At the end of a stormy five-and-ahalf-hour meeting, Union finance minister Nirmala Sitharaman left the states with two stark and disagreeable options: either borrow Rs 97,000 crore from a special window to be created by the Reserve Bank of India to meet a small part of the expected Rs 3 lakh crore shortfall in GST collections this year, or raise the entire uncovered sum of Rs 2.35 lakh crore in the form of debt.

The Artificial Intelligence (AI) system uses finely-tuned search procedures to stay synchronised and surprising, the two main

criteria of a creative dance. The system co-created by research scientist Devi Parikh analyses a music track from nearly any genre and, just moments later, cooks up some synchronised moves. The system's code, which is now available for download, works by detecting similarities in a song at two different points in time and then searches for similar patterns in dance move sequences. Since the system's only computational constraint is ensuring that its movements synchronize with the music, "it is able to generate novel dance routines, which human judges have evaluated as highly creative in comparison to other generated dances," Facebook said. "The AI generates new sequences of movements that might not have come naturally to people," Parikh said. "It adds a layer of creativity, because you can visualize a dance in a different form."

The 33-year-old Messi has won a record six Ballon d’Or awards during his time at Barcelona as the top player in the world, and has helped the club win 10 La Liga titles and four UEFA Champions League crowns. However, his attempt to exit the club could now lead to a legal battle between the two sides over a clause in his contract. Barcelona said the document sent by Messi referenced a clause allowing him to leave for free at the end of the season. However, the club said the deadline for triggering that clause expired in June and that it would seek legal advice. If Messi can leave for free, he will have no shortage of suitors.

After Netflix movie Class of ’83, actor Bobby Deol is looking forward to the release of his next OTT project, MX original series Aashram. Directed and produced by Prakash Jha, the web series’ plot will focus on the rise and fall of godman Baba Nirala. In a recent interaction Bobby spoke about what drew him to the project, reinventing himself for the new generation and more.

What drew you to Aashram?

The most attractive thing about Aashram was that it gave me a chance to work with Prakash ji (director Prakash Jha). All these years, I had been watching his movies, waiting to work with him one day. I was so excited the day he called me to his office, and when he narrated the idea to me, I was like ‘wow’. I was amazed because as an actor, I am always trying to look for different kinds of characters to play, and it is not easy to catch hold of good parts. The last project that I did for an OTT platform, I was not the first choice. But for this project, I was happy to hear that I was Prakash ji’s first choice. This was a very challenging role because now in my career, I am looking for roles that would push me to give my best. I am trying to portray characters that people would not imagine me playing on screen.

Like every year, everybody has united in the celebrations of Ganesh Chaturthi. The scale might be limited this year, but the festivity is in the air and much like every year, celebrities are partaking in the festivals. Many took to social media to share pictures and we cannot help but be impressed with their ethnic apparels. Shilpa Shetty Kundra was seen in a traditional ensemble. The fuchsia colour really worked and how. Sonali Bendre looked stunning in this sari. She kept things traditional, right from the hairdo to the jewellery.

For the outer covering: ½ cup little millet (soaked for 6-8 hours) 2 cups water to boil 1 tsp cow ghee or oil A few strands of saffron mixed with 2 tbsp warm milk ½ tsp salt (optional) For the stuffing: 1 cup grated fresh coconut 1/2 cup organic powdered jaggery 1 tbsp sliced almonds (optional) 1 tbsp sliced pistachios (optional) ½ tsp cardamom powder 1.5 tbsp cow ghee

Method:

< Wash the soaked millet thoroughly. < In a deep pan, allow 2 cups of water to boil. Add salt, ghee (or oil) and washed millet grains. Cover it and boil till millet soaks up all the water. <Once boiled and tender, allow it cool down a bit. Add saffron and

milk mixture. Give it a nice whisk and transfer the mixture onto a flat tray to allow the boiled millet set and dry up a bit. < Now for the stuffing, heat 1 tbsp cow ghee in a pan. <Add grated coconut and let it cook till it starts to get crispier. Add nuts followed by jaggery powder. <To help jaggery mix well, add a little more ghee. You can even avoid this step. <Add cardamom powder and allow the mixture to cook for 2-3 minutes with continuous stirring. Transfer it in a bowl. <Now to start making the modaks, you need a modak mould. If you don’t have a modak mould, divide the mixture in 20 equal gooseberry sized balls. <With the help of your greased palms, make an evenly shaped round puri. The edges have to be thinner than the centre. Now with the help of thumb and index finger, gently pinch the mixture to make a pleat. As you learn the skill, you get better at it. Place a teaspoonful of cooled coconut jaggery stuffing in the centre. Bring together the pleats and gently make a good shape. Keep them aside on a greased plate. <Steam the shaped modaks for 7 minutes. <Allow them to cool and offer it to the deity and everyone else in the family.

New leaked images may have the first look at the Google Pixel 5 and the Pixel 4A 5G. The image showing what could be the Pixel 5 in black and the Pixel 4A 5G in white came from a since-deleted post on Reddit. They also include details about the phones’ specs which seem to match up with previously leaked information, according to XDA Developers. Google launched the Pixel 4A earlier this month and announced the Pixel 5 and Pixel 4A 5G would be coming sometime this fall, likely early October.

If the new Reddit image is legit, it would also seem to confirm those specs to be accurate, and agrees with rumors the Pixel 5 would have a Snapdragon 765G processor. The new information also indicates it will have a 4,000 mAh battery, 8GB of RAM, and a 90Hz display. The back will be plastic, and there’s no 3.5mm headphone jack, if this information is correct. Like the Pixel 4, the Pixel 5 should have a 0.5x wide-angle lens, as well as a 12.2MP main camera.

wo new Google hardware devices have shown up in FCC filings, and as 9to5Google notes, it seems likely that they’re related to the new Android TV product that’s reportedly been in the works for a while. If so, the filings could suggest that Google is finally gearing up to release it soon. An XDA Developers report in June said that Google was preparing a TV dongle codenamed “Sabrina” that would use Android TV and a traditional remote-driven UI, unlike smartphone-controlled Chromecast devices. One of the new FCC filings refers to an “Interactive Media Streaming Device” with Wi-Fi and Bluetooth, while the other is for a “Wireless Device” with Bluetooth and a power cover, which 9to5Google speculates could be Sabrina and its remote control respectively. Unless you buy a TV with the software built in, there aren’t too many options for Android TV right now. There’s the highend Nvidia Shield range, which starts at $149.99, or the $59.99 Xiaomi Mi Box S that Google itself promoted a couple of years ago, but that’s about it. Xiaomi did also just release a $40-ish Mi TV Stick in India and Europe, which is currently the only way to get Android TV in that form factor. We’ll have to see whether Google has something more compelling on the way. XDA Developers initially reported that the launch was planned for this summer, so there’s still time for Google to hit that window.

Taiwan-based Wistron, first began assembling previous-generation iPhone models in 2017. The local production of the secondgeneration iPhone SE indicates that Apple’s seriousness towards India, which is the world’s second-largest smartphone market. n a recent study, researchers have explored and analysed the relation between mood and memory developments in infants. In order to find out whether this phenomenon, which is known as statedependent memory, also exists in babies, the researchers studied 96 children aged nine months. In the first step, the babies either performed quiet activities with their parents, such as looking at picture books, or they went wild by hopping around; then, they watched an experimenter performing actions with a hand puppet, thus learning how to do this. “The aspect that interested us was whether or not the children were able to imitate the observed actions a quarter of an hour later,” as Sabine Seehagen outlines the experiment. Just before the test started, some of the babies were put into the same state as when they were learning, while others were put into a different mood by playing the opposite games. The first stage drew on a database of over 100,000 participants in the UK Biobank — a world-renowned cohort study of adults — to systematically scan a wide range of modifiable factors that might be associated with the risk of developing depression, including social interaction, media use, sleep patterns, diet, physical activity, and environmental exposures. This method, known as an exposure-wide association scan (ExWAS), is analogous to genomewide association studies (GWAS) that have been widely used to identify genetic risk factors for disease.

You're grateful to have a brand-new day in front of you."

Step 2: Breathe

It's (almost) that simple. Focus on your breaths and think "inhale" on your inhale, and "exhale" on your exhale. Focusing on the words helps deter

distracting thoughts. Do this for 10 breath cycles. (Tip: You can use your fingers to keep track of the count.)Then start sending the breath to different parts of your body. "Inhale and fill up your lungs and imagine the breath going all the way to your fingertips," Borucki said. "You go through all the different parts of the body until the breath reaches down to the toes. It should take about five breath cycles for the breath to circle through the entire body."

Step 3: Intention

The final step is to set your intention for the day. To encourage a great morning, Borucki suggests this one: "I am energized and ready for the day." Repeat that three times. "This invigorates you and wakes you up to possibility and sets a tone of optimism," she said. Or, you can always come up with your own intention. "When you repeat it over and over again, it seals the thought into your subconscious and you can carry it with you for the rest of the day," Borucki said. And that’s it! The morning meditation should take between three and four minutes, depending on how long your breaths are. The best part? You don't even have to get out of bed

Respiratory Complications Haunt Covid-19 Recovered Patients: Study byt Team of Health Expert

BY A STAFF WRITER NEW YORK NY – A team of health experts, including two Indian Americans, has found that people who recovered from the Covid-19 disease are being commonly readmitted to the hospital within 14 days of being discharged majorly for respiratory complications. Researchers found the most common cause for a patient’s early hospital readmission after discharge was for respiratory distress. These patients were also more likely to have other ailments including chronic obstructive pulmonary disease and hypertension, said Girish Nadkarni and Anuradha Lala from the Icahn School of Medicine at Mount Sinai Hospital in New York City. “This study shows that many patients have lingering effects from hospitalization for Covid-19 and thus, there is opportunity for longitudinal studies that could further assess the long-term effects of Covid on patient outcomes when they are discharged,” Nadkarni said. Of the nearly 2,900 discharged patients, more than 100 returned for emergency care after about 4.5 days and 56 of those returning patients required readmittance into the hospital. Half the patients returned for respiratory complications. Compared to patients who did not return, those returning had higher rates of chronic obstructive pulmonary disease and hypertension. Patients who returned also had a shorter length hospital stay during treatment, lower rates of anticoagulation treatment, and were less likely to require intensive care. Age, sex, and race/ethnicity were no different among readmitted patients compared to those who did not return. “As we move into a phase where Covid-19 is no longer a novel disease, we must transition our attention to the post-acute phase to understand how to keep patients well and out of the hospital,” Lala said. The findings provide insight that can potentially lead to improved care for patients hospitalized with Covid-19 to reduce both complications after discharge and hospital readmissions, the authors wrote in a paper published in the Journal of General Internal Medicine.

Drivers whose licenses have been suspended or revoked do not qualify for the one-year extension. All eligible drivers will be receiving a letter from the Illinois Secretary of State’s office confirming their eligibility. For all drivers under the age of 75, expiration dates for driver’s licenses, ID cards,

USCIS Implements DHS Guidance on DACA USCIS NEWS RELEASE WASHINGTON, DC- U.S. Citizenship and Immigration Services today provided guidance on how it will implement Acting Secretary of Homeland Security Chad Wolf ’s July 28 memorandum (PDF) regarding the Deferred Action for Childhood Arrivals (DACA) policy. Under USCIS’ implementing guidance (PDF, 1.7 MB), we will reject all initial DACA requests from aliens who have never previously received DACA and return all fees. The rejections will be without prejudice, meaning aliens will be able to reapply should USCIS begin accepting new requests in the future from aliens who never before received DACA. USCIS will continue to accept requests from aliens who had been granted DACA at any time in the past and will also accept requests for advance parole that are properly submitted to the address specified on the Direct Filing Addresses for Form I-131 webpage. For approvable DACA renewal requests, USCIS will limit grants of deferred action and employment authorization under DACA to no more than one year, but will not rescind any currently valid two-year grants of DACA or associated employment authorization documents (EADs), unless USCIS terminates an alien’s DACA for failure to continue to meet the DACA criteria (see 2012 Memorandum), including failure to warrant a favorable exercise of prosecutorial discretion. USCIS will replace two-year EADs that are lost, stolen or damaged with the same facial twoyear validity period assuming the EAD replacement application is otherwise approvable. USCIS will generally reject requests

received more than 150 days before the current grant of DACA expires. DACA recipients should file their renewal request between 150 and 120 days before their current grant of DACA expires. USCIS will only grant advance parole for travel outside the United States to DACA recipients pursuant to the new guidance, which provides for a determination that parole of the alien is for urgent humanitarian reasons or significant public benefit in keeping with the governing statute. The agency will not rescind any previously granted advance parole documents unless there is another legal reason to do so. However, as has always been the case, parole into the United States is not guaranteed. In all cases, aliens are still subject to immigration inspection at a port-of-entry to determine whether they are eligible to come into the United States. The determination whether to grant advance parole to an alien is entirely within the discretion of USCIS and must be made on a case-by-case basis. USCIS will review all the factors presented in individual cases before determining whether to approve advance

parole for a DACA recipient based on the new guidance. Some examples of circumstances that may warrant approval include, but are not limited to, situations such as: * Travel to support the national security interests of the United States; * Travel to support U.S. federal law enforcement interests; * Travel to obtain life-sustaining medical treatment that is not otherwise available to the alien in the United States; or * Travel needed to support the immediate safety, wellbeing or care of an immediate relative, particularly minor children of the alien. Even if a requestor establishes that their situation meets one of the examples above, USCIS may still deny the request for advance parole in discretion under the totality of the circumstances. CAUTION: If you travel outside the United States on or after Aug. 15, 2012, without first receiving advance parole, your departure automatically terminates your deferred action under DACA.

Oakton and Evanston Fire Department Collaborate to Create Tuition-Free Firefighter Apprenticeship Program

BY A STAFF WRITER DES PLAINES, IL – Oakton Community College has established its first public service apprenticeship program, a partnership with the Evanston Fire Department, allowing residents of Evanston to gain a career path in fire services tuition-free. Evanston residents who are at least 17 years of age are eligible to apply for the three-year apprenticeship program. They will work, train and learn in preparation to test for a full-time appointment as an Evanston firefighter/ paramedic. Students from Evanston Township High School are encouraged to apply. Upon successful completion of the program, apprentices will have approximately 3,000 hours of work experience. Students that fulfill the firefighter apprenticeship requirements will receive a Basics of Fire Fighting Certificate, Fire Science Technology Certificate, Emergency Medical Technician (EMT) Certificate and an Associate of Applied Science Degree in Fire Science Technology from Oakton. In addition, students will earn a Candidate Physical Ability Test Card and Ladder Climb Certification from a third-party provider. The City of Evanston will cover tuition and training costs. Oakton’s partnership with EFD is just one example of the full range of cost-effective, high-quality training solutions developed by Oakton’s Workforce Solutions team that can be delivered at a variety of locations. Oakton has an experienced team of consultants, trainers and program managers who develop customized training programs enhancing employee skills and knowledge to drive business results. According to Ruben Howard II, Ph.D., Oakton’s director of Workforce and Strategic Partnerships, one apprenticeship is expected to be offered before the end of the year. “This program will help better educate, train and prepare Evanston youth for a career in the fire service,” EFD Chief Brian Scott adds. “It’s also our hope that at the end of the process, participants will be given preference points on any participating agency’s firefighter eligibility list, significantly increasing their chances for appointment.” Jobs for firefighters and paramedics are in demand. According to the U.S. Bureau of Labor Statistics, the median annual wage for firefighters was $50,850 in May 2019. Employment of firefighters is projected to grow 5% through 2028. In addition, the BLS reports that the median annual wage for paramedics was $35,400 in May 2019. The need for paramedics is expected to grow 7% through 2028, faster than the average for all occupations. USCIS Policy Update on CW-1 Departure Requirement USCIS NEWS RELEASE WASHINGTON, DC -U.S. Citizenship and Immigration Services is modifying its policy on implementing the requirement that aliens leave the United States for at least 30 days after two renewals of their CNMI-Only Transitional Worker (CW1) visa classification. Effective immediately, USCIS will only consider CW-1 petitions approved on or after June 18, 2020, when we apply the requirement that certain CW-1 nonimmigrant workers depart the Commonwealth of the Northern Mariana Islands (CNMI) for a period of at least 30 continuous days. For example, any alien approved on or after June 18, 2020, for a one-year CW-1 validity period beginning Oct. 1, 2020, will be eligible for two more consecutive petition validity periods after the first period of validity expires on Sept. 30, 2021. Previously, USCIS counted all consecutive petition validity periods, even those approved prior to June 18, 2020, when determining which CW-1 nonimmigrant workers are subject to the temporary departure requirement.

USCIS is making this change in response to stakeholder feedback and disruptions caused by the coronavirus (COVID-19) pandemic. Although DHS stated in the IFR that the Workforce Act is “best read” to include pre-enactment renewals, DHS also believes this is not the only permissible reading of the Workforce Act or the interim final rule. Through this announcement, DHS will implement the temporary departure requirement in a manner that best protects the interests of CW-1 employers and workers who may

be affected by potential travel disruptions and delays beyond their control. This change also minimizes the likely negative impact on other U.S. businesses and prevents further damage to the CNMI economy. On May 14, 2020, the Department of Homeland Security published an interim final rule (IFR) implementing the Northern Mariana Islands U.S. Workforce Act of 2018. The Workforce Act required DHS to promulgate an IFR to amend its regulations governing the CW-1 program to implement the statutory changes provided by the Workforce Act. The IFR took effect on June 18, 2020. The Workforce Act required that following expiration of the second CW-1 renewal period, an alien may not again be eligible for CW-1 status until after the alien has remained outside of the United States for a continuous period of at least 30 days before the submission of a renewal petition on their behalf. CW-1 long-term workers, as defined in the IFR, are exempted from the departure requirement.

UCSF’s ‘AeroNabs’ Indian American Co-inventor Engineers Promising Inhalable Protection Against COVID-19 BY A STAFF WRITER SAN FRANCISCO, CA- An invention by a team at U.C. San Francisco, including Indian American Aashish Manglik, is promising powerful inhalable protection against COVID-19. The UCSF scientists have devised a novel approach to halting the spread of SARSCoV-2, the virus that causes the disease, according to a university report. The team engineered a completely synthetic, production-ready molecule that straitjackets the crucial SARS-CoV-2 machinery that allows the virus to infect the cells. As reported in a new paper, now available on the preprint server bioRxiv, experiments using live virus show that the molecule is among the most potent SARSCoV-2 antivirals yet discovered, according to the university. In an aerosol formulation they tested, dubbed “AeroNabs” by the researchers, these molecules could be self-administered with a nasal spray or inhaler. Used once a day, AeroNabs could provide powerful, reliable protection against SARS-CoV-2 until a vaccine becomes available. Though engineered entirely in the lab, AeroNabs were inspired by nanobodies, antibody-like immune proteins that naturally occur in llamas, camels and related animals.

“Though they function much like the antibodies found in the human immune system, nanobodies offer a number of unique advantages for effective therapeutics against SARS-CoV-2,” explained co-inventor Aashish Manglik, M.D., Ph.D., an assistant professor of pharmaceutical chemistry who frequently employs nanobodies as a tool in his research on the structure and function of proteins that send and receive signals across the cell’s membrane, the report said. SARS-CoV-2 relies on its so-called spike proteins to infect cells. These spikes stud the surface of the virus and impart a crown-like appearance when viewed through an electron

microscope – hence the name “coronavirus” for the viral family that includes SARSCoV-2, the UCSF report said. Through a lock-and-key-like interaction between an ACE2 receptor and a spike RBD, the virus gains entry into the cell, where it then transforms its new host into a coronavirus manufacturer. The researchers believed that if they could find nanobodies that impede spikeACE2 interactions, they could prevent the virus from infecting cells, it said. Their experiments showed that the most potent nanobodies blocked spikeACE2 interactions by strongly attaching themselves directly to the spike RBDs. These nanobodies function a bit like a sheath that covers the RBD “key” and prevents it from being inserted into an ACE2 “lock,” the report added. In a final set of experiments, the researchers put three-part nanobodies through a series of stress tests, and making an aerosol. Each of these processes is highly damaging to most proteins, but the scientists confirmed that, thanks to the inherent stability of nanobodies, there was no loss of antiviral potency in the aerosolized form, suggesting that AeroNabs are a potent SARS-CoV-2 antiviral that could be practical to administer via a shelf-stable inhaler or nasal spray.

20% NYC Coronavirus Cases Linked To Travel, Mayor Says BY A STAFF WRITER NEWYORK, NY — Roughly 20 percent of New York City’s coronavirus cases are linked to travelers, Mayor Bill de Blasio said. De Blasio dropped the travel revelation Wednesday during an update on the city’s COVID-19 quarantine checkpoints. Those checkpoints at the city’s major bridge and tunnel crossing aim to find motorists from and New Yorkers who visited 31 states with high coronavirus infection rates and must follow New York’s 14-day quarantine. City sheriff ’s officers have so far conducted 3,000 stops, de Blasio said.

“They’re getting a lot of compliance from motorists,” he said. “I want to commend

everyone, everyone is paying attention and doing the right thing. There’s only been a need so far for two summonses.” De Blasio and, especially, Gov. Andrew Cuomo have raised concerns that another wave of coronavirus infection could reach New York from other states. The numbers linked to out-of-travel that de Blasio revealed seem to confirm the fear. Jay Varma, a city health official, said the 20 percent rate has been determined through interviews with new coronavirus patients. “It’s been at that rate for the last few weeks,” he said.

USCIS NEWS RELEASE PITTSBURGH, PA- A research team from Carnegie Mellon University and Facebook AI Research, which included CMU Machine Learning Department doctoral student Devendra S. Chaplot, has developed a common-sense robot. A robot travelling from point A to point B is more efficient if it understands that point A is the living room couch and point B is a refrigerator, even if it’s in an unfamiliar place, the CMU report said. That navigation system, called SemExp, in June won the Habitat ObjectNav Challenge during the virtual Computer Vision and Pattern Recognition conference, edging out a team from Samsung Research China, CMU said. It was the second consecutive first-place finish for the CMU team in the annual challenge, it said. SemExp, or Goal-Oriented Semantic Exploration, uses machine learning to train a robot to recognize objects — knowing the difference between a kitchen table and an end table, for instance — and to understand where in a home such objects are likely to be found, the CMU report said. This enables the system to think strategically about how to search for something, said Chaplot in the report. “Common sense says that if you’re looking for a refrigerator, you’d better go to the kitchen,” the Indian American researcher said. Classical robotic navigation systems, by contrast, explore a space by building a map showing obstacles. The robot eventually gets to where it needs to go, but the route can be circuitous, CMU said. Previous attempts to use machine learning to train semantic navigation systems have been hampered because they tend to memorize objects and their locations in specific environments, according to the report. Not only are these environments complex, but the system often has difficulty generalizing what it has learned to different environments, it said. Chaplot — working with FAIR’s Dhiraj Gandhi, along with Abhinav Gupta, associate professor in the Robotics Institute; and Ruslan Salakhutdinov, professor in the Machine Learning Department — sidestepped that problem by making SemExp a modular system, according to the CMU report. The system uses its semantic insights to determine the best places to look for a specific object, Chaplot said. “Once you decide where to go, you can just use classical planning to get you there.
