ndia on August 4 moved a major step closer towards a unified goods and services tax regime across the country, with the upper house of Parliament passing the relevant Constitution amendment bill on Wednesday, in what is seen as the most radical indirect tax reform since independence. The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014 and amendments were first declared approved by a voice vote. Following a division called by Deputy Chairperson P.J. Kurien and electronic voting, it was declared approved by a twothirds majority. While the AIADMK had walked out earlier, 203 members present voted in favor of the main bill. The bill will now go again to the Lok Sabha for its nod since the government had moved some amendments to get political parties, notably the Congress, on board. The passage in Rajya Sabha was preceded by some heated debate,

Asking Sahara to deposit Rs 300 crore, a bench of Chief Justice T.S. Thakur, Justice Anil R. Dave and Justice A.K. Sikri gave the Sahara chief time till September 15 to deposit the money, orally observing that failing this he will be sent back to the Tihar jail here. Roy was granted parole on May 6 after his mother passed away on May 5.
NEW DELHI: A day after the unanimous passage of the Goods and Services Tax bill by the Rajya Sabha, Revenue Secretary Hasmukh Adhia on August 4 said April 1, 2017 will be the target date for the roll-out of this pan-India indirect tax regime. Making a presentation before the media here, Adhia said the government hoped that all the required bills connected with the GST roll-out will

The new regime -— the idea for which was mooted some 13 years ago — seeks to subsume all central indirect levies like excise duty,
countervailing duty and service tax, as also state taxes such as value added tax, entry tax and luxury tax, to create a single, pan-India market. Some items, notably potable alcohol and petroleum products, will be outside its purview for now. “This is one of the most significant tax reforms in India’s history. It was, therefore, important for

s thousands of laid-off Indian workers in Saudi Arabia were said to be without food, 87 per cent of complaints received from Indian workers at Indian missions across nine countries were from six Gulf countries, with nearly half of those from Qatar and Saudi Arabia, according to government data. Indian missions across nine countries received 55,119 complaints of ill-treatment and “exploitation” of Indian workers over the last three years, according to data tabled in the Lok Sabha by the Ministry of External Affairs. Of these, the Indian mission in Qatar received 13,624 complaints, followed by missions in Saudi Arabia (11,195), Kuwait (11,103) and Malaysia (6,346). On July 30, 2016, Minister of External Affairs Sushma Swaraj acknowledged the hunger facing laid-off Indian workers in Saudi Arabia. “The number of Indian workers facing food crisis in Saudi

Poor working conditions put an Indian living in Saudi Arabia or Kuwait at 10 times the risk of death compared to an Indian living in the US, IndiaSpend reported in August 2015. Saudi Arabia, UAE, Oman and Kuwait report between 65 and 78 deaths per 100,000 Indian workers. An average of 69 Indians die every year in the six Gulf countries.

But, then, the wheels began to turn and the decline which began from 2011-12 is still continuing.

Prachanda sworn-in as Nepal PM KATHMANDU: CPN (Maoist Centre) leader Pushpa Kamal Dahal aka ‘Prachanda’ was here on August 4 administered the oath of office and secrecy as Nepal Prime Minister by President Bidhya Devi Bhandari, media report said. After his oath-taking ceremony, Prachanda administered oath of office to five minister, including three from the Maoist outfit and two from the Nepali Congress. Prachanda, who was elected the 39th Prime Minister by Nepal’s Parliament, took the oath of office at a special function held at the President’s residence in Kathmandu.
This is Prachanda’s second innings as the Prime Minister. He was elected to the top political post in 2008 but resigned in April 2009 following a row over the sacking of the then army chief General Rookmungad Katawal. Nepal Vice-President Nanda Kishor Pun, Chief Justice Shushila Karki, former Prime Ministers, leaders of various political parties and heads of Kathmandu-based foreign diplomats were present at the Prachanda’s swearing-in ceremoney. One country’s terrorist cannot be a martyr or freedom fighter for anyone,” Rajnath Singh said at a meeting of the South Asian Association for Regional Cooperation (Saarc) interior ministers here. “Those who provide support, encouragement, sanctuary, safe haven or any assistance to terrorism or terrorists must be isolated. According to the London Metropolitan Police, the suspect was arrested at 10.39 p.m. on August 3 night, after an officer fired a taser, BBC reported. The suspect is at a south London police station after receiving treatment in hospital. Police said mental health was a “significant factor” in the incident that took place in Russell Square, a busy area close to the British Museum and home to many hotels and restaurants popular with tourists. “Early indications suggest mental health is a significant factor in this case and that is one major line of inquiry,” the Guardian quoted a police officer.
Pentagon withholds $300 mn aid to Pak WASHINGTON: The Pentagon has refused Pakistan $300 million in military aid, in a sign of unhappiness with Islamabad for not acting against militants active in Afghanistan. According to Pentagon spokesperson Adam Stump, Defence Secretary Ashton B. Carter had decided against making a certification to Congress stating that Pakistan is taking sufficient action against the Haqqani network, a Taliban affiliate blamed for attacks on the US and allied personnel in Afghanistan, The Washington Post reported. The decision, which means Pakistan will not receive $300 million in military reimbursement funding, was based on the continuing operations of the Afghan Taliban and Haqqani militants on Pakistani soil, Stump said. The move ends a year of speculation about an aid program that has been fundamental to Pakistani military operations.

Jayapal, a Democrat, was born in India and raised in Indonesia and Singapore. She had 38 per cent of the vote and will advance to the November 8 general election. ‘Saudi King assisting stranded Indians’ NEW DELHI: External Affairs Minister Sushma Swaraj on August 4 said the King of Saudi Arabia has given instructions to help the thousands of Indian workers stuck in the Gulf kingdom, including giving them free passage back home.
The minister informed the Rajya Sabha that the Saudi King has instructed his officials to resolve the crisis faced by Indians. “The Saudi King has instructed his officials to solve the problem in two days. General V.K. Singh is there. He met the Labour Minister there yesterday (August 3), he said instructions have been given to give the Indian workers exit visa; they will send them back in their own flights, at their own expense,” Sushma Swaraj told Rajya Sabha. “They have also permitted that those who are found suitable may be given another job,” she said. Regarding the dues of workers, the minister said: “Every worker will file their claim with the Labor office, and the claims will be settled even after they come back.” She also said the Saudi administration was arranging for providing food and other assistance to the camps where Indians were lodged. The minister thanked the Saudi King for the assistance. She said: “I want to thank Saudi rulers on behalf of India and the House. I also thank the Prime Minister. n Indian American entrepreneur has begun a countdown for launching a moon lander next year after the Federal Aviation Administration (FAA) announced it has approved his company’s venture. One of that company’s backers is Khosla Ventures created by Vinod Khosla, the venture capitalist who is
an Indian Institute of TechnologyDelhi graduate and who co-founded Sun Microsystems. Moon Express CEO Bob Richards cited the discovery of water on the moon as an incentive for lunar ventures. The discovery was accomplished by the Indian Space Research Organization’s (ISRO) Chandrayaan-1 spacecraft with ISRO’s Moon Impact Probe (MIP) and NASA’s Moon Mineralogy Mapper (M3) that it carried on board. “The recent discovery of water on the moon is an economic game changer for humanity’s future,” he said. “Water is the oil of the solar system and the moon has become a gas station in the sky.”
Moon Express is the first private company to get government approval for a moon venture. The FAA described the MX-1E as a spacecraft that can orbit to the moon, make a soft landing on the lunar surface, and move on it by making “hops”. Moon Express needed the FAA approval because the Outer Space Treaty requires private ventures to be authorized by a government that has signed th treaty. It will be eligible to compete for the Google Lunar XPRIZE of $20 million for the first private company to land a craft on the moon, make it travel at least 500 meters on the lunar surface and send back videos.

India won six medals at London, their highest haul so far. The Rio Olympics will run from August 5 to 21. The biggest and by far the best bet for India's golden dreams at the Olympics would be ace shooter Abhinav Bindra. His 2008 Beijing Olympics gold
is the only top individual honor for India at the Games and this time around he remains a strong medal prospect. He has also won the gold at the ISSF World Shooting Championship in 2006 and another gold in 2014 Commonwealth Games. Gagan Narang, another star shooter, is also a strong medal con-

ight promotion and marketing is the need of the hour as far as the Malayalam film industry is concerned, according to filmmaker Kamal, the new chairman of the Kerala State Chalachitra Academy. The Academy was formed with the objective of framing programmes and policies for the overall promotion of Malayalam films. “There is a huge pool of talented film personalities in our state, but if we look back, we have not been able to produce new ones in the make and mould of veterans like Adoor Gopalakrishnan. “The main reason is we have not been able to promote and market our films,” Kamal told reporters here on August 2.
Box-office opening pressure no burden CHENNAI: Actor Allu Sirish, nephew of megastar Chiranjeevi, says he never gets deterred by the pressure of a good box-office Allu Sirish opening despite hailing from the family that is popular for setting and breaking records at ticket counters. “I never let the pressure of box office opening burden me. My uncle (Pawan Kalyan) and my brother (Allu Arjun) manage to create a box office storm because they enjoy mass following, and the process didn’t happen overnight. It takes time to build a huge fan base,” Sirish told IANS. Elaborating further, he said: “Even when my uncle and brother started out, their films couldn’t rake in great numbers. These are the things that need to grow organically and with time. You can’t wake up and decide that your next film will make so much money on the first day.” Sirish, who made his acting debut with 2013 Tamil-Telugu bilingual Gouravam, is now awaiting the release of his latest Telugu outing Srirastu Subhamastu. “It’s a film that will grow on the audience,” said Sirish, who is curious and excited about the response.

new Kerala government is keen to see a change in this trend. “Gone are the days of the Film Societies and also the concept of Touring Talkies, which took films to the villages. We are planning schemes to include the Kudumb-
hasree to see if we can promote our films besides classics through them, by screening such films with subtitles,” added Kamal. “When we go abroad, we see that there are agents and marketing groups which vigorously promote films, but when it comes to Malayalam films, nothing of that sort is there. Even the concept of film market that was introduced as part of the International Film Festival of Kerala, has not got the boost,” said Kamal. He also pointed out that one stumbling block these days for creative people are the Utopian rules followed in India. “The one good thing that has now come out is the recommendations of the Shyam Benegal committee and we wish that gets approved too,” said Kamal.

NEW DELHI: Actor John Abraham, whose latest release Dishoom could not release in Pakistan as the country’s censor board members failed to reach a unanimous decision on it, says he is neither disappointed nor surprised as he feels that the censor boards in both the countries have been “very myopic”. Asked his opinion on the fate of Dishoom in Pakistan, John told IANS over phone from Mumbai: “Well, I think censorship generally across the board in both countries has been very myopic and consistently myopic. As an artiste, I felt no difference in the two industries, but of course having said that, the magnitude with which shows and movies are made here (in Hindi entertainment industry) is way bigger compared to south,” Karthik, best known for his roles in films like Just Love, Bengaluru 560023 and

court here on August 4 sentenced Mahmood Farooqui, the co-director of acclaimed 2010 Hindi film Peepli Live, to seven years jail after finding him guilty of raping an American woman. Additional Sessions Judge Sanjiv Jain also imposed a fine of Rs 50,000 on Farooqui, who was convicted on July 30 of raping a 35year-old woman from Columbia University who was in India for research on her doctoral thesis. The woman, who moved to Delhi in June 2014, was looking for contacts for her work in Gorakhpur and came in contact with Farooqui through a common friend. The incident occurred on March 28, 2015 when Farooqui invited her for dinner at his house. According to the police chargesheet, the woman, who

After the “hysterically crying” 18-yearold victim told a pal what had happened at the Fourth of July gathering and Joseph Vinod was confronted, he just “smirked,” Cook County prosecutors said Friday. A University of Illinois at Chicago (UIC) student, Vinod, has been charged with raping his schoolmate. The attack took place in Vinod’s bedroom, Assistant State’s Attorney Elena Gottreich told Judge Adam Bourgeois Jr. Among the guests were several of Vinod’s high school classmates, including an 18-year-old woman who had spent the day drinking alcohol at the beach with pals, Assistant State’s Attorney Elena Gottreich said in court Friday. During the party, several guests left their belongings inside Venod’s bedroom, according to Gottreich. The victim had been on the beach drinking all day with friends earlier, Gottreich said. When she got to Vinod’s place in the 1300 block of West Taylor, she was intoxicated. Like others at the party, the woman had stowed some of her belongings in Vinod’s room. At one point, she went to gather her items while others were in the room. But when the other revelers left, Vinod, 18, closed the bedroom door and went over to the woman, Gottreich said. During the sexual assault, the woman told Vinod to stop and tried to push him off. Vinod is 6 feet tall and 190 pounds, according to a police report. The woman was later picked up from the party by her brother and she was eventually taken to an area hospital where a rape kit was performed. Fresh blood was discovered during the testing, said Gottreich. UIC spokeswoman Sherri McGinnis Gonzalez confirmed that Vinod was a student in the college of engineering. Pugh noted that Vinod graduated from Hampshire High School, and described the gathering at Vinod’s apartment the night of the alleged attack as “a fraternity party.” Meanwhile, in court, defense attorney Todd Pugh said that Vinod would probably not be returning to the school in the fall. Bourgeois ordered Vinod be held in lieu of $100,000 bail. The judge also ordered that Vinod surrendered his passport. adhere to a 7 p.m.-7 a.m. curfew and wear an electronic-monitoring bracelet, the judge said.

BY A STAFF WRITER T LOUIS, MO -- The International Society for Krishna Consciousness (ISKCON) organized a Hindu chariot procession, Rath Yatra, from Hindu Temple of St. Louis to Queeny Park in Ballwin on July 6. It included a chariot pulled by dozens of devotees over a mile using big ropes with the playing of drums and cymbals along with Lord Krishna chants. The celebrations also included a cultural program, kirtan, yoga, henna body art, meditation, free community vegetarian meal, arati, etc. The procession road was blocked for about an hour for the parade. A few hundred people participated in the celebrations, whose organizers included Dr. Ashok Kumar, Ramacarya Das, Narayana, etc. Meanwhile, Hindu statesman Rajan Zed, in a statement in Nevada, has commended efforts of the organizers and St. Louis area community to realize this wonderful festival, said to be exhibiting the richness of Hinduism.

Rath Yatra is said to be the oldest known parade in the world and it is believed that pullers of this Lord Jagannatha’s chariot receive immense spiritual benefit. Popularized outside India by ISKCON founder A.C. Bhaktivedanta Swami Prabhupada, this annual parade festival has reportedly been held annually in major cities of the world since 1960s. The original Ratha Jatra is held on a grand scale in Puri (Odisha, India). The presiding deities of Sri Mandira—Jagannatha, Balabhadra and Subhadra—with celestial wheel Sudarshana are driven on the chariots to two miles north Gundicha temple in an elaborate ritual procession. The huge colorfully-decorated chariots are drawn by thousands of devotees. After a stay for seven days, the deities return to their abode in Sri Mandira. A glimpse of Lord Jagannatha on the chariot is considered to be highly auspicious and even a touch of the chariot is believed to yield benefits equivalent to several pious deeds. Many poets have written its glories.

Bhagwat Katha held at Malibu Temple
BY A STAFF WRITER ALABASAS, CA -- The Malibu Hindu Temple in Southern California held a three-day Shrimad Bhagwat Katha over the July 15 weekend, attended by many devotees. The Shrimad Bhagwat Katha Saptaha is a well-known and practiced Hindu religious ritual in which reading and listening to the Shrimad Bhagwat is a week-long religious commitment, with the understanding that even an entire lifetime may not be enough to understand it completely. The Katha involves reading, preaching, interpretation, and singing of the verses of the Shrimad Bhagwat Katha Puran by a learned scholar. The Malibu Hindu Temple Katha was held over three evenings daily from 5-8 pm, orated in Hindi by Shastriji Shree Bharatbhai Rajgor. The event served as a fundraiser for adding a new Hanuman Temple and Durga Matha Pratistapanam to the temple complex. Shastriji is resident priest at the Norwalk, Calif., temple, fluent in Gujarati and Hindi, who says he has performed the katha over 140 times in the US, India and

the UK. Shastriji’s rendition included a series of Krishna lilas (anecdotes from Krishna’s life) and spiritual reflections punctuated by bhajans to musical accompaniment. The bhajans included the popular Hare Krishna, Govardhana Giridhara Govinda, Srinivasa Govinda, Shri Radhe Govind, Madhav Madhav, Govind Radhe Madhava, Krishna hai, Krishnam Krishnam Madhavam. The musical support was
provided by Sanjeev Munshi (keyboard and singer), Vilas Jadhav (tabla), and Pt. Radhaprasad (flute). The Malibu Hindu temple, one of the largest authentic Hindu temples in the western hemisphere, was built for the main deity of Lord Venkateshwara (form of Vishnu) but has several shrines of other deities. The temple was built according to the Silpa Shastra in Chola style of temple architecture.

Suthahar Subburaj, 30, a chef at Kurry Xpress in Omaha, told the police he was attacked just before 11 pm on July 15 while taking out the trash for work. The police said a man wearing a black hooded sweatshirt pushed the man in the face and kicked him in the leg. BY A STAFF WRITER ANHATTAN -- A former official of the city’s Human Resources Administration is headed to prison for masterminding a bribes-for-food-stamps scheme. Harry Fletcher was last week sentenced to 36 months by US District Judge Kevin T. Duffy in Manhattan federal court. In April, Fletcher pleaded guilty to one count of soliciting and accepting bribes from several individuals, who he provided with Supplemental Nutrition Assistant Program (SNAP, formerly known as food stamps) benefits for which they were ineligible. Fletcher took more than $20,000 in bribes in exchange for awarding more than $240,000 in food stamp benefits. “As he admitted in court, Harry Fletcher set up a scheme to receive bribes for providing illegitimate benefits,” said US Attorney Preet Bharara in a statement. “By doing so, he didn’t just take advantage of New York City’s social services system, but he also abused some of the neediest and least fortunate in the city.” Fletcher worked the scam from 2009 to 2015. Indian woman tortures pre-teen stepdaughter BY A STAFF WRITER UEENS, NY -- A Queens woman charged with starving and beating her pre-teen stepdaughter faces 25 years in prison after she was last week convicted of assault and child endangerment. Sheetal Ranot, 35, was found guilty of slashing the girl, then 12, with a shattered metal broom handle that cut the girl’s wrist to the bone--and coldly leaving her in a pool of blood, authorities said. Ranot and her husband Rajesh tortured the child for nearly two years in their Ozone Park house, said Queens District Attorney Richard Brown. The depraved duo locked the girl in her bedroom without food or water for extended periods, with her weight dropping to 58 pounds. After a three-week jury trial, her attorney, Mahmoud Rabah, said she maintained her innocence and would appeal. He said the jury acquitted Ranot of one of the assault charges she had faced.

The suspected perpetrator faces charges of malicious destruction of property, and the spray-painted messages infer a religious bias, the Nye County sheriff ’s office said in a statement. The 61-year-old Ahmed said he was contacted by the Nye County sheriff’s office the night of July 23 about the vandalism. Because of his heart condition and the heat, Ahmed said he had not been feeling well, and had not been by his business, Z & S Imports, for a few days. He said he rented the building where the business, which specialized in restoring old Volkswagens and Audis, operated. Ahmed, who identifies as Muslim, is a US citizen originally from India and has lived in the country for 30 years, he said. The Council on American-Islamic Relations, a national advocacy group he contacted for assistance, called on federal and state authorities to investigate the incident.

Six Flags denies entry to woman, apologises BY A STAFF WRITER ERSEY CITY, NJ – An Indian American woman Bina Ramesh has gone to social media over alleged sexism by Six Flags, the world’s largest amusement park, for ‘inappropriate’ T-shirt. She had entered the park, and, as she attempted to re-enter following a trip back to the parking lot to retrieve something from her car, she was not allowed in because of what she called an apparent sexist security guard. “As I was entering Six Flags I was stopped by security because, my top was considered inappropriate for the park’s standards,” Ramesh, 22, posted on Instagram July 10 about the incident. Her shirt was a basic gray V-neck style cutoff T-shirt. She then returned to her car and exchanged shirts with her male friend, Adonis Blanco Jimenez, and then went back to the entrance and both were admitted into the park. “Apparently when a boy wears the same

BY A STAFF WRITER REMONT, CA -- Jaydeep Singh Dhillon, an Indian American fifthgrader at Glenmoor Elementary School in Fremont, Calif., and his teacher Nora Prescott were named recipients of the California Teachers Association’s 2015-16 César E. Chávez Memorial Education Award Program. Dhillon won for his essay, written under the supervision of Prescott, commemorating the principles by which civil rights activist Chávez conducted his life. With a focus on kindness and anti-bullying, Dhillon’s essay tells the story of how he stood up for his classmate, Shahab, who was bullied for being one of the new kids in their class. During a game of football at recess, Dhillon notices one of his friends trip Shahab. This doesn’t sit well with Dhillon, so he vows to speak up for Shahab. “The next day I played football again. Shahab did too. That day I was team captain and picked players. I made sure I picked Shahab. I did not want him to be pushed around again, so I carefully chose friendly players for our team, because they would be more likely to help him if anyone treated him poorly. “After the play began, Shahab fell to the ground. I did not see what happened, but I knew. I did something, maybe what Cesar Chavez would have done when he was my age. I spoke up,” Dhillon wrote in his winning essay. ‘“Stop!” I announced looking at Shahab. Everyone froze as if they were statues. ‘Leave Shahab alone,’ I hollered. Shahab smiled. My heart felt warm. He was the new boy, who needed help. Shahab could not speak up for himself; that’s why I had to do it. “It was the same scenario when César Chávez spoke up for the farm workers picking grapes without rest breaks, clean water, bathrooms, and proper clothing to protect them from pesticides,” Dhillon continued in his essay.
