escribing US security engagement with India as crucial to security in the Indo-Pacific region, a US official says Washington is committed to a partnership including a strong and influential India in the security realm. “Our security engagement with India is a central element of the broad US-India strategic partnership,” Nisha Desai Biswal, Washington’s Indian-American point person for South Asia, said las week at Harvard University’s Kennedy School of Government in Cambridge, Massachusetts. “That’s why we are committed to a partnership that includes a strong and influential India in the security realm,” she said speaking on ‘US Foreign Policy in South Asia: A Vision for Prosperity and Security’. Asserting that the partnership “can contribute to the stability of the Indian Ocean region”, Biswal said “We remain committed to working with India as we develop a joint approach security in the Indo-Pacific.” The U.S. had also expanded its regional consultations with India to include South, Central, West, and East Asia and would soon hold new rounds of several of these dialogues, said the assistant secretary of state for South and Central Asian affairs.

Hate crime charge against Sikh professor’s attacker in US NEW YORK: New York police have arrested a 20-year-old man in connection with an attack on a Sikh professor last September and charged him with a hate crime. Christian Morales was charged with aggravated harassment and committing a hate crime in the attack on Columbia University School of International and Public Affairs professor Prabhjot Singh, at a court appearance Saturday, Daily Columbia Spectator reported. While the investigation is still ongoing, Morales who was arrested on April 18 is the only person in custody, a New York Police Department spokesperson said. Singh, an observant Sikh who wears a turban and has a beard, was walking with a friend along 110th Street near Lenox Avenue in Harlem on the evening of September 21, when he was approached by a group of around 20 young men, Spectator said. At the time, the men “made anti-Muslim statements and

100 Punjabi youths still detained in US for illegal entry WASHINGTON: An Indian-American community organization has sought the intervention of US lawmakers for securing the release of about 100 Punjabi youths detained by US immigration authorities in Texas for entering the US illegally. Only 37 of the detainees at US Immigration and Customs Enforcement’s (ICE) El Paso Processing Centre in Texas had gone on a hunger strike earlier this month, but all of them have since called off their protest at its intervention, North
American Punjabi Association (NAPA) stated on April 21. The youths were arrested while crossing the US Border illegally at different times between January and November 2013, Satnam Singh Chahal, executive director of the Milpitas, California based organization said in an e-mail sent by IANS. Satnam Singh Chahal has also written to several law makers seeking their intervention to get the detainees released on “parole or on bonds as soon as possible.”

Arrest warrant against Giriraj Singh RANCHI: A Bokaro court has issued an arrest warrant against Bihar BJP leader Giriraj Singh for making a provocative speech. “An arrest warrant has been issued against Giriraj Singh by the court of Sub Divisional Judicial Magistrate Amit Shekhar. Police had moved a petition on April 22 in court seeking his arrest,” a lawyer told IANS over the telephone. Two FIRs have been lodged against the Bharatiya Janata Party leader in Jharkhand. ith Indian-American hotel magnate, the high-profile Sant Singh Chatwal, pleading guilty to federal campaign finance fraud, several prominent Democratic leaders are rushing to return or donate to charity cash collected by their major fundraiser. New York mayor Bill de Blasio’s campaign said on April 18 it would return more than `916,950 in cash raised by Chatwal, who served on the host committee of at least one of de Blasio’s fund-raisers and bundling thousands of dollars on his behalf, New York Observer reported citing records. “Yes, we are returning all funds given or raised by Mr. Chatwal,” Jonathan Rosen, who worked for Mr. de Blasio’s campaign, told the Observer via email. Chatwal has raised funds for several prominent Democratic leaders including Hillary Clinton’s 2008 presidential campaign and Senate majority leader Harry Reid. Chatwal, 70, pleaded guilty on April 17 in Brooklyn federal court to using straw donors to make more than $180,000 (`11,003400) in illegal campaign contributions to three unnamed candidates.

India-born technocrat joins battle with top US broadcasters WASHINGTON: In what has been dubbed as a David vs Goliath case, an India-born technocrat has taken America’s largest broadcasters, who claim his start-up’s television streaming service is a theft, to the Supreme Court. The apex court on April 22 heard arguments from the attorney of Aereo, an online TV platform founded by Chaitanya ‘Chet’ Kanojia, in defense of the legality of its television streaming service and explaining the logic underpinning it. The arguments summarized two years of legal tussling between Aereo, which provides streams of local television stations to paying subscribers, and the owners of those stations, according to CNNMoney. The TV station owners, major media companies like Disney and CBS, say that Aereo is violating copyright by allowing “public performances” of shows. Aereo says it is only enabling private screenings, just like off-the-shelf TV antennas do. Several of the justices, in their
Chaitanya Kanojia questioning, repeatedly expressed concerns that a broad ruling against Aereo would imperil the nascent cloud computing industry because of how Aereo works. They are expected to issue a ruling by early summer. The formal issue before the Supreme Court is “whether a company ‘publicly performs’ a copyrighted television programme when it retransmits a broadcast of that programme to thousands of paid subscribers over the Internet.”
Court papers don’t identify the recipients of Chatwal’s illegal largesse by name, but indicate it dated back at least to 2007. But influential Washington news site Politico cited a source familiar with the investigation as saying the unlawful donations were delivered to Clinton’s 2008 campaign, as well as to House member Kendrick Meek’s 2010 Senate campaign in Florida and to a campaign by former Senator Chris Dodd, who served as head of the Senate India Caucus. A Justice Department press release said: “There is no allegation that the candidates participated in, or were aware of Chatwal’s scheme.” Chatwal was a major figure among well-heeled Indian-Americans who support Democrats. In 2007, Chatwal organized a fundraiser that year that was billed to include appearances by two celebrity businessmen from India, neither of whom could legally donate at the fundraiser they were set to headline, Politico said. In a statement, cited by New York Observer a spokesperson for Chatwal said, “Mr. Chatwal deeply regrets his actions and accepts full responsibility for the consequences. He looks forward to resolving this personal matter.”

he first ever Indian-American Miss America, Nina Davuluri, has come to the defense of a teen who asked her to a dance as the news of his suspension for the stunt reached the White House. Davuluri, who was one of the readers on the storytime stage at the annual White House Easter Egg Roll on April 21 tweeted after the event that she had “thought for days” about what to say to First Lady Michelle Obama. But it was Obama who led with “So I hear you got some kid suspended,” according to Davuluri’s tweet as cited by York Dispatch.
Earlier on April 19, Davuluri asked a Pennsylvania high school to reconsider a decision to suspend Patrick Farves for three and a half days for asking Miss America to the prom, the annual end of the year dance for high school students. While she could not attend the prom because of her schedule, she was flattered by 18-year-old Farves’ request and has contacted the school about reversing the decision, she wrote on the Miss America Organization’s Facebook page. “I always encourage students to follow their dreams through education, and I’m inspired daily by the enthusiasm of the bright young adults I have the pleasure of meeting through my travels,” she said.

pplications from prospective Indian students to US graduate schools surged dramatically while those from China slowed down a bit in 2013, according to a new report from the Council of Graduate Schools (CGS). A 32-percent increase in applications from India, which accounts for 18 percent of all international graduate students at US institutions offset a one percent decline in applications from China, from where one third of the students come. Thus the preliminary number of applications from prospective international students to US graduate schools increased seven percent in 2014, up from the two percent increase seen in 2013, according to the CGS International Graduate Admissions Survey. This year’s encouraging increase is more consistent with the growth trend in international graduate applications seen between 2006 and 2012, after a post-9/11 decrease said the survey.

China, India, South Korea, Taiwan and Canada are the top five countries of origin for international graduate students in the United States, the report said. The survey covers in detail seven countries — China, India, South Korea, Taiwan, Canada, Mexico, and Brazil) and three regions — the Middle East, Africa and Europe. Altogether, the seven countries and three regions highlighted in the CGS International Graduate Admissions Survey are home countries to about 86 percent of all international graduate students in the US. CGS President Debra W. Stewart noted the seven percent gain is a positive sign for US graduate institutions, which collectively draw 15 percent of their overall graduate enrolments from international students. “Yet this year’s increase is not necessarily a sign of ongoing stability in international graduate applications and enrolments,” she said, “especially since a large share of the growth appears to be driven by a single country” — namely India.

GRID MODERNIZATION: COMED FILES RATE REQUEST

HICAGO -IL – ComEd has filed its annual delivery service rate request with the Illinois Commerce Commission (ICC) to reflect grid modernization and other service-enhancing investments across the region. The filing marks the fourth under the 2011 Smart Grid law – the first resulting in a rate decrease – that established a performance-based rate model to support modernizing the electric infrastructure serving northern Illinois. “ComEd continues to make strong progress on our 10-year initiative to transform the electric grid for the benefit of all our customers,” said Anne Pramaggiore, president and CEO, ComEd. “Grid modernization is already bearing fruit with the best reliability in ComEd history for our customers in 2013, several thousand new jobs created and advanced tools to help customers reduce their energy consumption and costs. These investments are helping to connect our 4 million customers across northern Illinois to the 21st century digital economy, contributing to the strength of the entire region.” ComEd’s delivery service charges would increase by about $3 on the average monthly residential bill starting in January 2015, as proposed to the Commission. This is based on a
revenue request of approximately $275 million to recover the cost of investments already made in the system. The increase reflects the costs of the Grid Modernization project that peak in the early years of deployment, including the installation of smart meters. As work on the program ramps down in future years, related delivery service increases will stabilize. In 2013, Illinois had the lowest residential electricity rates in the Midwest and the 12th lowest rate in the US. Currently, ComEd’s residential rates are essentially the same as when the Smart Grid program was enacted in 2011 and well below the average of leading US cities. The latest filing complies with the annual rate-setting process established by the Energy Infrastructure Modernization Act (EIMA) enacted in 2011. In each annual filing, utilities submit their previous year’s actual expenses and the current year’s projected capital investments. The ICC has eight months to make a determination on the rate request. Over the past two years, EIMA investments resulted in approximately 500,000 fewer customer interruptions, producing estimated customer savings of $82 million, said
Pramaggiore. ComEd’s system reliability performance in 2013 ranked in the top decile of performance among peer utilities and has ranked in the top quartile in four of the past five years. By the end of the program, the modernization investments ComEd is making are expected to result in 700,000 fewer outages per year – savings customers $100 million annually in related costs. ComEd also recently announced that work related to its sweeping smart grid initiative supported 2,871 full-time equivalent positions in 2013. The positions included nearly 1,000 direct full-time equivalent jobs at the utility and its contractors as well as more than 1,800 indirect positions created by the effect of $253 of capital investments in the program in 2013. ComEd works with the Regional Economic Applications Laboratory (REAL) at the University of Illinois to calculate the number of indirect positions resulting from the smart grid investment. An upgraded, stronger electric system, fewer power interruptions and greater operational efficiencies will result in savings of approximately $2 billion over 20 years. These savings, which will be passed on to ComEd customers, are in addition to savings that customers can realize with digital smart

ComEd has filed a request with the ICC to complete the installation of more than 4 million smart meters by 2018, ahead of the currently scheduled 2021. If approved, the accelerated program would begin this year, increasing the number of smart meters installed in 2014 from 160,000 to 500,000. The acceleration is expected to save customers an additional $170 million compared to the current schedule. The ICC is expected to announce its decision on the accelerated plan in May. ComEd also is leveraging smart grid investments to help residential customers and nonprofit organizations that need assistance in paying their energy bills. This support comes in the form of direct financial assistance as well as flexible billing and payment options for low-income, active military members and veterans, senior citizens and those facing financial hardships. The utility announced in March that it has dedicated $10 million in CARE customer assistance funds for the third consecutive year, as a result of the Smart Grid law. Last year, through the CARE programs, ComEd was able to help more than 28,000 customers with their bills.

These are people whom you’ll carry home and keep in some corner of your heart. HICAGO (IL) – Asian Health Coalition (AHC) staff member Ranjana Paintal is being honored by the Obama administration on April 24 in Washington D.C. as a “Champion of Change” for her work in leading efforts in Illinois to educate, promote, and assist Asian Americans in the enrollment for health coverage through the Affordable Care Act (ACA). “As a mother of 2 young children, I am blessed to be able to look after my kids because I know my health needs are being taken care of. However I recognize the inequity where millions of parents across the country have not been able to do the same, all because healthcare for the longest time, seemed like a privilege

rather than a basic right”, said Ranjana. “But I’ve been able to be make a change through this landmark effort to help Asian American communities in my
homestate of Illinois” she said. The AHC is one of the 44 lead community organizations in Illinois working on the state’s In-Person Counselor (IPC) program, and Ranjana has served as AHC project director in partnership with two local social service organizations - Lao American Organization of Elgin and Hamdard Health and Human Services. Under her leadership, the consortium’s navigators have educated over 3,000 limited-English-speaking immigrants from the Laotian, South Asian and Eastern European communities in Chicago and the Western region of Illinois stretching from Kane to Winnebago counties. In addition, more than 560 individuals were able to successfully sign up for health insurance.

ome May 10, the Indian American Medical Association Charitable Foundation of Chicago (IAMACF) will hold its annual charity gala, themed “Free Community Health Clinics in the age of Obamacare” 2014, at the Waterford Banquet Hall, 933 S. Riverside Drive, Elmhurst, Illinois. This year’s keynote speaker will be Leslie Ramyk, executive director of the Illinois Association of Free and Charitable Clinics, and special guests will be Dada J.P. Vaswani of Sadhu Vaswani Mission of India. The evening’s entertainment will be provided by Manpassand. The annual charity gala helps raise the necessary funding to operate the free community health clinic, located in the heart of Chicago’s West Ridge community, which is home to one of the most culturally diverse and underserved neighborhoods in the city and state. For over 18 years, the IAMACF has been
providing primary healthcare services on Saturdays and Sundays from 10 am to 2 pm at the free clinic located at 2645 W. Peterson Avenue in Chicago. In March of 2010, it extended its service hours to include Wednesday evenings from 4 pm to 7 pm. The community clinic is run by volunteer physicians and medical students, coordinated by New Life Volunteer Services, who provide medical services to walk-in clients with no appointments necessary. The free health clinic serves low-income populations, who are uninsured and underserved in that they have no affordable or culturally competent medical facility for their healthcare needs. The IAMACF community health clinic provides a culturally appropriate environment, with volunteer physicians and volunteers who also extend free (limited) pharmacy and lab services to those who require these services. The IAMACF clinic is also a teaching clinic for medical students from six of our area’s medical schools, including the Chicago Medical School, Loyola University, Northwestern University,
Rush University, University of Chicago and University of Illinois at Chicago. Says Dr. Rambha Radhakrishnan, IAMACF’s Board Chair and Medical Director who oversees the organization’s medical services: “We are proud to provide free medical services to over 3,000 uninsured patients annually. We have been able to do so through the generosity of our loyal donors, corporate sponsors and local foundations, who help provide the necessary funding to keep our doors open and serve those in need of medical services.” She added: “It’s becoming harder to sustain the cost of providing services, as the medical needs of the public have risen overtime. Even though we have the Affordable Care Act now, we believe there will still be a large number of people who will not have insurance coverage, either due to in-affordability, lack of information and awareness, lack of access to computers and internet technology, or language barriers. She called upon loyal donors and corporate sponsors to help IAMACF raise the muchneeded funds on May 10 at the charity gala.
“Educated people of Indian origin all around the world have an obligation for their children and coming generation to live with pride not with remorse”, he said. hicago (IL) -- The 20th ‘Rangla Punjab’, a yearly event of the Punjabi Cultural Association (PCA), was a grand success with enthusiastic artists hailing from different parts, ages and genders presenting dazzling performances. The 30-odd spectacular performances comprised songs, prayers, dances, bhangras, gidhas, etc by more than 250 small and adult artists whose colorful dresses, a combination of wonderful light effects and and enthralling music left the 1,000-strong audience spellbound. ‘Rangla Punjab’Punjabi is the flagship event of the Punjabi Cultural Society of Chicago (PCS) to celebrate Vaisakhi celebrations on April 19 at Meadows Club, 2950 W Golf Rd, Rolling Meadows, IL 60008. University of Chicago, U.I.C. , Bhangra and Giddha teams from Milwaukee and
Chicago also performed at Rangla Punjab. The Vaisakhi festival is the celebration of conclusion of the harvest season, and beginning of a new crop cycle. It’s a symbol of renewal, and also a new year. Rajinder Singh Magho and Ronny singh Kular said that 20 years ago, PCS started off as a small group with an aspiration to maintain the Punjabi culture and connect the next generation to the roots. “After 20 years, I am proud to say that we have been able to achieve our goal and much more than that we have been able to portray our culture in our mainstream and branch out into other states of America.”, Kular said. HICAGO (IL) -- A Northwest suburban group called the Housing Task Force is working to create permanent supportive housing (PSH) for people with mental illness and other disabilities. In a PSH development, each resident has his or her own apartment, complete with kitchen and bathroom, and a lease; residents can live at a PSH building as long as they wish, provided they pay their rent and abide by the terms of the lease. Rents are subsidized by the local housing authority, so they are affordable. Supportive services, such as social work and case management are provided on-site by a local community mental health center or medical center. PSH has proven over the years to be remarkably effective in helping people with disabilities on their journeys toward recovery. It is also very cost-effective, costing much less than other alternatives such as nursing homes
or homeless shelters. The Task Force is an all-volunteer non-profit organization, working with private developers and social service providers to create PSH. Its role is to help build public awareness and support for PSH buildings. Last June, the Task Force’s partners opened Myers Place, a 39 unit PSH building in Mt. Prospect. On-site support services are provided by the Kenneth Young Center, the community mental health and senior center for Elk Grove and Schaumburg Townships. The Task Force is currently working on PhilHaven, a similar project in Wheeling. It has been approved by the village and is now awaiting funding from the Illinois Housing Development Authority. The Task Force is also working on another project, Catherine Alice Gardens in Palatine. The group is circulating petitions to show the Palatine Village Council that the project has wide public support.

Sean knew that if they wanted to win the 50th, Mustafa was like a one-stop shopping outlet to the 50th ward when it comes to politics. “I was approached by the Megan Goldish campaign and asked if I was interested in working in the 50th ward.” said Mustafa. “After reviewing her credentials, I decided to jump on board. I had one job and one job only, and that was to win the 50th ward for Megan. I was successful in receiving 58% of the vote over our opponent who received 28%”. I am proud to have helped a highly-qualified candidate to the bench,” he said.
Mustafa was asked what in her credentials really stood out. “She was rated qualified or highly qualified by all the bar associations, prosecuted over 65 felony trials to verdict and over 16 years’ experience with the States Attorney’s office”, he said. The celebrations started with Mustafa introducing all the arriving guests to his grandfather, Hasan Chishti and other guests in attendance. In her brief address, Judge-Elect Megan Goldish thanked all her team members, especially Majid and Abrar Quader, saying Majid was her guide to the Devon community and to the 50th ward residents. She also thanked Martha Burns, who was in charge of Evanston, for taking her to the churches every Sunday. She stated that this was her lifelong dream. Judge-Elect Bill Raines also called Majid Mustafa a true friend. Having known each other for over seven years, Majid knew that this time, Bill Raines would pull a victory.
