U

nited States Department of Defense quarterly report to US Congress says that Pakistan continues to harbor the Taliban and associated militant groups in Pakistan, such as the Haqqani Network, which maintains the ability to conduct attacks against Afghan interests. The report is the first one to be issued since the US and the Taliban signed an agreement on February 29 to facilitate the withdrawal of American troops from Afghanistan. It comes at a time when the US special envoy for Afghanistan reconciliation Zalmay Khalilzad has called on India to hold direct talks with the Taliban Pakistan continues to focus on countering Indian influence in Afghanistan and harbours the Taliban and groups such as the Haqqani Network, which have the ability to engage in violence on Afghan soil, according to a new Pentagon report. MORE ON... HIINDIA.COM to a continuation of Pakistan’s efforts to achieve its strategic objectives in Afghanistan, including shutting out India from the war-torn country. The report is the first one to be issued since the US and the Taliban signed an agreement on February 29 to facilitate the withdrawal of American troops from Afghanistan. The deal has stalled due to differences between the Taliban and the Afghan government on prisoner releases and intra-Afghan dialogue. There was no immediate response to the report from Indian officials. “According to the DIA [Defense Intelligence Agency], Pakistan’s strategic objectives in Afghanistan continue to be countering Indian influence and mitigating spillover of instability into its territory,” the report said. The Defense Intelligence Agency (DIA) also reported to the inspector general that “Pakistan has encouraged the Afghan Taliban to participate in peace talks, but refrained from applying coercive pressure that would seriously threaten its relationship with the Afghan Taliban to dissuade the group from conducting further violence”. The DIA also told the inspector general that “Pakistan continues to

harbour the Taliban and associated militant groups in Pakistan, such as the Haqqani Network, which maintains the ability to conduct attacks against Afghan interests”. Indian and Afghan officials have for long accused the Taliban, particularly its sword arm, the Haqqani Network, of having close links to the Pakistani military leadership. Most of the Taliban leadership and their families continue to be based in Pakistani cities such as Quetta. The report comes at a time when the US special envoy for Afghanistan reconciliation, Zalmay Khalilzad, has called on India to hold direct talks with the Taliban. However, the Trump administration’s outgoing pointperson for South Asia, Alice Wells, said on Wednesday that it was up to India to take a call on engaging with the Taliban. In his message in the report, Sean O’Donnell, the acting inspector general of the US department of defense, said: “The United States and Taliban agreed to a [one]-week reduction in violence prior to the signing of the agreement, but Taliban violence during the quarter overall was high.

US to sell Taiwan $180 million of torpedoes, angering China HiIndia Newsdesk The US government has notified Congress of a possible sale of advanced torpedoes to Taiwan worth around $180 million, further souring already tense ties between Washington and Beijing, which claims Taiwan as Chinese territory. The United States, has no official diplomatic ties with Taiwan, but is bound by law to provide the democratic island with the means to defend itself. legislation to directly address Chinese censorship and their responsibility for this pandemic,” Cruz said, speaking at the Senate on Thursday “We as a body, as a bipartisan body, need to stand and stand strong protecting US national security, protecting the lives of Americans and ensuring accountability.” One legislation, if adopted, will sanction Chinese officials involved in the suppression of medical experts, journalists, and political dissidents. The second one calls to cut off Hollywood studios from the federal government assistance if they censor films for screening in China. The third bill seeks to prevent the Chinese Communist Party from exploiting loopholes “to propagandize to Americans from radio stations in Mexico or Canada.” The United States accuses China of mishandling and covering up the coronavirus outbreak at its initial stages, allowing it to spread around the world.

Democratic presidential candidate former Vice President Joe Biden

HiIndia Newsdesk A leading Indian-American global venture capitalist has hosted a virtual fundraiser for former US vice president Joe Biden, who is the presumptive presidential nominee of the opposition Democratic Party. Deven Parekh, who is the managing director of Insight Partners, was joined by Roger Altman, founder of Evercore,

Blair Effron, founder of Centerview Partners, and former ambassador Jane Hartley, in hosting the high-profile fundraiser for Biden for some top 25 Wall Street donors. Decks are now clear for a direct contest between Biden, 77 and the 73-yearold incumbent President Donald Trump, who is seeking re-election in the November 2020 presidential polls. Biden focused on how unprepared President Trump was to handle the health and economic consequences brought forth by the coronavirus pandemic. Acknowledging the anxious times the country is living in, especially New Yorkers, Biden told donors he appreciates how they’ve stuck with him throughout the pandemic by donating to his campaign and rallied them.

In a routine press briefing to apprise media about the coronavirus situation in the country, Praveen Srivastava, a senior officer with the Ministry of Statistics and Programme Implementation (MoSPI), said the government has shared publicly available data with independent experts to model the impact of lockdown, adding that “in pandemic like this there are no parallels to compare”.

Health workers have warned that any failure in Britain’s ability to track and trace people with the novel coronavirus and their contacts would result in a second deadly wave. Britain is currently testing a COVID-19 smartphone app – based on Bluetooth – on the Isle of Wight off the southern coast of England where the government says more than half the residents had downloaded it. James Brokenshire, the junior interior minister in charge of security, said that there were technical issues with the app but that traditional measures could be rolled out first. “The app is working in the Isle of Wight,” he said. “We want to make sure this whole system lands well and supports the ability safely to make changes to social distancing rules.”

akistan’s new white-ball skipper Babar Azam has said that he would like to follow former World Cup-winning captain Imran Khan’s style of captaincy. Last week Azam was named as Pakistan ODI captain by the Cricket Board. The right-handed Azam, who has been one of the world’s leading batsmen across formats over the last year, replaced Sarfaraz Ahmed as the skipper. “I would like to go with what I have learnt that is attacking. So, I would like to follow Imran Khan style of captaincy. As captain, you have to learn to be cool. You have to take players with you as well as planning with them against other teams,” ESPNcricinfo quoted Azam as saying. “There are instances when you get angry inside but then you have to contain yourself and must have to control your

aggression in the field. The confidence is the key and the more you back your players, they will give their best,” he added. Azam who made his T20I debut in September 2016 is currently the number one ranked cricketer in the shortest format of the game. In ODIs, Azam is at the third spot only after Indian skipper Virat Kohli and Rohit Sharma. The 25-year-old cricketer said he was ready for the ‘challenging role’. “It’s a challenge and you always have to get ready to take up the challenge. When Wasim Khan (PCB CEO) called me first about handing me the captaincy, it naturally made me happy. It was written in my destiny and it did come to me,” said Azam. “You can’t complain that you got it early or it’s a big responsibility. A modern form of fraud:

A Online romance scams Women, middleaged people, and individuals with higher tendencies to anxiety, romantic idealisation of affective relations, impulsiveness and susceptibility to relational addiction are at higher risk of being victims of the scam.

s the rapid development of digital communication technology has given rise to new forms of social interaction on social media, a recent study has found that around 1400, dating sites/chats have been created over the last decade in North America alone. Solely in the UK, 23 per cent of Internet users have met someone online with whom they had a romantic relationship for a certain period and that 6 per cent of married couples met through the web. The study was published in the online open-access journal Clinical Practice & Epidemiology in Mental Health. While communication technologies have revolutionised, and continue to revolutionise the modalities of interaction and the building of emotional attachment on the one hand, on the other, the online dating industry has given rise to new forms of pathologies and crime. Online romance scams are a modern

form of fraud that has spread in Western societies along with the development of social media. Through a fictitious Internet profile, the scammer develops a romantic relationship with the victim for 6-8 months, building a deep emotional bond with the aim of extorting economic resources in a manipulative dynamic. There are two notable features: on the one hand, the double trauma of losing money and a relationship, on the other, the victim’s shame upon discovery of the scam, an aspect that might lead to underestimation of the number of cases. Sixty-three per cent of social media users and 3 per cent of the general population report having been a victim at least once. Women, middle-aged people, and individuals with higher tendencies to anxiety, romantic idealisation of affective relations, impulsiveness and susceptibility to relational addiction are at higher risk of being victims of the scam.

BAPS Priest Recites Shanti Path At White House in Washington, DC

BY A STAFF WRITER WASHINGTON, DC-On May 7, 2020, the BAPS Swaminarayan Sanstha was invited to participate in the National Day of Prayer in the Rose Garden at the White House in Washington D.C.The National Day of Prayeris an annual event formally enacted in 1952 celebrating faith and prayer in the nation’s life.Today’s commemoration was all-the-more solemn due to the COVID-19 crisis affecting the nation. The event allowed the country to join together to offer prayers for those affected, our brave frontline workers and healthcare workers, and for the recovery of our country. President Donald Trump and Vice President Mike Pence offered their prayers followed by prayers from religious leaders representing four of the major faith traditions –Christianity, Hinduism, Judaism and Islam. BAPS Swaminarayan Sanstha(B.A.P.S) was invited by the White House to participate. Harish Brahmbhatt, apujari of B.A.P.Swasrecognized at the prayer meeting

Harish Brahmbhatt, pujari of BAPS recites Hindu prayer at White House

and he shared a Hindu prayer of peace from the Vedas. Speaking at the prayer meeting, he said, “In these troubled times of COVID-19, social distancing and the lockdown, it’s not unusual for people to feel anxious or not at peace. The Shanti Path or the peace prayer

is a prayer that does not seek worldly riches, success, fame, nor is it a prayer for any desire for heaven. It is a beautiful Hindu prayer for peace, shanti. It is a Vedic prayer derived from the Yajur Veda.” This prayer was specially chosen

CBP Baltimore Field Office Continues to Seize Counterfeit and Unapproved COVID-19 Protective Equipment and Medications CBP NEWS RELEASE BALTIMORE, MD – As the nation’s leading border security agency, U.S. Customs and Border Protection (CBP) officers at Ports of Entry across the Baltimore Field Office continue to seize shipments of counterfeit and unapproved coronavirus personal protective equipment (PPE) and pharmaceuticals. CBP officers seized 1,200 unapproved Linhua Qingwen capsules at the Port of Harrisburg, Pa., May 5, 2020. While inspecting international express delivery parcels Tuesday, CBP officers at the Port of Harrisburg, Pa., seized a shipment of 1,200 Linhua Qingwen capsules that arrived from Hong Kong. Linhua Qingwen capsules are being used to treat some COVID-19 patients, but their effectiveness is unknown and they remain an unapproved medicine for use in the United States. The parcel was destined to an address in Union County, Pa. Since March 23, CBP officers at the Area Ports of Philadelphia, Baltimore and

Washington, and the Ports of Harrisburg and Pittsburgh, in consultation with U.S. Food and Drug Administration inspectors,

completed 18 seizures that collectively included: More than 1,350 unapproved and counterfeit COVID-19 test kits, nearly 400 counterfeit N95 respirator masks, nearly 2,500 unapproved and potentially counterfeit medicines, including Hydroxychloroquine Sulfate, Chloroquine, Azithromycin, Lianhua Qingwen and Liushen Jiaonang; and more than 67,000 counterfeit ACCU-CHEK test strips. CBP is withholding specific details of individual seizures as many cases remain under investigation. These products were shipped from manufacturers and distributors in China, Hong Kong, South Korea, Turkey, Saudi Arabia, Nigeria, Senegal, Germany, and the United Kingdom and were destined to addresses in Pennsylvania, New Jersey, Delaware, Virginia, Connecticut, and Florida. CBP officers seized 354 counterfeit N95 respirator masks on April 10, 2020, at the

Area Port of Washington Dulles. These products are not on the current Emergency Use Authorization List nor are the manufacturers on the list of firms who have provided compliance notification to the FDA. As such, the products are inadmissible to the United States for violating the Federal Food, Drug, and Cosmetic Act. “Panic-stricken consumers and predatory scammers continue to purchase coronavirus protective and diagnostic equipment, and pharmaceuticals from the overseas marketplace that are either counterfeit or unapproved for use in the United States, and that pose a potentially serious health concern for American consumers,” said Ronald Stanley, CBP’s Acting Director of Field Operations in Baltimore. “Customs and Border Protection will continue to work with our partners at the Food and Drug Administration to identify and seize these potentially hazardous medical products before they could harm American consumers.”

USCIS Extends Flexibility for Responding to Agency Requests USCIS NEWS RELEASE WASHINGTON, DC-In response to the coronavirus (COVID-19) pandemic, U.S. Citizenship and Immigration Services is extending the flexibilities it announced on March 30 to assist applicants and petitioners who are responding to certain: Requests for Evidence: Continuations to Request Evidence (N-14), Notices of Intent to Deny, Notices of Intent to Revoke, Notices of Intent to Rescind and Notices of Intent to Terminate regional investment centers; and Filing date requirements for Form I-290B, Notice of Appeal or Motion. This flexibility applies to the above documents if the issuance date listed on the request, notice or decision is between March 1 and July 1, 2020, inclusive. USCIS will consider a response to the above requests and notices received within 60

calendar days after the response due date set in the request or notice before taking action.

USCIS will consider a Form I-290B received up to 60 calendar days from the date of the

decision before it takes any action. USCIS is adopting several measures to protect our workforce and community and to minimize the immigration consequences for those seeking immigration benefits during this time. USCIS will provide further updates as the situation develops and will continue to follow CDC guidance. Education and precautions are the strongest tools against COVID-19 infection unapproved for use in the United States, and that pose a potentially serious health concern for American consumers,” said Ronald Stanley, CBP’s Acting Director of Field Operations in Baltimore. “Customs and Border Protection will continue to work with our partners at the Food and Drug Administration to identify and seize these potentially hazardous medical products before they could harm American consumers.

He served BAPS in Mumbai and

Late Pratapbhai Raval

thereafter he served as the Pujari in both London and New York BAPS mandirs. With his exceptional service, he was instrumental in guiding and encouraging hundreds of

Indian-Americans over the years. He was an ideal example of a dedicated, selfless sevak. He has personally helped many many new immigrants. He went out of way to help the community. We would like to pay our tribute to the selfless sevak who dedicated his entire life in serving humanity and pray for the Divine Being to take this departed soul to His heavenly abode(Akshardham). COVID-19 Spread Doesn’t Slow Down Human Smugglers CBP NEWS RELEASE WASHINGTON, DC – Despite the COVID-19 pandemic and implementation of several CBP policies and travel restrictions to prevent the spread of the disease, human smugglers continue to place migrants in harm’s way. Commercial tractor-trailers are the conveyance of choice to smuggle large numbers of people into the United States. Commercial tractor-trailers like this one are the conveyance of choice to smuggle large numbers of people into the United StatesThe Border Patrol’s Rio Grande Valley (RGV) and Laredo (LRT) sectors in Texas have traditionally been the hot spot for tractor-trailers loaded with migrants. These two sectors have seen 28 tractor-trailer cases since March 21, when COVID policies were put in place. “The risk posed by these tractor-trailer loads increases dramatically during the COVID-19 pandemic. In recent weeks, our agents have discovered more than 492 people concealed in these dangerous and life threatening conditions,” said Rodney Scott, Chief of the United States Border Patrol, referring to the number of migrants encountered by RGV and LRT agents in tractor-trailer cases since March 21. Smugglers may demand from $6,000 to upwards of $12,000 per person to smuggle individuals into the United States via tractortrailers. The journey is not only expensive from a financial standpoint, but it has the potential to cost them their lives. In a particularly notorious example of a failed tractor-trailer smuggling attempt in July 2017, authorities discovered

Representative image

more than 100 migrants crowded into a trailer in a Walmart parking lot in San Antonio, Texas. Ten people died and another 39 were hospitalized for dehydration. The driver was sentenced to life in prison. More recently, on May 11, Border Patrol agents encountered 49 aliens concealed in a tractor-trailer at the Interstate 35 checkpoint north of Laredo, Texas. At the time of the encounter, the trailer was locked, and the passengers had no safety restraints and no means of escape. “This smuggling tactic is putting lives at risk—the lives of the migrants, our agents, and the American public—all for the sake of profit,” Chief Scott said. Migrants attempting the dangerous journey to illegally enter the United States often travel without access to proper medical care and personal protective equipment to protect

themselves and others, all while traveling through multiple countries before reaching the United States. The smugglers often force the migrants into cramped compartments and unsanitary stash houses along the journey. To combat this trend, Border Patrol is leveraging its intelligence gathering and investigative capabilities, which includes working with partner agencies around the country and world. Together these efforts keep our nation safe by identifying, prosecuting, and dismantling the criminal organizations and networks who endanger the lives of so many through human smuggling. “The U.S. Border Patrol continues to do our part to help slow the spread of COVID-19 into the United States, while remaining focused on our vital national security mission,” Chief Scott emphasized.

USCIS Begins Implementing New Interactive Voice Response Telephone System USCIS NEWS RELEASE WASHINGTON, DC- USCIS is introducing a new interactive voice response (IVR) telephone system today for English and Spanish calls to the USCIS Contact Center. The new IVR system personalizes the caller’s experience by giving the caller the ability to: Speak to the system rather than selecting keypad options, Receive links for forms and information by email or text; and Provide real-time feedback through an optional survey. We will implement the new system in phases, and, therefore, not all callers will interact with the new IVR system right away. Once fully operational, the system will increase efficiency for the USCIS Contact Center and improve customer experience by giving callers a greater range of self-service options. It should also reduce the time callers might have to spend on a call repeating themselves because of their accent or dialect or because of background noise.

Akshaya Patra Foundation Raised $1 Million During First Virtual Gala to Feed Indian Migrant Families

BY A STAFF WRITER BOSTON, MA-The Akshaya Patra Foundation raised $1 million during its first Virtual Gala held May 3 from Boston, Mass., which would be used to feed migrant families in India. The organization has served 40 million meals to migrant workers since India’s lockdown began and feeds 1.8 million Indian children every day during the school year, according to a press release. Over 1,000 businesses, non-profits, government officials, and philanthropic leaders from around the world attended and supported the organization’s dual mission of addressing childhood hunger and promoting education for underserved children in India. The Boston gala’s keynote speaker was Prof. Ashish Jha from the Harvard Chan School of Public Health, a much sought-after global expert on COVID-19, who spoke about the short- and long-term implications of COVID-19 and how the world can mitigate some of those devastating effects, said the release. The Indian American educator pointed to the underestimation of people infected and deaths globally, noting that the pandemic will continue until the world has a vaccine, estimated to be in about 12-18 months, or

Prof. Ashish Jha

develops herd immunity. Jha spoke eloquently about the power everyone has in creating a future that will help children and families in India and urged attendees to support Akshaya Patra as it continues to meet two essential needs for children: food and education. Organizations like Akshaya Patra are working hard to meet those basic needs, particularly food needs, the release noted. Rangan stressed the necessity for humanity to collaborate in uncertain times and

empower Akshaya Patra to scale up to serving five million meals every day. The gala also showcased Paresh Rawal, a celebrated Indian actor who is a supporter of Akshaya Patra, with a surprise visit from his wife, Swaroop Sampat. Rawal presented a beautiful poem by prominent Indian Hindi and Urdu poet Nida Fazli that portrayed the simple joys of a child going to school each morning. The Bollywood-themed evening celebrated the beneficiaries, chapter teams, and volunteers who continue to work to alleviate classroom hunger, the release said. The evening was made possible by sponsors and supporters who donated their time and funds to help the cause and can be found online at apusa.org. Additionally, donors are matching donations up to $150,000 for COVID-19 relief and alleviating classroom hunger. Further information can be found on the website. Established in 2000, Akshaya Patra is the largest NGO-run school meal program in the world, and serves 1.8 million children daily in over 19,257 schools through 55 kitchens in 12 states and two Union Territories in India. It costs only $20 to feed achild for an entire school year.

FDA Authorizes First Standalone At-Home Sample Collection Kit That Can Be Used With Certain Authorized Tests FDA NEWS RELEASE WASHINGTON, DC- The U.S. Food and Drug Administration has authorized an athome sample collection kit that can then be sent to specified laboratories for COVID-19 diagnostic testing. Specifically, the FDA issued an emergency use authorization (EUA) to Everlywell, Inc. for the Everlywell COVID-19 Test Home Collection Kit. Everlywell’s kit is authorized to be used by individuals at home who have been screened using an online questionnaire that is reviewed by a health care provider. This allows an individual to self-collect a nasal sample at home using Everlywell’s authorized kit. The FDA has also authorized two COVID-19 diagnostic tests, performed at specific laboratories, for use with samples collected using the Everlywell COVID-19 Test Home Collection Kit. These tests have been authorized under separate, individual EUAs. Additional tests may be authorized for use with the Everlywell at-home collection kit in the future, provided data are submitted in an EUA request that demonstrate the accuracy of each test when used with the Everlywell at-home collection kit. “The authorization of a COVID-19 athome collection kit that can be used with multiple tests at multiple labs not only provides increased patient access to tests, but also protects others from potential exposure,” said Jeffrey Shuren, M.D., J.D., director of the FDA’s Center for Devices and Radiological Health. “Today’s action is also another great example of publicprivate partnerships in which data from a privately funded study was used by industry to support an EUA request, saving precious time as we continue our fight against this pandemic.” Today’s EUA for the Everlywell COVID-19 Test Home Collection Kit permits testing of a sample collected from inside the patient’s nose using the authorized self-collection kit that contains nasal swabs to collect a sample and a tube filled with saline to transport the sample back to a specified lab. Suspected Indian Drunk Driver Arrested for Killing Four Passengers in DUI Crash

Representative image

BY A STAFF WRITER SAN JOSE, CA — A suspected drunk driver crashed an SUV in San Jose, killing four passengers, authorities said. California Highway Patrol officer Ross Lee said the crash happened around 10:20 p.m. on the highway’s southbound lanes, just south of Cottle Road and involved a 2005 Dodge Durango. The 2005 Dodge Durango was speeding when the driver, Rabbi Kumar Khanna, lost control and crashed on State Route 85 on the night of May 23, according to the California Highway Patrol. The SUV rolled over several times. A 25-year-old man and two 26-year-old men died at the scene and a 25-year-old woman died at the hospital, according to the CHP. A 24-year-old man was hospitalized but his injuries weren’t considered life-threatening, authorities said. “Two individuals were ejected out of this vehicle. It hasn’t been determined if a seat belt was worn, or worn correctly,” CHP Officer Mike Sakamoto told. Khanna, 26, of San Jose, was booked on suspicion of driving under the influence of drugs or alcohol, according to the CHP. He could face charges of vehicular manslaughter.

self-swab to collect their nasal sample, they will ship the sample overnight to a specific CLIA-certified lab that is running one of the in vitro diagnostic molecular tests authorized under a separate EUA for use with the Everlywell at-home sample collection kit. The labs authorized to test specimens collected using the Everlywell at-home collection kit are Fulgent Therapeutics and Assurance Scientific Laboratories. Results will be returned to the patient through Everlywell’s independent physician network and their online portal. This announcement follows two recent EUAs for diagnostic tests that also use athome specimen collection: one that uses a sample collected from the patient’s nose with a nasal swab and transported in saline and another that permits testing of a saliva sample collected by the patient at home. Everlywell’s EUA request leveraged data from studies supported by The Bill and Melinda Gates Foundation and UnitedHealth Group to demonstrate stability of specimens during shipping. The data from these studies are freely available to support other EUA requests, alleviating each test developer of the burden of recreating the same study. The Everlywell home-collection kit is

currently the only authorized COVID-19 at-home sample collection kit for use with multiple authorized COVID-19 diagnostic tests. The kit and associated tests are available by prescription only. Today’s authorization is limited to the Everlywell COVID-19 test for at-home collection of nasal swab specimens for analysis by COVID-19 diagnostic tests specifically authorized under separate EUAs for use with specimens collected with the Everlywell at-home collection kit. It is important to note that this is not a general authorization for at-home collection of patient samples using other collection kits, swabs, media, or tests, or for tests fully conducted at home. The FDA, an agency within the U.S. Department of Health and Human Services, protects the public health by assuring the safety, effectiveness, and security of human and veterinary drugs, vaccines and other biological products for human use, and medical devices. The agency also is responsible for the safety and security of our nation’s food supply, cosmetics, dietary supplements, products that give off electronic radiation, and for regulating tobacco products.
