City hosts successful biennial Education Forum The leaders of the three major educational institutions in San Marcos – the state university, community college and school district – described a turnaround from years of scaling back at a biennial educational forum hosted in October by the City of San Marcos. Dr. Karen Haynes, president of California State University San Marcos; Robert Deegan, president of Palomar College; and Dr. Kevin Holt, superintendent of the San Marcos Unified Palomar College School District, detailed new initiatives on campus and collaborative programs linked to the City or education partners. Many school board members, trustees, city council members and general public attended the forum, held in the governing board room at Palomar College. “At Palomar College, enrollment is on the upswing, new faculty members are being hired and major building projects are underway,” Deegan said. “The state has determined that California State University San Marcos will have the largest growth projections of California's 23 state universities, assuring a priority in funding decisions as it continues adding new buildings and develops an innovative school for end-of-life care,” Haynes said. Palomar College is hiring 21 new, full-time faculty members and adding 400 additional classes that will make it easier for students to get the classes they need and to better serve the community, Deegan said in his presentation. “It was a pivotal year for us,” he said after the meeting. Deegan, who has been president for seven years, said the community college of nearly 30,000 students is being transformed by money from the $694 million bond measure approved in 2006. He noted it “was the largest bond ever passed by a single college in the history of California community college” and has brought about “the changing face of Palomar College.” Work on the performing arts complex was completed this year and major projects planned for next year are the child development center and new library. Haynes, who is in her tenth year as president of Cal State San Marcos, said its founding in 1989 makes it a campus “built for the 21st century” with a “futuristic and entrepreneurial sense.” She noted that students this semester approved a fee of $100 to help pay for expanded services. In addition, a new student union to serve the university’s 12,000 students is near completion. “The new San Marcos High School on San Marcos Boulevard promises to join the district's other high school, Mission Hills, as educational landmarks,” said Holt, who is in his eighth year as superintendent. The money comes from a $287 million bond measure passed in 2010. “They are two educational facilities that will really become flagships for the City of San Marcos,” he said. Holt noted that the district has the lowest dropout rate in San Diego County, the second-highest graduation rate and test scores that have increased each year over the past four years. He said the district of 20,000 students is made up of a broad range of minorities and “really looks like the state of California,” a point also made by Haynes in describing enrollment at Cal State San Marcos. As an example of educational collaboration, Holt drew special attention to the district’s “PACE Promise,” which identifies talented students and promises admission into Cal State San Marcos if they complete the college prep program. The program has an endowment from the Leichtag Family Foundation, created by pharmaceutical entrepreneur Max Leichtag and his wife and dedicated to their daughter, who died in 2007. Holt urged the community to contribute to the endowment to enrich a scholarship fund and “ensure that any student that goes to the San Marcos School District has the opportunity to go college.” Holt noted the district is “an innovative and collaborative community,” and as an example of that working together, he cited the collaborative creation of Mary Connors Park, located next to the San Marcos Elementary School. Construction underway on Connors Park Ground was broken on October 22, 2013 on the long-awaited Connors Park. The 4.7-acre, $5.14 million park will feature a multi-use synthetic turf field, lighted tennis/basketball courts, a skate plaza, shaded picnic areas, concession stand, storage and restrooms.

City uses Lowe’s departure as investment opportunity, acquires building The San Marcos City Council recently voted to purchase the former Lowe’s Home Improvement building at 555 Grand Avenue in the Creekside Marketplace. The move will earn the City an estimated $5.5 million or more over the next 10 years. Lowe’s closed its San Marcos location in September. After Lowe’s notified the City over the summer of its intent to close, the City explored various options for the site, including exercising a lease provision that would allow it to purchase the building below market value. “San Marcos has a long history of thinking outside the box, and this is another example of our entrepreneurial spirit in action,” explained City Manager Jack Griffin. Under the deal, the City will spend about $8 million in acquisition and capital costs and will generate $35 million over the next 10 years from rent revenues and the building’s increased value. In comparison, the City would stand to gain just $19 million over the next 10 years if it allowed Lowe’s to transfer its lease to another tenant. Future sales tax revenue also factors into the equation. Lowe’s had proposed to transfer its lease to Walmart, which would provide an estimated $600,000 per year in sales tax revenue for San Marcos. But under the deal approved by City Council, the City rejected that plan and is actively seeking another tenant to occupy the space. Conservative sales tax calculations estimate revenue for a space that size to garner about $250,000 per year. “While these revenues may be less than a Walmart, they are still estimated to be greater than what the City has been receiving from that space over the past few years,” continued Griffin. Even with the sales tax difference, the City will be $5.5 million in the black from the deal over the next decade. “Accelerated revenue improvement would happen beyond the tenth year once acquisition and capital costs are no longer factored into the profits,” Griffin said. The City of San Marcos constructed the 266,501-square-foot Creekside Marketplace in 2004 and owns 100 percent of the land. Between ground and floor leases, Creekside Marketplace has generated an annual income stream for the City of roughly $3.5 million per year since its inception. Written into the City's charter is a statement that says the City can engage in enterprise necessary to produce and support the general fund. This language encourages the City to create non-tax revenue streams that relieve the burden on the City's taxpayers. CalRecycle grant funds street maintenance The City of San Marcos was awarded a $283,500 grant from the state CalRecycle Rubberized Tire Grant Program to fund street maintenance along San Marcos Boulevard. The grant helped lay approximately 6,000 tons of a recycled tire and asphalt composite on San Marcos Boulevard, which will reduce road noise, shorten braking distances and reduce maintenance.

The state awarded $350,000 for construction of a 900-foot trail section including a water fountain, benches and information kiosk that will serve as a gateway to 20 miles of popular hiking and jogging trails starting near the Twin Oaks Golf Course. The work will complete a missing segment extending north from Borden Road to the trailhead just off the east side of Twin Oaks Valley Road and is expected to be completed in late 2014. Outstanding rating given to San Marcos’ building safety division
Parking pointers provided The City has hired a part-time parking enforcement officer to help respond to the increase in public requests for parking enforcement. Parking Enforcement Officer David Schultz started in April after a 23-year career in local law enforcement. Officer Schultz said that knowing the rules is the best way to avoid parking tickets and offered the following tips about common parking violations that can be easily avoided. It is a violation to: • • • • • • •
Park or store a vehicle on a public street for more than 72 hours. Park within 20 feet of a stop sign or traffic signal. Park within 15 feet of a fire hydrant. Park a recreational vehicle on a residential street unless with a current loading/unloading permit from the City. Park with both front and rear tires more than 18 inches from the curb. Park on a corner where the vehicle becomes a visual or physical obstruction to traffic or pedestrians. Block driveways, sidewalks and crosswalks with a parked vehicle.

Remember to always lock your vehicle and do not leave your keys or valuables in the car. When you receive your vehicle registration tabs in the mail, immediately put them on your vehicle. An expired registration tab is a vehicle code violation and gives law enforcement the authority to pull you over. Always try to be courteous and professional to others.
In the coming months, the City will be modernizing the parking enforcement administration program in order to improve customer service. Some improvements will include the ability to pay parking violations or request an administrative review to appeal a ticket online. The City’s building safety division recently received an outstanding rating of “3” on the Building Code Effectiveness Grading Schedule (BCEGS) from the Insurance Service Office (ISO), a four-point improvement from the last survey performed in 2008. According to the survey, San Marcos’ improvement is the direct result of well-trained and certified staff coupled with the division’s ability to provide proficient and thorough code review. The ISO survey assesses the quality of building codes and how effectively they are enforced by the City. Building and code enforcement divisions are scored on a scale of one to ten, with one being exemplary. According to the Insurance Service Office, municipalities that have effective, well-enforced codes have safer buildings capable of better weathering catastrophic events such as earthquakes, windstorms and other natural disasters. Protect yourself against vehicle theft A motor vehicle is stolen in the U.S. every 26 seconds, according to statistics published by the National Insurance Crime Bureau. That translates to more than one million vehicles stolen each year. Vehicle theft ranks as the number one property crime in the U.S. in monetary terms with an estimated loss of nearly $9 billion annually. In San Marcos, the most often stolen vehicles are older model Honda Civics, Honda Accords, Toyota Camrys and Nissan Sentras. San Marcos Sheriff’s deputies, who recover hundreds of vehicles and have made numerous arrests, have received top honors in the law enforcement community for their work in combating this epidemic.
Here is how you can help protect your vehicle: •
Hide your valuables. Items in the open make your car a bigger target for theft.
•
Take your keys and never leave a second set in your vehicle. Twenty percent of stolen vehicles had keys inside them, making the theft even easier.
•
Lock your car. Almost half of all vehicles stolen were left unlocked.
•
Park in well-lit or heavily trafficked areas. Thieves do not like witnesses. Find an attended lot or garage if possible.
•
Give parking attendants the ignition key only. Keep your trunk and glove box locked at all times. If possible, get separate keys for the ignition and the trunk and glove boxes.
•
Never leave your car running unattended. Cars are often stolen at convenience stores, gas stations or when an owner leaves the vehicle running to warm it up.
•
Install an anti-theft device. Many insurance companies may give you a discount for certain anti-theft devices.

FIRE SAFETY TIPS
Holidays are a time for celebration, yet seasonal decorations, extra baking in the kitchen and the warm touch of candles burning throughout your home all bring additional risks. Each year, holiday fires nationally injure 2,000 individuals and cause over $500 million in damage. The San Marcos Fire Department offers the following holiday fire prevention safety tips: Candles. Avoid using if possible. If you do, keep them away from children and anything that could catch fire. Do not leave burning candles unattended. Trees. Select a fresh tree and keep it no longer than two weeks in a stand filled with water. Select a fresh tree with needles that are green and hard to pull back from the branches. Bend a few needles in half; if they bend and do not break, the tree is probably fresh. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree was cut too long ago and is a fire hazard. Check the water level in the stand daily to ensure it is filled at all times. Keep it away from heat sources. Make sure artificial trees are flame resistant. Dispose of your tree as soon as it becomes dry. Do not put branches or needles in a fireplace or wood-burning stove. Lighting. Only use lighting listed by an approved testing lab. Inspect lights each year for frayed wires, broken or cracked sockets, or excessive kinking. Turn off electricity before working with outdoor wiring. Always unplug holiday lights before leaving or going to sleep. Decorations. Use only flame resistant or nonflammable décor and keep away from heat sources. Never put wrapping paper in a fireplace or wood-burning stove as it can cause an explosion.
Don’t let fats, oils and grease slow your flow

Fats, oils and grease are just as bad for your heart as they are for the environment. And just as better life choices can improve your heart’s health, better disposal choices can improve the overall health of sewers and prevent spills that wreak havoc on the environment. Cooking at home with increased fats, oils and grease (FOG) can add flare to meals, but can also bring fizzle to the sewer when poured down the drain. All three combine to form a sewercongestion dynamo that backs up drains and leads to spills. So, what can be done? Simple changes can be made to eliminate adding to the nearly 4.5 billion pounds of FOG that the Environmental Protection Agency projects is already bogging down our nation’s sewers. For starters, do away with the idea that adding detergent to fats, oils and grease will help escort them down the drain. While soap smells good and can lubricate, it is no match for what is in the sewer. Instead, place grease in an empty container, let it harden, then dispose of it in the garbage. Vallecitos Water District (VWD) offers free “fat trapper” grease collection containers to customers that are specifically designed for this purpose. Additionally, EDCO has a collection program that allows residential customers to drop off their used cooking grease free of charge for recycling into biodiesel. With the holiday season upon us, the City of San Marcos reminds residents to stay close to home when shopping and dining. Spending locally is not only convenient for residents, but San Marcos businesses benefit too. Sales fortify their strength as well as that of our local economy. It is also important to remember that when transactions are made locally, sales tax revenue is generated for important City services such as law enforcement, fire protection, parks, recreation and street maintenance. When transactions are made elsewhere, other communities benefit from the sales tax revenue.

San Marcos’ poolside CPR program recognized nationally How San Marcos’ lifeguards and firefighters joined forces to launch a safety outreach program By San Marcos Battalion Chief Rick Vogt and Aquatics Recreation Supervisor Karen Warner
In May 2012, City lifeguards rescued a 10-year-old girl who was happily playing with friends in only four feet of water one moment and drowning the next. Due to the quick actions of the lifeguards and the advanced life support efforts of fire department paramedics, the swimmer was home in time for dinner. This nearly tragic event had the best possible outcome and reinforced the importance for all City departments to work together when it comes to delivering services and promoting safety. Since this incident, the City’s fire and community services departments have collaborated on a Poolside CPR program. The idea is to promote the new hands-only CPR programs endorsed by the American Heart Association and the American Red Cross. Lifeguards and firefighters demonstrate and guide practice sessions of the technique to pool visitors throughout the swim season. Since trained professionals are rarely the first at an incident scene, the Poolside CPR program helps to familiarize pool patrons with hands-only CPR and empowers them to take action to save a life if needed. Twelve trainings were held over the summer at two aquatics facilities, and several more trainings have been held at various City special events during the off-season. The new safety program creates a great opportunity for firefighters and lifeguards to work together outside of emergency situations, become more familiar with each other’s needs and strengths, learn how to help each other and, in turn, better serve residents. Because drowning is still a leading cause of accidental death in many age groups, the ultimate benefit of the CPR training will be safer San Marcos residents in, on and around the water, as well as safer responses in the event of any emergency, poolside or elsewhere. Dog cleanup stations available for adoption Over the past year, the City has received more than 360,000 free dog litter bags for 28 “adopted” cleanup stations throughout San Marcos in a unique partnership with Adopt-A-Dog Station. This creative program allows businesses to promote their company on dog bag dispensers in parks and along trails. “So far, this private-public partnership has helped keep the environment clean and our parks and trails more enjoyable for everyone,” said City Park Ranger Ron Vinluan. Heart of the City January 4 This easy, three-mile hike on urban trails will follow the rail trail east and visit Hollandia and Mulberry Parks. A more challenging six to seven-mile hike to the northern city limits will also be offered. Meeting location: Community Center (Outdoor Hearth), 3 Civic Center Drive (N 33 08.446, W 117 09.598)

The nature center offers hands-on nature study, hikes and a curriculum-based outdoor education program. It is the perfect place for a school field trip, birthday party or scout meeting. Group Reservations Available Groups must pay for a minimum of 25 (group may be smaller). One free adult leader per 10 paid.
Membership supports the San Marcos parks and trail system and Jack’s Pond Nature Center. Annual donation is $15/individual or $25/household and includes a hike calendar and free entry to children’s events.
Las Posas Park/Palomar College Arboretum/”P” Mountain February 1 This easy, three-mile hike will head east on the Santa Fe Hills Trail, south through Palomar College and west on Mission Road. A more difficult six-mile hike to the “P” Mountain will also be offered. Meeting location: Cerro de Las Posas Park, 1387 West Borden Road (N 33 09 38.04, W 117 11 12.02)
Discovery Lake/Double Peak (East Approach) March 1 This easy, three-mile hike will visit Discovery Lake and the Discovery Creek and Cima Drive trails. A more challenging, seven-mile hike will be offered to Double Peak Park and the ridgeline trails. Meeting location: Discovery Lake Park, 650 Foxhall Drive (N 33 07 29.94, W 117 10 42.83)
Cerro de Las Posas Ridgeline/Double Peak April 5 This moderately difficult, six-mile hike will explore the Cerro De Las Posas ridgeline trails and overlooks. There will be steep climbs with an elevation gain of 500 feet. Meeting location: Ridgeline Trailhead parking lot, 102 San Elijo Road (N 33 06.475, W 117 09.989)

Adventure camp operates during non-school times and offers children Kindergarten through 6th grade the opportunity to participate in creative projects, games, field trips and special events. Camp meets Monday through Friday from 7 am to 6 pm at Jack’s Pond Recreation Center. Participants bring a sack lunch daily. An afternoon snack is provided.
March 31 to April 4 Block Party Campers will build with Lego blocks, design cities and party Lego-style.
SUMMER CAMP REGISTRATION begins on Friday, April 25 at 7 am. A $50 weekly deposit will hold a camper’s spot during the summer.

LEADER IN TRAINING (LIT) This is a program for teens aged 13 to 15 years. LIT participants will assist camp staff with camp activities while learning valuable leadership skills. PRESCHOOLERS
Raggedy Ann & Andy Preschoolers Program is a recreational enrichment program for children ages three to five years. The program focuses on socialization skills with an introduction to academic concepts. Five sessions are offered throughout the year: summer, fall, holiday, winter and spring. Children learn social skills while participating in arts and crafts, music and movement, storytelling, outdoor play and learning fun! Monday/Wednesday/Friday Kindergarten Readiness (KR) Classes These classes are designed for children ages four to five years who are preparing for Kindergarten. The curriculum includes activities to enhance math and reading readiness skills. KR classes are only offered during the fall, winter and spring sessions. Tuesday/Thursday Classes These classes are designed for children ages three to four years who are fully potty-trained. Registration Procedure For each session, parents come to the San Marcos Community Center, 3 Civic Center Drive, to fill out a registration packet. Parents then receive registration information and a registration date. All necessary paperwork must be completed before registering online. An original birth certificate and proof of residency via a current utility or property tax bill are required. There is a $35 annual family registration fee and a 10% discount for siblings. Park Reservations Designated group areas are available at Bradley, Buelow, Double Peak, Hollandia, Jack’s Pond, Lakeview, San Elijo, Simmons, Sunset, Walnut Grove and Woodland parks. Reservations must be made at least two weeks in advance and are avaliable to resident and non-resident
Facility Reservations The City of San Marcos has 10 rentable rooms at five sites for business meetings, family celebrations or wedding receptions. A Facility Use Application is required with deposit to reserve a date. Reservations are taken no less than 30 days in advance and no more than nine months in advance. Non-San Marcos groups may reserve a facility six months in advance. Please call the San Marcos Community Center to check availability or to obtain an application.
