Closets: Your Closet Is Not a Museum, Nor Is It a Hope Chest It takes a certain amount of determination to clean closets out. You need time, energy, and, most importantly, you need to focus on something that you might not want to: how your body looks and feels at this exact moment. This is an easy area to continue to push away because we have hopes and visions about how we used to look, how we want to look, and how that cute jean jacket that used to fit so well and we KNOW will fit again one day. Your closet is a perfect analogy for life. Get clear on where you are RIGHT now and organize yourself and your wardrobe around that person. Looking into a closet of past and future every day is a surefire way to keep you from enjoying your life as it is now.

Desk Drawers and Paper: Whatcha Gonna Do with All That Paper? Let’s be clear: 75 percent of the papers on your desk and in your drawers right now could get tossed immediately and you wouldn’t miss any of them. Amiright? When I used to do professional organizing, I would find
all sorts of things inside desk drawers that weren’t “desk” type of things: lunch, supplements, coffee mugs, or snacks. Important items, perhaps, but not relevant to what that drawer is truly by Sara Caputo for — storing projects, files, and papers in a vertical way. The reason for this is because you keep what you need closest to you. The rest of it is just a purge waiting to happen! Consider the statistic that Americans save 452,819 trees per year for every 5 percent of households that switch to electronic bills, statements, and payments. If you’re struggling with the paper issue, try this: Put everything in a box, and put said box in a closet or out of sight for three months. If you never go back to anything in said box, throw it away! Decluttering and purging can be life-changing. These are perfect exercises for Earth Day and every day.

Kitchen Pantry and/or Cupboards: Normalize Disorganization Kitchen areas are utilized so much and so often that disorganization is just part of the overall process. We almost need to just normalize it. If your pantry is picture-perfect all the time you either (A) live alone, or (B) don’t have kids. To serve its purpose, a functional pantry needs shelving, strong storage compartments that you can see into, and labels. This is especially true if you have people other than yourself using these areas. It’s also an area that requires a solid clean-out every month, so you can find the food in the back again that you haven’t seen in about 28 days and clear out anything that is outdated. Other ideas for pantry/kitchen organization are to use lazy Susans, to hit the dollar store for clear bins, to give kiddos their own shelves, and to organize similar items together. Most importantly, give everyone who will be using the pantry an orientation. This is the most important step to keep everyone on the same page and set clear expectations!

Library on the Go
Library on the Go Does Happy Hour On April 6 at The Mill, the Santa Barbara Public Library and the Santa Barbara Public Library Foundation cohosted a happy hour for donors and the general public to check out the Library on the Go. This van functions as a mobile library, enabling the library to reach underserved populations and the general community not only with books, but with library services too. Supervising Librarian Ahmad Merza thanked, among others, the Women’s Fund of Santa Barbara, which contributed $100,000 of the $270,000 raised for the van. The Library on the Go is, according to Merza, an extension of the library, designed to reach out to some of our most vulnerable members. “If you can’t come to the library, we can come to you.” Among the donors present was Gail Elnicky, who pitched to her book club the idea of collectively donating to the van through the Foundation. Another club followed suit, and Elnicky hopes other book clubs in town similarly will be inspired. Elnicky’s idea also inspired an anonymous donor to contribute $60,000, which the Foundation will use as an endowment to help with Library on the Go’s expenses. After the demise of the Bookmobile about 20 years ago, the Library on the Go debuted last June and its schedule has evolved. This month, it will make about 28 stops, including weekly stops at Harding Elementary School and Shoreline Park, bimonthly at MacKenzie Park, and monthly at Ortega Park, Oak Park, and Bohnett Park. Each month, there are a few stops at S.B. Housing Authority subsidized senior housing sites and about 10 stops at Neighborhood Navigation Centers serving homeless people. The van also does special events. In an interview, Library Technician Taylor Benson, who staffs the van each weekday, related how having the van out in the community has caused a real awakening — introducing the library to many residents and reintroducing it to others who hadn’t used the library in years. With a snazzy design, an awning to provide shade, and lots of book carts offloaded with an electric lift, the van attracts a lot of attention wherever it goes. At the senior public housing sites, the van was a huge hit from the start. It was lockdown time, and according to Benson, residents were really excited just to see someone from the outside, but they also really appreciated being

At the Neighborhood Navigation Center stops, where multiple entities provide services each week to homeless individuals, the van offers books, free Wi-Fi, access to computers, printing services, and digital assistance, including help filling out forms, to some of the community’s most vulnerable residents. The visits at the parks, according to Merza, are great for families, some of whom have shared that they follow the van to the different parks. In addition to books and services, the van also has brought library programs, such as Stay and Play, Story Time, and a multitude of one-time programs, to various sites across town. At Harding Elementary School on the Westside, kids are always excited to visit the Library on the Go, Benson said, and there can be as many as 150 kids checking out a book. As with all the stops, the selection of books is specially curated for the stop, and staff strives to provide different books each time it visits a particular location. On his way home at the end of the day, Benson shared, he often finds himself smiling as he reflects back on how fulfilling the day’s Women Who Care Book Club member and Women’s Fund member Gail Elnicky stops were. with African Book Club member Thea Van Tonder By summer 2023, the library is hoping to acquire a second, smaller, all-electric vehicle, for which it has received significant state funding, but it still needs another $40,000 for the $200,000 vehicle. The new vehicle will support additional outreach efforts for youth and families in parks, schools, and after-school programming sites, focusing on underserved areas. Merza shared how this zero-emission vehicle will not only support the City’s Climate Action Plan but also provide a teaching opportunity on zero emissions. What Is Proposition 19? Q: Can you explain Proposition 19, passed by California voters in November 2020? It has a lot of moving parts. What is it about, and how does it affect California real estate?
to approve Proposition 19. This proposition was named “The Home Protection for Seniors, Severely Disabled, Families, and Victims of Wildfire or Natural Disaster Act.” The proposition has numerous components and is currently being digested by the populace. Was it clearly understood by the California voters? The California Association of Realtors (CAR) backed Proposition 19. CAR’s historic involvement dates to Propositions 60 and 90. Proposition 60 was passed by California voters in 1986. It allowed property owners 55 and older to sell their primary residence within their county and transfer their low property tax base to a new purchase. It encouraged older and long-time homeowners to sell their greatly appreciated house and keep their property tax savings. Proposition 90 was passed in 1988 as an adjunct to Proposition 60. It allowed homeowners to sell their home in one county and transfer their low tax base to another California county. There was, however, a serious flaw in Proposition 90. California counties had the option to opt out of accepting other counties’ tax base transfers. Santa Barbara County, for example, declined to accept low tax base transfers. In fact, out of the 58 counties in California, only 10 accepted low property tax transfers. They were not minor counties: Alameda, Los Angeles, Orange, Riverside, San Bernardino, San Diego,

Proposition 19 is great for seniors who want to sell their home and keep their low property tax basis, but perhaps not so good for the adult children of these seniors. A: On November 3, 2020, California voters narrowly voted
San Mateo, Santa Clara, Tuolomne, and Ventura all accepted the tax base transfers. CAR tried to persuade the other 48 counties to accept low tax base transfers. In 2018, CAR backed Proposition 5, which would have allowed homeowners 55 and older to transfer their tax base to any county in California, any number of times they wanted to do so. Prop. 5 was labeled by the opposition as a gross business grab by the Realtors and was defeated. Proposition 19 allows seniors to transfer their low property tax base on their primary residence to any county in California. Furthermore, they can do this transfer up to three times in their lifetime. The compromise CAR made to get Proposition 19 passed was a large tax increase to the heirs of some homeowners. Proposition 19 was promoted as saving money for homeowners 55 and older when they transferred their tax basis. Did the voters understand they were also sacrificing their real estate heirs in the process? Over the decades, hundreds of thousands of Californians have inherited their parents’ primary residence and kept their parents’ low tax basis. Proposition 19 states the only way the inherited homes can maintain their low tax basis is if one of the heirs lives on the property. If the property becomes a rental, current value property taxes must be paid by the heirs. It is anticipated Proposition 19 will add $2

THE PROBLEM WITH RENT CONTROL – IT DIVIDES OUR COMMUNITY

So what is this database really for? It is getting impossible to be a housing provider. People want stability in the rental market, but rent control is not the way. These measures are discouraging housing providers from continuing in the business and it will reduce the already low rental housing stock. Instead of punishing those that provide housing in our community, our City Council should be prioritizing education. As an old adage goes “what you don’t know, you don’t know”. We need to ensure that both private parties (tenant and housing provider) understand their rights and responsibilities. This will allow each to have open conversations and resolve disputes. We should be empowering all members of our community instead of creating victims and villains. We need to focus on positive solutions instead of dwelling on policies that just don’t work.
