San Marcos celebrates golden anniversary all year long

This past January 28 marked the City of San Marcos’ golden anniversary of incorporation. To help commemorate this special occasion, a series of events hosted by the San Marcos Historical Society are planned throughout the year. For starters, a Road Rally and Time Travelers Tour will take place on Saturday, May 11 from 9 am to 1 pm at Heritage Park at Walnut Grove Park. Cars from 1960 to 1965 will be on display and owners of all types of cars are invited to join the event. An entry fee of $20 per car will apply. Later this summer, the Historical Society will team up with the City to present “Rockin’ Through the Decades,” a special 50th anniversary concert and dance party with music from the past five decades performed by The Fabulous Mardels. Featuring games, dance contests, a scavenger hunt and more, the FREE event will take place on Saturday, August 10 from San Marcos Heritage Park 4 to 7 pm at Walnut Grove Park. (at Walnut Grove Park) is The Horse Heritage Festival in October will have a special 50th located at 1952 Sycamore anniversary focus and will feature horse demonstrations, a haunted Drive, San Marcos. house and a pioneer kitchen. The event is slated for Sunday, October 13 from 10 am to 3 pm at Walnut Grove Park. Finally, a Holiday Open House is planned for December to close out the year-long celebration. While a date and time have yet to be set, more info will be posted online as the event draws near. Throughout the entire year, an exhibit of artifacts and memorabilia commemorating the City’s incorporation will be on display in the Mary Young Connors Hall at the San Marcos Historical Society. Visitors will enjoy taking a peek back at what San Marcos was like when it first became a city. Items like 1960s newspapers, tape decks and various iterations of the City’s seal are just some of the fun things on display. Keeping you moving on SR 78 SR 78 East Motorists who Auxiliary Lanes travel on State Project Area Route 78 (SR 78) near the San Marcos and Escondido border may have noticed recent improvements to the area, such as the new Nordahl Road Bridge, landscaping improvements and intersection modifications near Nordahl and Montiel Roads. Earlier in the year, a weekend crew reconstructed the eastbound SR 78 on-ramp at Barham Drive as part of the eastbound auxiliary lanes project. Work started Friday night, February 22, and wrapped up early the following Monday morning. More recently, crews are constructing auxilary lanes on eastbound SR 78 between Nordahl Road and Woodland Parkway. The work, which requires nighttime closures, repairs a portion of SR 78 over Mission Road. All of the SR 78 improvements are on schedule to be completed this spring.

City officials will gather in June to officially open a new $5.6-million bridge connecting a missing piece of Borden Road over San Marcos Creek between Woodward Street and Twin Oaks Valley Road. The long-awaited multi-modal project will improve connectivity for motorists, pedestrians, bicyclists and trail users. It will also help reduce flooding in the area. “This bridge is an important part of our overall traffic mobility plan,” explained San Marcos City Engineer Mike Edwards. “It literally bridges a gap on one of the City’s most traveled thoroughfares and will significantly improve connectivity once completed.” The project was funded through TransNet dollars.
City lands $1 million grant for Creek District Promenade The City of San Marcos accepted a $1 million grant recently from the California Natural Resources Agency to help construct a portion of the San Marcos Creek District. The grant funds will help pay for construction of the Creekside Promenade, a nearly onemile, multi-use trail that will meander along San Marcos Creek with open space areas and amenities. It will also restore more than three acres of adjacent riparian habitat through re-vegetation of native flora and stormwater management practices. The San Marcos Creek District is a 214-acre comprehensive “downtown” plan for San Marcos that will include mixed-use development, a 73-acre habitat preserve, environmental enhancements, and infrastructure improvements like streets, parkways, bridges and flood control. New building on San Marcos Kaiser campus now open The new Kaiser Permanente Outpatient Center opened recently in San Marcos. The beautiful new building includes an ambulatory surgery center, nuclear medicine and a gastroenterology procedure suite. The $60 million investment is expected to create nearly 200 new jobs in San Marcos and expand health care services for the entire region.

A new program will open in San Marcos this fall with the goal of attracting startups and helping entrepreneurs successfully launch their companies. The Wireless Health Hub (WHH) will attract innovative startups as they help transform the wellness and healthcare industries. The San Diego region has emerged as a global leader in this area. The program connects entrepreneurs with mentors, support services and startup capital to prepare and propel them into the marketplace. The WHH will be located in the Paseo del Oro mixed-use development located on West Mission Road. “We are pleased to welcome the WHH to San Marcos, especially given the fact that economic development is one of the City’s top priorities,” said City Manager Jack Griffin. “With our innovative labor pool and proximity to talent at Cal State San Marcos and Palomar College, we think this will be a very successful venture.”

Incubator program to help seed new businesses
The City of San Marcos is one of five North County cities participating in a branding effort to help solidify the area’s competitive edge and attract new businesses and jobs to the region. The cities of Carlsbad, Escondido, Oceanside and Vista are also collaborating on the effort to bring prosperity to North County. As part of the process, the cities will work together over the next few months to identify North County’s economic strengths, superb quality of life, robust educational systems and other assets in a way that is authentic, succinct and memorable. From there, an identity will be derived that will help market the region to appropriate economic targets. The development of the brand identity will involve leaders of the region’s strongest industry clusters and will engage them in the area’s economic development future. Construction on pipeline for desalination plant under way in San Marcos
Construction on a 10-mile pipeline for the Carlsbad Desalination Project is now under way. The project is the largest in the western hemisphere to convert seawater into clean, potable drinking water. The plant is located adjacent to the Encina Power Station in Carlsbad and the pipeline will be installed from there to San Diego County Water Authority’s (SDCWA) aqueduct connection facility in San Marcos. Pipeline construction in San Marcos began on March 18 at the connection facility located just east of Rancho Santa Fe Road at Creek Street. Pipe is then being installed east along 9th Street to Las Flores Drive. An underground tunnel will be used to install the pipe across Rancho Santa Fe Road in order to minimize traffic impacts along that busy arterial street. From there, the pipeline construction will head south on Las Flores Drive to W. Linda Vista Drive; and then west on W. Linda Vista Drive to Poinsettia Avenue. It will then continue through Vista and Carlsbad before finally connecting with the desalination plant. The San Marcos portion of the pipeline construction should be wrapped up by this fall. The balance of the pipeline will be complete in 2016. Detours have been planned to help maintain traffic flow and signage will be posted along the construction route. The historic desalination project is the result of a 30-year water agreement between Poseidon Resources and the San Diego County Water Authority for the purchase of up to 50 million gallons per day of desalinated seawater. When complete, the Carlsbad facility will provide a safe, sustainable, environmentally benign, drought-proof drinking water supply. It will provide as much as seven percent of the region's drinking water, alleviating demand on the traditional sources and contributing to the regional supply.

What does desalinated water mean to you? To ensure water availability for San Marcos’ future, the Vallecitos Water District did not look up to the sky or delve deeper into the earth hoping for a sudden increase in rain or ground water. Instead, it looked to the vast, untapped source to our west – the ocean. Vallecitos has contracted with wholesaler San Diego County Water Authority to receive 3,500 acre feet of desalinated seawater per year – or 1.14 billion gallons – to help meet San Marcos’ local water demands. This drought-proof source will account for 20 percent of the District’s annual demand and will complement imported supplies from Northern California and the Colorado River. Purchasing desalinated water will also: • Minimize the impact to Vallecitos customers during mandatory water-use restrictions in the event of a drought • Offer superior quality water free of salt and virtually any mineral, biological or organic compounds • Provide an emergency water source in the event imported water is not available due to natural disaster. When construction of the desal plant is complete, it will be another cornerstone to the District’s source diversification strategy to provide customers with reliable water service. Water saving sprinklers installed in San Marcos The public works department continued its water saving efforts this year by installing nearly 1,600 new rotator nozzles in turf areas and medians throughout the City. These new nozzles – manufactured by San Marcos’ own Hunter Industries – are multi-trajectory and have a rotating stream that applies water more slowly and uniformly than conventional sprays and rotors. Additionally, five new SMART controllers covering 9.5 acres were installed to make real-time adjustments to irrigation schedules based on hourly weather information. Independent water studies estimate that these new rotator nozzles have a water savings of 20 percent or more. The City anticipates an even greater savings on water bills as the summer months approach and water usage increases.
Community garden idea being posed to residents Community Supported Agriculture (CSA) has become a popular way for consumers to buy seasonal food directly from a local farmer. Typically, members or "shareholders" of the farm pledge in advance to cover the anticipated costs of the farm operation and the farmer's salary in return for boxes of seasonal produce throughout the growing season. CSA members report great satisfaction from reconnecting with the land and participating directly in food production. The City is currently gauging interest in participating in or running a CSA in San Marcos. Unsafe equipment poses fire danger Are you doing the right thing the wrong way?
Residents encouraged to sign up for ALERT San Diego During a large-scale emergency, the City of San Marcos will utilize the telephone-based emergency notification system Alert San Diego to get important information to its more than 83,000 residents. This system sends a telephone notification to residences and businesses within an area impacted or threatened by an emergency. Currently, Alert San Diego uses 9-1-1 telephone databases to contact listed and unlisted land line telephones. If a call is picked up by an answering machine, the system will leave a message. If the number dialed is busy or does not get answered, the system will redial up to three times in an attempt to deliver the message. Because the system uses 9-1-1 telephone databases, only land line numbers are in the system. Residents with Voice Over IP or cellular telephones must self-register those numbers and/or an email address with the system. To do so, please visit www.readysandiego.org/alertsandiego. Every attempt will be made to contact residents during an emergency; however, there are some factors that could impact the calls like loss of power, call volume and caller ID blocking. Residents should not wait for an emergency call if they are concerned about their safety and welfare. Finally, please tune a radio station at home and in the car to San Marcos 1610 AM, the City’s emergency radio station. San Marcos 1610 AM will broadcast local safety information during an emergency. Clearing dead grass and brush from homes is a critical step in preparing for fire season. But did you know that how you clear your defensible space is just as important? Creating defensible space involves clearing flammable vegetation such as pines, eucalyptus, grasses, brush and trees to a minimum of 100 feet from structures for homes built prior to January 1, 2004, and 150 feet for those built after that date. Here are some tips to prevent fires from equipment use: • Do yard maintenance with powered equipment before 10 am, not during the heat of the day or when the wind is blowing. • Never use lawn mowers on dry grass or brush. • Remove any rocks in and around the area before operating equipment. • Be sure your portable gas-powered equipment has a spark arrester. • Never refuel while equipment is still hot from use. • Keep the equipment maintained and free of carbon and other buildup. Scald Prevention – A Burning Issue Scald injuries affect all ages. Young children and the elderly are most vulnerable. Annually in the United States and Canada, more than 500,000 people receive medical treatment for burn injuries. Roughly half of these injuries are scalds. Most burns occur in the home, usually in the kitchen or bathroom. Scalds can be prevented through increased awareness of scald hazards and by making simple environmental or behavioral changes. These include providing a kid-safe zone while preparing and serving hot foods and beverages, and lowering the water heater thermostat to deliver water at a temperature not to exceed 120 degrees. New! Leader-in-Training (LIT)
This is a new program for teens aged 13 to 15 years. LIT participants will assist camp staff with camp activities while learning valuable leadership skills. LIT is offered Monday through Friday from 7 am to 6 pm during summer camp. Registration procedure is the exact same as camp registration.
Weekly LIT Cost: $100 (R), $115 (NR)
Campers will create board games and participate in a camp game show.
In addition to regular activities, all campers at the Woodland Park Recreation Center swim daily. Campers must be able to swim. Summer Swim Camp is offered Monday through Friday from 7 am to 6 pm.

DAY CAMP
Adventure camp operates during non-school times and offers children Kindergarten through 6th grade the opportunity to participate in creative projects, games, field trips and special events. Camp meets Monday through Friday from 7 am to 6 pm at Jack’s Pond Recreation Center or San Elijo Recreation Center. Participants bring a sack lunch daily. Afternoon snack is provided.
PRESCHOOLERS
Raggedy Ann & Andy Preschoolers Program is a recreational enrichment program for children aged three to five years. The program focuses on socialization skills with an introduction to academic concepts. Five sessions are offered throughout the year: summer, fall, holiday, winter and spring. Children learn social skills while participating in arts and crafts, music and movement, storytelling, outdoor play and learning fun! Monday/Wednesday/Friday Kindergarten Readiness (KR) These classes are designed for children aged four to five years who are preparing for Kindergarten. The curriculum includes activities to enhance math and reading readiness skills. KR classes are only offered during the fall, winter and spring sessions. Tuesday/Thursday Classes These classes are designed for children aged three to four years who are fully potty-trained. Registration Procedure For each session, parents come to the San Marcos Community Center, 3 Civic Center Drive, to fill out a registration packet. Parents then receive registration information and a registration date. All necessary paperwork must be completed before registering online. An original birth certificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual family registration fee and a 10% discount for siblings. The NON-RESIDENT fee is $50 per child, per session. Spring 2013

PRIORITY REGISTRATION: Children enrolled in the fall 2013 session will receive priority registration for the winter 2014 session. Designated group areas are available at Bradley, Buelow, Double Peak, Hollandia, Jack’s Pond, Lakeview, San Elijo, Simmons, Sunset, Walnut Grove and Woodland parks. Reservations are available to resident and non-resident groups and nonprofit organizations during normal park hours on weekends and holidays only. Groups of 50 people or more are required to make a reservation; groups smaller than 50 can reserve space but must pay the minimum 50-person fee. Fees are based on a two-hour minimum. Additional time may be reserved in one-hour increments.
