Seshasayana Reddy, Prof. Ch V Rama Chandra Murthy, former Vice-Chancellor Andhra University, Professor Pulipati King, Head of Chemical Engineering Department, Andhra University, Member Secretary, CPCB and Director, CSIR to investigate the incident and submit a report before May 18.

India’s recovery rate nears 30% even as cases touch 50,000-mark

HiIndia Newsdesk India’s coronavirus recovery rate has increased to nearly 30% even as the total number of registered coronavirus infections reached 46,342 on Friday, said the health ministry. It added that there were 216 districts that had not reported new positive cases. “In the last 24 hours, there were 3,390 new Covid-19 positive cases and 1,273 recoveries. The recovery percentage is now 29.36%. Till now, 16,540 patients have been cured and 37,916 patients are under active medical supervision,” said Lav Agrawal, joint secretary, health ministry. Agarwal said 3.2% of patients under active medical care are on oxygen support, 4.7 % are in ICU (intensive care unit) support and 1.1% of patients are on ventilator support. Stressing on the need to ensure Covid-free zones do not see new infections, Agarwal reeled off data on the district-wise break-up of coronavirus exposure.

CBSE to hold pending board exams from July 1 to July 15 HiIndia Newsdesk

The Central Board of Secondary Education (CBSE) will hold the remaining Class 12 exams in the first two weeks of July, The Indian Express had learnt. HRD Minister Ramesh Pokhriyal announced that the exams will be held from July 1 to July 15. The government had decided that the Class 12 Board exams should finish before JEE Main is conducted, as per sources. The entrance test for admission to NITs will be held over five days between July 18 and 23. CBSE has been

asked to wrap up its remaining papers before that. On April 1, CBSE had announced that it will conduct exams for 29 subjects out of the approximately 90 that were left around the time the nationwide lockdown was imposed. For Class 10, only exams for students of North East Delhi, who could not appear for the examination due to the riots, will be held. CBSE is also working on resuming the evaluation of answer scripts, which was stopped in March due to the nationwide lockdown. One of the options being considered is to deliver the answer scripts to the examiners at home.

A bench comprising Justices R F Nariman and Surya Kant observed that the trial court judge should use video conferencing facilities to complete the proceedings. Among the 32 people facing trial in the case are veteran BJP leaders Lal Krishna Advani, Murli Manohar Joshi, Kalyan Singh and former Union minister Uma Bharti, and sitting MPs Brij Bhushan Singh and Sakshi Maharaj.

The case against Flynn was the most high-profile to arise in the investigation into Russian meddling in the 2016 US presidential election and alleged collusion with the Trump campaign. In the court filing on Thursday, the Justice Department said that an FBI interview with Flynn was carried out without a “legitimate investigative basis” and called into question Flynn’s statement. “Moreover, we do not believe that the government can prove either the relevant false statements or their materiality beyond a reasonable doubt,” the court filing added. The federal judge in the case must still approve the request to drop the case.

According to the study, published in the journal Pathogens, Singh found that all four drugs were effective in inhibiting, or blocking, the coronavirus’’ RNA proteins from making genomic copies of the virus. “As researchers, we have an obligation to search for possible treatments given that so many people are dying from this virus,” Singh said. These antiviral drugs, if they turn out to be effective, all have some limitations. “But in the midst of a global pandemic, they are worth taking a deeper look at because based on our research, we have reason to believe that all of these drugs could potentially be effective in treating COVID-19,” he added. ‘Restore Illinois’: 5-Phase Plan by Gov. JB Pritzker to Reopen State BY A STAFF WRITER CHICAGO, IL - Illinois Governor JB Pritzker on Tuesday announced a five-phase plan to reopen the state amid the coronavirus pandemic. The governor calls the plan “Restore Illinois” and he says it will be implemented on a “region-by-region basis.” “We have to figure out how to live with COVID-19 until it can be vanquished – and to do so in a way that best supports our residents’ health and our healthcare systems, and saves the most lives,” Pritzker said in a statement. The governor says his plan will be driven by the current virus data in different areas of the state. “Restore Illinois is a public health plan to safely reintroduce the parts of our lives that have been put on hold in our fight against COVID-19. This is also a data-driven plan that operates on a region-by-region basis, a recognition that reality on the ground looks different in different areas of our state,” Pritzker said. The governor also says we are now in phase two of the five-phase plan. Phase 2 began on May 1st when his modified stayat-home order began, which allowed some businesses to reopen. Pritzker says this initial plan can and will

be updated as research and science develop and as the potential for effective treatments or vaccines is realized. The five phases of reopening for each health region are as follows: Phase 1 – Rapid Spread: The rate of infection among those tested and the number of patients admitted to the hospital is high or rapidly increasing. Strict stay at home and social distancing guidelines are put in place and only essential businesses remain open. Every region has experienced this phase once already and could return to

it if mitigation efforts are unsuccessful. Phase 2 – Flattening: The rate of infection among those tested and the number of patients admitted to the hospital beds and ICU beds increases at an ever slower rate, moving toward a flat and even a downward trajectory. Non-essential retail stores reopen for curb-side pickup and delivery. Illinoisans are directed to wear a face covering when outside the home, and can begin enjoying additional outdoor activities like golf, boating and fishing while practicing social distancing. To varying degrees, every

region is experiencing flattening as of early May. Phase 3 – Recovery: The rate of infection among those tested, the number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining. Manufacturing, offices, retail, barbershops and salons can reopen to the public with capacity and other limits and safety precautions. All gatherings limited to 10 or fewer people are allowed. Face coverings and social distancing are the norm. Phase 4 – Revitalization: The rate of infection among those tested and the number of patients admitted to the hospital continues to decline. All gatherings of up to 50 people are allowed, restaurants and bars reopen, travel resumes, child care and schools reopen under guidance from the IDPH. Phase 5 – Illinois Restored: With a vaccine or highly effective treatment widely available or the elimination of any new cases over a sustained period, the economy fully reopens with safety precautions continuing. BY A STAFF WRITER NEW YORK, NY-A New York woman was speeding when she struck the median on a Jersey City highway early Tuesday morning and set off a chain reaction that has left a Port Authority police officer in critical condition, Hudson County Prosecutor Esther Suarez said. Amandeep Tiwana, 27, of Flushing, New York, was arrested by members of the Hudson County Regional Collision Investigation Unit Wednesday afternoon and she was charged with assault by auto, a fourth-degree crime, Suarez said. She is scheduled to make her first court appearance at 9 a.m. on May 20. Port Authority Police Officer Peter Siano, III and three Jersey City Police Officers were securing the scene of an earlier crash and doing traffic control on the depressed roadway of Route 139 when Tiwana struck the divider, a JCPD radio car and then struck

Siano. Two of the Jersey City police officers, detectives Christopher Monahan and David Valente, sustained minor injuries in the second crash. In the initial crash, which occurred just after 12:30 a.m., a 32-year-old New York woman overturned her vehicle on eastbound side of depressed Route 139. She was taken to the Jersey City Medical Center with minor injuries and has been released. After the second crash, Tiwana was taken to the Jersey City Medical Center for examination and was released. The Hudson County Regional Collision Investigation Unit is actively investigating this incident. BY A STAFF WRITER NEW YORK, NY- – A team from the University of Missouri let by an Indian American scientist has found that four antiviral drugs, including remdesivir, a drug originally developed to treat Ebola, are effective in inhibiting the replication of the coronavirus causing COVID-19. Kamlendra Singh, an associate professor in the College of Veterinary Medicine, and his team used computer-aided drug design to examine the effectiveness of remdesivir, 5-fluorouracil, ribavirin and favipiravir in treating COVID-19. According to the study, published in the journal Pathogens, Singh found that all four drugs were effective in inhibiting, or blocking, the coronavirus’ RNA proteins from making genomic copies of the virus. “As researchers, we have an obligation to search for possible treatments given that so many people are dying from this virus,” Singh said. At least 15 young people between the ages of 2 and 15 in New York City have been hospitalized with the inflammatory disease, which is is similar to Kawasaki syndrome, a rare blood vessel disorder. “Even though it’s uncommon, compared to the hundreds of thousands of people who have contracted this disease, it’s still causing us concern,” Mayor Bill de Blasio said Tuesday. “We are learning that even though children are by and large mildly affected when it comes to COVID-19 that there can be situations that they are more severely affected. And thank God in this situation we haven’t had any children who have died with this Kawasaki or Kawasaki-like illness,” said New York City Health Commissioner Dr. Oxiris Barbot. Decided in June 2019, the BIA held in this decision that false claims of U.S. citizenship do not need to be knowingly made to make an alien deportable under the Immigration and Nationality Act (INA). Professor Developing Low Cost, Portable Emergency Ventilator BY A STAFF WRITER ATLANTA, GA-A research team headed by Devesh Ranjan of the Georgia Institute of Technology in Atlanta, Georgia, has created a prototype for a low-cost, portable emergency ventilator that uses electronic sensors and computer control to manage key clinical parameters such as respiration rate, tidal volume (the amount of air moved into and out of the lungs during each cycle), inspiration and expiration ratio, and pressure on the lungs. The Open-AirVentGT was designed to address acute respiratory distress syndrome, a common complication for COVID-19 patients that causes their lungs to stiffen, requiring their breathing to be assisted by ventilators. The new device endeavors to make breathing more natural by allowing patients to trigger their own breaths instead of relying on a respiration rate pre-set in the device. “Our primary goal is to give the clinicians control over key parameters of the ventilator’s

Indian American High School Student Names NASA’s First Mars Helicopter

Ingenuity, the name submitted by Vaneera Rupani, was selected for the 4 pound (1.8 kilograms) solar-powered helicopter, NASA said in a statement on Wednesday. The name coined by the junior at Tuscaloosa County High School in Northport was just one of the 28,000 names that were submitted during NASA’s “Name the Rover” essay contest for K-12 students across the United States. “The ingenuity and brilliance of people working hard to overcome the challenges of interplanetary travel are what allow us all to experience the wonders of space exploration,” Rupani wrote in her essay. “Ingenuity is what allows people to accomplish amazing things, and it allows us to expand our horizons to the edges of the universe.” In March, the organization selected the name “Perseverance” for the Mars Rover

‘Fierce Helpers’: Nonprofit Co-founded by Indian American Student Giving Back to the Community BY A STAFF WRITER CUPERTINO, CA- In the midst of the Covid-19 pandemic, a handful of Indian American students across the U.S. are stepping up to help. San Francisco Bay Area, Calif.-based Ramana Kolady is among the students who are giving back to the community. The novel coronavirus outbreak has affected everyone to varying degrees but the group it poses the most threat to comprises of older adults and people who have severe underlying medical conditions. These people, with compromised immune systems, are at a higher risk for developing more serious complications from the virus, so for them going out to shop for groceries or other essential supplies is extremely risky. Step in Kolady’s organization, Fierce Helpers. Founded by Kolady and Alexander Wang, the Cupertino, Calif.-based organization aims to help alleviate some of the stress on these communities by working to bring groceries and other supplies right to them. The volunteer-run organization consists of teenagers who offer free and safe delivery of these items. This isn’t the first time Kolady is working to help out seniors. He has prior experience working with seniors through his nonprofit organization,

If Ingenuity is successful during its 31day experimental trip, the small helicopter will prove that powered flights can be accomplished on Mars, NASA said. This year’s mission to Mars is part of a program that also includes missions to the moon to prepare for a possible human exploration of the Red Planet, NASA said. According to the organization, they plan to land the first woman and the next man on the moon in 2024, and set up a continued human presence “on and around” the moon in eight years so they can use it to send astronauts to Mars.

BY A STAFF WRITER OAKLAND, CA- University of California’s outgoing president Janet Napolitano addressed the struggles of the state’s university system amid the coronavirus pandemic in a webinar with the Bay Area Council on Thursday. All 10 UC campuses are closed, and Napolitano said, “Reopening will be more difficult than shutting down was and there are lots of things to take into account.” When the schools reopen in the fall, the experience offered to students will be different compared to what it was before COVID-19. “I think it’s fair to say that none of our campuses will be fully reopened, like we’ve turned a light switch and all of a sudden COVID-19 was gone and it went away,” said Napolitano, who will be with the UC system through May. “I think what we are exploring is a mix where there will be some material that is delivered in a classroom or lab setting and other classes continue to be online.” Before opening, the campuses will need to meet certain standards and requirements geared toward the safety of teachers and students. In the near future, Napolitano said significant measures will need to be made to cut costs.

FDA Issues Emergency Use Authorization for Potential COVID-19 Treatment FDA NEWS RELEASE WASHINGTON, DC-Coronavirus (COVID-19) Update: FDA Issues Emergency Use Authorization for Potential COVID-19 Treatment Today, the U.S. Food and Drug Administration issued an emergency use authorization for the investigational antiviral drug remdesivir for the treatment of suspected or laboratory-confirmed COVID-19 in adults and children hospitalized with severe disease. While there is limited information known about the safety and effectiveness of using remdesivir to treat people in the hospital with COVID-19, the investigational drug was shown in a clinical trial to shorten the time to recovery in some patients. “FDA’s emergency authorization of remdesivir, two days after the National Institutes of Health’s clinical trial showed promising results, is a significant step forward in battling COVID-19 and another example of the Trump Administration moving as quickly as possible to use science to save lives,” said HHS Secretary Alex Azar. “NIH, FDA, and scientists across America and around the world have worked tirelessly with patients to get us this new potential treatment for COVID-19. The seamless cooperation between government and private industry under the President’s all-of-America approach to COVID-19 is getting treatment options to patients in record time.” The emergency use authorization allows for remdesivir to be distributed in the U.S. and administered intravenously by health care providers, as appropriate, to treat suspected or laboratory-confirmed COVID-19 in adults and children hospitalized with severe disease. PA Merchants Alarmed by Mobs of People Shoplifting BY A STAFF WRITER PHILADELPHIA, PA- -- A group of 20 merchants in Philadelphia say policies set forth by the city during the COVID-19 pandemic has caused an alarming epidemic of shoplifting, and in some cases, mobs of people. In one incident at the 7-Eleven store at 22nd & Market streets, video shows a group of about eight to 10 kids come in and spread out throughout the store. Each starts collecting items from different shelves and refrigerators before suddenly running for the door. The owner says this has happened two to three times since the pandemic. “Actually, I’ve been facing a lot of shoplifting. Every day I try to call and sometimes when I call 911 nobody answers,” said Mohammed Karim, a store owner. At another store, another mob enters a store, including a young boy. Within minutes, the same thing happens with people running for the door with various items, the clerk running after them to no avail. In other instances, merchants say people are filling their back packs with merchandise seemingly with no fear the law will catch up with them. “People are coming in the store, they’re loading their bag and they’re actually telling us the law, that they’re not gonna get locked

up,” said merchant Sukhvir Thinb. Merchants say store clerks are terrified with what is going on. “I have three employees quit last week, they don’t want to work anymore because of safety issues,” said Manzoor Chughta, president of the Delaware Valley Franchise Owners Association. “A mob entering a business sounds like more than just shoplifting, it sounds terroristic. If police are making arrests in cases like that, our office would charge appropriately,” said Jane Roh, spokeswoman with the Philadelphia District Attorney’s Office. Due to the pandemic, Philadelphia Police Commissioner Danielle Outlaw ordered arrests be delayed for non-violent crimes such as theft, drugs or prostitution. “I think broadcasting no arrests for retail theft was the biggest mistake the city ever made,” said store owner Sukhvir Thinb.

Following the declaration by the Secretary of HHS that circumstances exist justifying the emergency use of unapproved products, the FDA may issue an emergency use authorization to allow unapproved medical products or unapproved uses of approved medical products to be used in an emergency to diagnose, treat, or prevent serious or lifethreatening diseases or conditions caused by chemical, biological, radiological and nuclear threats when there are no adequate, approved, and available alternatives. The issuance of an EUA is different than FDA approval. In determining whether to issue an EUA, the FDA evaluates the available evidence and carefully balances any known or potential risks of any unproven products with any known or potential benefits of making them available during the emergency. The EUA was issued to Gilead Sciences Inc. The FDA previously allowed for study of the investigational drug under clinical trials, as well as expanded access use for individual patients and through a multipatient expanded access program coordinated by Gilead. The EUA will be effective until the declaration that circumstances exist justifying the authorization of the emergency use of drugs and biologics for prevention and treatment of COVID-19 is terminated and may be revised or revoked if it is determined the EUA no longer meets the statutory criteria for issuance. The FDA, an agency within the U.S. Department of Health and Human Services, protects the public health by assuring the safety, effectiveness, and security of human and veterinary drugs, vaccines and other biological products for human use, and medical devices. The agency also is responsible for the safety and security of our nation’s food supply, cosmetics, dietary supplements, products that give off electronic radiation, and for regulating tobacco products.

Pakistani Doctor Charged With Attempting To Provide Material Support To ISIS DEPT. OF JUSTICE NEWS RELEASE ROCHESTER, MN – Assistant Attorney General for National Security John C. Demers and U.S. Attorney Erica H. MacDonald for the District of Minnesota today announced a federal criminal complaint against MUHAMMAD MASOOD, 28, charging him with attempting to provide material support to a designated foreign terrorist organization. MASOOD, who was arrested earlier today at Minneapolis-St. Paul International Airport, made his initial appearance before Magistrate Judge David T. Schultz in U.S. District Court in Minneapolis, Minnesota. MASOOD was ordered to remain in custody pending a formal detention hearing, which is scheduled for Tuesday, March 24, 2020. According to the allegations in the complaint, MASOOD, a licensed medical doctor in Pakistan, was formerly employed as a Research Coordinator at a medical clinic in Rochester, Minnesota, under an H-1B Visa. Between January 2020 and March 2020, MASOOD made several statements to others, including pledging his allegiance to the Islamic State of Iraq and Al-Sham (ISIS) and its leader, and expressing his desire to travel to Syria to fight for ISIS. MASOOD also expressed his desire to conduct “lone wolf” terrorist attacks in the United States. On Feb. 21, 2020, MASOOD purchased a plane ticket from Chicago, Illinois to Amman, Jordan, and from there planned to travel to Syria. On March 16, 2020, MASOOD’s travel plans changed because Jordan closed its borders to incoming travel due to the Coronavirus pandemic. MASOOD made a new plan to fly from Minneapolis to Los Angeles to meet up with an individual who he believed would assist

On March 19, 2020, MASOOD traveled from Rochester to Minneapolis-St. Paul International Airport (MSP) to board a flight bound for Los Angeles, California.
