n what was probably the first such attack on American soil, two gunmen opened fire outside the venue of a controversial cartoon contest on Prophet Mohammed in Texas on May 3, only to be killed themselves as police returned fire. None of the approximately 200 people attending the event billed as the “Muhammad Art Exhibit and Cartoon Contest” in Garland, northeast of Dallas, were hurt in the attack for which Islamic State militants are reported to have claimed responsibility. Citing a federal law enforcement source, one of the suspects was identified by CNN as Elton Simpson, a resident of Phoenix, Arizona, who was convicted in 2011 of a terror-related charge. Simpson is believed to have sent a tweet before the attack that read, in

WASHINGTON: Despite questions about the Clinton Foundation and her use of private e-mail as secretary of state, Hillary Clinton starts her second presidential bid as a Democratic favorite, while no frontrunner has emerged among the Republicans. Americans now view the former First Lady more favorably and as a stronger leader than they did earlier in the year, despite weeks of scrutiny about her ethics, a New York Times/CBS News poll has found. While nearly nine in 10 Democrats say the nation is ready to elect a female president, there is no clear choice among the growing list of candidates for the Republican nomination, the poll found. More than half the voters don’t know enough about Louisiana’s Indian-American Governor Bobby Jindal, who has been toying with the idea of running, but has not yet thrown his hat into the ring formally. With 85 percent of Democratic voters considering voting for Clinton — similar to March — she continues to be the top candidate for the Democratic nomination for president.

ven with an African-American president in the White House, it’s a still a hard day’s life for the blacks 150 years after Abraham Lincoln freed the slaves and 50 years after two landmark legislations outlawed racial discrimination. With a population of 45 million, blacks make up about 14 percent of the total US population of about 320 million, but they have a much smaller share of the nation’s economic pie.

Though from the first AfricanAmerican President Barack Obama down, a handful of blacks have made it to a few high places, a majority of them are still far less educated and engaged in low paying jobs. The annual median income of black households in 2013 was $34,598, compared with the nation at $51,939. Though 83.7 percent of blacks 25 and over had a high school diploma or higher in 2013, only 19.3 percent of this group had a bachelor’s degree or higher.

The blacks constitute 14 percent of the total US population of 320 million.

And as the influential New York Times recently reported “AfricanAmerican men have long been more likely to be locked up and more likely to die young” leaving what it called some 1.5 million missing black men in the US.

Before Baltimore, a city of 600,000, about two thirds of them black, erupted in riots and violence last week over the death of Freddie Gray, a 25-year-old black man in police custody, US had witnessed a spate of protests over such incidents.

BJP plans to counter opposition onslaught NEW DELHI: In a move to counter opposition parties’ attack against the Modi government, the BJP is planning a major outreach program involving its ministers and MPs. According to party insiders, Prime Minister Narendra Modi has directed all his ministers and BJP parliamentarians to visit their Lok Sabha constituencies and adopted villages, soon after the budget session of parliament ends on May 8. The National Democratic Alliance government completes its first year in office on May 26. BJP’s South Delhi MP Ramesh Bidhuri told IANS: “We have been asked to visit our constituencies after the budget session. Congress vice president Rahul Gandhi has been spreading misinformation against the government and we will aim to counter this.”

President Barack Obama (58 million Twitter followers and 43 million Facebook page likes). Political leaders globally are aware that power comes from attraction, and have been using it effectively through social media as a means of soft-power, a term coined in 1990 by Joseph Nye, an

American political scientist. Soft-power is defined as “getting others to want the outcomes that you want – co-opt people rather than coerce them”, according to Nye. In other words, it is an attractive power or the ability to attract that leads to acquiescence. Public diplomacy through social

media is an emerging modern day foreign policy tool, largely influenced and guided as means of projecting soft power. Social media has come to the forefront as a means of political activism around the world in recent times. Former Indonesian president Sushilo Bambang Yudhoyono follows Obama and Modi in the third position with more than 7 million Twitter followers.

The ministers have also been asked to spend at least one day between May 12 and 30 in the village each has adopted under the government’s Sansad Adarsh Gram Yojna (SAGY), a party official told IANS. Modi too is expected to visit his adopted village, Jayapur, in his Lok Sabha constituency of Varanasi. The decision to start this campaign has been taken following the opposition’s attack on the government, and its bid to paint the government as anti-poor and pro-corporate.

Modi joined Instagram in November 2014, and within hours of posting his first picture, the account had nearly 38,000 followers. He gathered more than 443,000 followers in less than five months. US landscape architects designing change for women in India ARUN KUMAR, WASHINGTON

heir mantra is to strike a balance between the built and natural environments, but an American landscape architect is using that very thinking to provide to sex workers in India new careers in textile and design production. Called ‘Anchal’ or “the edge of a sari used to provide comfort and protection for loved ones”, it is the brainchild of Colleen Clines, who co-founded the unique project with three fellow classmates after a trip to India during her time in graduate school. Her landscape architecture training gives Anchal a uniquely creative approach to all aspects of the organization, from the business model to the textiles produced in India, says Clines from the Kentucky chapter of American Society of

Landscape Architects (ASLA). Mainly working in Ajmer, Rajasthan, in partnership with Indian NGO Vatsalya, Anchal plans to expand the programme to encompass a holistic textile centre where all aspects of the products are

met. It also plans to replicate this model in other cities. “Design can become the tool for sustainable solutions to gender inequality, social injustice and environmental degradation,” Clines told IANS, explaining how an understanding

of urban systems can be applied to complicated social systems. The Indian NGO looks at entrepreneurial opportunities for commercial sex workers. Anchal meets this need by providing seed funding, design training, education workshops and access to the U.S. market, she said. “In exchange, our partners recruit Anchal artisans and manage operations,” Clines said. “More importantly, they offer the women a community of support, health programmes, counselling and local leadership that builds trust with a vulnerable population.” “Together we offer a unique program unmatched in its ability to create life-changing opportunities for exploited women in India,” she said. “We teach artisans not only how to sew but also how to apply design thinking to problem solving and creativity,” Clines said pointing

to how textiles created by these women are sold online and in stores such as Urban Outfitters. S Since its inception in 2009, Anchal has supported 107 artisans and indirectly impacted over 428 additional family members, Clines said. The impact is most evident in their economic growth, education, leadership and a new sense of personal self-worth and communal empowerment, she said. Anchal also acknowledges design training as an invaluable life skill and entrepreneurial opportunity. The importance of the landscape architect’s role is more apparent in Anchal’s project, dyeScape, a network of small-scale dye gardens in West Louisville, Kentucky, that would provide natural dyes for these women to use in their work. “The vision is to create a crossculture dialogue and collection of products created in India and U.S.”

Sales of F-16 combat aircraft and related equipment account for nearly half of these Foreign Military Sales agreements with Pakistan, according to a report by Congressional Research Service for lawmakers. India has time and again opposed the sale of such equipment to Pakistan as it apprehends that Islamabad may eventually use them against India. In dollar value terms, the bulk of purchases have been made with Pakistani national funds, although U.S. grants have eclipsed these in recent years, CRS said. Congress, it noted, has appropriated about $3.6 billion in Foreign Military Financing (FMF) for Pak-

If confirmed, General Dunford would be the second Marine officer to hold the top military job. Dunford, 59, is a native of Boston, the capital of the US state of Massachusetts, and holds master’s degrees in government from Georgetown University and international relations from Tufts University’s Fletcher School of Law and Diplomacy.

s the campaigning for the British parliamentary election enters its final phase, Prime Minister David Cameron and other leaders are eyeing undecided voters, especially among the 700,000 strong community of Indian origin. Ironically, Britain — the oldest democracy in the world — could see this community play a major role in deciding the next government. Various surveys have predicted a hung parliament. The balance of power and the country’s future direction could be decided by a single seat. Punters have predicted the

size of the smallest winning margin in a single seat would be just 29 votes. The two main parties — Cameron’s Conservatives and Ed Miliband’s Labor — are neck-andneck since the hustling started on March 30. Both have secured about 35 percent of votes in the surveys, which is not enough to muster a majority in parliament. Both are predicted to win about 280 seats each in the 650-member House of Commons. Nick Clegg’s central-left Liberal Democratic party, Cameron’s coalition partner, can be the kingmaker, securing about 30 seats despite its erosion of support.

arious United Nations agencies have appealed for humanitarian relief and reconstruction in the next stage of Nepal recovery after a major quake there claimed more than 7,300 lives so far, a UN spokesperson has said. The Office for the Coordination of Humanitarian Affairs said that more than 7,300 people have died and more than 14,000 have been injured in the Nepal earthquake, citing government figures, Xinhua quoted United Nations spokesperson Stephane Dujarric as saying at a daily briefing.

“While search-and-rescue teams are preparing to leave Nepal, the next phase of aid delivery to people in urgent need is scaling up,” Dujarric said. Since April 29, aid agencies have distributed 52,000 tarpaulins in 29 earthquake-affected districts, and more than 230,000 more are en route to Nepal. The researchers have created an enzyme that could potentially pave the way for changing blood types. The enzyme works by snipping off the sugars, also known as antigens, found in Type-A and Type-B blood, making it more like Type-O. NEW DELHI: The Centre for Science and Environment (CSE) has said that recent phenomenon of foaming of lake Varthur in east Bengaluru shows that the wetlands in the city as well as urban India are under a serious threat. The foam is the result of the water in the lake having high content of ammonia and phosphate and very low dissolved oxygen. “Essentially, this is caused by untreated sewage flowing into the lake,” said Sushmita Sengupta, deputy programme manager with CSE’s water team. “Delhi-NCR and many other cities across the country face similar foaming in their rivers and other wetlands on a regular basis,” an official release quoted her as saying. She said the CSE believes that community participation is critical to managing of wetlands. “Communities need to be involved in identifying wetlands which would be managed and protected while

government bodies monitor and impose penalties on offenders including municipal bodies and industries.” CSE research shows that untreated sewage and industrial waste from much of the Bengaluru city flows into lake Varthur, leaving it extremely polluted, the release said. Though the ministry of environment and forest and climate change has issued rules for conservation and management of wetlands, under the provisions of the Environment (Protection) Act, 1986, the Wetlands (Management and Conservation) Rules, 2010, the discharge is not being monitored across water bodies throughout the country. There is a plethora of acts and policies which indirectly talk about the protection and conservation of wetlands. But these wetland protection rules do not have teeth. Moreover, the wetland which is protected, is identified by the state government, CSE said.

he Hyderabad High Court on Friday ruled that it will continue to as common high court for both Telangana and Andhra Pradesh till the central government sets up a separate court for the latter state. Pronouncing its orders on the matter, a division bench of Chief Justices K.V. Sengupta and P.V. Sanjay Kumar said it was the responsibility of the central government to allocate funds to create a new high court as per the AP Reorganization Act and the Constitution. The bench observed that it was for Andhra Pradesh government to decide where to set up the high court. It further ruled that after establishment of separate high court in Andhra, the existing high court in Hyderabad will serve the state of

Telangana. The court observed that till establishment of separate high court in Andhra Pradesh, its benches may be constituted at Visakhapatnam and Tirupati. The court passed the orders on a plea seeking a separate high courts for the two states. Meanwhile, Joint Action Committee of lawyers from Telangana have decided intensify their movement for separate high court for the state. They are seeking early bifurcation of the existing high court.

KFW has communicated to the state government that it will sanction Rs.5bn at a concessional rate of interest. According to the State Energy Conservation Mission, the union power ministry will provide Rs.5.15 bn to develop the Rs.35bn green energy corridor. Ajay Jain, secretary for energy, said on that the green corridor would be developed to support the upcoming solar and wind projects with an initial cost of Rs.12.89bn.

‘Kerala should look beyond remittances’ THIRUVANANTHAPURAM: The stage has come for Kerala to look to look beyond the diaspora remittances that have so far helped it go forward, a state minister said here. State Home Minister Ramesh Chennithala said during a media interaction on the future of the state. “A political consensus should be developed in taking the development needs of our state forward, because we will not be able to depend on diaspora remittance for a long time,” said Chennithala. During the 12-month period ending March 1, 2014 the total remittances to Kerala stood at Rs.726.80bn. He said the state government should come out with schemes to invest these remittances. “Agriculture and industry will not take us forward; Kerala should concentrate on industry and tourism and seek investments,” said Chennithala. He also pointed out that the once-famed Kerala model of development is slowly coming to a standstill and that it should be reinvented, as times have changed.

Boiling the water is a recommended method to kill any diseasecausing bacteria that may be present. But to boil the water, one requires electricity or other fuel. NARI’s purification strategy exploits the fact that one need not

have to really boil the water to make it germ-free. Low temperatures are sufficient for sterilizing the water if maintained sufficiently longer. “Our earlier studies have shown that water heated to only 50 degrees Celsius and maintained at that temperature for one hour, or heated to 45 degrees and maintained for three hours, becomes completely free of coliform bacteria,” Rajvanshi said. Thus a simple strategy for sterilization, he said, is to filter the water (drawn from a well or a stream) to remove particulate matter, then raise the temperature to about 45 degrees and maintain that for at least three hours, he said.

MUMBAI: The family of Salman Khan, who is on a two-day interim bail after being sentenced to five years in jail in the 2002 hitand-run case, has thanked fans for supporting the superstar during his difficult time, and they have left all other proceedings to “god”. The judgment in the highprofile case was pronounced on May 6, which turned out to be crucial for the family.

he Lok Sabha on May 6 gave its consent to a far-reaching amendment to the constitution to pave the way for a pan-India goods and services tax regime and create a unified market across the country, doing away with multiplicity of central and state levies. The Constitution (One Hundred and Twenty Second Amendment) Bill, 2014, was passed by a division with 336 ayes, 11 against and 10 abstentions. Lok Sabha Speaker Sumitra Mahajan announced the bill was approved with two-thirds majority of the house, as required. The finance minister said the same recommendations of the parliamentary panel, when the original bill was referred to it, were incorporated in the amended version and that the opposition had no reason to fault the government on this count. The constitutional amendment bill needs to be passed by a twothird majority in both houses of parliament and by the legislatures of half of the states in the country to become a law.

The main purpose of the bill is a unified regime that will subsume most indirect taxes levied by the central and state governments such as excise duty, service tax, value added tax, sales tax and octroi to facilitate a common market across the country. “There would be no tax on tax,” the finance minister said referring to how these levies were leading to duplication, escalating the final price paid by customers, stoking inflation, standing in the way of efficient supply chains and preventing economies of scale.

Since then, corruption has grown epidemic. And so have films on the theme. What sets Gabbar is Back apart in the genre is its unabashedly massy tone. Here is a film about a man who decides to take charge of a social order on the brink of anarchy when all the formal faculties

fail. He doesn’t believe in reprimanding the corrupt. He believes in punishing them with death. So, we have bribe-happy district collectors and other law enforcers hanging limp on trees and

hoardings. This Gabbar means business. And to the character’s good fortune, he is played by the very watchable Akshay Kumar. For my money and time, Akshay is by far

the most complete star-actor package among contemporary A-lister heroes in Bollywood. The way in which he delivers his lines on the rampancy of corruption, his demeanor and his wry detached disdain for the corrupt, are all brought to the surface with a forceful equilibrium constantly at play. To his good fortune, in Gabbar..., he gets lines about a Swachh Bharat that are compelling rather than corny. The lines flow with furious passion without getting swamped in a bombast. That’s a near-miraculous achievement in a film which is designed as a highoctane melodrama with every sequence punctuated by elaborate background acoustics.

HICAGO, IL – The Federation of Indian Associations-Chicago (FIA) ceremoniously hosted a formal kickoff event ostensibly to proclaim the 2015 India Independence Day festivities at Maharaja Restaurant in Rosemont, IL on May 3. Present on the occasion were a host of leading community and business leaders with Bollywood movie star/model Hrishitaa Bhatt adding a touch of glamour quotient. Seattle Sikh Center honored for reforming detainees

EATTLE, WA – Some two years ago, the volunteers for the Sikh Center of Seattle, led by temple director Balwant Aulak, received approval from the GEO Corrections & Detection for ICE (immigration) center in Tacoma to offer humanitarian services, which included prayers, mediation and legal assistance. There was information that some Asian and Sikh inmates detained under immigration laws in the Tacoma detention center were not in good shape and not fully cooperating with the jail staff, according to a press release. Aulak and volunteers of the Sikh Center approached the jail’s authorities and accepted the challenge to bring positive changes among the detainees. The regular Sewa (services) brought good results and positive changes among the inmates, bringing them from level 3 to level 2, with some of them sent home on bonds, added the release. On April 15, the jail authorities honored the Sikh volunteers for their humanitarian service at Tacoma. The volunteer team consisted of nine people, including Kamal Sandhu.

ASHINGTON, DC -Arun Kumar Singh, the new Indian envoy to the US, has formally assumed charge after presenting copies of credentials to the Office of Chief of Protocol at the State Department. The 24th Indian ambassador to the US, Singh till recently was the Indian envoy to France, in which capacity he was instrumental in the historic Paris visit of Prime Minister Narendra Modi. Singh will soon present his formal credentials before President Barack Obama. A career foreign service officer of the 1979 batch, Singh till two years ago served as the Deputy Chief of Mission at the Indian Embassy in Washington for four-and-half years from October 2008 to April 2013. Known for his visionary strategic thinking, Singh during his previous stint in Washington played a key role in the strengthening of the India-US relationship in the first term of the Obama administration, during which he oversaw the state visit of then Prime Minister Manmohan Singh to the US in 2009 and the India visit of President Obama a year later in 2010. Singh also served in New York at the Permanent Mission of India to the UN from 1993 to 1997 as Counselor.

How to live healthy for 100 years Researchers have followed the health of 855 men for the past 50 years. They found that 10 of the men lived upto 100, and now believe that conclusions can be drawn about the secrets to their longevity

racking 855 Swedish men born in 1913, researchers have come to the conclusion that refraining from smoking, maintaining healthy cholesterol levels and having not more than four cups of coffee a day can help you live to 100. Researchers at the Sahlgrenska Academy at the University of Gothenburg have followed the health of 855 men for the past 50 years. The first surveys were conducted in 1963. Now that it has been determined that 10 of the men lived upto 100, the study is being wrapped up and the researchers believe that conclusions can be drawn about the secrets to their longevity. “The unique design has enabled us to identify the factors that influence survival after the age of 50,” said Lars Wilhelmsen, who has been involved in the study for the past 50 years. “Our recommendation for people who aspire to centenarianism is to refrain from smoking, maintain healthy cholesterol levels and con-

fine themselves to four cups of coffee a day,” Wilhelmsen noted. It also helps if you paid a high rent for a flat or owing a house at age 50 (indicating good socio-economic standard), enjoy robust working capacity at a bicycle test when you are 54 and have a mother who lived for a long time, the study pointed out. “Our findings that there is a correlation with maternal but not paternal longevity are fully consis-

tent with a previous studies,” Wilhelmsen said. Various surveys at the age of 54, 60, 65, 75, 80 and 100 permitted the researchers to consider the factors that appear to promote longevity. A total of 27 percent (232) of the original group lived to the age of 80 and 13 percent (111) to 90. All in all, 1.1 percent of the subjects made it to their 100th birthday.

NEW YORK: Adding just two minutes of walking each hour to your routine can offset the health hazards of sitting for long periods of time, says a study led by an Indian-origin researcher. A “trade-off” of sitting for light intensity activities for two minutes each hour is associated with a 33 percent lower risk of dying, the findings showed. Numerous studies have shown that sitting for extended periods of time each day leads to increased risk for early death, as well as heart disease, diabetes and other health conditions. “It was fascinating to see the results because the current national focus is on moderate or vigorous activity. To see that light activity had an association with lower mortality is intriguing,” said lead author Srinivasan Beddhu, professor of medicine at the University of Utah School of Medicine. The researchers examined 3,243

participants to see whether longer durations of low intensity activities (e.g. standing), and light intensity activities (e.g. casual walking, light gardening, cleaning) extends the life span of people who are sedentary for more than half of their waking hours. Beddhu explained that even short walks add up to a lot when repeated many times over the course of a week.

R Hit the gym to lower lymphoma risk TORONTO: Performing vigorous physical activity over one’s lifetime may lower the risk of non-Hodgkin lymphoma (NHL), says a new study. “Our findings suggest that people who do vigorous physical activity may also have a lower risk for NHL,” said study author Terry Boyle, a post-doctoral fellow at the University of British Columbia’s department of cancer control research. “We found that vigorous-intensity physical activity, such as activities that increase breathing and heart rates to a high level, was the most effective at lowering risk,” he added. There is evidence that people who are physically active have a lower risk of some cancers such as colon and breast cancers. The researchers assigned a meta-

bolic-equivalent (MET) value to the different types of physical activity, and calculated the average number of MET-hours per week of physical activity for each participant’s lifetime. Study participants who were in the higher (second, third, and fourth) quartiles of vigorously-intense physical activity performance in their lifetimes had about 25 percent to 30 percent lower risk for NHL, compared with those who were in the lowest (first) quartile of vigorously-intense physical activity. “In this case-control study, we found that the most physically active participants had a lower risk for NHL than the least active participants,” Boyle said. The findings appeared in the journal Cancer Epidemiology, Biomarkers & Prevention.

The participants recorded everything that they ate and drank for seven consecutive days covering weekdays and weekend days. During 11 years (approx) of follow-up, 847 study participants were diagnosed with new-onset Type 2 diabetes.

The researchers found that there was an approximately 22 percent increased risk of developing Type 2 diabetes per extra serving per day habitually of each of soft drinks, sweetened milk beverages and ASB consumed.
