S and Mexican officials are trying to negotiate about how to handle a massive caravan of migrants should it reach the American border, according to a Department of Homeland Security (DHS) official. The officials were weighing the legality of certain steps President Donald Trump’s administration could take and looking at whether any processes could be changed to speed up the removal of migrants who have no legal basis to remain in the US, CNN quoted the DHS official as saying this week. He said the administration hasn’t made any “firm decisions” about how to respond if the caravan reaches the border. Among the topics being discussed with Mexico is whether migrants from the caravan could be held there before entering an official port of entry, the DHS official said.

This process however, has been sharply criticized by advocates, who accuse officials of illegally trying to block immigrants from

claiming asylum. The US was also negotiating with Mexico about whether migrants from the caravan could be deported there, regardless

of their country of origin. This process, known as “return to territory”, which was included in Trump’s January 2017 executive order on border security, isn’t currently carried out by Immigration and Customs Enforcement, because Mexico would need to agree to take foreign nationals back. “A lot of these (options) depend on cooperation and discussions with Mexico,” the official said. n a dramatic midnight development, the government virtually removed CBI Director Alok Verma amid speculation that he was planning to order a probe into the controversial Rafale deal, a charge Finance Minister Arun Jaitley dismissed as “rubbish” saying it was done to ensure fair play in investigations into bribery allegations levelled in the war between him and the agency’s number two Rakesh Asthana. As an unseemly rift between the two top officials escalated into a full-blown war over the past few days, the Appointments Committee of the Cabinet met last night and appointed M. Nageshwar Rao, a Joint Director to look after the duties and functions of CBI Director. An official statement later said that in the interest of equality, fair play and principles of natural justice, the government decided to divest Verma and Asthana of their “functions, power, duty and supervisory role in any manner as Director CBI and Special Director CBI respectively”. On a day of fast-moving developments, Rao transferred as many as 13 officers of the agency, perceived to be close to Verma, who were probing bribery charges against the Special Director. The CBI also re-constituted the team probing the case against Asthana. Verma, who cannot be removed from office as he has a mandated two-year term that ends in December, challenged in the Supreme Court the orders of the CVC and the government, saying they struck at the independence of CBI and

Making the Union of India and the Central Vigilance Commission (CVC) as respondents, Verma said the decisions to divest him of his role as the CBI director and directing M. Nageshwar Rao to discharge the duties and functions of the CBI Director, were “not taken after consulting the High Powered Committee set up under the Delhi Special Police Establishment (DSPE) Act and violated the statutory tenure secured by law”.

Four IB men caught near CBI chief’s house, IB pleads innocence NEW DELHI: In a dramatic development on Thursday, four Intelligence Bureau (IB) personnel were caught by the security staff of CBI Director Alok Verma outside his residence in the heart of Delhi, prompting the IB to say the men were on “routine patrol”. The security staff of Verma, who was stripped of his powers post midnight Tuesday, caught hold of the IB personnel who were seated in two parked cars outside the CBI Director’s Janpath residence and dragged them into his house. Each IB operative was caught by at least two of Verma’s guards -- in one case one man was held by his collar -

- and taken into Verma’s bungalow and asked to reveal their identity. The men had been seen in their cars since Wednesday night, raising suspicion that they were spying on Verma. As a video showing the men being dragged by Verma’s security officers went viral, the IB admitted that the men were its operatives. “The IB is entrusted with the responsibility of collecting intelligence on situations that may affect, inter alia, public order and internal security. Its units are routinely deployed on a regular basis in sensitive areas,” the normally reticent IB said in a statement. —IANS

7 civilians, 3 militants killed in J&K’s Kulgam IANS, SRINAGAR

t least seven civilians were killed in an explosion in Jammu and Kashmir’s Kulgam district on Sunday shortly after a gunfight had left three militants dead, officials said. A police spokesman said the gunfight took place after security forces cordoned off a village in Kulgam on a tip-off that militants were hiding there. The exchange lasted several hours in which three militants were killed and two Army soldiers injured. The police said despite repeated warnings that civilians should not visit the encounter site unless these are declared safe, dozens of locals rushed there. “Someone from the

crowd fiddled with an unexploded substance, resulting in the tragic incident,” the spokesperson added. Reports from the village said locals were busy dousing the flames

were brought to the hospital who were declared dead on arrival. “Two injured civilians while being taken to a Srinagar hospital died on the way while another was declared brought dead by doctors at the Sher-e-Kashmir Institute of Medical Sciences in Srinagar,” said the spokesman. Later one more injured succumbed to his wounds at a hospital. A total of seven civilians have died in this explosion while the injured were being treated in different hospitals. A sense of mourning prevailed in Laroo village and other places of the district as people were rushing to the village to enquire about the well-being of their relatives and friends.

T

here was never any doubt about the Bharatiya Janata Party’s (BJP) antiminority electoral gambits but the agenda has now been unambitiously and forcefully articulated by the party’s friend, philosopher and guide, the Rashtriya Swayamsevak Sangh (RSS). Delivering the organization’s customary message on the occasion of Dussehra/Vijay Dashami, its chief, Mohan Bhagwat, has left no stone unturned about what the Narendra Modi government should immediately do — which is to start building the Ram temple in Ayodhya even by enacting an ordinance. By pointedly ignoring the fact that the issue is currently before the Supreme Court, the RSS chief has taken the party and the Hindutva brotherhood to the days of the Ramjanmabhoomi movement in the 1990s when the saffron stormtroopers used to say that the courts can have no say in a matter of faith. Apart from a reiteration of this aggressive “religious” stance, Bhagwat’s directive to the BJP to get down to business and not dillydally any longer on building the temple has scrapped Atal Behari Vajpayee’s decision in 1996 to put

in cold storage the three “core” issues of the Sangh parivar — building the temple, doing away with Article 370 of the Constitution conferring special status on Jammu and Kashmir, and introducing a uniform civil code That the negation of Vajpayee’s wishes has been done in the year of

his death is not without significance. It remains to be seen whether the RSS will give any “advice” to the government on the two other issues — Article 370 and the uniform civil code. But why the sudden hurry about constructing the temple? There may be two reasons. One is

that it is the last throw of the dice by the party and the parivar in an election season to consolidate its vote bank of communal-minded Hindus at a time when the less than favorable economic scene may make sections of the liberal Hindus, who voted for the BJP in 2014, drift away.

The other is the realization in the saffron brotherhood that it is now or never where the temple is concerned since the BJP is unlikely to get a majority on its own in the Lok Sabha in 2019. The National Democratic Alliance (NDA) led by it may get it, but it will not be easy for the BJP to persuade some of its allies such as the Janata Dal (United) — which has opposed the BJP’s favorite triple talaq ordinance — and the Akali Dal to endorse a construction programme which cannot but alienate the minorities. Notwithstanding BJP president Amit Shah’s conviction that the party will reign for half a century, there may be an awareness in the organization that the 2014 outcome was the result of several unforeseen events — the Congress’s sudden and somewhat inexplicable collapse and Modi’s emergence (against the wishes of several in his party) as some kind of a messiah. From this standpoint, 2019 will not be the same as 2014. Ever since the party and the parivar sensed that the mantras of neither “achhe din” (good days) nor “sabka saath, sabka vikas” (development for all) is evoking a favorable response, the focus of the saffron propaganda has been on Hindu-Muslim polarization.

T

he brief pilgrimage season in Sabarimala failed to make history as women in the 10-50 age group were kept away by protests against their entry despite the Supreme Court order allowing women of all ages to pray at the Lord Ayyaappa temple. The sanctum sanctorum of the famed temple closed at 10 p.m. on Monday, a day that saw five women making an unsuccessful effort to pray at the hill temple, where tradition had barred women aged between 10 and 50.

Bindu, a woman from Kozhikode in Kerala, appeared before the police at Erumely, one of the entry points to the temple route, but the police refused permission to her after checking her antecedents. After that she was put on a bus to Mundakayam but angry protesters literally took her out of the bus. Following the timely intervention of the police a crisis was averted. Likewise at the Pamba entry point, four women from West Godavari district were stopped from going ahead as angry protesters got around them shouting Ayyappa slogans forcing them to

retreat. Starting Wednesday last, Kerala was on the edge, after the temple opened for its customary monthly pujas, the first time after the September 28 the Supreme Court verdict which overturned a centuries-old practice that barred women of menstrual age from entering the hill temple. Celibate deity Lord Ayyappa is worshipped at the Sabarimala temple where on Monday at 7 p.m the last pilgrim went up the hill. None of the dozen women who tried to have a darshan in the last five days succeeded in entering the temple for

prayers as thousands of devotees were determined not to allow them. The police appeared most relieved for the time being as they had a tough time in trying to implement the apex court’s orders in the face of strong protests which at times turned violent. Given the present situation, they may have a tougher time when the temple again opens for its annual two-month-long pilgrimage season which begins on November 17. Chief Minister Pinarayi Vijayan, told the media that he would rather wait some more time to reply.

Jagan injured in knife attack at Vizag VISAKHAPATNAM: YSR Congress Party President Y.S. Jaganmohan Reddy on Thursday sustained a minor injury at the Visakhapatam airport in a knife attack by a young man who sneaked up to him with a request to take a selfie, police said. The attacker, identified as Jaripalli Srinivas, works as a waiter at a restaurant at the airport. As he suddenly took out a small knife from his pocket and stabbed Jagan, the YSR Congress leader was injured on his left shoulder. Chief Justice Ranjan Gogoi said in the course of morning mentioning that the review petitions would be listed on November 13 for hearing at 3pm. The Court on Monday had said it would decide on Tuesday on the hearing of the review petitions seeking recall of a September 28 Constitution Bench verdict. HC upholds TN Speaker’s decision disqualifying 18 MLAs IANS, CHENNAI

n a major relief to the AIADMK government in Tamil Nadu, the Madras High Court on October 24, upheld the state Assembly Speaker’s decision disqualifying 18 AIADMK legislators last year that could pave the way for bye-elections in 20 constituencies, including two left vacant by the death of the incumbents. Justice M. Sathyanarayanan, the third judge named by the Supreme Court after a split verdict delivered by a two-judge bench, upheld Speaker P. Dhanapal’s order, saying it was done under the provisions of the anti-defection law and lifted the stay on holding bye-elections to these constituencies.

wo men who were convicted earlier this year of fatally stabbing an Indian-origin man in west Londons Southall suburb have been sentenced to a total of 40 years in jail. Balbir Johal, 48, was attacked in March and admitted to hospital with stab injuries. He died a short time later. Detectives from the Metropolitan Polices Homicide and Major Crime Command launched a murder investigation and established that Johal was involved in an altercation with the two men — Hassan Mohamed and Yassin Yussuf — on Marlborough Road, Southall, on March 19. According to a Daily Mail report published this week, Mohamed and Yussuf were drug dealers and they killed their rival Johal after catching him selling crack cocaine and heroin on their patch.

A CCTV footage of the incident showed the two men in a white Mercedes pulling up alongside Johal before getting out and speaking to him. One then returned to the vehicle and armed himself with a knife from inside the car before chasing after Johal and fatally stabbing him. He was driven to hospital by a family member and treated for his injuries but could not be saved. The following day, Mohamed and Yussuf were stopped by the police in the car that had been captured on CCTV and were detained and subsequently charged. According to Duncan Penny, prosecution, Johal was killed “because he was dealing drugs in the wrong place at the wrong time”.

n Indian man has been given a stern warning by the police for posting on social media an image of Singapores torn flag to reveal the Indian flag underneath, a media report said this week. Avijit Das Patnaik, 44, who has been a Singapore permanent resident for nine years, lost his job at the countrys DBS Bank over the incident. On August 14, he posted the picture on the Facebook page of the Singapore Indians and Expats group, showing the Singapore flag on a T-shirt being torn, revealing the Indian flag underneath. He was investigated under the Singapore Arms and Flag and National Anthem Rules, Channel News Asia reported citing the police. The rules state that “no person shall treat the flag with disrespect”. “Following investigations, the police, in consultation with the Attorney-Generals Chambers, has administered a stern warning,” officials said.

Poor availability of funds, unscientific farm inputs, poor support price structures for farm produce and almost no farm insurance are some important reasons that lead to crippling debts that force farmers to see farming as nonremunerative. Without mechanisation, farming is hard, back-breaking work. This has resulted in most farmers’ children quitting farming for other voca-

Apple CEO urges Bloomberg to retract spying chips story SAN FRANCISCO: Apple CEO Tim Cook is urging Bloomberg to retract its story about an alleged embedded Chinese spying chips that compromised about 30 companies including the servers of Apple. BuzzFeed News said that the Apple CEO went on the record for the first time to deny allegations that his company was the victim of a hardware-based attack from a Chinese supplier and demanded Bloomberg retract the unfounded story, reports Xinhua news agency. “There is no truth in their story about Apple,” Cook told BuzzFeed News. “They need to do that right thing and retract it.” Bloomberg Businessweek issued a story earlier this month alleging about 30 US companies were compromised after their servers were implanted malicious chips during their manufacture in China, which created “a stealth backdoor” into their network running on the servers. PA is the application of precise and correct amount of inputs

like water, fertiliser, pesticides, etc., at the correct time to the crop, to increase productivity and maximise yields. It originated in the US and European countries where the use of Global Positioning Satellite (GPS) allows precise mapping of farms. This, together with appropriate software, informs the farmer about the status of his crop, which area of the farm requires water, fertiliser and pesticide, etc. It includes the practice of subsurface drip irrigation for precise water and fertiliser application to the crops, the use of heavy farm machinery for sowing, harvesting, weeding and baling. Heavy farm machinery currently uses a significant quantity of fossil fuel which may not be economical for small farmers.

Established in 1979, Chinmaya Mission Chicago moved to its current location in Willowbrook on October 24, 1993, with the dedication of the idol of Lord Badri Narayana. The center began its weeklong celebrations on Monday, October 15, 2018, with a 6-day spiritual discourse on the Theory of Superimposition by Swami Ramakrishnananda. Prestige Limousine operator Nauman Hussain was taken into custody Oct. 10 in a traffic stop on a highway near Albany, New York State Police said. The company, which Hussain’s father owns, has come under intense scrutiny since the Oct. 6 crash outside Albany killed two pedestrians and 18 people in a super-stretch limo. It was taking a group to a birthday bash. Prestige’s vehicles have been cited with a roster of safety violations, and state officials have said the limo involved in the crash failed an inspection and was declared “unserviceable’’ As Hussain awaited arraignment and police planned a news briefing on the case, Kindlon said the 28-year-old Hussain just handled marketing duties and phone calls while his father ran the company, though police call Hussain its operator. Family night is held every other year to allow Bal Vihar students and their families to get to know each other. The evening started off with some fun activities for the children. Youth students and volunteers were busy with face painting, tattoos, nail posh and helping them learn how to make a paper airplane. After the social hour and entertainment for the children, event moved on to lighting of diya (lamp) in front of the goddess and sing Aarti. As Navaratri was just around the corner. Dussehra celebration at Hindu Mandir of Lake county BY A STAFF WRITER AKE COUNTY, IL - Hindu Mandir of Lake County celebrated navratri and dussehra (Vijayadashmi) 10-day long festival from 9th October to 17th October, 2018/ Every day hundreds of devotees participated in the special Pujas and Garbha. On Saturday, 20th October, more than 2000 devotees gathered to participate in the Mela and watch the spectacular Ravan Dahan. The first day of Navaratri started with Kalash Stapan, Lord Ganesh and Gauri Pujan by Pandit Anil Joshi along with Pandit Ganesh Ji and other temple priests. For 9 days, special Alankarms were performed and discourse were delivered about the significance of different Goddess by Pt. Joshi Ji. On the eighth day, Kanya pujan was performed after Devi Ashtami Yagna by Shri Yogesh Pandey. Girls (seen as the nine avatars

of Goddess Durga) were welcomed into the temple by first washing their feet and then tying moli (red thread) around their wrists. These girls seated in a line and given Prasad and gifts bags. In the evenings, men and women dressed in their vibrant clothes gathered in the temple to play Garba and Dandiya (Gujarat’s folk dance). On 20th October, a Ram Lila performance

by more than 70 children was presented to the audience. This play lead by Smt. Anu Gupta depicted the historic tale of Rama defeating Ravana and winning back his wife Sita. The last day celebrations culminated with the impressive burning of Ravana’s effigies symbolizing his epic defeat at the hands of Lord Ram and the ultimate victory of good over evil. Devotees enjoyed this magnificent sight even in the midst of bad weather. This event was led by Shri, Madup Dhoan, Shri. Amit Gupta, and Dr, Harsh Kumar. Temple’s new parking lot was inaugurated on this day and a grand Mela was organized by inviting local Indian and non-Indian businesses to put up their booths and create an awareness about their products, foods, clothes, artifacts, and jewelries. Indian American uber driver charged for kidnapping and gropping woman

BY A STAFF WRITER UEENS, NY – An Indian American Uber driver in New York City kidnapped a woman who fell asleep in his vehicle, groped her in the back seat and then left her on the side of a highway in Connecticut, according to federal authorities. Harbir Parmar, 24, of Queens, was charged in U.S. District Court with kidnapping. It wasn’t immediately clear whether he had an attorney. The FBI said in court papers that Parmar picked the woman up in Manhattan at 11:30 p.m. on Feb. 21 for a trip to her home in White Plains, New York, about an hour away. The woman fell asleep, authorities said, and Parmar changed her destination to an address in Boston, Massachusetts. The woman woke up to find the driver “with his hand under her shirt ,” according to a criminal complaint unsealed Oct. 16. The woman reached for her phone, but Parmar took it from her and continued driving. She asked the driver to take her to the police station but Parmar refused, the complaint said. Parmar eventually left the woman on the side of Interstate 95 in Branford, Connecticut, about an hour’s drive east of her home. The complaint said the woman memorized Parmar’s license plate and called a cab from a nearby convenience store. The woman later learned that Uber had charged her more than $1,000 for a trip from New York to Massachusetts. Federal authorities and New York police condemned Parmar’s behavior as reprehensible. Federal authorities also charged Parmar with wire fraud, accusing him of overcharging Uber riders by inputting false information about their destinations. Parmar later admitted to the FBI the woman had not vomited in his vehicle, according to the criminal complaint.
