R
epublican Donald Trump and Democrat Hillary Clinton regained their stride in the presidential race on April 19 night, winning their respective primaries in the northeastern state of New York — and sending a message to their rivals that their campaigns are back on track after recent stumbles. Trump, in his home state, notched what appeared to be his biggest victory yet. Speaking to cheering supporters on April 19 night at Trump Tower, he said: “We don’t have much of a race anymore.” Clinton’s win, meanwhile, will go a long way in blunting the momentum of Bernie Sanders — the liberal Vermont senator whose unexpected popularity has dogged the former
secretary of state, CNN reported. “[Texas] Senator [Ted] Cruz is just about mathematically eliminated,” Fox News quoted Trump as saying. “We’re really, really rockin’.” Indeed, Cruz’s poor showing left him with no mathematical chance of clinching the nomination before the Republican convention in July,
at least 89 of New York state’s 95 Republican delegates. Ohio Governor John Kasich finished second in the state with 25 percent of the vote, leaving Cruz to finish third with 15 percent.
More than nine in 10 Republican voters who said a presidential candidate’s top quality is to “tell it like it is” backed Trump though Trump could still end up short of the 1,237 needed to seal victory before the gathering. With 94 percent of precincts reporting, Trump had garnered 60 percent of the vote, his highest total in any state. He had claimed

As of April 19 night, Trump had 845 delegates, Cruz 559, and Kasich had 147. The New York GOP primary confirmed the voter sentiments that have propelled Trump’s remarkable campaign.
According to CNN exit polls, the billionaire businessman was the overwhelming favorite among Republican voters who said the next president should be “outside the establishment”, as well as those who are angry at or dissatisfied with the federal government. More than nine in 10 Republican voters who said a presidential candidate’s top quality is to “tell it like it is” backed Trump. In the Democratic Party contest, exit polls showed that Hillary Clinton drew support from demographic groups that helped her in past races. She won 66 percent of voters of age 45 and older, while Sanders was the favorite among younger voters, 18-44 years.
New York unveils plan to combat Zika threat NEW YORK: New York Mayor Bill de Blasio on April 18 announced a three-year plan to combat Zika virus threat in the city. The $21 million plan includes reducing the number of mosquitoes in New York City by doubling and optimising existing mosquito traps, improving the city’s testing capacity for the disease, and creating an awareness campaign for people to understand the virus and take appropriate precautions, Xinhua news agency reported. “We take the threat of Zika virus very seriously,” de Blasio said on Monday at a press conference held at New York Public Health Laboratory. Currently 358 patients were confirmed to have contracted the disease in the US of which 40 were reported in New York. However, none of the 40 cases were infected locally, de Blasio noted. The specific species of mosquito that transmits the disease has not been found in the city, the mayor said, but there’s a similar species that could potentially spread the virus. The plan will also add 51 new positions to address the needs of the city, including inspectors, exterminators, disease inspectors and lab analysts. As part of the plan, the city launched an awareness campaign dubbed “Fight Back NYC”, calling on New Yorkers who are potentially infected with the virus to get tested. The city also urged New Yorkers to remove open containers of standing water and pregnant women to use protection while having sex with a man who spent time in a Zika-affected area.
TCS to appeal as US court slaps $940 mn fine IANS, NEW YORK/MUMBAI
I
ndia’s top IT company Tata Consultancy Services has been fined $940-million by a US Federal Court in Wisconsin for allegedly stealing software information. The Indian company said it intended to appeal against the verdict in higher courts. Besides the punitive damages of $700 million, the US Federal Court of the Western District of Wisconsin has asked the company, and its US arm, Tata America International Corp, to pay $240 million to Epic Systems Corp for “ripping off” its healthcare-related software. “While TCS respects the legal
process, the jurys verdict on liability and damages was unexpected as the company believes they are unsupported by the evidence pre-
sented during the trial,” the company said in a statement mailed to IANS. “It is expected the trial judgment
will be entered in the case in the next 6-8 weeks, following which the parties can file an appeal within 30 days after the judgment is filed,” the statement added. “TCS plans to defend its position vigorously in appeals to higher courts. TCS appreciates the trial judge’s announcement from the bench that he is almost certain he will reduce the damages award.” The verdict came after the case was heard in Courtroom 250 of Judge William M. Conley, based on the lawsuit filed by Epic Systems of Verona — a major company in electronic health records — on October 31, 2014 at the court in Wisconsin capital Madison. The 39-page complaint alleged
that Tata workers, hired as consultants to help a client, Kaiser Permanente in Oregon, to use its software, downloaded 6,477 documents accounting for 1,687 unique files from Epic’s computers inappropriately, including those on its proprietary software. The complainant further said a Tata employee had tipped off Epic about this activity and that the Indian company’s leadership in the US and India were aware of the development that had commenced in 2012. Epic claimed the defendant company used the documents and information to identify features of its software to accelerate the development of a rival product called Med Mantra.

No President’s Rule in Uttarakhand: Court

The Uttarakhand High Court sets aside President’s Rule imposed in the hill state last month; BJP says not surprised IANS, DEHRADUN
I
n a major blow to the central government, the Uttarakhand High Court on April 21 set aside President’s Rule imposed in the hill state last month. After two consecutive days of hearing on a matter filed by ousted Congress chief minister Harish Rawat, the court said the proclamation of central rule in the state stood null and void. The court said central rule should be clamped in a state as a last resort, suggesting this did not happen in Uttarakhand. It fixed April 29 for a floor test in the state assembly. The ruling triggered noisy celebrations outside Rawat’s residence

by Congress leaders and activists who shouted slogans against the Bharatiya Janata Party (BJP).
Congress leader and former Uttarakhand finance minister Indira Hridayesh said her party
“saluted the judiciary for upholding truth and law”. “It is a victory for democracy,” the Congress said. Delhi Chief Minister Arvind Kejriwal also hailed the court decision. “This is a huge embarrassment to the (Narendra) Modi government. He should stop interfering with elected governments and respect democracy,” the Aam Aadmi Party (AAP) leader tweeted. President’s Rule was imposed in Uttarakhand on March 27 after nine Congress legislators defected, depriving majority support in the assembly to the Rawat government. The BJP said it was not surprised at the Uttarakhand High Court decision setting aside imposition of President's Rule in the state.
Panama Papers:
Big B denies charges IANS, NEW DELHI
E
ven as a fresh report on the “Panama Papers” alleged Amitabh Bachchan “participated” in board meetings of two off-shore companies “by telephone conference”, the actor himself has said his name was “misused” and that nothing illegal has been attributed to him. The Indian Express reported on Thursday that Sea Bulk Shipping and Tramp Shipping had passed a resolution each on December 12, 1994, in connection with a loan of $1.75 million from Dallah Albara-
ka Investment Company. The loan was for Constellation Ship Management for the purchase of all the shares issued by Tramp Shipping and held by Sea Bulk Shipping. Besides Tramp and Sea Bulk, the paper had said Bachchan was managing director for two other offshore entities — Lady Shipping and Treasure Shipping. “Both resolutions recorded Bachchan’s participation in board meetings ‘by telephone conference’. In their certificate of incumbency issued the same day, both companies also recorded Bachchan

as director. The companies had the same directors, including Bachchan, and officers,” it said. In response, Bachchan’s office sent a rejoinder, which was also posted on his twitter account. “On Panama disclosures, I wish to state that queries continue to be sent to me by the media. I would humbly request them to kindly
direct these to the GOI (Government of India) where I, as a law abiding citizen, have already sent, and shall continue to send, my responses,” the post said. “I stand by my earlier statement on the ‘misuse of my name’ in the matter and in any event the press reports do not disclose any illegal act committed by me.”
NEW DELHI: The wax figure of Prime Minister Narendra Modi has joined the likes of world leaders and other famous personalities at the Madame Tussauds in Singapore, Hong Kong and Bangkok. It will be unveiled in London next week. Modi, 65, had come face-toface with himself in wax on Monday at a private viewing organized at his 7, Race Course Road residence. That figure will now travel to Madam Tussauds headquarters in London and will open to the public on April 28. Dressed in Modi’s trademark cream-coloured kurta and sleeveless jacket, the wax figure, which is seen striking a namaste pose, seems slightly taller that Modi himself. The statue cost £150,000 (Rs 1.5 crore each) and took four months to be made. Modi ‘met’ the wax figure destined for the London attraction at a private viewing on Monday. “What can I say? As far as art is concerned, the Madame Tussauds team is exceptional at what they do. What Lord Brahma does normally is what the artists there are doing. Today, I had an opportunity as the prime servant of my people to meet my wax figure,” Modi was quoted as saying. Officials of the museum had taken Modi’s physical details and photographs in March when they visited his residence in New Delhi. On April 28, Modi will join other world leaders like US President Barack Obama, British Prime Minister David Cameron and German Chancellor Angela Merkel.

Amid incidents of violence that left one person dead and several others injured, West Bengal saw over 67 percent votes cast in 62 constituencies during the first six hours on April 21 in the third phase of the assembly elections. Election Commission officials have received over 1,500 complaints, including those of vio-
lence, voter intimidation and disruption of the poll process. At least 47 people were held in the metropolis itself. The constituencies that went to polls included 22 in Murshidabad, 17 in Nadia, 16 in Burdwan districts and seven in north Kolkata. Thursday's balloting marked the second and final round of voting in Burdwan, where nine constituencies went to polls on April 11. "Till 3 p.m., overall 67.55 per-
cent polling was recorded. The turnout in Murshidabad was 70.32 percent, Nadia 68.62 percent, Burdwan 70.55 percent and Kolkata 49.43 percent," an Election Commission official said. Amid sweltering heat, incidents of violence were reported in Murshidabad, Nadia and Burdwan districts, leaving one dead and several others injured. Tahidul Islam, a Communist Party of India-Marxist activist, was killed.

INDIAN-ORIGIN DIPLOMATS SHINE As Australia’s High Commissioner to India, Harinder Sidhu joins Ambassador Richard R Verma of the US and High Commissioner Nadir Patel of Canada
first ethnic in the halls of western diplomacy in Delhi. After all, in the broader geo-political context, I had to work closely with other western missions there. And then there were the unknowns of working in the Indian environment. I sought counsel from both local and foreign observers of the local scene. The unanimous advice was to reject the appointment. Reason? Given the petitionary mores of Delhi's political, bureaucratic and business elite in a still closed economy, I would be inundated with demands for "assistance" with visas, foreign alcohol and other objects of desire, invitations to dinners and events.
Why? Because I would be seen as one of them and expected to behave the Indian way — and all that it implied. Still, reassured of support at the highest levels, off I went. On the ground at the Australian High Commission, it was par for the course in working with Australian colleagues (apart from an Australian spouse who kept introducing me to Indians, well-meaningly but disconcertingly, as "believe it or not, this is our DHC"). The notable difference from serving in other Australian missions was the reaction of the local (Indian) staff, long used to taking orders from Caucasians. I learnt later of their anxieties at being saddled with an Indian-style babu, but these dissipated within weeks. The reaction of the diplomatic community was tellingly a mixed bag. It was then de rigueur for an incoming senior diplomat to call on his counterparts in missions of interest to Australia. I covered about thirty. Presenting myself for the appointment at the British High Commission, much confusion ensued: it had all been a "mistake" and the meeting was politely "postponed" (inevitably followed next day by profuse apologies and a sheepish call on me instead). The appointment with the US Embassy kept getting delayed until presumably they had 'cleared' me as a genuine article. New Zealanders and Canadians were warmly welcoming. The Russians, fully aware of my six
While green measures are being taken such to restrict the use of plastic or any other nonbiodegradable material and use of jute, the official said launches and boats would be pressed into service to ferry poll personnel to remote villages such as Gosaba and Patharpratima. “This year, we will provide solar lights so that officials can discharge their duties late in the evenings when there is no light source due to the absence of elec-
tricity in some areas," the official said. Meanwhile, the district administration in North 24-Parganas is in talks to get an extra train service between 10 pm to 3 am. "We are in talks to get an extra train from Hasnabad to Barasat to Sealdah. The last train comes at 10 pm and the next train is at 3 am. E
arlier this month, Harinder Sidhu presented her credentials to President Pranab Mukherjee as Australia’s High Commissioner to India. She joins two other western Heads of Mission of Indian origin in Delhi — Ambassador Richard R. Verma of the United States and High Commissioner Nadir Patel of Canada. It was not always like this. A western power being represented in India in any capacity by a non-Anglo Saxon/Celtic was unthinkable just 20 odd years ago — until the Australian Department of Foreign Affairs broke the mold by appointing me, India born, as Australia's Deputy High Commissioner to New Delhi. The mosaic of reactions both at home and in India to this path-breaking move gives some idea of the prevailing social climate then. Reservations about my appointment were discernible enough in the corridors of foreign policy-related establishments in Canberra. But political correctness kept them muted. Though New Delhi was nowhere near as sought after as Washington or London, the post-1991 reformist India was beginning to bud in official consciousness as a posting to make a mark in. My selection did not exactly endear me to other contenders. There was restrained amusement too at the
Harinder Sidhu, Australia's High Commissioner to India.
Department's naivety in assuming that sending a 'native' to his original habitat would somehow improve bilateral diplomatic relations with a 'difficult' country. Overall, my selection was perceived at best as presenting a new visage of Australian diplomacy on the Asian stage and, at worst, as the Foreign Secretary currying favour with the ruling Labor Government, which was unequivocally committed to multiculturalism in public service. On my part, I was just plain worried. It is one thing to have served in Beijing, Moscow and Hanoi among others, but quite another to be the
(Cold War) years in Moscow handling a portfolio quite unpalatable to the then Soviet Union, were downright suspicious, tinged with a hint of hostility. The Chinese evinced much wariness, for e.g., on working together on issues of mutual interest, the crass undiplomatic response was "we will do so with your colleagues", casting doubts on my credibility as a genuine Australian representative. Singapore apart, other Asian diplomats were visibly confounded, but once recovered, marveled at what they perceived to be a stealthy Australian diplomatic ploy. Outside the cloistered Chanakyapuri chanceries, and the Ministry of External Affairs whose staffers had known me or about me over the years in previous official reincarnations, it was uniformly a case of being greeted with undisguised disbelief by Indian bureaucrats. Instead of discussing the official matter at hand, invariably one had to first walk through a barrage of what we would deem personal questions -- the how and why of a "nonwhite" being the DHC. It was all inoffensive, but wearisome. While it is not for me to judge the value of my contribution to AustraliaIndia relations, I can assert that my appointment as a senior Australian representative did much to undermine the then Indian elite's highly negative views of Australia, largely informed by still fresh memories of the White Australia policy.
Solar power, boats, ham radio to aid voting in the Sundarbans BY SAHANA GHOSH, NEW DELHI
A
mped up with ham radio broadcasts, solar lights and fleets of boats, launches and steamers, the world's largest mangroves, the Sundarbans, is gearing up to vote in the West Bengal assembly polls notwithstanding connectivity issues stemming from the archipelago's remoteness and wild terrain. From ham radio operations to solar lights, officials are going the extra mile to ensure the electorate gets a chance to exercise their voting rights, a chance for them to elect representatives who will help them realise basic needs such as strengthening embankments in the globally famous region ravaged with natural disasters and perils of climate change.
Criss-crossed with tidal water systems, the Sundarbans delta covers approximately 10,000 square kilometres, most of which is in Bangladesh with the remainder in India. A Unesco World Heritage Site, it is home to around 42 lakh people and 76 endangered Royal Bengal Tigers. T
he major earthquake that hit Ecuador over the weekend has left at least 499 people dead. A total of 159 deaths were reported in the worst-hit area of Pedernales in the western province of Manabi, Xinhua news agency reported. In the tourist port of Manta, 142 bodies were found. In Portoviejo, capital of Manabi, all 116 bodies have been identified and handed over to their families, the Prosecutor’s Office said. In addition, at least 4,027 people were injured and 231 people were missing, the National Ministry for Risk Management announced. The ministry also said that 20,503 people were being housed in shelters after Saturday’s magnitude 7.8 earthquake.
64 killed in Kabul attack KABUL: The death toll in the deadly suicide bombing in the Afghan capital has risen to 64 with 347 others injured, the interior ministry said on April 20. The dead in the Tuesday morning attack also included military personnel and civilians, a ministry spokesman said. Earlier reports put the number of dead at 28 and injured at 327. The attack took place when a Taliban suicide bomber rammed a truck bomb into the wall of a compound belonging to the national intelligence agency in Pul-e-Mahmood Khan locality. Two armed militants entered the building and took on the security forces shortly after the blast. Several elite security personnel, who were providing security to high-rank officials, were receiving training in the building when the attack occurred.
Over 40 dead in Japan quake TOKYO: The death toll in a strong earthquake measuring 7.3 on the Richter Scale that struck the island of Kyushu in southwestern Japan has risen to 41. The April 16 quake came after a sizable foreshock hit Kumamoto prefecture on Thursday. Thousands of people were injured due to the quakes and aftershocks in the region, Xinhua news agency reported. Both the government and the weather agency warned on April 17 that strong winds and heavy rain was expected to continue throughout
On Tuesday, three people were found alive in the rubble of a building in Manta, according to Ecuador’s firefighter chief Ebber
the day. Japan’s Meteorological Agency forecast aftershocks and landslides. They said the adverse weather conditions were likely to compound an already disastrous situation, which has seen widespread devastation throughout the prefecture and beyond.
Arroyo. “We found three people alive at around 4.30 a.m. and we are continuing the work to find (more) survivors,” said Arroyo.
The rescued, two women and a man, were immediately taken to a hospital. According to initial estimates by the UN Children’s Fund (UNICEF), at least 150,000 children have been affected by April 16 earthquake in Ecuador — the strongest tremour to strike the Andean country in decades. “We are in a race against time to protect children from disease and other risks common in such emergencies,” said Grant Leaity, the UNICEF representative in Ecuador, on Tuesday, Xinhua reported. An earthquake of 7.8 magnitude on the Richter scale struck Ecuador April 16 night, killing at least 413 people and injuring more than 2,500 others, reports said.
According to the preliminary government reports, the earthquake damaged 119 schools, affecting 88,000 children. Some 805 buildings have been destroyed and 608 have been damaged. Two hospitals have entirely collapsed in Portoviejo and Chone. In some of the worst hit areas, mudslides are causing further damage to infrastructure and hindering access of relief teams and supplies. Some cities are still without full power and only 40 percent of communication lines are working. UNICEF is concerned about health, water and sanitation conditions in the coastal areas, which are already considered hotspots for Zika, Dengue, Malaria and Chikungunya.
500 African migrants drown in Mediterranean IANS, LONDON
A
round 500 migrants from Africa are feared to have drowned in the southern Mediterranean, survivors have told the UN refugee agency. UNHCR spoke to survivors of the shipwreck in the Mediterranean, the Guardian said on April 20.A repurposed fishing boat with around 500 people on board left Libya, heading for Italy. The migrants comprised Somalis, Sudanese, Ethiopians and Egyptians. The shipwreck is believed to be the deadliest migrant shipwreck in months. The disaster reportedly happened several miles out to sea, after the smugglers tried to transfer a group of migrants from a smaller to a larger boat, survivors said.
The larger boat was already overburdened, and began to sink under the strain of extra passengers. “Due to the overcrowding, the large boat sank,” UNHCR said in a statement. A Somali community leader in Egypt said that some of the dead
appeared to have been part of Egypt’s Somali expatriate community. The 41 survivors included those who had yet to be transferred from the small vessel as well as a number of those who swam back to the smaller boat after the larger
one began to sink. They include people from Somalia, Sudan, Ethiopia and Egypt. The survivors “claim to have been part of, and to have witnessed, a large shipwreck that took place in the Mediterranean Sea claiming the lives of approximately 500 people”, UNHCR said. After the shipwreck, they were left to drift in the smaller boat, until they were spotted and rescued by a merchant ship on April 16 and taken to the Greek mainland. The date of the sinking is unclear. More than 170,000 people reached Europe from Libya in 2014, while 150,000 tried the same route in 2015. Nearly 25,000 have already followed in their wake in 2016, roughly the same level as this time last year.

For the first time, the Sikh holy book Guru Granth Sahib was brought to the assembly here on April 18 to celebrate Baisakhi and the Sikh Heritage Month. Wynne and her cabinet ministers joined the Sikhs as ‘kirtan’ was performed and prayers recited to mark the birthday of the Khalsa in April 1699. The Sikh community’s saffron flag Nishan Sahib was also hoisted outside the assembly building to mark the day. “It is the first time in the history of Ontario that the holy Guru Granth Sahib has been brought inside the legislative assembly building, and the Sikh flag Nishan Sahib installed to mark Baisakhi day. “It is a proud day for Sikhs in Canada,” said Indian-Canadian politician and former Ontario transportation minister Harinder Takhar at the Baisakhi reception at the assembly building Queen’s Park. Sikh forced to remove turban in US NEW YORK: A Sikh-American teenager who authored a book about bullying that the community faces in the US was forced to remove his turban at the Meadows Field Airport in Bakersfield, California, a media report has said. Karanveer Singh Pannu was heading for the annual Sikh Youth Symposium — a public speaking competition held in Bakersfield but was forced to remove his turban by Transportation Security Administration (TSA) personnel, NBC News reported this week. “I had gone to talk about my book as an inspirational speaker to address all the kids participating in the annual Sikh Youth Symposium,” Pannu was quoted as saying. According to him, after going through the metal detector at the airport, he was asked to do a selfpat down of his turban and a chemical swab test for explosive material.

Such events “should happen more often” to create an atmosphere of peace and harmony so that more productive work can be done by assembly members. After a positive swab test, he was taken to a secondary screening room to be given a full pat down and was asked to remove his turban to be further scanned, the report added. “I refused at first but when they threatened me that I could not fly, I agreed,” said Pannu.
She lauded the hospitality and warmth extended to her wherever she went in India. Recalling her visit to the Golden Temple in Amritsar, she said it was a very beautiful and serene place. She said she was overwhelmed by the sense of volunteerism at the Golden Temple. In a lighter vein, she said India was a place where so much news

She said her own party legislator Vic Dhillon will move a motion in the Ontario assembly on the Komagata Maru apology and ensure that no future immigrants are ever discriminated against in Canada.
n ground-breaking research, an Indian-American scientist has engineered T-cells — a type of immune cells — to break the pancreatic cancer’s physical and immunological walls using immunotherapy. Dr Sunil Hingorani, member of the clinical research and public health sciences divisions at Fred Hutchinson Cancer Research Center, and colleagues created T-cells with a high affinity to a relatively tumor-specific antigen. Dr Hingorani looked for proteins — also found in the linings of the heart and lungs — that are expressed in unusually large amounts in the tumor cells and
minimally expressed elsewhere. The T-cells then were engineered to attack those. In the tests conducted on mice with pancreatic tumors, the engineered T- c e l l s killed those cells over a 10day period. Additionally, Hingorani and his team have worked to develop an enzyme that can help defeat the tumor’s high interstitial pressures and potentially
open the door for greater penetration and effectiveness of T cells and other types of agents. By the end of the year, Dr Hingorani hopes to have the human version of the Tcell in clinical trials. The findings were recently presented at the American Association for Cancer Research Annual Meeting 2016 in New Orleans, US.

256 districts hit by drought,
Cong wants MNREGA, food security in all drought-hit villages
GOVERNMENT TELLS SC An SC bench said that the affected population was about 25 percent of the country’s population IANS, NEW DELHI
T
he government on April 19 conceded in the Supreme Court that 256 districts with a population of about 33 crore spread over 12 states were affected by drought, even as NGO Swaraj Abhiyan argued that the budget allocation of Rs.38,500 crore to the rural job guarantee scheme for 2016-2017 was far short of the actual requirement. As the government it has released Rs.19,000 crores under the Mahatma Gandhi National Rural Employment Guarantee Scheme as a relief measure, the bench of Justice Madan B. Lokur and Justice N.V. Ramana said that the affected population was about 25 percent of the country’s population. At this, Additional Solicitor General P.S.Narasimha told the court that it was not that everyone living in these drought-affected district was hit by the calamity. However, thrashing the government telling the court that it was taking steps for ameliorating the plight of the people including
farmers in drought-affected areas, the NGO took the bench through government’s own statistics to show that for 217 crores person days under the MGNREGA, the central government has allocated Rs.38,500 crore whereas it should have been Rs.71,820 crore. Telling the court the government has reduced, by a third, the Labor demand of 314 crore person days projected by the state governments, counsel Prashant Bhushan, appear-
Bombay HC gives green light for May 1 IPL match in Pune MUMBAI: Spelling relief for the BCCI, the Bombay High Court on April 20 allowed it to hold the May 1 Indian Premier League match between Rising Pune Supergiants and Mumbai Indians in Pune. The decision by a division bench comprising Justice V.M. Kanade and Justice M.S. Karnik came a week after the court had directed the Board of Control for Cricket in India (BCCI) to shift all scheduled matches after April 30 from parched Maharashtra to other venues. Hearing an application filed by the BCCI general manager Ratnakar Shetty urging the court to permit the May 1 match in Pune as scheduled on logistical and other difficulties in shifting to an alternate venue. Shetty’s application said the Rising Pune Supergiants was scheduled to play a match with Gujarat Lions on April 29 in Pune. Hence, it would be “practically impossible” for BCCI and its Pune franchisee to shift the scheduled May 1 contest (between Rising Pune Supergiants and Mumbai Indians) to another venue out of the
ing for Swaraj Abhiyan which has sought relief for people in droughthit states, said that of Rs.38,500 crore allocated under MGNREGA for 2016-17, Rs.19,000 crore has been released of which Rs.12,483 crore would be required to service the last fiscal’s unpaid dues. For 217 crore person days as fixed by the central government coupled with requirement of additional 50 days work per household in the drought-hit states, Bhushan
said that actual amount that would be required to be paid would be Rs.71,820 crore. Besides the allocation of Rs.38,000 crore which was well short of actual requirement, Bhushan said that minimum wages being paid under the MGNREGA was not at par with the prevailing rate of minimum wages in the states. Similarly, he told the court that compensation being paid to the farmers for crop loss on account of drought too was far short of the actual cost that a farmer bears, and sought the compensation cover the cost of cultivation of different crops. Claiming that what was being paid for crop loss was without taking into consideration the cost of seeds, fertilizers, pesticides, water and Labor, Bhushan said that what was coming to farmer’s family was not even the minimum wages paid to worker. Pointing out that both farmers and farming sector were in deep distress, he said that the last 15 to 20 years have witnessed more than three lakh suicides by farmers.
NEW DELHI: The Congress has demanded that MNREGA and the National Food Security Act must be implemented in all the three lakh villages of the country which have been affected by drought. “A grave agrarian and drinking water crisis plagues nearly 40 percent of India’s population today. Over 33 crore people in 2,55,000 villages in 10 states of India are reeling under severe drought,” Congress spokesperson Randeep Surjewala said. “If we add the states of Bihar, Uttarakhand and Gujarat, which are also facing drought like conditions, India’s population affected by agrarian and water crisis is nearly 48.27 crore in 3,00,000 villages encompassing 300 districts i.e. almost 50 percent of India’s 6,38,000 villages and 688 districts,” he added. In view of the situation, the Congress demanded that MNREGA and National Food Security Act must be implemented in all the affected villages. MNREGA work should be immediately made available in all the 3,00,000 villages, he said.

T state and make all arrangement within just a day. The application followed the court ruling of April 13 asking BCCI to shift its 13 matches scheduled from May onwards out of Maharashtra to prevent wastage of huge quantities of water in the drought-hit state. “As an exception and due to logistical reasons mentioned by BCCI in the application, we are allowing the match to be held in Pune on May 1,” the judges said.
elangana and Andhra Pradesh account for the highest share of about 12 percent and 10 percent, respectively, in total live investments attracted by the irrigation sector, says apex industry body Assocham. The sector attracted over Rs.5.5 lakh crore investment from both public and private sources across India as of 2014-15. “While regions that now comprise Telangana have managed to almost double its share in investments attracted by the irrigation sector from about six percent in 2004-05, share of regions in the new Andhra Pradesh state has remained more or less unchanged at about 11 percent,” said the study “Irrigation investment in India: State level experience”, conducted by the Associated Chambers of Commerce and Industry of India (Assocham). Interestingly, Gujarat has seen massive decline in terms of its
share in total investments attracted by irrigation sector which has fallen from 25 percent in 2004-05 to just about five percent in 2014-15. The public sector accounted for almost 98 percent of investment projects in irrigation. “The government needs to bring in policy changes to improve efficiencies and encourage accountability, transparency, willingness to promote irrigation development thereby ensuring that irrigation
services are more resource-efficient, responsive to farmers needs and equitable,” said Assocham secretary general D.S. Rawat. Investments in the irrigation sector have increased at a compounded annual growth rate of about 11 percent during the course of past decade i.e. from about Rs.2 lakh crore in 2004-05 to over Rs.5.5 lakh crore in 2014-15, observed the study prepared by the Assocham Economic Research Bureau.

Actors are like bubbles; not ever lasting and they will be replaced eventually. What you leave behind are good films. I want my films to create good memories even when they’re watched after a decade,” Suriya told IANS in an interview. It took us nearly 40 drafts over a period of nine months to finally lock the script. It was one crazy, hell of a writing session,” Gautham told IANS. The team, however, is very happy with the final draft of the script. “The effort we have put in has paid off,” says the lawyer-turnedfilmmaker, admitting that they couldn’t have pulled it off without Nivin’s contribution. ““Nivin insisted we make the film only in Tamil. We were supposed to work in the past and back then he gave me an option to work in Malayalam. However, I wasn’t comfortable. So. Nivin suggested we wait for the right project to work in Tamil,” he said, adding that they’ve known each other for about four years.
former’s path. “Look at Kamal sir’s films. He has so many different films to his credit. As an actor, he has raised the bar with each film. That’s why we like to revisit his films
even today. There are entertaining films, hit films and good films. But not all hit films are good films,” he said, adding he feels disappointed when he has to restrict himself.
“When I look at the work of Kamal sir, I feel I’m not delivering enough. I will never get tired doing something different. I enjoyed doing films like 7aum Arivu because I was dealing with fresh content, and Maattrraan, because nobody had worked on a film with conjoined twins,” he said. Suriya’s upcoming release is timetravel thriller 24, and it’s directed by Vikram K. Kumar. Tipped to be an ambitious project, Suriya says the film will give audiences a unique “movie-watching” experience. “This movie belongs to Vikram, and he has conceived it with a lot of passion. I might be playing triple roles and have more screen presence, but nobody can overshadow a good story, he said.

ctress Catherine Tresa, known for her work in films like Madras and Rudhramadevi, says she felt a lot of positive vibes while working on forthcoming Telugu actioner Sarrainodu. “Right from the beginning, there was positivity on the sets of this project. It was a lovely vibe. This is the best experience I’ve had on a Telugu project,” Catherine told IANS. In the film, she plays a legislator, and her look was completely designed by director Boyapati Srinu. “My director did the most of the homework. As an MLA, you
are expected to look and dress in a certain way. He didn’t want it to be formulaic, yet kept the look authentic. He had such a grip on
the character, he even chose the jewellery and costumes,” she said. Ask her why she chose to play a legislator, a role usually offered to senior heroines, Catherine said she likes to do “different” things. “I easily get bored when I have to play the same kind of roles. This role is just as old as me. I really liked the vision my director had for this character, which is quite different from anything I’ve done so far,” she said, adding she thoroughly enjoyed playing the character. “If I don’t enjoy the role I play, how will audience enjoy it,” she asked. The film stars Allu Arjun and this is Catherine’s second film with him.

B
ollywood actor Priyanka Chopra has made India proud once again. I
n a star-struck country, where hero worshipping is a norm, Fan is an insightful film looking into the obsessive, delusional behavior of a star admirer and his love for his matinee idol. It is a reality check for both, stars and their fans. Basically, the film is a battle of wills between Gaurav Chandna, the fan, and Aryan Khanna, the star. Delhi-based Gaurav is the reigning heart-throb Aryan’s doppelganger and a die-hard fan. It is his dream to meet his idol. So crazy is he that he follows the same trail as his idol to Mumbai and goes to any lengths to protect his star. How he meets his star and the disillusionment that follows, forms crux of the tale. The story written and directed by Maneesh Sharma, is uncomplicated, but of course exaggerated and zooms into a noire zone, pushing the boundaries of acceptability. The first half of the film is wellbalanced and taut. It is the second half that is far-fetched, and though
thrilling, strains. Although treated as a dramatic thriller, the film is more of drama than a thriller. Narrated from Gaurav’s point of view, the film brings to fore, the pragmatic issues of stardom and how stars deal with
How the fan meets the star and the disillusionment that follows, forms crux of the tale their crazy fans. Your heart bleeds for Gaurav, but at the same time makes you realize that one needs to be rational. The pace of the film though
racy, drags in parts, especially in the stretched action sequences, which is well-choreographed. With well-etched characters, the performance of each actor is noteworthy. The film belongs to Shah Rukh Khan, who in a dual role, is a treat for his fans. In both his characters, Gaurav and Aryan, he is distinct in his sartorial style, speech and mannerisms. With his overt histrionics, sincerity and simplicity, his obsession is palpable. He steals the show as Gaurav. As Aryan, Shah Rukh Khan is merely an extension of himself. Of the rest of the supporting cast, Deepika Amin and Yogendra Tiku, as Gaurav’s parents are fairly competent.

Like the trailer suggests, Azharuddin was one of the most successful and Lara plays a lawyer in “Azhar”, who is hell bent on proving the match-fixing allegations levelled against Azharuddin (played by Emraan Hashmi) in the film.

BY A STAFF WRITER HICAGO, IL -- Navratri is a ninenight festival of dance and rhythm, dedicated to nine forms of Goddess Durga. It is one of the important religious festivals in India, celebrated with great pomp, affection and zeal. This festival is celebrated twice in a year with great devotion and fervor all over India. First time it is celebrated as Chaitra Navratri or Vasant Navratri during March-April and second time as Sharad Navratri during September-October. During Chaitra Navratri, the ninth day is celebrated as Ram Navami while after Sharad Navratri, the next day is celebrated as Dussehera or Vijayadashami, marking the victory of good over evil. The devotees worship these Nine Incarnations of Goddess Durga for nine days to get blessings of Maa Durga. It is believed that people who worship Maa Bhagwati, do fasting and chant mantras during Navratri will be blessed with prosperity, health and wisdom in their life. People perform special Poojas all night, called the Jaagran, or sing Mata Ki Bhente for a few hours, called Mata Ki Chowki during these nine auspicious days. This year, Chaitra Navratir started on April 8 and culminated with Ram Navami on April 17. BY A STAFF WRITER LINT, MI -- Authorities say Hanumanthaiya Marur, who led major renovations of a Flint-area Hindu temple, embezzled more than $400,000 while he was its director. The Flint Journal reported that the 76-yearold Indian American is scheduled this month for trial in Genesee County Circuit Court on 21 counts of embezzlement and 16 counts of larceny. The ccharges stem from activities when he was director of Paschima Kasi Sri Viswanatha Temple in Flint Township. Marur’s attorney, Michael Manley, says checks were reimbursement for work Marur did on the temple, including renovations in 2013. Manley says he wants to avoid trial and says he’s been in talks with the temple’s board and the prosecutor’s office. Made of concrete and white limestone block, the temple stands 65 feet tall and is adorned with representations of 126 gods. Manley said he hoped to avoid a trial. “These are disputed claims. We have been working diligently with the temple’s board and their attorney, as well as the prosecutor’s office to come to an amicable resolution. It is our hope that temple politics will not spill into a courtroom,” Manley said. Detective Sgt. Mark Pendergraff with the Michigan State Police said his investigation revealed that Marur was writing checks to himself and his businesses from the temple’s account. He said his investigation into temple finances only went back six years due to the statute of limitations. Pendergraff said Marur was the primary person in charge of temple finances and allegedly used temple funds to write checks to his businesses and himself.

Indian engineer among 6 killed in flash floods
Sunita Singh
BY A STAFF WRITER O U S TO N , T X - A n In d i a n American senior electrical engineer was among the six people killed by a historical flash flooding on April 18 in Houston, Texas. Sunita Singh, 47, was found dead in her car while on her way to work. She leaves behind her husband, Rajiv Singh, and her 15-year-old son Gaurav Singh. According to Rajiv Singh, his wife loved her job at Bechtel Oil and Gas, and nothing could keep her from going to work. Sunita Singh tried to call her husband at around 6:50 am that morning to say she was in trouble. She thought that help was on the way, but that did not happen. Emergency personnel found Singh dead in her car where she was trapped by floodwaters. An overnight storm dumped between 8 and 16 inches of water on the area. The heavy rainfall also closed local schools, knocked out power for more than 121,000 residents, cancelled flights and made many roadways impassable. More than 1,200 high water rescues were reported by Houston and Harris County officials. Officials in Harris County have declared a disaster area and estimated at least 1,000 homes have already been flooded. About 120,000 homes are without power, and school and transit systems have been shut down across the region. More than half the watersheds in Harris County are experiencing significant flooding, with least one cresting above its estimated 500year flood mark, a new all-time record. The National Weather Service (NWS) has warned area residents not to travel “unless you are fleeing an area subject to flooding or under an evacuation order.” “Houston is in the midst of an unbelievable deluge, with already more rainfall in a single day than any hurricane to ever hit the hurricaneprone city. The flooding is “historic,” NWS said in a statement.

BY A STAFF WRITER KOKIE, IL -- Dr. Ausaf Sayeed, Consul General of India in Chicago, released Dr. Sarada Purna Susarla Sonty’s book titled “Nadanandam: Genesis and Evolution of Sanskrit Music Treatises and Significance of a Few Basic Music Concepts”. She was awarded the degree of Doctor of Philosophy (Ph.D.), with the ‘Best Thesis Award’, in Sanskrit in 2010, by Andhra University, a highly acclaimed and one of the oldest Universities of India. She presented the first three copies of the books to Raja Krishnamoorthi,
S
former deputy treasurer of Illinois and Democratic nominee for the 8th Congressional District, to Padmashri Dr. S V Rama Rao, an accomplished worldrenowned artist, and to Farha Sayeed, wife of Dr. Ausaf Sayeed. Dr. Sayeed also inaugurated “Sunaada Sudha”, an exhibition of 20 oil portraits of legendary music makers of India through the ages, and released the book compiled by Dr. Sonty and published by Sonty Publications. The high-profile event, which was hosted by the Consulate General of India on April 15 at its premises, in collaboration with Sri Annamacharya Project of North America, was attended
by a large number of eminent people from different walks of life. “Music, which is an expression of the highest order, is an offering of the soul, from the soul, and by the soul. Music knows no boundaries; musicians know no barriers. Music takes life and flourishes in the hands of inspired and visionary masters belonging to different regions and religions”, said Dr. Ausaf Sayeed in his inspiring inaugural speech. “Indian music has a long, unbroken, and accumulated heritage spanning over hundreds of centuries and its origin is traced to the vedic time. It is a great legacy and all the Indians are proud of it”, he added.
Schaumburg honor for Sardar Sarwan Singh BY A STAFF WRITER CHAUMBURG, IL -- City of Schaumburg, Illinois, US honored volunteers of the community at a luncheon hosted by the Mayor Al Larson. Sardar Sarwan Singh was honored from Indian and Sikh community for his work to raise awareness of Sikhs in America. He has lived in Schaumburg since 80s. Singh has single-handedly made about a dozen posters of “Sikhs contribution in World Wars.” Under each picture is a quote by famous people like Winston Churchill and high-ranking Military, Navy and Air force personalities of World Wars. Most of these posters are displayed in many Gurdwaras of US, Canada and England. He has presented these to elected officials. He regularly displays them at public places, libraries, sports festivals or other gatherings. Many people are totally ignorant about Sikhs fighting and sacrificing their lives for Allied forces of England and America. Some people feel shocked that they are totally ignorant of Sikhs’ contribution to the winning of World Wars. BBC has produced many documentaries about Sikhs contribution and is available on internet.

BY A STAFF WRITER OUSTON ,TX) -- Investigators say a man shot and killed his wife, son and daughter before killing himself in a Houston-area home. The Fort Bend County Sheriff’s Office says the bodies were discovered on April 19 morning in the Katy area. Sheriff’s spokesman Bob Haenel (HAN’-el) says it appears the man shot his family. Haenel says a relative of the victims had asked deputies to check on the family, and that’s how their bodies were found. A sheriff’s statement identified the dead as 37-year-old Jeremy Raju Srinivasan, his 35-yearold wife Natalie Altier Srinivasan, and their 5-year-old daughter and 2-year-old son. All were shot to death.

hat has DNA got to do with your first action between the sheets? A lot, say researchers, adding that there are 38 specific places in the human genome that may be linked with the age at which people first have sex. Interestingly, the researchers found that people with these variants were also 26 percent less likely to qualify for college admission and 33 percent more likely to start smoking. “While social and cultural factors are clearly relevant, we show that age at first sexual intercourse is also influenced by genes,” said John

NEW YORK: If you do not have a romantic partner yet, stop gambling or making riskier investments as you may end up losing money, finds an interesting study. Environmental cues indicate that some people will have a relatively difficult time finding a mate. “This can drive people concentrate their investment choices into a few high-risk, high-return options,” said lead study author Joshua Ackerman from University of Michigan in the US. “This is true even when the decisions people are making are not explicitly relevant to romantic outcomes,” Ackerman added in the paper, published in a journal of Psychological Science. Research has shown that people who face uncertain outcomes often diversify their choices as a strategy for mitigating risk -- if one investment or option falls through, they still have other investments or options to fall back on. Ackerman and colleagues speculated that diversification may not be the optimal strategy if romantic success depends on passing above a certain threshold when it comes to resources, status or attractiveness. Choosing high-risk, high-reward strategies, even in domains unrelated to romance, could help an individual surpass the threshold and stand out from his or her competitors. The researchers analysed series of studies in which they manipulated the perceived odds of romantic success by presenting participants with information about the ratio of women to men in their area.
‘No difference’ in kids of same-sex parents IANS, NEW YORK
C NEW YORK: Young male gamers who strongly identify with male characters in sexist and violent video games show less empathy towards female violence victims in real life, say researchers. They found that males who played “Half Life 1” or “Half Life 2” games -- violent games sans sexist component — did not show the same lack of empathy as those who played the “Grand Theft Auto” (GTA) games that combined sexism and violence. The findings showed that after playing a violent, sexist game, male players reported lower levels of sympathy.
In one study, 93 heterosexual participants looked at three photos containing images of men and women aged 18 to 35 who supposedly lived in the local community. Then participants were asked to imagine that they were buying scratch-off lottery tickets and were told to choose which option they would purchase: one $10 ticket for a $10,000 prize or 10 $1 tickets for $1000 each. The findings indicated that participants who saw an unfavorable sex ratio were more likely to concentrate their resources on choosing the riskier $10 ticket option, than those who saw a favorable sex ratio. “From an evolutionary perspective, if the options are to do whatever it takes to find a romantic partner or risk not finding one, the more rational choice may be to do whatever it takes,” Ackerman stated.
hildren raised in households with same-sex parents show no differences in outcomes of family relationships and child health as the kids of different-sex parents, a media report said on April 18. Researchers found that households with same-sex parents show no difference from those with different-sex parents in terms of spouse or partner relationships, parent-child relationships, children’s general health, emotional difficulties, coping and learning behavior, mic.com reported. “This study is the first to use a nationally representative survey to compare the two types of households by focusing only on those parents that have been in a continuous relationship,” lead author Henny Bos from William’s Institute in US was quoted as saying.
The team of researchers A study conducted by researchers from the Williams Institute at the University of California, Los Angeles School of Law, the University of Amsterdam and Columbia University analysed 95 same-sex parent families to 95 different sex parent
families based on criteria like education, location and race and found no differences between the children based on whether they had same-sex parents. The findings showed no differences between the children of the two groups in terms of spouse or
partner relationships, parent-child relationships. However, the study also found that the same-sex parents were more stressed out those differentsex parents. But this could, ironically, be a result of the “cultural spotlight on child outcomes in same-sex parent families”, added co-author Nanette Gartrel. By comparing demographically similar families using national data from the 2011-2012 National Survey of Children’s Health, the study was able to address “the primary accusation against the plentiful research is supporting same-sex parenting ... that the samples are skewed.” “Some of our earlier studies have shown that lesbian mothers feel pressured to justify the quality of their parenting because of their sexual orientation,” Gartrel noted. Families with same-sex parents are well like any other family.

"We have developed a mouse model that allows us to test the ability of a sunscreen to not only prevent burns but also to prevent melanoma," said Christin Burd from Ohio State University.
