Online grievance redressal launched for overseas Indians NEW DELHI: The central government on February 21 launched an online consular grievance system to help the overseas Indians in getting their problems redressed in a timebound manner. External Affairs Minister Sushma Swaraj launched the MADAD — help or Online Consular Grievances System — for registering complaints of overseas Indians facing various problems. Such problems would now be addressed by the India Missions abroad in a time-bound manner. A result of the joint efforts of the Ministry of Overseas Indian Affairs (MOIA) and the External Affairs Ministry (MEA), Swaraj said, it will now enable overseas Indians not just to register their complaints online but also track its movement among the officials tackling it. The overseas Indians could send their complaints in writing, which would be put online by the mission officials. The online registration of complaints and their being attended to would considerably reduce the

time usually taken for the same, a senior MEA official said. The website has priorities for the complaint — complaints concerning mortal remains is of very high priority, then followed by high priority, priority and likewise. Any complaint relating to “mortal remains” would be addressed within two days. Swaraj said while the grievances of the overseas Indians came under the domain of the MOIA but its remedies lie with the MEA.

sserting that President Barack Obama was committed to boosting India-U.S. trade ties, the U.S. has suggested that they work together in a way that benefits the economies and job creation in both countries. “There is an opportunity for us to try to advance the interests of both our countries by working together and by coordinating our efforts,” White House Press Secretary Josh Earnest told reporters here on February 24. He was responding to a question about follow up action taken since President Obama’s historic visit to India last month and Prime Minister Narendra Modi’s invitation to
US companies last September to “Make in India”. “The president is certainly committed to that, again, in part, because the substantial economic benefits that could be enjoyed by

n a move that brought cheer to Indian techies, the U.S. Citizenship and Immigration Services (USCIS) has announced that spouses of H-1B and a handful of other visa holders will be eligible to work from May 26. “The Department of Homeland Security (DHS) is extending eligibility for employment authorization to certain H-4 dependant spouses of H-1B non-immigrants who are seeking employmentbased lawful permanent resident
(LPR) status,” the announcement also said. The H-4 visa is given to spouses of those on an H-1B, as well as a handful of other, less common, visas. At present, H-4 visa holders can’t earn an income or possess a social security number.

Addressing a crowd of protestors, Kejriwal said: “We will use all our
force to ensure that land is not taken away forcibly from anyone in Delhi.” Though Prime Minister Narendra Modi has asked BJP MPs to strongly defend the bill, the government appeared ready to listen to concerns of farmers. he BJP was poised to create history, getting a partnership role in governing Jammu and Kashmir for the first time as it announced a coalition with the PDP after both arrived at an “agreement on a common minimum program” to govern the state. The rates will come into effect from March 1, announced Deputy Chief Minister Manish Sisodia here after a cabinet meeting. The meeting constituted a reaffirmation of the need for an effective multilateral strategy to counter and prevent violent extremism in today’s increasingly challenging environments. At the same time, it hinted at a very significant change in the international community’s approach to these problems: scope, strategy and semantics are being duly reconsidered. And yet a series of contradictions threaten to hamper the possibility of making credible headway. 9/11 is considered the paradigmatic moment that transformed definitions of terrorism and the gen-
eral global security framework. Today we are experiencing another paradigm shift. The scope of the “problem” itself has changed dramatically and the response to the problem is slowly following suit. The crucial distinguishing feature of today’s threat boils down to one word: territory. That violent nonstate actors, epitomized by Daesh, are in control of territory as large as Britain, marking a serious evolution, both tactically and strategically, from the Al-Qaeda-esque organizations of the last decade. They also act as trend-setters for other non-state actors, Boko Haram, for example, that “territory” is both up for grabs and attainable. Indeed, “black holes”, to borrow a term from John Simpson, are traceable across the Middle East and North Africa from Mali to Iraq, from Libya to Syria. The counterterrorism and counterinsurgency architecture in place since 2001 and customized to Al Qaeda-style orga-
nizations is therefore out of tune with the realities on the ground. Shortsighted military response, while necessary at times, is no longer adequate to deal with such deep-
It is a reminder that violent extremism is a symptom of an underlying cause and a physical manifestation of governance deficits rooted entities that have a persuasive ideological premise. Tactics and methods have evolved. With over 90 nationalities now represented in Daesh, a
dynamic online presence and reverberations in Ottawa, Paris and Copenhagen, it is a decidedly “global” operation. The statements that came from Washington indicated that we are slowly coming to the correct strategic diagnosis of the problem. In his remarks, President Barack Obama raised the “undeniable” nexus between oppression and the socioeconomic exclusion that gives rise to terrorism. This is a clarion call that fighting extremism is anchored in human rights. But it is also a reminder that violent extremism is a symptom of an underlying cause and a physical manifestation of governance deficits. Member states are thus faced with asking an important
introspective question: what policies are incubating violent extremism? What are the economic, social and political circumstances that render certain individuals vulnerable to recruitment? President Obama’s deliberate decision to opt for the umbrella term “violent extremism” rather than the more specific “Islamist” label has some practical benefits. It keeps the conversation broad by recognizing other “extremisms”, from the ilk of Anders Breivik in Norway to Buddhist groups in Myanmar. Additionally, it prevents the United States — and the world at large — from feeding into the propaganda ploy that the West is at war with Islam more generally.

he saffron brotherhood is apparently coming to terms with India’s pluralism — and the Constitution. As Prime Minister Narendra Modi’s observation that his government will act against any religious group inciting violence shows he has realized, albeit belatedly, that he cannot afford to maintain his “dangerous silence”, to quote the New York Times, on the intimidation of minorities by Hindu groups affiliated to the Rashtriya Swayamsevak Sangh (RSS). During his prolonged silence, he may have presumed that his backstage counsels of restraint will be accepted by groups such as the Vishwa Hindu Parishad (VHP), which have a long history of fomenting communal trouble. That the VHP has chosen to give a contrary interpretation to Modi’s speech other than what is generally supposed, by saying that the prime minister was only cautioning the Christians, shows that it remains

unrepentant. However, when the prime minister saw that his quietness was being interpreted as either weakness or acquiescence, he decided to speak out in unambiguous terms. Moreover, by reiterating the constitutional rights about the propagation of religions and of conversions, the prime minister has turned his back on one of the most
provocative of antics conjured up by the saffronites in the name of the minorities returning to their “original” faith of Hinduism. It is not Modi alone who has recognized the norms of personal liberty. The RSS chief, Mohan Bhagwat, too, has ticked off BJP MP Sakshi Maharaj for calling upon Hindu women to bear four children each. Hindu mothers are not
baby-producing factories, Bhagwat has said. What these deviations from the standard saffron line suggest is that the BJP may soon have a new face. The fact that it will bear a close resemblance to the “pseudo-secular” demeanors of the Congress and other non-BJP parties may be a cause of worry to the Hindutva camp, but the rest of the country cannot but welcome such a change. It is not impossible that the latest electoral drubbing in Delhi has reminded the BJP that the people voted for it not to implement the anti-minority saffron agenda but to revive the economy which had ground to a halt under the Manmohan Singh government. If Modi persists with his tough line against the trouble-makers of his own party and the RSS affiliates, there will be a new beginning for India in terms of both communal harmony and economic progress. Such an initiation is likely to take the country towards the direction favored by Nobel laureate Amartya Sen, who told the Jaipur literature
festival last year that he wanted a “pro-market, pro-business party that does not depend on religious politics and does not prioritize one religious community over all the others”. The BJP has a fair chance of becoming such a party if it can marginalize its loony fringe like Britain’s Labour party once did. Now that the Congress has shown signs of pursuing a left-ofcentre path, there is every possibility of a straightforward confrontation between the BJP and parties like the Biju Janata Dal and the AIADMK on one side and the Congress, the communists, the DMK and the caste-based parties of the Hindi belt on the other. In this Utopian, anti-American and self-serving world in which there is a curious meeting of minds between the Left and the Right, Modi remains virtually the only one among the top leaders who has recognized the need to shed the fetishes of the past and enter the present globalized economy. He has the tenacity of purpose.

IS serious threat to Pakistan: Minister ISLAMABAD: Shortly after Pakistan Interior Minister Chaudhry Nisar Ali Khan denied the presence of the Islamic State (IS) in South Asia, particularly Pakistan, Foreign Secretary Aizaz Ahmed Chaudhry has said the militant group poses a serious threat to the country. “The government is on alert to the IS threat in the region,” Chaudhry said while briefing the Senate Standing Committee on Foreign Affairs Monday, Pakistan Today reported on February 24. He said the government has directed all authorities concerned to ensure that no organization or individual gets in contact with the IS in the country. A bipartisan parliamentary panel discussed the potential threat posed by the IS to Pakistan amid reports that the ruthless militant outfit was seeking a foothold in the country. However, Chaudhry clarified Pakistan has no desire to become part of the international coalition against IS. The government has long denied the presence of the militant group in the country. “As of now, I can say with confidence that the IS only exists in the Middle East,” Nisar said while speaking at the US Institute of Peace in Washington. “It absolutely has no presence in Afghanistan and Pakistan.” He said that the terrorist space in South Asia was totally occupied, however, if the issues were not addressed, a grand alliance between different groups could not be ruled out in future.

One Chadian soldier was killed and three others were injured in the fighting. The amended civil rights lawsuit filed in federal court last week sought unspecified compensatory and punitive damages for the February 6 assault on Sureshbhai Patel, 57, while he was taking a walk in front of his son Chirag Patel’s house in a Madison suburb. The initial complaint, filed on February 12 by Patel’s lawyer, Hank Sherrod, named Madison city and two at-that-time unidentified officers, John Doe and Jim Smith, as defendants. It has dropped the charges against a second police officer, a trainee, and no longer accuses the department of making up the emergency call or hiding the dash cam. Gandhi statue to be unveiled in UK LONDON: A statue of Mahatma Gandhi will be unveiled in Britain’s prestigious Parliament Square in London next month, a media report said. The memorial will be unveiled on March 14 and will stand alongside those of Winston Churchill and Nelson Mandela. The Gandhi Statue Memorial Trust has given one million pounds (over $1.5 million) for the sculpture. Gandhi will be the first Indian, and the only person never to have been in public office, to be honored with a statue in the square. Gandhi earned his law degree in London before leading India’s independence movement against British rule.

he biennial Aero India 2015 show turned into a carnival as over 60,000 people flocked to the Yelahanka base of the Indian Air Force (IAF) to witness spectacular aerobatics and thrilling aerial feats by fighters, helicopters, stunt aircraft, transport planes and even unmanned aerial vehicles. “As the five-day event opened to the public on weekend, the venue is jam-packed, as thousands of people, especially children and women descended for flying display and the aerospace expo,” Defense Exhibition Organization director M.D. Singh told IANS. HICAGO, IL -- The Maharudram committee of the Hindu Temple of Greater Chicago, Lemont, IL organized the “Rudra: Who Really is He? Part 2 All Day Shiva Event” at Sama Rathi auditorium on February 21. The temple is located at 10915 Lemont Road, Lemont, IL. The auditorium was fully packed with over 500 people. Well over 300 children showcased their talent with great enthusiasm and interest in this seven-hour event. The grand inauguration ceremony of the prelude series titled “Rudra: Who Really is He?” was on January 31. This is the prelude program to the main event “Maharudram and Navachandi Mahayagnam” to be held on June 12, 13, and 14. The prelude is a series of enlightening discourses and cultural presentations bringing out the spiritual symbolism of Mahayagnas and their contribution to
universal peace, welfare and prosperity. The All-Day Shiva Event started with the grand Girija Kalyanam, the celestial marriage of Shiva and Parvathi. The devotees enjoyed the sumptuous wedding feast from the Prasadam kitchen and were then treated with a variety of cultural programs presented by the students of various dance and music schools, including the members of a dance school who travelled from Iowa. Yo u n g s t u d e n t s o f re n ow n e d Bharatanatyam teachers, including Sushmita Arunkumar, Sangita Rangala, Vanitha Veeravalli, Pragnya Yogesh, Vidya Pandikaran, Hema Rajagopalan, Sowmya Kumaran, and Anupama Rajesh, presented various Bharathanatyam performances. The audience was mesmerized seeing the children in authentic costumes presented with perfect synchronization and confidence. Students of various music teachers, including Vasanthi Iyer, Maragatha Mani Sundaresan, Vaidehi Sudharshan, Subadra
Bharathanatyam performers from Nritya Geethanjali Ramasami, Shoba Shankar Jagadeesaiyer, and Saraswathi Ranganathan, presented various performances, including vocal music, instrumental ensemble, and devotional prayers. Savitri Bala, Sangita Rangala, and Nagaveni Garimela conducted the final round of quiz on the stage in a very interesting format including visual clues, “lightning” rounds, and slideshow visible to the audience. It was amazing to watch young children answer questions on various topics centered on Hindu spirituality and the concept of the Supreme Consciousness. Dr. Sangita Rangala, a busy physician and director of Anand Dance Academy, was the Master of Ceremonies for the whole day and her enthusiasm was infectious. HICAGO, IL -- A student l e a d e r o f Un i ve r s i t y o f Illinois at Chicago (UIC) has been charged with sexually assaulting a 19-year-old female student in what Cook County prosecutors say was a re-enactment of scenes from the film “Fifty Shades of Grey.” Freshman Mohammad Hossain, 19, appeared shocked after a Cook County judge set his bail at $500,000, walking back to the lockup with his mouth wide open. The judge was taken aback after Hossain’s lawyer, assistant Cook County public defender Sandra Bennewitz, said his client had been involved with several UIC leadership programs, was a student ambassador to the alumni association and was on the triathlon team. “Sandra, how can someone involved in all that let a movie persuade him to do something like this?” asked Judge Adam Bourgeois Jr. “He would say that it was consensual,” she replied.
Mohammad Hossain Prosecutors said Hossain and the woman went to the former’s dorm room about 5:30 pm on February 21. The two had “previously been intimate” but were not dating, said Assistant State’s Attorney Sarah Karr. Once inside his dorm in the 900 block of West Harrison Street, Hossain allegedly unclothed the sophomore, bound her to
a bed with a belt, used another belt to bind her legs and stuffed a necktie into her mouth, Karr said. Hossain used a knit cap to cover the woman’s eyes, and began striking the woman with a belt even as she asked him to “stop, and began shaking her head and crying,” said Karr. According to an arrest report, she somehow managed to free herself but the accused held her arms behind her back and sexually assaulted her as she continued to plead for him to stop, according to Karr. Hossain even prevented a roommate him from entering the room as the woman left and told another person what happened, and then called the police. The police arrested Hossain later that night in another dorm building in the 700 block of South Halsted Street. He was quizzed by UIC detectives and, according to Karr, admitted assaulting the woman and “doing something wrong.” He allegedly told the police he and the woman were re-enacting scenes from “Fifty Shades of Grey.”

Five-vehicle crash at Oakton Street

CHAUMBURG, IL -- A Hoffman Estates woman was ticketed for allegedly causing a chain-reaction, five-vehicle accident along a stretch of Oakton Street dividing Park Ridge and Niles. Park Ridge Deputy Police Chief Lou Jogmen said witnesses reported that around 12:30 pm on February 14, a 2008 Dodge Grand Caravan drove through a red light on eastbound Oakton Street at Prospect Avenue, colliding with a vehicle that was headed north on Prospect. The impact caused the Grand Caravan to flip onto its driver’s side and strike a car that was stopped for the red light on westbound Oakton, the police said. This car was then pushed into two other vehicles that were stopped in the curb lane of westbound Oakton Street. The driver of the Grand Caravan, 42-yearold Farrda Marabout, told the police that her brakes had failed. She was taken to Advocate Lutheran General Hospital for treatment of injuries sustained in the crash and cited for disobeying a red light and driving without insurance. One other driver reported a non-life threatening injury in the accident, but was not transported to a hospital by paramedics, Jogmen said.

Birdman, which was nominated in nine categories, picked up four honors — Best Picture, Best Director (Alejandro Gonzalez Inarritu), Best Writing (Original Screenplay) and Best Cinematography — at the gala, which saw a melange of Hollywood stars come together to celebrate cinema. Another big winner was The Grand Budapest Hotel, which tied with Birdman for four awards. The Wes Anderson-directorial won Costume Design, Makeup and Hairstyling, Music (Original Score)and Production Design. One of the season’s favorites — Boyhood — could manage just one Oscar for Patricia Arquette. She secured the Best Supporting Actress award — and delivered a fitting acceptance speech, demanding equal pay for women. In response, veteran actress Meryl Streep stood up and cheered at Hollywood’s Dolby Theater. The Imitation Game went back home with only one award for Graham Moore’s adapted screenplay. Even American Sniper managed just one win — sound editing. But then, their collaborative might as the sinned and the sinner, begins to be dimmed by a digressive drama that impinges itself from the sidelines. The problem is with the structure. ‘Badlapur’: Leaves much to be desired

ast in the mould of the greatest redemptive dramas Badlapur has an ambitious ambiance of unmitigated doom irrigating almost every frame. It’s as if director Sriram Raghavan and his co-writer Arijit Biswas wants to shut out all light from his protagonist Raghavan’s life. Insulated from the outside world, Raghav’s festering pain spreads itself out in the narrative spanning a seductive facsimile of reality that jumps off the screen to claim our attention.

ORT HURON, MI -- Two area Indian American teens have moved beyond the traditional school science fair to pursue medical research on their own. A third high-school student from Troy with ties to the area joined them. Port Huron Northern students Medha Krishen, 15, and Ilena Krishen, 17, and Mary Jarad, 17, a student at Detroit Country Day, presented their research findings in October at the American Society of Chest Physicians in Austin, Texas. The girls were the only three high school students whose papers were accepted for presentation at the conference for doctors and fellows. Their mentor, Dr. Sridhar Reddy, said the girls were accepted to the conference on their own merit. “It isn’t because they are young,’’ he said. “It’s because the questions they are asking and answering are relevant medical questions.’’ Reddy has mentored students through his

AN LEANDRO, CA -- A San Leandro, Calif. liquor store owned by an Indian American man sold the winning ticket of $1.4 million from a recent Powerball drawing and will receive a share of the prize money. Makhan Dabb’s Pop Top Market & Liquors sold the ticket to Powerball winner Hector Carrera. Dabb’s store located at 14817 East 14th St. will receive half a per cent, or $7,000, of the winning amount. Dabb recognized the owner of the winning Powerball ticket as a regular customer of his store, which he has owned for the past three years. He identified Carrera by viewing the store’s video after determining when the ticket was purchased. When the customer entered the store the next day, Dabb and his employee Satnam Singh broke the news about his win. Carrera was one of three people in California to win $1.4 million after choosing five of the six winning numbers. Three people--in Texas, South Carolina and Puerto Rico--who got all six numbers, will split the $500 million Powerball jackpot.

TLANTA, GA -- Crime Stoppers Greater Atlanta is offering a reward of up to $2,000 for the arrests and indictments of two men accused of robbing a Subway. The suspects, oOne of them armed with a silver chrome pistol, hit the restaurant at 74 Northside Drive SW shortly before 9:30 pm on February 20. The police described one suspect as a black man, 20 to 30 years old, with a medium to dark complexion. He was about 5 feet 9 inches tall and 175 pounds, with a thin mustache and tattoos near his eyebrows. The second suspect was a black man, 21 to 30 years old, with a light complexion, medium build and mustache.

Medha’s topic was about finding a new way to screen high-school athletes who are at risk of dying due to hypertrophic cardiomyopathy. The
condition occurs in 1 in 500 people. Medha has been following the condition for the past three years after a close family friend died while out for a jog. Medha’s sister Ilena presented her method of early lung damage detection. She wanted at first to use the method to detect music frequencies. Two other factors influenced Ilena’s choice of project. “We’ve had a lot of smokers in our family. We had a death in the family due to lung disease. And I was also very interested in environmental issues, particularly air pollution,’’ she said. Ilena hit upon her project idea when she came across an electronic stethoscope at Reddy’s home. “He lent it to me to find out more about it,’’ she said. Ilena connected the stethoscope to a computer that was installed with a MATLAB program in order to run a frequency analysis. She used the lung sound once it was captured by the stethoscope:
“You just click on the file and save it as a .waz file. It shows up as an iTunes icon. I copied and pasted it into my program and it produced a graph and displayed the frequencies.’’ Ilena’s mother, Priya Krishen, said she “had no clue’’ how to help her daughter with the technology part of her project. “It involves a lot of statistics, physics, and how to write a software program. And it just so happens that it has medical relevance,’’ she said. It took Ilena seven to eight months to figure out how to work the technology before she could begin conducting research, her mother said. “There were a lot of physicians in town that told her she was not going to find anything,’’ she said. Ilena said she plans to bring her research results to less-developed countries where CAT scans or other methods are not as readily available. Mary Jarad presented her work at a conference in Munich, Germany, just prior to joining the Krishen sisters in Austin.

LGIN, IL -- The president of the Institute of Islamic Education in northwest suburban Elgin has been charged with sexually abusing a former employee. Mohammed Abdullah Saleem, 75, is charged with criminal sexual abuse, according to a statement from the Elgin police. Saleem is the president of the Institute of Islamic Education at 1280 Bluff City Blvd. in Elgin. A 23-year-old woman reported in December that Saleem “committed an act of sexual conduct against her” while she was working at the institute in April 2014.
Mohammed Abdullah Saleem Detectives from the Major Investigations Division looked into the case and Saleem was taken into custody on February 15 and subsequently charged.

RVINGTON , NJ -- Authorities are seeking a motive for the fatal shooting of a man who was killed in a liquor store that his family operates in northern New Jersey. Essex County prosecutors say the Irvington police responded to the store around 4 pm on February 15 and found 28-year-old Amit Patel, of Edison. He had been shot at least once, and was pronounced dead at the scene a short time later. Officials say it’s not clear if Patel was shot during a botched robbery, since it did not appear that anything was stolen from the business.

Nearly 1,000 people packed into the Meadows Club in Rolling Meadows to hear from Christie and celebrate the annual Northwest Suburban Republican Lincoln Day Dinner. The audience was filled with suburban leaders, including the mayors of Rolling Meadows, Arlington Heights and Prospect Heights. Christie spent 15 minutes before the speech visiting with and answering questions from members of debate teams in Northwest Suburban High School District 214. Researchers assessed exercise on longer spaceflights with the help of astronauts on the space station, measuring their oxygen consumption peak VO2 before, during and after missions of four to five months. Widely accepted as the best measure of cardiovascular fitness, VO2peak is a measure of peak oxygen uptake. The results showed that VO2peak decreased by an average of 17 percent by day 15 in space, but then gradually increased. Most astronauts never recovered their preflight V02peak levels during the mission but a few were able to main-

he fifth edition of the 21 Gun Salute International Vintage Car Rally and Concourse Auto Show left many onlookers spellbound in the capital on February 21 as they watched 201 cars and 50 vintage bikes participating in the event. A procession of Rolls Royce Tourer, Buick special series, Cadillac Convertible, Rover 8, Ford and many other restored models left many vintage car lovers overwhelmed at the flag off of the car

On the other hand, those who visited not-so-costly places justified their food choices by claiming “the fries were like crack” or that they are “addicted to wings”, the New Zealand Herald reported. “If you like a very expensive restaurant, you use words like ‘orgasmic’, ‘sensual’, ‘sexy’ — and my favourite phrase was ‘a very naughty deep-fried pork belly’,” Jurafsky told the audience at the American Association for the Advancement of Sci-
ence convention in San Jose, California. The team also found that eating tasty food in a cheap restaurant is more likely to be compared with drug addiction and physical trauma.
