So much of Indy Photo Editor Paul Wellman’s sense of timing comes across in the images featured in our roundup of the year’s notable moments. What the viewer feels, on the other hand, is what his subjects — and colleagues — all know so well: Paul’s talent for evoking a smile and capturing it in a relaxed flash. When asked for shooting advice, Wellman said, “It’s equal parts having a camera on you — including phone cameras — being there, luck, and practice.” From kids to cops and from on the street to on the stump, the images in this week’s cover story show how the year unfolded through our photographer’s lens.

Our Annual Photographic Trip Down Recent Memory Lane

y any reckoning, 2016 was an especially tumultuous year, even here in paradise. While the rest of the world grappled with refugee crises, jihadist terrorism, and civil wars, our nation came to terms — at least politically — with the dark night of its own soul. In California, some experienced relief from one of the worst droughts ever. Santa Barbara decidedly did not, however, and Lake Cachuma plunged to historic new lows. Throughout the state, climate change wiped out millions of trees, and fire season — once consigned to a few months — has become an all-year event. Santa Barbara was not immune to such challenges, and we experienced our own acute tragedy in the murders of respected doctor Henry Han; his wife, Jenny Yu; and their 5-year-old daughter, Emily. Their heartfelt memorial is pictured on this page.
But we held our heads high. While some called for the creation of a new border wall, Santa Barbarans, for the first time ever, elected a Latino to represent the district in Washington, D.C. Housing, as always, remains an acute problem, but there’s also new economic vitality. Our athletes made it to this year’s Olympics, the ever redoubtable Foresters won their World Series, great new restaurants opened while others shut down, and Santa Barbarans, as ever, let no opportunity to celebrate go to waste. As usual, The Santa Barbara Independent’s photo editor, Paul Wellman, defied all the laws of physics and managed to be everywhere at the same time, chronicling everything as it unfolded. — Nick Welsh courtesy

C. Patricia (Hall) O’Brien 10/22/23-12/17/16
C. Patricia (Hall) O’Brien, child of God, loving wife, mother and grandmother, caring friend and devoted patriot, passed away in her sleep on December 17, 2016 following a short illness. Services were held on December 28th at Welch-Ryce-Haider Funeral home at 15 E. Sola Street, starting with a Rosary at 9:30 AM and the Mass of Christian Burial at 10:30AM. A graveside service at Calvary Cemetery Patricia O’Brien was born in Crystal Springs, Mississippi on October 22, 1923. She was the fourth of seven siblings and was the last surviving child of Rhoden and Elizabeth Hall. She was a farm girl and spent many summers picking tomatoes and helping on the family’s truck farm during the difficult Depression years. As a teenager, Pat was active in the High School Debate Team and Girls Basketball and she worked as a high school teacher’s assistant for English Composition. Following High School graduation, Patricia moved to Washington D.C. where she lived with family friends and began a career in government service with the fledgling Social Security Administration. She transferred to the Department of State after several years, where she served as an administrative assistant. Her first overseas posting was Nanjing, Republic of China, where she witnessed the overthrow of China by the Communist Party and was evacuated along the Yangtze River and sailed out of Shanghai. During her follow-on posting in Madras, India, she witnessed the transfer of power from British crown to Indian self-rule and the establishment of the Republic of India. Her final overseas posting was a 2-year tour in Madrid, Spain during the height of Francisco Franco’s rule. Upon her return to Washington, D.C., she worked in the front office for Secretary of State John Foster Dulles. She left government service in 1960, starting a second career as a housewife and mother. C. Patricia (Hall) O’Brien was married to Robert O’Brien, M.D. on May 21, 1960, at St. John’s Catholic Church in Crystal Springs, Mississippi. They were married for 52 years. Patricia lived the challenging life of a physician’s spouse and stay-at-home Mom. She shared her greatest accomplishment was raising her children during the turbulent years of the late 1960s. She was active in the PTA at San Roque School and Bishop Diego High School and served as an adult 4-H leader for many years. An active member in the Daughters of the American Revolution (Mission Canyon Chapter), she enjoyed helping Santa Barbara area students learn and explore U.S. history thru the American History Essay contest. Helen Barron, 94, peacefully passed away December 5, 2016, at Valle Verde, having lived in Santa Barbara for 66 years. Born January 19, 1922 in Pasco, Washington, Helen was the eldest of three daughters of Margaret and Eugene Hurley. Helen graduated in 1944 from Whitman College in Walla Walla, Washington. She later attended Columbia University, where she met her husband, J. Roy Barron. They moved to Santa Barbara in 1950, when, having just obtained his doctorate at USC, he was hired as an administrator in the Santa Barbara school system. When San Marcos High School opened the Riviera campus in 1958, Helen applied for a teaching position, and with her degree in economics, was hired to teach business skills, i.e., typing. A year later she moved to the new La Colina Jr. High. She became wellknown as a popular typing teacher, instructing more than 3,000 students over a career spanning more than 23 years. There was a perennial wait list for Mrs. Barron’s class. She had the then-novel idea that boys as well as girls should learn to type; and that the process should be noisy, competitive, and fun. Faced with roomfuls of teenagers in the ‘60s and ‘70s, she played Beatles and Beach Boys music in class, so the kids could practice to the 4:4 beat of rock and roll. She organized speed contests for which she awarded Life-Saver candies, and assigned creative writing projects to apply the repetitive skills. Since she had thrown out the texts in favor of her innovative program, she assembled her lesson plans and published those materials as Type Right. It became a bestseller. As she approached retirement, personal computers were replacing typewriters. When she discovered that PCs would retain the QWERTY keyboard, she engaged software developers to convert Type Right to a digital format, ultimately selling over 50,000 copies of the program out of her home. A firm believer in independent learning,

she also served on the California State Board of Business Education. Hearing of this success, her alma mater, Whitman College, named Helen to its Board of Overseers, on which she served for fifteen years. As a Whitman co-ed during WWII, Helen had played on the varsity tennis team, held a coveted position on the debate team, and joined Delta Delta Delta sorority, where she met lifelong friends. She was a member of the Santa Barbara Tri-Delt alumni chapter well into her nineties, supporting the UCSB actives. Helen’s beloved husband Roy predeceased her in 1991. A decade later she married Lester Liebel, a childhood friend. Mr. Liebel predeceased her in 2010. Helen was a loving and caring mother, grandmother and great-grandmother. She is survived by her sister, Gene Slater, also a current resident of Valle Verde; her children, John Barron of Buellton (Dennise), Nancy Barron Kemnitzer of Belvedere, California (Bryan), and Kathleen Barron Sawyer of Santa Barbara (Richard); grandchildren Michael Barron, Richard Barron Sawyer, Holly Misic, Kristin Kemnitzer McNeile, and Chris Kemnitzer; as well as seven great-grandchildren. DEMS DOMINATE, THEN DISAPPOINT: This year was one of the most tumultuous election cycles in modern memory, bringing both presidential hopeful Hillary Clinton (1) and her primary rival Bernie Sanders (2) to town. While their dreams died at the hands of Donald Trump — with such disappointment visible on the faces of Dems during election night (7) — regional Democrats such as Das Williams (3), Hannah-Beth Jackson (4), Salud Carbajal (5), Joan Hartmann (6), and Monique Limón (8) dominated their tickets.

WILD AND WEAK WEATHER: Though one January storm did take out a historic tree at Old Mission Santa Barbara (1), the hope for major rains failed to materialize last winter, leaving Gibraltar Dam (4) frighteningly dry. Wildfires gave the region serious scares, including June’s Sherpa Fire (2) — which threatened oil facilities (3), animals (5), and El Capitan State Beach (7, 8) along the Gaviota Coast — and August’s Rey Fire (9), which threatened to hop the Santa Ynez Mountains while charring the backcountry. In town, suspected arson caused damage at Santa Barbara High’s field house (6).

1 HOUSING WOES: Those with and without homes made headlines in 2016. After checking in, Bill Murphy (1) has a smoke outside on December 1 (when winter capacity doubles from 100 to 200 beds) in front of the facility formerly known as Casa Esperanza, which reopened as PATH (People Assisting the Homeless) in April with stricter sobriety and locals-only rules. Landlord Ed St. George (2), facing neighbor complaints and Planning Commission censure over unpermitted axing of eucalyptus trees framing his Beach City apartment complex near City College, pulled the plug on the major expansion in July. Confirmation of water service for UC Santa Barbara’s 165-unit San Joaquin Apartments (3), during Goleta’s water moratorium, raised the question of “stealth demand” from previously purchased water agreements. Street dwellers “Denver” (left) and “Michigan” (4) said the winter warming centers give them shelter and that “the hardest part about living on the streets is there’s no safe place to store luggage.”Tenants at the rent-controlled Flamingo Mobile Home Park, such as JoAnn Garrett (5), feared rising rents when landowner Elizabeth Keeter floated the idea of selling the property to an investor, a deal that fell through.

PASSIONATE PROTESTS: Controversies flared from the city block to the international sphere this past year. Hundreds marched down State Street to declare that Presidentelect Donald Trump was not their president following the November election (1). Battles raged over where to put new downtown bike paths (2), with residents worried about losing parking (3). And steelhead trout found salvation amid the drought, as precious water was released from Lake Cachuma for their benefit (4, 5).

STAGED AND ENGAGED: Theatrical stages and artistic venues were as lively as ever in 2016. Jack Stewart and Leila Drake Fossek starred in State Street Ballet’s An American Tango at the Granada Theatre (1). Mezzo-soprano Leann Sandel-Pantaleo was a dynamic Carmen in Opera Santa Barbara’s November production at the Granada (2). Nancy Gifford’s “Lament” stimulated many comments from UC Santa Barbara students when it was installed in the gallery of the new library (3). S.B. Museum of Art Director Larry Feinberg stands with “Sitting Bull,” a ceramic sculpture by Peter Voulkos that was featured in an exhibition celebrating the museum’s 75th anniversary (4). CAMA’s International Series brought violinist Joshua Bell and the Academy of St. Martin in the Fields to the Granada (5). Karly Kuntz and Merckx Dascomb featured in Westmont’s performance of Shakespeare’s As You Like It (6). Ensemble Theatre Company presented Jamison Jones, Christine Sage, Kathryn Meisle, and Leslie Gangl Howe in Macbeth at the New Vic (7). BIG BALLERS: From Dos Pueblos Chargers battling San Marcos Royals in women’s water polo (1) and Santa Barbara High Dons taking on Bonita (2) to the College World Series–bound UCSB Gauchos grappling with UCLA (3, 4) and the Dons taking on the Chargers in women’s soccer (5), athletic skill was on full display in 2016. There was plenty of pure joy, too, including S.B. Track Club’s Tom FitzSimons Jr. (6) breaking the world record for most high-fives in a minute, UCSB swim coach Gregg Wilson’s last meet (7, with Katie Records), and fútbol star Heather O’Reilly kickin’ it with the Santa Barbara Soccer Club in November (8).

RACING FOR GOLD AND FUN: The San Marcos Royals boys’ baseball team hosted their crosstown rivals, the S.B. High Dons (1). The Summer Olympics ruled the stadiums and airwaves of 2016, with Olympians Ashton Eaton (3, 4) and Brianne Theisen-Eaton practicing at Westmont, also the training grounds for Santa Barbara High hurdler Natasha Feshbach (8). Also in the rising-star category is tennis whiz Kayla Day (6), while the UCSB fans continued their tortilla-tossing ways despite a disappointing soccer season, including a draw with rival Cal Poly (7). Thousands watched as the Amgen Tour tackled Gibraltar Road in May (5), and quite a few also got a kick out of the Storm Trooper family that sprinted the State Street Mile (2).

TRIUMPH AND TROPHIES: Though just playing sports is sweet, winning tastes pretty good, too. That’s what Foresters Coach Bill Pintard knows well, winning the semipro baseball team’s sixth national title in Wichita (1). Other scenes include Bishop Diego losing a close one to St. Joseph’s (2), the S.B. Mermaids Rugby Club showing that women can scrum (3), the San Marcos Royals unsuccessfully blocking a Laguna Blanca spike (4), UCSB smashing up Stanford in volleyball (5), hockey finally skating into Goleta at Ice in Paradise (8), and UCSB heading off Cal Poly into a draw in October (9). Bigger news included Barbara Nwaba (6) heading to the Rio Olympics and the rebuilding Los Angeles Lakers, including Metta World Peace (7), stopping by UCSB to practice.

y foodie duties for the year wouldn’t be complete without summarizing the past 12 months of food and drink activity on the Central Coast. In 2016, there were 54 openings and 39 closings, with the most openings in February (8) and most closings in January (8). I enjoyed dinner recently at Little Kitchen, 17 West Ortega Street. We ordered the Roasted Beet Salad, Mac & Cheese Skillet, Southwest Chicken Tikka Masala (which comes in a creamy tomato curry with roasted corn salsa and cilantro served over ginger coconut rice, with grilled naan), and Little Kitchen Burger on a brioche bun, which was so good that I added it to my list of Top 10 Burgers in S.B. We’ll definitely be back.

One of only three distilleries in seaside Campbeltown, Glen Scotia is now part of the Loch Lomond distilling umbrella and therefore has more oomph in the market. That’s a good thing for us, as this is a deep and luscious whisky, as one might expect given it’s finished in both bourbon barrels and Pedro Ximénez sherry casks. Lots of caramel, vanilla, char, and spice augment the core fruit. Think of it as starting with its bourbon notes and finishing with sherry. At a suggested price of $63, it’s not cheap, but it certainly delivers flavor bang for the buck, particularly during the holiday season; its rich flavors could even fight away the ugliness of auntie’s fruitcake. Movie Guide O La La Land
NOW SHOWiNG Assassin’s Creed (115 mins., PG-13) Michael Fassbender brings video game character Callum Lynch to life in this action/adventure film that has Lynch being rescued from his execution by a nefarious company to be used in its Animus Project, which taps into memories from Lynch’s ancestors who just happen to be assassins.
Fairview/Metro 4
OCollateral Beauty
(97 mins., PG-13)
The world is as glorious as New York City at Christmas and as fragile as a spin on a 10-speed during a midtown jam. Our deeply wounded hero, Will Smith as a George Bailey/Ebenezer Scrooge–type character, gets a helping hand from two-bit off-Broadway actors (Helen Mirren and Keira Knightley) offering him their truth and beauty and the notion that actors are angels sent to give us the courage to go on despite the sure knowledge that everything we have created could all be lost in a split second, causing a domino effect that may never end. In the midst of a living nightmare, how do we cope with our conspiratorial coworkers (Ed Norton and Kate Winslet), our angry youth, our sober support groupers, our demented elders, our virtual-reality tricksters — all those nobodies who can’t hold a candle to our ever-innocent love lost? (JK) Fiesta 5
Elle (130 mins., R) Isabelle Huppert stars in this mystery/ thriller as a woman who is raped and then sets about tracking down her assailant. Directed by Paul Verhoeven.
Riviera
Fences (138 mins., PG-13) Academy Award winner Denzel Washington directs and stars in this film adaptation of August Wilson’s play about a father struggling with his life and trying to raise his family amid strained race relations of the 1950s. Viola Davis also stars.
Camino Real/Metro 4
Jackie (100 mins., R) Natalie Portman is getting Oscar buzz for her turn in this biopic about Jacqueline Kennedy and how she copes after the shocking assassination of president John F. Kennedy. It also stars Peter Sarsgaard, Billy Crudup, John Hurt, and Greta Gerwig. Paseo Nuevo
(128 mins., PG-13)
It’s been a long time since I’ve seen a film that had me sitting upright the whole time, amazed at the magic that Hollywood creates, but La La Land did just that. Emma Stone and Ryan Gosling play young artists trying to make it in the entertainment industry; their chemistry is akin to Fred Astaire and Ginger Rogers, including a delightfully enchanting tap dancing scene. Through song, dance, humor, romance, and heartache, the lovers inspire each other to work for their dreams. Yet the film also reminds the audience that fantasy can be just that — things we desire but may never have. (SM)
Camino Real/Paseo Nuevo
Lion (118 mins., PG-13) Dev Patel (Slumdog Millionaire, The Best Exotic Marigold Hotel) stars as a man who was adopted from Calcutta when he was a boy by an Australian couple and searches to find his birth family.
Plaza de Oro
O Manchester by the Sea (137 mins., R)
This poignant film captures raw human emotion in the wake of tragedy. Not only do Casey Affleck and Michelle Williams shine, but breakout actor Lucas Hedges perfectly portrays how difficult is it to deal with the death of a parent during adolescence. Anyone who has experienced the loss of a family member can find solace in the film’s themes of grief, forgiveness, and learning to let go. (SM) Plaza de Oro Moana (113 mins., PG) Disney’s latest animated feature tells the story of a young girl named Moana, daughter of a chieftain, who sets sail to find the demigod Maui (Dwayne Johnson) to help her unite her people. During their adventure, she meets a giant crab, a lava witch, and various other characters. Camino Real/Fiesta 5 Office Christmas Party (105 mins., R) This film has “coulda-shoulda-woulda” written all over it. It could’ve been an awesome display of what we all secretly wish office work parties were actually like; it shouldn’t have had a plot that was so unfocused and convoluted. Maybe then it would not have wasted an hour and 45 minutes of my day. (SM)
Passengers (116 mins., PG-13) Jennifer Lawrence and Chris Pratt star in this sci-fi romantic thriller about two passengers on the starship Avalon, which is on course for a 120-year journey to a new planet to colonize. Things go awry when Aurora Lane (Lawrence) and Jim Preston (Pratt) wake up from their hibernation pods just 30 years into the trip. Camino Real/Paseo Nuevo
Tue, Jan 24 / 8 PM / UCSB Campbell Hall
O Rogue One: A Star Wars Story (134 mins., PG-13)
In terms of the Star Wars timeline, Rogue One falls between the space opera’s disappointing prequels and its game-changing originals — so after the Empire really hits its dark-side stride but before the Alliance blows the Death Star to bits. In terms of appeal, the spin-off, directed by Gareth Edwards, hits right in the middle, too. Interstellar dogfights sizzle above deliciously immersive worlds where sassy androids best storm troopers who still can’t shoot worth a damn. Fun homages abound without being overplayed. But Rogue One tries too hard to cement a new cast of gritty yet lovable rebel warriors, throwing out action and one-liners when a couple more moments of meaningful dialogue would have hit much harder. Still, it’s a ride worth taking. (TH) Arlington (2D)/
Camino Real (2D and 3D)/ Metro 4 (2D and 3D)
Sing (108 mins., PG) Koala bear Buster Moon (Matthew McConaughey) owns a theater that has fallen upon financial difficulties thanks to a series of flops he’s produced. In an attempt to raise funds to save the theater, Moon holds a singing competition, which brings unlikely hopefuls to audition. Reese Witherspoon, Scarlett Johansson, Seth MacFarlane, Taron Egerton, and Jennifer Hudson are just a few of the stars who lend their voices to this animated film.

CAPRICORN
(Mar. 21-Apr. 19): Donatello was a renowned Italian sculptor. His favorite piece was “Lo Zuccone,” a marble statue of the Biblical prophet Habakkuk. As Donatello carved his work-in-progress, he addressed it. “Speak, damn you! Talk to me,” he was heard to say on more than a few occasions. Did the stone respond? Judging from the beauty of the final product, I’d have to say yes. One art critic testified that “Lo Zuccone” is a “sublimely harrowing” tour de force, a triumph of “forceful expression,” and “one of the most important marble sculptures of the 15th century.” I suspect you will have Donatello-like powers of conversation in 2017, Aries. If anyone can communicate creatively with stones — and rivers and trees and animals and spirits and complicated humans, for that matter — it’ll be you.
(June 21-July 22): I hope you will be as well-grounded in 2017 as you have ever been — maybe even since your past life as a farmer. I trust you will go a long way toward mastering the arts of being earthy, practical, and stable. To do this right, however, you should also work on a seemingly paradoxical task: cultivating a vigorous and daring imagination — as perhaps you did in one of your other past lives as an artist. In other words, your ability to succeed in the material world will thrive as you nurture your relationship with fantasy realms — and vice versa. If you want to be the boss of reality, dream big and wild — and vice versa.
(Sept. 23-Oct. 22): “The self in exile remains the self, as a bell unstruck for years is still a bell,” writes poet Jane Hirshfield. I suspect that these words are important for you to hear as you prepare for 2017. My sense is that in the past few months, your true self has been making its way back to the heart of life after a time of wandering on the outskirts. Any day now, a long-silent bell will start ringing to herald your full return. Welcome home!
(Dec. 22-Jan. 19): As I was ruminating on your astrological omens for 2017, I came across a wildly relevant passage written by Rabbi Tzvi Freeman. It conveys a message I encourage you to memorize and repeat at least once a day for the next 365 days. Here it is: “Nothing can hold you back — not your childhood, not the history of a lifetime, not even the very last moment before now. In a moment you can abandon your past. And once abandoned, you can redefine it. If the past was a ring of futility, let it become a wheel of yearning that drives you forward. If the past was a brick wall, let it become a dam to unleash your power.”
TAURUS (Apr. 20-May 20): According to Japanese novelist Haruki Murakami, “A certain type of perfection can only be realized through a limitless accumulation of the imperfect.” Let’s amend that thought so it’s exactly suitable for your use in 2017. Here’s the new, Taurusspecific version: “A messy, practical, beautiful type of perfection can be realized through a patient, faithful, dogged accumulation of the imperfect.” To live up to the promise of this motto, make damn good use of every partial success.
GEMINI (May 21-June 20): Gemini gymnast Marisa Dick has created a signature move that has never been used by any other gymnast. To start her routine, she leaps up off a springboard and lands on the balance beam doing a full split. The technical term for this bold maneuver is “a change-leg leap to free-cross split sit,” although its informal name is “The Dick Move.” The International Federation of Gymnastics has certified it in its Code of Points, so it’s official. During the coming months, I expect that you will also produce one-of-akind innovations in your own sphere. Homework: If you’d like to enjoy my books, music, and videos without spending any money, go here: bit.ly/LiberatedGifts.
LEO (July 23-Aug. 22): Even if you don’t think of yourself as an artist, you are always working on a major art project: yourself. You may underestimate the creativity you call on as you shape the raw material of your experience into an epic story. Luckily, I’m here to impress upon you the power and the glory of this heroic effort. Is there anything more important? Not for you Leos. And I trust that in 2017 you will take your craftsmanship to the highest level ever. Keep this advice from author Nathan W. Morris in mind: “Edit your life frequently and ruthlessly. It’s your masterpiece, after all.”
VIRGO (Aug. 23-Sept. 22): French painter Henri Matisse (1869-1954) turned out to be one of the supremely influential artists of the 20th century. But he was still struggling to make a living well into his thirties. The public’s apathy toward his work demoralized him. At one point, he visited his dealer to reclaim one of his unsold paintings. It was time to give up on it, he felt, to take it off the market. But when he arrived at the gallery, his dealer informed him that it had finally been bought — and not by just any art collector, either. Its new owner was Pablo Picasso, an artist whom Matisse revered. I think it’s quite possible you will have comparable experiences in 2017, Virgo. Therefore: Don’t give up on yourself!
SCORPIO (Oct. 23-Nov. 21): In accordance with your astrological omens for 2017, I’ve taken a poem that Shel Silverstein wrote for kids and made it into your horoscope. It’ll serve as a light-hearted emblem of a challenging but fun task you should attend to in the coming months. Here it is: “I’ve never washed my shadow out in all the time I’ve had it. It was absolutely filthy I supposed, so I peeled it off the wall where it was leaning and stuck it in the washtub with the clothes. I put in soap and bleach and stuff. I let it soak for hours. I wrung it out and hung it out to dry. And whoever would have thunk that it would have gone and shrunk, for now it’s so much littler than I.”
SAGITTARIUS (Nov. 22-Dec. 21): Walk your wisdom walk in 2017, Sagittarius. Excite us with your wisdom songs and gaze out at our broken reality with your wisdom eyes. Play your wisdom tricks and crack your wisdom jokes and erupt with your wisdom cures. The world needs you to be a radiant swarm of lovable, unpredictable wisdom! Your future needs you to conjure up a steady stream of wisdom dreams and wisdom exploits! And please note: You don’t have to wait until the wisdom is perfect. You shouldn’t worry about whether it’s supremely practical. Your job is to trust your wisdom gut, to unleash your wisdom cry, to revel in your wisdom magic.
AQUARIUS (Jan. 20-Feb. 18): Naturalist John Muir regarded nature as his church. For weeks at a time, he lived outdoors, communing with the wilderness. Of course he noticed that not many others shared his passion.“Most people are on the world, not in it,” he wrote, “having no conscious sympathy or relationship to anything about them — undiffused, separate, and rigidly alone like marbles of polished stone, touching but separate.” Is there anything about you that even partially fits that description, Aquarius? If so, I’m pleased to inform you that 2017 will be an excellent year to address the problem. You will have immense potential to become more intimate and tender with all of the component parts of the Great Mystery. What’s the opposite of loneliness?
PISCES (Feb. 19-Mar. 20): Seven Chilean poets were frustrated by their fellow citizens’ apathy toward the art of poetry. They sarcastically dramatized their chagrin by doing a performance for baboons. Authorities at the Santiago Zoo arranged for the poets’ safety, enclosing them in a protective cage within the baboons’ habitat. The audience seemed to be entertained, at times listening in rapt silence and at other times shrieking raucously. I’m sure you can empathize with the poets’ drastic action, Pisces. How many times have you felt you don’t get the appreciation you deserve? But I bet that will change in 2017. You won’t have to resort to performing for baboons.

PUBLIC NOTICE OF MITIGATED NEGATIVE DECLARATION As required by the California Environmental Quality Act, the California Department of Fish and Wildlife’s Fisheries Restoration Grant Program is providing Public Notice of the completion of a Mitigated Negative Declaration for a proposed Fish Habitat Restoration Project to enhance the capability of streams to produce anadromous salmonids by maintaining, restoring, and improving stream habitat essential to salmonid production. Project Location: Various streams in Del Norte, Humboldt, Mendocino, Santa Barbara, Santa Cruz, Siskiyou, Sonoma, and Ventura counties. Description of Project: This project will use grant funds approved by the California Legislature to initiate activities that are designed to restore salmon and steelhead habitat in coastal streams and watersheds that historically produced large populations of salmon and steelhead. Activities will improve spawning success for adult salmon and steelhead as well as increase survival for eggs, embryos, rearing juveniles, and downstream migrants. Bank stabilization treatments will reduce sediment yield to streams. Upslope road decommissioning or repair will also help address these widespread problems. The replacement of barrier culverts with bridges or natural stream bottom culverts will allow adult and juvenile salmonids access to additional spawning and rearing habitat. The installation of instream structures will recruit and sort spawning gravel for adult salmon and steelhead and create summer rearing pools and over-wintering habitat for juveniles. The mitigated negative declaration can be accessed online at http://www.dfg.ca.gov/ fish/Administration/Grants/FRGP/Mit-Neg-Dec.asp. It is also available for review at the Department of Fish and Wildlife, Watershed Restoration Grants Branch, Fisheries Restoration Grant Program: 1700 9th Street, 2nd Floor, Sacramento, CA 95811; the Northern Region office: 1455 Sandy Prairie Ct, Suite J, Fortuna, CA 95540; the Bay Delta Region office: 3633 Westwind Blvd., Santa Rosa, CA 95403; the Central Region office: 20 Lower Ragsdale Dr., Suite 100, Monterey, CA 93940; and the South Coast Region office: 4556 Lampson Ave., Los Alamitos, CA 90720. The review period for the mitigated negative declaration starts December 23, 2016 and ends January 23, 2017. Please mail comments to: Department of Fish and Wildlife, Watershed Restoration Grants Branch, Fisheries Restoration Grant Program, 1416 9th Street, Room 1266, Sacramento, CA 95814; made attention to Ms. Karen Carpio.
