The government would help citizens with less than that income through direct cash transfer, he added. To attract the women voters, Gandhi promised 33 per cent reservation in government jobs for them and promised the passage of Women’s Reservation Bill giving 33 per cent seats in Parliament. Slamming the central government, Gandhi said every state was being targeted by Modi to impose “one ideology” — an oblique reference to Hindutva. Attacking Modi on the Rafale deal, Gandhi cited a couplet of Tamil poet Thiruvalluvar to say that truth will prevail. “The truth will set you free. But it will not be so for Modi as the truth will put him in jail.”
As a veteran public servant of 28 years serving the Village of Schaumburg, Hi India believes Tom Dailly brings a rich experience and seriousness of purpose. He is known as a serious and studious official. Hi India recognizes the need for someone like him to take the helm of a vibrant and attractive town that Schaumburg has become. As an important and fair voice of Chicago Area’s Indian American community generally, Hi India would like to officially endorse Tom Dailly. The 5000-strong Indian American community, which always has the choice to select anyone of their individual preference, would do well to seriously consider Dailly for mayor. His intention to be inclusive, not just in talk but in action by committing to make staffing, commissions and committees more diverse, is to be applauded. ARUL LOUIS, NEW YORK
T
he slow-moving US plans to set up six nuclear power plants in India have received a boost as the two nations reiterated their commitment to strengthen security and civil nuclear cooperation during the 9th India-US Strategic Security Dialogue. A joint statement issued on Wednesday after the dialogue, where the Indian side was headed by Foreign Secretary Vijay K. Gokhale, said that Washington “reaffirmed its strong support of India’s early membership in the Nuclear Suppliers Group”. “They committed to strengthen bilateral security and civil nuclear cooperation, including the establishment of six US nuclear power plants in India,” it added. The statement also said that both countries declared their “commitment to work together to

The US delegation to the dialogue held in Washington was led by Andrea Thompson, Under Secretary of State for Arms Control and International Security.
The statement seeks to breathe new life into expected results of the civil nuclear cooperation agreement between the two countries, which have failed to live up to the hopes since it was signed in 2008 during the Prime Ministership of Manmohan Singh and the Presidency of George W. Bush. The law limiting civil liability for nuclear

Speaker Nancy Pelosi, Represen-

Pentagon approves to enforce transgender military ban WASHINGTON: The Pentagon has signed a directive to implement US President Donald Trump’s policy barring most transgender people from serving in the military, the media reported. Under the policy, transgender people who join the military after the order takes effect will have to serve in the gender they were assigned at birth. Service secretaries will be allowed to grant waivers on a case-by-case basis, according to the Hill magazine. According to the memo signed on Tuesday by acting Deputy Defense
Secretary David Norquist, the policy will go into effect in 30 days. The directive was being issued after a court last week lifted the last of the orders preventing the transgender military policy from taking effect. —IANS

Its enactment is unlikely, however, as it would face an uphill battle in the Republican-controlled Senate and President Donald Trump has voiced objections to such programmes. The nearly 700,000 beneficiaries of the Obama-era Deferred Action for Childhood Arrivals (DACA) programme, which shields undocumented immigrants who came to the US as children from deportation, have been in limbo since the Trump administration tried to end the programme in 2017, prompting a slew of lawsuits.

H
ouse Speaker Nancy Pelosi is against impeaching US President Donald Trump, because “he’s just not worth it”, adding that the move would be “too divisive” In a wide-ranging interview with The Washington Post, the country’s most powerful Democrat also said Trump was unfit to be President “ethically,” “intellectually” and “curiosity-wise”. whelming and bipartisan, “I don’t think we should go down that path, because it divides the country. And he’s just not worth it.” Regarding her “relationship” with Trump, Pelosi told The Washington Post: “My relationship toward him is respectful, respectful of the office that he holds. Straightforward, just tell him what I think... So, yeah, respectful, honest and hopeful.” Pelosi was first elected to Congress in a special election in 1987 and now in her 17th term, she is experienced in all of Washington’s various forms of combat, power and perseverance.

China vetoes sanctions on

efying global opposition to terrorism, China has vetoed sanctions against Masood Azhar, the chief of the terrorist organization Jaish-e-Mohammad (JeM), extending cover to him and Pakistan that protects him. On Wednesday, China was the only Security Council member to oppose the proposal spearheaded with renewed vigor by France with British and US backing at the alQaeda sanctions committee to declare him a global terrorist and impose sanctions on him. Wednesday was the deadline to take a decision in the current cycle and because of Beijing’s veto - officially known as a technical hold the proposal will remain on hold for at least three months. In New Delhi, the External Affairs Ministry expressed disappointment over the outcome. “This has prevented action by the international community to

India grounds 737-MAX, warns airlines on prices IANS, NEW DELHI/MUMBAI
F
ollowing a global trend of grounding Boeing 737-MAX aircraft, India finally suspended the plane’s operations and overflight permissions on Wednesday evening, even as hundreds of passengers were affected at airports. The government tried to protect passengers from the double whammy of high fares and reduced flight operations. Advising airlines not to go in for predatory pricing, it said that it will be monitoring key sectors to detect any high fares. Briefing the media here, after a meeting between Ministry of Civil Aviation officials with airlines’ representatives, Civil Aviation Secretary Pradeep Singh Kharola said that all flights operated on Boeing 737-MAX have been grounded before 4 p.m. In India, SpiceJet and Jet Airways operate 17 Boeing 737-MAX aircraft — Spice (12) and Jet (5) — though the latter’s fleet was already grounded due to various reasons. “We have advised the airlines... that they should not use it (grounding) as a reason to hike their fares,” Kharola told reporters. “They have assured us that they will go as per normal routine. The
Directorate General of Civil Aviation (DGCA) chief B.S. Bhullar along with Civil Aviation Secretary Pradeep Singh Kharola in New Delhi on March 13.
DGCA (Directorate General of Civil Aviation) has said that it will be monitoring all the sectors very closely...if it is found that pricing is predatory, advisory will be issued.” Kharola said that SpiceJet cancelled 14 flights, out of the 500-plus flights it operates on a daily basis. The airline was able to take care of passengers on its cancelled flights. However, according to sector experts, airfares are already high and the current developments may further push them up. “The shortage of planes and high
seat occupancies are expected to push air fares north in the short term. The fares were at least 15 per cent higher this year compared to last year. Owing to the current situation, they are expected to rise further this season,” Sharat Dhall, COO (B2C) of Yatra.com said. According to Aloke Bajpai, CEO and co-founder, ixigo: “Following the ban on Boeing 737 MAX in Indian airspace, international inbound flights have been affected. Post-DGCA announcement, 34 international flights flying into
Mumbai and 12 flights bound for Delhi were cancelled.” “Grounding of additional planes will further impact fares which were already high this season. Both domestic and international fares for flights to and from Mumbai and Delhi have seen an average increase of 40-50 per cent and we expect fares to rise further due to shortage of planes.” Earlier in the day, the Ministry of Civil Aviation tweeted: “No B737 Max aircraft will be allowed to enter or transit the Indian airspace effective 1600 hours.” This came as a clarification and in continuation to its late Tuesday decision when the Ministry had tweeted: “DGCA has taken the decision to ground the Boeing 737MAX planes immediately.” The Ministry added on Wednesday: “B737Max operations will stop from or to all Indian airports. Additionally, no B737 Max aircraft will be allowed to enter or transit the Indian airspace effective 1600 hours Indian time or 1030 UTC.” On its part, SpiceJet said that it is rationalizing and optimizing the use of its Boeing 737NG and Bombardier Q400 aircraft to address the current situation and minimize inconvenience to its passengers.

Congress dilemma
Neither Ekla Chalo, nor whole heartedly in coalition, the upcoming Lok Sabha elections 2019 is going to be a Litmus Test for the party SAEED NAQVI, NEW DELHI
B
y announcing her own candidature from Rae Bareli, has Sonia Gandhi grounded Priyanka Gandhi quite as abruptly as she had taken off? Or, is it a function of post Pulwama demoralization that is causing the leadership to scale down aspirations? Is the Robert Vadra investigation beginning to tell? Pulwama or no Pulwama, my impression is that the Congress was never in the fight full throttle. Basically the Congress is all at sea, balancing its self-interest against the larger interest — that of the coalition and the nation. The Congress President is failing Guru Dronacharya’s fish eyetest. Unlike Arjuna who focused on the fish eye, Rahul is scattering his vision. He is not focusing on the only target the coalition had set for itself - the removal of Narendra Modi. Rahul’s cohorts have burdened him with the task of ensuring Congress gains while waging battle with the coalition against Modi. Sonia Gandhi and Priyanka are even more direct: they would go flat out if, at the end of the day, the Prime Ministerial crown were
Rahul’s and not someone else’s. Coalition partners would exert every muscle in the regions of their strength for a unified gameplan. But they will not buy into any guarantees for the Congress. Balance of forces, after votes have been counted, must determine the next phase. Surely, Congress numbers will matter. But bereft of a
But bereft of a coherent leadership, the party is creating confusion by pulling its horses in UP, Delhi and West Bengal. coherent leadership, the party is creating confusion by pulling its horses in Uttar Pradesh, Delhi and West Bengal. It is not focused on the eye of the fish; it is contemplating its navel. Rahul has been as aggressive as he can be on Rafael and “chowkidar chor hai”, the watchman (Modi) is a thief, and so on! But he would be out of character to take on Modi’s gangster vocabulary, snarling at Pakistan to summon up the nation’s blood. Mamata Banerjee, unlike
Rahul, can be a street fighter, a fiery Durga when required. She raised issues of security lapse at Pulwama. How did hundreds of kg of RDX reach a misguided 20year-old in a state saturated with surveillance? Above all, the lies about numbers killed at Balakot. The world media, taken to the spot, has reported zero casualties. By a singular lack of leadership, is Rahul helping Narendra Modi once again? The state units of the Congress are being allowed to get away with their caprice, provided they throw a ginger fit. Exactly as Sheila Dikshit has done in Delhi. In Congress culture, regional leaders were always cut down to size. Is Sheila Dikshit in the process of reversing the trend? Is she cutting the leadership down to size? Congress will come third in all seven seats, if that indeed is what she wants in Delhi. Is she piqued that AAP has fielded its strongest candidate, Atishi, the education whiz kid, from East Delhi which Sheila’s son, Sandeep Dikshit, had been salivating on? If in Delhi it was Sheila Dikshit’s soaring vision to be accommodated, in Kolkata, CPI-M General

t’s election time and can the stars — from the film world and the sports field, be far behind? Some names have been declared from Kerala and West Bengal and the coming days will make it clear who will hit the campaign trail and who will be left behind. From Kerala, there’s ace comedian Innocent, a giant killer in the 2014 Lok Sabha elections when he trounced Congress veteran and incumbent member P.C.Chacko by a margin of 13, 884 votes. The 71year-old is a former president of the Association of Malayalam Movie Artists and has been again asked by the CPI-M to contest from halakudy is in Thrissur district. The candidates opposing him from the Congress-led UDF and the BJP-led NDA are yet to be announced. Kamal Haasan, who heads his newly-floated Makkal Needhi Maiam outfit, is a certainty from Tamil Nadu and will be hoping his lighted torch election symbol will bring him and the others he fields.
Bollywood actor Nagma and actor-turned-politician Kamal Hassan.
Interesting contests are on the cards in West Bengal. For instance, in Asansol, the state’s industrial belt close to the Jharkhand border, the glam quotient is set to rise after the Trinamool Congress on Tuesday decided to field yesteryear’s actress and its current Bankura MP Moon Moon Sen from the seat. Sen, the daughter of Bengali screen legend Suchitra Sen, is likely to take on singer-turned-Union
Minister Babul Supriyo, the incumbent BJP MP, who has already begun his groundwork even though his party is yet to announce its list of candidates. Then, there’s Trinamool Congress celebrity candidate Nusrat Jahan, for whom her new stint in politics is just like household work. She believes she can easily balance her new role with her film career. “For me, managing home and shooting for films both are my full-

Secret a r y S i t a r a m Yechury’s yen to rediscover Jyoti Basu’s golden period for the Left is being indulged. Mamata Banerjee, focused on the fish-eye, has been quite sporting about the combine. By remaining in play, the Congress may cushion some anti-incumbency vote which may have drifted towards the BJP. She is politically sound. The Congress understanding of
Mayawati in Uttar Pradesh deserves to be spelt out. “With the Enforcement Directorate constantly hovering over her, there is no certainty on her future behaviour.” By placing its money both ways in three states, the Congress may well have forfeited some of its claim, should the cookie crumble the coalition’s way after the vote is counted.

Handling two things is always difficult but everything can be balanced,” Nusrat told IANS And, Trinamool Congress candidate and actor Mimi Chakraborty is oozing enthusiasm for her new role, saying she is “ready with my sneakers on”. “I just want everyone to bless me as I have full faith in my multi-tasking skills and I believe I will be able to prove myself. I am ready with my sneakers on,” Mimi told IANS, adding: “People have loved my films, so am very optimistic. I have always loved to be there for the people so I think I will be able to do it,” a reference to chosing politics at the peak of her film career. Other names in the Trinamool Congress list are theatre personality Arpita Ghosh and incumbent MPs Satabdi Roy and Dipak Adhikari, as also former Indian footballer Prasun Banerjee. Some names are a reasonable certainty from Bollywood. They include film stars Hema Malini,
Dharmendra, Kirron Kher and Shatrughan Sinha. Others who could make the cut from the Mumbai industry are Gul Panag, Nagma, Shilpa Shinde and Asavari Joshi. In Karnataka, there’s multi-lingual actress Sumalatha, widow of late Congress actor-turned-politician M.H. Ambareesh. No party has declared so far that it will field her. The ruling JD-S is said to be keen to field Nikhil Kumaraswamy, Kannada actor and son of Chief Minister H.D. Kumaraswamy. However, neither the party or coaltion ally Congress has announced any of their candidates so far. Multi-lingual south Indian actor Prakash Raj is to contest from Bengaluru as an Independent. The names of three criketers have also emerged, among them Kirti Azad, who played in 7 Tests and 25 ODIs from 1980 to 1986. Former Indian cricket captan Mohammad Azharuddin is among the probable Congress candidates from Telangana, while a question mark hangs over Gautam Gambhir.

British MPs reject no-deal Brexit

After her defeat, British Prime Minister Theresa May signaled she would gamble one last time on forcing through her Brexit deal, bringing forward a motion on delaying the exit IANS, LONDON
B
ritish MPs have decisively rejected the idea of the UK leaving the European Union (EU) without a deal and clearing the way for Brexit to be delayed, inflicting more defeats on the already embattled Prime Minister Theresa May. After May’s deal was heavily voted down for a second time on Tuesday, she announced a government motion ruling out a no-deal Brexit on March 29 — overturning her longstanding policy of refusing to rule it out, the Guardian reported. May promised MPs a free vote, but the motion was carefully worded, with the final sentence stating that, “leaving without a deal remains the default in UK and EU law unless this house and the EU ratify an agreement”. On Wednesday night, the MPs voted by 312 to 308 to support a backbench amendment which struck out that last phrase so as to rule out a no-deal exit altogether. The vote however, is not bind-

8 killed in Brazil school shooting BRASÍLIA: Two teenagers opened fire on Wednesday at a school in Brazil’s Sao Paulo state, killing at least eight people, including several children, officials said. A school employee and the two suspected teenage gunmen were also among the dead in the attack at the Professor Raul Brasil state school in Suzano, a Fire Department spokesman was cited as saying by Efe news. Sao Paulo state Governor Joao Doria tweeted that the victims had been “cruelly murdered”.
12 killed in Nigeria school building collapse LAGOS: At least 12 people were confirmed dead on Thursday following the collapse of a threestorey building which housed a primary school in the Nigerian city of Lagos, the media reported. “Some of the victims were brought in dead,” a doctor told Xinhua news agency at the Massey Children Hospital in Ita-Faji area of the Lagos Island, where some victims were being treated. The doctor, who wished to remain anonymous, said a pregnant woman and the proprietress of the Ohen Nursery and Primary School were also confirmed dead.

ing. Under current law the UK could still leave without a deal on March 29. In chaotic scenes in Parliament, the government then rescinded its promise of a free vote; and whipped its MPs to vote against the amended motion. Several cabinet ministers who
have warned about the risks of a no-deal Brexit, including Philip Hammond and Amber Rudd, appeared to abstain, but the government still lost the vote, by 321 votes to 278 — a majority of 43. Also on Wednesday night, the MPs by 374 to 164 to reject a plan
to delay the UK’s departure from the EU until May 22, so that there can be what its supporters call a “managed no-deal” Brexit. After her defeat, May signaled she would gamble one last time on forcing through her Brexit deal, bringing forward a motion on
Thursday on delaying the exit. Without an agreed deal, she said, there would be a “much longer extension” that would require the UK to take part in European parliament elections. “I do not think that would be the right outcome.” The MPs will vote again on Thursday on whether to ask the EU for permission to delay the date for departure. Meanwhile, any request by the UK to delay Brexit must be agreed by Brussels, CNN reported. EU chief Brexit negotiator Michel Barnier told Members of the European Parliament on Wednesday that the ball was firmly in London’s court. “It is UK’s responsibility to tell us what they want for our future relations. That is the question that needs to be posed to which we expect an answer. It will be a priority even before the question of an extension. Negotiations on Article 50 (the mechanism that laid down Britain’s departure date as March 29) are finished,” he said.
Ethiopian Air pilot ‘faced flight control’ issues 50 countries ground, ban Boeing Max 8 planes

T
he pilot of Ethiopian Airlines flight 302 told air traffic controllers that he was having control problems before the Boeing 737 Max 8 jet crashed, according to an account of cockpit voice recordings from the airlines Chief Executive Tewolde GebreMariam. The pilot did not mention bird strikes or external problems, but requested permission to return to Bole Airport in Addis Ababa within minutes of takeoff on Sunday. The pilot “reported back to air traffic controllers that he was having flight control problems”, but cited no other issues, GebreMariam told the Wall Street Journal.
The airline is planning to send the 737 Max 8 plane’s flight data recorder to Europe rather than the US for analysis, he said. Flight 302 was bound for Nairobi when it plunged to the ground shortly after takeoff, killing all 157 people on board. It was the second crash involving the 737 Max 8 model in less than five months, after the Lion Air crash off Indonesia in which 189 people died in October. No evidence yet linked the crashes, but pilots on both planes reported problems moments after takeoff and sought permission to make emergency landings. European regulators have grounded the model, along with China, Australia, India and others around
WASHINGTON: A total of 50 countries, including the US, has either grounded or banned the Boeing 737 Max 8 planes following the crash of an Ethiopian Airlines plane of the same model that killed all 157 people on board earlier this week. US President Donald Trump spoke to the media before the Federal Aviation Administration (FAA) on Wednesday grounded all Boeing 737 Max jets in the country, CNN reported. “I didn’t want to take any chances. We didn’t have to make this decision today,” Trump said. “We could have delayed it. We
maybe didn’t have to make it at all. But I felt it was important both psychologically and in a lot of other ways.” Trump said his decision was fact-based, even as he admitted it was made partly with regard for the mental well-being of American travellers. “The safety of the American people, of all people, is our paramount concern,” he added. Of the more than 370 Boeing 737 Max jets in global fleets, 74 are flown by US airlines, according to the FAA. Those include United Airlines, Southwest Airlines and American Airlines. —IANS
the world. The US Federal Aviation Administration (FAA), Boeing and US airlines, however, maintain that the 737 Max is safe to fly. Pressure was growing in the US for regulators to act, with American and Canadian carriers now virtually alone in operating 737 Max flights, the Guardian reported. According to the Guardian, pilots on at least two US flights last year filed safety concerns about the aircraft after its nose tilted down
suddenly when they engaged the autopilot. Their reports are part of database, compiled by NASA that does not reveal the airlines or locations. The FAA said it was continuing to review all data from operators and pilots, but the review so far showed “no systematic performance issues and provides no basis to order grounding the aircraft. Nor have other civil aviation authorities provided data to us that would warrant action”.

ok Sabha elections will be held in seven phases from April 11 to May 19, the Election Commission has announced, setting a two-and-half month-long process for people to either vote in the Narendra Modiled dispensation once again or choose an alternative. Counting of votes in 543 constituencies will be taken up on May 23, Chief Election Commissioner Sunil Arora told a press conference, formally beginning the election process and declaring that the Model Code of Conduct for parties and governments has come into force with immediate effect. Once the Model Code of Con-

Assembly elections will also be simultaneously held in Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim while the demand of parties for Assembly polls in Jammu and Kashmir has not been accepted due to security considerations, Arora said at the media conference flanked by ECs Ashok Lavasa and Sushil Chandra. The Assembly elections in these four states will be held on the day the states choose their Lok Sabha representatives. T Gandhi wanted Congress disbanded in 1947: Modi NEW DELHI: On the very day when the Congress is to kick-off its 2019 Lok Sabha campaign from the Prime Minister’s home turf with its Working Committee meeting in Ahmedabad, Narendra Modi took to his blog to tell the nation that it was Mahatma Gandhi who wanted to bisband the grand old party just after Independence. Marking the 89th year of the iconic Dandi March that was launched by Gandhi and 80 satyagrahis in 1930 on the day, Modi said the grand old party is nothing but “the perfect antithesis to what ‘Bapu’ stood for”. Hailing Gandhi whose “handful of salt shook the British Empire” as he set out on foot for the coastal village of Dandi from Sabarmati Ashram in Gujarat, Modi said: “Though aimed
at protesting unfair Salt Laws, Dandi March shook the foundations of colonial rule and became a strong symbol of fighting injustice and inequality.” In a conversational approach to his blog readers Modi said: “Did you know who had a key role in the planning of the Dandi March? “The great Sardar Patel”, who, he said, had a key role in planning “every minute aspect” of the 390km March, “down to the last detail”. The Congress have accuses the Bharatiya Janata Party of trying to appropriate Sardar Vallabhbhai Patel, the nation’s first home minister. “In many of his works, Gandhiji said that he does not believe in inequality and caste divisions. Sadly, the Congress has never hesitated from dividing society. —IANS
erming the coming Lok Sabha elections “another independence struggle”, Congress General Secretary Priyanka Gandhi has urged the voters to ask tough questions from the government and raise “real issues” facing them and the country instead of getting drawn into trivialities. “Those who make tall promises to you, ask them where are the two crore jobs that were promised to the nation? Where is the Rs 15 lakh which was supposed to come into your bank accounts? Ask right questions in these elections,” she said while addressing an election rally here after the Congress Working Committee meeting in Ahmedabad. “Irrelevant issues should not be raised. The issues that are to be raised should be about what is most important to you — how you will progress, how our youth will get employment, how would women feel safe, what will be done for the farmers. These are the real election issues. “Only your awareness can bring these issues to the front,” Priyanka Gandhi said, terming voters’ awareness and their votes “their biggest weapons”. “Your greatest weapon is awareness about the realities facing the country, your vote is your weapon. arely two weeks away from the mayoral election in the village of Schaumburg, Tom Dailly tries to smile some more even as he goes about the “very serious business” of attending to its affairs “rather seriously.” Daily Herald, which has endorsed Dailly for mayor, pointed out with some levity, “While we wish he’d crack a smile now and then, that is about the only criticism we have of the longtime public servant.” To that, Dailly responded during a phone interview with Hi India saying, “It is true that I am a serious person but that is because I am in a very serious business. However, I am trying smile a bit more now.” As Schaumburg, with a population of 74,184 (2017), prepares to elect its first mayor in over three decades, the race is being watched keenly by its inhabitants, who include some 16.000 to 18,000 Indian Americans, Pakistani Americans and Bangladeshi Americans. Al Larson is retiring as mayor after serving for 32 years. It is a measure of how long that is when it is considered that the World Wide Web, which has transformed politics and his politicians practice it at every level, was invented only 30 years ago. For Dailly, who has been a village trustee for 28 years, the election presents a chance to rejuvenate Schaumburg with some new ideas even while drawing on its established strengths as left to him by his mentor Larson. “I intend to follow many of Mayor Larson’s ideas even as I ensure that Schaumburg remains an attractive destination not just within Illinois but nationwide. As you might know, Money magazine
ranked us as the ninth best place to live in 2017. We not only intend maintaining it but improving on it,” he told Hi India. “People are not looking for a major change but want improvement on what we already offer. Those who come here for businesses and to live never fail to point out how great it is to be live and work. Beyond our gorgeous (Woodfield) Mall and many small businesses we have several Fortune 500 companies with offices here. Outside of Chicago, we are the most preferred business destination,” he says. One of the main features of his campaign is to increase diversity in the village administration and make Schaumburg “more inclusive.” “We need diversity at all
Ken Patel, a resident of the village and president of Shakti Group, says, “I have had the pleasure of meeting with Tom Dailly on different occasions to discuss the concerns involving the constituents of Schaumburg. levels, in committees, commissions and staffing. As mayor I plan to make commissions more diverse because the mayor can make those appointments directly,” he said. In terms of inclusiveness and diversity, Dailly has stepped up his interactions with the Indian American community. “This is a very important community for us because they are engaged both as successful professionals as well as small business owners. They make Schaumburg vibrant. I have been welcomed with great warmth by the Indian American community,” he says. “The Indian culture fascinates me and I want to make sure it is included in what we do. I have been thinking a lot of about how to make the village more inclusive and to that end I have had interactions with the Indian American community,” Dailly says. One of the ways he thinks Schaumburg can acknowledge their contribution is to recognize that through their small businesses Indian Americans and others have contributed to the vitality of the town. “At the very least we can say thank you to them although I intend to do much more as mayor,” he says. Dailly says as part of his outreach he also wants to step up his engagement Indian cities. “If I am elected mayor I plan to visit India and explore what more we can do together,” he says. There are signs that the Indian American community is enthusiastic about Dailly’s message of inclusiveness and diversity in the village’s governance. Neil Khot, a former president and founder member of the Federation of Indian Associations (FIA) who runs a business processes optimization business in Schaumburg, says, “Tom is the most suitable candidate for the job because of his commitment to

s a veteran public servant of 28 years serving the Village of Schaumburg, Hi India believes Tom Dailly brings a rich experience and seriousness of purpose. Come April 2, please vote. SCHAUMBURG MAYORAL CANDIDATE TOM DAILLY PROMISES INDIAN AMERICANS INCLUSIVENESS AND DIVERSITY improve inclusiveness and create more fair representation for South Asian American communities.” Khot points out that together Indian, Pakistani and Bangladeshi communities in the village number about 18,000 out of the total population of nearly 80,000. he first inhabitants of the area were members of the Sauk, Fox, Pottawatomie, and Kickapoo Indian tribes, according to the village’s website. It was after March 7, 1956, when it was incorporated, that immigrants, primarily German-speaking, started settling down here. Over the two decades or so Schaumburg has become has become more diverse and grown into an important part of Chicago’s so-called “Golden Corridor.”
Schaumburg at a glance: Incorporation: 1956 Projected 2020 population: 83,000 Indian American population: About 5000 now Median household income (2010): $67,426 Total housing units: 33,610
Annual budget: The fiscal year 2018/19 budget has total revenues and other financing sources (OFS) of $241 million and projected total expenditures and other financing uses (OFU) of $252 million.
added to that number the percentage goes up to 30%. However, that sizable number of some 25% to 30% does not at all reflect in the way the village staffs it’s various agencies and appoints people to various committees and commissions.
“The old guard, as it were, never really bothered about that representation. Tom has said that he wants to address that problem and we welcome that,” Khot says. Ken Patel, a resident of the village and
president of Shakti Group, says, “I have had the pleasure of meeting with Tom Dailly on different occasions to discuss the concerns involving the constituents of Schaumburg. Tom Dailly has impressed me with his knowledge, experience and vision for Schaumburg.” Dailly’s most vocal opponent is Nafees Rahman, who is deputy director of accounting in Secretary of State Jesse White’s office. He has particularly raised the subject of the town’s debt which he has pegged at $500 million. “Rahman is trying to create issues where none exists. He is trying scare people into electing him. Every village carries debt but that does not mean it cannot be addressed,” he says. In a recent forum hosted by the Schaumburg Township Republican Organization there was some back and forth between the two men over this issue. According to a report in the Herald, “He questioned whether the village’s debt was high as Rahman said, but conceded that it is higher than $300 million. Dailly also said the village represents only 7 percent of property tax bills. He noted Schaumburg’s commercial vacancy rate is 4 percent.” At the same forum, Dailly also declared his intention to reduce property tax levy by 5% during his first year in office. Dailly told Hi India that it would be his endeavor to watch “every dollar spent” and strengthen Schaumburg’s financial health. “The budget is a very serious
exercise that affects every resident. I pay a great deal of attention to the budget numbers,” he says. Khot acknowledges that being a seasoned hand Dailly understands budget and finance of the village very well. He also points out his promise to reduce by 5% the village portion of the property tax. Khot says Rahman has no previous experience in the village affairs but he has assembled a good team of advisors from his contacts in the Democratic Party. Although village politics is generally not rancorously partisan as it is at the state and federal levels, some of those fault lines could play a role in how the South Asian communities, which traditionally tend to vote Democratic, might vote here. In his estimation, there is 60-40 chance that Dailly would win. Among the visible issues that he intends addressing as mayor is improving the town’s streets. “There is more money needed to be spent on our streets. We can do better there,” he says. As the countdown to the election day on April 2 is underway, Dailly thinks he will be elected . The voting ends at 7 p.m. that day and the results are expected by 9 p.m. “I intend to be the mayor on April 3.” Asked what message he would give to the Indian American community particularly, he says, “Vote for me. Look at what I have done during my career here. Give me the next couple of years and see how I follow through on my promises to you.”

MUMBAI: Celebrated filmmaker Karan Johar says actresses Madhuri Dixit Nene, Sonakshi Sinha and Alia Bhatt are all playing pivotal roles in his multi-starrer production Kalank. At the teaser launch of the film, Karan was asked about the thought behind introducing the female characters first. “We are brought into this world by
women. I am raised by strong women and I would say that these three women characters are the heart, soul and spine of Kalank. So, their Karan Johar strength, beauty and intellect (is something) men could never match up,” Karan said.

Dixit Nene, Sonakshi Sinhna and Alia Bhatt, try to look suitably seductive and mournful in costumes that seem borrowed from Bajirao Mastani. The male actors, Sanjay Dutt, Varun Dhawan and Aditya Roy Kapur, look ruggedly mournful as they grieve manfully for lost love and retrieved relationships looking into distant horizons that look painted on sets large
enough to house two villages in Meghalaya. There is a fabulous top-shot of Alia dancing to a Kathak rhythm. One hopes there is more glamor and less machismo in storytelling. It could all be an exciting melange of swirling ghagras and riveting battles. On the other hand, Kalank could be a royal mess. We can only wait with bated breath.
MUMBAI: Actress Madhuri Dixit Nene says it was tough and emotional for her to play a role which was to be originally essayed by Madhuri Dixit Sridevi in Kalank. She plays Bahaar Begum in Karan Johar’s multi-starrer production Kalank. After Sridevi’s demise
last year, the role was offered to Madhuri. At the film’s teaser launch, Madhuri said: “Firstly, her demise was sad news for us... and when I was approached for the role... To step into the role, when you look into it as an actress, it’s a different scenario as you add your own inputs to the character, but we used to remember her on sets as she was a part of the film.” —IANS

‘Kalank’ looks like Bhansali’s cinema here is a deep, dark, seductive hue to the frames in Kalank, the Karan Johar-produced and Abhishek Verman-directed period drama about dancing courtesans and raging warriors. One almost expected Sanjay Leela Bhansali’s name to crop up as director. But it didn’t. Is that a good thing or a bad thing? I really can’t tell because the teaser seems to want nothing better than to convince us that Karan Johar can do a Bhansali, as well as Bhansali. The frames are saturated with colours and the over-dramatic scenes (including one of a barechested Varun Dhawan in a bull arena, a la Baahubali) are shot on ornate papier-mache sets in highdefinition gloss with a background score humming an insistent drama of doom into our burning ears. In spite of the unmistakable opulence, the teaser of Kalank exudes a sense of exacerbated plasticity. The three actresses, Madhuri

Only 9% Indian kids GET PROPER NUTRITION: NITI AAYOG

Green tea helps combat obesity, inflammation: Study BEIJING: Want to cut that extra flab? Drinking green tea can help reduce obesity as well as inflammation in the gut, finds a study. The findings, published in the Journal of Nutritional Biochemistry, showed that mice fed a high-fat diet supplemented with green tea gained about 20 percent less weight and had lower insulin resistance than mice fed an otherwise identical diet without tea. Mice fed a diet of two per cent green tea extract had an improved gut health including more beneficial microbes in the intestines and less
permeability in the intestinal wall — a condition called “leaky gut” — than those that ate a diet without it. Leaky gut is a problem in humans that contributes to widespread low-grade inflammation. “This study provides evidence that green tea encourages the growth of good gut bacteria, and that leads to a series of benefits that significantly lower the risk of obesity,” said lead author Richard Bruno, Professor at the Ohio State University. Drinking green tea has also been linked to a lower risk of cancer, heart and liver disease, the team said.

regnant mothers exposed to particulate matters may experience damage to the developing cardiovascular system in their foetuses, finds a study. Exposures to these microscopic materials early in the gestation period significantly impact foetal heart development, especially the main artery and the umbilical vein. A single exposure during the third trimester could
restrict maternal and foetal blood flow, resulting in further consequences throughout the child’s adulthood, the study said. Late exposures mostly impact the foetal size as it restricts blood flow from the mother and deprives the foetus of nutrients in the final stages. “Pregnant women should also consider monitoring their indoor air quality,” said Phoebe Stapleton, Assistant Professor at Rutgers University. What a mother inhales affects her circulatory system, which is constantly adapting to supply adequate blood flow to the fetus as it grows.

“These findings suggest that pregnant women, women of childbearing age and those undergoing fertility treatments should avoid areas with high air pollution or stay indoors on high-smog days,” said Stapleton. Air pollution exposure constricts blood vessels, restricts blood flow to the uterus and deprives the foetus of oxygen and nutrients, resulting in delayed growth and development. It can also lead to common pregnancy complications, such as intrauterine growth restriction, he explained. The study was published in the journal Cardiovascular Toxicology.

Next flu pandemic is inevitable: WHO GENEVA: Another flu pandemic is inevitable and the world must prepare for potential devastation, the World Health Organization (WHO) has said, warning that the risks must not be underestimated. Launching its Global Influenza Strategy for 2019-2030, the world body said the next influenza pandemic “is a matter of when, not if”. WHO’s Director-General Tedros Adhanom Ghebreyesus said it would be the biggest public health threat and potentially threaten millions of lives worldwide because of the rapid spread of viruses. —IANS

Short birth intervals raise death risk horter intervals between births are associated with higher mortality rates in babies, finds a new study on macaque monkeys. The study showed “the risk of a short birth interval in rhesus macaque offspring is contingent on the survival of its older or younger sibling, who may constrain the maternal resources available to it,” said Susie Lee, a doctoral student at the New York University. Short birth intervals have long been linked to adverse child outcomes in humans. However, it had been unclear the extent to which the birth interval has a direct influence on offspring mortality in general — that is, independent of the effects of environment and human

BY A STAFF WRITER CENTRAL ISLIP, N.Y. – Former Nassau County Executive Edward Mangano, once among the most powerful Republicans on Long Island, was convicted Mar. 8 at a federal corruption retrial of helping a businessman get millions of dollars in loans in exchange for lavish gifts and his wife’s $100,000-a-year no-show job. His wife, Linda Mangano, was also found guilty. Both face the possibility of substantial prison time. Prosecutors said that Mangano used his influence as the county’s top elected leader to help an Indian American restaurateur and businessman, Harenda Singh, get loan guarantees from the Town of Oyster Bay. In exchange, they said, he got gifts including a job for his wife as a food taster at Singh’s restaurants. Speaking to reporters outside the courthouse, Mangano insisted he and his wife were innocent. “I am very proud of my service as county executive. I would not and could not be bribed by anyone,’’ he said. His wife later sobbed as she thanked people who had
supported them through the trial. Mangano “sat idly by while public funds were exchanged for favors, and waited patiently in the wings to accept a payout for the plan he put in motion,’’ FBI Assistant Director-in-Charge William F. Sweeney Jr. said in a statement after the conviction. The Manganos said that any favors were because of their personal friendship with Singh, but that’s not how the businessman presented things as a trial witness. “I bribed Ed Mangano, and he did favors for me,’’ Singh told jurors. “Whatever was needed, I took care of it.’’ As part of his own criminal case, Singh previously pleaded guilty to paying bribes to New York City Mayor Bill de Blasio in the form of campaign contributions, in an attempt to resolve a dispute with the city over a restaurant lease. The Democratic mayor was not prosecuted. He denied taking bribes and suggested Singh pleaded guilty only because he was desperate to get leniency for other corrupt acts. Their first trial ended in a mistrial in May 2018. The couple will be sentenced at a later date.
