‘Angry Indian Goddesses’ wins award at Rome Film Festival MUMBAI: Pan Nalin’s film Angry Indian Goddesses bagged an Audience Choice Award at the Rome Film Festival. The filmmaker is elated about the win. The honor, titled BNL People’s Choice Award, is bestowed on a movie which the viewing audience chooses as the best amongst the lot. “Many will agree that best awards in the world are People’s Choice Awards; so here the people of Rome and Italy have voted after filling edge-to-edge five full house shows. ‘India has 75-125 N-weapons’
India has a substantial stock of nuclear weapons made from weapon-grade plutonium, and some thermonuclear weapons that rely on both plutonium and uranium, a report said. ARUN KUMAR, WASHINGTON

uggesting that India has a sizable nuclear weapons effort, a US think tank estimated India’s nuclear arsenal at around 75-125 weapons made from weapon-grade plutonium and perhaps some thermonuclear weapons. “India has a substantial stock of nuclear weapons made from weapon-grade plutonium, and perhaps some thermonuclear weapons that rely on both weapon-grade plutonium and weapon-grade uranium," according to the Institute for Science and International Security (ISIS). “An estimate of India’s nuclear arsenal can be derived by considering its weapon-grade plutonium stock," it said. “The resulting estimate has a median of 138 nuclear weapons equivalent with a range of 110 to 175 weapons equivalent." duced in these power reactors and discharged in irradiated or spent fuel, India has developed a relatively large civil plutonium separation program and an associated fast breeder reactor program that is using that separated plutonium, the report said. For its “sizable nuclear weapons effort", ISIS said, India uses “separated plutonium produced primarily in a set of small, dedicated reactors and a smaller amount produced in nuclear power reactors." “It has a growing gas centrifuge program able to produce significant amounts of highly enriched uranium (HEU) mostly for naval reactor fuel and perhaps for nuclear weapons, including thermonuclear weapons," it said. Despite many obstacles, India has managed over several decades to put in place a relatively large nuclear weapons production complex, the report said.

s the country witnesses a growing intolerance, BJP lawmaker Yogi Adityanath has stirred another controversy, comparing Bollywood superstar Shah Rukh Khan with Pakistani terrorist Hafiz Saeed after the actor said there was growing intolerance in India. The hardline BJP leader said in Gorakhpur that both Shah Rukh Khan and Saeed — the mastermind of the 2008 Mumbai terror attack — speak the same language. “There is no difference in the language Shah Rukh Khan and Saeed speak,” said Adityanath, who heads the Gorakhpur mutt in eastern Uttar Pradesh and is known for his radical views on issues related to Hinduism. Adityanath said if Hindus stopped seeing Shah Rukh Khan’s movies, “he will be on the streets like an ordinary Muslim”. The MP’s comment came a day after a BJP leader, Kailash Vijayvargiya, called Shah Rukh -- as the actor is widely known and who turned 50 on Monday -- a “deshdrohi” (traitor). estle India has said the “masala” version of Maggi noodles will hit the retail shelves as early as this month, having cleared all the tests ordered by the Bombay High Court at three accredited laboratories. “We have received the results from all the three NABL (National Accreditation Board for Testing Calibration Laboratories) mandated by the Bombay High Court to test newly-manufactured Maggi noodles samples,” the company said in a regulatory filing with stock exchanges. “All the samples of the Maggi noodles masala have been cleared with lead much below permissible limits,” the statement said, adding that this has validated their stand, maintained all along, that the noodles were and continue to be safe. “We will make our best effort to commence the sale of Maggi noodles masala within this month
as well as continue engaging with the states where permissions are needed or specific directions may be necessary.” What now remains to be resolved is the class action suit of Rs.6.40 billion filed by the government against Nestle India in the apex consumer court. The verdict on this is expected on November 23. ndia and Africa are crucial players in meeting the 169 global targets set out under the Sustainable Development Goals (SDGs), this is warranted by their huge geographic expanse and large proportion of people living below poverty line. The recently concluded India Africa Forum Summit (IAFS), therefore came at a strategic time and provided both sides with a great opportunity to formalize partner-
ship agreements to collectively meet global goals set out in Agenda 2063, post-2015 Agenda (SDGs recently adopted by India and Africa) and the upcoming United Nations Climate Change Conference. The previous two India-Africa Forum Summits, held in New Delhi (2008) and Addis Ababa (2011) saw intensification of development cooperation between India and 15 participating African countries. The first Summit of April 2008 resulted in the “Africa-India Framework for Cooperation” where
seven main areas of cooperation were identified, which were also reiterated and enhanced at the Second Africa-India Summit. The framework emphasized on economic development by foreseeing cooperation in a number of economic areas, especially tourism and infrastructure. In his opening remarks at the third summit, Prime Minister Narendra Modi acknowledged the importance of India’s partnership with Africa. He stated that our relationship is “beyond strategic con-
sideration” as it is “driven by the aim of empowerment, capacity building, human resource development, access to Indian market, and support for Indian investments in Africa.” During his address, the prime minister highlighted the following focus areas — human resource development, institution building, infrastructure, clean energy, climate change adaptation, agriculture, health, education and skill development where India and the African nations will continue to work together.
Agriculture plays a vital role in the economies of both India and Africa. Over 60 percent of the rural households in India and 70 percent in Africa depend on agriculture as their principal means of livelihood. India, over the years and after the Green Revolution has made remarkable advancement in using technological interventions to improve agricultural outputs. Indian experience in the agriculture sector will be of relevance to the African countries which are highly vulnerable to climatic variabilities.
India’s entry in NSG likely in June NEW DELHI: India’s pending application for entry into the Nuclear Suppliers Group (NSG) should come up for consideration at its plenary in June 2016. Indian diplomats have been in discussion with NSG members for some time, and on October 30, External Affairs Minister Sushma Swaraj discussed the matter with visiting NSG chairman Rafael Grossi, who indicated that he would take it up with the grouping’s 48 members right away. India is aggressively being supported by the United States, which has more or less assured India’s entry into the Missile Technology Control Regime (MTCR) in the coming couple of months, and then follow through to facilitate it in the NSG. US diplomats told India Strategic that the Obama administration was committed in this perspective. Diplomatic sources also said that President Barack Obama has invited
Prime Minister Narendra Modi for a state visit in March 2016, which has been accepted, and the US support to India due to its clean non-proliferation record, tight export control laws, and growing friendship with the US was a given now.

India though has never violated it unlike Pakistan, which has imported nuclear technology from China, missile technology from North Korea, and sold nuclear technology to Iran. India however has a waiver, courtesy Washington, for nuclear trade with those willing, but there are many technologies that it still cannot access due to MTCR and two other denial regimes, the Wassenar Arrangement and Australia Group.

he latest US intelligence suggests that the crash of a Russian passenger plane in Egypt was most likely caused by a bomb planted by the terror group Islamic State (IS) or its affiliate, CNN reported this week. A US official quoted by CNN said: “There is a definite feeling it was an explosive device planted in luggage or somewhere on the plane.” The assessment was reached by looking back at intelligence reports that had been gathered before and after the crash of the Metrojet Flight 9268 in Egypt’s Sinai that killed all 224 people onboard, CNN quoted the official as saying. But the official added that there has not been a formal conclusion reached by the US intelligence community on the cause of the crash. The plane, which was heading to
‘Pak’s support for terrorists threatens human rights’ UNITED NATIONS: Pakistan’s continued support for terrorists in Kashmir is the main challenge to the human rights of the people of the state, India said during three rounds of dueling statements by the two countries. The Gold Monetization Scheme (GMS), 2015 will offer option to resident Indians to deposit their precious metal and earn an interest of up to 2.5 percent; while under the Sovereign Gold Bonds Scheme, investors can earn an interest rate of 2.75 percent per annum by buying paper bonds. Modi also unveiled the first ever Indian gold coin & bullion, bearing Ashok Chakra on one side and Mahatma Gandhi’s image engraved on the other side. Initially the coins will be available in denominations of 5 and 10 grams. A 20 gm bullion will also be
available through MMTC outlets. Speaking on the occasion, Modi said India has surpassed China as the world’s largest gold consumer, buying 562 tonnes of yellow metal so far this year, against china’s 548 tonnes. “People should take advantage of the golden opportunity to help India march to a golden period,” he said. Observing that there is no reason for the country, which has 20,000 tonnes of gold lying idle with households and institutions, to remain poor, he said, with some efforts and right policies India can get rid of this tag of (poor nation). Recalling India’s tradition of savings and culture of empowering women with gold, he said in a lighter vein, even the RBI Governor will have to recognize the difference between “arthashastra (economics) and grahshastra (home economics).”

INGREDIENTS n 250 gms paneer/cottage cheese n large red bell pepper n large yellow bell pepper n large green bell pepper/capsicum/shimla mirch n medium size onion FOR MARINADE: n 200 gms hung curd/yogurt or thick curd/yogurt n 1 tbsp ginger garlic paste or crushed ginger garlic n 1 tsp ajwain/carom seeds n 2 tsp kashmiri red chili powder n ½ tsp turmeric powder/haldi n 1 tsp jeera powder/cumin seeds powder n 1 tsp dhania powder/coriander powder

INGREDIENTS l 12-15 baby potatoes (smaller potatoes) l ¾ cup or 1 cup•cashew curd•or•hung yogurt l ½ tsp garam masala powder l ½ tbsp garlic ginger paste l ½ tsp red chili powder l ½ tsp coriander powder l 1 tsp kasuri methi leaves/dry fenugreek leaves l 1 tbsp lemon juice (optional) l Black salt or salt as required l Oil as required INSTRUCTIONS l Rinse the baby potatoes well. do

asically gujiya is a deep fried pastry with a sweet filling of evaporated milk and dry fruits. It is a melt in the mouth sweet dish and you will keep on asking more and more. Apple-gujiya These gujiyas are made with whole wheat flour, hence they appear brown unlike the gujiyas made with all p u r p o s e flour/maida. The gujiyas are also soaked in one thread sugar syrup.
INGREDIENTS For the outer pastry/shell n 2 cups whole wheat flour n 1/2 cup melted ghee or butter n 1/2 cup cold water n salt For the apple-khoya filling: n 1 cup crumbled khoya/mava/evaporated milk n 3-4 medium sized apples, peeled, cored and chopped n ½ tsp cinnamon powder n ½ tsp cardamom powder or crushed cardamom n 2-3 tbsp chopped nuts almonds, pistachios, cashew n 2-3 tbsp sugar n oil for deep frying
n Cover and keep aside for 30
minutes
n Heat a pan and add the
apples along with sugar.
n Stir on a low flame for 10-12

Diwali Delicacies-II Gulab jamun recipe with khoya
G
ulab jamun is a favorite Indian dessert for many folks. In parties, weddings and even in Indian thalis, gulab jamun happens to be one of the desserts served after the meals.
n Take khoya/mava/evaporated milk in a

INGREDIENTS
n 1 cup khoya/mava/evaporated milk, 200
gms ¾ cup grated paneer, 100 gms of paneer 3 tbsp maida/all purpose flour 2 tbsp fine sooji/rava/semolina 4 cardamoms/choti elaichi, powdered in a mortar-pestle n 1 tbsp milk or add as required n ¼ tsp baking powder n oil for deep frying the gulab jamuns n n n n

For the sugar syrup:
n 250 gms sugar, about 1 and ¾ cup sugar n 1 cup water
1 tbsp rose water 1 tbsp milk (optional)
n
bowl. Mash it very well. There should be no lumps. You can also grate and then mash the khoya. Then add grated paneer, rava/sooji, allpurpose flour/maida, baking powder and cardamom powder to the mashed khoya. There should be no lumps in both the mava and paneer. As if they are there, then you will find the texture of the gulab jamuns not so good. The bits and pieces of mava or paneer will give a bite in the mouth, when you have the gulab jamuns. they won’t be smooth. Mix well. Add milk and gather together to form a dough with milk. Don’t knead, just gently mix. If you are unable to form balls or if the mixture appears dry, then add a few teaspoons of milk. Cover the dough and keep aside for 30 mins. Make small balls from the dough.
Preparing sugar syrup:

INGREDIENTS
n 2 cup fine sooji or rava or n

semolina (fine variety of sooji) ½ inch ginger + 1 green chili - crushed and made into a paste in a mortar-pestle 1 tsp oil ½ tsp sugar 1 tsp eno (fruit salt) or baking soda
INSTRUCTIONS n Mix all the ingredients except for the fruit salt. n The batter has to be slightly thicker than the idli batter. n Keep aside for 15-20 minutes n Meanwhile, add 3-4 cups water in the steamer and heat it. n Grease a pan with oil. add the eno and stir briskly. n Don’t overdo as you wouldn’t want the air bubbles to escape

unmould the dhokla carefully in a serving plate and then slice and then temper it. n Heat oil in a small pan. first add the mustard seeds. Let them pop first. n Then add cumin and allow to crackle them. n Add the the asafoetida, sesame seeds and curry leaves and fry for some seconds. n Switch off the flame. add 2-3 tbsp water in the tempering. n Be careful as the oil is hot and adding water would create a splurge. so add the water carefully. n Pour the tempering mixture evenly over the rava dhokla. n Top rava dhokla with some chopped coriander leaves or freshly grated coconut. n Slice and serve the rava dhokla warm or cool.

Don’t over cook as then the jamuns break. Use a large pan, so that the gulab jamuns are not overcrowded and you can easily stir them gently while they are simmering.
Moong dal halwa recipe

oong dal halw — delicious halwa made from moong lentils.
INGREDIENTS n 1 cup moong dal/spilt husked yellow mung lentils n 9 to 10 tbsp ghee/clarified butter n Dry fruits such as cashew and almonds INSTRUCTIONS

moong dal or mung lentils, in enough water overnight or for 4 to 5 hours. Drain and then grind the moong dal to a smooth paste Melt ghee in a non stick pan, add the ground moong dal Keep on stirring the halwa on a low to medium flame. The moong dal mixture should reach a granular consistency before you add the hot milk mixture.
When the milk mixture comes to a boil, add it to the fried mung lentils. nThe mixture sizzles, so be careful while adding the hot milk and water mixture. n Stir well. Simmer and cook stirring often. n The liquid should get absorbed and once again you will see the ghee getting separated. n Lastly add cardamom powder, chopped pistachios and raisins. 12. Serve moong dal halwa hot. you can also garnish with some pistachios and serve. n
NOTES One cup sugar is just sweet which we prefer. For more sweetness you can add 1 or 2 tbsp more of sugar or add ¼ cup sugar extra. The recipe can be halved or doubled.

With Flipkart unleashing its fiveday “The Big Billion Days” sale offer from Monday through fullpage advertisements in national dailies, its rivals Snapdeal and Amazon have lost no time to queer the pitch by taking out similar ads with smart words and catchy lines, pitching their five-day sale offers. Hours before sales went online, in response to Flipkart’s ads, claiming its offer to be “India’s biggest sale is back!”, “Its Now or Never” and “5080 percent off on 10-lakh (one million) fashion products”, Snapdeal hit back with “You don’t need a billion offers to amaze you. You just need to snap the best ones”, and
“For the best offers this Diwali, shop only on snapdeal”. Amazon India, however, neither flipped nor snapped but announced “India’s Greatest Sale starts at 8 a.m.”, offering a chance to win 1 kg gold everyday. While Snapdeal asked its registered users or buyers to “stay tuned for new offers every hour”, Amazon offered a new deals every half hour starting 8 a.m. “We sold a whopping one million products in the last 10 hours only! With six million hits from across the nation, we saw 25 items sold per second,” claimed Flipkart in a statement later. Noting that Bengaluru, Delhi and Chennai emerged top in terms of visits from metros, Ludhiana,
Lucknow and Bhopal were top from the non-metro cities. “Footwear, men’s clothing and accessories have been top selling categories during this fashion sale so far. Men’s product categories have also witnessed a huge spike in demand as compared to other fashion categories,” Flipkart head Mukesh Bansal said. In contrast, Amazon became the first e-commerce player in the country to pack goods ordered online till midnight and deliver next morning by 11 a.m. “We have launched the morning delivery service in Bengaluru, Delhi/NCR, Hyderabad and Mumbai for the festive season,” Amazaon India’s customer experience head Akshay Sahi said.
NEW DELHI: Domestic e-commerce player Snapdeal said that it has captured another five percent of the market after it concluded its ‘Ultimate Monday’ sale which it claims was a huge hit this festive season. “Currently there is no body which calculates market share in e-commerce but going by our statistics we have added another five percent of the market to our booty,” said Snapdeal’s vice president, category management, Rahul Taneja. The company had started the ‘Monday sale’ five weeks back including this one and every Monday was specific to a category except this one where all categories were kept open. “The ‘Ultimate Monday Sale’ was a huge hit with nearly sales climbing almost ten times versus usual business days. Nearly 500,000 orders booked by 11 a.m. with more than 10 orders being booked per second. We did not want to hold
the consumers captive to any single platform or time,” Taneja said. “Nearly five mobiles were being sold per second and one women’s apparel product was also sold per second,” he said, adding Snapdeal was ready for this festive season for the hike in number of customers. “We were already working towards making this festive season better than the previous one. We have invested nearly Rs.200 million in technology and supply infrastructure to make sure users have a glitch-free experience,” Taneja said. “The company had built infrastructure to handle 20 times the number of users that came onbaord last festive season and had drawn up a 1.3 million square feet of warehousing space with its partners.” Snapdeal said that smartphones, power banks, grooming appliances, winter wear and women’s ethnic wear were the top selling products, with orders coming across India, led by Tier 2 cities.

The great Hindu epic 'Mahabharata' has another interesting story related to the 'Kartik Amavasyaa'. According to the story, 'the Pandavas', the five brothers Yudhishthhira, Bhima, Arjuna, Nakula and Sahdeva, were sentenced to thirteen years exile as a result of their defeat against 'the Kauravas' - Duryodhana and his 99 brothers, at the game of dice. It is said that Kauravas won the game of dice by guile as revenge to the humiliation of Duryodhana at the hands of Draupadi – wife of Pandavas. As a result of the loss, the Pandavas spent thirteen years in the jungles and returned to their kingdom on the day of 'Kartik Amavasyaa'. On their return, the people of their kingdom welcomed the Pandavas by celebrating the event by lighting the earthen lamps all over in their city.

City of Aurora heralds Diwali The cultural extravaganza entertained the crowd of over 4,000, while serving as an introduction to India’s mythological heritage for US-born Indians and non-Indians IANS, AURORA (ILLINOIS)

local school auditorium was converted for a few hours into mini-India for Diwali celebrations hosted by the city of Aurora, the second largest city in the US state of Illinois. Over 4,000 people, mostly Indian-Americans, in traditional attire, attended the event organized by the Indian-American Community Outreach Board of the city. The guests were treated to an eclectic collection of performances ranging from vignettes from the Ramayana to semi-classical and Bollywood dances expertly performed by amateurs, many of them second generation Indian-Americans. The fast paced cultural extravaganza entertained the crowd of over 4,000, while serving as an introduction to India’s mythological and cultural heritage for USborn Indians and non-Indians. Cuisines from various Indian states and traditional Indian apparel and jewelry provided a feast for

the eyes and palate. A video presentation projected glimpses of Indian history and culture. Aurora Mayor Tom Weisner lit the traditional lamp inaugurating the event, which started with Ganesh aaradhana (invocation) and included a Bharat Natyam performance on ‘Rama Ravana’, depicting the slaying of the demon king.
Mayor Weisner, whose unstinting support led to the city hosting the first Diwali event last year, appeared visibly pleased at the success of the event, as well as the contribution of the Indian-American community to the cultural fabric of the city. “Indian-Americans have enriched the city with their unique
contribution to music, dance and cuisine,” he said. Other elected officials endorsed him. US Congressman Bill Foster said Diwali reminded Americans of how multiple cultures have contributed to the American heritage. Among those attending were two members of the state legislature, the Indian consul general and

The event allowed guests to learn about the significance of Diwali and the way the festival of lights is celebrated in India, The Post, of Ohio University, quoted student association president Swathi Raghu as saying. Diwali celebration was catered by Tadka, a restaurant in Columbus, association secretary Shivam Agrawal said, adding the menu included traditional Indian cuisine. The Indian Student Association
does not run the event for profit, Raghu, who is a graduate student studying electrical engineering, said. They receive the majority of the funding from the International Student Union, she added. According to the Office of Institutional Research, as of 2014 there are more than 100 students from India studying at Ohio University. “When you are far away from home, you tend to be more homesick during a festival time, so to compensate for that we gather and get together with whoever we know and try to feel like we are at home," said Rohit, a graduate student of electrical engineering at the US university.

he annual Divali Nagar festival in Trinidad and Tobago offers “a dynamic platform for deepening of the appreciation of our cultural multiplicity", according to the Caribbean nation’s cultural minister. Speaking at the 29th Divali Nagar’s opening ceremony on November 1, Minister for Community Development, Arts and Culture Nyan Gadsby-Dolly said her ministry is pleased to support the initiative which encompasses “our religious, cultural and artistic traditions". “Our ancestors demonstrated unwavering faith and endurance in the preservation of our rituals. Through their efforts, our various religious customs have survived to contribute to the great tapestry that is now Trinidad and Tobago," she said. Gadsby-Dolly said the National Council of Indian Culture (NCIC) is actively playing “its role in developing progressive approaches to the management of cultural and
community activities". Deokienanan Sharma, president, NCIC, said apart from an Indian channel beaming this year’s Divali Nagar worldwide, several issues of cultural importance have taken shape. “We are approaching completion of the construction of our cultural heritage Center which will house an Indian diasporic library and an Indo-Caribbean Archive docu-

iwali has become a well-known festival in Australia with thousands of people from various ethnic groups coming together each year to celebrate the festival of lights. “Diwali has become a well known festival in Australia. Earlier, we used to include ‘festival of lights’ to explain the event, but now we do not need to. Friends, politicians everyone know Diwali,” Australia-based indianlink website quoted Arun Sharma, chairman of Celebrate India Inc., which has been organizing the event for the last 10 years, as saying. This year Melbourne’s iconic Federation Square was set to host a two-day Diwali party from November 6-7. “We have people eagerly looking forward to the festival, even nonIndians get very excited. That has been the biggest change and achievement,” he added. Celebrate India has a dedicated
team of 35 volunteers for Diwali planning, and this swells to 70 volunteers during the event, according to Sharma. Fashion parades, live music and cultural entertainment are all part of the ‘Folkwood’ theme of this year’s event. Popular British-Indian artist Tarsame Singh Saini, aka Taz, who is the lead singer of pop band
Stereo Nation will perform at the event. Another exciting act will be performed by Kalbeliya, a popular Rajasthani folk dance group, as well as performances from local bands like the Om Music Group and The Fifth. Those heading to Melbourne airport will be greeted with a Diwali display in the departure lounge.
LONDON: Thousands of people of various faiths from across Manchester gathered at the city Center to celebrate the festivals of Dussehra and Diwali on October 17, a British media report said. Over 8,000 people from across northwest England came together at Albert Square to enjoy art, dance, food, music and spectacular display of fireworks during the 10th annual Dussehra Diwali Mela organized by the Indian Association Manchester and Manchester Council, the Manchester Evening News reported. The day began with live performances by singers Sheeba Khan and Shubhra and British Asian Bhangra band Shin DCS. Bollywood entertainment outfit
Spice Entertainment also wowed the crowds. Visitors were treated to arts and crafts workshops, as well as stalls selling Indian food, clothes, jewelery and accessories. It’s not your average day in Manchester, that’s for sure,” Rajyashree Dutta, president of the Indian Association Manchester, was quoted as saying. housands of people flocked to Auckland on October 18 to get a firsthand experience of traditionalcum-contemporary Indian culture in a celebration of the Diwali festival, a media report said. The two-day celebrations concluded at the Queen St’s Aotea Square with a fireworks finale on Sunday night and included events like workshops, live dance, music, puppet and theater performances, New Zealand Herald reported. The event is the largest vegetarian festival in the city and recorded a footfall of 35,000 people last year. The event was organized by Auckland Council’s Tourism, Events and Economic Development arm in collaboration with the Asia New Zealand Foundation.
The celebrations were spiced up by the availability of traditional food while arts and crafts and dancing gave an insight into the multi-hued Indian culture. The festival had more than 60 food and craft stalls — the largest in the festival’s 14-year history. Many Indian performers,
including Indian puppeteer and master storyteller Mahipat Kavi, and Mudra Creation — a Lavani folk dance group from Maharashtra, performed at the event. Other highlights included a ‘bhangra’ (Punjab folk dance) performance by a group of policemen (and a woman).

efusing to order a blanket ban on firecrackers on Diwali, the Supreme Court has expressed displeasure over the Centre’s failure to carry out its earlier directive to give wide publicity to the ill effects of bursting of crackers, including sound and air pollution. The union government has not complied with the October 16 order, the apex court said, taking a dim view of the Centre’s inaction on the issue so far. An apex court bench of Chief Justice H.L. Dattu and Justice Arun Mishra asked the Centre and other authorities to launch a publicity campaign both in print and electronic media on the harmful effects of firecrackers during the festival season from October 31 to November 12.
The court reiterated its earlier order of 2005, prohibiting bursting of firecrackers during night hours from 10.00 p.m. to 6 a.m. “When we passed our October 16 order, we intended it to be carried out and advertisements published continuously,” the court observed as Solicitor General Ranjit Kumar told the bench that advertisements were ready and would be published before Diwali. Apparently unimpressed by the submission, the bench questioned the efficacy of such advertisements. “You publish (the advertisements)
one fine morning. When we passed that order, we intended it to be published continuously.” The court said the advertisement campaign would now begin from October 31. The apex court by its October 16 order directed the central and state governments to give wide publicity, both in print and electronic media, to the ill effects of fireworks and advise the people accordingly. That order also directed “teachers/lecturers/assistant professors/professors of schools and colleges to educate students about the ill effects of the fireworks”.
As senior counsel Abhishek Manu Singhvi, appearing for a toddler-petitioner, urged the court to direct that people should burst firecrackers at a common ground, Chief Justice Dattu said, “We can’t say that all those who want to burst firecrackers should go to Nehru Ground.” “We can’t regulate the bursting of firecrackers,” Chief Justice Dattu observed. “You are asking for an order which can’t be enforced,” Justice Mishra said as Singhvi wanted the apex court to fix some “reasonable
time limit” for bursting of firecrackers. Three toddlers — six-montholds Arjun Gopal and Aarav Bhandari and 14-month-old Zoya Rao Bhasin — moved the apex court to seek a ban on the sale and bursting of firecrackers during Dussehra and Diwali celebrations as it aggravated the already dangerous air pollution level and harmed them. Counsel told the court that lungs of the toddlers were not yet fully developed and large-scale bursting of firecrackers during Dussehra and Diwali would further aggravate the already polluted air, and would be seriously detrimental to their health. The three toddlers moved the apex court through their lawyer fathers.
Firecracker ban: legal eagles support restrictions NEW DELHI: Legal luminaries have expressed concern over the deteriorating levels of air pollution in the city. “It is an excellent plea. I wish the court grants it. I am not saying that you ban firecrackers all over the city, but don’t allow them in the middle of the city. Why can’t a few societies come together and gather at a park and burst low-smoke crackers for a fixed duration,” wondered senior counsel Harish Salve, espousing community celebration of the festival of lights. According to data furnished in parliament, some 80 people die from illnesses stemming air pollution in the capital every day. We can’t have “death and mayhem” in the name of celebrations, he said. Salve pointed to a woman lawyer suffering from asthma who said that every year she locks herself up inside her house so that she was not exposed to air which was already harmful and has the potential of further aggravating her ailment. Supporting the plea by the toddlers, senior counsel Vijay Panjwani told IANS: “It is the duty of everyone to take such steps that will help in reducing the dangerous levels air pollution has

crossed.” Panjwani, who represents the Central Pollution Control Board in the apex court, said that “smoke contains poisonous gases and particulate matters — which is dangerous to human health”. The worst-effected are elderly people or the very young ones. Other age groups are equally vulnerable but because of their stronger physique the ill effects are relatively less.
Underlining the urgency of combating air pollution on a war footing, Chandra Bhushan of the Centre for Science and Environment said that the “problem is that Delhi is suffering from acute pollution, especially during winter”. This can’t be addressed without taking steps such as reducing the number of vehicles on the roads and banning the bursting of crackers during festivals like Dussehra and Diwali.
Pointing to serious ailments that air pollution causes, Bhushan favored imposing a “pollution tax” that is justifiable under the principle of “polluter pays”. “Some of these steps would cause inconvenience to the people,” Bhushan said, adding: “People will have to cooperate if they don’t want their children and elders to suffer from diseases which have long-term ramifications.” This view found support among medical professionals. They pointed out that cumulative exposure to high levels of particulate pollution increases the risk of various respiratory and cardiovascular diseases. However, on a divergent note, senior counsel Aman Lekhi opposed a ban on firecrackers, contending this happened over only a few days and banning this would not solve the problem. Lekhi said the demand for banning the firecrackers is totally unwarranted as it is nothing but for publicity. “Firecrackers are burst only for a short duration on two, three days and their harmful effect vanishes in a day or two. Firecrackers which are an integral part of important festivals,” Lekhi said.

ven as the alleged illegal imports from China have forced the firecracker industry at Sivakasi in Tamil Nadu to cut down production, it now faces the charge of hurting religious sentiments. G. Abiruben, president of the Tamil Nadu Fireworks Manufactures Association, said district authorities had told them to respect religious feelings while producing firecrackers. “We have received a letter from the district administration to take into account the religious sentiments of the people while manufacturing the crackers,” Abiruben told IANS. The reference is to the bursting of crackers with the images of Hindu gods and goddesses printed on them. He said a reply had been sent to the administration citing a Supreme Court ruling permitting the manufacture and sale of such crackers. Sivakasi, the hub of the firecracker industry in the country, is located 535 km from Chennai in Virudhunagar district. Said Uma Ravichandran, coordinator of the Tamil Nadu chapter of the Hindu Janajagruti Samiti: “On Diwali, we pray to goddess Lakshmi and also burst crackers with her image. “The image of the goddess is torn into pieces and people stamp over it. This is not good,” Ravichandran told IANS.
Countering her, Abiruben asked what happens to newspapers and wedding invitations that carry images of Hindu gods-goddesses? “Once the newspapers or wedding invitations serve their purposes, we throw them out or use it for various purposes. Similarly is the case with the crackers that have the images of god or goddess,” Abiruben said. “Lakshmi Vedi”, “Vishnu Vedi”, “Krishna Vedi” are some of the firecrackers made in Sivakasi. Needless to say, they do carry the images of goddess Lakshmi and gods Vishnu and Krishna. Incidentally, Lakshmi
Vedi has existed for more than 50 years, and is one of the popular varieties in the market. Curiously, both Abiruben and Ravichandran do not agree to the possibility of having the pictures of Hindu gods and goddesses on the wrapper and not on individual crackers. According to Ravichandran, only a government order banning the manufacture of such crackers will be effective in protecting the religious sentiments of the people. Meanwhile, Abiruben said that firecracker manufacturers in Sivakasi were working only for three days a
week due to lack of orders — possibly due to huge illegal imports from China. “Normally factories would be running three shifts now. But production is restricted to only three days due to lack of orders,” he said. According to him, the firecracker industry in Sivakasi is pegged at around Rs.60 billion. This year, the impact of illegal Chinese imports is estimated to be in the region of around 30 percent. “Dealers are scared of placing orders fearing illegal imports from China flooding the market as Diwali nears,” Abiruben said.
NEW DELHI: As the festive season approaches, the Indian government assured people that it will continue to guard against illegal imports of firecrackers that have shot up this year in the run up to Diwali. “During 2015-16 (August to September) Directorate of Revenue Intelligence (DRI) & the Customs have seized 285 tonnes of illegal firecrackers. During whole of 2014-15, 101 million tonne was seized. Action initiated in consultation with Controller of Explosive for destruction of confiscated,” tweeted Commerce Minister Nirmala Sitharaman. The Hindu festival of lights Diwali, which falls on November 11 this year, is celebrated across India by bursting of lot of fire crackers. In September, Sitharaman said that the central government did not give go ahead for import of Chinese crackers, and asked all the state governments to take actions against illegal import of such items. Sivakasi in Tamil Nadu is the fireworks hub of India, employing more than 200,000 people both directly and indirectly.

He has taught introductory classes on Indian philosophy, (Tibetan) Buddhism, the Mahābhārata, and the Yoga-sātras, among others.

Excerpts from his recent interview: When did you first become interested in Indian philosophy? I am not sure exactly. As far as I can remember, I think it was Richard Attenborough’s movie Gandhi that sparked my interest when I watched it when I was just 7. As a teenager, I became interested in Buddhism, which appeared to me as an intriguing “middle way” between religion and philosophy,

The purpose of this workshop was to provide information to the parents of college-bound students about the college admission process. The topics covered included standardized testing, essay writing, college finance options, the complete college admission process, large universities, medium universities, small universities and colleges, community college, and private/public school differences. Over 170 students and parents attended the complimentary program. Presentations were made by senior representatives and students of Chicago State University, University of Chicago, and the University of Illinois at Chicago. Fo l l o w i n g t h e i n d i v i d u a l presentations, the panel of eight representatives answered questions from the attendees. Balaji Temple also provided information about its own $10,000 scholarship program which is available to current high school seniors entering an accredited 4-year institution in the fall of 2016. Why is it important to study old Indian texts? It seems to me that one of the dangers that we are facing today is forgetting our past by being so obsessed with the present. And there are good reasons to think that humans have learnt to be humans for so many centuries by receiving and transmitting the past. Of course, the past does not impose on us any longer, and that’s where we are lucky: we can now relate to the past without being slaves to it. Indian past is also our past, here in the US. It is obviously clearer if you are of South-Asian origins. But given that Indian Americans now form a significant part of the US population, their past is also becoming the American nation’s past. In
addition, globalization increases exchanges and dependency between the US and India: can we keep ignoring South-Asian culture when we want to strengthen our relationship with India? In fact, South-Asian culture, just like Greek and Roman cultures, belongs to humanity’s past, and it is why what it says about love, happiness, war, politics, the divine, nature, can (should) still concern us. What other classes are you teaching at the University of Chicago Graham School? I also teach classes on Western philosophy and literature in the Basic Program, a very interesting curriculum that reviews major Western texts from ancient and modern times, with no exams and specifically geared towards adult learners. It is a really a fun program, and a real treat for those interested in humanistic culture: not many universities offer such classes for adults in the US. So we are quite fortunate to have it right here in Chicago.
