eclaring that “America is proudly open for business”, President Barack has announced plans to reform the L-1B visa category to allow global corporations to temporarily move workers to the US in a faster, simpler way. “And this could benefit hundreds of thousands of non-immigrant workers and their employers; that, in turn, will benefit our entire economy and spur additional investment,” he said addressing the second SelectUSA Investment Summit here. “So the bottom line is this: America is proudly open for business, and we want to make it as simple and as attractive for you to set up shop here as is possible,” said Obama. “That is what this summit is all about.” “The fact is there’s never been a more exciting time for us to do business together,” he said. “The companies that invest in America have access to the largest market in the world -- and it’s a market that is strong and stable, and growing.” More than 2,600 people-including 1,300 companies from more than 70 countries including India and over 500 US economic development officials from across the country-are attending the summit launched in 2011.

According to the White House the Department of Homeland Security will clarify guidelines for global companies seeking to staff new and expanding US operations with specialized knowledge related to their company or industry without impacting job opportunities for US workers. The Confederation of Indian Industry (CII) in collaboration with SelectUSA released the second edition of ‘US Business and Investment Climate Report’ at the summit. A media release said the report has been created “to serve as a ready reference guide to not just Indian

NEW DELHI: Even as President Barack Obama announced that he would reform the L-1B visa regime that allows global companies to temporarily shift their workers to the U.S., a study released last week finds that Indians faced the maximum rejections under this category. “The denial rate for L-1B petitions to transfer employees of Indian origin is a remarkable 56 percent for 2012 through 2014, compared to an average denial rate of 13 percent to transfer employees from all other countries during the period,” says the study by a U.S. think tank. “Only four percent of Canadian nationals were denied L-1B petitions, compared to 56 percent of Indian nationals, between 2012 and 2014,”
says the study by the National Foundation for American Society, nonprofit public policy research organization on trade and immigration issues. Indian nationals, the study says, had filed the most number of petitions under the L-1B regime at 25,296 petitions, followed by Canadians with 10,692 petitions. The denial rate was 16 percent for Britishers for 2,577 petitions, and 22 percent for Chinese for 1,570 petitions. “The data reveal the problem with denials centers primarily on the U.S. Citizenship and Immigration Services denying petitions for employees being transferred into the United States from India. “The numbers are stark,” says the study.

What may be offensive to one may not be offensive to another. What may cause annoyance or inconvenience to one may not cause annoyance or inconvenience to another,” said a bench of Justice J. Chelameswar and Justice Rohinton Fali Nariman in their judgment. The court said that use of word “persistently” for repeated sending of message is “completely imprecise”, and wondered what would constitute “persistently” - sending

Land ordinance set to lapse? Facing widespread protests and a logjam in Parliament, the NDA government is going slow on the contentious land acquisition bill ANJALI OJHA, NEW DELHI
F
acing a road block in parliament and widespread protests, the government has now decided to go slow on the contentious land acquisition bill and may let the ordinance promulgated on the issue lapse. Knowledgeable sources said the government is unlikely to discontinue either of the houses in the middle of the session, a constitutional necessity if the ordinance has to be reissued. “We are not looking for proroguing either of the houses,” a senior minister told IANS. As per Article 123 of the constitution, an ordinance may be promulgated only in the intersession period and it lapses six weeks after a parliament session begins. If either of the houses is not in session, an ordinance can be brought, but not in a session break. The government, unable to pass in the Rajya Sabha the bill to replace the ordinance, had initially thought of proroguing one of the houses to reissue the measure. Proroguing a house means the budget session would end for that house and it
would meet for a fresh session after the break. The Rajya Sabha, which has no role in passing money bills, was the one whose session was likely to end. However, officials from the upper house said there is no such direction or indication so far. The government now appears to be trying to find a middle way. “Proroguing the house and reissuing the ordinance could damage the government’s image further,” a
senior BJP leader, speaking on condition of anonymity, told IANS, adding that a final decision on the fate of the bill is yet to be taken. “With the session on, the ordinance in all likeliness may lapse, until some other way is found,” the BJP leader said. Former Lok Sabha secretary general Subhash C. Kashyap, however, said that without proroguing one of the houses, the ordinance cannot be reissued during the break.
“The break period is a part of the session, so an ordinance cannot be re-promulgated in this period. If one of the houses is not prorogued, the government will have to wait till the end of session to re-promulgate the ordinance,” Kashyap told IANS, adding that there is “no precedent” for this. Another way would be that the ordinance can be re-promulgated after the session in “retrospect”, or from a back date.

he Karnataka government handed over the probe into the mysterious death of IAS officer D.K. Ravi to the Central Bureau of Investigation (CBI) on March 24. In a notification here, the government informed the union home ministry to ensure the probe by the country’s premier investigation agency would commence in three months of the order issued. “We have sent the notification to the union home ministry, with a request for an early CBI probe into the ‘unnatural’ death of Ravi here last week (March 16),” a state home ministry official told IANS. The notification was issued a day after Chief Minister Siddaramaiah told lawmakers in the assembly that the case would be handed over to the CBI to respect the wishes of the officer’s family. Union Home Minister Rajnath Singh told parliament on March 19 that the central government would allow a CBI inquiry into Ravi’s death if Karnataka agreed to it. Ravi, 36, was found dead in his

CHENNAI: Tamil Nadu Chief Minister O. Panneerselvam, who also holds the finance portfolio, presented a tax-free budget for fiscal 201516 here on Wednesday, while announcing various concessions on value added tax (VAT). Panneerselvam said the government had decided against imposing additional taxes despite the severe financial burden and the slow growth in the state’s tax revenues. Panneerselvam exempted fishing accessories like ropes, floats, twine, fishing lamps and swivels from VAT. Similarly, mosquito nets have been exempted from VAT. Panneerselvam reduced the VAT rates on cardamom, LED lamps, air compressors, cell phones and pump sets. He said the electricity tax on power generating plants using biomass would be withdrawn. According to him, the government has estimated the revenue deficit for 2015-16 at `46.16 billion.

he Telangana government has come forward to extend financial assistance to Syeda Salva Fatima, one of the few Muslim women to hold a commercial pilot’s license, for advanced training. Fatima, daughter of a bakery owner and hailing from poverty-stricken old city of Hyderabad, was looking for the help to undergo multi-engine and type rating training to become eligible for a job in an airline. Chief Minister K. Chandrashekar Rao on Tuesday handed over letter sanctioning `3.55 million to her.

According to a statement from the chief minister’s office, the money will be released to Telangana State Aviation Academy upon the applicant taking admission. The state government came forward to extend the help after an appeal by various Muslim leaders. Fatima is the first Muslim woman from Hyderabad to hold commercial pilot’s license. he style factor in Gopichand-starrer Telugu actioner Jil will differentiate it from the actor’s earlier outings, says its director Radha Krishna, who adds he couldn’t have pulled off the project without the support of his hero. “Gopichand has been given a stylish makeover, but it wasn’t done intentionally. He plays a fireman, and the script demanded him to be disciplined and well-groomed. The style factor will make Jil stand out from his earlier films,” Radha said. “We did some research on firemen, and accordingly designed Gopi’s character based on inputs from a few friends in the fire department. We tested a lot of looks on him and I need to thank him for being extremely cooperative,” he said.
Radha adds that the “subtlety” with which his hero has acted has worked in favor of the film. Gopichand also lost weight to look fit in the titular character. The film also features a few wellshot fire sequences. Gopichand had given his nod to the project while working on 2013
Telugu adventure film Saahasam. “I was working as an assistant director on ‘Saahasam’, for which I had also penned the story. It was on the sets of this film, I pitched the story of Jil, and he instantly agreed to be part of it. He also put me on to the producers, UV Creations,” he said.

‘Uttama Villain the story of an actor’ CHENNAI: Actor-filmmaker Kamal Haasan says that his upcoming Tamil movie “Uttama Villain”, in which he plays a superstar and an eighth century theatre artiste, is the story of an actor. He also clarified that it isn't a “satire on the film industry”. “It's the story of an actor; a superstar with and without a mask. All those who have asked me whether this is the story of my life, I'd like say all my stories have some part of me,” Kamal told IANS. Directed by actor Ramesh Arvind, the film features Haasan's mentor and late legendary filmmaker K. Balachander (KB) in an important role.

“I've always wished to work with him (KB). For many years, he dodged opportunities to act but this time around, I finally managed to convince him. He plays a very important role of a director called Margadarshi,” Kamal said, and added that Balachander is the common thread between the two stories in the movie. Kamal said Balachander was reluctant to be part of the film, citing health reasons and that he had forewarned the team. “He had asked what we’d do if he passed away in the middle,” Kamal said. For Haasan, Uttama Villain is an “important” and “unforgettable” film.

losely following in the footsteps of meta films such as Jigarthanda and Kathai Thiraikkathai Vasanam Iyakkam, comes debutante J. Vadivel’s Kallappadam, another honest and brave attempt to throw the spotlight on the trials and tribulations of struggling first-timers in filmdom by walking a tightrope between satire and tribute. What we get to see may not be exceptional, but something far offbeat than the mainstream garbage that’s thrown at the audiences every week. In Kallappadam, director J. Vadivel, plays a struggling version of himself. His friends and roomies are music composer K, editor Gaugin and cinematographer Santosh. All of them play their own struggling versions. In the opening shot, we see the doppelgangers of Kamal Haasan and Rajinikanth getting ready for a shoot. Everything is in sepia mode. The director explains the scene. The music composer plays the sample tune, while the cinematographer and editor discuss their respective roles. They’re set for the shot and seconds before the take,
we hear what appears to be the sound of an alarm. Everything so far was just a dream in the lives of the four friends, who are so close that they dream together of making a film.
Most first- timers are treated like aliens, like they don’t belong here. Wherever they go, they’re mostly shown the door The sad part is even in their dreams; they can’t afford to work with any real stars. On the door of the small abode these friends live in, it reads ‘No
humans allowed’ written on the image of an alien. The reason it’s highlighted is because there are humans; there are dogs and finally, there are first-timers desperate for a break in the industry. Most first-timers are treated like aliens, like they don’t belong here. Wherever they go, they’re mostly shown the door, as they are considered naive and not willing to compromise. There’s a sub-plot about a once successful actress called Leena. With no offers coming her way, Leena is forced to extend hand for financial support. With some good ideas and intentions, Kallappadam could’ve been an excellent meta film. But it still doesn’t disappoint. —Haricharan Pudipeddi

ust days after Shashi Kapoor turned 77, news emerged on March 23 that Bollywood’s evergreen charmer will be conferred the Dadasaheb Phalke award. Best known for his nuanced performance in memorable films like Deewar, Satyam Shivam Sundaram, Trishul, Kabhi Kabhie, Vijeta and Kalyug, Shashi captivated Hindi movie buffs for several years. The two primary female actors serve up a more palatable template in their personality. Ira Dubey plays the most interesting character in the fractured plot. After ‘Hate Story 2’, I was being offered films of the same genre with too much of sexual content in it. I don’t want to be known just for my kissing so I want to focus on my acting. “I don’t want to get typecast so I am doing different films. Its difficult for an actor to come out of it,” the actor told IANS and added that he wants to “do a family film.” Jay will now be seen in Ek Paheli Leela with actress Sunny Leone but the actor assures that clarifies that he doen’t have sensuous scenes in this film. “In this film I have not been presented like I was presented in Hate Story 2. I am not doing any sensual scenes with anyone in this film,” he said. “I want to be known for my acting and I want to be in news for my work,” he added. It will feature Kangana playing double roles of Kusum “Datto” Sangwan and Tanuja “Tanu” Trivedi. Talking about her experience of playing two roles in the sequel, Kangana said: “They are very different. The experience was very challenging. It’s usually hard to portray one character, but here I was asked to play two strong characters.” “The biggest challenge for me was to essay these two girls with complete conviction, especially when they have scenes together,” added the actress, who turned 28 on Monday and was here to launch her new film’s poster here. “In the beginning of the film, Tanu is more self-centered. She loves herself much more than others. While Dattoo is a complete woman. She is somebody who we would want to be like. “But Tanu is more beautiful and attractive,” she said.

No wonder, the IAMACF needs public help. Created in 1994, the IAMACF’s
free, non-profit clinic has been providing primary healthcare services on Saturdays and Sundays for over 20 years at its 2645 W. Peterson Avenue location in Chicago. The community clinic is run by volunteer physicians from area hospitals and private practices, including the Indian American Medical Association of llinois. It is also a teaching clinic for medical students from six local medical schools, with the student activities coordinated by New Life Volunteer Services. Together, the IAMACF’s free clinic provides medical services to all who walk through its doors with no appointments needed. The free health clinic serves an extremely low-income segment of the area’s population, who are uninsured and underserved with no other affordable or culturally competent alternative medical facility to serve their healthcare needs.

OUSTON, TX -- Indian American Dr. Rupa Iyer, a professor at the University of Houston, has been nominated for the Fulbright Specialist Roster, an esteemed list of field experts who fulfill requirements for specialized knowledge, skills or research by providing their expertise. Iyer, who is the associate dean of research and graduate studies at the University of Houston’s College of Technology, has received endorsements from the Institute of International Education’s Council for International Exchange of Scholars and the Department of State’s Bureau of Educational and Cultural Affairs, according to a University of Houston press release. The roster comprises a list of field experts who are eligible to be matched with project requests for Fulbright Specialists from educational institutions abroad. Iyer specializes in environmental biotechnology with applications in bioremediation. She has a Ph D in botany and plant pathology from Michigan State University and a Masters in biotechnology from the University of Mumbai. Iyer completed her postdoctoral studies in the M.D Anderson Cancer Research Center in Houston, reported the University of Houston. Iyer, who joined the College of Technology in 2005 as an associate professor, took on the post of associate dean of research and graduate studies last year. She is also the director for the Center for Life Sciences Technology, along with the founding director for biotechnology programs, added the press release.
The IAMACF community health clinic provides a culturally competent environment, with multilingual physicians and volunteers who also extend the free clinic’s (limited) pharmacy and lab services to anyone in need. Dr. Anita John, the Chair of the clinic’s Board of Directors, adds that “we provide medical services to over three thousand patients annually, through the generosity of thousands of individual donors, corporate sponsors and local foundations who have helped us raise the critical funds needed to keep serving anyone in need of medical services.” Furthermore, she said “however, it’s becoming harder and harder to sustain the cost of providing services, as the medical need has risen each year, so have operational costs and grants funding is becoming ever-increasingly difficult to secure.”

HICAGO, IL – The ‘festival of colors’ organized by the Federation of Indian Associations (FIA) was one of the biggest Indian cultural events which took place on March 21at DuPage County Fairgrounds, at Manchester Rd, Wheaton, IL. This event touched the hearts as well as the imaginations of Indian immigrants and natives simultaneously. Over 1,500 attendees enjoyed the vibrant colors, dazzling music, enthralling dances, sumptuous Indian food, clothing and jewellery sold by 40 local vendors. The event brought out the best out of the FIA board members and volunteers. “It was a Perfect-10 performance,” said Sunil Shah, the founding president of FIA who encouraged his team to bring new ideas and work together. The idea of holding a mega Holi Mela in DuPage County was initiated by Moon Khan, the newly-elected vice president of FIA.

Onkar Sangha and Sunil Shah liked the idea and motivated everybody, and the entire team and volunteers worked very hard to make this project a memorable event. Equally inspiring has been the FIA’s current president Onkar Sangha. “I feel honored and privileged to have the unmatched cooperation of my board members” More than 25 people worked tirelessly in securing the permits from the DuPage County Fairgrounds and DuPage County Health Department, solicited 40 vendors, lined up the cultural program artists. What’s more, they secured grand sponsorship from Haldirams and numerous other sponsors, arranged face painting, installed inflated children’s jumping house, invited a bag piper to perform free of charge at the event. A special mention also goes out to FIA board members Mukesh Shah and Dhitu Bhagwakar, executive vice presidents; Shital Daftari, Ravi Kapoor, Neil Khot, Payal Shah,

vice presidents; Mona Bhalla, joint secretary; Hitesh Gandhi, treasurer; and directors Manjeet Singh Bhalla, Ninad Daftari, Shalini Saxena, Ali Khan and founding member Sunny Kular. Khaja Moinuddin put his engineering skills to use to manage the large crowd and his wife, Viqar Moinuddin handled the four ticket booths with several volunteers. Newlyincorporated volunteer Shevani Dua recruited her parents to help out. Shree Gurusamy, Senior Benefits Specialist at Metropolitan Asian Family Services joined the celebration and extended the support. Shirish Shah invigorated the ambience with his Dhol while audio expert Mehmood Minhas was calibrating the sound system. Nirav Shah was promoting the sponsoring vendors by running their commercials on a life-size projector. Ninad Daftari was playing music outside the main hall to engage frolicking enthusiasts. DJ Shaw showed his control on the pulse of the music.

yurveda has been a big hit in Russian capital Moscow, with many women who were looking at alternate health care practices asking about it during the country’s largest tourism fair. The public and industry representatives streamed into the Kerala Tourism stall during the four-day 22nd Moscow International Travel and Tourism Exhibition (MITT) that ended on March 21. The theme of Kerala Tourism’s stall was ayurveda and the state’s sun-and-sand destinations. A major part of the enquiries on ayurveda came from Russian women, who were looking at alternate health care practices. “Kerala Tourism’s participation in MITT has helped our trade partners build strong relations with the travel and tourism industry of Russia,” said Kerala Tourism Minister A.P. Anilkumar. MITT, the largest tourism fair in Russia, attracts tens of thousands of visitors every year, nearly threefourth of them from the travel industry.
Over 2,000 exhibitors from 203 countries are taking part in the fourday event. India’s Ambassador to Russia P.S. Raghavan said ayurveda was becoming increasingly popular in key markets like Moscow, St. Petersburg and Yekaterinburg (the fourth largest city in Russia), especially among health-conscious women. “Kerala’s efforts to promote tourism in the Russian market has
the full support of our embassy,” said Raghavan. Kerala Tourism director P.I. Sheik Pareeth said the “evolving” Russian travellers were “looking at more than beach holidays”. “Several leading Russian tour operators, including many mediumsized operators, visited our stand and expressed their willingness to enter into agreements on ayurveda package with our resorts,” he said.
