ith 113,813 Indians studying in America, India is second only to China with 290,133 students among more than a million international students enrolled in nearly 9,000 US schools, according to a new report. As of April 1, 75 percent of all international students in US schools using an F (academic) or M (vocational) visa were from Asia, said the US Student and Exchange Visitor Program (SEVP) report. Of them, 29 percent were from China followed by 11 percent from India, said the. quarterly report compiled by U.S Immigration and Customs Enforcement. Saudi Arabia and India had the greatest percentage increase of stu-
dents studying in the U.S. at 10 and eight percent, respectively, when compared to January statistics. The top 10 countries of citizenship for international students
included: China, India, South Korea, Saudi Arabia, Canada, Japan, Taiwan, Vietnam, Mexico and Brazil. The April report also reveals that 24 percent of all international STEM (science, technology, engineering and mathematics) students studying engineering originate from China and India.

n an unusual move, the collegium of judges headed by Chief Justice of India RM Lodha has recommended the names of two former solicitors general — RF Nariman and Gopal Subramaniam — to the government for appointment as judges of the Supreme Court. Although all other formalities for appointment of Nariman, 58, and Subramaniam, 56, have been completed, it was not clear whether the government nod would come in the last three days of UPA or whether it would come after a new government takes charge. Unlike in the United States, Supreme Court judges in India are seldom appointed from among members of the bar. Justice N Santosh Hegde was the last lawyer to have been elevated directly to the Supreme Court. Hegde was appointed as a judge of the apex court in 1999, less than a year after he was appointed solicitor general. Along with the names of Subramaniam and Nariman, the

he Central Bureau of Investigation has formed a special investigation team (SIT) to probe the Saradha chit fund scam that left millions of investors across five states bankrupt, sources said. The SIT will probe the case under the supervision of Joint Director Rajiv Kumar. CBI officials from West Bengal, Odisha and Bihar will also be part of the SIT. “The SIT will soon collect all relevant documents before registering the FIR in the Saradha chit fund case,” said a CBI official. The inquiry of the case, which also kicked up a political storm in West Bengal, was handed over to CBI by the Supreme court on May 9. Thousands of investors in West Bengal, Odisha, Tripura, Jharkhand and Assam lost tens of millions of rupees in the scam in April 2013. Saradha Group chairperson Sudipta Sen was sentenced to three years in jail in February this year by a court in Kolkata after he confessed to flouting provident fund guidelines. Meanwhile, Prakash Upadhyay, a Congress councillor who has

US fugitive caught in Hyderabad HYDERABAD: Amith Muddamalli Livingston, one of the America’s most wanted fugitives, was arrested here, police said on May 10. Livingston was absconding since 2007 after a US court sen- Amith Livingston tenced him for 23 years in prison for killing his girlfriend. In 2008, the state of Texas had issued a red corner notice through the Interpol. Acting on the information given by the Crime Investigation Department (CID), police arrested Livingston in Madhavapuri Colony, Sainikpuri here. Livingston, born in Hyderabad, was convicted in 2007 for the murder of his girlfriend Hermilia Garcia Harnandez. The 404th Judicial District Court, Cameron County, Texas, had sentenced him to 23 years in prison. Livingston had pleaded guilty in February 2007 to killing his married girlfriend and dumping her body on the beaches of South Padre Island.

n what is seen as a precursor to results of the assembly and Lok Sabha elections in Andhra Pradesh, the Congress was virtually wiped out in the municipal polls in Seemandhra but won a majority of the seats in Telangana. The bifurcation of Andhra Pradesh appeared to have proved costly for the Congress as it could not win a single municipal corporation or municipality in elections in the 13 districts of Seemandhra. However, separate statehood to Telangana seems to have benefited the party as it bagged 21 municipalities and emerged as single largest party in two of the three corporations in the polls whose results were declared on May 12. The Telugu Desam Party (TDP) swept the urban body polls in Seemandhra, winning power in five corporations and 62 municipalities. Clashes claim two lives in Hyderabad HYDERABAD: Two people were killed and nine injured on May 14 when police opened fire to disperse two clashing groups in Hyderabad, police said. Curfew was imposed to bring the situation under control in Sikh Chowni in Kishan Bagh under Rajendernagar police station. Trouble broke out after miscreants attacked houses and shops of a particular community following rumors that a religious flag was burnt. Kerala Chief Electoral Officer Nalini Netto said there are 21,427 electronic voting machines (EVMs) whose recorded votes have to be counted, besides the postal votes. “This is the longest time that the EVMs have been kept under security. As many as 56 observers will oversee the counting process,”

BJP 14, Congress 10 in K’taka: Bangalore institute’s exit poll BANGALORE: An exit poll survey conducted by a city-based political research institute has shown BJP winning 14 of the 28 Lok Sabha constituencies across Karnataka, Congress 10 and Janata Dal-Secular (JD-S) four. “We conducted the survey in 50 polling booths in each of the assembly segment covering 400 booths in every parliamentary constituency across the state for our exit poll,” Creative Centre for Social and Political Studies (COPS) co-coordinator G. Madhusudhan told IANS here. The survey has also revealed that Aam Aadmi Party (AAP), which contested in all 28 seats, failed to make impact on the electorate in the state, as it drew blank. “Our exit poll has shown AAP not getting even 10 percent of the total votes polled across state, as its awareness among the people was little beyond cities,” Madhusudhan said. Around 67 percent of the 46-million electorate voted April 17 across the state where general elections were held in a single phase for the first time in many years. The AIADMK emerges the third largest party in the 16th Lok Sabha after the BJP and the Congress

amil Nadu’s ruling AIADMK on May 16 rode a Jayalalithaa wave that swept away all opponents to the effect that there will be no Congress or DMK representative from the state in the Lok Sabha for next five years. The AIADMK has won four seats and were leading in 33 of the 39 Lok Sabha seats in the state and the BJP led National Democratic Alliance (NDA) were leading in two, as per the trends available till afternoon. If the trend continues, the AIADMK may turn out to be the third largest party in the 16th Lok Sabha after the BJP and the Congress. Party cadres have already started their victory celebrations at AIADMK’s headquarters. Jayalalithaa told reporters: “It is a historic, unparalleled, unprecedented victory without any alliance. I would like to thank all those who worked for the victory.” She also conveyed her best wishes to the country’s new prime minister Narendra Modi and said her party would act as a responsible political party. “We are the third largest party and we
will act as a responsible political party.” AIADMK leader C.Ponnaiyan told IANS: “The results are as per our expectations. In fact, we were sure of winning all the 39 seats. Further, this is also the first time the party fought the Lok Sabha elections on its own.” According to him, the AIADMK government has implemented several welfare schemes that reached the poor which in turn has resulted the party being victorious. According to Election Commission, by afternoon the AIADMK had logged a vote share of 44.4 percent as compared to the DMK’s around 23.1 percent. BHUBANESWAR: Odisha’s ruling Biju Janata Dal (BJD) on May 16 appeared set for a landslide win in both the assembly and Lok Sabha polls. The party candidates are leading in 18 of the 21 Lok Sabha and 100 of the 147 assembly constituencies in the state, officials said. Naveen Patnaik, who is set for fourth straight term as the chief minister, is leading in the Hinjili assembly constituencies in Ganjam district over Congress’ Sibaram Patra by a margin of 15,000 votes, they said. Among prominent BJD candidates for the Lok Sabha who are leading are members of the outgoing parliament Sidhant Mohapatra, Prasanna Kumar Patsani, Bhartruhari Mahatab, Baijayant Panda and Pinaki Mishra. Congress candidate and former chief minister Giridhar Gomang is trailing in Koraput Lok Sabha constituency. Congress candidate Srikanta Jena is also trailing in Balasore Lok Sabha seat.

However, Karunanidhi did not congratulate the AIADMK, though political niceties demand so. “But it is part of the political culture of the Dravidian parties in Tamil Nadu. Both AIADMK and DMK will not wish the victorious party after an election,” a Congress member.

he ruling Trinamool Congress seemed set to sweep the Lok Sabha polls in West Bengal, the BJP signalled its rise as a force while the CPI-M led Left Front was virtually pushed to the margins, latest trends in the vote count indicated. The Congress, however, was putting up a stubborn fight to hold on to its area of influence. Of the total 42 Lok Sabha seats in the state, the Trinamool candidates won 11 seats and were ahead in 33 others. They were to end up with their best performance in the state, bettering the 19 seat tally the Mamata Banerjee-led party grabbed in 2009. In the previous Lok Sabha polls in 2009, the then Trinamool Congress-Congress- Socialist Unity Centre of India-Communist (SUCI-C) alliance had won 26 seats. The Trinamool had bagged 19 and the Congress six seats, while the SUCI-C won in one constituency. The Left Front had got 15 seats, with the CPI-M securing nine. The other LF partners triumphed

Tellis, Senior Associate South Asia Program at Carnegie Endowment for International Peace, a leading Washington think tank “In many ways, Modi, with his natural assertiveness, may be even better positioned than (former prime minister Atal Bihari) Vajpayee to rebuild the bilateral relationship,” he wrote in an article titled “Productive but Joyless? Narendra Modi and US-India Relations”. Tellis also suggested that denial of a U.S. visa to Modi for his alleged role in the 2002 Gujarat riots may cloud India-US relations. “Obviously, engagement will not come easily because of the uncomfortable fact that Washington and Modi managed to start out on the wrong foot,” he wrote. “The complications attending Modi’s personal history are likely to affect the future trajectory of USIndian relations in unhelpful ways.” But “even though Modi’s personal feelings toward Washington are not particularly warm today, he is not likely to go out of his way to

UTTARAKHAND CM HARISH RAWAT PUTS DEVELOPMENT ON FAST TRACK BY A STAFF WRITER
S
hri Harish Rawat is the eighth and current Chief Minister of Uttarakhand. He was sworn in as Chief minister on February 1,
2014. He is a former member of the 15th Lok Sabha. He was a Minister of State in the Ministries of Agriculture and Parliamentary Affairs but was given a cabinet rank and charge of Water Resources on October 28, 2012. Before that, he was a member of the Rajya Sabha, the Upper House of the Indian Parliament, representing Uttarakhand. Shri Rawat was born in village Mohanari, near Chaunalia, Almora district, on April 27, 1947 in a Rajput family to Shri Rajendra Singh Rawat and Smt. Devaki Devi. He received a B.A. and L.L.B. from the Lucknow University. He gained popularity as a trade unionist and an Indian Youth Congress member for many years. Shri Rawat joined the Indian Parliament in 1980 as a member of the 7th Lok Sabha by winning elections from the Almora parliamentary constituency. He was also elected to the eighth Lok Sabha and again to the ninth Lok Sabha. He has been head of the Congress Volunteer Wing, the Congress Seva Dal, since 1980. In 2000, he was unanimously elected the President of Uttarakhand Pradesh Congress Committee and was elected a member of the Rajya Sabha. In Indian general elections, 2009, he
Harish Rawat left his traditional stronghold of Almora after it became a reserved seat postdelimitation to contest from the Haridwar Lok Sabha constituency and won the election with 332,055 votes. Since assuming office as a Chief Minister, Shri Rawat is on a fast track for the development of his state as his government is introducing a plan to take urban facilities to the maximum number of people and at least one or at the most four model townships will be developed in each district. According to sources a record number of development projects in education, power and minority welfare sectors had been sanctioned during the less than two months that he had been
in power. “Not only that, work on 95 per cent of the 1,803 projects announced in February has been started,” and 1,061 development related government orders have been issued since he took over on February 1, this year which is a record of sorts. CM Rawat has a fast-track development agenda and the natives of Uttarakhand are very optimistic about the timely development of the state under Shri Rawat. Uttarakhand Chief Minister Harish Rawat has recently asked officials to supply four-month ration in advance to places close to Himalayan shrines to meet any eventuality during the Yatra season beginning with the opening of Yamunotri and Gangotri Dhams. Rawat, who reviewed preparations for the Char Dham yatra earlier this week, asked officials to stash enough stocks of ration, LPGs, kerosene and diesel at suitable places along the route to address any exigencies. Four-month ration should be supplied in advance to places close to Kedarnath, Badrinath, Gangotri and Yamunotri to help people deal with any crisis, the Chief Minister said. Warning against any laxity in efforts, he said efficient and experienced personnel of revenue, police and Food and Civil supplies departments should be deployed on the Yatra route to ensure that pilgrims do not face any problems. Senior officials stationed in Dehradun have been asked to stay in constant touch with their subordinates in the field and keep visiting important locations on the
Yatra route to see if everything was in place. Rawat also instructed the irrigation department to soon prepare a roadmap for raising a protection wall in Kedarnath and commence work on it. He also asked the department to constitute a separate division for working at Kedarnath. Equipment should be sent to sensitive slide-prone areas in advance so that roads blocked due to landslides. Police posts should be established at Kedarnath where the number of personnel to be deployed should be doubled, he said. They should also be provided with satellite phones and other equipment needed for the smooth conduct of the Yatra, the Chief Minister said. The Gangotri and Yamunotri shrines were opened to devotees on May 2 followed by Kedarnath on May 4 and Badrinath on May 5 this year. Pilgrims expressed satisfaction over the pace at which road construction work is being carried out by different agencies and said that by prioritizing the chard dham yatra, Chief Minister Harish Rawat had done a great job. “Harish Rawat has done a wonderful job. There is no dearth of food supplies or places to rest for devotees.The only problem is the condition of roads,” say devotees. However, people are optimistic that in a week’s time things will be fine and more and more devotees will throng the famous shrine whose adjoining areas bore the brunt of the massive devastation caused by last year’s deluge.

he US Senate has confirmed the appointment by President Barack Obama of federal prosecutor Manish Shah to the US District Court for the Northern District of Illinois by a unanimous vote of 95-0. Chief of the criminal division of the US Attorney’s Office in Chicago, Shah, 41, becomes the first South Asian American Article III judge in Illinois. He was nominated by Obama in September to succeed Judge Joan Lefkow, who had taken senior status a year earlier. U . S . Se n . With Democrats in control of the executive branch, Durbin recommends three judicial nominees for every nominee forwarded to the White House by Kirk. “It’s a great honor to have been nominated by the President and confirmed by the Senate,” says Shah. “I will miss my colleagues at the US Attorney’s Office, but I look forward to joining my new colleagues on the Bench,” the Indian American said. “Shah’s experience in working with the Chicago US Attorney’s Office will make

Within the last year in California, Gov. Jerry Brown named Sunil R. Kulkarni a Santa Clara County Superior Court judge and Rupa S. Goswami a Los Angeles County Superior Court judge. Alka Sagar was also appointed a federal magistrate judge for the Central District of California by a panel of district judges. Still pending is the nomination by Obama of Indira Talwani to the US District Court for the District of Massachusetts. Durbin praised Shah from the Senate floor, saying he is confident Shah will make

The couple lives in the Lakeview suburb of Chicago. He has worked at the US Attorney’s Office for the Northern District of Illinois since 2001, serving as chief of criminal appeals and head of the criminal division since July 2012. Shah graduated from Stanford University in 1994 and earned a law degree from the University of Chicago Law School in 1998. He was a litigation associate at Heller Ehrman in San Francisco and clerked for Judge James B. Zagel of the Northern District of Illinois, the court that he now joins. Among his noteworthy prosecutions, Shah helped win convictions of former Chicago Alderman Isaac Carothers and several dozen figures in the Chicago’s Hired Truck program, including former City Clerk James Laski and former Streets and Sanitation commissioner Al Sanchez. According to the National Asian Pacific American Bar Association, the Indian American conformation “increases the number of active Asian Pacific American Article III judges to 23 nationwide: 4 federal appellate court judges and 19 federal district court judges.

‘Mothers don’t need my advice’ MUMBAI: Actress Shilpa Shetty, who has won titles like ‘Yummy Mummy’ and ‘Spalicious Mom’ recently, says mothers don’t need her advice as whatever they do for their child, they do it with their heart. Shilpa was named Yummy Mummy by BioOil based on a survey, and she was given the Spalicious Mom title at the recently held GeoSpa asiaSpa India awards 2013. The 38-year-old actress says these are huge compliments as they appreciate her all-round achievements after giving birth to her son Viaan. “They (people) didn’t just vote for me because I have got back to my slim shape. They felt that as an all-rounder I have been able to balance motherhood and my work and get back to shape. So, there is no bigger compliment,” Shilpa said here at an event last week.
