ur weather certainly came out of hibernation abruptly last week. We went from rain boots and parkas to flip-flops and sunblock almost overnight. This sudden onset of spring makes an afternoon at the beach more appealing than one spent inside the office. Fortunately, visiting open houses is a great sunny-day activity, so I got the best of both worlds as I zipped around town and chose three different condominiums to highlight here. 2030 State Street is a cluster of late ’50s condos with a retro feel, in an unbeatable location near the Mission and downtown called Villa Capri Aire. On this summer-like day, the large central courtyard with a welcoming fountain lent a vacation-like feel. I could just as easily have been in Palm Desert. It helps that Unit 14 is tucked at the far end of the horseshoe, farthest from the street, offering quiet, privacy, and convenience. Channelkeeper Fans Celebrate at Blue Water Ball
O
n March 16, about 250 enthusiastic supporters of Santa Barbara Channelkeeper gathered in the magnificent Rotunda at Deckers Brands Headquarters for its 19th annual Blue Water Ball fundraiser, which netted nearly $200,000. This small but mighty nonprofit protects the Santa Barbara Channel and its watersheds through science-based advocacy, education, field work, and enforcement. Guests, many festively clad in blue in a nod to the evening’s theme, mingled during the reception in the light-filled Rotunda while enjoying music by the Santa Barbara Ukulele Club. At dinner, emcee Andrew Firestone welcomed guests and proclaimed how vitally important Channelkeeper is. As a father of three children, he related that he understands the importance of preserving our channel and waterways, which face new challenges all the time, and how we need Channelkeeper to continue to stand vigilant every day. Executive Director Kira Redmond shared how Channelkeeper employs a multipronged strategy of water watchdogging — melding scientific research, water-quality monitoring, education, and outreach with government agency advocacy. According to Redmond, “It’s that science-in-the-field, boots-on-the-ground, boat-on-thewater piece that sets us apart from other environmental groups.” Redmond explained how Channelkeeper has been addressing the impacts of the Thomas Fire and 1/9 Debris Flow on our creeks and beaches. It is doing monthly water-quality sampling in Montecito’s creeks, and when the county began dumping mud from debris basins onto Carpinteria and Goleta beaches again last month, Channelkeeper sampled water quality at those and neighboring beaches and made results available to the public (as it did with the beach dumping last year). With researchers at UCSB, Channelkeeper is also documenting the longerterm impacts of mud disposal on water quality and beach and offshore habitats. Redmond shared highlights of the past year’s victories, some of which Channelkeeper achieved by working with partner organizations. The City of Santa Barbara banned Styrofoam containers and plastic straws, and just last week, the City of Carpinteria enacted one of the most progressive single-use plastic bans in the country. As for agricultural pollution, the California 3rd District Court of Appeals ruled that existing, weak regulations are unlawful, which has resulted in the Central Coast Regional Water
Quality Control Board issuing new, much more effective proposed regulations, including on how much fertilizer can be applied to crops. Regarding fracking in our channel, as a result of a lawsuit challenging the issuance of permits without proper impact assessments on the environment and endangered species, a federal district court issued an injunction prohibiting the approval of new permits until impact assessments are done and considered. Older enforcement efforts came to fruition, including a 2012 settlement with the Keynote speaker and Patagonia VP of Public Engagement Rick Ridgeway with City of Santa Barbara to upgrade its sewer Channelkeeper Treasurer Hank Mitchel infrastructure and better manage its system to reduce spills. Last year saw only six spills, compared to 44 10 years ago. In response to a 2015 Channelkeeper lawsuit against the county, the county committed to redesign its South Coast Recycling and Transfer Station to capture and divert runoff to Goleta’s sewage plant for treatment. At the time, the station had the highest number of violations of any industrial facility on the Central Coast, but now has eliminated its discharge of pollutants to storm drains, Atascadero Creek, and the ocean. The audience was wowed by these and other accomplishments and also by a surprise appearance by Patagonia founder Yvon Chouinard. Eight-foot-deep drainage channels were cut through the area as extensions of the Devereux and Phelps creeks. These channels and their bordering saltmarshes and mudflats are by Dennis Allen designed for flexibility—to accommodate heavy rains and lower the risk of flooding. Being that the area is an intermittent tidal estuary, it can also handle large volumes of water from the sea, thus better adapting to storm surges from the ocean and even sea-level rise. The gentle slopes can handle the slow buildup of sediment and organic matter when deposited during high tides. Eventually with sea-level rise, the system will transform from “an intermittently open estuary to a fully tidal estuary.” In just two years, hundreds of thousands of natives, all propagated from seeds collected nearby, have been planted. The restoration planting is expected to be completed next year. The excavated soils were shaped into upland mesas, but since they were low in nutrients and organic matter, biochar and compost were incorporated into the surface and 12 below the surface before planting. With this mix, plants put down strong root structures,
Restoring the Devereux Wetlands
M
y last article (independent .com/wetlands) focused on the potency of wetlands for carbon sequestration. Here in our local backyard there is a stellar example of a sizeable wetland restoration project. A unique collaboration between The Trust for Public Land and UCSB is undoing a large area of developed land that caused severe damage to parts of the Devereux Slough. The 136acre north-campus open-space project is restoring the area to salt marshes, coastal
sage scrubs, grasslands, native perennials, freshwater marshes, vernal pools, and riparian woodlands. Not surprisingly, the Ocean Meadows Golf Course, developed in 1960 in the middle of the Devereux watershed, was losing money due to periodic flooding. The Trust, working with the UCSB Cheadle Center for Biodiversity and Ecological Restoration, purchased the land in 2013 for $7 million and gifted it to UCSB. The project broke ground in 2017.
which pull down even more carbon. Trees sequester carbon, but when they die, the wood is often burned or decomposes on the ground to re-release the captured carbon into the air. In wetland soils, however, plants grow a dense mass of roots that stay buried and moist, holding the carbon long-term into the future. The network of trails for walking and biking fosters even more carbon reduction. Other benefits are: • Creating habitat for endangered and non-endangered species. Two of the endangered ones, the western snowy plover and tidewater goby, are already appearing. • Reduced flood insurance rates for surrounding properties, due to lowering the official flood zone. • Recharging the groundwater table by keeping freshwater surges in the system longer, giving time for plants and dirt to absorb and filter it. Restoring the other big development that compromised the original Devereux Wetlands will be even more challenging since the airport runways were created by filling in the slough. homas Woltz, one of America’s leading landscape architects, spoke at the Westmont College Global Leadership Center on March 12, offering hope and inspiration for community members still reeling from the devastating Thomas Fire and 1/9 Debris Flow. The Garden Club of Santa Barbara offered the free public event so that Woltz, with his thoughtful and creative approaches to resurrecting damaged land, might provide encouragement as the community finds its way forward. “Healing the land can be symbolic of healing a community,” Woltz emphasized. “A moment of grace occurs when you enter the landscape and discover the stories it has to tell. Ask: What is the history? What are the dynamics? Who are your people? The stories of who we are and how we got here are under our feet. Listen to these stories; they can lead to the future. uring pre-listing meetings with sellers, Realtors are often asked how to prepare a property for the open market. At times we are even asked to quantify the value of specific improvements. I wish that the answer to these questions were as simple as, “If you do X, it will increase your value by Y.” Sadly, I don’t believe that anyone can accurately make that kind of statement or provide solid evidence for it. Nevertheless, there are many types of improvements that can maximize the property’s sales price. One fun way to think about getting a property ready for viewing is to compare it to preparing for a first date.
