WASHINGTON: A county in Kentucky state has started issuing marriage licences to gay couples after the county clerk was jailed for refusing to do so, a media report said on September 5. William Smith Jr. and James Yates on September 4 became the first same-sex couple to receive a marriage license in Rowan county. It was their sixth attempt to procure the licence, CNN reported. “We’re just really happy right now to finally get married and have it recognized here,” Yates, who proposed to Smith this year after a 10-year rela-

tionship, said shortly before getting the license. Dozens of supporters of same-sex marriage chanted “love has won” as they exited the building.

But county clerk Kim Davis sent word from the jail that she considers marriage licenses void unless she approves them, her lawyer Mat Staver said. “They are not worth the paper they are written on,” he said. Davis had refused to give licenses to same-sex couples on grounds that issuing the licenses would violate her Christian convictions against samesex marriage. A federal judge ordered her to jail, ruling she was in contempt of court for refusing to issue the licenses and not allowing her deputies to distribute them for her.

he Pentagon is considering an overhaul of its botched training program for Syrian rebels against the Islamic State (IS) extremist group, the New York Times reported. Citing US Defense Department officials, the report said the options include dropping larger number of US-trained fighters into safer areas and providing better intelligence and improving their combat skills, Xinhua reported. Though all the plans are still under consideration, the shift in strategy came after the US training program ended up as a fiasco in July when the first round of 54 Syrian trainees were attacked by a Syrian militant group before they

The Guam Legislature passed by a narrow 8-7 vote a controversial bill for the creation of a pilot program to screen and refer convicted sex offenders to undergo anti-androgen treatment, or chemical castration, one week before their release. “This is a good day for the island of Guam,” said Republican Senator Brant McCreadie, who introduced the bill. “It’s a stern, loudand-clear message to any offenders out there that there’s going to be consequences.” But Democratic Vice Speaker Benjamin J. Cruz expressed concern that the bill could spark other legislation based on the eye-for-aneye punishment model. “Is there going to be a piece of legislation to cut out tongues, cut out hands?” he asked. Nine US states — California, Florida, Georgia, Iowa, Louisiana, Montana, Oregon, Texas and Wisconsin — have versions of chemical castration in their laws. Both California and Florida, for instance, require mandatory injections for repeat sex offenders and

discretionary injections for firsttime offenders, although the Florida law has only been invoked a few times since its passage in 1997. Chemical castration, according to CNN, involves administering medication — via injection or tablets — to take away sexual interest and make it impossible for a person to perform sexual acts. The effects are reversible, after the person stops taking the drug. But they also have side effects, such as osteoporosis, changes in cardiovascular health, blood fat levels, blood pressure and symptoms that mimic women’s menopause. The practice of forced chemical castration has been called “inhuman treatment” by Amnesty International.

OROP becomes reality Veterans happy but stir to continue till government gives ‘written assurance’ that those taking premature retirement are not excluded IANS, NEW DELHI

P

utting an end to months of speculation, the government on September 5 announced it will be implementing ‘One Rank One Pension’ (OROP) for the armed forces. The veterans, who have been agitating for OROP, initially rejected the government’s scheme which excluded those taking premature retirement (PMR), but were later assured by Defense Minister Manohar Parrikar that the clause on voluntary retirement will be removed. Even as ex-servicemen representative Maj. Gen. Satbir Singh (retd), following a meeting with Parrikar, said he was “satisfied” soon after reaching the agitation site at Jantar Mantar, it was announced that the protest will continue. Wing Commander M.M.S. Paintal (retd) told IANS that the hunger strike will continue till they get a written assurance. “We will end the indefinite hunger strike when we get a written assurance that those taking premature retirement are not excluded. The agitation will, however, continue after that as well,” Paintal told IANS.

What became the major sticking point on Saturday was that the minister had said “personnel who voluntarily retire will not be covered under the OROP scheme”. Maj. Gen. Singh told reporters after his meeting: “The defense minister verbally confirmed there is no VRS in armed forces, there is just premature retirement. He will talk with the prime minister and let us know in a few days.”

Asked if they were satisfied, he said: “After this statement, yes, we are satisfied.” He, however, said it was not an end. “There are other issues, which are yet to be done but the major issue was PMR which was not supposed to be a part of the note. How it came we do not know.” Soon after returning to Jantar Mantar, he announced the indefi-

nite fast will end with a written assurance on not excluding PMR, but the agitation will continue. “We do not accept the revision in five years as offered by the government. This will kill the definition of the OROP,” he said. Regarding the formation of a committee, the veteran said the protesters want the government to form a committee which would directly be under the defense minister.

OROP: What veterans want l Including those with voluntary/premature retirement: The govt announced excluding those with voluntary retirement under OROP. The veterans met Defense Minister Manohar Parrikar over the issue, and said they were satisfied with the assurance that those with premature retirement will be included. l Calling off indefinite fast: The veterans say they will end their indefinite fast when the government gives a written confirmation on including those with premature retirement under OROP. l Agitation to continue: The agitation will continue till other issues are sorted out. This includes revision every five years, while the veterans want it every two years. l No one-member judicial committee: The veterans want a fivemember committee which is directly under the defense minister. Members should include three retired veterans, one serving member of the forces and one person designated by the government. l Committee report time: While the government sought the onemember judicial committee report in six months, the veterans want the report in one month. l Calculating pension: Veterans want average of top pensioner to be considered for formulating the quantum of the pension. The govt formula is taking out an average of different pensions for the same rank.

n a major breakthrough, the forensic experts have established that parts of bones and skull recovered from Raigad forests indeed belong to Sheena Bora, after matching them with DNA samples of other family members including her mother and prime accused Indrani Mukerjea. This was expected to give a fillip to the ongoing probe into the case, as the DNA tests of the victim matched with her mother and other

family members. The DNA samples of Sheena’s bones and skull were compared with that of samples collected from her mother Indrani, her biological father Sidhartha Das of Kolkata and her brother Mikhail Bora of Guwahati. Meanwhile, the Election Commission on September 9 announced the assembly elections in the state will be held in five phases, beginning October 12 and ending November 5. The vote count will take place on November 8. “The model code of conduct has come into force with immediate effect,” Chief Election Commissioner Nasim Zaidi said.

Top national leaders of the Communist Party of India, CPIMarxist, CPI-Marxist-Leninist, Forward Bloc, Socialist Unity Centre of India and Revolutionary Socialist Party addressed the convention with an aim to make the Left parties a third and alternative political force in the Bihar polls. Scales tilted in BJP’s A favor?

lthough the Samajwadi Party (SP) and the Nationalist Congress Party (NCP) do not have much of a political presence in Bihar, their departure from the “secular” alliance cannot but make the Bharatiya Janata Party (BJP) heave a sigh of relief. Up until now, it had seemed that the assembly elections in the state will be a touch-and-go affair with the BJP failing to repeat its runaway success in last year’s general election when the National Democratic Alliance (NDA) led by it won 31 of the 40 parliamentary seats in the state. That the BJP’s fortunes were sliding was evident from the victory of the previously humiliated Rashtriya Janata Dal (RJD) and the Janata Dal-United (JDU) in six of the 10 assembly by-elections only three months after their Lok Sabha drubbing.

But, any improvement in the RJD’s and the JD-U’s position has now been partly undone by the decision of the SP and the NCP to walk out of the mahagathbandhan (grand alliance) in protest against the measly allocation of seats to them. Even if the ostensible reason for their decision to break away is the “insult” which they felt over the allocation of five seats to the SP and three to the NCP, it is possible that it is SP supremo Mulayam Singh Yadav’s reluctance to play second fiddle to his OBC (Other Backward Classes) brethren in Bihar which is behind the rupture. The NCP’s Sharad Pawar, too, must have been miffed by the three seats given to his party, while the Congress will contest 40 and the RJD and the JD-U 100 each. But, it is Mulayam Singh Yadav’s exit which will be a psychological blow to the anti-BJP combine because of his stature in neighboring Uttar Pradesh, which led to his nomination as leader of

the Janata “parivar” to take on the BJP at the national level. After the latest developments, however, the future of the “parivar” is in doubt, which will be another matter of satisfaction for the BJP. In Bihar, the jolts suffered by the “secular” alliance have been compounded by Lalu Prasad’s flaunting of the caste card at the combination’s rally in Patna, where the RJD leader’s digs at the upper castes have reportedly unnerved the Congress. Down in the dumps because of its junior status in the alliance, which led to Congress president Sonia Gandhi being the fourth speaker at the rally, the party is apparently scared that Lalu Prasad’s exaltation of his “winning” MY (Muslim-Yadav) camaraderie — the two communities make up 30 percent of the state’s population — will persuade the few remaining Brahmins and Bhumihars still with the Congress to drift away to the waiting arms of the BJP.

Slowing dragon, rising elephant NEW DELHI: Recent events in the Chinese economy and its impact on the world markets merit attention. Nonetheless, post ‘Black Monday’ most markets around the world have recovered and were now closer to their previous levels. However, the incident has drawn the attention of policymakers, especially considering in continuation with the devaluation of yuan by two percent on August 11.

Growth numbers, aided by currency devaluation and stock market volatility, have raised concerns about a deeper malaise in the Chinese economy. Due to the non-transparent nature of the Chinese government some even argue that the worst may be over. Others question the validity of official data and statistics. With investment as a percentage of GDP on the decline while consumption

as a percentage of GDP on the rise, this marks an important shift in China’s economy and this has a great bearing on the world economy in the future. China’s ongoing structural transformation from an investment to a consumption-driven economy is likely to cause some real changes in the world economy. Already, some of the effects are being witnessed. The global commodity price crash is

most likely driven by a slowdown in demand for raw material in the Chinese economy. The most vulnerable economies are the exporting ones that trade in raw materials with China. These include both economies that are closer home to China like Indonesia and Mongolia and far off commodity exporters like Australia and Brazil. The US and India are relatively in a better position as they do not export too

much as a percentage of GDP to China (both lesser than 10 percent). The concern now for most policymakers is ensuring a stable slowdown for the Chinese economy. India’s concerns at present are not so much with respect to the Chinese developments as they are with the developments in the United States. This is because the Federal Reserve can raise interest rates in light of its bettering domestic economy that could lead to possible damage. However, as economists like Larry Summers have argued, it seems unlikely in the wake of recent Chinese developments. Also, India is looking to leverage the opportunity for its economic growth. For economic growth, the pace of economic reforms in the coming years will be the deciding factor. As RBI Governor Raghuram Rajan has said recently, “India is better placed compared to other countries with low current account deficit, and fiscal deficit discipline, moderate inflation, low short-term foreign currency liabilities, very sizeable base of forex reserves.” In the months ahead, much will depend on the how well India is geared up to meeting these challenges.

team led by an IndianAmerican researcher has invented a new imaging technique that will lead depthsensing cameras to work in bright light, especially sunlight, as well as in darkness. Depth-sensing cameras, such as Microsoft’s Kinect controller for video games, are being widely used as 3D sensors. The key is to gather only the bits of light the camera actually needs. The researchers from Carnegie Mellon University (CMU) and University of Toronto created a mathematical model to help programme these devices so that the

camera and its light source work together efficiently. The new technology eliminated extraneous light or “noise” that will, otherwise, wash out the signals needed to detect a scene’s contours.

“We have a way of choosing the light rays we want to capture and only those rays,” said Srinivasa Narasimhan, associate professor of robotics at CMU. “We don’t need new image-pro-

cessing algorithms and we don’t need extra processing to eliminate the noise, because we don’t collect the noise. This is all done by the sensor,” he said. One prototype based on this model synchronizes a laser projector with a common rolling -shutter camera -- the type of camera used in most smartphones -- so that the camera detects light only from points being illuminated by the laser as it scans across the scene. This not only makes it possible for the camera to work under extremely bright light or amid highly reflected or diffused light but also makes it extremely energy efficient.

7,000 asylum seekers pass through Vienna within 24 hours

The Syrian conflict has left thousands of people homeless. People have been fleeing the country in hordes, trying to seek asylum in various countries.

VIENNA: About 7,000 asylum seekers passed through this Austrian capital in 24 hours, the police said. In accordance with its arrangement with the interior ministry, it has not been conducting inspections on passengers on the trains coming from Hungary, allowing them to travel unhindered, Xinhua quoted police spokesperson Gerald Pangl as saying on September 8. It was reported that Hungary has at least for the most part not prevented the onward travel of the asylum seekers through its territory.

ROME: Italian authorities said the increasing number of people arrested for allegedly smuggling refugees across the Mediterranean in latest months had a role in making traffickers change their routes. Austrian police are however maintaining their efforts to catch people smugglers on roads. The decision is in stark contrast to the prime minister’s position from September 6, when he said Australia would only increase the percentage of Syrian refugees within the existing 13,750 quota. At the same press conference, the government also said it would allocate $30.1 million to aid agencies working in the Middle East just a day after the UN High Commission for Refugees (UNHCR) slammed Australia for its lack of contributions in 2015.

even Indians are reported to be missing after two boats carrying 20 Indians came under aerial bombardment in Yemen, the external affairs ministry said on Wednesday. MEA spokesperson Vikas Swarup said in a statement that the two boats were carrying 20 Indian crew members, of whom

13 were alive but seven reported missing. Swarup said there were two boats, one of which was plying between Berbera (Somalia) and Mokha (Yemen). The boats came under aerial bombardment on September 8 afternoon. He said the Indian embassy officials in Djbouti were in touch with local contacts over the matter. “No other information is currently available regarding the

identities of the Indian nationals. Embassy officials are in constant touch with local authorities and are also due to meet with the boat owner today (Wednesday) at which point of time more information would be available,” he said.

In a letter to Modi, Jayalalithaa complained of wilful default by Karnataka in not adhering to the schedule of release of Cauvery water as stipulated by CWDT in its final order dated February 5, 2007. “As against the quantity of 94 TMC ft. of water due to Tamil Nadu ... only 66.443 TMC ft. has been released,” she said.

Chicago ranked 6th best sports town in America BY A STAFF WRITER HICAGO, IL-- The Chicago sports scene is a rich one, full of historic franchises and rabid fans, and a new ranking now shows just how deep the city’s love for sports goes. According to data published by the website WalletHub, Chicago is the sixth best city in America when it comes to catering to sports fans. Using more than 50 different metrics and comparing 341 different cities, the website takes into account performance level and average ticket prices when coming up with its rankings, and Chicago did well in just about every area. The Chicago Blackhawks were one of the driving forces behind the city’s success in the ranking, finishing ninth among the cities involved in the analysis. The Chicago Bears also helped boost Chicago as the city finished in 36th in the football rankings. Even the Chicago Fire got in on the action, helping Chicago to a 37th place finish in soccer. The Chicago Cubs and White Sox helped out as well, with the city finishing 45th in the baseball rankings, and the Bulls brought up the rear among the Chicago contingent with a 49th place finish in basketball. Nick Patel plans movie on immigrants’ woes BY A STAFF WRITER HICAGO, IL -- Last week, Nick Patel, a pioneer in Bollywood entertainment for Indian community in Chicago, announced a joint venture of making a film on cultural differences shock and the trauma of language and accents, adjustments and answerability to people back home India. A community alert said the suspect waited for a train to approach a stop, ripped the necklace off the victim’s neck and took off running through the opening doors. The police said the suspect had stolen three necklaces in the last three weeks. The most recent robbery occurred on a Blue Line train near the Division stop in the 1200-block of North Milwaukee Avenue around 6:50 am on September 2. Another took place on a Red Line train near the Cermak-Chinatown stop in the 100-block of West Cermak Road around 7:05 am on August 3. The first victim was robbed on a Blue Line train near the UIC-Halsted stop in the 800-block of West Harrison Street around 3:30 pm on July 27. CTA surveillance photos show the suspect is a bald African American man between 20 and 30 years old with a dark complexion. He is between 5 ft. 3 in. and 5 ft. 6 in. tall and weighs about 145-155 pounds. He was wearing a light-colored baseball cap in two of the photos. The police have urged CTA riders to be alert and to keep valuable jewelry in a purse or bag during their commute.

Man sued for harassing minor girl during flight BY A STAFF WRITER ES MOINES, IA -- The parents of a girl who was inappropriately touched by a man while flying alone from New York to Iowa have sued the man and American Airlines, saying the airline failed to protect the girl. Muhammad Asif Chaudhry, 57, was arrested after the July flight on charges, including engaging in sexual contact with a victim between the ages of 12 and 16. The Pakistani citizen, who has denied the accusations, has since been released on bond. The lawsuit alleges that Chaudhry moved to an open seat beside the girl. The girl texted her mother, who had just arrived at work in Iowa, saying she was woken up by a man inappropriately touching her with his foot and later his hand. “I can’t move cause the seat belt sign is on and I want to get away,” the girl said in texts turned over to the FBI, according to the lawsuit. BY A STAFF WRITER AMPTON, VA. -- Shaolin Chandam, a 25-year-old Indian national, was shot dead late last month outside his house during an altercation in Virginia, and the police have arrested one person in connection with the murder. Chandam, who is from Manipur, was shot several times on August 25 during an argument in LaSalle Gardens in Hampton, the police said. He was pronounced dead at the scene. The Hampton Police Division has arrested 25-year-old Keenan Palmer in connection with the case. The investigation found that the suspect and victim got into a verbal altercation during which the suspect displayed a firearm and shot the victim. According to Chandam’s mother, Suniti Devi, who is in Imphal, Chandam went to Southern Virginia University and graduated in December of 2013 with a degree in business management and leadership and worked with a financial consulting firm after completing his studies. She said the incident could be a robbery case, as the suspect was never seen with him before.

Rajkumar Hirani turns down role in FTII

The script, written by Anees Bazmee, Rajiv Kaul and Raaj Shaandilyaa, though treading on tested grounds which make the saga familiar, has freshness in terms of its gags. John Abraham as Shruti’s love interest and Dr. Gunghroo’s son, plays the brawny Ajay aka Ajjubhai with elan. He makes a sincere effort to emote and does have his shining moments. he disparity in the remuneration of female actors versus the male actors in India, has now attracted a reaction from Katrina Kaif. She says the industry is yet to see enough female-driven films, which can help them ask producers for a certain fee upfront. The Bang Bang! actress, who has worked with A-list actors such as Shah Rukh Khan, Aamir Khan, Salman Khan and Akshay Kumar, shared that she has indeed faced the experience of being paid less. “An actor, male or female needs to be paid according to the budget, structure and the set up of the film,” Katrina told IANS here. The 32-year-old said that it makes sense to pay certain actors that much amount because they have proven their mettle by recovering the money with their ‘X’ factor, but in the case of female-driven films, she said: “We have yet to see enough films that have guaranteed the producer that ‘x’ amount of money can be paid upfront to the actress.”

he appetite for southern films in the country’s northern belt has increased following the phenomenal success of the Hindi dubbed version of S.S. Rajamouli’s Baahubali. It’s a promising time for India’s regional cinema, say trade gurus. Baahubali turned out to be the first Hindi dubbed film to have successfully completed its 50-day run in cinemas, and turned out to be the first dubbed Indian film to rake in over Rs.1 billion. According to Mumbai-based trade expert Rajesh Thadani, the success of Baahubali has opened the avenue for other such films, making the audience receptive towards such films. “It’s a raise of bar for the southern film industry and it has raised the limits for the kind of performance that dubbed films are into. That

obviously gives an encouragement to other films. “Also, it opens doors to audiences pan-India, that even dubbed films can do well and that as long as they have content, they are very good in terms of watching,” Thadani told

IANS. Although there has been a decent market for dubbed southern films over the years, it has increased exponentially post the success of Baahubali. “In the past, films such as Robot, Kochadaiiyaan and Vishwaroopam

have enjoyed a good run across India. (But) The extraordinary success of ‘Baahubali’ has definitely expanded the market,” Rajender Singh, vice president-Programming, INOX, told IANS. The success of Baahubali has also

resulted in increase in footfalls for dubbed southern films in north India, says Devang Sampat, Business Head- Strategy, Cinepolis “It has given an opportunity to entire north/east/west residents to explore another region’s film in their local language. The good part is that most of Hindi watching audience have watched ‘Baahubali’ as their first south regional content, which will give them confidence to come again and buy tickets for another dubbed movie,” Sampat said. Cinemas in the north have now started to give special preference to south content. This is only going to increase with the release of upcoming southern biggies such as Tamil superstar Vijay-starrer Puli on October 1 and Anushka Shetty’s Telugu perioddrama Rudhramadevi on October 9. Puli also features Bollywood diva Sridevi, and according to director Chimbu Deven, her presence is surely going to draw crowds.

Currently busy wrapping up Telugu actioner Bruce Lee, Charan has already given his consent to another project in the language. Charan is also busy with the production of his father Chiranjeevi’s highly anticipated 150th film. Chiranjeevi will feature in a 15-minute cameo in Bruce Lee. “Chiranjeevi will appear for 15 minutes in the film. Monsoon in Goa heralds the arrival of the much-awaited olmi — wild mushrooms available only for a few weeks IANS, MOLLEM

hile the psychedelicspell inducing magic mushrooms are the toast of Goa’s coastal rave party circuit, away in the monsoon-soaked hinterland, wild mushrooms, locally called ‘alami’, continue to rule the roost. The wild mushrooms, essentially an edible fungi, spring up like tiny white bobs of smooth candy all across anthills in forested areas, especially in wildlife sanctuaries like Mollem, 90 km state capital Panaji, from where they are harvested by the basketful to local markets in folded large and coarse teak-tree leaves. A small bunch may cost anywhere between Rs.500 and Rs.2,000 depending on the season and the demand. You are considered lucky if you come away with a packet of alami by managing to survive the stampede of aficionados around the vendors. “I buy them at least once in the monsoon. As long as I can remember, my mother has been cooking alami tondache (a thick stew). It’s to die for,” Waman Shetye from Bicholim, who had just picked up a

packet of alami from a woman vendor in Panaji, told IANS. Shetye isn’t the only one who prefers the crunchy taste of these mushrooms over the artificially cultured and packaged variety. According to Goan chefs, it is the distinctly earthy, nutty flavor of alami which sets them apart from the relatively subdued taste of the mushrooms packed for supermarkets. “Hindus in Goa consume them as a delicious vegetable preparation. The popular Goan dishes are alami tonak, alami xacuti and chilly fry. These are the recipes passed down from generations and are still being prepared in the same way,”

The research found that chronic alcohol consumption has a dramatic effect on the way the body handles vitamin A. Long-term drinking lowers vitamin A levels in the liver, which is the main site of alcohol breakdown and vitamin A storage, while raising vitamin A levels in many other tissues. “We hope this study will lead to a broader understanding and appreciation of the fact that excessive consumption of alcohol has a negative effect on vitamin A function in the body,” said one of the researchers Robin Clugston from Columbia University Medical Center in New York, New York. “Ultimately, we hope that vitamin A will be seen as a broad target for alcohol in multiple tissues of the

body and that our understanding of alcohol-induced disease will be linked together by its effects on vitamin A,” Clugston noted. Clugston and colleagues conducted multiple experiments using several groups of mice including those who received alcohol-containing food and alcohol-free food. The alcohol-fed mice had distinct changes in how their body handled vitamin A. In general, vitamin A levels were lower in the liver and higher in other tissues.
