iven its rich mineral resources, historical and civilizational ties and strategic location, sharing maritime and land borders, Myanmar holds a pivotal position in India’s Act East policy. However, Rohingya refugees from Myanmar have become a serious security concern not only for Myanmar, India and Bangladesh, but for the entire region. Rohingya refugees have serious security implications for Southeast and South Asia given their vulnerabilities, allowing many to be picked up by terrorist groups. According to the Human Rights Watch Report 2017, the ethnic cleansing campaign in Myanmar has been on since June 2012. It has become the most serious and widespread form of violence against the Rohingyas. Operations carried out by government security forces against Rohingyas led to grave breaches of human rights, including mass killings, third-degree torture, arbitrary arrests, rapes and other sexual violence. A rich vein of long-term data yields great insights but also raises new questions and poses serious challenges to climate models old and new. However, now we do know that rainfall extremes during the monsoon are unrelated to local warming.

The 43-page declaration of the 9th BRICS Summit equated the LeT and JeM — which New Delhi has blamed for terror attacks in India — as well as TTP (Tehreek-i-Taliban Pakistan) with the Islamic State and Al Qaeda and deplored their acts. The latest exodus began on August 25, after Rohingya insurgents attacked police posts in Rakhine, leading to a violent offensive by the Myanmar Army. India also faces the problem of Rohingyas fleeing into the states bordering Myanmar. Modi also lauded Suu Kyi for her courageous leadership in the Myanmar peace process and said India fully understood the challenges she was faced with.

Star India wins global media rights for IPL IANS, MUMBAI

tar India this week bagged the Indian Premier League (IPL) media rights for TV and digital broadcast worth Rs 16,347.50 crore with a single consolidated bid worldwide during the auctions here. Star India edged out Sony to acquire the rights from 2018 to 2022. Initially, 24 companies picked up rights papers to contest for the several rights up for grabs in the auction organized by the BCCI. Several bigwigs of the ilk of Facebook, Amazon, Twitter, Yahoo, Reliance Jio, STAR India, Sony Pictures, Discovery, Sky, British Telecom and ESPN Digital

Media purchased the bid rights papers. The BCCI will now earn nearly double that amount in half the duration (five years) with earnings of Rs 3,270 crore from IPL media rights per year. The amount the BCCI will earn from an IPL match would be around Rs 55 crore compared to

Rs 43 crore for each international match that India play. “India, cricket and IPL have changed dramatically since its inception (in 2008) and this bid is a reflection of that,” Star CEO Uday Shankar told reporters here. enior Kannada journalist and social activist Gauri Lankesh was shot dead this week by unidentified men at her residence, police said. She was 55. “She was shot dead from a close range at her house in Rajarajeshwari Nagar (in the suburbs) around 8 p.m. as she was entering the house,” Bengaluru Police Commissioner T. Suneel Kumar told reporters here. “A total of seven bullets were fired out of which four missed the target and hit the wall of the house. Three bullets had hit her — two in her chest area and one in the forehead,” he said. Her brother Indrajit Lankesh demanded a Central Bureau of Investigation (CBI) probe into the death. “I don't have any words to say. It is shocking that my sister, a journalist and activist, was targeted this way,” he told reporters. “There must be a CBI investigation into the death and there must be severe punishment for the killers,” he said. The Commissioner meanwhile said that police have “extracted the footage from CCTVs around the house and will examine it closely”. “We will register a case of murder under Section 302 of the Indian Penal Code and set up a special team to nab her killers,” a police official told IANS. fter a marathon 13-hour questioning in June, actordirector Nadir Shah has been asked to re-appear before the probe team in the Malayalam actress’ kidnapping case, a Kerala Police officer said this week. Shah is currently admitted to a hospital but once discharged, he would have to present himself before the police. He has moved the Kerala High Court seeking anticipatory bail, which will come up before the court later this week. Migraine is a serious and debilitating neurological disease affecting one billion people worldwide. The findings showed that the genetics of circadian rhythms has an effect on migraine and that people with the CLOCK gene variant

have more migraines under financial stress. The CLOCK gene has an important role in regulating many rhythmic patterns of the body, including body temperature or level of cortisol — the primary stress hormone. Women who are treated for cancer with radiation or certain chemotherapy drugs are commonly rendered sterile. Women are born with a lifetime reserve of oocytes, or immature eggs, but those oocytes are among the most sensitive cells in the body and may be wiped out by such cancer treatments. The new findings, published in the journal Genetics, raises hope of curbing infertility from cancer treatment. The study builds on his 2014 research that identified a so-called checkpoint protein (CHK2) that becomes activated when oocytes are damaged by radiation. Checkpoint protein functions in a pathway that eliminates oocytes with DNA damage, a natural function to protect against giving birth to offspring bearing new mutations. When the researchers irradiated mice lacking the CHK2 gene, the oocytes survived, eventually repaired the DNA damage, and the mice gave birth to healthy pups. The new study explored whether the checkpoint 2 pathway could be chemically inhibited. —IANS

anning e-cigarettes may deprive Indian smokers of a substantially less harmful alternative, which can be against public health and can result in adverse consequences, experts have warned. Some states in India, including Jammu and Kashmir, Karnataka, Punjab, Maharashtra and Kerala, have prohibited sales of e-cigarettes, while tobacco cigarettes remain legal. According to media reports, the Union Health Ministry has recently ruled out acceptability of e-cigarettes in the light of research findings by experts who concluded that they have cancer-causing properties, are highly addictive, and do not offer a safer alternative to

tobacco-based smoking products. However, health experts argued that such decision creates a paradox. The government is allowing the sales of lethal nicotine-containing products — tobacco cigarettes — while banning a substantially less harmful alternative. “In my opinion, banning e-ciga-

rettes is against public health. I think it’s going to have an impending adverse consequence, because the ban will deprive Indian smokers of a substantially less harmful alternative,” Konstantinos E. Nightmare for Dreamers as Trump ends DACA BY A STAFF WRITER ASHINGTON, DC -- President Trump on September 5 ordered an end to the Obama-era executive action that shields young undocumented immigrants from deportation and called on Congress to replace the policy with legislation before it fully expires on March 5, 2018. The government will no longer accept new applications from undocumented immigrants to shield them from deportation under the Deferred Action for Childhood Arrivals (DACA), administration officials announced. But they said that about 800,000 current beneficiaries of the program will not be immediately affected by what they called an “orderly wind down” of former President Barack Obama’s policy. President Trump signaled the move in a tweet, then Attorney General Jeff Sessions formally announced the move to shift the responsibility for the immigration issue to lawmakers. “The DACA that was effectuated under the Obama administration is being rescinded,” Sessions told reporters, adding that “The policy was implemented unilaterally, to great controversy and legal concern.” Sessions called the Obama-era policy an “open-ended circumvention of immigration laws” and an unconstitutional use of executive authority. “The executive branch through DACA deliberately sought to achieve what the legislative branch specifically refused to authorize on multiple occasions,” he said. Elaine Duke, the acting Homeland Security secretary, said in a statement that Trump chose to “wind the program down in an orderly fashion that protects beneficiaries in the near-term while working with Congress to pass legislation.” The announcement was an effort by Trump to honor his campaign pledge to end Obama’s immigration policy, while avoiding an immediate termination of protections and work permits for the so-called “dreamers,” many of whom have lived in the US since they were small children. Referring to Trump’s campaign promise to immediately terminate DACA, Sessions said the latest action was what “the President had promised to do,” adding that Trump “has delivered to the American people.” But the announcement formally started the clock on revoking legal status from those

protected under the five-year-old program. Officials said some of the current immigrants already receiving protection under the Obamaera plan will be able to renew their two-year period of legal status until October 5. But the announcement means that if Congress fails to act, undocumented immigrants who were brought to the US as children could face deportation as early as March to countries where many of them have never lived. Immigration officials said that they do not intend to actively target the young immigrants as priorities for deportation, though without the program’s protection, the immigrants are considered subject to removal from the United States and would no longer be able to work legally. Homeland Security officials said no specific guidance would be issued to agents to shield the young undocumented immigrants from deportation. It would be up to Congress to extend such protection, they said. Still, the President was conflicted until the end about how to address the plight of dreamers, waffling repeatedly in recent days about how to phase out the program. As late as one hour before the decision was to be announced, administration officials privately expressed concern that Trump might not fully grasp the details of the steps he was about to take, and when he discovered their full impact, would change his mind, according to sources. Trump’s action is certain to be met with condemnation from immigration advocacy groups, who have characterized it as a coldhearted move that would yield no benefit to the nation

while endangering nearly a million young people raised in the US who are seeking to work and pay taxes. One such group, United We Dream, tweeted back at Trump, urging him not to take action against DACA. The President’s move is also likely to be greeted with skepticism and frustration by many of his most conservative supporters, who had expected that Trump would put a permanent end to what they view as an illegal abuse of executive authority by former President Barack Obama to grant amnesty to undocumented immigrants. And it is unclear whether the Republicancontrolled Congress will be willing to pass legislative protections for the young, undocumented immigrants. Republicans have repeatedly blocked similar legislation from passage for more than a decade. Speaker Paul Ryan recently suggested that he believes Congress should handle the issue, saying that “this is something that Congress has to fix.” But more conservative members of Ryan’s caucus are certain to oppose such moves, supported by loud, anti-immigrant hawks who dominate talk radio and conservative news programs. Even in the bitter immigration debates of the past decade, children who were illegally brought to the US at young ages by their parents, and who graduated from high school or sought to enter the military, have held a sympathetic place in the conversation. They were branded as Dreamers for their inspiring personal stories and regarded by

members of both parties as deserving of a special status. Opinion polls have found the public overwhelmingly supports granting them some form of legal standing that allows them to stay and work in the country where they were raised. Trump, who made his hard-line immigration stance a calling card of his presidential campaign, savaged Obama for taking executive action in 2012 to protect Dreamers, calling his action unconstitutional and illegal, and vowing to immediately terminate the program if he won the White House. But Obama made a personal appeal to his successor about the program and said it was one of the few initiatives he would speak out to defend after leaving office. And after being sworn in, Trump began to equivocate, musing aloud about the fate of “these incredible kids,” and promising to deal with them with “great heart” even as his core supporters complained that he was betraying an important campaign promise. In recent weeks, his dilemma has grown more dramatic, after 10 state attorneys general wrote to Sessions, threatening to mount a legal challenge to DACA unless the administration phased out the program by September 5. In a recent meeting at the White House, Sessions informed Trump he would not defend what he considered an unconstitutional order in court, and numerous officials at the White House and the Department of Homeland Security made the case to the President that his administration would look foolish if it argued in favor of preserving it. In June, the administration ended a similar program Obama created in 2014 to expand eligibility for DACA and give legal status to as many as five million parents of citizens and legal permanent residents. That order was blocked by a legal challenge by the State of Texas, and the Supreme Court announced last year that it had deadlocked on the case, 4 to 4. The attorneys general said if Trump did not take similar action to terminate DACA, they would amend the Texas lawsuit to include it and work to have a court overturn the program along with the other two. As rumors about Trump’s impending move to end DACA ran rampant in recent days, advocacy groups and progressive activists agitated strongly against the decision, warning that it would be particularly divisive in the wake of the racially charged violence in Charlottesville, Va., last month.

BY A STAFF WRITER AYTON, OH -- An Indian American physician has been arrested on charges of gross sexual imposition for allegedly groping the breasts of two teenagers during examinations. Pediatric gastroenterologist Arun Aggarwal, who practised at the Dayton Children’s Hospital in Dayton, Ohio, pleaded not guilty to the charges at his arraignment on August 31, which was conducted via video from Montgomery County, Ohio jail. He is being held on $500,000 bail, and has been ordered to surrender his passport. Aggarwal was arrested when he flew from Cleveland, Ohio, to Dulles International Airport in Washington, D.C., to catch a connecting flight to India. He was held at Loudon County Jail in Virginia without bail before being extradited back to Ohio. Aggarwal has been charged with four felony counts of gross sexual imposition. He has told the Ohio State Medical Examiners Board that he touched the breasts of the girls as part of his examinations.

Nightmare for Dreamers as Trump ends DACA BY A STAFF WRITER ASHINGTON, DC -- President Trump on September 5 ordered an end to the Obama-era executive action that shields young undocumented immigrants from deportation and called on Congress to replace the policy with legislation before it fully expires on March 5, 2018. The government will no longer accept new applications from undocumented immigrants to shield them from deportation under the Deferred Action for Childhood Arrivals (DACA), administration officials announced. But they said that about 800,000 current beneficiaries of the program will not be immediately affected by what they called an “orderly wind down” of former President Barack Obama’s policy. President Trump signaled the move in a tweet, then Attorney General Jeff Sessions formally announced the move to shift the responsibility for the immigration issue to lawmakers. “The DACA that was effectuated under the Obama administration is being rescinded,” Sessions told reporters, adding that “The policy was implemented unilaterally, to great controversy and legal concern.” Sessions called the Obama-era policy an “open-ended circumvention of immigration laws” and an unconstitutional use of executive authority. “The executive branch through DACA deliberately sought to achieve what the legislative branch specifically refused to authorize on multiple occasions,” he said. Elaine Duke, the acting Homeland Security secretary, said in a statement that Trump chose to “wind the program down in an orderly fashion that protects beneficiaries in the near-term while working with Congress to pass legislation.” The announcement was an effort by Trump to honor his campaign pledge to end Obama’s immigration policy, while avoiding an immediate termination of protections and work permits for the so-called “dreamers,” many of whom have lived in the US since they were small children. Referring to Trump’s campaign promise to immediately terminate DACA, Sessions said the latest action was what “the President had promised to do,” adding that Trump “has delivered to the American people.” But the announcement formally started the clock on revoking legal status from those

protected under the five-year-old program. Officials said some of the current immigrants already receiving protection under the Obamaera plan will be able to renew their two-year period of legal status until October 5. But the announcement means that if Congress fails to act, undocumented immigrants who were brought to the US as children could face deportation as early as March to countries where many of them have never lived. Immigration officials said that they do not intend to actively target the young immigrants as priorities for deportation, though without the program’s protection, the immigrants are considered subject to removal from the United States and would no longer be able to work legally. Homeland Security officials said no specific guidance would be issued to agents to shield the young undocumented immigrants from deportation. It would be up to Congress to extend such protection, they said. Still, the President was conflicted until the end about how to address the plight of dreamers, waffling repeatedly in recent days about how to phase out the program. As late as one hour before the decision was to be announced, administration officials privately expressed concern that Trump might not fully grasp the details of the steps he was about to take, and when he discovered their full impact, would change his mind, according to sources. Trump’s action is certain to be met with condemnation from immigration advocacy groups, who have characterized it as a coldhearted move that would yield no benefit to the nation

while endangering nearly a million young people raised in the US who are seeking to work and pay taxes. One such group, United We Dream, tweeted back at Trump, urging him not to take action against DACA. The President’s move is also likely to be greeted with skepticism and frustration by many of his most conservative supporters, who had expected that Trump would put a permanent end to what they view as an illegal abuse of executive authority by former President Barack Obama to grant amnesty to undocumented immigrants. And it is unclear whether the Republicancontrolled Congress will be willing to pass legislative protections for the young, undocumented immigrants. Republicans have repeatedly blocked similar legislation from passage for more than a decade. Speaker Paul Ryan recently suggested that he believes Congress should handle the issue, saying that “this is something that Congress has to fix.” But more conservative members of Ryan’s caucus are certain to oppose such moves, supported by loud, anti-immigrant hawks who dominate talk radio and conservative news programs. Even in the bitter immigration debates of the past decade, children who were illegally brought to the US at young ages by their parents, and who graduated from high school or sought to enter the military, have held a sympathetic place in the conversation. They were branded as Dreamers for their inspiring personal stories and regarded by

members of both parties as deserving of a special status. Opinion polls have found the public overwhelmingly supports granting them some form of legal standing that allows them to stay and work in the country where they were raised. Trump, who made his hard-line immigration stance a calling card of his presidential campaign, savaged Obama for taking executive action in 2012 to protect Dreamers, calling his action unconstitutional and illegal, and vowing to immediately terminate the program if he won the White House. But Obama made a personal appeal to his successor about the program and said it was one of the few initiatives he would speak out to defend after leaving office. And after being sworn in, Trump began to equivocate, musing aloud about the fate of “these incredible kids,” and promising to deal with them with “great heart” even as his core supporters complained that he was betraying an important campaign promise. In recent weeks, his dilemma has grown more dramatic, after 10 state attorneys general wrote to Sessions, threatening to mount a legal challenge to DACA unless the administration phased out the program by September 5. In a recent meeting at the White House, Sessions informed Trump he would not defend what he considered an unconstitutional order in court, and numerous officials at the White House and the Department of Homeland Security made the case to the President that his administration would look foolish if it argued in favor of preserving it. In June, the administration ended a similar program Obama created in 2014 to expand eligibility for DACA and give legal status to as many as five million parents of citizens and legal permanent residents. That order was blocked by a legal challenge by the State of Texas, and the Supreme Court announced last year that it had deadlocked on the case, 4 to 4. The attorneys general said if Trump did not take similar action to terminate DACA, they would amend the Texas lawsuit to include it and work to have a court overturn the program along with the other two. As rumors about Trump’s impending move to end DACA ran rampant in recent days, advocacy groups and progressive activists agitated strongly against the decision, warning that it would be particularly divisive in the wake of the racially charged violence in Charlottesville, Va., last month.

Coleman. A teenager from Puyallup was arrested on August 29 in connection with the killing of the Spokane cab driver in North Idaho. Coleman, 19, has been identified as the only suspect in a bizarre series of events that led to the young cabbie being stabbed to death in the small town of Kootenai, Idaho. Coleman has been arrested and is facing charges of firstdegree murder. Coleman flew from Seattle to Spokane with the intention of starting a new semester at Gonzaga University but was denied entry. He became angry and began to have homicidal thoughts following the interaction with Gonzaga staff.

He hailed a cab from Spokane International Airport and asked to be driven to a fictitious friend’s house in eastern Bonner County, Idaho. He directed the driver farther east to look for the nonexistent destination.

BY A STAFF WRITER ORDS, NJ — A 51-year-old Indian American man in New Jersey is going to federal prison for six months for his conviction on a charge he illegally hired 12 immigrants to work at his technology company. The Vermont office of the United States Attorney said that Sanjay Gupta, of Fords, N.J., was sentenced on August 29. He pleaded guilty to the charge last year. Prosecutors say Gupta filed documents to bring the workers to the US so they could work at his company, Iselin, N.J.-based Doon Technologies, promising to pay them within 30 days. But prosecutors say the immigrants worked outside New Jersey and they were only paid when work was available. Additionally, court documents reflect that Gupta submitted fraudulent documentation to USCIS to obtain H-1B visas, specifically by forging fictitious contracts with purported customers in an effort to demonstrate that work would be available for foreign workers when they began work for Doon Technologies, the attorney’s office said. Court documents also reflect that Gupta demanded that prospective H-1B visa beneficiaries pay Gupta an illegal fee for submitting the H-1B visa applications to USCIS. Gupta also demanded that H-1B visa beneficiaries pay him hundreds of dollars to retain their visas, or risk deportation. Gupta must also reimburse the $14,200 he was paid by some of the workers, as well as a $10,000 fine.

‘Disobedient’ Indian wife is tortured BY A STAFF WRITER IVERVIEWS, FL -- An elderly couple who flew from India to “counsel and discipline” their daughterin-law at their son’s request, were arrested September 1 for allegedly abusing the young woman and holding her hostage in her Riverview, Florida, home. Jasbinder Kalsi, 67, and Bhupinder Kalsi, 61, along with their son, 33-year-old Devbir Kalsi, were arrested by deputies from Hillsboro County Sheriff’s Department, and are currently being held in Hillsboro County Jail without bail. Deputies described the victim, 33-yearold Silky Gaind, as “badly beaten and bruised over her entire body” from alleged beatings by her husband and his parents. They said the beatings had “been ongoing for an extended period of time.” The sheriff ’s department was alerted to the alleged ongoing battery after Gaind called her parents in India to tell them she was being abused. Her parents called law enforcement authorities in Florida to report the alleged abuse. The son’s parents had traveled from India to “counsel and discipline” Gaind at their son’s request. Devbir Kalsi had told his parents that his wife was being disobedient. While the alleged beatings by her husband continued, Gaind was held against her will by his parents. According to an arrest report, Devbir Kalsi and his wife got into an argument on the night of September 1, during which he reportedly struck her repeatedly. When Gaind, who gave

birth just months earlier, tried to defend herself, Devbir Kalsi’s parents allegedly began hitting her, too, causing bruises on her face, neck and torso before Jasbir Kalsi threatened to stab her with a kitchen knife. Gaind was holding the couple’s infant girl, who was hit in the face before being put in a separate room. Deputies said Devbir Kalsi later dragged his wife into another room after taking her phone, and his parents locked her inside. Sheriff’s deputies arrived early September 2 to the home and repeatedly knocked on the door, but received no answer. Finally, Gaind opened the door and screamed for help for herself and her young child. A deputy pushed

the door open, as Devbir Kalsi tried to push it closed. Deputies attempted to arrest Devbir, but Jasbir intervened, followed by Bhupinder. Devbir and Jasbir Kalsi face charges of false imprisonment, child abuse and denying access to 911. Devbir Kalsi faces an additional charge of felony battery, and Jasbir Kalsi is accused of aggravated battery with a deadly weapon. Bhupinder Kalsi faces charges of battery domestic violence and failure to report child abuse. Gaind and her 1-year-old child, who was found unharmed, have been moved to a safe place.

Indian motel owner lies to Labor Dept BY A STAFF WRITER ATTLE CREEK, MI -- Mehul Patel, 31, a motel owner in Battle Creek, Michigan has been ordered to pay $150,500 in restitution Mehul ‘Mike’ Chandubhai Patel to 20 former employees as the last portion of his sentence for lying to Labor Department investigators during a probe of his alleged violation of minimum wage laws. Patel and the government has reached an agreement on the amount, according to US Attorney Andrew Birge who called for an immediate payment by Patel and no further action by the government to seek back wages from Patel either in criminal or civil court. Patel was arrested on November 5, 2015, following a raid at his Rodeway Inn by officers of the Battle Creek Police Department and other officials who searched his another property, Super 8 Motel in Coldwater, as well as at the banks where Patel had accounts. He was then charged with fraud along with operating a prostitution house after the police suspected that sex workers were using his motel for their business and he was taking money from them in return.
