An American Colonial Home with a Storied Past

The home at 111 West Valerio Street has one of the most varied histories of all the homes I’ve written about in this column. It’s been a boarding school for girls, a dormitory, and several different inns, as well as a private home.

It was designed by a local architect who had a diverse history himself. In addition to designing a number of homes here, including the Glendessary mansion in Mission Canyon, he was also a poet and a playwright.

The home is a Structure of Merit, one of only a handful in Santa Barbara built in the American Colonial Revival style. It sits on the southwest corner of Valerio and Chapala streets, where a small one-story cottage once sat.

The Cottage Is Moved

According to an 1892 map, there was a one-story cottage on the Chapala Street side of the property. About 1894, the cottage was moved, according to property owner Hannah Cushing Moor. The present home was built on the Valerio Street side of the property. The cottage may still be located somewhere in the neighborhood.

Hannah and her sister Rebecca Spring Moor were daughters of a prosperous Maine farmer. They settled in Santa Barbara around 1885. Their northeastern U.S. connection may explain why this home was built in the American Colonial Revival style. The sisters probably brought with them their idea of what style of house they wanted.

The home’s architect, Samuel Marshall Ilsley, seemed to be a friend of the sisters and sometimes lived in the home. Ilsley designed multiple homes in Santa Barbara. He had a degree in architecture from the Massachusetts Institute of Technology (MIT). His obituary in 1946 noted that,

“He was architect for many of Santa Barbara’s finest older homes.” Ilsley had also served as president of the Santa Barbara Public Library and president of the Community Arts Association.

Another East Coast connection with this home is that Daniel Hill, who built the Hill-Carrillo adobe at 11 East Carrillo was from Massachusetts, just a short drive from Cambridge where MIT is located. Hmmm. I hear you asking: What could possibly be the connection between the 1825 adobe on Carrillo and the 111 West Valerio Street home? My answer is: Check the doorway surrounds of these two homes. Both have very similar wood trim around the front door.

A Girls’ School Is Born

In 1902, two teachers from San Francisco moved into the home and established Santa Barbara’s first boarding school for girls called the Blanchard-Gamble School. The founders were Elizabeth Blanchard and Mary Elizabeth Gamble. The school’s goal was to prepare young women for elite East Coast colleges. In addition to their studies, the students

also participated in interesting outdoor activities. In 1907, a group of students and teachers from the school traveled on horseback up the San Marcos Pass, visited the Cold Spring Inn, and the Painted Cave.

After about 10 years, the school had outgrown this location and moved to another site. For a while, the home was a private residence. Then, in 1939, an ad in the local paper advertised a boarding house at this address called “The Vine Guest House for the convenience of those desiring an exclusive, refined, quiet home.”

In the 1960s, this address was the location of “The French Belgian Boarding House Excellent food.” If French food was not to your taste, the ad also noted “One block to Blue Onion restaurant.” The IHOP restaurant is there now.

In the 1980s and 1990s, the 111 West Valerio address was the location of the Bayberry Inn and Valerio Manor. Today, this address is a family home with a large private backyard, spacious living areas downstairs, and an amazing six fireplaces. The present homeowners, who asked not to be identified, said that the historic aspect of the home was very appealing to them. They knew that it was a Structure of Merit, but that was not a concern for them.

Planned Parenthood Hosts Birds and Bees Bash

On April 29, Planned Parenthood CA Central Coast (PPCCC) hosted its annual Birds and Bees Bash in the Rotunda at the Hilton S.B. Beachfront Resort. With abortion rights under attack across the nation, enthusiasm ran high among the 375 guests. The event netted more than $425,000 to support PPCCC’s sexual and reproductive health services at its six centers in the tri-county area. Pacific Pride Foundation received the annual Community Partner Award.

After an extended cocktail reception, guests were seated for dinner and the program. President and CEO Jenna Tosh explained how PPCCC is laser-focused on health equity, which includes providing high-quality care with respect and without judgment and working to close health disparities in our communities.

Tosh remarked on how the LGBTQ+ community experiences worse health outcomes and has less access to care than others. With the MPox (monkeypox) outbreak last summer, which primarily affected segments of the LGBTQ+ community, PPCCC joined forces with Pacific Pride Foundation (PPF) and others to inform, test, treat, and vaccinate, which largely stopped MPox on the Central Coast.

Another collaboration with PPF was on PPCCC’s community needs assessment on improving access to LGBTQ+ health care. Undertaken five years ago, the assessment has led to impactful changes, including the start of gender-affirming care. It also led to increased access to sexually transmitted infection (STI) testing and treatment and the start of the provision of HIV prevention medication. In honoring PPF, Tosh expressed gratitude to the nonprofit and its executive director, Kristin Flickinger, for the partnership and for all PPF does for health equity in the community.

Turning back to Planned Parenthood, Tosh explained how its health centers provide birth control, STI testing and treatment, breast and cervical cancer screening, vaccinations, gender-affirming hormone care, and abortion services. Its services are open to everyone, regardless of their ability to pay.

Tosh lamented the Dobbs decision last June, the abortion bans in 18 states that followed, and actions by antiabortion activists and politicians to bring bans to other states. In California, including the Central Coast, there

has been an influx of patients from other states seeking care. Thanks to donor support, Tosh related that PPCCC was able to implement an abortion navigation program for those seeking care and an Abortion Justice Fund to help pay for the procedure and for travel expenses. Since Dobbs, PPCCC has provided abortion care to on average five to 10 out-of-state patients each month, including from Texas and Florida. Since last July, it has provided financial assistance for abortion care to 224 patients (both CA and out-of-state patients).

Tosh noted the growing threat posed by anti-abortion activists and extremist judges, pointing to courts challenging the FDA’s approval of mifepristone and a meritless lawsuit against Planned Parenthood in Texas and nationally for Medicaid fraud.

Despite all this, Tosh maintained that guests should still have hope, pointing to Americans’ firm support of reproductive freedom, with all five state ballot initiatives and one critical judicial race in Wisconsin favoring reproductive rights. California and two other states codified abortion rights last year. Hope is warranted also “because every day, dedicated abortion providers, patient navigators, and staff and volunteers … are collaborating to help patients overcome seemingly insurmountable barriers to care. … We will never stop fighting.”

In a video, one PPCCC clinician shared that what has always stood out to her about Planned Parenthood is how much of a safety-net organization it is. When she worked at other health centers, she would see patients often turned away, so she really appreciates the difference donations make.

The main event concluded with an entertaining song and dance drag performance by the Vivian Storm Experience, which also performed at the After-Party, a party that drew dozens more attendees.

In the 2021/22 fiscal year, PPCCC served 25,600 patients at its six centers between San Luis Obispo and Thousand Oaks. In S.B. County, it has centers in Santa Barbara and Santa Maria. Of its $22.5 million in revenue that year, 78 percent came from patient services and less than one percent from investment, leaving a significant gap to be filled by fundraising. A separate entity, the Planned Parenthood Central Coast Action Fund, engages in advocacy.

Slow Water Movement to Counter Drought and Floods

For approximately a hundred years, our civilization has developed approaches to speed water away. Increasingly frequent and severe floods and droughts lead to higher levees, bigger drains, and longer aqueducts. We are beginning to learn, however, that increasing concrete infrastructure to control water is exacerbating the problem.

Erica Gies’s new book, Water Always Wins, focuses on the slow movement of water, essentially nature’s way, to absorb

floods, store water for droughts, and feed natural systems. California is adopting policies and laws to slow water movement in two ways in order to recharge our underground basins.

The first approach directs swollen rivers during periods of heavy precipitation into orchards and fields with permeable soils to slowly seep into aquifers. Since 65-80 percent of the Central Valley has clay soils, selecting only areas with permeable soil is critical for percolation and avoid-

ing harm to crops and trees. California’s Central Valley, and most specifically the San Joaquin Valley, has the most depleted groundwater basins. In some areas, overpumping and heavy use of groundwater have caused the land to sink by several meters. In 2014, the state legislature enacted the Sustainable Groundwater Management Act (SGMA). It requires farmers to treat aquifers like bank accounts, clamping down on overdrafts but allowing those who deposit water into them to make bigger withdrawals later. There are now actual groundwater banks with formal accounting systems to keep track of balances.

permeability in these valleys is so great that they can absorb 60 times more water than surrounding areas and channel it into aquifers.

The second approach is to utilize paleo valleys to recharge aquifers. Paleo valleys were gouged out in the Central Valley thousands of years ago by powerful Sierra glaciers. These hidden, mile-wide crevasses several hundred feet deep were subsequently filled with silting sand and gravel and finally topped with recent valley soil. Thus far, only three paleo valleys have been found. The state’s Department of Water Resources is engaged in a threeyear survey to find more of them using helicopters pinging the ground with electromagnetic signals to enable geological mapping deep below the surface. The

To use paleo valleys to store big rains, the land above must be conserved for groundwater recharge and not developed, a challenge in some places because of local jurisdictional control. The ROI from using this natural approach is 2-5 times greater than investing in other water control systems — a strong incentive for leaving them undeveloped. With reduced snowpacks in the Sierras (this year excepted), aquifers need to become the state’s predominant system of water storage. They have the capacity to store 8-12 times more water than all our surface reservoirs.

According to a 2021 study, even with climate change, the state has enough unmanaged surface water from rain and snow to resupply Central Valley aquifers now and into the future while making more water available to farmers, urban dwellers, and the environment.

Green researches local homes and their history for her column The Great House Detective, publishing monthly in the Independent She’s always looking for homes to investigate. T his c. 1900 home at 324 North Soledad Street was the only house on the block until 1917. Built on small hill between Montecito and Gutierrez streets, on what was then the outskirts of the city, this Queen Anne–style home probablyoverlookedthecitywhentherewerefewerhomes and trees in the area. Soledad (pronounced so-LAYdad) means “solitary” inTheSpanish.home is painted his- torically appropriate earth- tone colors that owners Chris Emanuel and Paul Lommen had carefully researched. The colors accentuate the home’s original details. The steep slope of its roofline marks it as an older home among the shallower slopes of the newer homes that surround it. The home’s crowning glory is the cheerful sun- burst motif that accents the front gable. This was a popular decoration for homes of this vintage.I’venoticeditonotherhomes here.Keepaneyeoutforitasyouwalk around. Built by a Pioneer Family The family of James Augustus Blood built the home. Blood and his wife, Mary Josephine Hall Blood, had trav- eled from Illinois by covered wagon in 1870 and settled in Santa Barbara. The Bloodfamilycameherebecausearela- tive, also named James A. Blood, had settledonafarminCarpinteriain1867. (Myresearchwasmadeespeciallychallengingbecause bothmensharedthesamenameanddiedwithinayear ofeachother.TheJamesA.Bloodwhobuiltthishome wasreferredtoasJamesA.Blood Junior to distinguish him from theCarpinteriafarmer,although the farmer was his uncle, not his father.) The Bloods raised six children in Santa Barbara several of whom spent their adult lives in this home. Chris learned from a neighbor that her home’s property had been much larger in the pastandthatthefamilyhadseveralfarmanimals.This wascorroboratedbya1909adthat foundinthelocal paperfora“milch”(milk)cowforsaleatthe324North Soledad home. A few months after the current owners moved into the home in 1990, woman knocked on the door and explained that her grandfather had built the home. Along with some information about the home’s past, she had a 1920s photo of the Blood family posed on the porch. A porch post can be seen next to the family members the same post that is there today. Also original to the home is the large pair of pocket doors separatingthefrontparlorfromthefamilyroom. Chris Emanuel remembers falling in love with the house 30 years ago. “When saw it, knew this was the one. The house has a very welcoming feel to it. It hasbeenverynicelyredoneandstillretainsalotofthe original character. There is a lot of very lovely woodwork throughout the house and a great old Mexican peppertreeintheback.” Please do not disturb the residents of 324 North Soledad Street.
