US NEWS

US under attack, again An Islamic State-linked man used a van to kill eight people this week near the site of the 9/11 attack. Suspect charged in US federal court ARUL LOUIS, NEW YORK

P

resident Donald Trump has called the Uzbek immigrant arrested in this week’s terror attack that killed eight persons an “enemy combatant”. However, prosecutors filed terrorism charges against him in a civilian federal court here. Acting federal prosecutor Joon Kim announced the filing of the charges in the civilian federal court, hours after Trump said that he would be open to sending Sayfullo Saipov to the military prison in Guantanamo Bay, where terrorists captured abroad are tried by military tribunals. A resolute New York was on high alert this week after an Islamic State-linked terror strike using a van killed eight people — most of them tourists — near the site of the 9/11 attack. Saipov, 29, a Uzbek immigrant

BRIEFS N.Korea’s missile that could reach US WASHINGTON: North Korea is working on an advanced version of its existing KN-20 intercontinental ballistic missile that could potentially reach Washington, a US official told CNN. This newly assessed ICBM is just one part of an accelerated effort by Kim Jong-un’s regime to improve every part of its missile and nuclear weapons attack capability as quickly as possible, the official said this week.

US shares names of 20 terror groups WASHINGTON: The White House retains a list of 20 terrorist groups that it claims are operating in Pakistan and Afghanistan and is believed to have shared this list with Islamabad. However, the list was not given to Pakistani authorities by US Secretary of State Rex Tillerson when he visited Islamabad last week, sources told Dawn news. The White House list includes three types of militant groups: those who launch attacks into Afghanistan, those who attack targets inside Pakistan and those who are focused on Kashmir. Top on the list is the Haqqani Network which, the US claims, has safe havens in the Federally Administered Tribal Areas. —IANS

who drove the rented van on to a bike path along the Hudson River running over bicyclist and pedestrians and also injuring 13 people, was shot and arrested by police. Saipov mowed down pedestrians

and bicyclists with a rented truck. The rampage ended when the truck hit a school bus. After he emerged from it brandishing two fake guns, a police officer shot and arrested him.

At the start of a cabinet meeting, in reply to a reporter’s question about the possibility of Saipov being sent to Guantanmo, Trump said: “Send him to Gitmo — I would certainly consider that, yes.” Sending Saipov, a legal immigrant with a green card, to Guantanamo for a military trial may raise legal questions while labelling him an “enemy combatant” may open the way for this. Guantanamo, known as Gitmo for short, is a US military base in Cuba — in territory under American control. The initial charges filed against Saipov are only about providing support to a terrorist organization, the Islamic State, and operating a motor vehicle in a manner that caused a death. These charges were meant to hold him in custody. More serious charges about the killing of eight people and other actions were expected later.

Trump might send attacker to ‘Gitmo’ WASHINGTON: US President Donald Trump has said he will consider sending the suspect in Tuesday’s terror attack in New York to the Guantanamo Bay -- known as Gitmo for short -- prison. Trump also said he would ask Congress to terminate the visa lottery program under which the suspect Sayfullo Saipova, a native of Uzbekistan, entered the country. During a meeting with his Cabinet at the White House, Trump said the US government needed to be much tougher and smarter and less politically correct and accused previous administrations, particularly that of predecessor Barack Obama, of being overly soft on immigration and terrorism, Efe news reported. “Send him to Gitmo - I would certainly consider that,” Trump said when asked about that possibility. No one detained on US soil has ever been sent to the Guantanamo Bay detention camp, located on a US military base in Cuba, and no suspected terrorists captured abroad have been transferred there since 2008. —IANS

Trump to nominate Jerome Powell as Fed chair IANS, WASHINGTON

U

Biden slams Trump as ‘charlatan’ IANS, WASHINGTON

F

ormer US Vice President Joe Biden has slammed President Donald Trump as a “charlatan”, arguing that he takes advantage of frustrated middle class voters who have become his “targets”. “These people aren’t prejudiced. They’re realistic. And they become targets to charlatans,” Biden said in Chicago, referring to middle class voters who supported Trump. “And look what happens — like most charlatans throughout time,

Joe Biden

Speaking at the Chicago Council on Global Affairs, Biden also critiqued the Trump administration’s “America First” approach. “This administration... casts... global affairs to dog-eat-dog competition, a Hobbesian world in which for Americans to succeed others must lose or fail,” he said. Biden also slammed the Trump administration’s foreign policy, including the President’s decision to de-certify the Iran nuclear agreement reached under former President Barack Obama.

Powell’s appointment is likely to be well received on Wall Street, as he has never dissented from any monetary policy decision since becoming governor in May 2012. He is widely expected to continue Yellen’s gradual and cautious strategy in tightening monetary policy after taking the helm of the central bank.

Swords out over WB report India for the first time moves into the top 100 in the World Banks Ease of Doing Business global rankings; Rahul Gandhi and BJP spar over the latest report IANS, JAMBUSAR (GUJARAT)

C

ongress Vice President Rahul Gandhi’s sharp criticism of the government over a World Bank report on ease of doing business and the state of economy this week triggered a bitter war of words between him and the BJP. India for the first time has moved into the top 100 in the World Banks Ease of Doing Business global rankings from its 130th position last year, riding on sustained government reforms which include making tax paying easier, according to the bank’s latest report. The World Bank Group’s latest report ‘Doing Business 2018: Reforming to Create Jobs’ recognizes India as one of the top 10 improvers in this year’s assessment, While Gandhi rejected India’s

UP NTPC blast: Death toll rises to 22, probe ordered

LUCKNOW/NEW DELHI: Power producer NTPC on November 2 said it has shut down a 500 MW unit at its Feroze Gandhi Unchahar Thermal Power Station in Rae Bareli in Uttar Pradesh following the accident that killed 26 people. The company in a regulatory filing in the BSE said: "This is to inform that Unit 6 (500 MW) of Feroze Gandhi Unchahar Thermal Power Station, Rae Bareli, is under shut down after an accident in the evening of November 1, 2017. The other five units of the station are operating normally." The death toll in the NTPC boiler blast here in Uttar Pradesh rose to 26, with more injured workers succumbing to their burn injuries, officials said. The massive explosion took place in a 500 MW boiler unit in Unchahar town on the Lucknow-Allahabad

highway. Many were trapped when a fire erupted in the boiler and a huge ball of dust rose after the blast, making the rescue operations difficult. Contractual laborers at the plant raised slogans against the NTPC management. They claimed they had warned about an impending disaster at unit six as the temperature near the furnace had been steadily rising. The NTPC has launched a probe into the incident, which it said took place due to "excess ash deposition" in the furnace. The state government has ordered a magisterial probe. Union Power Minister R.K. Singh denied claims from some political leaders and families of the deceased that human negligence was to blame for the boiler blast in NTPC's Unchahar unit.

I would request him to visit small traders or midsized business persons and ask them whether ease of doing business has improved for them or not. “The entire country will scream in unison that there is no ease of doing business. Your demonetiza-

Jaitley shot back, pointing out the difference between the Congress-led UPA and BJP-led NDA governments. “The difference between the UPA and NDA — the ease of doing corruption has been replaced by the ease of doing business,” he tweeted. Replying to Gandhi’s charges, the BJP in Delhi said the Congress leader was exposing his lack of knowledge on economy with his “shallow statements”. “Should I presume that he has absolutely no knowledge about what world organizations like the World Bank have to say about India’s economy,” said Union IT Minister Ravishankar Prasad.

Attacking the Himachal Pradesh government, Modi said Chief Minister Virbhadra Singh was talking of action against corruption when he himself was out on bail on a corruption case.

Retrieving Kashmir will be gargantuan task The government wants to start a dialogue with its critics, although, till recently, it appeared that the use of force was its most preferred option AMULYA GANGULI, NEW DELHI

W

Prime Minister Narendra Modi in his Independence Day speech said that the solution to Kashmir did not lie in abuses or guns but in embracing the Kashmiris.

inston Churchill’s observation that America can be depended upon to do the right thing after it has tried all the other alternatives is applicable to most countries. The government’s initiative on Kashmir has come at the end of a similar tortuous route when it tried everything from a “muscular approach”, as the Congress has said, to letting the sword of abrogating Article 35A of the Constitution hang over the state’s head. Like Article 370, which is anathema to the Bharatiya Janata Party (BJP), Article 35A underlines the state’s special status by preventing non-locals from buying or owning property in Kashmir. But now the government wants to start a dialogue with its critics although, till

recently, it appeared that the use of force was its most preferred option. The forces also edged close to violating the Geneva Convention in the infamous incident when they tied a local person to the bonnet of

lence, it would have seemed that the government had only a onetrack approach to the situation in Kashmir, which was to cow down the restive population by a formidable show of force. Yet, such a blinkered attitude has rarely led to success in insurgency-prone areas, not least since democracies are invariably at a disadvantage when it comes to the use of unchecked power. The reason is the prevalence of the system of checks and balances which calls for accountability lest any one section of the government cross a given limit. In Kashmir, for instance, the Supreme Court has questioned the use of pellet guns in view of the danger they pose of not only blinding the demonstrators but also bystanders. Furthermore, the government’s opponents have called for the withdrawal of the Armed Forces (Special Powers) Act (AFSPA) in

Like Article 370, which is anathema to the BJP, Article 35A underlines Kashmir’s special status, preventing non-locals from buying or owning property there a jeep as the vehicle traversed trouble-prone areas to deter those who were throwing stones. Unfortunately, this crude display of the innate power of the authorities was acclaimed by, among others, the army chief, while a well-known Bollywood actor wanted a prominent human rights activist, who is a woman, to be similarly strapped to a jeep. Given this atmosphere of viru-

view of the leeway which it gives to the security forces, while its inbuilt safeguards against misuse haven’t always been in evidence. It came as a matter of relief, hence, when the Prime Minister, in his Independence Day speech, said that the solution to the problem did not lie in abuses or guns but in embracing the Kashmiris. “Na gaali se, na goli se, Kashmir me parivartan hoga gale lagaane se,” he said.

‘1984 riots shut our doors to a better life’ Around 3,000 widows, who survived the 1984 anti-Sikh riots after the assassination of then Prime Minister Indira Gandhi, were alloted houses in West Delhi’s Widow’s Colony IANS, NEW DELHI

L

ocated in a dingy and dirty lane, there is hardly any scope for the sun’s rays to penetrate into Surjeet Singh’s 50 sq yard home. The two room set is the only shelter for him, his wife, four children and widowed mother, to whom the house was alloted after his father was killed in the antiSikh riots of 1984 — when he was just eight-years-old. “You can see how we are surviving. It has been more than three decades of the 1984 riots, but it seems our lives have remained stagnant. Forget justice, our condition of living has rather deteriorated. The riots shut our doors to a better life,” Surjeet, now 40, told IANS. The Widow’s Colony in West Delhi’s Tilak Vihar was established by the government and alloted to the widows who survived as a part of the compensation to victims of the anti-Sikh riots that broke out on October 31, 1984 on the assassination of then Prime Minister Indira

Gandhi. However, the present condition of the colony is extremely miserable; power lines hang low, garbage is littered over the narrow lanes and drains are left uncovered. Around 3,000 widows were alloted houses in Tilak Vihar but now only a countable are left. Many

went back to Punjab while few have settled in other parts of Delhi. Sixty-five-year-old Kuldeep Kaur, a widow who has been residing in the colony since its inception, said that she has now learned to live with the traumatic and harrowing past, but is worried about the future of

her children and grandchildren. “I am old now and have accepted whatever was written in my destiny. The riots not just took away life of my husband, but permanently closed the scope of leading a secured and decent life. My three children saw their father being burnt alive in

front of their eyes; they didn’t attend school. And now, my son drives an e-rickshaw; what future will he give to his children,” Kaur lamented. Surjeet Singh, who is a freelance photographer by profession, said he saw his father murdered by angry and violent mobs but was too young to understand what was happening. “Imagine a life without a father, how difficult it must have been for the widows to continue their lives with the sole earning member gone. At that time, women were not so educated to get a job. The situation after the riots was very bad,” he voiced. The riots had majorly affected the children of the widows living in the colony; they got involved in addictions — started taking drugs and surrendered themselves to alcohol — and left schooling. “Nobody could afford school, even though some went to school they couldn’t complete their education because the dreadful past was too difficult to forget and made it difficult to concentrate on studies,” Singh pointed out.

‘Sex pest’ row: British Defense Secretary quits Fallon earlier admitted that he had put his hand on the knee of a radio presenter at a dinner 15 years ago IANS, LONDON

B

ritish Defense Secretary Michael Fallon has resigned on Wednesday night, becoming the first big political casualty of a “sex pest” scandal engulfing Westminster. Fallon wrote to Prime Minister Theresa May, telling her he was resigning from her front bench cabinet, Xinhua news agency reported. Downing Street confirmed the resignation, saying that May had written to the defense chief, accepting his resignation. May wrote to Fallon: “I appreciate the characteristically serious manner in which you have considered your position, and the particular example you wish to set to servicemen and women and others.”

Sedition complaint against Khaleda Zia DHAKA: A sedition complaint was filed in a local Dhaka court on Wednesday against Bangladesh opposition leader Khaleda Zia for allegedly holding a “secret meeting” Khaleda Zia with an official of Pakistan’s intelligence agency ISI during her threemonth stay in the UK. Bangabandhu Foundation Executive Chairman Mashiur Rahman filed the complaint with the Dhaka Chief Metropolitan Magistrate’s Court on Wednesday.

Suu Kyi visits Myanmar’s conflict-hit Rakhine state NAY PYI TAW: Myanmar’s de facto leader Aung San Suu Kyi on Thursday arrived in Rakhine on her first visit to the state since deadly violence broke out late August forcing over 600,000 members of the Rohingya Muslim minority to flee to Bangladesh. According to U Zaw Htay, director-general of the State Counsellor’s Office, Suu Kyi will also look into the reconstruction projects in Taungpyo Letwei and Khon Tine villages during her one-day trip to the state, reports Xinhua news agency. The Myanmar government has been implementing some shortterm projects in the northern part of Rakhine.

She praised the way he had championed Britain’s armed forces during his three and a half years as Defense Secretary, and the way he had held the job during a time when Britain faced threats of terrorism.

Fallon's resignation could come as a major blow to Prime Minister Theresa May Political commentators said his resignation will come as a major blow to May, losing one of her most supportive and dependable ministers. The move came just hours after May told MPs in the House of Commons that she had called a meeting of the main party leaders

next week to discuss how parliament should handle complaints about sexual harassment by politicians at Westminster. Earlier this week, Fallon admitted that he had put his hand on the knee of a radio presenter at a dinner 15 years ago at a Conservative Party conference. In his letter to the Prime Minister, Fallon said: “A number of allegations have surfaced about MPs in recent days, including some about my previous conduct.” “Many of these have been false but I accept in the past I have fallen below the high standards that we require of the Armed Forces that I have the honor to represent. I have reflected on my position and I am therefore resigning as Defense Secretary.”

India records win in T20I Breaking the jinx, the Team Blue bid adieu to Nehra with a 53-run win vs NZ IANS, NEW DELHI

V

eteran pacer Ashish Nehra could not have asked for a better sendoff as India thrashed New Zealand by 53 runs at the Ferozshah Kotla here to bring up their maiden win against the Kiwis in T20 Internationals. India’s opening duo of Shikhar Dhawan (80 from 52 balls) and Rohit Sharma (80 from 55 balls) blasted identical half tons to set the tone with a 158-run record opening stand and guide the hosts post a massive 202/3. In reply, the tourists failed to get going as only five of their batsmen — Kane Williamson (28), Tom Latham (39), Mitchell Santner (27), Ish Sodhi (11) and Tom Bruce (10) could manage to reach double figures. The Kiwis found both their openers — Martin Guptill (4) and Colin Munro (7) back in the hut inside the first four overs with just 18 runs on the board. The credit for Guptill’s dismissal went to Hardik Pandya’s quick reflexes, latching on to a superb running catch at long-off off legspinner Yuzvendra Chahal. Munro failed to make full use of the life when he was dropped by Pandya off Ashish Nehra, and was beaten by a pacy yorker from Bhuvneshwar Kumar. Tottering at 33/2 by the end of the powerplay, the onus was on skipper Kane Williamson (28 off 24 balls) and Tom Latham to take out of troubled waters. Williamson fell prey to Pandya’s first delivery of the match, comfortably caught behind by Mahendra Singh Dhoni.

Nehra satisfied to retire on a high NEW DELHI: Very few cricketers bid adieu to international cricket with both the bowling ends named after them and that too in their home ground but veteran pacer Ashish Nehra called himself “fortunate” to have all these during his farewell game — the first T20 International against New Zealand at the Ferozshah Kotla here. Rafael Nadal secures top spot until end of year PARIS: Spanish tennis ace Rafael Nadal secured a year-end top position in the ATP Rankings following his victory over South Korean talent Chung Hyeon in the second round of the Paris Masters, while promising German star Alexander Zverev was stunned by Dutch Robin Haase in full sets. The 31-year-old Nadal has become the oldest and first year-end No.1 over the age of 30 since the ATP Rankings were established in 1973, reports Xinhua news agency. This is his fourth time to be crowned world No.1 at the end of the season, after 2008, 2010 and 2013. “I’m very, very happy for everything,” Nadal told the crowd in an oncourt interview here this week.

Kiwis found themselves tottering at a precarious 84/5 after 13 overs. They were soon reduced to 99/7 as the Indian bowlers tightened the noose. Chahal dealt the final nail on the coffin by dismissing New Zealand’s last hope — Latham, smartly stumped by Dhoni as the asking rate kept on mounting. Earlier, India made full use of the horrible fielding effort from the Kiwis to decimate the Kiwi bowlers. While Dhawan belted a 52-ball 80, to eclipse his previous highest T20I score of 60, Rohit continued his glorious form to smash a 55ball 80, comprising six boundaries and four sixes. With the win, India have taken a 1-0 lead in the three-match rubber and will next face the Kiwis at Rajkot on Saturday.

Bharatiya Janata Party (BJP) rally in poll-bound Karnataka that was flagged off here by party chief Amit Shah caused the city’s traffic to be held up for over three hours. Thousands of party cadres were on two-wheelers. They were enroute to the Bengaluru International Exhibition Centre (BIEC) on the city’s outskirts, where the rally began. The arterial roads leading to the venue, located on the northwestern suburb of the city, on the National Highway towards Tumakuru and other districts, were

He was then flown in a chopper to the BIEC gathering. The state-wide rally, titled “Nava Karnataka Nirmana Parivarthana Yatra”, is expected to muster over three lakh activists and supporters of the party on motorcycles and four-wheelers over the coming weeks. special report SPECIAL REPORT x

ONLINE TRANSACTIONS ON RISE, BUT CASH STILL THE KING The adoption rate of online platforms was high during the demonetization period, but it plateaued out as soon as cash became available in the system, experts say

December 2016 and January 2017, online transactions were at their peak. In October 2016, debit card transactions stood at Rs 219.41 billion and those of credit cards at Rs 299.42 billion. Post-demonetization, in December 2016, debit card transactions jumped to Rs 580 billion and those of credit card were at Rs 311.5 billion. However, in August 2017, 10 months after the note ban, debit and credit card transaction stood at

Rs 360 billion each, having come down substantially from the heights they achieved, but not falling back to the pre-demonetization lows. Patel said that after the cash flow in the system eased, small kirana shops stopped transacting through online payment channels, primarily because they did not want to take a tax number or a Goods and Services Tax number. “They do not have the wherewithal to pay taxes,” he said, adding that the “government needs

to incentivize merchants, otherwise small and medium enterprises are going to go back to cash mode.” Patel said security and trust in payment systems was something all stakeholders need to work on together. “As an industry body, we are preparing a National Negative Database of consumers and merchants so that we can reduce fraud and build trust in the eyes of consumers,” he added. The database details would be circulated amongst payment gateway service providers, banks and card companies. “We are also working on a trust certificate that can be displayed by all merchants on their websites,” Patel added. Vineet Singh, Chief Business Officer at Mobikwik, a payment app, said demonetization had became a force multiplier. “It has pushed India a decade ahead towards the agenda of adopting online payment platforms. Naturally, things cooled down a bit postdemonetization,” Singh told IANS. Mobikwik had 30-35 million users in the pre-demonetization days and a year after note ban it has 65 million. The company also witnessed a sharp rise in transactions from one million to three million within a year.

cent, at a rate lower than the eight percent achieved in 2015-16. In terms of gross value added (GVA), which excludes taxes but includes subsidies, the growth came in even lower at 5.6 percent over the GVA for 2015-16. Chief Statistician T.C.A. Anant sought to downplay the impact of the note ban, saying he “would caution against reading a single number that comes out after an event as being reflective of consequences of the event”. At the time of releasing the previous quarter’s GDP, he had

said that this was based on figures on industrial production and only on the advance filings of corporates. The numbers, therefore, had not factored in the informal economy, which accounts for an estimated 45-50 per cent of output in the Indian economy and employs around 85 percent of the country’s workforce. More importantly, this sector transacts entirely in cash and was the hardest hit by demonetization, which withdrew 86 per cent of currency from circulation. Former Chief Statistician

Pronab Sen had said in March that once the informal sector numbers came in, the growth rate could go below 6.5 per cent, which turned out to be close to the actual figure. At the same time, both the RBI and the International Monetary Fund (IMF) lowered India’s growth estimates for 2016-17 by up to 1 percent, citing the impact of demonetization. Demonetization, after one year, does not look as rosy as it was painted out to be by the image spinners in the government.

lmost a year down the line, is Prime Minister Narendra Modi’s dream of making India a cashless or less-cash country becoming a reality? Industry stakeholders feel that though the note-ban drive by the government gave the necessary impetus to citizens to start adopting online payment platforms, a lot needs to be done by both the government and the industry to make it a success. The adoption rate of online platforms was high during the demonetization period, but it plateaued out as soon as cash became available in the system. When the Modi government banned high denomination notes of Rs 500 and Rs 1,000 notes on November 8 last year, removing an overwhelming amount of cash from the economy, people had to willynilly fall back on plastic or online transactions. “The fact that 86 percent of the cash available in the system was sucked out overnight gave an immediate boost to online/mobile payment platforms. There was a push-up factor,” Vishwas Patel, co-

The PCI was formed under the aegis of Internet and Mobile Association of India in 2013 to cater to the needs of the digital payment industry. He said during November,

The difficulty in making a costbenefit analysis is that the move was not purely economic, given the fact

that the currency issuer Reserve Bank of India (RBI) had no role in the decision, as testified by former Governor Raghuram Rajan. Starting with the official figures, at the end of May, the Central Statistics Office announced that GDP during the fourth quarter, ending March this year, fell sharply to 6.1 per cent from seven per cent in the previous quarter, while growth for the year as a whole was also expected to decline correspondingly. anjay Leela Bhansali's multistarrer Padmavati has run into trouble — this time political — in Gujarat ahead of its December 1 release. While the ruling BJP has demanded the release be postponed till after the state elections, the Congress has said if there is actually “distortion of history” in the movie then it should not be released at all. The BJP this week wrote to the Election Commission seeking a ban on release of the movie till after the

Gujarat Assembly elections on December 9 and 14. The BJP claimed the movie would hurt the sentiments of Kshatriya and Rajput communities for its "wrong depiction of history". "Rani Padmavati never met Alauddin Khilji. The movie wrongly portrays history," BJP spokesperson and former senior Minister I.K. Jadeja stated. "The state is set to witness elections and in such an environment it is imperative that there is no controversy related to any community and so we have approached the Election Commission for a ban on the release

of the movie in the state," he added. Senior Congress leader and national spokesperson Shaktisinh Gohil said, "With elections round the corner, a Minister from BJP has written to the Election Commission seeking a ban on Padmavati till the elections are over. It is your government, write to the PM." "Also just postponing the release will not assuage the feelings of a community. We demand that if there has been distortion of history as claimed, the movie should not be released at all," Gohil told reporters. He said before arriving at any

nd then, something happens. Something awful and irreversibly life-changing happens in this true life portrait of an urban marriage threatening to fall apart under the strain of coping with daily vicissitudes. Debutant director Raakhee Sandilya uses her two principal actors to mirror metropolitan mores and meltdowns with masterful vigor and a scrupulous authenticity. The camera is used not to accentuate or glamourize Mumbai’s suburbia, but to simply serve as a functional topography for the lives of the couple Sahana and Karan played with such an absence of bravura and flourish that we forget Kalki and Sumeet are playing characters who

The authenticity instilled into the couple’s lives is comparable with what Basu Bhattacharya achieved with Rajesh Khanna and Sharmila Tagore in the remarkable portrait of a marriage on the skids in Avishkaar 43 years ago. Director Raakhee Sandilya’s protagonists are not played by stars and one of them has not been seen on the large screen before. Kalki and

Sumeet penetrate the lives of their characters with an incredible alacrity. No time is wasted in bringing their lives as close to us as cine-

matically possible. We enter their lives without fuss or ceremony and we leave them just as quickly, with no room for farewells.

Sandilya strips the film of all vanity. There is very little background music to highlight even the highest summits of emotions in the narration, so that we get the feeling of an unpolished raw home video. Hurting and hurtful. Kalki plays the more aggressive partner. And why not? Early in the plot (if one may accuse this film of resorting to plotting devices), Sahana, well, she loses the plot when her seemingly supportive boss turns wary and hostile after she returns from her maternity leave. If Ribbon was not such a sharply aligned slice-of-life story, it would be a horror film, much in the same way that Daron Aronofsky’s Mother is.

Hi India, Shakti craft biggest garba bash

BY DR. NILESH MEHTA HICAGO, IL- Hi India and Shakti Group, who have been successfully presenting Indian dance extravaganzas since 2014, now once again have a grandiose plan to organize a nine-night Navratri garba event in 2018 and hope to win the support of the entire Indian community and organizations. According to Hi India’s Hemant Brahmbhatt, though the night-night festival of dance and rhythm is a special occasion to rejoice for Gujaratis and Indians, “we want to involve the South Asian community as well as the mainstream community.” Indeed, Hi India Live Entertainment has been organizing the ‘largest garba event’ in Chicagoland for the past last 11 years but since 2014, it has joined hands with wellknown Shakti Group to make the Navratri event a memorable affair. Earlier this year, Hi India and Shakti Group won encomiums for dreaming up two largest garba events presenting world-famous legendary singer Falguni Pathak and highly popular Atul Purothit who set the stage on fire at Odem Expo Center in September and October. Says Ketan Patel of Shakti |Group: ”Garba lovers of all age groups enjoyed a lot, especially youngsters who shook their legs non-stop for three hours in traditional outfits. We were pleasantly surprised to find that even several mainstream participants were also living it up. Hi India (Hemant Brahmbhatt) and Shakti Group (Ketan Patel) successfully managed two largest garba programs in the entire Midwest area, making sure that the revelers enjoyed dancing without any disturbance and inconvenience. After all, the event was arranged in a highly professional fashion with perfect sound, lights and security for the jubilant participants and artistes. community news/midwest near Indian is indicted in forced labor case Fourtherobberies Red Line 2

FRIDAY, 03 NOVEMBER, 2017

BY A STAFF WRITER ILWAUKEE, WI -- A federal grand jury returned a threecount indictment charging the Indian-American owner of several Milwaukee-area gas stations with forced labor and sexual assault involving his business. The crimes are said to have occurred between 2009 and 2011. United States Attorney Gregory Haanstad announced on October 30 that Harshinder Bhatia, 58, was charged with one count of harboring an alien for financial gain, one count of forced labor involving aggravated sexual abuse, and one count of document servitude. He was arraigned on these charges last week. An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless proven guilty. According to the indictment, Bhatia employed an Indian woman using force and threats of force that made her believe that if she did not perform such labor and services, she would suffer serious harm. The alleged crime involved aggravated sexual abuse and was made more possible because Bhatia

M

possessed the victim’s passport. If convicted, Bhatia faces up to 5 years in prison on the charge of document servitude; up to 10 years in prison on the charge of alien harboring, and up to life in prison on the charge of forced labor.

The indictment also notifies Bhatia that the government was going to go after his properties, those that were allegedly used to help commit the offenses or were acquired as a result of proceeds made from these offenses.

No hate crime charge in murder of cabbie BY A STAFF WRITER ONNER COUNTY, IA -- Bonner County, Idaho, chief prosecutor Louis Marshall will not add hate crime enhancements to the charges of a man accused of fatally stabbing an Indian American cab driver last August. Jacob Corban Coleman is accused of killing 22-year-old Gagandeep Singh in his minivan taxi, using a hunting knife to stab the man at least 27 times. He has been charged with 1st degree murder, with an enhancement for using a deadly weapon. Coleman, who has been assigned a public defender, has not yet entered a plea. He is being held without bail and will be arraigned on November 13. “There is no evidence that Singh’s religion or race played a factor,” in this incident, said Marshall, positing that the tragedy was “a crime of opportunity.” Detectives have searched through

B

Gagandeep Singh

Coleman’s laptop and phone to find evidence of propaganda suggesting the suspect might have been a racist; no such evidence was found, he said. Detectives have also interviewed Coleman’s friends and family.

Coleman has no prior criminal history, and does not suffer from mental illness, said the prosecutor. On August 28, Coleman arrived by plane from Seattle to Spokane, Wash. He then went to Gonzaga University in Spokane, and tried to attend classes, but was told he was not registered. Coleman then took a bus back to the airport, and tried to get an Uber to take him to Hope, Idaho, 90 miles away. When he could not get an Uber to go the distance, Coleman called a taxi company and got Singh. About 75 miles into the ride, Coleman asked Singh to stop at a Walmart in Ponderay, Idaho. There he purchased a hunting knife. The two continued the drive, and stopped at a Conoco gas station in Clark, Idaho, where Coleman attacked Singh. According to the Bonner County Daily Bee, police found Coleman holding the knife in the cab with the dead Singh at his feet.

BY A STAFF WRITER HICAGO, IL -- An Indian American worker for Chicagobased consulting firm Accenture has filed a lawsuit against the company claiming it is biased towards some of its employees. Mohammed Ali alleged that he was paid a lower salary and demoted, and even didn’t receive an annual bonus because of his race and religion. According to Ali, he also regularly exceeded annual sales targets and claims he was paid less than his counterparts and was given a $50 million sales target, while his colleagues had targets of $30 million. Accenture, however, said that it is committed to inclusion and diversity and that no one should be discriminated against because of their differences. A company spokeswoman said Ali’s case has no merit.

BY A STAFF WRITER UEENS, NY -- Two Queens, New York, residents pleaded guilty last week for their roles in separate stolen identity refund fraud schemes. Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division announced that Kishore Jattan, 44, pleaded guilty to identity theft. From April 2012 through June 2012, Jattan stole student IDs from packages he delivered for a university located in New York and sold the stolen IDs to other individuals who used the IDs to file fraudulent tax returns with the Internal Revenue Service. Jattan admitted that he caused a tax loss of between $250,000 and $550,000. In another case, Michael Bratton, 51, pleaded guilty to conspiring to defraud the United States. From January 2011 through June 2012, Bratton purchased stolen IDs, which he provided to a co-conspirator for the purpose of filing fraudulent tax returns with the IRS. to commit mail and wire fraud, and conspiracy to violate the Anti-Kickback Law. Six other former Insys executives and managers had allegations levied against them,

all of whom were indicted in December last year. The charges of conspiracy to commit RICO and conspiracy to commit mail and wire fraud each provide for a sentence of no greater than 20 years in prison, three years of supervised release and a fine of $250,000, or twice the amount of pecuniary gain or loss. The charges of conspiracy to violate the Anti-Kickback Law provide for a sentence of no greater than five years in prison, three years of supervised release and a $25,000 fine. Kapoor, who has a $1.8 billion net worth, stepped down from his role as CEO and chairman in January, though he remained on the Board of Directors and still holds a roughly 60 percent stake in the company, which has seen its stock drop 34 percent in the last year, Forbes reported.

Amarjit Singh

BY A STAFF WRITER AN BERNARDINOM, CA -- A San Bernardino, Calif., man, who claimed that a “government mind control project” made him kill an Indian American store owner, received a sentence of 93 years in state prison on October 13. On November 8, 2010, Junior Tejeda, wearing a mask and wielding a shot gun, walked into the Best Market in San Bernardino, pointed the gun at the owner of the shop, 45-year-old Amarjit Singh, and asked him to open the register. Before Singh could respond, Tejeda shot him one time in the head. The defendant, who had just been released from prison 24 hours earlier, took no money before he fled out of the market, according to the San Bernardino County District Attorney’s office. Tejeda was on the lam for several months, but was arrested about a year later when he tried to rob the same store. He was found guilty on July 25 of one count of murder and two counts of robbery. The jury also found him guilty of carrying unauthorized firearms.

Acid reflux drugs may cause stomach cancer IANS, HONG KONG

I

f you are popping up common over-the-counter drugs daily to treat acid reflux and stomach ulcers, hold on. You may end up having cancer. As per a study, using common Proton Pump Inhibitors (PPIs) like pantoprazole or rabeprazole may put you at double the risk of developing stomach cancer. Although the researchers from University of Hong Kong said it was an observational study and no firm conclusions can be drawn about cause and effect and PPIs

were generally considered safe, the link is significant as millions take such drugs to lower acid reflux. To understand the link, the team led by Ka Shing Cheung from the university’s Department of Medicine, compared the use of PPIs with another type of drug used to dampen down acid production called H2 blockers (like ranitidine) in 63,397 adults treated with triple therapy — a combination of a PPI and two antibiotics to kill off “H pylori” over seven days — between 2003 and 2012. During this time, 3,271 (5 percent) people took PPIs for an aver-

researcher noted in the paper published in the journal Gut. The longer PPIs were used, the greater was the risk of developing stomach cancer, rising to five-fold after more than a year, to more than six-fold after two or more years, and to more than eight-fold after three or more years. The “clear dose-response and time response trend” in the use of PPIs and stomach cancer risk, suggests that doctors “should exercise caution when prescribing long-term PPIs,”the research noted.

NEW YORK: Researchers have designed a novel experimental vaccine that spurs animals to produce antibodies against sugars forming a protective shield around human immunodeficiency virus (HIV) in the body. The molecule could one day become part of a successful HIV vaccine, the researchers said. “An obstacle to creating an effective HIV vaccine is the difficulty of getting the immune system to generate antibodies against the sugar shield of multiple HIV strains,” said Lai-Xi Wang, professor at the University of Maryland. “Our method addresses this problem by designing a vaccine component that mimics a protein-sugar part of this shield,” Wang added, in the paper published in the journal Cell Chemical Biology. The team designed a vaccine candidate using an HIV protein fragment linked to a sugar group. The protein fragment comes from gp120 — a protein that covers HIV like a protective envelope. — IANS

novel iPhone-based portable ultrasound machine that can help detect cancer easily at home has been developed by US researchers. The device called Butterfly IQ is a scanner of the size of an electric razor that can display blackand-white imagery of the body, when paired with an iPhone. Developed by Connecticutbased start-up Butterfly Network,

the pocket sized device works by shooting sound into the body and capturing the echoes. Usually, the sound waves are generated by a vibrating crystal. But Butterfly’s machine instead uses 9,000 tiny drums etched onto a semiconductor chip, reported the MIT Technology Review this week. Earlier this year, John Martin, a US-based vascular surgeon and chief medical officer at Butterfly Network, discovered a cancerous mass

in his throat while testing the device. Martin felt an uncomfortable feeling of thickness on his throat, thus he oozed out some gel and ran the probe along his neck.

On his smartphone, to which the device is connected, black-and gray images quickly appeared. He found a 3 cm mass that was diagnosed as squamous-cell cancer .

any women dread their approaching delivery date because they do not want to go through a caesarean section (C-section) or are afraid of labor pains. Health experts suggest that couples can opt for water births which could be more relaxing, comfortable and less complex. “It is better than c-section any day; caesarean involves a lot of complexities; it is after all a surgical process of delivering the baby. And what makes water birth better is that this is a complete natural process. It is also a precious moment for a cou-

ple to go through the labor hours and witness the birth of the baby together,” Kavitha Gautham,

Founder, Bloom Fertility and Healthcare, Chennai, told IANS. “Water births help patients deal

with labor pains. It results in less use of epidural analgesia for pain relief. It helps the woman in relaxing and alleviates anxiety,” said Sushma P. Sinha, Senior Consultant-Obstetrician, Gynecologist and IVF Expert at Indraprastha Apollo. Water birth is a normal process of delivering the baby where the patient is made to sit in a birth pool that can either be permanently installed or portable. Many patients even opt for portable pools. According to the health experts, water birthing relaxes the patient and gives a soothing feeling which lessens pain, therefore making it easier for the patient to deliver.

Pot users have more sex: Study IANS, NEW YORK

P

ot users have about 20 per cent more sex than those who do not use it, reveals a study of more than 50,000 adult Americans. The findings, published online in the Journal of Sexual Medicine, negate concerns among physicians and scientists that frequent marijuana use may impair sexual desire or performance. “Frequent marijuana use doesn’t seem to impair sexual motivation or performance. If anything, it’s associated with increased coital frequency,” said the study’s senior

author Michael Eisenberg, Assistant Professor of Urology at Stanford University School of Medicine in the US.

“The overall trend we saw applied to people of both sexes and all races, ages, education levels, income groups and religions, every health status, whether they were married or single and whether or not they had kids,” Eisenberg added. To arrive at an accurate determination of marijuana’s effect on intercourse frequency, the researchers turned to the US National Survey of Family Growth, sponsored by the federal Centers for Disease Control and Prevention (CDC). In other words, pot users are having more sex than pot abstainers, Eisenberg noted.

identified the main threats for users. The researchers discovered that four of the nine apps they investigated allow potential criminals to figure out who is hiding behind a nickname based on data provided by users themselves. Using this information, it is possible to find their social media accounts and discover their real names. “We informed the developers in advance about all the vulnerabilities detected and by the time this text was released some had already been fixed and others were slated for correction in the near future. However, not every developer promised to patch all of the flaws,” the experts said. The researchers found that eight of the nine applications for Android were ready to provide too much information to cyber criminals.

Peer influence can help reduce tobacco use NEW YORK: Researchers have found that participating in a brief intervention delivered by their peers in community settings can help youth and adolescent to reduce smoking. The intervention can be an important tool in outreach aimed at preventing regular tobacco use in an age group heavily targeted by industry marketing, the researchers said. “If we can find ways to encourage them to stop smoking before their addictive behaviors become hard wired, we have a much better chance of getting ahead of the enticing meth-

ods tobacco companies constantly devise to reinforce lifelong use of their products,” said Elisa Tong, physician at University of California Davis Health. —IANS

Parents’ alcohol use linked to teenage dating violence IANS, NEW YORK

P

arents addicted to alcohol may increase the risk for dating violence among teenagers, says a study. “Although teen dating violence is typically viewed as a problem related specifically to adolescent development, our findings indicate that the risk for aggressive behavior and involvement in dating vio-

lence are related to stressors experienced much earlier in life,” said lead author Jennifer A. Livingston, senior research scientist at the University at Buffalo. For the study, published in the Journal of Youth and Adolescence, researchers evaluated 144 teenagers who had fathers with an alcohol use disorder and who had been initially recruited for study at 12

months of age. By analyzing data, researchers were able to identify factors that led to some of the teenagers to be involved in abusive dating relationships. “It appears that family dynamics occurring in the preschool years and in middle childhood are critical in the development of aggression and dating violence in the teenage years,” said Livingston.
