Town Hall Update By: Andrea Hove, Eastvale Resident

T

he Hamner Avenue Bridge over the Santa Ana River is a critical link between the cities of Eastvale and Norco, and is one of very few all-weather crossings over the Santa Ana. As this structure is a vital part of the regional and local transportation network, it needs to function at a much higher level. Originally built in 1939, the last time this bridge was expanded was in 1978 when it was seismically retrofitted and widened. Since that time Cal Trans’ seismic standards have changed and the bridge is now considered (once again) to be structurally deficient. The time has come to replace it. The County of Riverside has agreed to manage the project for the two cities. Eastvale and Norco have committed to funding the local portion of the cost of the bridge (50/50). A feasibility study has been completed, a request for qualifications was issued and a design engineering firm has been selected for the project. The current bridge is 676 feet long and 36 feet wide. The proposed new bridge will be approx. 1,200 feet long and 108 feet wide. The current project cost estimate is just over $56 million. As the bridge is considered to be structurally deficient, it is eligible for funding through the Federal Highway Bridge Program. This will likely be the major funding source for this project. Local matching funds will also be needed. As of now, the local match is estimated to be roughly $6.5 million.

anta Ana River Trail and Santa Ana River Conservancy Program

he Santa Ana River Trail and Parkway, once completed, will extend 100 miles from the crest of the San Bernardino Mountains to the coast near Huntington Beach. It will be one of the longest urban recreation and river parkways in the United States. The Parkway will include a multi-use trail serving pedestrians, cyclists, commuters and equestrians, and will connect a completed section of the California Coastal Trail to inland communities.

The completed trail will connect three counties and 17 cities. About half of the Parkway has been completed or is under construction.

W

ith 75 percent of the nation’s population expected to live in urban centers by 2050, integrating nature into the future framework of our cities will be essential for health, sustainability and a sense of stewardship for the natural world. More than seven million people live in the three counties that the trail connects, comprised of 61 percent to 74 percent minority and underserved people. The Inland Empire is one of the fastest growing regions of California and makes up almost 20 percent of the state’s population. It also is one of the most park-poor regions of the state. he sheer number of agencies and organizations with interests in the Santa Ana River makes collaboration and cooperation an absolute necessity. The Santa Ana River Trail and Parkway Partnership is a collaboration of the three counties, multiple cities, the Wildlands Conservancy and the Santa Ana Watershed Project Authority created to coordinate building and administering the trail as a regional resource.

n 2014, the legislature, through SB 1390 created the Santa Ana River Conservancy Program within the Coastal Conservancy. The new program will address the resource and recreational goals of the Santa Ana River region including open space, trails, wildlife habitat, agricultural land protection, water quality protection, educational use, and public access. tate Funding of Riverside County’s New Cities s many people are aware, in 2011 the State of California passed Senate Bill 89 which drastically cut funding to newly incorporated cities by redirecting vehicle license fee (VLF) revenue away from newly incorporated cities and made it available

for law enforcement-related grants. As luck would have it, Riverside County was home to all of the new cities in the state and as such is the only county that was severely affected by this bill. As a result, the City of Eastvale has lost approximately $16 million in revenue it was expecting when it incorporated. Jurupa Valley, as the state’s “newest city”, was hit the hardest, losing approximately $29 million. Menifee and Wildomar were shorted $21 million and $7 million respectively. Since that time, several bills have been passed by the state legislature (all authored by Senator Richard Roth) that would have corrected this injustice. Every one of them has been vetoed by Governor Brown, until this fall.

I

n September, 2015 Governor Brown vetoed SB 25 another of Senator Roth’s bills to restore the funding, but he signed SB 107, which effectively paid current all existing debts owed by the new cities to the county. Unfortunately, the way the bill was written, Jurupa Valley was the only big winner as it was the only city that owed the county a large sum of money. At the time SB 107 was written, the City of Eastvale was current on all debt payments owed to the County. This is because the Eastvale City Council has done an outstanding job of tightening its belt and being fiscally responsible. Ironically, this approach may end up hurting Eastvale’s chances of recovering some of the millions the state took away. Jurupa Valley on the other hand, owed the County approximately $21.3 million. Menifee and Wildomar owed the County a little over $1 million each. Through the passage of SB107, their debts will be paid and they will get a fresh start. Eastvale will get nothing.

o there you have it. As of this date the tale of the four new cities in Riverside County does not have a happy ending. Senator Roth has vowed to continue the fight (and he has done an outstanding job). In fact, the entire legislature, on both sides of the isle appears to understand how patently unfair this is. The Governor however, has yet to agree. Stay tuned!

CNUSD News • NEW STEM Academy comes to Eleanor Roosevelt High School By: Evita Tapia Gonzalez, Communication Manager October 26, 2015 (Eastvale, CA) – Corona-Norco Unified School District (CNUSD) is working with the community and an integrated design firm to design a new STEM Academy at Eleanor Roosevelt High School. STEM is a curriculum based on the concept of educating students in four specific disciplines — science, technology, engineering and mathematics — in an interdisciplinary and applied approach. The development of the Eastvale STEM Academy involves a research-based approach to the programming and design of STEM environments to fully understand the needs of the learners, the educators and the district community. The academy will be an addition to the school and provide new classrooms to accommodate the growth of the student population in the community. It will also provide specialized learning environments to support the district’s Career Technical Education (CTE) programs in the pathways of health science and medical technology and engineering and architecture. The development of this project has also been guided by a community advisory committee comprised of parents, students, science and engineering professionals, university faculty, and community members.

“I think it’s really awesome that we have interaction and student input in this project,” said student Matthew Le, senior who is a member of the Eastvale STEM advisory committee. “It helps to really make sure that the building fits everyone’s needs. I enjoy being a part of something that’s going to have a real impact on the future.” “We thank our community for the opportunity to develop this 21st century STEM academy through the passage of Measure GG, and also for the involvement of the community advisory committee—their involvement is critical in the development of this project and greatly appreciated. We look forward to the many opportunities this project presents for our students,” said Superintendent Dr. Michael Lin. With the construction of the Eastvale STEM Academy, the district has the opportunity to expand student capacity. This program will create an environment that supports students who are innovative, future-ready learners that are socially and emotionally connected to the local and global community. City News • Did You Know? - Holiday Exterior Displays Did you know that the City Municipal Code Sec. 120.05.080.(c)(7) – Neighborhood Preservation Standards – Temporary exterior display and holiday display provides enforceable guidelines: a. Any temporary exterior display or holiday display shall not physically impede vehicular or pedestrian traffic on any street, sidewalk or right-ofway; b. Any temporary exterior display or holiday display shall be allowed for a period not to exceed 45 consecutive days. Holiday Safety Reminders Southern California Edison reminds its customers to stay safe around electricity this holiday season. Residents are encouraged not to attach holiday lights to Edison equipment, including street lights and utility poles, since this poses a potential safety and fire hazard for the residents and Edison crews. Here are a few safety reminders as you begin preparing for the holiday season: • DO NOT attach decorations, lights and/ or ornaments to any Southern California Edison equipment or street lights. • Do not use decorative lighting with frayed cords and wires, broken fuses or broken light bulbs. • Do not use staples, nails or tacks to hang electrical cords. These can pierce the protective insulation. • Use only Underwriters Laboratories (UL) approved lighting and extension cords. • Plug no more than three strands of lights into each electrical cord/outlet. • Ensure live trees are well watered, and keep electric cords away from tree stands with water pans. • Never use lighted candles on or near holiday trees or decorations. • Remember to unplug decorative lights when you leave home and before going to bed. NOTE: See also “Safe Use of Power Cords” at www.sce.com • Safely remove and store your holiday lighting and electrical decorations. • Unplug all decorations, lights and extension cords before taking them down. Plugged in items are still energized and can be dangerous. • Don’t tug on electrical cords – this may tear the insulation and expose wires. • Do not approach or touch overhead power lines and avoid service drops (pole-to-house connections) when removing decorations – keeping ladders, long-handed tools and dangling light strands in mind too.

• Follow the manufacturer and your city’s directions for safely disposing of worn or broken lights and decorations. BULKY ITEM COLLECTION: Residents with curbside cart service may request two times in a calendar year, the free pick up of household bulky items. Additional bulky item collections are available at a nominal cost. To schedule a bulky item pick up, please contact Waste Management at (800) 423-9986 at least 24 hours in advance of your regular collection day. CHRISTMAS TREE RECYCLING: Waste Management will collect and recycle Christmas trees for the first two weeks following Christmas on your regular collection day. Trees longer than six feet must be cut in half. Please remove all decorations, including tinsel, lights, ornaments, and tree stands. Flocked trees will be collected but cannot be recycled.

Our Conservation Coordinator works with teachers and groups to conduct interactive presentations.

Water Education Programs for Teachers, Students, and the Community

We know that kids play a significant role in our efforts to conserve water. From sharing what they have learned in school with their families to changing their water-usage habits, we know it’s important to share water-conservation lessons with students at an early age. In addition to offering water education through Parks and Recreation programs such as Kids Zone, JCSD works with local schools and community groups. To help educators and students learn about water, JCSD, in cooperation with local agencies, has created fun and educational programs that meet State of California educational curriculum standards. We offer a variety of water-education programs to teachers for the benefit of students in JCSD’s service area including classroom presentations, teacher grants, field trips, and more. The Inland Empire Resource Conservation District (IERCD) offers free educational programs to schools and community groups within JCSD’s service area. All programs are approximately 45 minutes long. IERCD covers topics such as Growing Native and Wonders of Wetlands.

GRADES 4-5 JCSD has partnered with the Discovery Science Center to provide an assembly-style interactive performance at your location that promotes water awareness and introduces simple water-conservation practices that students can incorporate into their daily lives. This free standardsbased program is available for 4th and 5th grade students.


Lois B. Krieger Water Project Grants for Educators ALL GRADES

JCSD’s partnership with Western Municipal Water District (WMWD) gives teacher in our service area access to grant opportunities to fund creative classroom projects or field trips that enhance water education. In 2014, more than 25 teachers were granted funding for their project, including 7th grade teacher Dr. Rachell Auld from Ramirez Intermediate School in Eastvale. Up to $700 is awarded for each project. The application can be found at www.wmwd.org.

Krieger Grant Recipient and Water is Life Poster Contest Winner Dr. Rachell Auld (pictured above) from Ramirez Intermediate School received grant funding for a classroom project titled Quantitative Analysis of a Hydroponic Gardening System. Project highlights include: • Students learned about the benefits of hydroponics. • Developed awareness of the water demands required of crops. • Acquired understanding of fluid dynamics at play in hydroponic systems. • Learned about this technology and all that is involved in set-up and utilization of hydroponics instrumentation. Dr. Auld’s class also participated in JCSD’s annual Water is Life Children’s Poster Contest. Her student was a top winner in the contest, and Dr. Auld earned a teacher’s prize.

Kids Zone is committed to providing a fun, safe, age-appropriate recreation program which encourages social development, provides diverse experiences, promotes health & wellness, and responds to the needs of families, schools, and the community.

Kids Zone is a Before & Afterschool Program located on elementary school campuses. Kids enjoy a variety of recreational experiences including games, arts and crafts, science and cooking projects, outdoor play as well as time for homework. Hours of Operation: Before school: M-F: 7:00am - beginning of school * *before school not available at Eastvale Elementary

Afterschool: M-F: from school release - 6:30pm

Registration Children must be currently enrolled in K-6th grade. Initial registration must be completed at the Eastvale Community Center or Harada Neighborhood Center. The registration packet includes an emergency form and parent manual. Kids Zone sites do not accept registration or payments.
