

state Election Commission to hold the civic polls by May 30. “If the state government wants to split the BBMP, why did it suddenly supersede it on April 18 and delayed holding its election? The government should have respected the governor’s decision to reject the ordinance,” Kumaraswamy said. Defending the bill, Chief Minister Siddaramaiah recalled that the BJP had advocated dividing the civic body when it was in power from 2008-2013. “Though the BJP manifesto 2013 promised splitting the BBMP, just as the Congress had, it is opposing the bill only for political gain. Our party is not making this move for the fear of elections,” Siddaramaiah said. In the 225-member assembly, including one nominated member, the ruling Congress has 122, the BJP 46, the JD-S 40 and remaining are Independents.

CBI finds nothing to prove graft in 35th National Games THIRUVANANTHAPURAM: The preliminary probe by the CBI into the allegations levelled over a massive corruption in the conduct of the 35th National Games in Kerala has nothing substantial to prove, a source said. The source, who did not wish to be identified, told IANS that the probe was based on a complaint filed by CPI-M legislator V. Sivankutty. “We have not been able to find anything to substantiate the allegations for which a CBI probe was sought. Since the Centre has also funded the event, we also looked into that aspect. The final report will be submitted to a court next month,” said the CBI source. The budget of the event was `6.11 billion and the games were held in seven districts of the state

from January 31 to February 14, 2015. Things turned hot for the organizers ever since a section of the media here went hammer and tongs against them after it was found that the event management company selected was a sister concern of the leading regional daily in Kerala. Many reports of alleged corruption surfaced in the media. Following such reports, Sivankutty approached a court, seeking a preliminary Central Bureau of Investigation (CBI) probe.

installed on the western side rooftop to generate additional 850kv after this summer,” KSCA spokesman Vinay Mrutyunjaya said. The combined solar panels will have the potential to generate 1.8 million units per year to meet about 40-50 percent of its peak requirement annually. “We have invested `30 million to install the solar cells,” Mrutyunjaya said. The stadium consumes maximum energy for lighting the ground, stands, dressing rooms, pavilion and other facilities when hosting the Indian Premier League (IPL) matches in summer.

Baltimore simmers after violence City just 60 km from Washington, witnesses violence following the death of a black in police custody ARUN KUMAR, WASHINGTON

‘No excuse for Baltimore violence’

S

ome 2,000 National Guardsmen and more than 1,000 police officers stood guard as a tense Baltimore City, just 60 km from the US capital, slipped under night curfew after two days of riots over the death of a black man in police custody. Presidential candidate and former secretary of state Hillary Clinton described his death as “a tragedy that demands answers”. Hundreds of defiant protesters refused to leave the streets on April 28 night, and were facing off against gathered police officers after the riots that left more than a dozen buildings damaged, destroyed or looted and at least 20 officers injured. At least 235 people have been arrested, 34 of them juveniles. Protesters threw objects at the police when they first advanced on the crowd, and police responded with smoke grenades and flashbangs about half an hour after the curfew went into effect at 10 p.m, according to various media reports.

Iran n-deal to benefit all: Prez Hassan Rouhani

WASHINGTON: There was no excuse for the kind of violence that occurred in the last few days in Baltimore, the largest city in the US state of Maryland, President Barack Obama said on April 28. “They're not protesting, they're not making a statement, they're stealing,” Xinhua quoted Obama as saying at a joint press conference with visiting Japanese Prime Minister Shinzo Abe. The president was referring to those involved in violence, looting and arson after the funeral held for Night curfew was imposed after riots over the death of a black man in police custody.

The recent violence in Baltimore started hours after the funeral of Freddie Gray, a 25-year-old black man who suffered a serious spine injury while in police custody. His death on April 19 at a hospital led to several days of mostly peaceful protests. Maryland Governor Larry Hogan, who had declared a state of emergency on April 27 said: “This combined force will not tolerate vio-

lence or looting, which has led to the destruction of property and put innocent Marylanders at risk.” Responding to the violence, President Barack Obama said on April 28 that “some police aren't doing the right thing” and that a lot of the tension between law enforcement and the black community stems from “a slow-rolling crisis” that has been brewing for decades.

Fixing it will require more investment in cities, criminal justice reform, better funding for education and soul-searching for some police departments, he said at a White House press conference on April 28 afternoon. Former Secretary of State Hillary Clinton tweeted that she is praying for those in the city and Gray's family, adding that his death “is a tragedy that

demands answers.” Time magazine recently listed 14 major instances of a white cop shooting dead a black person since 17-year-old Trayvon Martin was fatally shot on February 26, 2012 in Sanford, Florida. According to another media report 154 persons have died at the hands of law enforcement officers since January with 37 killed in April alone.

US to sell India C-130J Super Hercules aircraft IANS, WASHINGTON

T TEHRAN: Iranian President Hassan Rouhani on April 28 said the final deal on Tehran's nuclear programme will benefit all sides and will boost regional stability. He made the remarks at Tehran's Mehrabad International Airport before departing for the ongoing Asian-African Conference in Indonesia's capital city of Jakarta, IRNA news agency reported. “We have made good progress in nuclear talks with the P5+1 group — US, France, Britain, China, Russia and Germany,” the president added. He said that Iran is committed to continue the nuclear negotiations and expects the other side to show a desire for resolution of the remaining issues in the upcoming talks. A final comprehensive nuclear agreement will benefit all sides and will facilitate cooperation between Iran and regional states, Rouhani noted. During his visit to Indonesia, Rouhani will hold bilateral meetings with several heads of state.

Freddie Gray, the 25-year-old African American who died after suffering a spine injury in police custody earlier this month. “They're destroying and undermining businesses and opportunities in their own communities that rob jobs and opportunity from people in that area,” the president added. The public comments were Obama's first since violence began in Baltimore on April 27 afternoon and continued overnight, following more than 200 arrests and 140 fires.

he US State Department has approved the sale of $96 million worth of follow-on support for C-130J Super Hercules aircraft to India to enable the Indian Air Force to remain mission-ready for disaster relief and international humanitarian assistance needs like in quake-hit neighboring Nepal. Pentagon's arm handing foreign military sales notified the U.S. Congress of this possible sale to India last week saying the “proposed sale of

this equipment and support will not alter the basic military balance in the region,” the US Defense Security Cooperation Agency (DSCA) further said. India needs this support for its Super Hercules aircraft to ensure its aircraft operate effectively to serve its transport, local and international humanitarian assistance, and regional disaster relief needs, the agency said. India, it said has requested for follow on support for five years for their fleet of C-130J Super Hercules that includes eight spare AN/ALE-47

Breakthrough: Pakistani forces retake parts of Tirah Valley IANS, ISLAMABAD

P

akistani security forces have taken control of parts of the Tirah Valley after flushing out terrorists, the Dawn reported on April 29. According to official sources, the control of Sipah and Akkakhel areas in the valley was the biggest achievement of the security forces so far as part of the ongoing Khyber Two military operation against the Lashkar-iIslam (LI), Tehreek-i-Taliban Pakistan (TTP) and Jamaatul Ahrar terrorists. The banned outfits had joined hands soon after the launch of the Khyber Two operation in February.

The control of Sipah and Akkakhel areas in the valley was the biggest achievement.

The forces also advanced towards the TTP-controlled Kukikhel area in the valley.

“The fall of Kukikhel is a matter of time now because the area has been encircled from almost all sides and

militants were seen fleeing the area,” a security official said. LI spokesman Salahuddin Ayoubi said from an undisclosed location that the loss of Akkakhel and Sipah was a “tactical retreat” and they would soon retake the area with the support of TTP and Jamaatul Ahrar activists. He said the Lashkar killed nine soldiers and injured 11 during ground battles in the Dwa Thoe locality of Kukikhel, but the claim could not be independently verified. Military observers believe that the army's control of Sipah and Akkakhel was a severe blow to the LI, because the militant organization was controlling the region for the past 10 years.

fter mildly amusing and vaguely heartwarming film about interactive interjections among soldiers at the border in War Chor Na Yaar and Kya Dilli Kya Lahore comes this satirical rebuke of the conduct of politicians, and yes, the media as matters escalate on the border for no apparent reason. The basic idea of a short-circuited peace plan is in itself exciting when put in hands as creative as Ranjit Kapoor. Kapoor was the writer of Jaane

Bhi do Yaaron, one of the most scathing political satires ever put on our screen. Here, in Jai Ho! Democracy all the sting seems to have gone from the tale. What we are left with is a pale, frail and stale tale propped up by a bunch of actors who know how to

control their characters in spite of the thick accents that the script insists on making them wear like disguises at a costume ball. There are two levels of storytelling, one on the border where a junior cook from the Indian Army strays into the Pakistani side of the

border and befriends a senior cook from their army. Haven’t we seen this ‘cook’ and bull concoction earlier in Kya Dilli Kya Lahore were Vijay Raaz and Manu Rishi excelled in their respective interpretations of communication over the barbed wire fence? Elsewhere, a parliamentary committee huddles together in a room trying to find a semblance of coherence in the political goings-on of our country. Accomplished actors struggle against the tedium of repetitive jokes about the banality of parliamentarian exchanges. But when it comes to cinema, we would want the boorish banter and the endless ennui of Indian politics to seem a little less tedious than this. — Subhash K. Jha

WAR OF WORDS

Narine can’t bowl off-spinners in IPL

BCCI secretary Anurag Thakur hits back at ICC chairman N Srinivasan on bookie issue IANS, MUMBAI

B

oard of Control for Cricket in India (BCCI) secretary Anurag Thakur blasted International Cricket Council (ICC) chairman N. Srinivasan on April 27 through a public letter and “requested” him to issue “a list of suspected bookies”. He also said that Srinivasan should share the list with his own family members “whose involvement in betting has been proved”. Thakur attacked Srinivasan a day after the ICC issued an advisory to Thakur to avoid meeting sus-

pected bookies. ICC, in a letter to BCCI chief Jagmohan Dalmiya, said Anurag Thakur was socializing with alleged bookie Karan Gilhotra a couple of days after being elected as BCCI secretary. Media reports suggested on April 26 that the letter was sent by the ICC after the BCCI intimated the cricket’s world governing body about Thakur socializing with Gilhotra in Chandigarh. Pictures of Anurag socializing with Gilhotra emerged on April 26. “The BCCI has received intimation from the ICC ostensibly

under your direction that I should keep away from one Mr. Karan Gilhotra who is a ‘suspected bookie’. The intimation further states that the information is further unverified,” Thakur wrote in the letter, which was made public on

Twitter on April 27. “I only wish that you had shared the list of ‘unverified suspected bookies’ with me and other colleagues so that we could identify such persons and keep away from them,” he added.

MUMBAI: Kolkata Knight Riders’ (KKR) right-arm spinner Sunil Narine has been banned from bowling off-spinners in the ongoing Indian Premier Sunil Narine League (IPL) for a suspected illegal action, a Board of Control for Cricket in India (BCCI) release said on April 29. He is, however, free to bowl using his other deliveries in his arsenal, the release added. He was also not banned from appearing for his IPL team in the ongoing tournament. “Mr. Narine’s bowling action for his off-spinner contravenes Law 24.2 (as read with Law 24.3) of the Laws of Cricket and, therefore, the player is now banned from bowling the off-spinner in matches organized by the BCCI, including the IPL.” “He may, however, continue to bowl his other deliveries (the knuckle ball and the quicker straight ball),” Anurag Thakur, BCCI secretary, said in a statement.

IPL: CSK post clinical win Sim Bhullar likely to visit India next month CHENNAI: Praising the fielding efforts of his side Chennai Super Kings, skipper Mahendra Singh Dhoni said they were “outstanding” on the field in the thrilling two-run win over Kolkata Knight Riders (KKR) in an Indian Premier League match at the M.A. Chidambaram Stadium here on April 28. Replying to the CSK’s 134/6, KKR fell short by two runs owing to some wonderful bowling backed up by stupendous fielding from the opponents, especially the likes of Brendon McCullum and Dwayne Bravo who dived all around the park saving crucial runs. “The fielding was outstanding. Russell’s run out was important for us. Brendon McCullum was lightning on the field. And in the middle overs, we did put pressure on them, so they couldn’t rotate freely,” Dhoni said at the post-match presentation ceremony. Asked about the wicket he said: “This was the wicket where you don’t know what is a good score. It’s where if you bat well you can score 160 and if you bowl well you can defend 125. That’s what I told the team.” He said both spinners Suresh Raina and Ravindra Jadeja did a commendable job to keep the KKR batsmen at bay as their six overs produced just 23 runs. “(Suresh)Raina has done well with the ball for us sometimes. He hits the seam and his trajectory is low and he can get wickets if bats-

Bhullar will first travel to Mumbai on May 2 to interact with fans, tour the city and appear on Sony SIX’s IPL Extra Innings show on May 3.

Chhetri tucked home a penalty in the 70th minute after Sean Rooney’s cross caught a sliding Saaif’s arm in the box, and followed it up with a peach of a finish eight minutes later when Udanta Singh picked him out with a delightful lob for a pass as the Blues were rewarded for good show for most parts of the game. Dada J. P. Vaswani

HICAGO IL -- Right before the event, Dada walked in and a devotional fervor gripped the room. Someone informed him of the day’s program, and pointed to me as a guest. Dada immediately motioned organizers to bring another chair and have me sit next to him(!); as I headed toward him, he got up from his chair (which is quite an ordeal since it requires the support of multiple people to lift him up) and gently whispered in my ear, “I’m so grateful to have met you.” I was immediately taken by his humility. At the time, I didn’t know his story. He graduated from college at 17, and completed a masters thesis in Physics. By 19 he had met his spiritual teacher and become a monk. Until the age of 48, he was in training; and in the subsequent 48 years of his life, he has tirelessly promoted oneness, non-violence and compassion. Sadhu Vaswani Mission runs schools and social welfare programs, and Dada is particularly known for his insightful talks and for authoring more than a hundred books. His simple messages reach multitudes. “Each one of us is spirit. On the spiritual plane, unity is not to be worked out. It is already there. On the plane of religion, we still have to work it out.” If I had to encapsulate Dada’s personality in one word, it would be humility. He didn’t leak any energy. He held himself as caretaker, servant and trustee of a sacred resource. That constant experience is what seemed to ground his humility. “Spirituality is not taught. It is caught -- by associating with those who are truly spiritual,” Dada says. I think I know what he means.

OHMKARAM CELEBRATES VISHU IN ST. LOUIS

T LOUIS, MO -- Ohmkaram, a St. Louis-based non-profit, voluntary organization aimed at promoting Kerala Hindu tradition and values, celebrated Vishu, the Malayalee New Year, in a grand manner at the Mahatma Gandhi Center in Ballwin, MO on April 18, attended by more than 100 people. Observed on the first day of the Medam month (the ninth month in a traditional Malayalee calendar), Vishu is not only the Zodiac New Year, but also a harvest festival. A cultural program for the evening was preceded by the viewing of Vishukani, a ritual arrangement of auspicious articles intended to signify prosperity, which includes a picture of Lord Krishna, a traditional Keralite lamp, grains, fruits and vegetables, metal mirror and yellow flowers. Following this, respected elder person M. Krishnan distributed kaineetam (gold coins) to the children of Ohmkaram family members. The cultural program was very well received by the audience as it was a feast for the eyes and ears. Also featured for the evening was the

ever popular, traditional Vishu Sadhya with over 25 delicacies--a feast for the taste buds. The performances included traditional

and folk dances, singing of popular film songs, recitation of shlokas and a saxophone recital. Children of all ages, as well as adults, participated in these

performances with great enthusiasm, while keeping the crowd entertained. Post event, free family portraits were also offered, capturing guests dressed in their traditional finery. St Louis eagerly awaits Shobhana’s Krishna next, the dance drama in English by acclaimed actress and Padmashri awardee, Shobhana. Shobhana’s Krishna breaks away from conventional patterns, and is a symphony of traditional dance forms and Bollywood dance. With music by the illustrious music director A R Rahman, sound mixing by Oscar winner Rasool Pookkutty and characters voiced by popular actors like Surya, Konkana Sen, Shabana Azmi, Andrea Jeremiah, Sukumari, Prabhu and Radha, the event is sure to be a whirlwind of entertainment. Ohmkaram was formed in 2006 and has held many events in appreciation of its Kerala cultural roots, including Malayalam language classes. It aims to encourage participation in Kerala traditions (especially among the youth) and foster unity and cooperation within its community in the area.

NJ girl Aratrika Dey wins ZEE TV SRGMP Li’l Champs BY A STAFF WRITER EW YORK -- Bollywood star Ali Zafar, model and actress Lauren Gottlieb and actor Jackky Bhagnani showed up as celebrity guests at North America Sa Re Ga Ma Pa (SRGMP) L’il Champs finale. The episode was shot recently at Famous Studio in Mumbai. Hosts Aditya Narayan will be seen giving company to Ali and Monali. From over 20,000 audition entries, top 14 finalists of SRGMP Lil champs North America were selected and competed on the SRGMP sets specially crafted for them. Aratrika Dey from NJ took home the winner trophy; Niranjanaa Kannan from WA and Preetish Chakroborty from IL became the 1st and 2nd runner- up of ZEE TV SRGMP Lil Champs North America held in Mumbai, India. Sameer Targe, general manager of ZEE TV Americas says: “I am very surprised to see the level of talent that exists among the secondgeneration South Asian kids. Ironically all the top 14 finalists are born and raised in America and seldom get to visit India to understand the language. “For me the real winners are the parents who despite living so far away from India have encouraged their children to explore Indian music and culture.” ZEE TV America has opened the doors for millions of talented children in North America to become the next singing superstars. After successfully launching Dance India Dance North America and completing three seasons – Dance India Dance North America (for Adults), Dance India Dance North America Little Master (Kids) and DID Super Moms North America (for Moms). ZEE TV Americas received more than 20,000 entries per season, garnered highest viewership, reach, and impressions leaving competition behind and has successfully built and created a platform for millions of talented

Student in soup for posting swastika after trip to India BY A STAFF WRITER ASHINGTON, D.C. – The George Washington University here is contemplating a ban on the swastika, a sacred symbol for Hindus and Buddhists, as authorities say it resembles the Nazi symbol and may hurt the sensibilities of some Jewish students. The move came after an unidentified student, who is Jewish, returned in March from a trip to India with a swastika image. He placed it briefly on the bulletin board at his predominantly Jewish fraternity’s residence hall. One fraternity member who saw the swastika on the bulletin board viewed it as a threat and informed the police. After the student who complained realized the posting of the swastika did not represent a threat, the police closed their investigation. However, the student who placed the symbol on the bulletin board now faces possible permanent expulsion. Steven Knapp, president of the university, said in a statement, “While the student claims his act was not an expression of hatred, the university is referring the matter… for review by its hate crimes unit,” Knapp said. John Banzhaf, a well-known public interest law professor at the u law school, has taken up the cause of the embattled Jewish student. If the student suffers expulsion or any kind of discipline, the effect will be to ban a sacred religious symbol from the varsity, Banzhaf said.

More than 20,000 audition entries were received and more than 125,000 video views per week during the voting phase where in North American audience got a chance to vote for their favorite contestant and select the top 14. he Overseas Volunteers for Better India (OVBI) is spearheading a Yoga movement in the US. The movement, named OVBI Yogathon, is part of the first historic International Day of Yoga celebrations. As many as 177 nations recently came together to approve the United Nations resolution, declaring 21st June as the International Day of Yoga. The movement is being launched in association with the Consulate General of India, New York and aims to create a platform where 100s of partner organizations, including those representing

diverse ethnic organizations in the US will come together to become part of the Yoga movement. OVBI, along with partner organizations, plans to have an event celebration of the International Day of Yoga in more than 100 cities in the US. The event in each of these cities will be spearheaded by Yoga ambassadors. A global social media poster campaign headed by a tech-savvy, creative and dynamic team of volunteers will take the message of the Yoga and its benefits nationwide. OVBI was formed in June 2013 to create a platform where non-resident

Indians can contribute to make India of their dreams. In a short time, OVBI has more than 10,000 members all across the US. Not long ago, OVBI was launched in Canada, Australia and some European countries as well. Its volunteers include doctors, engineers, scientists, students, business owners etc., who are willing to work as brand ambassadors for India and also help the communities they live in. Keeping the wellness of the society in mind and also based on the fact that Yoga is a cultural heritage of India, OVBI has taken upon itself to promote Yoga on a

hicago (IL) -- The Vedic Day Care Center, a pre-school and kindergarten educational facility, celebrated its annual function which was attended by about a hundred people. The children of the center recited Bhagavad Gita slokas, sang nursery songs and performed folk dances. To accompany this extravagant display put on by the children was a play based on Lord Rama’s pastime. The director of the center, Vrashabh Das, briefly enlightened the crowd on the progress of the facility and spoke about the significance of Ram Navmi. Das said the center was appreciative of the generous donations made by the parents of the children who were also honored on the occasion. Among the many people who financially supported the center were Dr. C.M. Modi, Dr. Agarwal, Navin Mehta, Kalpesh Patel, Valabh and Niru Patel (Jai Hind Restaurant), Rupal Trivedi, Ashok Gandhi

massive scale. Yoga was first introduced in the US by Swami Vivekananda in 1893 and became popular in 1960s. In the last decade, there has been an exponential growth in Yoga practitioners. The Yoga Journal marketing research in 2012 estimated that 20.4 million Americans practice yoga whereas, as many as 44.4% of Americans call themselves as “Aspirational Yogis”. OVBI plans to build up on this momentum and take Yoga to every home in US. Through Yoga it plans to bring down social barriers and promote peace and harmony in the society.

ILPITAS, CA-- A packed auditorium of more than 3,000 people attended the India Community Center’s 13th annual Youthsava, a dance extravaganza featuring dazzling costumes and vibrant performances, in Milpitas, Calif., on April 11. The 12-hour marathon dance competition showcased talent from 79 dance groups comprising over mainly Indian American 900 nimble-footed performers from around the San Francisco Bay Area. Dancers were divided into three age groups: sub-juniors, ages four to seven; juniors, ages eight to 12; and seniors, ages 13 to 18. Each group was further divided into three dance sub-categories: film, folk and remix. T h e a u d i e n c e w a s t re a t e d t o performances that featured dances

from different parts of India, as well as novel concepts and props such as umbrellas. The event was a testament to the teamwork and months of rehearsals both dancers and choreographers put in for the competition. ICC’s preschool children also took to the stage, along with its senior dance troupe, Jollywood Dancers. Youthsava also had performances by ICC’s Karaoke Club singers Prasun Jha and Susminta, and the EnActe Arts Young Enacteurs Program, a talented group of performers aged 11 to 14 presenting an original act. Three prizes were awarded in each of the nine categories, along with trophies for best costume. Some of the dance groups that won a majority of the prizes this year included Aerodance, Nupoor Dances and Arya Dance Academy, among others.

Car seats not safe for baby naps IANS, NEW YORK

U

sing sitting or carrying devices, such as car seats, swings, or bouncers for making your baby sleep could lead to potential injury or death, say researchers including an Indian-origin doctor. “Many parents use sitting or carrying devices, not realizing that there are hazards when they do this,” said Erich Batra, Penn State Milton S. Hershey Medical Centre in the US. The researchers reviewed deaths that were reported to the U.S. Consumer Product Safety Commission, of children under two years of age that occurred in sitting and carrying devices between April 2004 and December 2008. The researchers analysed records for 47 deaths associated with sitting and carrying devices; all but one were attributed to asphyxia (positional or strangulation). Two-thirds of the cases involved car seats; strangulation from straps accounted for 52 percent of the car seat deaths. The remainder of deaths

occurred in slings, swings, bouncers and strollers. The elapsed time from when the infants were last seen alive to when they were discovered ranged from as little as four minutes to up to 11

Contrary to popular belief, the restraints and design of infant sitting or carrying devices are not intended for unsupervised sleeping, the study pointed out hours. The study included newborns as well as toddlers. Contrary to popular belief, the restraints and design of infant sitting or carrying devices are not intended for unsupervised sleeping, the study pointed out. “Infants and young children should not be left unsupervised when using a sitting or carrying device due to the risk of suffocation and death,” Batra said.

Extra sleep may help restore memory: Study IANS, WASHINGTON

A

n extra three to four hours of sleep daily over as little as two days has been found to restore memories in fruit flies with Alzheimer’s-like condition. The findings have implications for humans as according to the researchers brain mechanisms that control sleep in fruit flies are similar to those seen in people. Studying three groups of flies, the scientists interfered with their ability to remember by disabling a different critical memory gene in each group. In one group, the disabled gene led the flies to develop a condition

with similarities to Alzheimer’s disease. In another group, the disabled gene made it difficult for fly brain cells to reinforce new connections that encode memories. In the third group, the disrupted gene left the flies with too many of these connections. “Our data showed that extra sleep can handle any of these problems,” said senior author Paul Shaw, associate professor of neurobiology at the Washington University School of Medicine in St. Louis. “It has to be the right kind of sleep, and we are not sure how to induce this kind of slumber in the human brain yet, but our research

suggests that if we can learn how, it could have significant therapeutic potential,” Shaw pointed out. As part of the new study, the scientists restored memory in each group of flies by using one of three techniques to increase sleep. They stimulated a cluster of key brain cells, boosted the production of a protein linked to sleep or gave the flies a drug that mimicked the activity of an important chemical messenger. Regardless of the technique used to increase sleep, the added slumber — an extra three to four hours of sleep daily over as little as two days — restored the flies’ ability to make memories.
