Will Obamacare survive?
Donald Trump to take executive actions to start unwinding ObamaCare as he takes charge on January 20; Obama makes last-minute efforts to save it IANS, WASHINGTON
‘Don’t use military politically’
P
resident Barack Obama visited the Congress this week to ask Democratic legislators to remain firm against Republican efforts to repeal the Affordable Care Act (ACA) health reform. As Obama was meeting with Democratic lawmakers, Vice President-elect Mike Pence held a meeting with Republican legislators, also at the Capitol, to make clear to them that the first act of the newly-installed Congress must be “to repeal and replace Obamacare”, as the health care reform is popularly known, Efe news reported. Repealing the 2010 ACA has long been a goal of Republicans, who have passed several bills gutting the law only to see Obama veto those measures. Once a Republican is in the White House, there will be little to stop the Republican from scrapping the ACA, though Trump has said he would like to retain some features of the programme, such as the ban on health insurers’ denying coverage for pre-existing conditions. Despite the insistence of reporters, Obama made no remarks upon leaving the Capitol and simply issued a curt message to Democrats to “Look out for the American people”. At his daily press conference,
WASHINGTON: President Barack Obama warned that the US military should be used to protect the country’s security and not to respond to political motivations, an apparent message directed at his successor, President-elect Donald Trump. Obama made these remarks during his farewell speech to the Armed Forces at the Myer-Henderson Hall military base in Arlington, Virginia, Efe news reported. “One of the greatest tasks before our Armed Forces is to retain the

White House spokesman Josh Earnest said that Obama spoke with lawmakers about the tangible effects that would ensue if Obamacare is dismantled, including the impact on the approximately 22 million Americans who have acquired health care coverage thanks to the law. Earnest said that repealing Obamacare will not be an “improvement,” noting that Obama himself has acknowledged that the law is
IN BRIEF
Trump on Russia hacking allegations WASHINGTON: US President-elect Donald Trump has quoted WikiLeaks founder Julian Assange to voice new doubt about the findings by US intelligence agencies that Russia has intervened in the 2016 presidential election. “Julian Assange said ‘a 14 year old could have hacked (John) Podesta’ - why was DNC so careless? Also said Russians did not give him the info!” Trump said on
Twitter, referring to the Democratic National Committee (DNC), Xinhua news agency reported. Emails of Podesta, the 2016 Democratic presidential candidate Hillary Clinton’s campaign manager, were released by WikiLeaks during the campaign. US intelligence had concluded that the hack and release of Hillary Clinton staff emails was ordered by the Kremlin.
China calls for dialogue with the US BEIJING: China has asked the United States to resolve possible bilateral trade disputes between the two countries through negotiations, while stressing that strong economic ties will benefit both. The comments by Chinese Foreign Ministry spokesperson Geng Shuang follows the appointment of lawyer Robert Lighthize, known for being critical of China, as the chief trade negotiator in Donald Trump’s administration.
“The nature of China-US relations in trade has mutual benefits and it has been proven over years of development that both countries’ interests have become highly intertwined,” Efe news agency quoted Geng as saying at a press briefing. “As for the problems that might arise in the process of economic cooperation and trade, we should pursue a proper approach to resolve them,” added Geng.
not perfect but he has never found any willingness among Republican lawmakers to try and correct or amend its weaker points. Obama also advised Democrats on Wednesday to refuse to “rescue” Republicans by helping them approve measures to replace Obamacare, according to information from several of those present at the closed-door meeting. After meeting with the president, top Democratic congression-
al leaders held a press conference to denounce the Republicans for having no concrete plan to replace Obamacare, a line taken also by the White House. Democratic Senate Minority Leader Chuck Schumer said that the result of repealing Obamacare will be to make the country “sick” again, not make it great again, paraphrasing Trump’s campaign slogan. The new Congress was inaugurated on Tuesday, with Republicans holding majorities in both chambers and launching an initiative to allow the health care law to be repealed in the Senate with just 50 votes in favour, rather than the 60 that would normally be neces-
high confidence that the American people rightly place in you. This is a responsibility not simply for those of you in uniform, but for those who lead you. It’s the responsibility of our entire nation,” said Obama before dozens of soldiers and members of Congress. He made reference to the values that must guide the future of the Army, but he did not mention the name of Trump, who on January 20 will become commander-in-chief of the US Armed Forces.
sary in a case like this. That initiative also instructs congressional committees to have a bill ready to repeal Obamacare before January 27. At a press conference with Pence and other Republican leaders, House Speaker Paul Ryan emphasized that, once Obamacare has been repealed, lawmakers must guarantee that there is a “stable transition” to a new health care system with more options and more freedom. Ryan said the law promulgated in 2010 - which obliges people to purchase health insurance and is considered to be Obama’s greatest legislative achievement - had failed.
US can’t afford ‘Twitter presidency’ IANS, WASHINGTON
D
emocratic leader in the Senate Chuck Schumer has slammed Presidentelect Donald Trump for his twitter habit, claiming the US cannot afford “Twitter presidency” on the first day of the 115th session of the Congress. “’Making America Great Again’ requires more than 140 characters per issue,” Xinhua news agency quoted Schumer as saying in his first speech as the Senate minority leader. “With all due respect, America cannot afford a Twitter presidency. We have real challenges and we need to get real things done.” Schumer warned the incoming President will fail if he sticks with a “Twitter presidency”. “Many Americans are afraid, Mr. President-elect, that instead of rolling up your sleeves and forging serious policies... for you, Twitter suffices,” he told the Senate chamber. “There’s nothing wrong with
using Twitter to speak to the American people,” Schumer said. “It’s a good use of modern media. But these issues are complex and demand both careful consideration and action. We cannot tweet them away.” “If Trump lets the hard-right members of the Congress and his cabinet run the show, if he attempts
to adopt their time-worn policies which benefit the elites, the special interests, corporate America -- not the working man and woman -- his presidency will not succeed,” Schumer said. “Maybe not in the first 90 days, but certainly not in the first two years.” The Democrat said Trump’s tweet “bragging” about the 800 jobs he saved at the Carrier plant in Indiana “doesn’t solve the underlying problem”. “While it’s good the 800 jobs were saved... even at Carrier, 1,300 jobs are still leaving, hundreds more at the nearby Rexnord plant that are going overseas, and most importantly, thousands more each month leave our shores from every part of America,” Schumer said. Democrats are “going to hold the President-elect accountable for a real policy to stop jobs from leaving the country”, Schumer said, adding that his party will work with Trump and Republicans to create more jobs and improve the country’s transportation systems.

Opposition demands budget after elections
IANS, NEW DELHI
U
ttar Pradesh, Uttarakhand, Punjab, Manipur and Goa will elect new governments in staggered polls from February 4 to March 8 in the biggest popularity test since the Lok Sabha polls of 2014. The results from all the states will be known on March 11, Chief Election Commissioner Nasim Zaidi said on Wednesday while unveiling a slew of new election-related rules. Almost all the main parties in the fray — the Bharatiya Janata Party (BJP), Congress, Bahujan Samaj Party (BSP) and the Aam Aadmi Party (AAP) — welcomed the much-awaited election schedule. The elections will also test the popularity of Prime Minister Narendra Modi’s demonetization move of banning 500 and 1,000 rupee notes that has triggered an unprecedented cash crunch. The over month-long exercise will involve 160 million voters sprad over 690 assembly seats, 403 of them alone in Uttar Pradesh, where an election victory will be crucial to the BJP ahead of the 2019 general elections. Zaidi said the Model Code of Conduct would come into effect immediately and would be applicable to all candidates, political parties, concerned state governments as well as the central government vis-avis the five states. While polling in Goa, the smallest state, and Punjab will take place on February 4, Uttarakhand will vote on February 15 and Manipur

No clear winner in UP ‘cycle’ race yet LUCKNOW: Samajwadi Party supremo Mulayam Singh Yadav on Thursday left for New Delhi to again stake his claim on the party symbol, the ‘cycle’. He was accompanied by his brother Shivpal Yadav. Close aides said Mulayam Singh would give a sworn affidavit to the Election Commission buttress his claim vis-a-vis his leadership of the party. The Election Commission has
in two phases on March 4 and 8. Uttar Pradesh, the country’s most populous state, will go to the polls in seven phases: February 11 (73 seats), 15 (67 seats), 19 (69 seats), 23 (53 seats) and 27 (52 seats) and March 4 (49 seats) and 8 (40 seats). Goa has 40 seats, Punjab 117,
served notices to both the Mulayam Singh and Akhilesh Yadav factions to provide supporting documents and evidence in their favor for claiming the party symbol. Meanwhile, Uttar Pradesh Chief Minister Akhilesh Yadav, who has rebelled against his father, has called a meeting of party legislators here. The poll panel has reportedly given both sides time till January 9.
Manipur 60 and Uttarakhand has 70 seats. All eyes will be on Uttar Pradesh, where the BJP is determined to take power by ousting the ruling Samajwadi Party -- now in the throes of a huge crisis -- and beating back a strong challenge from the BSP. While the BJP rules
Chief Election Commissioner Nasim Zaidi on Wednesday said any question about a possible freeze on the Samajwadi Party’s election symbol ‘cycle’ was “hypothetical” and the poll panel would examine the matter before taking any decision.
Goa, it is a junior ally to the Shiromani Akali Dal-led government in Punjab. The Congress governs Uttarakhand and Manipur. The AAP, the country’s youngest political outfit and which rules Delhi, will contest for the first time in Punjab and Goa.
NEW DELHI: Several opposition parties on Thursday approached the Election Commission seeking the Union Budget be deferred after March 8, until the assembly polls got over in five states. The Union Budget is scheduled for February 1, while the staggered polls in the five states are scheduled between February 4 and March 8. A delegation of opposition parties comprising of the Congress, Trinamool Congress, Janata Dal-United, Samajwadi Party, Bahujan Samaj Party, Rashtriya Janata Dal and the DMK met CEC Nasim Zaidi and demanded that the Union Budget be presented only after March 8.
“We are committed to conducting the elections in a free and fair manner,” Zaidi said. The Election Commission would also check the “misuse of black money and liquor”. The poll panel also set the maximum limit for poll expenses for each candidate in Uttar Pradesh, Punjab and Uttarakhand at Rs 2.8 million, while in Goa and Manipur it is Rs 2 million. TV channels owned by political parties or candidates will be monitored and the Press Council of India will help the panel in detecting paid news. “Candidates will be required to open accounts in their banks and money more than the said amount will be removed from the account,” said Zaidi.

NEW DELHI: General Bipin Rawat, the Indian Army’s new chief, on Sunday said that the nation wants peace and tranquillity but if necessary “will not hesitate to use force”. “Our country and our army wants peace and tranquillity but this does not mean we are weak. olice arrested 27 suspected members of the Islamic State terrorist organization in the Turkish province of Izmir on Wednesday for their alleged links to the New Year attack on Istanbul’s Reina nightclub. According to local newspaper Hurriyet, the detainees include several children and belong to three families from Central Asia. They allegedly lived with the attacker in central Turkey and had fled their homes after the attack. The anti-terrorist unit carried out a raid on four houses in Izmir, and according to security services, the operation is still ongoing, reports Efe. Also arrested were 16 people in Istanbul and Konya in central Turkey between January 1 and 3 for their alleged involvement in the attack, which killed 39 and wounded 65. Earlier in September, the National Assembly passed the bill, paving the way for the adoption of a comprehensive family law for Hindus living in Pakistan. The bill will enable the Hindu community members to get their marriages registered and to appeal in courts of law in cases of separation, Dawn reported.
Pakistan cracks down on clerics
LAHORE: Over 100 clerics were arrested in Punjab province on Wednesday for attempting to hold a rally in Lahore to “celebrate” the sixth anniversary of the assassination of the then Punjab Governor Salmaan Taseer. Taseer, Governor of Punjab and an outspoken advocate for reform of the blasphemy laws, was showered with bullets by his own bodyguard Mumtaz Qadri. Demonstrators belonging to the various Sunni groups planned the rally. The clerics were given a goahead to hold a rally on Mall Road but not in Gulberg in Lahore.

After the bill was registered in Legislative-Parliament Secretariat, a case was filed in the Supreme Court challenging that move as “anti-constitutional”. A division bench of Chief Justice Sushila Karki and Justice Ishwor Prasad Khatiwada gave its ruling on it on Monday. Nepal’s main opposition Communist Party of Nepal-Unified Marxist-Leninist — CPN-UML — has been obstructing the house proceedings for over a month against the bill’s registration.

n Indian chief executive of a forex trading company in Dubai who promised to double investors’ money was arrested for suspected fraud, authorities said. Sydney Lemos, 36, from Goa was the owner of Exential, a forex trading company here and was behind the failed Dh50 million ($13.6 million) foreign exchange scheme, the National daily reported. His company was closed by the Department for Economic Development in July last year. The daily said his clients lost
money after his firm failed to pay out after promising 100 per cent returns on a Dh91,800 ($25,000) investment. Legal experts issued
new warnings to potential investors after Lemos circulated an email encouraging new investment in an “advisory service”, trading
under the Exential banner. Lemos was arrested on December 21, said a spokesman for Carlton Huxley, British fraud investigation specialists who were working with a law firm to recover funds. “We are working with various authorities both inside and outside Dubai, and looking at the alleged laundering of more than Dh50 million by one individual,” the daily quoted a Carlton Huxley spokesman as saying. Exential has earlier claimed that delays in processing investors’ funds were due to anti-money laundering and compliance investigations in Australia, according to the report.

Dhoni sets ground for Kohli? Thirty-five-year old Mahendra Singh Dhoni steps down as the skipper of India’s One-Day International (ODI) and T20 International sides, ending a trophy-filled era IANS, NEW DELHI
Ex-BCCI chief Thakur, shooter Narang hails Dhoni
T
alismanic Mahendra Singh Dhoni stumped every cricket fan this week when he informed the Board of Control for Cricket in India (BCCI) that he is stepping down as the skipper of India’s OneDay International (ODI) and T20 International sides, ending a trophy-filled era. The 35-year-old had already retired from Test cricket in December 2014 but continued to lead the national team in the shorter formats of the game. Dhoni, who had led India to the International Cricket Council (ICC) World T20 title in 2007, to the World Cup victory in 2011 and lifted the Champions Trophy in 2013 also took India to the zenith of the Test rankings during his tenure. He is the only captain in world cricket to win each of the ICC trophies. The Ranchi wicketkeeper-batsman will, however, be available for selection for the three ODIs and T20Is against England, starting January 15, the BCCI informed. “Mahendra Singh Dhoni has informed the BCCI, that he wishes to step down as the captain of the Indian Cricket Team from the One Day Internationals and the T20 Internationals formats of the game,” a statement from the board read. “He will be available for the selection for the One Day and T20I series against England and the same has been conveyed to the Senior Selection Committee.” The BCCI’s senior selection committee will meet on Friday to
Sahara deal with Hockey India on NEW DELHI: The Sahara Group has renewed its association with Hockey India (HI) by signing a sponsorship deal extending till 2021.Under the new agreement, the country's men's and women's hockey teams at both junior and senior levels will benefit from the company's support till 2021, aimed at propping India's preparations for the 2020 Tokyo Olympics. Sahara India Pariwar has been associated with Indian hockey since 1995 and with this new agreement will be the national teams' Major Partner until 2021. This comes as a major shot in the arm for the sport which is vying to etch greater results in the lead up to Tokyo Olympics.
NEW DELHI: Mahendra Singh Dhoni was hailed as “one of the finest leaders” by former BCCI president Anurag Thakur. “Hey @msdhoni yuv been one of the finest leaders of Indian Cricket @BCCI, led the team to great heights & inspired so many across countries!,” Thakur wrote on Twitter. Thakur was joined by noted cricket commentator Harsha Bhogle and 2012 Olympic bronze medal-winning shooter Gagan Narang in highlighting Dhoni’s achievements as India captain. “I congratulate @msdhoni on an illustrious career as Capt who led #TeamIndia to memorable victories in T20WorldCup 2007 & 2011 @ICC WorldCup!,” Thakur added.
Although the next captain was not announced, Virat Kohli, currently captaining the Test team, is the likely front-runner to replace Dhoni.
select the team for the limited overs series against England. Commenting on the development, BCCI Chief Executive Officer (CEO) Rahul Johri said: “On behalf of every Indian cricket fan and the BCCI, I would like to thank M.S. Dhoni for his outstanding contribution as the captain of the Indian team across all formats.” “Under his leadership, Indian team has touched new heights and his achievements will remain etched
forever in the annals of Indian cricket,” he added. Dhoni, who had captained India to 110 wins from 199 ODIs and 41 wins from 72 T20Is, made his international debut in 2004. He immediately stamped his authority at the international stage when he smashed 148 in only his fifth match, against a Pakistan attack that didn’t know what had hit them. He quickly rose up the ranks in
Indian cricket to take the reins of the national T20I side in 2007, before becoming the ODI captain after Rahul Dravid relinquished the post. He eventually ascended to fulltime Test captaincy once the then Indian captain and current India coach Anil Kumble retired. Dhoni’s biggest triumph was winning the World Cup in 2011, which India won after 28 years owing to his exemplary batting display in the final and calm and methodical leadership, despite the added pressure of playing at home. He also led the side to the final of the 2014 World T20 in Bangladesh, in which India lost to Sri Lanka. Dhoni successfully led India to the
Bhogle said: “World T20, World Cup, Champions Trophy, Test No 1, IPL titles, Champions League titles. Everything in the game. #Dhoni.” Narang wrote: “3 ICC titles and some glorious highs. Captain @msdhoni thank you for the memories! Wish you finish on a sparkling note.”
2015 World Cup semi-final, where they lost to hosts and eventual champions Australia, effectively ending India’s 11-match winning streak in the World Cups. During the course of the tournament, he also became the first Indian captain and third overall to win 100 ODI matches. In 2016, Dhoni led India to the Asia Cup T20 title by beating hosts Bangladesh in the final and also guided the side to the semi-finals of the World T20, where hosts India lost to the eventual champions — the West Indies. Although the next captain was not announced, Virat Kohli, currently captaining the Test team, is the likely front-runner to replace Dhoni.

former players should administer the BCCI. “BCCI has got very good bench strength to take up the bigger roles and one name that comes to my mind is Sourav Ganguly,” Gavaskar was quoted as saying by NDTV news channel. “Remember, in 1999-2000 when Indian cricket was gripped by the match-fixing saga, Ganguly was given the Indian team captaincy and he turned it around,” the diminutive former opener added.

Indian diplomacy: Highs and lows While certain initiatives became the major highlights of the Indian diplomacy in 2016, few developments led to soured relations with neighbors AROONIM BHUYAN, NEW DELHI
I
f signing of the trilateral agreement on developing the Chabahar port in Iran, the civil nuclear deal with Japan and the Logistics Exchange Memorandum of Agreement (Lemoa) with the US marked the major highlights of Indian diplomacy in 2016, deteriorating relations with Pakistan and China stalling India’s membership of the Nuclear Suppliers Group (NSG) are the negatives. With two major cross-border terror attacks from Pakistan and the Islamic State’s attacks in Europe, the fight against terrorism figured majorly in India’s diplomatic initiatives. Prime Minister Narendra Modi visited Brussels in March fresh after bombs ripped through the Belgian capital’s airport and a Metro station, claiming dozens of lives, including that of an Indian techie, and injuring an Indian air carrier’s staffer. Modi’s visit to Brussels also marked the resumption of summitlevel talks with the European Union after a gap of four years following the case of two Italian marines being charged with the killing of Indian fishermen off the coast of Kerala. Though India managed to draw the support of Switzerland, Mexico and South Africa for its membership of the NSG during Modi’s visits in June and July, China stalled New Delhi’s bid on the ground that for a country to be a member of the 48-member bloc, it has to be a signatory to the nuclear Non-

Proliferation Treaty (NPT). Despite two rounds of discussions between India’s Joint Secretary (Disarmament) and the Chinese Director General leading the NSG talks, Beijing continued to block New Delhi’s membership bid. This, when India and Japan signed a historic civilian nuclear deal during the Prime Minister’s visit to Tokyo for the annual bilateral summit. Japan being an active player in the civil nuclear market, the agreement will help major companies like GE and Westinghouse of the US in setting up nuclear plants in India. Though China said the test firing of the Agni V

intercontinental ballistic missile earlier this month should help the strategic balance in South Asia, Beijing’s blocking of New Delhi’s NSG membership should be seen in the China-Pakistan Economic Corridor (CPEC) perspective. India has raised concerns over the CPEC that passes through Pakistan-adminsitered Kashmir (PoK) ending at the newly-developed Gwadar port in southwest Pakistan. Against this, what can be seen as a major boost to New Delhi’s Act East Policy is its strengthening of ties with Myanmar that has newly acquired democracy. After Nobel peace
laureate Aung San Suu Kyi’s National League for Democracy (NLD) assumed power in March, External Affairs Minister Sushma Swaraj visited Nai Pyi Taw in August which was followed by a visit to New Delhi by Myanmarese President U Htin Kyaw within a week. India’s relationship with Southeast Asia was further emphasized with Modi’s visit to Vietnam in September during which the bilateral relationship was elevated from “Strategic Partnership” to “Comprehensive Strategic Partnership”. India also offered a $500-million defense credit line, part of which will be used for the construction of
offshore patrol boats by Larsen & Toubro. This came in the wake of the an international arbitration tribunal at the Permanent Court of Arbitration (PCA) in the Hague ruling in July that China violated the Philippines’ rights in the South China Sea, one of the world’s busiest commercial shipping routes. On the western front, India’s ties with Pakistan dipped to a new low with two major cross-border terror attacks at an Indian Air Force Base in Pathankot in Punjab in January and at an Indian Army base at Uri in Jammu and Kashmir in September. A peace initiative that was launched by Sushma Swaraj’s visit to Islamabad in December 2015 and Modi’s visit to Lahore on Christmas Day the same year was thrown completely off the tracks. But New Delhi gained significant upper ground when it signed a trilateral agreement with Kabul and Tehran for developing the Chabahar port in Iran, boosting connectivity with Central Asia. Modi visited Iran in May after inaugurating a redeveloped mega dam in Afghanistan signifying India’s Neighborhood First policy with its western neighbor. In December last year, Modi and Afghan President Ashraf Ghani jointly inaugurated a new building of the Afghanistan parliament that was built with Indian aid. On the multilateral front, India hosted the annual BRICS (Brazil, Russia, China, South Africa) Summit in its role as the chairman.

All eyes on Trump, Brexit in New Year
In the global sphere, some notable events will have a strong bearing on how things evolve AMIT KAPOOR, NEW DELHI
T
here has been much debate on how the world will be in 2017. Several trends are visible and some planned and unplanned events are likely to come up along the way that will shape the New Year and beyond. In the international sphere, some notable trends and events will have a strong bearing on how things evolve. The first of these is the Trump presidency and what it means for geopolitics and the American and Chinese economies in the wake of technological disruption and job losses. Donald Trump promises to be unpredictable and it will be interesting to see how his presidency shapes the world order. Already there are signs that he will have a greatly altered approach to the Middle East (evident from his state-
ments on Israel and Iran). His approach to Russia and China will bear watching. The US relationship with Russia is expected to alter significantly in the years to come. But most interesting will be the US relationship with China as Trump had promised in the run-up to the elections “to make America great again”. China is already seeing a replacement of manual manufacturing jobs with robots as the wage differential gets reduced between
investments away from emerging markets to the US. The second is Brexit and the idea of Europe. The referendum in 2016 saw the crumbling of the idea of Europe as it is known today. How this shapes up will have considerable bearing on how other
Several trends are visible and some planned and unplanned events are likely to come up along the way that will shape the New Year and beyond China and the West. Finally, the Federal Reserve, during the Trump presidency, is likely to see a tightening stance in 2017 which will have an impact on flows of portfolio
countries believe in the idea. France’s presidential election becomes important in this context, especially in terms of the rise of far right parties. Many countries and
their leaders, right from the early 1950s, had invested significant social, political and economic capital to make Europe what it is today. Then came the idea of the monetary union in the 1990s. Disruption of the sort witnessed after the Brexit referendum shows how difficult it is to understand and gauge popular sentiment. The third important trend to watch out for is the movement of oil prices and their
impact on oil producers and consumers. In the past few years, oil has been trading at historic low levels and the price of a barrel at one point dropped to $30 (bouncing back to roughly $60 now). In 2016, towards the end, OPEC and the non-OPEC members signed two separate deals which seek to limit production and thus increase the price of oil. Another meeting of OPEC members is scheduled in May.
Few things India can look forward to in 2017 MUKTA PATIL, NEW DELHI
A
n increased focus on renewable energy, more reliable power supply to villages, growing spread of Aadhaar — the national identification system. Those, according to IndiaSpend, are the few things India can look forward to in 2017. 1. Increasing energy capacity and the push for renewables What we said: Renewable energy installations would get a push in 2016, that would balance the country’s reliance on coal. What happened: India said it would install 16 GW of renewable energy this year, with the aim of reaching 175 GW by 2022. It had installed no more than 3.9 GW as of November 2016, according to a progress report by the Ministry of New and Renewable Energy. What to look forward to: Solar energy installations in India have been rising steadily since 2010, except for a dip in 2012-13. The government hopes to install 100 GW solar energy capacity by 2022
Renewable energy, power supply to villages, growing spread of Aadhaar are the few things India can look forward to in New Year.
(57 per cent of the renewable energy goal of 175 GW), according to the 2015-16 annual report of the Ministry of New and Renewable Energy. 2. Rural electrification moving ahead but power supply suspect What we said: Up to 98.1 per cent of all villages were electrified by June 2016, according to the Central Electricity Authority.
What happened: Prime Minister Narendra Modi, during his Independence Day speech on August 15, 2015, announced that all un-electrified villages in the country (18,452) would have power within 1,000 days, or by May 1, 2018. Only 10 per cent rural households need to have power for a village to be considered electrified, and
quality of electricity is suspect even then. What to look forward to: Grid connected villages could possibly be electrified by the end of 2018. However, it remains to be seen how many households will actually have access to reliable electricity, given that several states such as Bihar, Assam and Uttar Pradesh still report that over
60 per cent of their rural households are without electricity. 3. Aadhaar focus to shift to North East What we said: Aadhaar enrolments were likely to cross one billion in 2016. What happened: Aadhaar enrolments crossed the one-billion mark in April. The number of enrolments had reached 1.095 billion by December 2016, with 73.4 per cent of Aadhaar holders over the age of 18 while 22.75 per cent between the ages of five and 18. What to look forward to: Less than 75 per cent of people in Bihar, Manipur, Jammu and Kashmir, Arunachal Pradesh, Nagaland, Mizoram, Meghalaya and Assam had Aadhaar cards as of December 15, 2016, according to data from Unique Identity Authority of India (UIDAI). These regions, especially the northeastern states, might be the focus of the programme in 2017, as no more than 9 per cent of Meghalaya’s people and 6 per cent of Assam’s have Aadhaar cards.

ritney Spears is dead by accident!” Fortunately, it was just a hoax and the ‘Toxic’ star is still alive. But not all musicians were as ‘Lucky’ as the star. If it was ‘Last Christmas’ for George Michael, Prince made the rain gods pour ‘Purple rain’ when they breathed their last this year. It was time for merry making, believing in Santa Claus and hanging lights and gifts on Christmas trees. But the festive mood got switched off when the news of the legendary singer-songwriter George Michael’s death broke on Christmas Day. The Grammy winner was 53. The British pop icon, who sold tens of millions of albums as a member of the Wham! duo and on his own, was found dead at his home in Oxfordshire, England, by his boyfriend Fadi Fawaz. Police described the death as “unexplained but not suspicious”. While the tributes are still pouring in for the “Father figure” hitmaker, the year gone by has been widely tagged as “a curse” as many musicians bid their final adieu. 2016 began with rock legend David Bowie’s death on January 10. The record was released two days before Bowie died. A week after his death, Mott The Hoople drummer Dale Griffin died at the age of 67. He was a founding member of the group, best known for songs including ‘All the young dudes’, which was penned by Bowie. Griffin died peacefully in his

Parameshwara and Samajwadi Party leader Abu Azmi for allegedly making sexist comments regarding the molestation of women by a mob here on New Year’s Eve. NCW Chief Lalitha Kumaramangalam said while notices were issued to Parameshwara and Azmi, a letter was sent to the Karnataka government to know about the action taken in the molestation case.

Here’s a look at the purported cream of the crop: ‘OK Jaanu’: Shaad Ali, as we all know by now, is at his best while remaking his mentor Mani Ratnam’s films. Remember Saathiya? So let’s see what Shaad has done to Mani’s Tamil film OK Kadhal Kalmani. Emotions do affect brain’s creative network: Study Emotional expressions affect the brain’s creativity network, says a new study, adding that happy and sad music evoke different neural patterns in the brain IANS, NEW YORK
E
motional expression affects the brain’s creativity network, says a new brain-scanning study of jazz pianists, adding that “happy” and “sad” music evoked different neural patterns in their brains. The workings of neural circuits associated with creativity are significantly altered when artists are actively attempting to express emotions, the researchers report. “The bottom line is that emotion matters. It can’t just be a binary situation in which your brain is one way when you’re being creative and another way when you’re not,” said senior author Charles Limb from University of California-San Francisco. “Instead, there are greater and lesser degrees of creative states, and different versions. And emotion plays a crucially important role in
these differences,” he explained. The team focused in a brain region known as the dorsolateral prefrontal cortex (DLPFC), which is involved in planning and moni-
Early sex puts teenagers at high infection risk SEOUL: Teenagers who experience their first sexual intercourse at an early age run a greater risk of contracting sexually transmitted infections (STIs) which includes diseases such as gonorrhea, syphilis, chlamydia, HIV or other infection, warns a study. Sexually transmitted infections are major causes of medical and psychological problems globally. “Our study suggests that it is important to consider the time period of first sexual intercourse and to reinforce a monitoring system along with the development of other preventive strategies,” the study said.
For the study, the researchers from Yonsei University in Seoul used data from a Korean national survey of youth risk behaviors that is conducted annually by the Korean Centers for Disease Control and Prevention. Responses of 22,381 adolescents with sexual intercourse experience were included for the analysis. Approximately 7.4 percent of boys and 7.5 percent of girls reported having STI. Both boys and girls, the chance of experiencing STIs increased as the age of first sexual intercourse decreased.
toring behavior. The researchers found that DLPFC deactivation was significantly greater when the jazz musicians improvised melodies intend-
ed to convey the emotion expressed in a “positive” image (a photograph of a woman smiling) than a “negative” image (same woman in mildly distressed state).
On the other hand, improvisations targeted at expressing the emotion in the negative image were associated with greater activation of the brain’s reward regions. “This indicates there may be different mechanisms for why it’s pleasurable to create happy versus sad music,” added first study author Malinda McPherson. For each musician, any brain activity data generated during these passive viewing periods, including emotional responses, were subtracted from that elicited during their musical performances. This allowed the researchers to determine which components of brain activity in emotional regions were strongly associated with creating the improvisations. Moreover, the research team avoided biasing the musicians’ performances with words like “sad” or “happy” when instructing the musicians before the experiments.

Celebrities marketing unhealthy food: Study Celebrity food endorsements promote higher product preference, and exposure to any kind of food advertising is linked to “excessive consumption, researchers warn IANS, NEW YORK
A
vast majority of the food and beverage products endorsed by some of the most popular celebrities in the US are unhealthy, finds a new study. The findings showed that advertisements on fast foods, sweets as well as non-alcoholic beverages like soda and other sugary drinks, were the second-largest in the endorsement category, comprising 18 per cent of endorsements and frequently targetted children and adolescents as the audience. Celebrity food endorsements promote higher product preference, and exposure to any kind of food advertising is linked to “excessive consumption, the researchers warned. “Research has already shown that food advertising leads to overeating and the food industry spends $1 billion per year marketing to youth alone,” lead author Marie Bragg, assistant professor at the New York University (NYU).
Full-calorie soft drinks were the most commonly endorsed in the category. Of 69 beverages endorsed, 49 or 71 per cent were sugar-sweetened. Twenty-one out of 26 food products — or 81 percent — were deemed as “nutrient poor”. In contrast, water-related endorsements appeared only thrice. Also, none of the stars were found endorsing fruits, vegetables or whole grains. Such advertisements have led to an alarming rise in childhood and teenage obesity, the researchers rued in the paper published in the journal Pediatrics. The study used a rigorous nutritional analysis to evaluate the health quotient of food and drinks marketed by music stars, reviewing dozens of advertisements that were disseminated over a 14-year period. “Because of our childhood and teenage obesity public health crises, it is important to raise awareness about how companies are using celebrities popular with these audiences to market their unhealthy products,” added Bragg.
New treatment shows promise against aggressive anal cancer IANS, NEW YORK
R
esearchers have identified a promising new antibody that can help patients with aggressive and metastatic anal cancer. The findings, of the first clinical trial for metastatic patients, showed that the treatment with antibody nivolumab — one of the drugs represented among the growing arsenal of immunotherapy therapies — may help a majority of patients with squamous cell carcinoma of the anal canal (SCCA). Metastatic SCCA, a cancer often associated with human papillomavirus (HPV) infection, is normally treated with chemotherapy. However, treatment with nivolumab freed the immune system to attack cancer by disrupting a brake that halts immune response and showed significant response in
70 per cent of patients in the study. “Although a rare malignancy, the incidence is on the rise and has a strong association with the Human papillomavirus (HPV) virus,” said Cathy Eng, professor at University of Texas MD Anderson Cancer Centre. Nivolumab was found to unleash an immune system attack on cancer by blocking the activation of a protein called PD-1 on T cells, white blood cells, viruses or bacteria that have specific targets. PD-1 — turned on by a ligand called PD-L1 often found on cancer cells — acts as a brake, or checkpoint, to shut down activated T cells. According to the American Cancer Society, more than 8,000 people will be diagnosed with anal cancer in the US in 2016 and more than 1,000 people will die from the disease.
The New York University study finds 81 percent food products as ‘nutrient poor’
“As the popularity of celebrities among adolescents makes them uniquely poised to serve as positive role models, they ought to endorse healthy products and aid in exacerbating the society’s struggle with obesity,” added Alysa N. Miller from NYU.

“This study suggests that there are processes that may occur outside of conscious awareness to make it easier to stay committed to one’s partner,” she noted. For the study, the team designed two studies. In the first study, the researchers told participants that they would be working with a very attractive person - who is either romantically unavailable or single. They were shown the imaginary person’s face with its 10 morphed images and asked to pick the image that matched the original. The results shows that they consistently picked images morphed toward unattractiveness. In the second study, the participants provided more information about their own romantic situations and the team described the imaginary person as single, and therefore, available. Participants in relationships who thought the person was interested in dating found that person less attractive than individuals who were single.
Dry them well: Do not put the bag away as soon as you come from outside. Keep the bag under the ceiling fan for a few hours to air them out. No heat: Direct sunlight, extreme temperatures can all adversely affect your leather pieces. Never leave your bag to dry near a heater or in direct sunlight! Polish them well: Never compromise with the quality of the leather polish as it not only safeguards the bag from moisture, but also restores the balance of natural oils. Moreover, it also enhances the leather’s natural shine and extends the life of the bag. Store them right: Before storing the bag for next use, stuff it with newspaper to retain its shape and prevent it from folding or creasing.

F Dietary copper could help you burn fat naturally NEW YORK: Further burnishing copper’s reputation as an essential nutrient for human health, researchers have found the metal plays a key role in metabolizing fat. “We find that copper is essential for breaking down fat cells so that they can be used for energy,” said lead researcher Chris Chang from University of California — Berkeley. “It acts as a regulator. The more copper there is, the more the fat is broken down,” Chang noted. The nutrient is plentiful in foods such as oysters and other shellfish, leafy greens, mushrooms, seeds, nuts and beans. “We think it would be worthwhile to study whether a
deficiency in this nutrient could be linked to obesity and obesity-related diseases,” Chang said. “Copper is not something the body can make, so we need to get it through our diet,” he pointed out. But the researchers caution against ingesting copper supplements as a result of these study results. Too much copper can lead to imbalances with other essential minerals, including zinc. An adult’s estimated average dietary requirement for copper is 700 micrograms per day, according to Food and Nutrition Board, Institute of Medicine, National Academies of Sciences in the US.
actors such as whether you are alone or with friends can affect how wisely you reason, says a study that suggests that our level of wisdom varies depending on the situation. The study defines wise reasoning as a combination of such abilities as intellectual humility, consideration of others’ perspective and looking for compromise. “This research does not dismiss that there is a personality component to wisdom, but that’s not the whole picture,” said lead author of the study Igor Grossmann, Professor at the University of Waterloo in Canada. “Situations in daily life affect our personality and ability to reason wisely,” Grossmann said. The observation that wise reasoning varies dramatically across situations in daily life suggests that while it fluctuates, wisdom may not be as rare as we think. Further, for different individuals, only certain situations may promote this quality. “There are many examples where people known for their critical acumen or expertise in ethics
seem to fall prey to lack of such acumen or morals. The present findings suggest that those examples are not an anomaly,” Grossmann said. The study was published in the journal Social Psychological and Personality Science. “We cannot always be at the top of our game in terms of wisdomrelated tendencies, and it can be dangerous to generalize based on whether people show wisdom in their personal life or when teaching
others in the classroom,” Grossmann noted. By examining conditions and situations under which people may or may not show wisdom in their lives, researchers and practitioners may learn more about situations promoting wisdom in daily life and recreating those situations. For the next stage of this work, Grossmann and his team are preparing a tool to assess wisdom according to the situation.

Urvashi Rautela sizzles in ‘Kaabil’
BY A STAFF WRITER EW YORK, NY -- The makers of Hrithik Roshan-Yami Gautam starrer ‘Kaabil’ have released the teaser of their film’s new song ‘Haseeno Ka Deewana’ featuring talented actor Urvashi Raatela. The recreated version of the lilting song from the 1981 movie ‘Yaarana’ is the latest entrant in the Bollywood Chartbusters. The original version of the song, which is titled as ‘Sara zamana, haseeno ka deewana’ was picturised on megastar Amitabh Bachchan and sung by legendary Kishore Kumar. Well, the combination of Rajesh Roshan’s music, Ahmed Khan’s choreography and Urvashi Rautela’s sizzling moves make up success formula of ‘Kaabil’. In most dance numbers, one sees actress performing her moves with dancers in the background but this time round, the team of ‘Kaabil’ has stepped into an entire new concept. With just Urvashi setting the stage on fire, there are absolutely no dancers in the background, leaving you no option but to focus on her sizzling moves. Choreographer Khan says: “We had around 100 odd dancers and 200 junior artists in the song and decided to use them to add

energy and cheering to the song rather than dance behind the artist. “Generally, there is one principal artist with dancers behind him or her but this time, we entered into a new concept of just the principal artist performing with absolutely nobody supporting or dancing behind them in the same frame.’ Adds Khan: “It was great working with Urvashi for the hit song. She is an amazing dancer and I had seen some of her earlier songs in order to get an idea of her abilities and her
good height and amazing dance moves helped! Generally, having such height restricts you from being agile and fast but that was not the case with her!” The idea of having only Urvashi mesmerizing the audience with her suave dance steps is fascinating and will mark the start of a new concept in Bollywood, feel many. ‘Kaabil’, produced by Rakesh Roshan and directed by Sanjay Gupta, stars Hrithik Roshan and Yami Gautam and will hit theatres on January 25.

NRIs must show old notes to Customs
BY A STAFF WRITER ASHINGTON, DC -- NRIs and Indians returning from abroad will have to physically show the 500 and 1,000 notes to Customs officials at the airport and get a declaration form stamped before they can deposit the demonetized currency in RBI during the grace period. Indians who were abroad during the 50-day window provided from November 9 to December 30 to deposit the old currency have been given a 3-month grace period (until March 31) and NRIs 6 months (until June 30) to deposit the junked notes at RBI’s offices in Mumbai, New Delhi, Chennai, Kolkata, and Nagpur. “A declaration form will need to be filled by resident Indians and non-resident Indians coming to India and carrying Specified Bank Notes (SBNs) for depositing these SBNs in the specified offices of RBI in India,” a finance ministry notification said. “The Customs officer shall strictly count
BY A STAFF WRITER HICAGO, IL -- Chicago alderman Ameya Pawar has announced he is running for Illinois governor next year. The 47th Ward Alderman just tweeted out that he got the blessing of his wife and best friend. He is the first and only Asian American on the Chicago City Council and had mentioned in the past he would run as a progressive Democrat. The 36-year-old son of Indian-American immigrant parents represents a predominantlywhite North Side ward. After barely winning election in 2011, he won more than 82 percent of the vote there four years later, the largest margin of any alderman in 2015. “He learned very quickly to make alliances without compromising himself,” said 47th Ward resident Jurek Polanski. “I believe we should come together and focus on equity and the way to do that is with a progressive agenda,” Pawar said. Pawar, who holds two master’s degrees in administration from the University of Chicago, is known for his always-busy North Side office. His 47th Ward constituents include Mayor Rahm Emanuel, who would not endorse his alderman, but praised Pawar’s intellect and desire.

the number of notes and tally the total amount mentioned before stamping the form submitted by the passenger,” the notification said. While there is no limit on deposit of SBNs by an Indian national who was abroad when the 50-day window was in operation, NRIs can deposit only Rs. 25,000, an RBI notification reported. However, this facility is not available for Indian citizens who are residents in Nepal, Bhutan, Pakistan and Bangladesh, a separate notification added.
Indians abroad will have to produce a “copy of passport with immigration stamp as proof of the individual’s absence from the country during the November 9-December 30 period,” as well as copies of all bank account statements evidencing that no SBNs of 500 and 1,000 rupees were deposited during the 50-day window. Valid ID proof and the Aadhaar number along with the applicant’s KYC-compliant bank account details are also to be submitted, it said. “On ascertaining that the tenderer was abroad during the grace period, the account is KYC-compliant, fulfilment of other conditions and the genuineness of the notes tendered, admissible amount will be credited to the account under advice to the tenderer,” the RBI notification said. In addition to the proof of being outside the country, NRIs will have to produce “a certificate issued by Indian Customs on arrival through Red Channel after December 30, indicating the import of SBNs, with details and value thereof.”
BY A STAFF WRITER AN FRANCISCO, CA -- Hindus are urging all 1,025 public school districts of California to declare official holiday on Diwali, the most popular of their festivals. They are also urging California’s all 1,222 charter schools, the 3,170-odd private schools and all independent schools also to adopt Diwali as an official holiday on their 2017-2018 school year calendars. Hindu statesman Rajan Zed, in a statement, has pointed out that it would be a step in the positive direction in view of presence of a substantial number of Hindu students at schools around the state, as it was important to meet the religious and spiritual needs of these pupils. Some school districts in New York, New Jersey and Maryland have reportedly already declared Diwali as a holiday. Zed, who is president of Universal Society of Hinduism, indicated that schools should make efforts to accommodate the religious requirements of Hindu students and show respect to their faith by not conducting regular business and scheduling classes on Diwali. If California schools stayed closed on other religious holidays, why not Diwali, Rajan Zed asked and urged California Governor Edmund Gerald Brown Jr., California State Board of Education president Dr. Michael Kirst and other authorities to work towards adding Diwali as an official holiday in all the public, charter, private and independent schools of the state.

US welcome decision to scrap high-denomination notes BY A STAFF WRITER ASHINGTON, DC -- Commending the demonetization move by India’s NDA government, a group of Indian Americans have said that this would not only help eliminate corruption and fight terrorism, but also fast-track digitization of economy. The Indian Americans, participating in a panel discussion on demonetization in Long Island, New York, said the demonetization move was a step that was ‘long due’ and this would help
W
them realize their dream of a ‘corruption-free, transparent and developed’ India. “It is a revolutionary step that will transform India. It would propel India on the path of becoming a developed country in the years to come,” said Jagdish Sewhani, president of the American India Public Affairs Committee, which had organized the seminar on demonetization. Not only the decision was daring and required a decisive leadership, but also the implementation in itself was a Himalayan task, he said. “Think about the scale of operation. 125 billion people and replacing more than 80
percent of the currency at a notice of just four hours. Indian government has come out with flying colors in the monumental implementation of this decision,” Sewhani said, adding no other country would have implemented it better. Referring to the opposition to demonetization, Sewhani said surprisingly it is coming from those who earlier wanted the government to fight corruption. Ajay Lodha, president of the American Association of Physicians of Indian Origin, said the Indian American doctors fully support the move.
“This would help us realize our dream of a corruption-free India,” he said, adding that he would convey the sentiments of Indian American doctors in Bangalore next month where he would be attending the Pravasi Bharatiya Divas. “We are happy that such a step has finally been taken,” Lodha said. BY A STAFF WRITER ROOKLYN, NY -- A Long Island Rail Road train crashed into a wall in the Atlantic Terminal on the morning of January 4, injuring 103 people. The train slammed into a wall at the end of the line of the station at about 8:20 am, causing the tracks to pierce the bottom of the train and leaving at least one woman seriously injured with a broken leg and dozens of others with minor injuries. “It was a train that hit the stop, hit the bumping block at a fairly low rate of

The train operator was supposed to come to a stop at a safety block at the end of the line, but the train didn’t stop and hit a wall, according to the police. “The train came to a sudden stop,” the governor said. “People were standing, they were getting ready to get off the train, and they weren’t prepared for the sudden stop.” “The question is why didn’t the train operator stop before the bumping block,” Cuomo said.

Sikh doc files lawsuit against employer BY A STAFF WRITER LARKSVILLE, TN -- The Sikh Coalition, on behalf of Dr. Jaswinder Pal Singh, on December 27 filed a discrimination lawsuit in the US District Court for the Middle District of Tennessee. The suit alleges that Singh, an observant Indian American Sikh physician who keeps a religiously-mandated turban and beard, was denied a neurology job after the employer and recruiter inquired into his religious appearance, according to a Coalition statement. Additionally, it claims that as part of the 2014 hiring process, the employer, Premier Medical Group, P.C., and its recruiter, Arthur Marshall Inc., expressed interest and concern about the way Singh looked. The Coalition added that during the vetting process, Singh’s credentials were praised by the recruiter during phone interviews. It wasn’t until Singh submitted photographs of himself along with additional information on Sikhs and Sikhism that he was denied further interviews. Meanwhile, the job he sought remained vacant.

“It was very clear to me that I was denied employment because of my ethnic background and religious appearance,” said Singh in a statement. “I contacted the Sikh Coalition because nobody is better at holding companies accountable for their discrimination.” Singh was represented by the Coalition in 2015 in filing a charge of discrimination with the Equal Employment Opportunity Commission (EEOC). After the EEOC issued a right to sue notice, the coalition partnered with Tennessee
plaintiff attorney Douglas B. Janney III to file the anti-discrimination lawsuit against Premier Medical Group and Arthur Marshall. Singh’s suit seeks to secure a court order requiring that both defendants implement anti-discrimination policies, practices and training to ensure that they do not discriminate against any future applicants. “No Sikh in any job or profession should ever be denied employment because of their religion,” Singh said. “By speaking out and taking action, I know that we will continue to hold employers directly accountable.”
Brothers overpower armed teen robber BY A STAFF WRITER AYWARD, CA -- Two quickthinking brothers successfully fended off an armed teenager who was trying to rob their convenience store here on the evening of December 20. Security camera footage of the incident at the Royal Market in downtown Hayward showed an armed, masked gunman entering the store and pressing a gun against the head of one of the brothers, Amit Prasad. Prasad’s brother sneaked up from behind the gunman, and put the juvenile in a chokehold. The teenager fired the gun, hitting the brother on his leg. Another bullet hit Prasad on his hand. All three men scuffled on the floor, until one of the brothers was able to wrest the gun from the robber. The Indian American brothers pistolwhipped the teenager until law enforcement arrived. The juvenile–who was taken away on a stretcher–for custody at a juvenile hall. The brothers sustained injuries, but nevertheless

went back to work December 23. Prasad told the police he would do it again, if someone’s life was in danger. The neighborhood store, which has been in operation for 20 years, is owned by Surinder

Singh. The market has never been robbed previously. Neighbors interviewed by local television stations said the brothers were generous, often extending credit to those who couldn’t pay right away.
Jason Berrios. (Photo by Montgomery County Police Department)
BY A STAFF WRITER URTONSVILLE, MD – The police say a dispute over McDonald’s food prompted a young man to use his newly-purchased handgun to murder his roommate. Jason Berrios, 21, of Burtonsville, is now facing charges of second-degree murder and drug possession with the intent to distribute. Berrios and three friends purchased latenight food at the McDonald’s located along the 15500 block of Old Columbia Pike in Burtonsville. The group then returned to Berrios’ ramshackle rental home at 4500 Sandy Spring Road, located a mile away from the fast-food restaurant. Berrios’ roommate, Syed Asad Hasan, 22, was annoyed that no one had bought a McDonald’s meal for him. Berrios and Hasan began to yell at one another. Their friends described the dispute as, “guys being guys, messing around.” However, to everyone’s surprise, the police say Berrios snapped, grabbed a 9mm Smith & Wesson handgun, aimed it at Hasan and fired one shot. One of the men at the home called 911 to report the shooting. Dispatchers could hear Berrios wailing and shouting in the background, “I didn’t know it was loaded.” By the time first responders arrived, Hasan was on the ground with a gunshot wound to the chest and a shell casing beside his body. He died shortly thereafter.
