The announcement, reminiscent of then Prime Minister Atal Bihari Vajpayee’s similar initiative in 2000, comes barely two days before Prime Minister Narendra Modi visits Jammu to inaugurate development projects and address the sixth convocation of a university in the winter capital. A Home Ministry statement said that security forces had been told not to launch operations in Jammu and Kashmir during the holy month that begins on Thursday or Friday subject to the appearance of new moon. 15 killed in Varanasi flyover tragedy LUCKNOW: The Uttar Pradesh government on Thursday removed the Managing Director of the Uttar Pradesh Bridge Corporation, Rajat Mittal, over the Varanasi incident where part of an under-construction flyover caved in, killing 15 persons on Tuesday evening, officials said. Mittal has been replaced by J.K. Srivastava. Order to relieve him of his duties with immediate effect had also been served on Mittal, an official told IANS. “scuffle marks” when it was found in a luxury hotel room in New Delhi on January 17, 2014. “These (marks) seem to have been caused due to scuffle between Sunanda Pushkar Tharoor and her husband Shashi Tharoor as per the statement of their personal attendant Narain Singh. However, this fact is being examined further.” Tharoor has been charged under Sections 306 and 498A of the Indian Penal Code that deal with abetment to suicide and subjecting a woman to cruelty by her husband

A
s the Indian economy was limping back to normalcy after an elongated period of subdued growth, oil prices have thrown a spanner in the works right on cue. Oil prices, which had fallen to sub-$40 levels, are back with a vengeance having climbed to over $75 a barrel recently; the highest since 2014. It is expected to go even higher with some reports suggesting that Saudi Arabia is trying to target a price of $80 per barrel. The economic crisis in Venezuela and the inevitable sanctions on Iran by the United States will only take more oil off the world markets and worsen the situation. As usual, India faces worries of rising inflation, government spending and current account deficit. The last time oil prices were at their peak, India was being pegged as one of the “fragile five” economies that were most at risk from the infamous “taper tantrum” of the US Federal Reserve. At the time, the current account levels of the economy were
expectedly high at 4.8 percent due to the massive import bill. Then, some responsible policy activism by the Reserve Bank of India and a crash in the world oil markets brought India back from the brink to a point where the current account deficit had narrowed down to 0.7 percent in 2016-17.
The timing of the oil price rise could not have been worse for the government. Several state elections are lined up and the general elections are barely a year away. Any additional burden on the consumer will have political backlash. But bringing back controls on petroleum products that have been

Even exports are not rising at a commensurate level to compensate for it. In fact, export growth had turned negative in March.

If this had not been the case, India could have made massive long-term gains with higher oil exploration to meet domestic demand and refinery upgradation to meet global emission standards. So, reverting back to the old system of controls should be out of the question. The government is, therefore, left with two clear options. The first is to let the market forces take over and allow the companies to raise prices gradually. However, inflation would become a serious irritant within the economy in that case. It would eventually provoke a rate hike from the Reserve Bank of India (RBI) and
dampen investment sentiments across the economy that have only recently shown signs of revival. Second, the government could reduce the indirect taxes on petroleum products and balance out the price rise. After all, the Centre and State taxes combine to make for an effective rate of about 100 percent for petrol and 65 percent for diesel. However, such a move would reduce the revenue collection of the government and take the country further away from the fiscal commitments it had made. Since the Centre and the State derive almost 40 percent of their revenue from petroleum products, it is not an easy loss to bear.

Traversing the traditional as well as the contemporary, danseuse Rekha Mehra effectively uses the dance form to raise issues of grave concern. “Dance performances draw audiences and when this medium is used to show the harsh realities of the society we are living in, it certainly touches the hearts and impacts many. Present-day issues such as child assault, female foeticide, environmental crises, and plight of women, among others, can be effectively portrayed using creative mediums,” Mehra told IANS in an interview.
And, to do her bit to bring about a change in society, she has choreographed dances on themes like HIV-AIDS Nidaan (cure), Atithi Devo Bhava, Atal Shakti ki Khoj Mein, War and Peace, Dhani Chunaria, et al.
Mehra has performed at several Indian and International festivals, including the Khajuraho festival, Lucknow Mahotsav and the Onam festival in the Maldives But, do they really evoke emotions and create a stir? “I have seen many people impacted by the themes I have shown. It touches their hearts in a way no advertisement ever will. Recently, I noticed many among the audience were in tears during the dance drama about female
foeticide,” said the dance guru, who has performed at several Indian and International festivals, including the Khajuraho festival, Mahakumbh, Lucknow Mahotsav, Festival of India, Sharjah festival and the Onam festival in the Maldives, among others. Given her strong feelings, it’s not surprising that Mehra has joined the long-running ancientversus-modern debate that’s been raging for long, saying that while her presentations are firmly rooted in the past, they are also a mirror to society, raising awareness about what needs to be done to make the globe a better place. “I do not think creativity should be held within the confines of its historical heritage. I agree that we should not completely forget about our rich past. Religious themes such as Radha-Krishna and Shiva should still be staged to spread awareness to the newer generations so that they do not forget about their culture.

ver 31 million people of Indian birth or descent are part of the Indian diaspora spread around the world. Of them, 3.1 million, or 10 per cent, are Indian-Americans living in the US. The Indian-American diaspora has proven to be a vital resource contributing to the economic, political and social development of India. Devesh Kapur highlighted the importance of the Indian diaspora in his classic 2010 book, “Diaspora, Democracy and Development: The Domestic Impact of International Migration from India”.
Kapur’s analysis focused primarily on the period from the late 1960s until the end of the 20th century. Indian-American influence, impact, and contributions were significant then and have grown even more so as we move forward
into the 21st century. Part of the reason for this is that the IndianAmerican population on average stands head and shoulders economically and educationally above those in other Asian American subgroups and the US population in
general. A Pew Research study released in 2013 disclosed that the median annual household income for Indian Americans was $88,000 compared to $66,000 for all Asians and $49,800 for the US population. The study also revealed that 38 per cent of Indian-Americans held advanced degrees compared to 30 per cent for all Asian Americans and 10 per cent for the entire population. Indian-Americans excel as high tech entrepreneurs. A study by Vivek Wadwha for the period from 2006 to 2012 showed that overall immigrant entrepreneurship “stagnated” compared to the period from 1995 to 2005.

I have already conveyed to the Chief Secretary (K. Ratna Prabha) to give me the details and we will announce the waiver within two days,” Yeddyurappa told the media here. The Bharatiya Janata Party (BJP) manifesto for the Assembly election promised to waive off all farmers’ loans up to Rs 1 lakh from nationalized and cooperative banks if the party formed a government. After a rare midnight hearing that ran for hours, the court refused to stay the oath taking ceremony as was sought in a joint petition by the Congress and the Janata Dal-Secular (JD-S). “In case he is given oath in the meantime, that shall be subject to further orders of this Court and
final outcome of the writ petition (by the Congress and JD-S),” said the three-judge bench, recording the proceedings of the night in the packed Room No.6. Presiding the proceedings were Justices A.K. Sikri, S.A. Bobde and Ashok Bhushan. The Congress and JD-S had challenged Karnataka Governor Vala’s invitation to Yeddyurappa to form the government despite the BJP falling short of legislative numbers to claim majority in the 222-member Assembly. Voting was not held in two of the 224 constituencies on May 12. The Congress lashed out at the Governor’s move calling it “parti-
san and biased” and rushed to the Supreme Court for an urgent hearing that commenced at 2.20 a.m. and concluded at 5.30 in the morning. During the hearing, senior counsel Abhishek Manu Singhvi, appearing for the Congress, argued that the Governor must have invited the post-poll coalition to form government as no single party secured majority. King College invention wins ComEd Ideathon
BY A STAFF WRITER HICAGO, IL – A Bronzeville high school team competing in ComEd’s first Ideathon won the first place for developing a micro-processor-based solution designed to help prevent accidents when emergency vehicles travel through busy urban intersections. The two-person team representing King College Prep High School received $2,000 to be divided between students Breshayia Kelly and Ashton Mitchell, one of 12 teams participating in the program, which culminated with final team presentations on May 5 at the ComEd Training Center in Bridgeport. The Ideathon, a ComEd Community of the Future initiative, invited Bronzeville students to develop innovative smart city solutions that have the potential to improve the lives of residents and address pressing community challenges. It is one of several community programs offered by ComEd that foster skill development among area students with interests in Science Technology Engineering and Math (STEM). Ideathon participants developed project prototypes using an open-source electronics platform containing hardware and software that is used for building digital devices and interactive objects that can sense and control objects in the physical and digital world. “We were able to create an emergency vehicle clearing system that controls the traffic

BY A STAFF WRITER UNSTER, IN -- A Lake County, Indiana Superior Court jury has determined that an Indian American cardiologist must pay out $3 million to a former patient on whom he performed unnecessary heart surgery. Munster, Indiana cardiologist Arvind Gandhi, who retired in 2014, has been accused of performing unnecessary heart surgeries on an estimated 293 patients. Hundreds of lawsuits have been filed against the physician. In this particular lawsuit--the second to go to trial–plaintiff Gloria Sargent alleged that Gandhi in 2006 had unnecessarily recommended getting a heart device implanted. She sued the physician and the Community Hospital in Munster where Gandhi practiced, alleging pain and suffering from the unneeded surgery. A judge the following day dismissed the lawsuit against the hospital. Sargent, who had a history of heart problems, went to see Gandhi in 2006 after moving to Northwest Indiana from Florida. He recommended she upgrade her heart device, even though she had just had one implanted months earlier. But Sargent agreed to the procedure. In the first operation, Gandhi attempted to insert the new wiring to her heart but was unsuccessful in finding a vein. So he referred her to another surgeon who performed an open chest surgery. The plaintiff testified that she was awake during that 98-minute procedure, experiencing so-called anesthesia awareness, which rendered her unable to move or talk despite being in extreme pain. In her lawsuit, Sargent said Gandhi could have simply adjusted the controls on her pacemaker. But implanting the new device brought in more money, according to her attorney, along with fees for follow-up visits. A recipient of Indiana and Illinois state medical licenses, Gandhi has been with the Cardiology Associates of Northwest Indiana since January 1981.

Teacher seeks teens for sex acts, is held

BY A STAFF WRITER HITELAND, IN -- “Every time we meet, you make good money,” was the offer an Indian American former substitute teacher allegedly used on Instagram to solicit sex acts with teens. Mihir Patel, 27, of New Whiteland, Indiana, was arrested on May 7, after New Whiteland police detectives, in concert with the Franklin, Indiana, Police Department, conducted a sting operation. He has subsequently bailed out of jail. Patel, who is currently facing a felony charge of promoting prostitution, was also arrested in 2015 for allegedly paying a teen for sex while working as a substitute teacher at Franklin Community High School. During that case, Patel allegedly arranged to meet the teen at a motel for sex in exchange for $150. This time, investigators say Patel targeted even younger teenage boys. At Whiteland Community High School, three students allegedly got the offer through Instagram. Direct messages said a man “looking for fun” was paying cash for sex acts, promising “every time we meet, you make good money,” according to the probable cause affidavit. The boys he allegedly contacted, aged 15 and 16, tipped off the police that a predator was trying to harm them.

US, Pakistan curb diplomats’ travel
BY A STAFF WRITER HICAGO, IL -- Pakistan on May 11 placed travel restrictions on United States diplomats based in the country, the latest in a series of retaliatory measures that threaten to plunge already strained bilateral relations to their worst level in years. The restrictions in Pakistan were imposed on the same day that the US barred diplomats working at the Pakistani Embassy in Washington from traveling outside of a 25mile radius around the city without approval. The State Department says it has “nothing to announce on the matter at this time,” but has previously said it has the “authority to impose a range of travel controls” under the 1982 Foreign Missions Act. Last month, Pakistani media reported that diplomats would be restricted from traveling more than 25 miles (40 kilometers) from the embassy in Washington or consulates in other cities without permission. The US has long complained that Pakistani police and security officials frequently harass American diplomats and their staff with traffic stops and citations that require considerable time and effort to resolve. Six weeks ago, the State Department threatened to impose a travel restriction on Pakistan’s Washington diplomatic corps if the harassment did not end by May 11. On May 11, American officials imposed the restrictions. In a letter from Pakistan’s Ministry of Foreign Affairs delivered to the American Embassy in Islamabad, Pakistani officials

said that they had established a fast-track mechanism on April 27 to address American complaints about harassment but had yet to receive a single complaint through it. While the State Department’s restrictions apply only to diplomats assigned to the embassy in Washington and their family members, Pakistan’s restrictions apply to all American diplomats stationed anywhere in Pakistan. “We have received official notification of new restrictions placed on U.S. diplomats in Pakistan,” said Gregory McLean, a State Department spokesman. Security concerns have constrained some travel by American diplomats in Pakistan, but the new limits make it impossible for diplomats to leave some of the country’s major cities. Shuja Nawaz of the Atlantic Council, a research group based in Washington, said the

vehicles and rented transport, use of diplomatic number plates on unspecified/rented vehicles, use of biometrically unverified/unregistered cell phone SIMs, hiring or shifting of rented properties without prior NOC, installing radio communication at residences and safe houses without prior NOC and overshooting visa validity periods and having multiple passports. According to the US decision, Pakistani diplomats, at the embassy in Washington and four consulates in New York, Los Angeles, Texas and Chicago, will need to stay within 25 miles (40-kms) of the city of their posting. It was unclear what prompted the moves but the developments come weeks after Pakistan barred a US diplomat from leaving the country after he killed a Pakistani motorcyclist in Islamabad. US military attache Col. Joseph Emanuel Hall, was not arrested because he enjoys diplomatic immunity. Tellingly, this is the first time for Pakistani diplomats serving in America and their families to face travel regulations. In the past, US governments have practiced such codes on Russian and Chinese officials. In another development in the case, one of Joseph’s security officials, was also arrested on the orders of Assistant Inspector General of Islamabad Police, Asmatullah Junejo. The security official, Taimur, was arrested for trying to help Joseph flee from the police dtation. Arrest orders were also issued for all other officials involved in trying to help Joseph flee. According to BBC, the embassy will also have to seek no-objection certificates from the ministry to install radio communication at residences and safe houses.

They hoped that since the new restaurant is located at Davis Street, it will bring more life, energy and vibrancy to its quieter ambience. The foundation celebrated the festival to bring the community together to welcome spring after long winter months and also to mark Indian color festival of Holi. Among the 200-odd people who attended the event was Middlesex County Freeholder Shanti Narra who congratulated the IACFNJ team and all participants for their involvement in community and wished everyone a Happy Holi. SF airport worker kills colleague BY A STAFF WRITER AN FRANCISCO, CA -- An Indian American man has been charged with killing the fiancé of a widow he had a crush on. Kevin Prasad, 31, and his friend Donovan Rivera, 25, are accused of killing Mark Mangaccat on April 25, outside his Daly City, Calif., home. Prasad worked with Mangaccat and his girlfriend Thandel Seinn at San Francisco International Airport. Prasad is being held without bail at the Maguire Correctional Facility in Redwood City, Calif. He has been charged with murder, attempted murder, assault with a firearm, conspiracy to commit a crime, and first- degree murder with a special circumstance of lying in wait. Rivera, who served as the getaway driver during the shooting, has also been charged with murder. Prasad, Seinn, and Mangaccat had known each other since 2014. Prasad was a security officer at Covenant Aviation Security and screened airline passengers at SFO. “We were friends. At the airport we work in same job; my boyfriend, me and him, we were

friends,” Seinn, who has a three-year-old daughter, told reporters. She said that Prasad had asked her out in the past, but she had never taken him seriously. Seinn and Mangaccat were planning to move to Las Vegas to begin married life anew. When Prasad found out about this, he confronted Seinn but she did not take him seriously, and thought he was joking. On the evening of the shooting--Seinn’s last
day on the job before moving to Las Vegas--Prasad and Rivera followed Mangaccat and Seinn back to their Daly City home. As the victim was backing the car in, with his girlfriend in the car, Prasad jumped out of the car and came running up and fired through the window while they were both there. Seinn was not struck by one of the five bullets that were fired. Prasad is originally from Sacramento, where his family still lives.

BY A STAFF WRITER PRINGFIELD, MS -- An Indian American doctor here has been convicted in federal court of illegally sharing private patient information with a pharmaceutical sales representative. Rita Luthra was convicted by a jury on April 30 in US District Court in Springfield of violating the Health Information Portability and Accountability Act and obstruction of a criminal investigation. She was acquitted of witness tampering. Prosecutors say in 2011 the gynaecologist allowed a sales representative from Warner Chilcott to access protected information in her patients’ medical files. She later lied to federal agents about her relationship with Warner Chilcott. Luthra’s attorney argued that his client did nothing wrong and blamed her office manager and the sales rep. The Department of Justice notes that the charge of violation of the Health Information Portability and Accountability Act provides for a sentence of no greater than one year in prison and/or a fine of $50,000 and one year of supervised release. The charge of obstructing a criminal health care investigation provides for a sentence of no greater than five years in prison, three years of supervised release and a fine of $250,000. Luthra, who hails from Punjab, was the former director of Women’s Health and Education Center on the Mercy Medical Center campus. Luthra was also accused of pocketing $24,000 in improper “speaker’s fees” and meals paid by the pharmaceutical sales representative.
