‘Immigration reform to reduce deficit’ The new bill aims at streamlining the immigration policy; to reduce budget deficit by $900 billion over next 20 years IANS, WASHINGTON

T

he nonpartisan Congressional Budget Office reported on March 25 that the immigration form plan presented by Democrats in the House of Representatives would reduce the United States budget deficit by $900 billion over the next 20 years. The CBO estimates that approving the bill — virtually identical to the bipartisan measure passed by the Senate last June — would save the country about $200 billion in the first decade and some $700 billion in the second. That forecast assumes that the legislation would increase the population by some 10 million people in more than a decade, adding another 8 million undocumented immigrants whose status would be legalized. The CBO report “proves that now is truly the time to pass comprehensive immigration reform,” House Minority Leader Nancy Pelosi said in a statement.

The bill would save the country about $200 billion in the first decade and some $700 billion in the second, the forecast said.

United States court has reserved its ruling on the Congress party’s plea for dismissal of a human rights violation case relating to the 1984 antiSikh violence filed by a U.S.-based Sikh rights group. Manhattan’s U.S. Federal Judge Robert W. Sweet reserved his ruling after the Congress party, chal-

lenging the “extraterritorial jurisdiction” of U.S. courts, asked it to respect India’s sovereignty. The Congress party argued that the U.S. court should decline to hear the case as the party could not be held liable in a U.S. court for “acts occurring in India nearly three decades ago, involving only

residents of India, with no plausible nexus to the United States”. If this case is allowed to continue it will be a frontal attack on India’s sovereignty, it said. Urging Sweet to continue with the 1984 case, Sikhs for Justice (SFJ) attorney Michael Fitzgerald said the 1984 violence was not an accident or coincidence but a plan to eliminate the Sikhs. The death of 3,000 Sikhs in the 1984 violence cannot be characterised as “elimination”, countered the Congress party pointing out that millions of Sikhs live in India and a Sikh is the Prime Minister of India since 2004. Challenging the Congress party’s contention that the 1984 case is “time barred” under U.S. laws, Fitzgerald argued that Sikh rights’ violation is a “continuing offence” because Congress party still provides impunity to perpetrators of the 1984 violence. In March 2011, a U.S. court had issued summons against the Congress party in the class action lawsuit filed by SFJ under the Alien Tort Statute and Torture Victim Protection Act.

30 injured as train derails at Chicago WASHINGTON: More than 30 people were injured when a commuter train derailed on March 24 at the underground station of an airport in the United States city of Chicago. The accident happened around 2:50 a.m. when the CTA train jumped the platform and scaled an escalator at the Chicago O’Hare International Airport, Xinhua reported. None of the injuries were considered life-threatening. The eight-car CTA train remains wedged near the top of an escalator used by commuters at the airport’s Blue Line terminal. Workers may have to cut up the car and remove it piece by piece, which could take 12-24 hours, according to CTA spokesperson Brian Steele. All of the 32 injured were aboard the train and were taken to four hospitals, officials were quoted by Chicago Tribune as saying. Six people were listed in fair-to-serious condition and 26 in good-to-fair condition. Blue Line Service to the O’Hare International Airport will be disrupted for most of the day. The cause of the accident remains under investigation. —IANS

verseas wings of the Congress, the Bharatiya Janata Party (BJP) and the Aam Aadmi Party (AAP) are all passionately wooing Indians abroad ahead of India's Parliamentary elections in April-May. The AAP is particularly active in using social media and online campaigns to win the Indian diaspora's support for what AAPUSA leader Pran Kurup calls a "BIG election" where "India's future is at stake." "Pervasive corruption is the greatest impediment to the growth of the country," Kurup told IANS in an email interview. "Indians living in America understand India's true potential at a very fundamental level, and it makes them sad to see India not living up to its full potential," he said. The Overseas Friends of BJP (OFBJP) is also reaching out to non-resident Indians (NRIs) through social media and phone calls for what its US unit president Chandrakant Patel considers "a historic election". Hundreds of BJP supporters are also travelling to India for the campaign as "the voice of NRIs has a greater impact on the people". Like its parent party's Chai pe Charcha (Discussion on Election 2014 over tea) programs with BJP's prime ministerial candidate Narendra Modi, the OFBJP recently organised a ‘Chai Party’

in Washington DC. The Indian National Overseas Congress, USA, too is using social media, articles, media advertisements, email and telephone calls to spread the party's message. But party president George Abraham acknowledges "there is a lot of apathy" among the people there. Due to "anti-incumbency sentiment", the "Congress hasn't been very successful in communicating the accomplishments to the people", Abraham told IANS. The Congress is not having any fundraisers as "they are illegal". In Abraham's view, the key issues at stake for Indians abroad are "survival of secularism, potential polarisation of the communities and the handling of global issues like trade, war and peace with maturity". Kurup describes "the emergence of the AAP as a credible alternative (that) offers us hope and an opportunity to move in the right direction". Mahapanchayat held in a Uttar Pradesh town has ruled that girls should refrain from wearing jeans. The order was issued in a meeting recently that was attended by thousands of people from 52 villages. Most of them belonged to the Yadav clan from Uttar Pradesh, Haryana and Rajasthan. Barsana priest Ram Prasad said the order was made public on March 26. A few residents were unhappy over the order. “It’s plain illogical and makes little sense why the village heads should issue this kind of order,” said Anuj Prasad, a teacher. Sathasivam said that if the centre and the state intelligence agencies had smelled of what was happening at the ground level, then the riots could have been prevented. Declining the prayer for CBI/SIT probe, the court referred to a number of steps that the state police has taken to deal with the situation and the subsequent actions. In a reference to a state government circular saying that the relief would be available to Muslim victims only, the court in one of its several directions said that the availability of relief should not be on the basis of victim’s religious denomination and it should be provided to the genuine victims.

nly a fraction of some three million Indian Americans have a vote back home. But everyone seems excited about the Lok Sabha elections that many hope will usher in a “clean government” and help put India on the world stage. “Overseas Indians want a clean government in India” as “India has been missing out in the world stage,” says Thomas Abraham, founder president of many major community organizations including the Global Organization of People of Indian Origin (GOPIO). “We need a government which will keep ears open and seek out new ideas,” Abraham told IANS, as he called for the involvement of NRIs and PIOs in areas of development in technology and business, education, healthcare as well as village development. Noting that Indian Americans have played a major role in the last three decades to develop closer ties between India and the U.S., Abraham said the new Indian government must bring the two countries further closer. Sanjay Puri, chairman of the U.S. India Political Action Committee, which calls itself the political voice of Indian Americans, agrees. “This election and a resultant government either incumbent or new can do a lot of good for India and Indian Americans in addressing” some perception and

Also what has resonated with the Indian Americans, he said, was that AAP leader Arvind Kejriwal was an IIT- educated professional. Many Indian-Americans believe that more educated professionals need to participate in the political process in India. Puri noted that some of the leading parties in India have an overseas presence and have very active members and supporters. Some of whom will be going to India to actively campaign. Search for lost Malaysian jet on CANBERRA: The search for the Malaysian airliner that went missing on March 8 and was declared lost continued on March 26 in the southern Indian Ocean, the Australian authorities said. Six countries — Australia, New Zealand, the U.S., Japan, China and South Korea — are participating in the search operation in the area 2,500 km southwest of Perth, the capital of Western Australia state. “A total of seven military and five civil aircraft will be involved in search activities,” the Australian Maritime Safety Authority (AMSA) said in a statement. The search was suspended on March 25 due to adverse weather conditions. While one Ilyushin IL-76 aircraft from China departed Perth around 8 am for the search area, a Royal New Zealand Air Force (RNZAF) P3 Orion aircraft departed for at around 9 to 10 am. A Royal Australian Air Force (RAAF) P3 Orion was scheduled to depart Perth around 11 am, a US Navy P8 Poseidon around 2 pm, a Japanese P3 Orion around 3 pm, a second RAAF P3 Orion around 4 pm, and South Korean P3 Orion around 5 pm. “Two civil aircraft have now departed Perth for the search area. The remaining three civil aircraft will depart for the search area between 10 am and midday,” the AMSA statement said.

N-terrorism serious threat to global security: Khurshid NEW DELHI: Nuclear terrorism and clandestine proliferation continue to pose a serious threat to international security and there is a need to strengthen international nuclear security architecture, External Affairs Minister Salman Khurshid has said. In his plenary statement at the Nuclear Security Summit at The Hague, Khurshid said India fully shares the continuing global concern on possible breaches of nuclear security. “Nuclear terrorism and clandestine proliferation continue to pose a serious threat to international security,” Khurshid said, according to a statement made available on Tuesday. He said that despite the progress made since U.S. President Barack Obama convened the first nuclear security summit, terrorism and other malicious acts involving nuclear material and facilities remain a clear danger. “Any breach in nuclear security could undermine public confidence. We should together deny terrorists what they seek

and eliminate the risks of sensitive materials and technologies falling into their hands. “The focus on non-state actors should in no way diminish state accountability in combating terrorism, dismantling its support structures or its linkages with weapons of mass destruction,” Khurshid said. Sri Lanka Army to act on leaked video COLOMBO: The Sri Lanka Army on March 22 ordered strict action against soldiers found harassing female recruits in a video circulating on the Internet. The video shows soldiers harassing and assaulting the recruits with sticks during a training session. The YouTube video was found to be authentic and the army is taking action against those guilty, Xinhua quoted Army spokesperson Brigadier Ruwan Wanigasooriya as saying. Army Commander Daya Ratnayake had ordered an investigation into the video after it first surfaced earlier this month, he added. The investigation carried out by the Sri Lanka Army Corps of Military Police had revealed that the video in question is an authentic one, the army spokesperson said, adding that the incident depicted in the video had taken place in Octo-

ber 2012 at a camp in the north central Anuradhapura town where some female recruits were being trained. According to a preliminary report the instructors have punished the recruits for an act in violation of military discipline. However, the method adopted is not in accordance with standard procedures prescribed for such corrective punitive actions. “It has been found that the individuals who carried out this excessive action had over stepped their mandate and acted in their own volition. Further, the punitive methods employed by the instructors were not in line with prescribed procedures,” the official said. He said considering these observations the commander of the army has ordered the authorities to follow up on this case and take strict action against all those who had violated the military code of conduct.

Srinivasan, saying that the BCCI chief must step down to enable a fair investigation into the allegations of betting in the Indian Premier League (IPL). Making it clear that no fair investigation will be possible unless he quit, the court said if Srinivasan did not step down on his own, it would pass an order. “In our opinion, Srinivasan has

HOLI FESTIVAL AT THE LEMONT TEMPLE

EMONT, IL The Hindu Temple of Greater Chicago in Lemont, Illinois celebrated one of the most lively festivals of the year, the Holi, on March 15,. Holi marks the beginning of spring in India and unlike other religious Hindu festivals there is something here for everyone - food, fun, colors, singing and dancing. The celebrations at the Hindu Temple were no exception to this. People had a choice to participate in the religious events or the cultural events that were going on at the same time. The cultural program got to a good start at 2 pm in the Rathi auditorium of the temple conducted by the cultural committee of the temple. The auditorium was filled to capacity with over 600 people that included the participants and others who came to enjoy the program. Tilak Marwaha, vice-president of the temple, addressed the gathering and encouraged the audiences to take active part in all the events of that afternoon. After the cultural program ended, things got shifted from the Rathi Auditorium to the spacious dining hall where Dandiya Raas was held with more than 100 people participating.

Men and women, young and old danced with sticks in a circular fashion to the rhythmic beat of the Dhol. As this was going on inside, people who were outside started the most awaited event of the evening - Dhuleti - spraying colors at each other. The Temple had brought over 2,000 pounds of colors from India for this event and most of this was sold out in brisk

sales within a couple of hours. There were colors everywhere and the celebrations reached a peak with everyone dancing to the beat of Holi songs. Everyone enjoyed the delicious snacks that included soft idlis, piping hot samosas, spicy bhelpuri and chai garam prepared fresh by the temple kitchen. HICAGO (IL) - Despite research that shows colorectal cancer screening tests saves lives, screening rates in the United States remain low, and one in three adults aged 50 to 75 years have not been tested for colorectal cancer as recommended by the United States Preventive Services Task Force (USPSTF). Colorectal cancer screening for individuals aged 50 and over is only 56% and for Asian Americans, the overall screening rate is far lower at 48%, and varies significantly across different subgroups. In observance of National Colorectal Cancer Awareness Month, the Partnership for Healthier Asians project recently released a community report to share key activities and findings to improve wider adoption of evidence-based, colorectal cancer screening practices in underserved Asian communities. Partnership for Healthier Asians (or PHA) is a community-academic research project led by the University of Chicago’s Office

of Community Engagement and Cancer Disparities (OCECD) and Asian Health Coalition (AHC), in collaboration with a multi-ethnic cohort of organizations including the Cambodian Association of Illinois, Chinese American Service League, Chinese Mutual Aid Association, Hanul Family Alliance, Korean American Community Services and Lao American Organization of Elgin, Blue Cross and Blue Shield of Illinois, and Mercy Family Health Center. “Having developed an evidence-based colorectal health education and screening program back in 2012 for Chicago’s Asian community, this project explores effective ways to disseminate colorectal cancer health information and increase screening participation rates for the target groups who have a majority of foreign-born and limited English-speaking older Asian Americans,” said Edwin Chandrasekar, AHC Executive Director. “Our collaboration utilizes communitybased participatory research approaches to engage both community members and

physician researchers to actively participate in the full spectrum of this project from designing the scope of work up to analyzing, interpreting, and communicating our findings,” he said. “Engaging communities is not a new concept to practitioners in the scientific arena, yet it has not been fully embraced by traditional clinical researchers and as a result, has not provided solid answers to research questions that may explain the cancer -related disparities Asian communities of color face on a daily basis,” stated Dr Karen Kim, MD, principal investigator for the project and Director at the OCECD. “Our approach to working in community settings will allow us to examine whether settings are representative, including examining reach and adoption,” said Dr Kim. At times, during the outside festivities, the number of people who attended had swollen to 4,000 plus, according to some estimates. This is not an easy festival to conduct by any stretch of imagination and the temple management has to be congratulated for making this event such a huge success. 2-year-old injured by razor blades in park

AST MOLINE (IL) -- A two-year-old in East Moline, Illinois was injured on March 24 by razor blades glued to playground equipment. The police rushed to Millennium Park at 12.45 pm and found the boy with cuts to his hand. “East Moline parks are safe, but it’s just a bad situation, bad instance where somebody or maybe a group of kids, I don’t know who did this, but figured this would be a fun prank to do,” a police officer said. The police found and removed about a dozen razors glued onto the equipment with a white, putty-like substance. The police said they were investigating the incident and also looked at the rest of the city’s parks. There have been other vandalism-type incidents recently, and are asking neighbors to keep an eye out for anything unusual at area parks. a lot of emphasis is given to her outfit. A bridal lehenga is embellished to give it a rich, layered and textured look. In most cases, heavy embroidery with silver or golden thread, stones, crystals and sequins are used to bedeck the bridal outfit. With changing lifestyles and tastes, brides now don’t mind experimenting. From subtle or natural colors to dull silver and metallic ones, they are opting for everything that is non-traditional but at the same time stylish and sophisticated. Also, many women look up to Bollywood for inspiration, and some actresses have indeed broken the monotony of red at their own weddings. First, of all the venues we spoke with in Chicago, Ashyana had the best experience with Indian weddings of all types. Second, Ashyana was prepared to manage as little or as much as we needed. This was perfect for me since we live in Seattle and my parents live in Chicago. Ashyana also took care of all the décor for the wedding & reception; from the mandap to wall draping to the flowers. The two dated for a little over a two years, and soon realized that they were in love. Sharbani says, “sometime we can just look at each other without saying anything, start laughing uncontrollably, maybe uttering a few words, while everyone else in the room stares at us like we’re crazy.” No Te Enamores Nunca De Aquel Marinero Bengalí is the title to an Argentine 80s hit pop song. The translation is Never Fall in Love with A Bengali Sailor. This was Sharbani & Tito’s first dance song for their wedding in Argentina (Tito is Argentine). When Tito told his friends he was dating a Bengali, many of them sent him this song as a joke. It's particularly relevant since Sharbani loves to sail!

The food was an incredible value – We did family style service because it felt more intimate and formal at the same time. The food was unlimited and Ashyana was flexible in creating delicious pan-Indian cuisine. Being half-Bengali and having lived in South India for a bit, I fell in love with the regional cuisine across India. It was wonderful to be able to pick and choose my favorites. Ashyana even prepared a few traditional Bengali dishes using recipes we provided them. Everything was delicious, high-quality. The spicing was just right, nothing was too oily, and everyone was impressed—both Indian and non-Indian guest. The big win for me was that two friends who refused to eat Indian with me in the past, enjoyed the food so much at Ashyana that they went Indian restaurants twice in the following month!

While diamonds and other semi-precious stones remain the favored show stoppers, traditional gold jewelery, with a touch of sophistication, rules the wedding market. In Hindu mythology it is believed that gold is the essence from which the universe was created, and Manu, the lawmaker decreed that gold ornaments be worn for specific ceremonies and occasions. Therefore, gold became the symbol of purity, prosperity and good fortune. Indian bride is now teaming up her ensemble with elaborate, chunky gold jewelery. Trends show that vintage look is in and brides and grooms are choosing to go back an era to get that exclusive retro look. There is also a strong trend toward stonework. Intricate work of precious and semi-precious stones are being used both in heavy bridal jewelery, as well as light everyday wear. One large piece of stone in rings and earrings make a style statement. Another key trend is the layering of pieces. This kind of mixing and matching is generally done in a Bengali wedding where the bride receives all kinds of jewelery from relatives and has to wear them on her wedding day. By layering complementing chokers, chains and lockets, one can achieve an eclectic, contemporary look, that is striking in its overall effect. This year rummage your grandmother’s locker for some elusive piece of rani-haar, a piece of Indian heritage that has almost become obsolete. So, you no longer need to pound pavements or pull hair what with mushrooming wedding fairs like Bridal Asia and Wedding Asia. Also called Bridal weeks, these are organized by entrepreneurs as one-stop venues for the “would be couples” and

their families — with options ranging from clothes to jewelries, venue to décor, and packaging to honeymoon destinations as well — these wedding fairs provide everything under one umbrella. The wedding industry in India has been estimated at a whopping `500-600 billion and wedding fairs have become integral to it. Ranging from two to five days, these “bridal weeks” have top designers showcasing their wares. Bridal Asia Exhibition — a popular annual pan-India fair — brings big names in couture and jewelry design together with mehendi (henna) artists, planners and travel companies. “We cater to brides

and grooms who are out shopping for that dream wedding to help them host a perfect wedding,” says Bridal Asia founder Divya Gurwara. Launched in 1999, the premier bridal show boasts stalls by lifestyle designers, gift-packers, fashion designers and choreographers, among others. Apart from bridal wear, jewelry and handbags, various accessory designers too exhibit at the show. The exhibition also showcases furniture, home furnishings and honeymoon packages. Mostly held across Indian metros in August-September before the wedding season gets under way in October, many

such wedding galas have come up lately. “The concept is growing every year now as all renowned designers are willing to participate. The success rate is high. In India, the wedding industry is growing by more than 100 percent every year,” Maninder Sethi, founder-CEO, Wedding Asia Punjab, said. “There is competition but then it is all about creating your brand and market. There are very good events in India as far as bridal weeks are concerned but if seen properly the number is not more than 10,” he adds. Designers too find such weeks a boon. “Such fashion weeks help in reaching out to more buyers and consumers. We sell in volumes compared to (regular) fashion weeks and all profit is ours,” designer Varija Bajaj, who has participated in wedding exhibitions like Shagun, said. If such fairs solve your shopping woes, it also serves as a business platform for sundry professionals, such as wedding photographers, planners, astrologers, caterers, florists and floral artists, bridal beauticians, and tattoo and henna artists. According to a report, the average cost of ultra-rich weddings ranges from $20,000 to $2 million in the US. In Canada, Bridal Fantasy Magazine too has been organizing what is called ‘The Bridal Fantasy Show’ annually in Edmonton since 1981, offering prospective brides a multitude of choices for their wedding accoutrements. Another such international event is the four-day long ‘Indian Wedding Expo’ in Kuala Lumpur. It aims at providing a platform for the Indian community in Malaysia and for Malaysians in general to experience Indian culture and its rich traditions through Indian weddings and their multi-layered preparations.

LONDON: For those interested in knowing the culture of pornography or the nature of sexual fantasy, here comes a first-ever “dedicated” porn journal. Named as ‘Porn Studies’, the openaccess journal is an “international, peerreviewed journal to critically explore cultural products and services designated as pornographic”, its London-based publisher Routledge said. According to the journal’s editors, pornography studies are still in their infancy and the new journal would focus “on developing knowledge of pornographies past and present, in all their variations and around the world”. The first edition has two key papers titled ‘Psychology and pornography: some reflections’ and ‘Gonzo, trannys, and teens - current trends in the US adult content production, distribution and consumption’.

According to Los Angeles-based independent scholar Chauntelle Anne Tibbals, who wrote the second paper, ‘Gonzo’ porn, loosely scripted porn in which the actors break the wall to interact with the cameraman or audience, is common today, in part because it is cheap to produce. “Web-based pornographic clips and live-streamed, interactive shows are increasingly getting popular,” Tibbals was quoted as saying in media reports.
