Overall, it really raises the level of accountability and makes us all more efficient.” Procore also helps homeowners stay very much in the loop, with notifications about weekly meeting agendas and follow-up summaries plus photo updates, notes, logs, reports, drawings, and documents all of it keyword searchable and accessible via smartphone, tablet, and desktop, adds Carlstedt. “That involvement really brings peace of mind to our clients, especially those who are physically not in town for days or weeks at a time.”

Parking Reform Is Happening Across America

The expectation and reality of cheap and abundant parking across our country has increased housing costs, congested our streets, and damaged our environment. Municipal ordinances requiring parking minimums or mandates force builders to create a substantial amount of parking with every new home, office, shop, or school. These spaces cost a lot to build

and maintain. Moreover, they sit empty much of the time. The case can be made that such parking mandates have been a key contributor to urban sprawl. The single largest land use in every American city is parking. Free abundant parking encourages driving and two-car households. Mandated parking limits density. Contrast America with Europe, where density is prioritized, and parking is limited.

Parking policy is changing, however. Minneapolis, San Francisco, Buffalo, Hartford, Austin, San Jose, and Portland have all eliminated parking requirements in the past decade. The COVID pandemic accelerated change by exposing the paucity of outdoor public spaces. Restaurant tables blossomed in thousands of parking spaces in American cities. Santa Barbara closed State Street to cars and allowed restaurants to create outdoor eating spaces on streets. As parking mandates have lessened in California, accessory dwelling units (ADUs), which are permitted without mandated parking, have flourished and now account for one-in-five new housing units statewide. Another California initiative, enacted in 2022, prohibits parking minimums for buildings within half a mile of major transit stops.

Underpriced parking i.e., subsidized parking undermines the quality of walking, biking, and transit; worsens air and water quality; increases traffic congestion, fuel consumption, and global warming; raises the cost of housing; inhibits the building of affordable housing; and covers valuable urban land with asphalt and concrete. Numerous studies have confirmed these results.

Santa Barbara is moving in the right direction. The most recent multipleunit housing projects have fewer parking spaces, and some even give priority to downtown workers who can walk or bike to work. Some local parking lots are being transitioned into housing complexes. We are beginning to decouple parking from living units, making rents and real estate more affordable.

Parking is a public good and needs to be managed for the public good. We support cars and parking with almost every commercial transaction we make, because a small share of the dollars changing hands goes to parking less now than in the recent past. People who walk, bike, or take public transit are bankrolling those who drive and park.

Good parking policy encourages the things we say we want from our cities: walkable neighborhoods, attractive architecture, more trees and vegetation, and clean, safe streets.

Built on a small hill between Montecito and Gutierrez streets, on what was then the outskirts of the city, this Queen Anne–style home probablyoverlookedthecitywhentherewerefewerhomes and trees in the area. Soledad (pronounced so-LAYdad) means “solitary” inTheSpanish.home is painted his- torically appropriate earth- tone colors that owners Chris Emanuel and Paul Lommen had carefully researched. The colors accentuate the home’s original details. The steep slope of its roofline marks it as an older home among the shallower slopes of the newer homes that surround it. The home’s crowning glory is the cheerful sun- burst motif that accents the front gable. This was a popular decoration for homes of this vintage.I’venoticeditonotherhomes here.Keepaneyeoutforitasyouwalk around. Built by a Pioneer Family The family of James Augustus Blood built the home. Blood and his wife, Mary Josephine Hall Blood, had trav- eled from Illinois by covered wagon in 1870 and settled in Santa Barbara. The Bloodfamilycameherebecausearela- tive, also named James A. Blood, had settledonafarminCarpinteriain1867. (Myresearchwasmadeespeciallychallengingbecause bothmensharedthesamenameanddiedwithinayear ofeachother.TheJamesA.Bloodwhobuiltthishome wasreferredtoasJamesA.Blood Junior to distinguish him from theCarpinteriafarmer,although the farmer was his uncle, not his father.) The Bloods raised six children in Santa Barbara several of whom spent their adult lives in this home. The most prominent was Alice Mabel Blood, who was anaccomplishedpainterandhad beenSaintBarbaraandtheFesti val Queen in the Flower Festival parades of the 1890s. In his newspaper column in 1971, he wrote that in the 1880s, the firm ofBloodandKnightputahugesignonthe side of a building facing Stearns Wharf that read: “BLOOD AND KNIGHT, UNDERTAKERS. COFFINS AT LOW PRICES.”“SincemanyofSantaBarbara’s winter visitors in the 1880s were in their terminal illnesses, the advertising of Blood and Knight not too euphoni- ous a name in itself was enough to chillthemarrow.Sovociferouswerethe civic protests, that the controversial sign was finally removed.” HistoryfromNearandFarIt pays to network when you are curious about the history of your house. Chris learned from a neighbor that her home’s property had been much larger in the pastandthatthefamilyhadseveralfarmanimals.This wascorroboratedbya1909adthat foundinthelocal paperfora“milch”(milk)cowforsaleatthe324North Soledad home. A few months after the current owners moved into the home in 1990, a woman knocked on the door and explained that her grandfather had built the home. Along with some information about the home’s past, she had a 1920s photo of the Blood family posed on the porch. A porch post can be seen next to the family members the same post that is there today. Also original to the home is the large pair of pocket doors separatingthefrontparlorfromthefamilyroom. Chris Emanuel remembers falling in love with the house 30 years ago. “When I saw it, knew this was the one. The house has a very welcoming feel to it. It hasbeenverynicelyredoneandstillretains lotofthe original character. There is a lot of very lovely woodwork throughout the house and a great old Mexican peppertreeintheback.” Please do not disturb the residents of 324 North Soledad Street.
