COVER STORY

OH SO MANY! “Every year, I question what our little paper has to offer for a year-end wrap-up,” said longtime Indy Photo Editor Paul Wellman as he put together this week’s issue. “But then, I struggle to pare down the hundreds of images we should run.” With help in 2014 from performing arts photo czar David Bazemore and Scene in S.B. shooter Caitlin Fitch, Wellman and team covered world-class entertainers, championship sports, life-changing news, and everything in between. “And best of all,” Wellman said, “most of the assignments are bike-able.”

Your Year,

Our Pictures The Santa Barbara Independent’s photographic review of 2014

Photos by Paul Wellman unless otherwise noted

W

hen future generations look back on how Santa Barbara lived through 2014, the record will be dominated by unspeakable tragedy, due to the mass killings that a young madman perpetrated upon the residents of Isla Vista on the Friday night of Memorial Day weekend. Violent incidents will always grab headlines, even in history books, but what may be missed by those look-

ing back at the year that’s passed is how the greater Santa Barbara community coalesced around the rampage and emerged stronger and a bit more together on how to move carefully into the future. As a casual look through these pages will reveal, the quality of life enjoyed by Santa Barbarans carried forth in the face of such sadness. From our love of the great outdoors to our passion for sports and arts to our limitless appetite for politics, environmental

debates, and the unique personalities who make our community thrive, these elements shined with brighter light than ever in 2014, as if to drive out the darkness of May 23. Take that to heart as you enjoy this collection of our favorite photographs from 2014, almost all shot by our longtime staff photographer Paul Wellman. Then start plotting on how best to enjoy 2015.

further education. She worked on food preservation methods at Florida State University in the Department of Food Science and Nutrition, and then transferred to the Biochemistry Department of the University of Illinois, UrbanaChampaign, where she met Franklin Yih Cheng. On September , , the couple was married by Rev. Snyder in a double ceremony, along with her older brother, Sidney, and Elaine Pardue, at the First United Church of Christ. After earning her M.S. and a stint in a biochemistry lab at Northwestern University, she was accepted to several Ph.D. programs, and at the encouragement of Sidney, the couple moved to the University of Wisconsin, where she conducted some of the early work on DNA and control of gene expression. She balanced motherhood with long hours in the research lab, and still managed to send what little extra money she had to help support her siblings. After she received her Ph.D., the couple settled in Rolla, Missouri, where Franklin had taken a professorship. Bea was a proud and hardworking mother to her two children, playing a huge role in their personal, emotional, and academic growth. Although she was offered a position at the National Institutes of Health, and later did a postdoctoral fellowship at St. Louis University, she ultimately chose her family over career. She taught anatomy at Rolla High School, and managed the pathology and clinical laboratory at Fort Leonard Wood and the chemistry laboratory at the University of Missouri-Rolla. An avid reader of biotechnology and financial news, she also took joy in a few of her childhood pastimes including sewing, crocheting, and also inventing puzzles and whimsical games. Above all she delighted in time with family. At birthdays and holidays, she was known for devising elaborate schemes to surprise her loved ones. In , Bea began her journey with non-Hodgkin’s lymphoma. She fought courageously through multiple treatment regimens during the past six years. Through her illness, she continued to support her children in Santa Barbara and Toronto, providing strength and emotional support for her four grandchildren. Bea was a member of the First Presbyterian Church of Rolla. She is survived by her husband, Franklin; brothers, Sidney, Hsu-kwang, Hsu-ming, Hsu-cheng; sisters Louise, Margaret, Mei-yu; son, George (Annie Pham-Cheng);

daughter, Deborah (Craig Simmons); and grandchildren, Alex and Camille, and Natalie and Owen. Special thanks to Dr. Daniel Greenwald, nurses, and staff at the Cancer Center of Santa Barbara and staff at Visiting Nurse & Hospice Care. Funeral services and a celebration of life will be held at Santa Barbara Cemetery Chapel on January , , at :pm. Online condolences may be offered at http://www.mcdermottcrockett.com/obituaries/ Pi-Yu-Cheng-/. In lieu of flowers, memorial contributions may be made to the Cancer Center of Santa Barbara with Sansum Clinic (Clinical Research Program) or the Leukemia and Lymphoma Society. Arrangements entrusted to McDermott-Crockett Mortuary.

Deborah Regina Mills // – //

Deborah was born June th,  in New York to James and Mary Mills. She was raised as one of eight children, in Keyport, NJ. After high school, Deborah moved to Santa Barbara, CA with her best friend, JoAnne Laconte. There, she met her now former husband, Wonono Rubio, and they had  children, Amua, Neftali, and Maliya, who live in the Bay Area. She earned her BA in Sociology at UCSB and later her MS in Social Work and Public Administration from Sacramento State. As a student, she attended the UN’s Earth Summit in Rio de Janeiro in  and, as part of a special delegation of women sent from CSUS, the UN’s th World Conference on Women in . After graduating from CSUS, she was the Executive Director at one of the oldest community centers in Sacramento, The Washington Neighborhood Center. She led programs for youth and families and instituted an open community art wall, establishing a place for local graffiti artists to peacefully share their creative expression in a public format. In  she moved back to Santa Barbara, where she lived for the rest

of her life. Deborah’s passions included community advocacy, dancing, singing, songwriting and playing the guitar. She loved to laugh, cook, eat and share each of these with family and friends. She had a beautiful smile and a magic that touched many lives along her journey. Deborah’s care for others and community service didn’t stop even when she became homeless in . We would like to express our gratitude to the incredible staff of Sarah House for providing a place where Deborah could complete her journey, surrounded by those who loved her and whom she loved. Deborah Mills passed away peacefully, with her daughters by her side, on the evening of December th, . A celebration of her life is planned for pm on Saturday, //, at the north end of Leadbetter Beach in Santa Barbara. For info please email her daughters at celebratingdeborah@ gmail.com. In lieu of flowers, please contribute to Sarah House, www.sarahhousesb.org.

Delia Elizabeth Raabe  – 

Born at St. Francis Hospital, Santa Barbara, on October , , Susan Conlon Raabe and George A. Raabe welcomed Delia as their eighth daughter to a complementary three sons. She attended Monte Vista and La Colina JH prior to Susan’s premature demise in , subsequently living with relatives in San Diego. Emancipated at sixteen, sent early into the world, she had a good nature and

optimism that pulled her through adversity time and time again. The disciplines of Tai Chi and Kung Fu were useful through life’s vagaries. DeDe accomplished many dreams: silversmithing in Ireland, travel to Europe, spiritual sites, and music events. Nothing held her from a course once set—on her own terms, in her way and time. Sweet and sympathetic, she encouraged others as well. Strength built on resolve, she sought to excel. A discerning QC specialist, DeDe was notably employed by companies such as Cordis, Johnson & Johnson, Microsoft, and Boeing. On December , in respite care near her home in Seattle, she passed quietly, too soon, from cancer, survived by her eight sisters, four brothers, and extended families.

Lynn T. Burtness

// – //

Lynn Burtness passed away on December nd, , after a valiant fight with Leukemia. A celebration of her life will be held on Thursday, January th, at El Montecito Presbyterian Church at  PM. In lieu of flowers, donations can be made to the Santa Barbara High School Alumni Association or the Santa Barbara Woman’s club endowment fund.

1. Long before fixies arrived on the scene, Ralph Fertig worked tirelessly to improve road access for cyclists. 2. Luis Goena got the folk-dance scene hopping more than 40 years ago, and it’s still going. 3. Always the first one in the water, UCSB water polo player and elite athlete Nick Johnson blacked out while swimming and died at just age 19. 4. Barry Spacks proved that poetry could be fun, joyful, sexy, and mischievous, not just scholarly, opaque, and elusive. 5. Joy Parkinson turned the Audubon Society into a potent political force in the wake of the 1969 oil spill and made sure Goleta’s Lake Carneros wasn’t wiped off the map. 6. Louise Hanson was a force to be reckoned with as a rancher, but as a champion of open space, she’s left behind a profound legacy. 7. As long as Tom Sneddon was district attorney, he owned the office, giving his staff enough independence necessary to do it their way but enough fear to ensure they did it right. 8. Goleta City Councilmember Jonny Wallis was not one to raise her voice when it came to growth and development; sensible people learned to listen when she spoke. 9. Elephant seals, theater, environmental dreamers, and the great outdoors — editor and writer Joan Crowder loved them all. 10. Arts philanthropist Léni Fé Bland loved music to an exceptional degree and, to astonishing extent, put her money — and her wit — where her heart was. 11. Although there was a Rose Café before Agnes Guevara (seen here holding her 2014 Indy Foodie Award) arrived on the scene — and it continues after her departure — she was the Rose Café, creating an old-school Mexican restaurant where the heart of old-school Santa Barbara still eats.

Tempers flared when endangered steelhead trout wound up dead because the federal Bureau of Reclamation’s pumps failed, so the bureau’s Michael Jackson (center) and Pablo Arroyave (right) sought to cool things down. 4. Montecito’s extravagant water demands outweighed their tiny storage basins, so the wealthy district adopted strict rationing. Larry Reiche spent $200,000 to cut his water consumption but still faced a $781 fine because of a leaking dishwasher. 5.When Montecito’s vast green lawns turned brown, trucks like these started showing up, laden with water pumped from private wells in Carpinteria, where water officials then demanded a moratorium on the practice.

After shooting him with a nonlethal projectile, they took him into custody for punching an elderly relative and a puppy. 3 & 4. After three years of exhausting legal foreplay, a team of prosecutors (left) tried to convince Judge Colleen Sterne that Santa Barbara needed a gang injunction. Standing in their way was defense attorney Tara Haaland-Ford (right), then recovering from stage IV colon cancer, whose team ultimately persuaded Sterne to reject the proposed injunction. 5. Former city attorney Barry Cappello argues that Santa Barbara city councilmembers should be decided by district rather than by the current at-large elections. With no legal defense, the city will likely move that way in 2015. 6. Three people were killed in a crash along Highway  in April. 7. MOVIE GUIDE

Edited by Aly Comingore

The following films are playing in Santa Barbara FRIDAY, JANUARY , THROUGH THURSDAY, JANUARY . Descriptions followed by initials — AC (Aly Comingore), JF (Jackson Friedman), and DJP (D.J. Palladino) — have been taken from our critics’ reviews, which can be read in full at independent.com. The symbol • indicates the film is recommended.

FIRST LOOK

✯ Interstellar

(169 mins.; PG-13: some intense perilous action, brief strong language)

SCREENING

✯ Big Eyes (105 mins.; PG-13: thematic elements, brief strong language) It’s been a long time since Tim Burton made a movie this good. In fact, most of his post-’90s projects (after Mars Attacks!) have felt diffuse. Burton’s passion for oddball artists — from Edward Scissorhands to Ed Wood — was what made him eloquent and motivated his rich visual style. His Hollywood projects like Planet of the Apes and Dark Shadows just seemed like hackwork he was trying too hard to mold into crazy fun. On the flip side, Big Eyes seems modest. It not only returns Burton to his grand topic of the rewards and punishments doled out to creative but also finds him in a much more forgiving mood. The star of this film stands up for her voice, and eventually the world bends around her gifts. The world in question is 1950s California, and the star is Margaret Keane (Amy Adams), who created an unlikely fad with her kitschy paintings of children with enormous peepers. But it’s also the story of Keane’s husband, Walter (Christoph Waltz), who manipulated his wife while making her work popular by passing it off as his own. Burton’s self-maiming artist figure in this film is split into two characters. The film is restrained and sometimes downright awkward, and the inclusion of Danny Huston as narrator suggests that the story may have gotten away from the director. Still, we are left with a surprisingly sweet tale from the authentic world of Burton — a creepy gift celebrated large. (DJP) Plaza de Oro

Above and Beyond (90 mins.; NR) This documentary chronicles a group of World War II pilots who volunteered to fight for Israel in the 1948 War of Independence. Wed., Jan. ,  and :pm, Plaza de Oro

NOW SHOWING Annie (118 mins.; PG: some mild language, rude humor)

A foster kid has her life turned around when a business tycoon and politico makes a ploy to take her in. Fairview/Fiesta 

Exodus: Gods and Kings (150 mins.; PG-13: violence including battle sequences and intense images)

Moses (Christian Bale) rises up against Pharaoh Ramses, setting 600,000 slaves on a path out of Egypt. There’s little to pin your cinematic hopes on in this epic folderol. Even the special effects seem to pale in comparison to the pre-computer Cecil B. DeMille version. (DJP)

✯ Inherent Vice

(148 mins.; R: drug use throughout, sexual content, graphic nudity, language, some violence)

In 1970s Los Angeles, a detective investigates the disappearance of his ex-girlfriend. This ecstatically good version of Inherent Vice not only captures author Thomas Pynchon’s dominant moods and most of his ideas, but it also works as a piece of unexpectedly fine and unconventional filmmaking. (DJP) Paseo Nuevo

Selma (127 mins.; PG-13: disturbing thematic material including violence, a suggestive moment, brief strong language)

David Oyelowo stars in this historical drama about Dr. Martin Luther King Jr.’s 1965 campaign to secure equal voting rights. Arlington (Opens Thu., Jan. , ) Taken 3 (109 mins.; PG-13: intense sequences of violence and action, brief strong language)

A retired government operative is accused of a murder he didn’t commit. With authorities in pursuit, he sets out to find the true killer and clear his name. Camino Real/Fiesta  (Opens Thu., Jan. , )

The Woman in Black 2: Angel of Death (98 mins.; PG-13: some disturbing and frightening images, thematic elements)

Forty years after the first haunting at Eel Marsh House, a group of young WWII escapees arrive, awakening the house’s darkest ghost. Camino Real/Fiesta 

✯ Into the Woods

(124 mins.; PG: thematic elements, fantasy action and peril, some suggestive material)

A witch (Meryl Streep) recruits a childless baker and his wife to reverse the curse that was placed on his family tree. Despite some Disneyfication, Into the Woods is a solid adaptation of the Sondheim musical, with messages for kids and adults alike. (JF) Camino Real/Paseo Nuevo Night at the Museum: Secret of the Tomb (98 mins.; PG: mild action, some rude humor, brief language)

Fariview (D)/Metro  (D)

When the magic that brings the museum exhibits to life starts to fade, Larry (Ben Stiller) unites his historical friends for a trip around the world. Fairview/Fiesta 

(134 mins.; R: some drug use,

✯ The Theory of Everything

✯ Foxcatcher a scene of violence)

This true-life story follows wealthy heir John du Pont as he meets and coaches a young wrestler in the months leading up to the 1988 Olympic Games. Three chillingly good performances, combined with Bennett Miller’s taut pacing and direction, make Foxcatcher one of those magical cinematic perfect storms. (AC)

(123 mins.; PG-13: some thematic elements, suggestive material)

James Marsh directs and Eddie Redmayne stars in this story about the early life and trials of physicist Stephen Hawking. While Marsh’s sure-handed direction and Redmayne’s knockout performance anchor the film, it’s Felicity Jones as Jane Hawking that really sets Theory apart. (JF)

Plaza de Oro

The Gambler (111 mins.; R: language throughout, some sexuality/nudity)

PREMIERES

A group of explorers use a newly discovered wormhole to travel farther than human space travel ever once thought possible. Christopher Nolan directs and Matthew McConaughey stars. Stunning visuals and stellar performances more than make up for Nolan’s sometimes overambitious moments. (JF) Fiesta 

Mark Wahlberg portrays a professor and gambler who’s struggling with debts and carrying on an affair with one of his students. Camino Real/Metro  The Hobbit: The Battle of the Five Armies (144 mins.; PG-13: extended sequences of intense fantasy action violence, frightening images)

Bilbo and his crew are forced into a war to keep a darkness from obliterating all of Middle Earth. The padding out of what was once a nice little adventure book isn’t boring, but it frequently seems pointless. Arlington (D)/Camino Real (D)/ Fiesta  (D and D)

The Hunger Games: Mockingjay, Part 1 (123 mins.; PG-13: intense sequences

Metro 

• Top Five (101 mins.; R: strong sexual content, nudity, crude humor, language throughout, some drug use)

A comedian (Chris Rock) tries to make it as a serious actor after his reality-star fiancée convinces him to get married on live TV. Top Five works even though it shouldn’t, drawing from the fast and shrewd observations of a great comic artist who knows when to mix romance into the punch lines. (DJP) Fiesta 

After the death of her mother and the end of her marriage, a woman embarks on a solo 1,100-mile hike along the Pacific Crest Trail. a&e | ROB BREZSNY’S FREE WILL ASTROLOGY WEEK OF JANUARY  ARIES

CAPRICORN

(Mar. 21-Apr. 19): Most salamanders reproduce by laying eggs, but the alpine salamander doesn’t. Females of that species give birth to live young after long pregnancies that may last three years. What does this have to do with you? Well, I expect you to experience a metaphorical pregnancy in the coming months. Even if you’re male, you will be gestating a project or creation or inspiration. And it’s important that you don’t let your incubation period drag on and on and on, as alpine salamanders do. I suggest you give birth no later than July.

TAURUS (Apr. 20-May 20): Maybe you have had a dream like this: You’re wandering around a house you live in, and at the end of a long hallway, you come to a door you’ve never seen before. How could you have missed it in the past? It must have been there the whole time. You turn the knob, open the door, and slip inside. Amazing! The room is full of interesting things that excite your imagination. What’s more, on the opposite wall there’s another door that leads to further rooms. In fact, you realize there’s an additional section of the house you have never known about or explored. Whether or not you have had a dream like that, Taurus, I’m betting that in 2015, you will experience a symbolically similar series of events in your waking life.

GEMINI (May 21-June 20): The Greek god Zeus had seven wives. Themis, Leto, Eurynome, and Hera were among them. Another was his older sister Demeter, and a sixth was his aunt Mnemosyne. Then there was the sea nymph Metis. Unfortunately, he ate Metis — literally devoured her — which effectively ended their marriage. In 2015, Gemini, I encourage you to avoid Zeus’s jumbled, complicated approach to love and intimacy. Favor quality over quantity. Deepen your focus rather than expand your options. Most importantly, make sure your romantic adventures never lead to you feeling fragmented or Homework: Send me a list of your top five New Year’s resolutions. I’m at Truthrooster@gmail.com.

divided against yourself. This is the year you learn more than ever before about what it’s like for all the different parts of you to be united.

it? Here’s what I think: only if you’re interested in its potential role in your future, not because of a nostalgic attachment.

CANCER

LIBRA

(June 21-July 22): Here are three of my top wishes for you in 2015: You will have a clear, precise sense of what’s yours and what’s not yours … of what’s possible to accomplish and what’s impossible … of what will be a good influence on you and what won’t be. To help ensure that these wishes come true, refer regularly to the following advice from Cancerian author Elizabeth Gilbert: “You need to learn how to select your thoughts just the same way you select your clothes every day. That’s a power you can cultivate. If you want to control things in your life so bad, work on the mind. That’s the only thing you should be trying to control.”

(Sept. 23-Oct. 22): “Nothing brings people closer than business,” said composer Arnold Schönberg. You could be living proof of that hypothesis in 2015, Libra. Your drive to engage in profitable activities will be at a peak, and so will your knack for making good decisions about profitable activities. If you cash in on these potentials, your social life will flourish. Your web of connections will expand and deepen. You will generate high levels of camaraderie by collaborating with allies on productive projects.

LEO (July 23-Aug. 22): Author Robert Moss has published 27 books. When he talks about the art of launching and completing big projects, I listen attentively. There’s one piece of advice he offers that would be particularly helpful for you to keep in mind throughout the first half of 2015. “If we wait until we are fully prepared in order to do something, we may never get it done,” he says. “It’s important to do things before we think we are ready.” Can you handle that, Leo? Are you willing to give up your fantasies about being perfectly qualified and perfectly trained and perfectly primed before you dive in?

VIRGO (Aug. 23-Sept. 22): The fish known as the coelacanths were thought to have become extinct 66 million years ago. That was when they disappeared from the fossil record. But in 1938 a fisherman in South Africa caught a live coelacanth. Eventually, whole colonies were discovered in the Indian Ocean off the east coast of Africa and near Indonesia. I foresee a comparable phenomenon happening in your life during the coming months, Virgo. An influence you believed to have disappeared from your life will resurface. Should you welcome and embrace

SCORPIO (Oct. 23-Nov. 21): Deathwatch beetles have a peculiar approach to the mating game. Their seduction technique consists of smacking their heads against a hard object over and over again. This generates a tapping sound that is apparently sexy to potential partners. I discourage you from similar behaviors as you seek the kind of love you want in 2015. The first rule of romantic engagement is this: Sacrificing or diminishing yourself may seem to work in the short run, but it can’t possibly lead to lasting good. If you want to stir up the best results, treat yourself with tenderness and respect.

SAGITTARIUS

(Dec. 22-Jan. 19): Even in normal times, you are a fount of regeneration. Your ever-growing hair and fingernails are visible signs of your nonstop renewal. A lot of other action happens without your conscious awareness. For example, your taste buds replace themselves every two weeks. You produce 200 billion red blood cells and 10 billion white blood cells every day. Every month the epidermis of your skin is completely replaced, and every 12 months your lungs are composed of a fresh set of cells. In 2015, you will continue to revitalize yourself in all these ways but will also undergo a comparable regeneration of your mind and soul. Here’s my prediction: This will be a year of renaissance, rejuvenation, and reinvention.

AQUARIUS (Jan. 20-Feb. 18): “Sometimes I can feel my bones straining under the weight of all the lives I’m not living,” says a character in Jonathan Safran Foer’s novel Extremely Loud and Incredibly Close. If you have ever felt that way, Aquarius, I predict that you will get some relief in 2015. Your bones won’t be straining as much as they have in the past, because you will be living at least one of the lives you have wanted to live but haven’t been able to before. How will you handle all the new lightness that will be available?

PISCES

fat free fat free calories calories delicious delicious flavors flavors daily daily

(Nov. 22-Dec. 21): Dieterich Buxtehude (1637-1707) was a German composer whose organ music is still played today. He was a major influence on a far more famous German composer, Johann Sebastian Bach (1685-1750). When Bach was a young man, he decided it was crucial for him to experience Buxtehude’s music firsthand. He took a leave of absence from his job and walked over 250 miles to the town where Buxtehude lived. There he received the guidance and inspiration he sought. In 2015, Sagittarius, I’d love to see you summon Bach’s determination as you go in quest of the teaching you want and need.

(Feb. 19-Mar. 20): “Erotomania” is a word for the erroneous fantasies people entertain when they imagine that a celebrity is in love with them. Laughable, right? Just because I have dreams of Game of Thrones actress Lena Headey texting me seductive notes doesn’t mean that she genuinely yearns for my companionship. And yet most of us, including you and me, harbor almost equally outlandish beliefs and misapprehensions about all kinds of things. They may not be as far-fetched as those that arise from erotomania, but they are still out of sync with reality. The good news, Pisces, is that in 2015 you will have the best chance ever to become aware of and shed your delusions — even the long-running, deeply rooted kinds.

It’s that time of year when it’s easy to wake up after a night of nog, nips, and nosh to feel as if you’ve got 12 drummers drumming in your brain. Of course the best way to alleviate a hangover is to not get one, but immoderation during the holidays is harder to avoid than TV screenings of A Christmas Story. Enter Hangover Naturals, little candies that come in ginger, raspberry, and lime flavors that are touted as “drug free, natural ingredients, great tasting.” (Parallel grammar evidently doesn’t help right the hungover head.) Created by Nurse Noni, the lozenges do pack a host of vitamin supplements — for instance, just one provides 250 percent of your daily B12 — so that certainly can’t hurt. Not to mention the sucking itself gets your saliva going, and avoiding dry mouth is a boon for bad mornings. Order them via Internet for $3.95 a six‑pack. See HangoverNaturals.com. —George Yatchisin

PUBLIC NOTICE OF MITIGATED NEGATIVE DECLARATION As required by the California Environmental Quality Act, the California Department of Fish and Wildlife’s Fisheries Restoration Grant Program is providing Public Notice of the completion of a Mitigated Negative Declaration for a proposed project to enhance the capability of streams to produce anadromous salmonids by maintaining, restoring and improving stream habitat essential to salmonid production. Project Location: Various streams in Del Norte, Humboldt, Marin, Mendocino, Monterey, Napa, San Luis Obispo, San Mateo, Santa Barbara, Santa Clara, Santa Cruz, Siskiyou, Sonoma, Trinity, and Ventura counties. Description of Project: This project will use grant funds approved by the California Legislature to initiate activities that are designed to restore salmon and steelhead habitat in coastal streams and watersheds that historically produced large populations of salmon and steelhead. Activities will improve spawning success for adult salmon and steelhead as well as increase survival for eggs, embryos, rearing juveniles and downstream migrants. Bank stabilization treatments will reduce sediment yield to streams. Upslope road decommissioning or repair will also help address these widespread problems. The replacement of barrier culverts with bridges or natural stream bottom culverts will allow adult and juvenile salmonids access to additional spawning and rearing habitat. The installation of instream structures will recruit and sort spawning gravel for adult salmon and steelhead and create summer rearing pools and over-wintering habitat for juveniles. The mitigated negative declaration can be accessed online at http://www.dfg. ca.gov/fish/Administration/Grants/FRGP/Mit-Neg-Dec.asp. It is also available for review at the Department of Fish and Wildlife, 830 S Street, Sacramento, CA 95811; the Northern Region office: 1455 Sandy Prairie Ct, Suite J, Fortuna, CA 95540; the Bay Delta Region office: 5355 B Skylane Dr., Santa Rosa, CA 95403; the Central Region office: 20 Lower Ragsdale Dr., Suite 100, Monterey, CA 93940; and the South Coast Region office: 4556 Lampson Ave., Los Alamitos, CA 90720.
